If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
As
per
usual
counselors
opening
prayer
for
our
meeting
heavenly
father
grant
that
we
who
would
seek
to
serve,
you
may
have
the
wisdom
of
your
spirit,
the
guiding
of
your
hand
and
the
grace
to
serve
together
for
the
prosperity
of
our
city
through
jesus
christ.
Our
lord
amen,
I'm
standing
for
the
national
anthem.
B

C
B
A
Item
one
attendance
and
apologies:
neil
two
leave
of
absent
neil
item
three
condolences:
I've
got
none
of
my
least
counsellors,
so
I'm
calling
it
neil
okay,
neil
merrill
minute:
okay
councillors,
let's
go
to
merrell
minute!
There's
two
today
the
first
one
is
the
entitled
significant
council
events:
full
council.
A
Oh
that's,
today,
council's
on
the
screen,
I
move
that
council
allocate
a
recurrent
operational
expenditure
budget
in
september
2022
budget
review
to
the
city
events
unit
and
budget
center.
As
on
the
screen
for
the
delivery
of
significant
council
events
in
the
northern
gold
coast
hundred
thousand
and
the
south
and
gold
coast,
a
hundred
thousand
there's
preamble
there,
but
this
initially
counselors
that
for
hold
the
city
funding.
They
will
do
christmas
in
the
north
and
new
year's
eve
and
southern
of
the
gold
coast
christmas
and
also
new
year's
eve.
A
D
Quite
happy
to
support
the
initiative,
and
I
welcome
it.
I
wonder
if
at
special
budget
would
have
the
opportunity
to
discuss
it
a
little
bit
more
broadly
to
entertain
possible
other
areas
that
might
benefit.
I
think
so
thanks.
Mr
mayor.
A
A
Okay,
all
right
council,
the
second
one
is
mayor's
christmas
carol.
I
can,
if
we're
going
to
get
into
detail
on
amounts
and
things
like
that,
we'll
get
we'll
need
to
go
and
cut
too
close
for
commercial
confidence,
but
I
I
put
the
motion
to
you
first
and
the
usual
confidential
clause
for
our
ceo.
A
Second
one
is
that
council
approved
the
award
of
incoming
sponsorship
agreement
for
the
mayor's
christmas
carol.
2022
2023
to
channel
7
network
limited
operations
limited,
but
council
approved
the
award
of
the
incoming
sponsor
agreement
for
the
mayor's
christmas
carol,
22
23
to
the
hotter
to
the
hot
tomato
broadcasting
company
that
the
chief
executive
officer
or
delegate
be
authorized
to
negotiate
and
execute
incoming
sponsorship
agreement
on
behalf
of
the
city
attached.
A
E
Owen
jones,
so,
mr
mayor,
I
actually
do
have
a
question
that
does
pertain
to
the
the
values.
So
I'm
happy
to
move
to
close.
A
F
Yeah,
thank
you,
mr
mayor.
You
asked
for
people
to
speak
against
the
motion.
Look,
I
think
we've
had
a
appropriate
and
confidential
discussion
in
closed
session.
Given
the
information
that's
been
provided
in
the
information
the
report,
I
could
only
support
the
emotion
if
we
were
able
to
alter
section
three,
because
I
can't
disclose
any
more
information
that
the
information
is
confidential.
I
think
an
alteration
to
section
three
is
the
right
way
forward.
Mr
mayor
and
I
yeah,
I
can't
support
the
motion
as
it
currently
stands.
F
As
much
as
I
love
the
mere
christmas
cards,
I
think
it's
a
really
important
asset
to
the
city.
I
I
can't
see
that
being
the
right
way
forward.
Based
on
the
report
we've
received
today,
the
information
receiving
closed
okay.
A
A
A
The
first
one
councillors
is
the
special
counsel
meeting
on
monday
29th.
Is
that
right?
That's
the
one
we're
doing.
First
5.1.
Is
the
council
meeting
held
on
16th
of
august
any
corrections
councillors
on
that,
so
I'd
like
to
move
for
adoption,
councillor
gates,
council
peter
young
second
put
the
motion
to
you
all
in
fair
show:
hands
against
carrie,
unanimous
and
5.2.
A
A
I
prepared
the
mayor's
report
and
then,
as
I
was
leaving
my
desk,
I
found
a
little
note
and
I
thought
I'd
include
that,
but
you
know
it
was
a
last
minute
thing,
so,
basically
not
a
particular
order.
It's
just
the
saturday,
the
27th
of
august
six,
six
pm
whiskey
and
cheese
night
at
the
whiskey
lounge
mudry
bar
yeah.
A
They
had
well.
I
found
it
interesting:
they
they
paired
the
whiskey
and
cheese
and
there's
you
got
to
identify
a
lot
of
questions
and
it's
all
the
whiskey
buff
and
everything
like
that
and
notes
written.
You
don't
know
which
one's
white
and
what
I
found
interesting
is
that
that,
in
the
end
of
the
night,
the
person
that
got
a
hundred
percent
was
ruth.
So
I
can
so
I
concluded
she's
got
chasing
good,
whiskey
and
men.
A
Okay,
now
we
go
to
pacific
air
show
gold
coast.
Counselors
is
locking
the
date
18th
to
20th
of
august
organizers
have
already
released
the
dates
and
he's
scanning
all
the
building
there
kevin.
A
So
it's
going,
gonna
be
quite
spectacular
and,
and
it
is
coming
from
huntington
beach,
we
just
gotta
make
sure
that
on
the
ground,
with
all
the
entertainment,
the
traffic
and
logistics,
we've
gotta
dot
the
ice
across
the
t,
the
next
one
on
wednesday
17th,
the
promotion
was
held
at
robina
stadium,
kiss
is
coming
to
sea
bus,
it's
the
first
event
in
the
musical
event,
entertainment
event
in
seabus,
so
saturday,
the
10th
of
september-
and
I
I
channeled
co-founder
rhythm,
guitarist,
paul
stanley
and
applied
a
bit
of
makeup
there.
A
So
so
go
paul
and
and
and
there
is
a
there
there-
you
go
yeah.
I
was
made
for
loving
your
baby
so
and
there's
a
small
video
there
from
the
news
we
got
it
us.
B
The
end
of
the
road
tour,
the
last
time
the
boys
will
bring
their
biggest
hits
down
under
and
they're
promising
a
seba
stadium
thriller
one
week
out,
the
goal
posts
will
come
down
and
the
1
000
square
metre
stage
setup
begins,
which
will
include
pyrotechnics
and
aerial
equipment.
So
the
band
can
fly
over
their
fan.
A
A
bit
of
fun,
you
can't
take
yourself
too
seriously
so
and
then,
from
there
I
went
to
broadwater
parklands
and
together
with
councillor
patterson,
we
opened
a
5
million
dollar
parkland
attraction
there,
5
000
square
meters
and
and
and
where
we
stand,
that's
what
reclamation
land
so
all
that
land
we
dredged
out
of
the
broad
water
and
we
got
for
free,
five
thousand
square
meters
of
it
and
it's
fantastic.
I
don't
know
if
you've
got
a
video
on
this
one,
but
if
we
do
hit
it
there,
we
go.
C
B
B
B
A
It's
about
councillors
serving
our
community,
oh
sweet,
then,
from
there
I
got
dressed
up
and
went
to
the
chinese
business
anniversary
charity
board.
The
theme
was
they
told
me
was
floral
just
happened
to
have
that
jacket
I
prepared
earlier
and
yeah
the
story
with
that
jacket
was
that
got
in
in
singapore
and
if
ruth
was
there
with
me,
I
wouldn't
have
been
able
to
board
it
because
he
said,
but
it
fit
that
nicely.
So
next
one
we
went
to
invited
to
go
up
to
division,
one
arranging
tours
of
key
sites.
A
I
also
went
past
some
some
other
future
sites
as
well,
and
I
commend
councillor
hamel
to
show
us
around
in
the
one
morning
and
for
us
all
to
get
a
quick
snapshot
and,
of
course,
chair
of
transport
infrastructure,
council,
paul
and
young
also
10.
cancer.
Hamill.
Can
you
enlighten
us
of.
G
Pleasure,
mr
mayor,
so
very
special
of
yourself
from
the
ceo
and
director
twine
come
up
with
councillor
pauline
young
and
manager,
wagner
and
manager
tilly
jumped
on
a
minibus
for
a
couple
hours
and
went
around
to
look
at
half
a
dozen
strategic
roads
in
the
industrial
area.
With
the
context
of
where
can
we
partner
with
industry
to
deliver
those
roads
sooner
and
cheaper?
G
I
think
it
was
a
great
morning.
The
officers
got
a
lot
from
it
and
it's
been
pleasing.
Since
then,
we've
had
the
first
lot
of
advice
come
back
that
we're
not
far
off
the
first
agreement
being
entered,
which,
on
one
road
will
save
rate
payers
three
and
a
half
million
dollars
versus
building
it
ourselves
in
the
future.
So
great
morning
I
mean
thank
you
and
to
the
ceo
for
taking
the
time
to
come
up
and
a
big
thank
you
actually
to
counselor,
paul
and
young
for
coming
up.
G
I
got
a
lot
out
of
that
with
having
her
there
and
there's
some
brilliant
questions
from
her
that
I
think
she
took
away
some
good
information
that
we'll
be
able
to
use
in
other
parts
of
the
city
in
the
future
too.
Hopefully,
sweet.
A
Well
done,
then,
then
I
got
dressed
up
again
and
went
to
come
back
here
and
and
all
the
ladies
the
day
after
their
ball
and
came
over
and
they
donate,
I
think,
from
memory
15
000
to
gave
us
a
check
for
the
gold
coast
community
fund.
So
it
was
good
that
they
raised
the
funds
for
all
of
that
and
they've
got
77
chapters
throughout
the
world.
So
it
looks
like
you
know,
easy
going
on
all
that
they
are
connected
heavily
so
and
yeah.
That's
good
annual
dredging!
A
We
this
next
one.
We
started
doing
that.
30
000
cubic
meter
again
from
tara,
budgering,
creek,
and
that
goes
to
burly
heads
and
then
we
do
do
it
again
in
crumbling
creek,
so
we
basically
kill
two
birds
with
one
stone.
