palliative
care
following
a
long
illness,
the
long
time
warangay
resident
was
62
and
he
survived
by
his
wife,
carolyn
daughters,
natasha

stacy

three
grandchildren.
Mr
bev
was
one
of
the
gold
coast's
best
known
photographers
in
a
career
that
spanned
more
than
30
years.
He
worked
at
the
bulletin
from
1982
until
2009
and
reached
the
position
of
deputy
photographic
editor
during
his
long
career.

covered
some
of
the
biggest
events
on
the
gold
coast,
including
kiss's
final
concert
in
2001,
frank,
sinatra's,
1988
visit
for
the
ultimate
event
that
launched
sanctuary
cove,
quite
a
number
of
state
of
origin
games
and
other
sporting
events,
the
indie
carnival
and
also
pauline
hanson's
trial,
local
resident
robin
holland
had
some
more
personal
comments.
He
he
also
was
a

a
regular
at
the

club
and
raised
quite

lot

money

the
variety
club
over
many
years,
he's
regularly
supported
out
the
bashes
that
occur
and
are
driven
out

He
loved

with

a

drinks
down
at
the
telegolf
club,
and
he
was
fair
welled
by
more
than
200
people.
Last
friday
in
madrid
and
he'll
be
sorely
missed
by
our
community.

the

of
the

memorial
club
for

years

instrumental
in
the
club's
successes
and
the
sub-branch
commemoration
days
of
anzac
and
and
and
remembrance
day
in
november,
he's
a
great
trooper,
and
we

I'd
just
like

express

personal
condolences

his
wife
marilyn.

bobby,

he
was
known,
was
husband
to
mary
for
more
than

years
and
father
to

On
friday
last

mayor
councillors,

attended
bob's
funeral
together.

funeral
was
a
wonderful
celebration
of
a
life
well
lived,
and
what
was
really
evident
is
that
the
young
family
was
and
is
synonymous
with
burley.
The
massive
gathering
of
family
and
community
highlighted
lifelong
friendships
and
the
strong
connections
and
associations
built
in
the
burley
area
by
the
young
family
over
many
decades
at
the
funeral.
Mr
mayor,
we
listened
as
pauline
adam
and
other
family
members
spoke
so
fondly
of
strong
family
bonds
and
the
values
engendered
by
bob
as
a
dearly
loved
father
and
grandfather.

Primarily,
we
learned
of
bob's
absolute
love
of
his
family
and
community,
but
mr
mayor,
we
also
learned
about
a
few
things:
bob
hated
skin
cancers,
telephones
and
lawn
grubs,
but
not
not
necessarily
in
that
order,
but
fondly
in
reminiscence
of
a
wonderful
man.
Our
condolences
are
extended
to
the
entire
young
family.

in

lesson
from
me
from
the
funeral
and
one
I'm
certain,

padre
would

passed
away
on

gary's
known

many

us
as
the
proprietor
of

removals
and
he's
been
an
active
member

with

Some
of
the
particulars
of
the
report
are
considered

council

relation

the
cableway
and
there's
no
doubt
in
my
community
of
division

entire
cableway
focus
area
is
located.

is
divided
views
where
people
are
strongly
supportive
of
the
idea
of
a
cableway,
but
there's
also
a
large
number
of
members
of
the
community,
who
were
perhaps
part
of
a
previous
incarnation
of
this
with
that
that
was
that
was
supportive
of
it
never
going
ahead.

So
it's
been
a
challenging
proposition
for
me
as
a
divisional
counselor
to
deal
with,
but
the
cableway
project
is
included
in
our
destination
tourism
management
plan
and,
notwithstanding
the
individual
merit
of
projects
within
that
plan,
it's
really
important
that
we
gather
the
necessary
information
to
make
an
informed
view
about
this
project,
and
the
motion
before
council
today
attempts
to
do
that.
The
first
element
of
the
motion
is
quite
specific
in
engaging
the
state
government.
At
the
moment
we
have
received
correspondence
from
the
department
of
tourism
who
perhaps
rightfully
have
been
relatively
bullish.

One
might
interpret
about
a
cableway
the
idea
that
there'd
be
a
new
major
project
relating
to
tourism
in
the
city.
I
think
they
seem
to
be
generally
supportive
of
what
is
absent
in
all
the
correspondents.
So
far
has
any
written
correspondence
from
the
department
of
environment.

There
are
locations
in
the
springbrook
national
park
within
which
this
location
is
being
explored
that
have
unique
biodiversity
different
to
anywhere
else
in
the
world
and
unesco's
world
heritage.
Significance
report
deals
with
some
of
that
unique
biodiversity
at
length,
and
I
haven't
come
across
any
person
in
the
community
who
has
said
that
they
would
like
to
lose
that
as
part
of
any
process.

Frankly,
even
your
commentary,
as
the
spokesperson
of
our
city
has
always
said
how
important
the
environment
is
to
our
city
and
if
this
project
is
to
move
forward,
you
know
it
needs
to
be
done
with
the
the
strictest
environmental
values
being
honored
and
you-
and
I
share
that
view,
mr
mayor,
the
the
second
parts
and
third
parts
and
fourth
parts
of
this
project
try
to
draw
out
some
of
that.
Obviously,
we've
allocated
a
little
bit
of
funding.

