been
pillars
of
the
tugan
progress
association

late
1980s,

organization

also

years

This

was
a
gentleman
who
said
nothing
derogatory
about
others,
nor
had
any
poor
words
said
about
him,
he's
remembered
not
only
for
his
energetic
community
advocacy
through
friends
of
crumbin
and
tugan
progress
association,
but
especially
for
the
generous
film
and
video
productions
he
made
around
the
gold
coast
about
its
geological
history,
its
environment
and
its
the
physical
transformation.
Over
the
years
after
making
the
gold
coast,
their
home
garth
worked
at
the
crumb
and
bird
sanctuary
as
it
was
then
called,
and
in
the
central
arena
with
the
bird
feeding
show
this
in
the
sanctuary's.

attractions
provided
fodder
for
his
own
film
productions
and
deepened
his
curiosity
for
nature
and
respect
for
the
the
environment
spending
years.
In
conversation
with
the
sanctuary
founder,
alex
griffith,
this
copy
culminated

film
man

vision,
which
is
relevant
still
today
in
the
promotion
of
the
now
revamped
crumb
and
wildlife
sanctuary.

city
has
made

investment
in

reality

there

tens

thousands
of

that
collect

that
evidence
does
not
result
in
prosecution,

many
of
those
cameras
are
not
known
to

four
items
to
a

says

this
process

guided
by
the
chief
procurement
officer
and
adhere
to
the
highest
standards
of
market
competition
and
probity,
no
one's
interested
in
a
half-baked
outcome.
No
one's
interested
in
second
best,
no
one's
interested
in
single
lazy
proposals,
and
I'm
not
saying
that
of
the
current
proposal.

mayor,
we
also
ensured
that
there
be
ongoing
community
consultation
conducted
not
by
council,
but
conducted
by
an
independent
and
accredited
iap2,
firm
or
professional
appointed
by
the
city,
but
funded
by
the
successful
operator.
And

mayor,
this
is
so
important
because
not
only
do
we
have
to
tick
off
the
economic
box,
but
we
have
to
tick
off
the
social
license
box
and
we
can
only
do
that
with
data
and
information
and
the
best
information
and
the
best
data
is
collected
at
hands
length
from
council.

Lastly,
mr
mayor,
this
decision,
because
it
is-
and
I'm
going
to
say
it
because
it
is
so
bold
and
unprecedented-
it's
so
important
that
we
as
a
council
are
responsible
for
the
outcomes.
So
the
decision
to
appoint
the
successful
operator
is
to
be
decided
by
the
council
and
not
under
delegation
by
the
chief
executive
officer.

mayor,
I've
said
all
this
merely
to
make
this
point.

the
most
prudent
thing
we
can
do
is
actually
gather
more
data
before
we
make
the
decision
to
make
it
permanent
and
the
only
way
we
can
do
that.
Mr

by
addressing
the
short,
comes,

shortcomings

initial
trial
with
a
more
robust
process
that
arms
us
with
the
economic,
social
and
community
feedback.
We
need
to
decide
whether
this
is
something
worth
pursuing
into
perpetuity
for
the
gold
coast.
So,

mayor,
for
those
councillors
who
worry
about
the
former
process,
I
say
I
absolutely
share
your
concerns.

there

counsellors
who
think
that
perhaps
this
is
setting
an
unhelpful
precedent,
I
have
to
say
that's
a
point
ill-made,
because
the
current
precedent
is
that
anyone
can
waltz
along
and
lodge
an
application
or
seek
a
permit
under
local
law,
and
the
city
under
delegation
may
decide
it.
This
process
requires
a
formal
development
application
that
that
gives
the
community
an
opportunity
to
make
submissions
with
statutory
weight.

today's
process
allows
us
to
gather
evidence
and
make
a
fully
informed
decision
about
whether
this
is
something
we
want
permanently
on
the
gold
coast
to
vote
against.

is
actually
to
lower
the
benchmark
for
future
applications

decision
to
make
major
policy
changes
on
the
gold
coast
without
evidence
unacceptable.

disagree
more
because
we've
responded
to
the
fact
that
it
is
impossible
in
a
planning
scheme
impossible
to
capture
every
particular
use
of
every
particular
building
at
every
particular
site.

impossible
we've,
given
them
only

much
flexibility
as
they
need
to
give
rise
to
the
beach
club
trial.