I
know
the
greens
one
like
that,
but
at
least
we
achieve
this
and
you
know
flood
mitigation
and
all
that
sort
of
stuff.
So
it's
great
launch
of
our
op
in
message.
A
new
alert
message
that
provide
vital
information
during
emergency
or
disaster
has
been
launched
by
the
city.
A
You
can
get
out
onto
our
website
and
download
the
app
and
then
and
the
key
difference
here,
we're
using
technology.
So
if
you're
an
area,
that's
vulnerable
there'll
be
target
message
to
your
mobile
phone
in
that
area.
So
have
a
look
at
that
cost
you
nothing
to
download
that.
Then
we
checked
out
the
choir
breathing
season
safety
message
they're
starting
to
breed
so
a
bit.
You
know
they're
at
increased
risk,
because
they're
very
active
and
drive
carefully
in
koala
hot
spots.
A
Keep
your
dogs
in
door
at
night,
make
your
backyard
safe
for
koalas
to
move
around
and
report
koala
sightings,
and
earlier
this
year
we,
the
council,
launched
the
wildlife
vehicle
collision
mitigation
program
which
successfully
and
tested
measured
that
target
high
priority
areas.
So
our
quest
in
saving
koalas
continue
gold
coast
airport
southern
terminal
was
joined
by
councillor
o'neill
council,
mcdonald,
councillor
pauline
yang
casatosa,
council
owen
jones
and
the
event
with
three
levels
of
30
square
meter
of
terminal
expansion.
A
They've
got
budget
around
500
million
dollars
and
in
my
speech
I
have
to
commend
the
board
that
during
covet
they
continue
on
with
expenditure
and
took
a
long-term
view.
It
created
2000
jobs
for
this
project
and,
as
you
all
know,
the
conduit
to
our
tourism
industry
is
the
is
the
aeroplane
seats
that
brings
tourism
to
our
city,
and
this
will
enable
us
to
increase
our
tourism
in
our
city,
so
well
done.
A
I
haven't
had
a
report
on
that,
but
they
think
it's
well
over
150
000
I
attended
the
titan
versus
newcastle,
knights,
wonderful
36
to
26
win
and,
and
we
only
had
12
people
on
the
field
most
of
the
time
in
the
second
half,
so
a
courageous
effort
and-
and
that
was
the
final
home
game
so
so
pleased
to
do
so.
I'm
looking
forward
to
a
more
successful
season.
A
A
At
the
same
time,
it
has
never
been
more
important
to
especially
coming
out
of
global
panama
for
people
to
connect
network,
share
ideas
and
learn
from
each
other,
and
and
it's
it's
one,
it's
fantastic
that
our
city
leads
that
and
and
the
week
will
wrap
up
11
11
different
events
throughout
the
city
in
multitude
of
industry,
council
o'neill.
B
Mr
mayor,
I
just
like
to
add,
I
went
to
the
last
event
this
morning
and
it
was
a
health
active
and
healthy
breakfast
put
on
at
the
custard
canteen
at
telebudger
rec
centre
there
and
it
was
all
about,
and
it
is
about
connection
and
melt
mental
and
physical
well-being
through
exercise,
and
it
was
also
an
event
sponsored
by
the
junior
chamber
of
commerce
and
was
very
successful
in
a
very
casual
atmosphere,
casual
breakfast
and
I
think
everybody
enjoyed
it
and
sam
used.
Our
coordinator
for
active
and
healthy,
gave
a
wonderful
speech.
A
Thank
you.
Thank
you,
okay,
so
so
then,
I'll
hop
across
to
the
church
leaders
breakfast
hell
at
jw,
marriott,
attended
by
a
hundred
church
leaders
and
basically
we're
looking
at
william
franklin,
graham
who's,
the
grandson
of
world
renowned,
billy,
graham
and
event
for
2024.
A
So
it's
been
65
years
since
billy
graham
came
to
brisbane
in
1959
and
and
and
all
the
pastors
there
are
willing
to
roll
up
the
sleeve
and
help
assist
in
operational
matters.
So
I
hope
it
goes
ahead
and
it
will
really
light
up
see.
I
don't
know
what
venue
they're
looking
at
or
anything
yet,
but
I
think
there'll
be
a
lot
of
people,
meryl,
say:
safety,
suburb
forum,
councillor
gage,
worster,
patterson
and
taylor,
attended
representative
from
department
of
transport
and
main
roads.
A
We
talked
about
measures
of
e-scooters
and
safety
campaign
to
educate
users,
best
practice
and
new
road
rules,
and
so
there's
a
lot
of
new
things
coming
through
there.
Then
we
had
the
state
manager
for
crime
stoppers,
presenting
an
overview
of
the
organization
initiative
achievement,
including
one
local
volunteer,
recognising
the
volunteer
of
the
year.
A
The
police
gave
us
a
wonderful
crimes,
statistics,
update
and
and
and
also
with
the
crime
report,
trial,
metal,
detector
ones
that
work
really
well.
So
I
think
griffith
is
analyzing
that
and
hopefully
gets
recommended
to
that
the
police
can
use
it
anyway,
that's
going
well,
then
we
go
to
was
it
31st?
A
Yesterday,
a
couple
days
ago,
wednesday
went
out
to
diving
at
the
wonder,
reef
to
check
it
out
and
saying
hello
to
some
big
one,
big
boys
there
and
next
one
and
then
after
the
first
dive,
we
we
were
going
to
go
down
again
and
then
we
went.
Let's
go
to
scottish
prince
and
that's
the
the
front
of
scottish
prince.
It
was
fortunate,
it's
just
20,
plus
meters
visibility
and
look
how
clear
it
was
and
look
at
the
number
of
fish
swimming
around.
A
H
Thank
you,
mr
mayor,
so
firstly
thank
you
for
the
invitation,
so
I
have
over
100
hours
under
the
water
I've
given
I've
dived
in
almost
every
continent
in
the
world
outside
of
antarctica,
and
this
is
absolutely
a
world-class
dive
attraction,
and
so
it
was
very
nice
to
be
invited,
and
I
also
want
to
pass
on
my
thanks
to
the
staff
inside
the
city
administration,
who
have
done
a
wonderful
job
in
setting
that
up
and
continue
to
promote
it.
A
No,
it's
great,
I
recommend
it.
You
know,
do
the
course,
and
and
operators
are
great-
it's
safe,
they're,
so
proud
of
their
operation.
A
couple
of
young
guys
they're
having
a
go
next
one.
I
just
bring
to
your
attention.
The
peace
triple
c
told
was
no
evidence,
corruption
in
local
government.
I
note
with
interest
that
report.
I
read
it
and
I
just
quote
the
p
triple
c,
commissioner
michael
woodford,
he
said
looking
through
all
the
work
in
the
inquiry
that
was
done.
A
I
I
put
it
to
you
that
I
mean
obviously
the
fella
cited
ipswich
and
then
tarnished
the
whole
of
local
government
throughout
the
queensland,
and
we
were
targeted
too
because
in
his
own
words
that
they've
done
it,
which
and
next
stop
gold
coast
like
a
gunslinger,
I
said,
and
it
came
down
and
I
was
put
through
the
loops.
I
know
that
and
and
all
in
all
now
just
come
through.
A
All
I
could
say
is
that
there's
a
bit
of
a
culture
there
that
needs
to
be
fixed,
there's
a
new
triple
c
chairman
now
appointed.
So
I'm
looking
forward
seeing
the
new
culture
being
implemented
and-
and
you
know
and
they've
gone
right
through
it
now
go
and
look
at
hard.
Crims
leave
us
to
serve
people.
A
I
move
that
in
my
marriage
report,
be
welcome
and
noted
second
accounts.
The
gates
put
the
motion
to
your
own,
face
your
hands
against
gary
unanimous
clarification
of
members.
Any
missed.
Ceo,
no
gone
business
arising
from
minutes,
neil
presentation,
nil,
conflict
of
interest,
10.1
council
of
all-star.
I
Thank
you
very
much,
mr
man
for
students,
section
150
eq2
of
the
local
government
act.
I
hereby
provide
notice
that
I
have
declarable
conflict
of
interest
in
this
matter,
which
is
a
commercial
other
subsidiary,
on-premises
meals
licensed
at
odyssey
lifestyle
care
communities
on
the
basis
that
a
reasonable
person
may
form
the
view
of
an
interest
participating
in
a
decision
to
support
or
object
to
a
liquor
application
at
this
retirement
living
and
aged
care
facility,
where
my
grandparents
own
a
unit
francesco
and
antonio
bellavia
own
the
unit.
I
I'm
making
a
decision
in
this
case
not
to
participate
in
the
decision,
because
the
decision
has
already
been
made
by
city
officers
and
I'm
merely
taking
the
step
of
recording
this
publicly.
So
I
notified
city
offices
with
this
form
I
didn't
participate,
but
I'm
required
to
bring
it
to
council's
attention.
Okay,.
I
Thank
you
very
much,
mr
med.
This
one
also
concerns
the
odyssey
lifestyle
care
community,
but
it
relates
to
development
compliance
investigation.
I
This
is
because
my
grandparents
only
unit
at
the
subject
site
and
my
family
require
access
to
visit
our
car
parking
spaces
when
visiting
my
grandparents
an
odd
one,
but
if
I
can
explain
with
my
reasons
for
attempting
to
participate
in
that
decision
in
the
public
interest,
council
has
resolved
to
permit
my
full
involvement
in
decisions
concerning
the
next
stage
of
the
development
at
the
site.
Participation
in
this
process
will
demand
an
understanding
of
the
sufficiency
and
ratio
of
car
parking
provided
to
residents,
visitors,
suppliers
and
staff.
I
This
is
because
there
is
no
on-street
car
parking
available.
Raising
this
council
of
requests
will
provide
me
and
city
officers
with
an
opportunity
to
understand
the
lived
experience
at
the
site
and
to
support
better
development
outcomes
moving
forward.
So,
for
those
reasons
I'd
like
to
participate
in
asking
that
question,
mr
mayor,
okay,
councillor.
F
Tozer
emmitt
smith,
I'm
happy
to
move
that
vorsto
should
participate
in
the
decision
despite
the
council's
conflict
of
interest,
because
the
community
interest
in
the
broader
car
parking
outcome
far
exceeds
his
family's
accessibility
to
one
or
one
car
park
when
visiting
grandparents,
okay,
good
yeah,
that's
your
view
anyway.