We've
varied
the
contract
with
the
current
provider
of
economic
reporting
in
in
urban,
in
order
to
provide
them
an
opportunity
to
give
us
advice
about
the
further
reporting
that
needs
to
be
done,
whilst
making
sure
that
they're
not
necessarily
involved
in
those
next
levels
of
reports,
because
their
expertise
as
a
consultancy
may
not
be
the
right
expertise
that
we
need
for
the
next
report.
But
I'll
draw
your
attention,
mr
mayor,
to
4b,
which
is
relating
to
an
environmental
values
audit,
and
that
is
really
important
for
us
again.

There
is
no
person
in
the
city
who
doesn't
see
the
world
heritage,
significance
of
that
area
being
important
to
us
and
it's
important
for
us
to
both
understand
what
those
values
are
and
also
understand
what
is
at
risk.
If
we
promote
a
commercial
development
to
deliver
it,
I
don't
think
even
a
commercial
proponent
for
this
development
would
want
to
do
that.
In
fact,
so
many
of
the
economic
variables
outlined
in
the
report,
mr
mayor,
are
driven
by
that
world
heritage
significance.

Finally,
you're
at
committee,
we
discussed
at
length
that
the
next
few
steps
need
to
be
done
before
we
take
a
step
towards
approach
to
community
consultation.
There
is
no
doubt
that
the
community
is
interested
in
this
project,
whether
they're
very
pro
or
very
against
you
know.
The
community
is
they're,
aware
of
it
and
they're
interested
in
it,
and
it's
been
going
on
for
probably
20
years
now.

thing

mention
is
that
inside
the
proposal
is,
is
an
acknowledgement
and
a
better
understanding
of
the
traditional
owners
as
a
city
and
particularly
through
the
commonwealth
games,
we
became
more
collaborative

way

custodianship
and
ownership
of
you
know
the
first
nations
interests
in
our
city-
and
I
think
this
particular
project
is-
is
moving
into
an
area
where
that
and
a
better
understanding
of
traditional
ownership
and
traditional
custodianship
will
be
central
to
success
anywhere,
where
there
is
a
cableway
in
australia,
cairns
and
other
in
other
places.

that
quite
well
from
a

outside
the
city
and
we
need
to
be
world
leading
when

comes

acknowledging
traditional
custodianship,

understanding
the
first
nations
interest
in

through
this
process,

we
draw
out
of
understanding
the
project
better
through
the
environmental
values,
audit,
traditional
owner
consultation
and
our
partnership

lots

gain

putting
people
and
towers
and
cable
cars
and
so
forth
at
risk.

needs
to
be
a
corresponding
response
to
that

sure

project,

my
mind,
doesn't
go
forward
unless
this
state,
as
part
of
that
memorandum
of
understanding,
actually
says
that
it

want

coordinator
general.

It
clearly
cuts
across
multiple
state
government
departments
and
land
that
they
are
responsible
for
administering,
and
it
will
also
ultimately
be
referred
to
the
federal
government
as
well.
So
in
my
mind
before
there
is
any
talk
of
proponents
being

table
and
saying
what
they're
going
to
do
or
not.

We
actually
need
to
make
sure
that
the
state
government
agencies
that
are
responsible
are
also
part
of
those
initial
conversations,
and
if
the
city
is
going
to
commit
dollars,
we
need
to
make
sure
we're
heading
in
the
right
direction,
with
the
state
government
to
start
with,
rather
than
committing
dollars,
spending
dollars
doing
consultation
through
a
whole
lot
of
pain.

find
out
that
the
state
government
may
not

or
different
departments
in
the
state
government
may
have
different
views.

I'm
not
really
interested

happened
in
2000
regards
to
nature

was

decades

park

residential
product
on
this
undeveloped
portion
of
the
site,
and
that's
precisely
what
the
proponent

sought.
The
proponents
application
garnered
significant
community
interest
and
many
residents
thoroughly

through
city
offices,
some
revisions
that
protect
the
amenity
of
nearby
streets.

the
reason
why
this
development
application,
I
think,
is
in
the
public
interest
and
so
compelling
is
it
affords
us
an
opportunity

protect
public
access
to
the
boardwalk
which
sits
both
on
public
and
private
property
and
runs
alongside

lake.

risk
that
had
we
not
secured
an
approval
with
this
condition

gates
may
have
gone
up

residents
would
have
been
limited
in
their
ability
to
access,
for

pavilion
through
obvious
link

for
supporting
this

the

outcomes

adopted
as
our
development
assessment

even

us

personally
attacked

what
it
says

has
moved

that's
very
admirable,
but
to
the
best
of
my
understanding
when
I
look
at
the
performance
outcomes
in
the
tlpi,
and
I
look
at
the
values
identified
in
the
conservation
management
plan
and
the
offices
assessment,
I
can't
find
my
way
to
a
view
that
this
is
a
reasonable
condition
because
it
alters
it
alters
quite
considerably
the
function
of
the
development
and
I
think,
there's
inherent
risk
in
doing
that
this
late
in
the
piece.