By
supporting
this
recommendation,
we've
got
an
opportunity
to
leverage
our
assets
for
the
benefit
of
the
people
on
the
gold
coast
and
to
do
it
in
a
way.
That
is
very
careful,
absolutely
very
careful.
It
has
high
levels
of
market
competition,
extremely
high
levels
of
probity
and
a
very
narrow
focus.

exceptional
process,
and

can't
make

point
more
clear.

not
support
this
process,
you
effectively
lower
the
benchmark
to
invite
anybody
to
establish
a
beach
club
on
our
coast,

by
requesting

bar

how
much

a
higher
bar

a
massive
thank

the

significant
amount
of
work
that's
gone
into
this
report.
It's
been
a
couple
years
in
the
making
now,
and
it's
been
a
really
strong
process
of
working
with
myself,
local
developers,
industry
and
consultants
to
bring
this
together.
I
As
mr
mayor
knows,
there
is
a
significant
amount
of
investment
coming
to
the
other
enterprise
area
in
the
next
two
years.
Some
very
major
companies
and
construction
jobs
about
to
occur
with
that
comes
the
challenge
of
a
lot
of
road
upgrades
that
weren't
necessarily
in
the
next
few
years
of
programming.
I
We've
already
seen
the
first
of
these
come
together
by
taking
this
approach
in
that
one
of
the
roads
listed
in
the
report,
which
we've
just
adopted
in
budget
this
morning,
has
brought
an
important
road
upgrade
forward
by
10
years
and
we'll
see
it
delivered
30
cheaper
than
what
city
officers
believe
we
could
deliver
it
at
now.
Who
knows
what
it
would
have
cost
in
the
future.

Mr
mayor,
finally,
this
report
will
be
the
basis
to
start
advocating
and
working
with
the
state
and
federal
government
to
get
tens
of
millions
of
dollars
out
of
them
towards
these
projects.
These
are
very
big
and
very
expensive
road
projects.

just
finally,
to
say
that
this
report
and
the
first
row
been
delivered
from
it
and
what's
coming
in
the
future,
is
a
great
outcome
not
just
for
the
other
enterprise
area
and
the
current
businesses
and
the
ones
coming.

residents,
who
have
to
use
these
roads
daily
as
well
and,
in
the
end,
a
great
outcome

city

the
refusal

motion

I
hope
to
have
their
support
again,
based
on
the
reasons
that
officers
have
provided
a
counsellor
since
that
meeting
encouragingly.

the
applicant
listened
carefully
to
some
of
the
matters
that
were
discussed
and
has
since
submitted
correspondence
to
counselors
and
obviously
text
messages
which
I
wasn't
quite
aware
of
and
they've
changed.
Their
configuration
of
their
applications
slightly
they've
reduced.
The
number
of
lots
from
18
to
17
they've
been
large.
Some
of
the
lots
which
are
adjacent.

rural
residential
zone
they've
accommodated
the
cul-de-sac
design
that
was
discussed
so
that
councillor
hamill
suggested
that
a
waste
collection
vehicle
could
turn
around
without
reversing
down
the
street
and
they've
also
rearranged

bin
locations,

that
new
residents
don't
have
to
cross
the
road
to
actually
put
their
bins
out
on
midnight.

Frankly,
while
I
appreciate
these
relatively
minor
changes
that
these
matters
had
to
be
dealt
with
at
committee
and
were
not
forethought
by
the
applicant
or
the
officers,
I
mean
it
captures
pretty
clearly
why
this
application
should

refused
the
concessions
that
the
applicant's
now
made
shows
the
applicant
knows
they're
pushing
the
city
plan
too
far,
it's
not
enough,
and
neither
the
applicant
nor
council
officers
have
interpreted
the
city
plan
in
a
way
that
is
aligned
what
the
community
expect
and
here's.

basis

conceptual
land
use
map.

applicant
suggested
in
correspondence

councillors

the
9th

conceptual

map

plan
is
conceptual
and
does
not
hold
much
weight.
This
might
not
be
surprising,
since
they
clearly
want
to
influence
your
view
and
councillor's
view
that
it
shouldn't
matter.
They
acknowledge
that
their
development
conflicts
with
the
clum.

city
plan
uniquely
notes
that
the
character
of
the
gillston
area
or
the
gilston
area
should
be
characterized
by
larger
lots
on

believe

support

view

we
use

emerging

while
this
might
be
true,
each
emerging

be
assessed
in
the
context
of
any
club,
that's
relevant,
and
this
one
says
that
gilson
should
be
characterized
by
larger
lots
and
sloping
sites.

addition,
the
adjacent
lots
and
the
expectation
of
those
property
owners
must
be
considered
in
the
context
of
this
expected
density
in
the
x
in
the
strategic
framework.