Yeah
yeah,
the
community
interest
in
the
broader
car
parking
outcome,
far
exceeds
council
of
worsters
family
interest
in
utilizing.
One
visitor
car
park.
F
A
B
I
Thank
you
very
much,
mr
smear.
This
relates
to
light
rail
stage
four
and
also
proposals
to
accelerate
the
related
bridge
works.
I
I
reasonable
so
my
wife,
so
the
nature
of
this
particular
conflict
is
my
wife
and
I
own
a
small
investment
unit
in
palm
beach,
not
on
the
gold
coast
highway,
a
suburb
through
which
the
fourth
stage
of
the
light
rail
is
proposed
to
travel.
While
the
project
stands
to
affect
a
significant
number
of
people
in
the
local
government
area,
and
so
it
may
be
considered
an
ordinary
business
matter.
Pursuant
to
section
150
ef-2a
of
the
local
government
act.
I
The
person's
interest
is
obviously
my
own,
but
also
my
wife,
who
is
an
electoral
donor
under
the
relevant
act
and
from
a
joint
account.
My
wife
made
several
donations
to
my
election
campaign,
but
also
prior
to
the
at
the
2016
election
campaign.
The
reasons
that
I'm
seeking
to
participate
in
decisions
concerning
the
fourth
stage
of
the
light
rail
and
the
potential
to
accelerate
bridge
works
is
that
the
proposed
force
stage
of
light
rail
will
affect
a
significant
number
of
people
within
the
local
government
area
just
within
the
corridor,
besides
those
who
live
along
earlier
stages.
I
I
The
light
rail
is
a
multi-decade
city,
shaping
project
that
demands
intense
interrogation
to
secure
the
best
possible
outcomes
for
current
and
future
residents.
The
full
participation
of
all
councils
in
the
decision
making
process
ensures
any
rate
pay
investment
yeah
is
looked
after
and
in
keeping
with
the
majority
community
view.
So
I'm
not
sure
why
it
says
committee
view
but
should
say
community
view.
The
decision
will
also
be
informed
by
main
sites
as
a
long-term
counselor
and
public
transport
advocate.
A
E
Just
have
a
question
I
I
know
that
council
of
warsaw
has
brought
this
up
before
and
I
think
he
might
have
identified
roughly
where
the
property
is,
but
I
actually
don't
know
where
all
of
my
fellow
councillors
own
property-
and
I
don't
know
how
we
vote
on
this
without
first
determining
whether
or
not
we're
going
to
be
consistent
across
other
council
laws
who
might
own
property
in
the
16
kilometer
extension
from
early
south
through
to
the
airport.
So
I.
E
A
A
So
let
me
go
to
our
solicitor
acting
solicitor
lucky
and
not
acting
slow
at
the
city
solicitor.
I
see
this
as
a
ordinary
business
and
that,
but
what's
your
thought.
J
These,
mr
mayor,
these
things
are
a
matter
of
degree
and,
and
you
know
if,
if
we're
talking
about
you
know
a
property
right
alongside
a
station,
that's
going
to
you
know,
obviously
benefit.
J
A
I
Thank
you,
miss
man.
If
I
could
just
clarify
I
mean
I
haven't
previously
raised
any
suspicions
that
any
counsellor
might
have
a
conflict
to
manage.
I
just
wanted
to
make
the
point
that
this
deals
not
with
a
material
gain
or
loss,
that
I
might
suffer
or
any
loss
or
gain,
but
rather
a
perception
issue
that
may
have
been
created
due
to
media
commentary
and
making
reference
to,
of
course,
the
federal
member
for
macpherson.
I
A
Yeah:
okay,
any
procedure
motion.
Anyone
council,
tosa.
F
E
Jones,
mr
mayor,
I
don't
want
to
speak
against
it.
I
would
like
to
just
ask
councillors
that
maybe
own
property
that
is
at
a
similar
distance
to
the
declaration
that's
being
made
here
today-
may
need
to
be
careful.
I
don't
know
what
it
is.
E
I
don't
know
so,
mr
mayor,
we
all
have
to
make
our
own
decisions,
but,
like
I
mean,
is-
and
I
think
that
the
challenge
that
we
have
with
this
legislation
is
if
we
also
have
some
type
of
conflict,
we
shouldn't
vote
okay,
so
okay,
so
I
personally
don't
have
a
a
an
issue
right,
but
I
it
would
be
a
shame
even
taking
a
vote
today
on
this
conflict
of
councillor
forster,
which
he's
entitled
to
raise
and
we're
entitled
to
deal
with
that
there's
collateral
damage
by
somebody
voting
or
not
voting.
E
I
Thank
you
very
much.
Mr
spell
I
just
one
of
the
other
things
we
need
to
contemplate
is
consistency
as
far
as
possible,
and
I
just
want
to
remind
councils
that
this
is
effectively.
I
think,
the
third
time
I've
made
this
declaration
with
nearly
exactly
the
same
wording,
and
I
I
can't
recall
an
instance
where
there
was
any
other
conflict
to
manage,
and
I
think
my
recollection
is
that
during
those
debates,
councils
relied
on
the
fact
that
I
was
dealing
or
raising
a
concern
that
was
narrowed
in
focus
to
the
election
commentary.
I
And
can
you.
I
I
don't
know,
but
it'd
have
to
be
approximate
to
the
19th
avenue
it
can.
I
ask
councillor
mcdonald,
who
perhaps
knows
the
area
a
little
bit
better
in
terms
of
whether
the
station
might
be.
I
Yeah
to
over
100
meters,
maybe
as
far
as
the
crow
flies,
I
think
the
closest
station
may
service
the
palm
beach
state
school.
I
But
in
any
case
I
just
wanted
the
fact
that
this
is
the
third
time
I've
made
the
declaration
and
it's
merely
to
deal
with
a
community
perception
issue
that
I
believe
was
created
during
the
federal
election
campaign.
B
A
Yeah,
okay,
thank
you.
I'd,
probably
better
just
did
not
vote.
Okay.
Abstain
means
a
no
yes,
so
anyone
else
counsellors
put
the
motion
to
you
or
in
fair
show,
hands.
I
A
I
That's
all
right
thanks,
mr
smee.
I
think
this
might
be
the
last
one
matter,
just
yeah,
so
do
I
so
do
I
meta
description
is
meetings
and
discussions
with
ozfish
to
discuss
matters
relating
to
fishing,
water
quality
and
recreational
use
of
our
waterways
make
sure
the
declarable
conflict
is
if
we
could
just
scroll
to
the
top,
please
a
reasonable
person
may
form
the
view.
I've
been
interested
in
participating
in
discussions
with
ozfish,
as
a
member
of
their
management
committee
is
a
friend
that
friend
is
blair.
I
Shapland
he's
a
member
of
the
ozfish
management
committee
and
he's
sort
of
meeting
with
me
along
side,
some
of
his
committee,
subject
to
today's
decision,
of
course,
and
the
reason
why
I'm
seeking
to
participate
in
decisions
and
have
that
meeting
is
that
there's
no
real
personal
benefit
or
loss
that
mr
chaplin
stands
to
gain
or
suffer
from
any
discussion
or
decision
concerning
the
management
of
local
waterways
and
their
stocking
with
fish.
This
is
merely
a
voluntary
declaration
made
to
address
a
perception
issue
which
may
in
extreme
circumstances
arise.
A
Council.
Thank
you,
mr.
F
Question
through
you
to
council
of
worcester
just
to
ask
whether
mrs
shapland
is
engaging
with
those
entities
in
a
voluntary
capacity.
I
Thank
you,
mr
mayor.
I
must
admit:
I'm
laboring
under
the
assumption
that
ozfish
is
a
incorporated
community
association
and
that
mr
chaplin's
participation
is
purely
on
a
voluntary
basis
and
not
a
professional
one,
and
the
reason
why
I
flag
it
is
I
I
did
attend
mr
chaplain's
wedding,
which
is
a
threshold
a
point.
Oh
okay,.
F
Mr
mayor,
on
the
basis
of
that
I'll,
I'd
move
that
the
council
of
austin
might
participate
in
the
decision
to
spot
the
council's
conflict
of
interest,
because
the
public
interest
in
engaging
with
the
community
association
exceeds
the
nature
of
the
relationship
between
council
of
worcester
and
mr
shapland
as
described.
Okay,.
A
D
I
regret
to
bring
this
matter
to
your
attention
today
and
that
of
the
council,
but
a
member
of
the
public
has
raised
concerns
with
the
ceo
in
correspondence
in
an
ongoing
fashion
related
to
the
management
of
the
gold
coast
cycle
center
at
narang
and
the
strategic
planning
being
undertaken
for
the
site,
and
this
is
recently
broadened
into
allegations
that
I
personally
have
direct
directly
coerced
council
officers
in
regards
to
the
management
of
the
venue
and
expenditure
of
public
funds
and
the
development
of
the
forthcoming
gold
coast
cycle
centre
master
plan
a
bit.
D
I
believe
the
allegations
to
be
unfounded,
and
I
have
asked
the
ceo
to
raise
this
with
the
oia
for
their
interpretation.
But
in
the
meantime,
mr
mayor,
the
council
is
dealing
in
an
ongoing
fashion
with
the
management
of
that
city
infrastructure
and
the
forthcoming
master
plan,
and
I
seek
to
be
able
to
be
involved
in
those
in
an
ongoing
way
and
hence
raising
this
with
the
council
today.
D
D
He
seeks
to
progress
certain
outcomes
and
believes
that,
through
my
direct
coercion,
the
opportunities
have
been
squandered
and
he's
even
talked
about
the
misappropriation
of
public
funds,
so
I'm
seeking
to
participate
in
ongoing
decisions
subject
to
ultimately
the
oia's
determination
and
hence
leaving
this
in
the
hands
of
the
council
thanks.
Mr
man,
okay,.
A
Council
tesla,
you
know
the
previous
motion,
you
you,
you
made
that
the
gator
interest
in
it
would
that
be
applicable
for
this
one.
F
Yeah
yeah
I
mean,
let's
maybe
we
could
cut
and
paste
the
same
words
and
see
that's.