nothing
contemplated
at
committee
and
the
reason
why

can't
support
council
mcdonald
in
this
instance,

we're

close
to

finish
line

risks

integrity

hope
that

not
be
a
unanimous
decision,
the
more
councillors
who
support
the
outcome
will,
in
my
view,
support
the
protection
of
heritage,
and
hopefully,
with
this
digital
sign,
we
can
bring
him
all

able

support
her
original
motion,
because,
theoretically,
I
did
think
that
the
what
her
objective
was
was
desirable,
but
it
is
flawed
in

presented

leaves
us
vulnerable
in
the
potential
to
defend
an
appeal
given
that
that
type
of
use
identified
wasn't
originally
anticipated.

regard
to
condition,
21.1
digital
signage,
as
was
made
clear,
there
are
just
five
visitor
car
parking
spaces
in
the
building
and
I
think
notionally.
This
is
a
good
idea
to
give
people
advanced
warning
because
of
the
nature
of
the
the
curve
here
and
the
ingress
to
the
building,
just
to
give
people
advance
notification
of
the
availability
of
spaces,
but
we're
dealing
with
five
in
the
building
altogether
for
visitors
and
that's
what
the
conditions
relates
to.

So
it's
always
going
to
be
pretty
low
number
and
I'm
not
sure
it's
the
sort
of
thing
that's
anticipated.
Let's
say
with
bruce
bishop
car
park
where
there
might
be
a
thousand
car
parks
available.
That's
helpful
information
to
people,
and
I
don't
know
about
the
real
quality
of
that
outcome.
The
third
thing
that
concerns
me
about
this
overall
development,

mayor,
is
that
precinct
or
the
public
precinct,
with
engagement
of
the
light
rail
we've
seen
in
the
plans
a
notional
indicated
bus
transfer
station.

when
that's
done,
then
there'll
be
just
the
light
rail
pushing
through
to
the
to
the
airport
and
again,
I
think
that
we're
going
to
have
a
a
real
stark
conflict
between
that
public
realm
and
the
light
rail
station
and
the
building
about
which
so
much
effort
has
been
put
into
the
presentation
to
the
to
the
street
frontage.
So
I
don't
think
that
at
this
point
in
time
I
can
support
the
proposal
and
therefore
I'm
not
supporting
the
the
motion
in
front
of
us

believe
information

key
to
our
decision

what

it
makes

world
of
sense
to

distinction

building

try

fake
it

development

behind

robina
hospital

1500
dwellings,
which

glance,
is
quite
an
intense
development.

achieved
by
way

offices
assessment,
and
these
change
recommendations
is,
I
think,
a
novel
approach
to
the
way
that
emerging
communities
can
unfold
in
the
city
while
mitigating
the
potential
financial
burden
to
the
ratepayer.

this
means,

mayor,
is
that
the
city
can
help
provide
additional
housing
stock
close
to
services,
including
a
private
school,
a
public
school,
a
tafe,
a
heavy
rail
system,
the
robina
town
center,
an
allied
health
precinct
or
within
a
short
distance,
without
carrying
the
ultimate
cost
of
maintaining
those
spaces.
Mr
mayor,
what's
notice
notable
about
the
change
recommendation?

I
also
want
to
flag,
mr
mayor
that
there
will
be
dividends
to
the
community
by
way
of
the
delivery
of
three
new
roads
that
will
link
high
field
drive
and
breakwater
drive
to
the
eastern
portion
of
robina
town
centre
drive.
Why
is
that
important?
Well,
it
will
provide
for
the
first
time,
flood
immune
access
to
q2000
standard
to
rabina
hospital
and
for
anyone,
depending
on
emergency
medical
care.
During
times
of
severe
storm
and
weather
event,
I
think
that's
very
important.

What
it
also
does,
mr
mayor,
is,
it
provides
for
a
two
meter
wide
shed
path
in
addition
to
a
bike
lane
along
the
road
network,
which
I
think
is
a
an
admirable
benchmark
to
set
and
closer
to
the
hospital,
provides
for
a
three
meter
wide
footpath.
So
I
think
we're
going
to
end
up
with
very
good
connectivity
between
merrimack
and
robina,
providing,
as
I
said,
flood
immune
access
to
the
hospital,
also
providing
benefits
to
the
rubina
raptors,
who
at
the
moment,
find
it
very
difficult
to
deal
with
people
coming
and
going
from
the
precinct.

Finally,
mr
mayor,
I
just
want
to
put
something
on
the
record
that
this
was
formerly
in
division.
Eight,
it's
only
recently
come
to
division,

and
unfortunately,
before
the
agenda
was
circulated,
I'd
not
received
a
briefing

city
offices
at
all
which
put
me
in
a
difficult
position,
but
the
director,
together
with
mick
liam
and
gav
and
phil,
they
gave
me
an
impeccably
high
level
of
service.
We
had
multiple
meetings
and
really
delved
into
the
minutia
of
the
plant.

came
late
to

party

my
thoughts
on
my
own

community

very
confident
that
we
have
given
this

thorough
assessment.

when
this
is

walks