has
noted
that
their
development,

is

hectare,

noted
in
their

correspondence,

that

and
actually
the
applicant
that
they
can
rectify
that
in
a

officers

consultation
with
the
applicant
have
actually
provisioned
for
a
future
through
road
which
they've
engineered
the
road
to
a
standard
cutting
for
750
car
movements
per
day.

if
the
applicant
and
council
offices
have
coordinated
for
such
a
future
connection,
some
sort
of
transport
connection,
the
capacity
of
750
movements
per
day
is
vastly
insufficient.
There's
only
17
lots
planned
for
this
residential
street,
but
as
it
will
end
up
being
the
preferred
southbound
route
to
skillston
state
school
for
most
gilston
residents,
this
road
will
need
to
cater
for
the
200
homes
off
long
hill.
Road
and
peter
mills
drive
officers
in
the
applicant.

a
future
through
road,
they
need
to
provision
for
the
road
to
be
adequate
to
manage
that
capacity.

concerned
by
the
two
metre
tall
color
bond
ally
alleyways
for
real
lot
access,

They
have

up
to
600,
mil
retaining
walls
plus
a
1.8
meter
fence,
which
basically
means
there'll,
be
a
13,
a
30
meter,
long
potentially
up
to
2.4
metre
alleyway
of
colorbond
fences
on
either
side.

understanding
is
about
four
metres
wide,
but
to
me
that
doesn't
represent
the
kind
of
character
we'd
hoped
for
gilston
during
the
committee.

insightful
issues

the
interface
between
the
property
boundary
and
the
tree.
Planting
on
the
front
is
to
gilston
road
where
they
had
planted
trees
inside

fence,

outside

the

officers

to
liaise
with
the
applicant
to
recommend
a
suitable
solution
to
that
dissonance
that
that
councillor
young
highlighted
the
applicant
has
made
a
changes
to
delivering
a
rounded

that's
appreciated
any
future
application
that
they
end
up.
Negotiating
with
councillors
on

council
offices

I
think
should
retain
that
rounded
cul-de-sac
and
the
bin
location
issues
are
improved
in
the
new
configuration.

applicant's
attention

councillors
adopted

plan,
we
determined
that
the
conceptual
land
use
map
the
clum
for
gilston
should

sites
and
characterises
the
expectations
for
the
area.
I'm
sure
they
didn't
attend
that
this
emerging
community
would
be
characterized
by
400
meters
squared
to
430
meters.

while
larger
lots
are
not
defined
when
small
lots

defined
as

a
large
lot
is
not
just
one

we
also
expect
more
of
a
development
application,

submitters

live
outside

gilston,

supportive

they
could
buy,
build
or
rent
the
20
objectives
from
gilston.

they

their

get
that
the
emerging

zone

this

lots
per

but
that
spectrum
of

25
is
exactly
why
the
clum
is
important.

gives
us
conceptual
oversight
of
a
specific
location,
so
officers
and
applicants
can
have
guidance
about
what
councils

the
decision
makers
intended

on
what
the
community
expect.

served
the
gilston
community
for
over
10
years,
and
I
feel
well
qualified
to
to
state
that
the
community
expect
us
to
honour
the
club
as
an
influential
metric,
particularly
when
the
proposed
development
is
adjacent
to
the
rural
residential
zone.

there's
just
simply
too
many
issues
in
this
application
and
too
many
conflicts
with
the
community
expectation
of
the
city
plan,
its
provisions

us
to
recommend
approval
today,
the
applicant
and
the
officers
need
to
take

additional
time

and
the
surrounding
area
and
the
community
expectations
and
what
we
as
decision
makers
resolved
in
the
city
plan.

parking

access

signal

impossible

phone

own

have
to
travel
up
to
the

the

get

signal,

telecommunications
is
a
federal
issue
and
the
federal
member

the
area
has
been
attempting
to
resolve
it.

One
of

issues
that
we've
popped
up
against
is
that
our
former
telecommunications
policy,
this
one
will
now
override,
didn't
allow
much
flexibility
to
work
with
industry
to
make
that
happen.

new
policy
that
will
take
a
different
look
at
where
the
tower
is
going
to
be
and
pay,
maybe
what
the
rent
should
be
versus
the
current
policy.

said,
it
had
to
be
the
same
rate
everywhere.

policy

back

feds,
will
hopefully

that

of
those
black
spot
areas

underscores

importance

this
project

the

heart
site

is
looking
towards
broadbeach
and
surface
paradise,
with
seabus
stadium
on
the
right
at
241
hectares.

the
broadwater
parkland

parks

heart
is
roughly
the

the

the
amount
of

also
be
home
to
multi-sports
club
buildings,
amenities,
informal
spectator,
seating,
extensive
car
park
and
a
playground,
and
it
will
be
integrated
into
the
surrounding
landscape
with
picnic
and
barbecue
facilities.