F
F
I'd
also,
probably
note
and
probably
doesn't
need
to
be
in
the
declaration
that,
as
far
as
the
information
that's
been
provided,
those
matters
appear
to
have
been
referred
to
the
relevant
regulatory
authorities
and
that
probably
doesn't
need
to
be
captured
in
the
declaration.
If
that
has
occurred,
then
would
have.
I
Thank
you
very
much,
mr
mayor,
and
I've
got
an
interest
only
in
protecting
councillor
young
and
and
just
wondered
whether
councillor
toza
may
entertain,
adding
a
condition
and
again
this
merely
attempts
to
protect
councillor
young
and
the
condition
being
that
a
further
declaration
may
be
required.
I
Should
there
be
any
determination
made
by
the
oia,
and
at
least
that
gives
councillor
young
the
ability
to
demonstrate
to
the
public
that
we're
happy
for
his
full
participation
and
if
anything
is
substantiated
well,
then
council
will
have
a
fresh
look.
It's
just
to
manage
the
public
perception
issue
I've.
I
absolutely
feel
as
though
it
will
be
unfounded,
while
keeping
an
open
and
persuadable
mind,
but
I
think
that
little
nuance
will
provide
council
peter
young,
the
most
protection,
as
he
moves
in
the
community
on
this
issue.
E
I
wonder
whether
or
not
we
should
give
some
consideration.
I've
also
actually
restricting
councillor
young's
ability
to
have
further
communications
with
mr
plogg
and
suggest
that
any
correspondents
that
mr
plug
wants
to
enter
into
be
directed
through
the
ceo's
office.
So,
and
I
think
that
that
may
well
it's
a
gift,
you
know
so,
but
but
I,
but
I
think
that
our
challenge
as
representatives
is,
we
actually
want
to
represent
everybody,
and
but
we
also
don't
want
to
be
prevented
from
representing
everybody's
thoughts.
If
there's
one
particular
person.
E
A
D
D
Basis
of
this
is
basically
that
further,
this
is
coming
from
the
acting
chief
risk
and
compliance
officer,
and
it
says
for
that
reason
I
consider
further
response.
This
matter
is
an
unjustifiable
use
of
the
city's
resources.
Unless
significantly
new
information
is
provided.
All
future
correspondents
of
this
nature
will
be
filed
without
further
action.
This
relates
to
the
administrative
matters,
not
the
allegations
about
me,
and
I
believe
that
the
proposal
made
by
councillor
jones
is
is
justified.
D
A
So
have
you
added
b
to
that.
F
A
F
E
To
mind,
mr
mayor,
if
there
was
public,
for
example,
there
was
a
public
meeting
to
discuss
a
master
plan,
et
cetera,
et
cetera.
I
think
that
this
procedural
motion
would
enable
councillor
young
to
indicate
at
that
meeting
that
he's
restricted
in
dealing
in
that
in
that
regards
with
that
with
that
gentleman
and
that
he
needed
to
have
the
correspondence
with
the
administration.
So
so
I
think
that
that
would
be
maybe
a
useful
thing
for
councillor
young
to
that's
the
restriction
that
we've
placed
upon
him
in
him.
Having
made
this
declaration,
mr
man.
J
I
F
There's
a
list
on
the
council
website
that
updates
people
for
the
public
interest
anyway,
so
whether
it's
adverse
or
otherwise,
I'm
I'm
neither
here
nor
there,
but
I'm
happy
to
I'm
happy
with
adverse
determination.
If,
okay,
that
gives
all
the
councils,
I'm
I'm
most
inclined
to
get
on
a
unanimous.
A
Okay,
all
right
speaking
for
the
motion,
no.
J
C
Thank
you
very
much,
mr
mayor.
I'm
actually
rising
today
to
seek
the
permission
of
the
council
to
participate
in
a
briefing
that's
been
offered
to
the
ceo,
the
mayor
and
myself
by
the
gold
coast,
turf
club,
and
I
guess,
there's
a
possibility
that
a
reasonable
person
may
consider
that
a
conflict
exists
due
to
my
having
been
a
director
of
the
turf
club
from
2017
to
2018
and
the
fact
that
I
received
donations
from
art,
housing
and
a
smith
care
of
the
gold
coast,
turf
club
in
2014
and
15..
C
Mr
mayor,
I
am
hoping
that
I
can
it's
opportune
that
we
had
a
meeting
today
where
I
could
seek
to
get
the
approval
of
the
council
to
participate
in
the
briefing
it's
just
going
to
be
a
matter
of
listening
and
there'll,
be
no
decisions
made,
but
I
would
like
to
see
what's
being
proposed.
Okay,
if
the
council
supports
my
attendance
counselor.
A
I
Thank
you
very
much,
mr
mayor,
before
I
can
form
a
view
as
to
whether
I
can
participate
in
the
decision
concerning
council
gates's
declarable
conflict
of
interest
just
want
to
bring
to
the
attention
of
the
room
that
my
brother
is
a
supplier
of
financial
services
to
the
gold
coast,
turf
club.
I
think
atm
machines
or
potentially
f-pos.
I
I've
made
declarations
in
the
past,
where
a
council
decision
may
yield
a
commercial
return.
For
my
brother,
this
is
a
very
by
the
sounds
of
it.
A
very
high
level,
strategic
conversation
that
I
will
not
be
party
to
doesn't
require
council
decision.
As
far
as
I
can
determine,
but
through
you,
mr
mayor,
I
just
wanted
to
put
that
out
there
and
perhaps
ask
of
our
acting
general
counsel
whether
he
would
be
satisfied
that
I'm
not
required
to
make
a
declaration
at
this
stage,
given
the
very
general
nature
of
councillor
gates's
declaration.
J
Amish
through
the
chair,
you
pretty
much
have
made
a
declaration
against
councillor
so
whether
you
need
to
or
not
again
it's
a
matter
for
you
this.
My
reading
of
the
matters
that
councillor
gates
has
brought
to
the
meeting's
attention,
don't
really
touch
or
concern
the
the
interest
that
you've
raised
today.
So.
I
I
Okay,
yeah
sorry
when
I
meant
similar
to
council
pauline
young
with
respect
to
her
earlier
like
right
now,
oh
okay,.
A
Now,
council
pedia,
thank
you.
D
Mr
mayor,
I
have
no
concerns
regarding
councillor
gate's
involvement
in
that
meeting,
and
I
thank
her
for
bringing
this
to
our
attention
I'll,
be
happy
to
move
in
motion
that
she
is
able
to
participate.
But
I
just
wanted
to
publicly
air
a
question
as
to
why
the
divisional
councillor
might
not
be
involved
in
that
which
is
not
a
question
for
anyone
here
to
answer
this
club.
D
It's
up
to
them.
I
don't
know,
but
having
said
that,
I'll
be
happy
to
move
that
councillor
gates
may
participate
in
the
decision
and
discussions
despite
the
conflict,
because
the
strategic
nature
of
the
intended
discussions
is
benefited
by
her
participation
with
her
extensive
knowledge
and
that
outweighs
any
possible
conflict
or
matters
that
might
arise
from
the
conflict.
B
C
I
mentioned
this
to
the
mayor's
chief
of
staff
and
there
was
a
subsequent
invitation
issued,
which
made
it
actually
more
complicated,
so
I'm
simply
declaring
in
an
abundance
of
caution,
and
I
don't
even
have
to
be
involved
if,
if
anything's
raised,
I
can
just
simply
leave
at
that
particular
time,
but
I
thought
I
was
doing
the
right
thing
today
and
I
certainly
know
that
no
offence
was
meant
to
councillor
patterson.
It's
not
that
sort
of
a
briefing.
E
I
didn't
want
to
second
the
motion
yet
because
I
I
don't
know
whether
or
not
councillor
young
might
want
to
give
some
consideration
to
removing
the
word
decision
or
changing
that,
because
it's
actually
a
meeting
it's
a
briefing
so
like
I
mean
I
don't
think
we
are
authorizing
councillor
gates
to
make
decisions
she's
just
going
to
turn
up
and
have
a
briefing
so
so
to
me
it
should
be,
maybe
participate
in
the
briefing
despite
and
and-
and
you
know
so
I
think-
and
then
it
is
what
it
is
and
councillor
gates
has
done
exactly
what
she
has
to
do
because
of
the
legislation
we're
all
encumbered
with
and
we're
not
providing
relief
from
councillor
gates
having
to
do
a
future
declaration.
E
J
A
It
is
about
what
they
got
in
mind
as
their
future,
whether
it's
night
racing
or
whatever,
to
to
bounce
off
some
of
their
ideas.
But
I'm
not
I
don't
know
I'm
I'm
surmising,
I
don't.
I
haven't
been
briefed
on
it,
so
it's
almost
like
a
a
developer
has
got
I'd
like
to
float
with
you
some
ideas
I
have
for
that
side.
What
do
you
think
and
you
go
well,
it's
in
line
with
our
code.
A
You
know
benefit
whatever
and
you
might
go,
oh,
why
don't
you
put
some
more
trees
here?
I
don't
know
it's.
So
it's
it's
not
like
hey,
coercing
and
going
can.
I
have
your
support.
I
don't
think
okay,
I
won't
be
making
any
any
part
of
it,
but
I'm
I'm
there
to
encourage
further
investment
for
our
city
in
a
in
line
with
our
broaden
our
economy,
more
jobs
and
in
line
with
with
the
planning.
A
So
so
just
have
a
look
and
see
councillor
patterson.
B
Thank
you,
mr
mayor,
I'd
just
like
to
say
that
I'll
be
supporting
this
because,
as
far
as
council
as
gates
concerned,
it's
totally
appropriate
that
you
know
she's
disclosed
this
and
can
attend,
but
again,
given
what
you've
just
said
now.
Quite
honestly,
it
is
bizarre
that
they
would
not
would
they
would
raise
those
matters
with
someone.
C
A
B
That's
it,
but
as
far
as
council
of
deputy
mayor
is
concerned,
her
conflict
I
get,
is
fine.
A
A
He
rings
me
back
that
afternoon
and
said
it
was
unanimous
you're
in
I
went
so
I
went
in
calmed
the
farm
and
got
out
of
there
at
the
next.
I
never
got
voted
in,
but
I
held
the
office,
so
I
think
2011
or
something
I
can't
remember
anyway.
So
I
sort
of
stir
up
the
pot.
I
don't
intend
to
declare
because
I
don't
think
there's
anything
in
it.
F
Here
we
go
just
I
want
to
be
very
clear:
we've
had
a
very
interesting.
This
is
a
race
day.
You've
been
invited
to
a
race
day,
you're
going
to
sit
around
a
table,
have
a
meal
and
watch
the
racing.
Is
that
lucy
and
there'll
be
conversation
at
the
table?
Is
that
correct,
yeah?
Great?
Thank
you,
mr
man,
fully
supportive
of
the
motions.
A
A
I
Four,
mr
man,
rising
to
make
a
declarable
conflict
of
interest
declaration,
which
I
made
a
committee.
That
is
a
reasonable
person,
may
form
the
view
of
interest
in
this
matter.
As
a
friend
is
the
public
relations
representative
of
a
car
sharing
operator
which
may
seek
to
participate
in
a
contemplated
council
process
to
operate
a
sanctioned
city-wide
trial.
The
person's
brandon
wolf
is
a
friend
and
the
pr
representative
of
an
industry
participant.
I
However,
at
the
meeting
I
sought
to
participate
in
the
decision
on
the
basis
that,
as
an
experience
in
long-serving
council,
I'm
familiar
with
the
outcomes
of
the
former
trial
and
can
assist
my
colleagues
to
form
a
more
comprehensive
view
about
the
merits
of
the
new
trial,
very
familiar
with
the
technologies
used
in
the
share
economy
and
can
provide
technical
insight.
That
may
be
required
to
make
a
decision
in
the
public
interest.
I
And
I
just
want
to
add
further,
mr
mayor,
that
since
making
that
declaration,
which
was
in
the
public
which
was
made
in
public
and
an
open,
been
informed
that
there's
no
interest
of
that
participant
to
enter
into
the
trial.
But
to
ensure
that
I'm
dealing
with
the
matter
consistently
between
committee
and
council
and
making
the
same
declaration
today.
I
I
I
E
And
jones,
mr
mayor,
I
moved
to
procedural
motion
at
the
committee
I'm
happy
to
meet
her
today
if
it
gives
me
the
opportunity
to
say
brendan
wolfe.
So
if
I
could,
mr
mayor
that
council
hermann
boster
may
participate
in
the
decision
despite
the
councillor's
conflict
of
interest,
because
it's
in
the
public
best
interest,
okay,.
A
A
Okay,
all
right,
and
so
the
motion's
moved
counts.
The
call
you're
moving
that
I'm
happy
to
move
it.
Mr
man,
okay,
secondary
council,
pauline
young.
J
B
Thank
you,
mr
mayor.
Look.
The
car
shared
trial
is
just
going
to
be
a
expanding
the
opportunities
of
gold
coasters
to
actually
use
an
alternative
other
than
their
own
car,
so
not
only
with
residents,
but
also
with
our
visitors
to
the
city.
So
in
undertaking
this
trial
in
2023
and
getting
the
the
data
and
the
information
that
best
supports
this,
this
type
of
project
going
forward
can
only
be
of
benefit
to
the
city.
B
We
know
the
biggest
problems
in
our
city
are
congestion
and
parking,
and
if
we
can
actually
facilitate
a
a
new
process
within
our
city,
that's
actually
going
to
relieve
some
of
that,
or
at
least
decrease
the
the
reliability
on
our
own
cars,
and
I
think
it
can
be
nothing
better
than
to
do
the
trial
and
to
get
the
best
possible
outcome.
B
Thank
you,
mr
mayor.
I
raised
some
some
concerns
at
committee
meeting
and
on
further
reflection.
I
won't
be
supporting
this
today.
I
have
a
real
concern
that
there
is
significant,
I'm
big
supporter
of
car
sharing,
and
I
recognize
that
there
is
car
sharing
that
goes
on
in
the
city
at
the
moment.
My
my
concern
is
that
this
trial
and
the
way
we'll
push
it.
We
it
effectively
benefits
large
global
organizations
rather
than
the
individual
gold
coast
citizens
who
are
engaging
in
that
car
share
trial
car
sharing.
B
Currently,
I
would
have
preferred
to
have
seen
something
which
gave
some
kind
of
confidence
that
we'd
be
assessing
and
reviewing
both
of
those
options
so
that
people
can
really
get
more
benefit
out
of
renting
out
their
own
car
rather
than
bringing
in
a
big
global
organization
to
benefit
from
it
so
I'll
be
declining.
Today.
I
think
okay.
A
Speaking
for
councillor
pauline
young
to
close
you're
right,
okay
put
the
motion
to
you
all
in
fair
show:
hands
against
carry
super
majority
pastor
pauline
young.
If
you
can
be
the
spokesperson
on
this
issue,
I
think
that
the
media
will
be
asking
about
it.
Thanks,
mr
mayor,
okay,
all
good
any
other
items.
Councillors,
council,
pauline
young.
B
A
J
A
C
Thank
you,
mr
mayor
item
6.1.
If
I
may,
for
a
declaration
which
was
made
at
committee
and
mr
mayor,
a
reasonable
person
may
consider
that
a
conflict
exists
due
to
my
having
received
donations
from
place
design
in
2011,
2014
and
2016.
C
As
on
the
screen,
albeit
the
2016
amount,
was
refunded
in
full,
but
council
appointed
place
designers,
the
consultant
to
this
project,
mr
mayor,
and
I'm
seeking
permission
to
participate
in
the
decision.
I've
had
no
contact
with
place
design
this
term
and
I
certainly
have
an
interest
in
the
major
bar
cemetery
expansion.
So
I
would
like
to
participate
in
the
decision.
Okay,.
A
I
On
the
screen,
but
for
those
councils
who
are
not
there,
I
moved
that
council
gates
may
participate
in
the
decision,
despite
the
council's
conflict
of
interest,
because
the
matter
at
hand
deals
with
the
delivery
of
an
essential
and
vital
council
service.
The
nexus
between
the
donor
and
the
public
interest
is
far
too
remote
to
suggest
the
public
interest
would
not
be
served
with
the
deputy
mayor's
full
participation
in
the
decision.
F
Thank
you,
mr.
I
also
have
a
declaration
to
make
which
I've
made
before
and
relates
to
my
home,
but
I'll.
Just
so
read
it
off
my
wife
and
I
own
a
44
millimeter
parade,
major
bar,
which
is
a
property
adjacent
to
the
reserve
behind
motorbike
cemetery.
It's
depicted
on
some
of
the
maps
mr
mayor,
but
is
so
far
removed
that
we
weren't
even
corresponded
with
by
the
city
when
the
information
was
sent
out
to
local
or
nearby
residents.
F
I
would
like
to
participate
in
decision
making
because
I
think
there's
a
significant
public
interest
but
yeah
and
specifically
that,
despite
the
conflict
as
described,
my
property
is
sufficiently
removed
on
the
opposite
side
of
the
hill
from
the
subject
area,
so
as
not
to
influence
my
capacity
to
debate
in
the
public
interest
and
my
unique
knowledge
of
the
community
perspective,
I
think,
would
add
value
to
council's
decision
making
on
this
matter.
A
Right
procedural
motion:
anyone
councillor
peter
young
thanks,
mr.
D
F
I
can
confirm
that
is
not
the
value
of
my
property,
notwithstanding
a
very
buoyant
real
estate
market
in
the
gold
coast
right
now,.
D
F
A
F
H
A
And
now
councillor
toza
is
moving
committee
recommendation.
Please
second,
council
callwell,
council
tesla.
You
want
to
speak
on
that.
F
Thank
you,
mr
mayor
look.
This
is
an
issue
that
has
had
significant
public
interest
in
our
community.
You
know
there's
no
doubt
that
the
the
competitive
tension
between
different
services
that
council
provides
sometimes
raises
the
interest
of
community
members
who
use
either
of
those
facilities
for
different
reasons,
and,
as
you
might
imagine,
the
cemetery
is
an
irregular
use
for
a
very
broad
section
of
the
community.
F
There's
lots
of
pioneering
families
that
have
loved
ones
remains
in
the
mudras
cemetery
and,
and
it
is
entirely
appropriate
that
council
make
provision
for
the
coming
decades.
F
Whilst
I
know
there
are
disappointed
people
in
the
community
and
in
fact
about,
I
think
about
14
people
wrote
to
us
in
submissions
and
let
us
know
that
they
were
concerned
about
the
closing
of
the
tip
through
this
process,
and
one
person
raised
an
additional
issue
relating
to
the
proximity
of
the
new
cemetery
to
their
home.
F
F
Lots
of
people
have
come
to
me
in
the
street,
even
though
they
didn't
make
submissions
and
and
talk
to
me
when
I'm
out
and
about
and
said
that
the
cemetery
is
a
place
of
quiet
reflection
for
them
and
it's
a
precious
place
to
them.
Not
every
person
who
has
a
loved
one
remembered
in
the
cemetery
wants
to
write
a
submission
or
write
a
blog
post
or
be
active
on
social
media
as
much
as
we'd
like
to
probably
not
think
about
it,
because
it's
quite
traumatic
at
times.
F
Death
is
a
part
of
life
and
in
our
community
that
place
particularly
for
the
southern
area
of
the
gold
coast.
That's
the
southernmost
cemetery,
and
so
it's
not
just
about
people
who
will
benefit
from
this
long-term
investment
in
council
infrastructure,
but
it's
actually
the
whole
southern
area
of
this
city
and
it
is
a
precious
place,
and
I
hope
that
you
know
that
if
people
would
like
to
come
and
visit
the
cemetery
in
its
current
form,
they
might
just
come
in
and
pay
their
respects.
People
like
darcy,
doyle,
famous
artist
is,
is
buried
there.
F
The
lava
family,
the
franklins,
there's
a
bunch
of
really
incredible
pioneering
families
from
out
here
who
are
in
there,
and
I
think
that
this
proposal
that
we've
gone
through
now
and
taking
those
proper
and
appropriate
steps
with
the
state
government
to
to
ensure
that
everyone's
interest
is
served,
will
result
in
a
long-term
excellent
outcome
for
both
maduro
but
the
whole
southern
gold
coast
and
and
people
who
who
do
want
to
remember
their
loved
ones.
D
I
don't
want
to
speak
against
it,
but
just
briefly
in
support
of
it.
If
you
don't
mind,
okay,
miss
me:
it's
a
mighty,
comprehensive
and
impressive
body
of
work.