the
second
precinct
is
the
event
quarter,

will
be
a
multi-functional
space
geared
towards
hosting

variety

different

will

that

greenheart

wetland

opportunity

directorate

creek

quality
precinct.

refers
to
the
naturalization
of
mudrabar
creek,
essentially
restoring
the
creek
to
a
more
natural
form
and
allowing
visitors
to
experience
the
creek
edge.
Both
these
areas
will
provide
habitat
for
birds
and
wildlife
and,
as
seen
here
on
the
screen,
boardwalks
bird
hides
interpretive,
signage
and
shelters
will
be
provided.

every
single
one
of
those
posts.
Certain
individuals
chose
to
change
the
tone
of
engagement
and
by
doing
that,
they
changed
what
we
might
interpret
to
be
abusive,
obscene
or
threatening.

think,
there's
any
question
really
about
threatening
in
the
tone
that
that
council,
the
young
posed,
I
think
councillor
young,
has
already
admitted
that
he
responded
angrily
and
I
think
that
is.
It
was
actually
a
reasonable
tone
for
the
question
that
was
posed
to
him
and
the
allegations
made
about
him
that
were
so
profoundly
wrong.
Frankly,
I
think
an
abusive
tone
by
some
measure
needs
to
be
determined
by
the
two
people
engaging
and
on
this
matter,
the
complainant
whose
identity
has
been
made
known
to
us
set
that
tone.

talks

conduct
for

where
it
says
treat

responded
entirely
fairly
based
on
how
the
complainants
articulated
his
views
about
councillor
young's
character.

that

Criticism

justify
us
upholding

reasonable

on
the

character

experience

waste
talked
at
great
extent
about
the
half
hammerhead,
as
I
recall,

brought
to
our
minds
the
the
placement
of
bins
and
things
like
that
and
you'll

concerns
that
we
had
about
the
residents
in
the
south,
dragging
the
bins
over
and
putting
them
on
the
road
across
the
road
in
front
of
the
stormwater
detention
basin
has
been
addressed.

importantly,
I
think,

whilst
it
probably
doesn't
go
as
far
as
what
council
towson
would
like
the
at
the
back
fence.

existing

there's

boundaries

foreshadowed

things

difference

effort

councillor
corbil

gone

Unfortunately,
I'm
still
absolutely
batting
for
my
refusal.
It's
not
the
right
outcome
for
the
area
and
and
madam
chair
the
spectrum
inside
the
strategic
framework
that
says
15
lots
to
25
lots
per
net
hectare
really
adjacent
the
rural
residential
zone.
It
should
be
much
closer
to
15
lots
per
hectare
which,
in
a
little
twist
of
irony,
is
around
about
the
size
of
lots,
13
and
9
in
this
current
plan
that
you
admired
adjacent
the
rural
residential
zone.

If
we
are
going
to
have
small
lots
in
gilston,
they
shouldn't
be
next
to
the
acreages.
It's
not
the
right
place
for
them.
There
should
be
a
transition
and
there
shouldn't
be
a
transition
necessarily
because
we

plan
has
adopted
that
we
do
that.
It
is
the
right
thing
for
there
to

greater
transition
between

residential
zone

community

relation

submissions

them

them

give
them
the
feedback
that

think

community
is
going
to
reflect.

engagement

plan

provided
all
this
feedback
to
that
applicant

unfortunately,
they
adopted
none

it's

through
council's
consideration
of
the

the
committee
that
we've
got
to
a
little
bit
better
of
an
outcome.

I'm
just

actually
pretty
saddened,
because
I
hoped
that
this
applicant

take
my
word
for
it
and
deliver
an
application
that
maybe
it
was

lots,
which
would
be
much
closer

they
haven't

pushed
the
envelope
as
far
as
they
possibly
can.

frankly
it's

not
what
the
community
expect

effort

suitable

think
if
we
let
this
go
in
gilston
we're
only
inviting
many
other
submissions
that
will
deliver
these
these
size
of
lots
and
it's
not
what
we
hope
for
the
gilston
precinct.

not
what
the
conceptual
land
use
map
talks
about,
and
it's
not
even
really
what
the
strategic
framework
says
when
we're
adjacent
the
rural
residential
zone,
where
there
are
lots
of
4
000
square
meters.

residents

has
come
to
expect

standard
of
living
in

rural
residential
zone
will
think
that

development
is
inevitable

lot
subdivision
and
a
17
lot
subdivision
is
not
appropriate
in
this
area.

sure
we
maintain
the
existing
character