That's
gone
into
the
evaluation
of
this
proposed
expansion
of
the
cemetery,
and
I
want
to
recognize
that,
and
also
the
efforts
of
a
couple
of
particular
officers
that
we
have
in
in
the
in
the
council,
ben
kelly
being
one
of
them.
These
guys
are
really
passionate
about
delivering
fantastic
cemetery
environments
for
the
future,
and
I
recognize
their
work.
Thanks,
miss
man,
okay,
anyone
speak.
A
J
J
And
then
just
move
the
rest,
excluding
item
6.3.
Why
don't
we
do
that?
Okay,
so,
mr
mayor
I'll
move
that
the
remaining
recommendations
of
the
planning
and
environment
committee
be
adopted
with
the
exception
of
item
6.3
that
was
separately
resolved
at
the
special
council
meeting.
A
H
E
A
A
E
I'll
move
the
recommendations
be
adopted.
Okay,.
A
C
Mr
mayor,
it's
a
day
for
multiple
conflict
of
interest,
queries
and
I
rise
today
in
compliance
with
section
1
5e
w
of
the
act
in
regard
to
this
item.
Having
recalled
that
councillor,
toza
has
previously
made
a
couple
of
declarations
about
his
involvement
with
blank
gc
and
mr
mayor
through
a
question
that
was
asked.
It's
come
to
my
attention
that
blank
is
actually
authorised
to
present
the
gold
coast,
music
awards
and
also
the
gold
coast.
Music
network
is,
or
blank
apparently
has
an
association
with
them
and
and
they're.
C
Both
events
and
activities
that
are
funded
through
council
and
I'm
rising
to
suggest
that
it
might
be
worthwhile
councillor
toza,
making
a
conflict
of
interest
declaration,
because
there
have
been
two
previously
one
that
actually
stated.
He
was
a
volunteer
contributor
on
the
gold
coast,
music
advisory
board
and
one
that
stated
that
he
was
a
voluntary
contributor.
F
That's
a
taser,
so
the
information
that's
been
brought
to
the
attention
of
the
meeting
is
correct.
I
am
a
volunteer.
I've
been
invited
to
write
for
blank
magazine
from
top
to
top.
I
don't
have
any
involvement
in
any
advisory
group
or
in
any
advisory
capacity,
and
the
individuals
involved
who
own
blank
do
not
meet
the
definition
of
friends.
According
to
the
legislation
I
haven't
attended
any
of
their
weddings.
They
haven't
attended
any
of
my
weddings.
As
far
as
I'm
aware.
F
But
I'm
happy
to
answer
any
questions.
I
do
not
derive
any
income
from
blank
nor
any
of
the
decisions
that
are
before
us
likely
to
result
in
a
favorable
or
like
a
benefit
or
a
detriment
to
my
self.
So
I
sought
some
advice
from
libby
lincoln
about
that
about.
What's
being
what
the
substance
of
the
of
the
recommendations
today
and
I
was
advised
that
there's
no
new
there's,
no,
no
new
information
or
no
new
programs
that
haven't
previously
been
resolved
by
council
in
this
recommendation.
That's
before
us.
F
I
Thank
you
very
much,
mr
may.
I
ask
through
you
to
our
acting
director
or
potentially
councillor
gates
or
councillor
toza.
I
We're
dealing
with
the
music
action
update
plan
right.
The
update
to
the
plan
council
gates
has
raised
a
reasonable
suspicion.
I
think,
is
the
the
term
used
in
the
legislation
but
referenced
some
events
that
blank
are
involved
in
I'm
just
trying
to
draw
a
nexus
between
the
matter
we're
deciding
today
and
the
interest
that
councillor
gates
might
feel
councillor
toza
may
have.
My
question
is:
is
blank
mentioned
whatsoever
in
the
music
action
plan
by
name.
A
A
A
A
A
A
Consider
there's
no
prescribed
conflict
of
interest
or
declarable
conflict
of
interest,
informed.
The
meeting
of
the
roman
council
briefing,
including
reasons
for
the
belief
we
tick.
That
box
I
check
with
hamish
and
he
goes
well.
You've
got
to
go
to
subsection
2b.
The
eligible
council
at
the
meeting
must
decide
councillors.
That's
us
must
decide
whether
or
not
the
relevant
council
has
a
prescribed
conflict
of
interest
or
declarable.
We
have
to
decide
that's
how
far
we've
gone
so
I
went.
Okay,
no
we've
got
to
decide
no
worries.
A
I
said
pull
out
the
latest,
the
last
decoration
by
councillor
toza,
that's
the
latest
information
before
us.
So
I
go
at
the
previous
interest
decoration
at
the
813
council
meeting
dated
31st
of
january
2022,
where
the
councillor
raised
that
he
had
a
occasional
volunteer
writer
was
a
occasional
volunteer
writer
for
blank
street
press
and
received
complimentary
tickets
from
the
venue
for
events
to
write
constant
reviews.
Blank
street
is
mentioned
in
the
music
action
plan
report
to
council
today.
A
So
I
pulled
that
up
then
I
said
well
looked
at
that
and
moved
down
so
therefore
councillor,
I
move
a
procedural
motion.
The
counselor
g
tozer
may
participate
in
the
decision
despite
the
council
conflict
of
interest,
because
the
subject
matter
is
remote
from
his
interests
in
arts
and
culture.
Do
I
have
a
secondary
council
on
jones,
and
so
anyone
got
decoration
in
this
issue,
so
you
won't
be
voting
except
for
council
tosa.
A
Right
against
motion
carry
council
testing
did
not
vote
well
councillors.
Let's
deal
with
this
any
other
conflict
of
interest
on
this
one
council
taser.
Oh,
mr,
I
was
happy
to
move
the
item.
Okay,
move
the
item
secondary
council
lacastra.
You
like
to
speak
on
the
item.
F
Thank
you,
mr
look,
music
is
thriving
in
our
city
over
the
last
seven
years,
or
so,
since
the
gold
coast
music
awards
was
established.
We
have
seen
this
amazing
growth,
not
just
in
the
calibre
of
musicians
coming
out
of
the
gold
coast,
but
also
the
reputation
of
the
gold
coast
in
the
national
and
global
context.
F
It's
really
exciting
and
frankly,
this
weekend
is
a
great
snapshot
of
what
is
happening
in
our
city,
no
matter
what
genre
of
music
you
want
to
be
listening
to.
There
is
something
for
you
this
weekend,
and
that
is
like
many
many
weekends
in
the
city,
mr
mayor,
on
saturday
afternoon,
we'll
see
the
gold
coast
music
awards,
give
out
a
series
of
amazing
awards
sponsored
by
industry
participants,
and
it
is
going
to
be
phenomenal.
F
I
hope
councillors
who
can
be
available
will
come
and
join
us
at
hotter
in
the
afternoon
on
saturday,
but
not
just
that
springtime
festival,
which
is
one
of
the
major
events.
Gold,
coast's,
marquee
events
is
being
held
on
surface
paradise,
speech
on
friday,
saturday
and
sunday,
and
the
lineup
of
national
acts
and
also
local
acts.
You
know
all
together
is
going
to
be
amazing.
In
the
setting
of
surface
paradise
beach,
it's
going
to
be
a
phenomenal
event.
I'm
very
excited
about
that
as
well.
F
Not
only
that,
though,
but
the
music
action
plan
has
talked
about
establishing
growth
in
our
venues
and
our
venue
capacities
and
our
venue
capabilities-
and
there
is
you-
know,
venues
across
the
gold
coast
going
to
be
filled
with
all
sorts
of
different
genres.
F
A
young
country
act,
lily
grace
who
just
performed
at
the
gympie
mustard
with
james
blundell,
well-known
country
act,
is
playing
the
burleigh
bazaar
this
weekend
as
well,
and
there's
just
there's
so
much
on
when
it
comes
to
music
and
it's
as
a
result
of
the
hard
work
of
our
music
team,
our
music
arts
and
cultural
team
that
have
driven
the
agenda
through
the
music
action
plan.
F
You
know
collaboration
between
service
providers
to
the
music
industry,
venues
and
musicians,
all
working
together,
proud
of
what
the
gold
coast
has
to
offer.
Mr
mayor,
I've
also
been
really
encouraged
by
chatting
with
colleagues
and
other
councils
across
australia
and
other
councils.
Other
major
cities
are
looking
to
the
gold
coast,
music
action
plan
to
implement
in
their
own
cities,
and
I
think
that's
a
testimony
to
the
the
the
boldness
of
our
council
in
engaging
in
this
sector,
but
also
the
the
wonderful
industry
participants
that
have
come
on
the
journey
with
councillors.
F
We've
provided
this
funding
and
seen
not
just
a
great
investment
but
great
outcomes.
I
want
to
close
by
talking
about
the
organization
for
which
I
declared
a
conflict
before
blank
street
press.
I
think
a
grassroots
organization
that
promote
music
all
the
time.
There's
new
articles
up
on
their
website
every
week,
I'm
very
proud
of
the
work
of
chloe
and
sam
and
amanda
and
natalie
the
a
team
of
amazing
women
leaders
in
our
city
who
are
promoting
music
and
culture
and
arts-
and
you
know,
councils
in
this
sector
aren't
always
very
cool.
You
know
government's.
F
Not
always
the
coolest
thing.
Often
music
is
a
you
know.
Often
government
is
the
is
the
butt
of
jokes
in
the
music
industry,
sometimes
where
there's
a
bit
of
criticism
for
government,
but
the
credibility
of
these
industry,
stakeholders
like
sam
and
chloe
and
amanda
and
natalie
and
and
that
team
have
actually
have
actually
shown
the
music
industry
that
this
council
is
different.
Mr
mayor,
we
care
about
music
in
a
different
way.
F
The
action
plan
that
we're
going
to
resolve
today
is
is
actually
a
really
good
step
in
the
right
direction.
It
continues
the
work,
that's
already
been
resolved
by
council
23
of
25
actions
that
will
recommendations
have
been
delivered,
there's
two
more
to
do
and
we're
re-providing
funds
to
do
those
honestly,
I'm
so
proud
of
this
body
of
work.
You
know
it's
not
like.
F
There
hasn't
been
obstacles
or
bumps
in
the
road,
but
on
saturday
afternoon,
when
we,
you
know,
celebrate
the
seventh
gold
coast
music
awards,
and
we
see
you
know:
award-winning
country,
music,
acts,
dance
acts,
electronic
music
acts
and,
and,
and
you
know
all
different
genres
being
celebrated.
I
think
we'll
we'll
we'll
see
that
and
be
really
really
proud
of
the
the
national
significance,
the
national
media
interest
in
what
is
happening
on
the
gold
coast.
This
plan
is
a
really
big
part
of
that.
Thanks.
A
G
Mr
mayor,
during
ete
committee
this
week
we
had
a
review
of
the
draft
economic
strategy.
Councillors
would
remember
that
this
strategy
did
come
to
us
earlier
in
the
year,
but
we
started
to
put
it
on
hold.
While
the
new
ceo
had
a
chance
to
get
his
feet
under
the
desk,
that's
now
happened
and
the
draft
strategies
come
forward
for
endorsement.
G
There's
a
few
important
things
in
there.
I'd
like
to
note
that
I
think
we're
setting
much
stronger
measures
of
success
in
this
plan.
Much
stronger
kpis
for
the
organisation
to
work
to
we've
set
a
much
stronger
set
of
actions
in
terms
of
the
implementation
plan
and
a
a
slightly
more
stronger
set
of
time
frames
to
deliver.
Those
in
also
one
key
one.
G
Mr
mayor,
with
only
a
newly
appointed
economic
development
manager,
who's
now
going
to
be
the
acting
director
of
epe
for
a
while,
a
new
ceo
and
his
site
cio.
It's
a
fairly
active
and
energetic
time
and
economic
development
for
the
city,
ensuring
that
we
continue
to
diversify.
Our
economy
is
key
to
our
city's
ongoing
success
and
we
have
to
be
incredibly
mindful
as
local
government.
G
Mr
met
we're
going
to
review
this
every
12
months.
So
I'm
going
to
finish
in
saying
that
while
I
support
the
strategy
and
I'm
very
happy
to
move
it
today,
I
do
think
there's
areas
we
can
improve
on
it
and
that
with
the
appointment
of
the
new
cio,
the
ceo,
having
a
chance
to
get
some
some
more
time
to
work
with
this
and
the
manager
and
our
acting
director
in
that
role
that
in
12
months
time
we'll
bring
this
back
and
there'll,
be
some
reviews
to
be
made.
G
A
Sweet
right,
anyone
speak
against
I'll
deem
that
closed,
put
the
motion
to
your
own
facial
hands
against
carrot,
unanimous
any
other
items
separately.
Council
castra.
D
Over
to
you,
mr
mayor,
look:
there's
nothing
left
to
adopt
really
apart
from
confirmation
of
minutes
and
the
conflicts
of
interest.
A
E
Yeah
one
second,
though,
no
mr
mayor,
I
just
want
to
make
clear
that
we're
also
moving
the
general
business
item
regarding
the
yeah,
oh
the
channel,
which
is
eight
point
one
of
course.
Yes,.
A
A
A
13.2
same
thing:
okay:
presentation
of
petitions,
any
presentations,
petitions,
nil,
general
business
15.1:
this
is
the
schedule
of
council
standard
committee.
Special
committee
council
said
before
you.
We
did
try
to
move
melbourne
cup
to
wednesday,
but
I
had
to
move
it
back
to
tuesday
councillors.
You
know
during
the
year,
if
there's
something
that
we
need
to
shift
we'll
bring
it
back
to
full
council
anyway
right.
I
move
councillors
for
adoption
secondary
council
gates.
Put
the
motion
to
your
all
in
fact
show
hands
against
motion
carrier
unanimous
other
business.
It's
a
pleasure
is
joe
here.
A
H
A
Our
counselors,
it's
wonderful
that
we're
able
to
honor
joe
today
I
moved
the
recommendation
on
the
screen.
There
was
on
the
screen
and
but
before
before
I
go
further.
This
is
how
it
goes
the
archiving
record
and
it
works.
This
is
dear
sir.
A
Okay,
as
a
junior
clerical
officer
as
advertised
in
the
gold
coast
bulletin
of
saturday
24th
november,
slash
at
december
1979,
my
full
name
is
anthony
joseph
mccabe.
I
am
17
years
of
age
birth
date.
I
won't
say
it,
but
I
was
born
at
southport
and
my
parents
have
reside
on
the
gold
coast
since
1953.
A
A
A
So
as
they
say,
the
rest
is
history,
after
38
years
serving
the
city
of
the
gold
coast
and
28
of
those
years
capacity
of
director
in
multiple
roles,
many
a
time
that
we
work
together
when
you're,
acting,
ceo
and
and
and
the
list
goes
on
and
I'll
I'll
grant
opportunity
for
each
and
every
one
of
you
to
safely
watch.
If
you
wish
to
and-
and
I
want
to
recognize
both
joe's
daughter
in
the
gallery-
and
it's
wonderful
that
they're
here
to
to
witness
this.
A
And
today
after
we
speak,
I've
got
a
plaque
to
present
to
joe
in
recognition
of
the
extraordinary
extraordinary
contribution
and
services
city,
the
gold
coast,
and
the
plaque
is
dedicated
by
myself
and
the
chief
executive
officer,
tim
baker
and
and
that's
the
room
at
aquatic
center
and
we're
naming
that
room
in
honor
of
joe
mccabe's
service.
A
And
so
that's
where
we're
at
I'll
leave
you
last
summer.
Some
summers
to
the
end.
Anyone
wish
to
speak
a
few
words
council
gates.
C
Thanks
very
much,
mr
mayor,
I
had
the
privilege
of
speaking
about
joe
at
his
farewell.
I
think
in
your
absence,
mr
mayor,
I
was
the
next
cab
off
the
rank
and
something
I
recall
saying
on
that
occasion.
There
are
only
a
couple
of
councillors
there.
So
I'd
I'd
like
to
just
repeat
it
that
in
all
of
the
years
that
I've
been
associated
with
this
organisation,
I
can
never
remember
anyone
being
critical
of
joe
mccabe.
C
C
We've
always
trusted
joe
implicitly,
with
everything
associated
with
our
finances
and
great
respect
to
him
for
the
way
that
he
has
guided
the
city
in
that
sphere
and
and
the
great
shape
that
he's
left
us
in
with
incredible
cash
reserves
and
just
a
a
probably
the
strongest
local
government
position
of
all
the
only
thing
I
said
at
his
farewell
the
error
of
judgment
that
I
could
recall-
and
many
of
you
will
have
seen
that
dreadful,
lifestavers
hat
that
he
wore
in
the
piece
that
advertised
his
departure
from
the
council
of
big
era,
because
that
was
really
ugly
joe.
C
D
Joe,
it's
really
good
to
see
you
here
today.
Likewise,
I
have
only
ever
had
great
regard
for
you
and
I've
never
known
you
as
anthony.
That
is
a
complete
new
one
to
me.
D
You
hid
that
one
well,
I
think
that
in
retrospect
we
really
should
have
granted
you
a
small
gift.
Being
the
bell
that
you
used
to
ring
for
us
another
fond
recollection
of
you
or
memory
of
you
will
be,
how
ardently
you
sing
the
national
anthem
each
time
anyway,
thanks
joe,
it's
been
a
great
pleasure
to
work
with
you
and
appreciate
the
culture
that
you've
built
amongst
the
people
that
you
led.
D
Yeah
thanks,
mr
mayor
and
joe
great
to
see
you
here
today.
It's
like
you've
never
been
away
yeah.
So
there
we
go
back
again
and
look.
I
think
donna's
basically
summed
up
everything.
Just
a
nice
guy,
really,
I
don't
think
you're
right.
B
No
one
can
have
a
bad
word
to
say
about
him.
I
I
actually
also
enjoyed
the
pleasure
of
joe's
company.
We
were
part
of
a
an
indoor
cricket
team,
a
council
cricket
team
several
years
ago
and
he's
a
pretty
handy
bowler
as
well.
I
tell
you
I
wouldn't
want
to
face
him,
I'm
glad
he
was
on
my
side.
It
was
pretty
quick,
pretty
nippy
and
played
played
the
sport
like
he
does.
Everything
just
gave
it
100
and
all-round.
D
B
Council
taylor,
thank
you
through
the
chair
and
great
to
see
you
joe
look.
I've
only
been
in
the
roles
you
know
for
two
and
a
half
years,
and
my
dealings
with
you
have
always
been
fantastic,
but
I
know
on
behalf
of
my
father
that
worked
here
with
you
for
a
long
period
of
time.
He
always
had
a
lot
of
positives
and
was
really
had
a
high
esteem
review,
joe.
So
just
on
behalf
of
myself
and
the
previous
council,
my
father
paul
taylor.
Thank
you
very
much.
I
I
You
know
we
all
occupy
the
roles
that
we
do
for
some
amount
of
time,
but
I
can
safely
say
from
my
perspective.
Our
city
is
greater
because
of
your
involvement
in
council,
the
leadership
that
you
demonstrated
and
can
I
just
reflect
on
this
whenever
a
question
was
posed
to
you
from
this
floor.
You
answered
the
question.
I
You
answered
the
question
and
that
made
you
a
very
trusted
person
in
this
chamber
and
someone
who
informed
nearly
every
decision
that
we
made
so
as
the
city
continues
to
grow
as
we
embark
on
new
things,
it's
only
because
of
the
foundation
that
you
helped
late,
jo,
and
thank
you
for
all
of
that.
A
All
right,
okay,
council,
pauline.
B
Thank
you,
mr
may,
and
and
hey
joe
just
when
it
comes
to
joe,
is
the
type
of
person
he
is,
which
is,
I
think,
reflects
back
on
us
here.
B
As
he's
approached,
the
community
he's
led
by
example,
and
his
behaviour
within
this
chamber,
as
well
as
within
any
dealings
that
we've
had
to
do
with
him,
also
is
a
reflection
of
how
he
is
in
the
community
as
well.
So
I
feel
very
privileged
and
very
honoured
to
have
worked
with
him,
and
I
think
he
is
a
real
credit
to
the.
He
has
established
a
a
way
that
we
should
respond
to
each
other
now
and
going
forward
into
the
future
council.
A
B
Thanks,
mr
may
joe,
I
was
at
your
farewell
and
I
heard
all
the
beautiful
things
that
everybody
had
to
say
about
you
from
my
point
of
view.
You
welcomed
me
as
a
new
counselor
six
and
a
half
years
ago,
and
you
gave
me
a
lot
of
support,
but
the
one
thing
I
think
I'll
carry
away
from
you
is
that
the
calm
steady
hand
that
you
gave
that
we
saw
and
you
gave
to
all
of
us
during
covert
to
the
whole
organization.
B
A
H
Yeah,
thank
you,
mr
mayor,
so
I
described
joe
as
a
living
legend
inside
the
city
administration,
and
he
absolutely
is
that
and
it's
not
just
because
of
the
length
of
service
that
joe's
had
with
us
at
the
city,
but
also
because
of
what
he
was
able
to
contribute
during
that
time.
So,
yes,
he
was,
and
he
likes
to
remind
me,
the
youngest
director
ever
appointed
in
the
city's
history.
Yes,
he
was
absolutely
instrumental
in
delivering
those
back
of
house
services
for
the
council
and
yes,
as
has
been
mentioned,
he
was
a.
H
It
was
a
strong
guiding
force
during
the
the
period
of
covert
and
the
transition
to
me
coming
into
the
role
as
ceo,
which
should
not
be
forgotten
either.
But
I
think
there
are
two
things
about
joe,
which
will
be
a
lasting
legacy
for
him
inside
the
city
administration.
So
the
first
as
as
has
been
mentioned,
we
are
the
envy
of
australia
when
it
beca
when
it
comes
to
our
financial
position
and
there's
not
a
manager
inside
the
city
administration
who
hasn't
received
the
call
from
joe.
So
what?
How
much
are
you
spending?
H
Why
are
you
spending
it
going
through
the
budget
line
by
line-
and
I
know
jackie,
the
new
cfo's
got
big
shoes
to
fill
in
that
space
and
and
and
but
that
and
that's
one
that
everyone
can
see,
but
the
other
one
inside
the
city
administration
that
a
lot
of
people,
including
some
councillors,
might
not
be
aware,
is
that
over
the
journey
joe
mentored
and
became
a
an
example
for
a
huge
range
of
staff
inside
the
the
city
and
I'm
sure
we'll
continue
to.
Even
though
he's
now
left
us
in
the
city.
H
So
joe's
honest,
he's
hard
working
and,
as
it's
been
said,
he's
a
genuinely
decent
good
bloke.
So
you
will
be
missed
by
all
of
us,
and
but
we
know
you
might
be
gone,
you
won't
be
forgotten
and
I'm
sure
you'll
be
back
in
some
form
sooner
or
later
joe
helping
us
out.
So
on
behalf
of
the
4
000
or
so
people
who
work
for
the
city
of
gold
coast.
I
once
again
wanted
to
say
thank
you
for
the
contribution
you've
made
to
our
organisation.
K
I've
got
to
turn
the
microphone
on
thanks.
Mr
mayor,
I
just
say
it's
been
a
a
privilege
and
an
honor
over
38
years
to
serve
the
city
where
I
was
obviously
born
in,
and
that
was
brings
back
memories
that
that
letter,
I
think
I
must
have
got
the
job.
It
was
fantastic
so-
and
I
think
in
those
days
yet
to
be
authorised
or
approved
by
the
ceo
to
get
the
job.
K
So
every
every
position
went
across
the
the
ceo's
desk,
which
I
think
at
that
time
was
arthur
anger
so,
but
it
certainly
has
been
a
privilege
and
a
pleasure,
an
honor.
I
thank
the
council,
mr
mayor
and
the
other
councillors
for
the
opportunities
that
I've
been
provided
and
I've
worked
with
many
councillors
councils
over
the
years
many
ceos
and
thanked
him
for
the
for
the
six
months.
To
date
I
think
my
family
sandy's
working
so
she's
not
able
to
be
here.
K
I've
got
two
daughters,
lucy
and
abby
in
the
in
the
area
there
and
and
I've
got
a
third
daughter.
Emma
he's
got
a
couple
of
grandkids.
I've
been
up
there,
the
last
week,
mining,
the
grandkids,
I'm
absolutely
exhausted,
and
the
good
news
is
I've
got
to
go
back
tomorrow
for
another
week,
but
it
is
fantastic
and
that's
part
of
I
guess.
K
The
opportunities
for
the
for
the
future
is
to
get
back
to
the
basics
and
and
and
the
kids
and
I've
I've
had
a
great
a
great
week
and
that
time
will
will
come
into
the
future,
certainly
time
to
move
and
look
at
other
opportunities.
But-
and
I
thank
the
the
council
for,
as
I
said,
for
all
the
opportunities
that
I've
been
given-
I've
been
pretty
lucky
when
you
think
about
it.
38
years,
a
lot
of
it
in
senior
management
not
having
to
leave
the
city.
K
I've
left
it
obviously
once
to
pursue
my
career
in
in
victoria
for
four
years,
but
came
back
so
it's
pretty
special
when
you
think
about
it
and
and
the
city's
fantastic
and
I'll
certainly
take
the
opportunity
to
enjoy
the
facilities
that
the
city
provides
in
the
next
next
little.
While
I'm
certainly
not
the
one
that
not
a
person
that
looks
for
recognition.
But
this
is
pretty
special
and
I
do
spend
a
bit
of
time
at
the
aquatic
centre
in
the
pool
so
I'll.
K
K
But
all
I
just
say
mr
mayor
is
thank
you
for
everything
and
I
wish
the
council
all
the
best
and
I'm
sure
the
council
and
the
ceo
and
the
administration
will
continue
to
run
this
city
in
a
fantastic
manner
and
it's
a
great
city,
and
I
certainly
look
forward
to
to
leaving
it
for
hopefully
some
time
to
come.
So
thank
you.
A
A
We
go
to
next
item
16.2
councillor
patterson,
yeah
yeah.
I.
C
Thanks,
mr
mayor,
in
relation
to
this
item,
which
is
a
land
acquisition
for
southport,
I
note
that
colliers
international
has
provided
specific
property
valuation
information
to
the
city
of
gold
coast.
I
received
a
donation
of
twelve
hundred
and
fifty
dollars
from
colliers
on
the
6th
of
the
9th
2016..
C
Mr
mayor,
I'm
seeking
permission
to
remain
in
the
room
due
to
the
strategic
significance
of
the
land
acquisition
and
confirm
that
I
have
had
no
contact
with
colliers
international
during
the
current
term
of
council.
Okay,.
A
Councillor,
we
need
a
procedural
motion.
Council
taser.
F
F
B
Yeah
yeah
yeah
yeah
thought
I
was
wrong
there.
May
I
councillor
hamill
councilwoman
jones
councillor
corwell
councillor
peter
young
councillor,
patterson
councillor
bowden
lumsden
councillor
le
castro,
council
toaster,
councillor
taylor,
councillor
vorstar,
councillor,
pauline
young,
councillor,
mcdonald
and
council
o'neil.
A
Okay
against
cancer
gates
did
not
vote
motion
carry
okay.
Anyone
else
declaring
interest
here,
council
of
oster.
A
Emotion,
you
want
to
speak
on
it,
council,
patterson.
B
Thank
you,
mr
mayor,
and
recognising
that
most
of
this
information
is
enclosed.
B
B
I'm
so
excited
to
have
this
in
front
of
us
today,
and
I
particularly
want
to
acknowledge
the
offices,
because
it
has
been
a
thorough
process
that
they've
done
to
get
it
to
this
stage
and
particularly
also
ron
jacobs
who's,
not
in
the
room
today.
Thank
you
very
much
for
your
persistence
and
your
patience
for
getting
it
to
this
stage.
For
us.
E
Mr
mayor,
I
don't
want
to
speak
against
it,
but
I
think
the
mover
was
actually
councillor
patterson,
not
councillor
yeah.
It
was
council.
E
Yep
and
mr
mayor,
I
just
wanted
to
also
congratulate
the
officers
because
it
has
been
very
long
going.
This
particular
negotiation.
In
fact,
when
I
first
became
a
councillor,
I
can
remember
a
side
inspection
with
the
former
councillor
critchlow
and
councillor
bell,
who
were
very
excited
about
the
prospects
for
this
site.
So
I
think
it's
a
it's
a
very
good
thing
for
the
city,
mr
mayor,
okay,.
A
J
I
just
thought
I'd
take
a
moment
to
advise
all
of
my
colleagues
and
myself
that
we've
just
received
judgment
this
morning
from
the
planning
and
environment
court
in
relation
to
the
matter
that
was
at
25
lake
ward,
drive
at
varsity
lakes
and
his
honor
judge
kent
has
found
in
favour
of
council's
refusal
of
that
matter,
and
councillors
will
recall.
J
This
was
an
aged
care
retirement
facility,
which
was
originally
recommended
for
approval
by
council
officers,
but
I
just
wanted
to
read
an
excerpt
from
the
learned
judges
judgment
this
morning.
It
says
from
a
planning
perspective.
The
proposal
is
one
which
ought
to
be
approved.
Apart
from
the
flood
risk,
it
is
well
designed
and
has
collateral
benefits
for
the
immediate
area.
However,
the
proviso,
inheriting
that
submission
applies
where
I
have
concluded
that
the
risk
is
not
acceptably
mitigated.
The
proposal
ought
not
to
be
approved.
J
The
positive
attributes
which
undoubtedly
exist
do
not
outweigh
the
unacceptable
level
of
risk,
such
that
planning
discretion
ought
to
be
exercised
in
favor
of
approval,
and
mr
mayor,
I
mentioned
only
because
it's
timely,
given
that
we
earlier
this
week
again
reactivated
the
tlpi
in
relation
to
the
gungumba
floodplain
that
we
again
are
sending
a
very
clear
message
that
we
as
a
council
take
disaster
management
and
the
safety
of
our
residents
very
seriously.
J
J
And
if
I
can
just
give
a
shout
out
to
councillor
vorster,
who
did
a
lot
of
work
with
his
local
community
and
provided
information
and
footage
to
committee
to
assist
us
in
making
an
informed
decision.
And
ultimately,
the
position
that
we
landed
on
has
been
supported
by
his
honor
in
the
judgment
that
was
made.
So
we
know
that
we
need
aged
care
facilities.
