A
Welcome
viewers
we're
open
so
we'll
start
with
an
opening
prayer,
Heavenly
Father
granted.
We
who
would
seek
to
serve.
You
may
have
the
wisdom
of
your
spirit,
The
Guiding
of
your
hand
and
the
grace
to
serve
together
for
the
prosperity
of
our
city
through
Jesus
Christ,
Our
Lord,
amen,
amen,
let's
go
for
the
national
anthem,
just
one
verse.
C
A
Attendance
and
apologies,
councilor
I,
moved
that
the
apology
from
Council
Peter
Young
be
accepted
second
to
concertosa,
but
the
motion
to
you
all
in
favor
show
hands
against
emotion,
carried
no
leave
of
absence
granted,
so
I'll
put
Neil
next
to
that
and
we'll
move
on
to
conflict
of
interests
of
decorations
is
there
any
cancer
guides.
D
Thanks
Mr
Mayor
I
have
two
conflict
declarations
to
make
and
a
couple
of
matters
that
I
wish
to
put
before
the
council.
One
of
the
applicants-
Mr
Mayor
Mr
Colin
Baker,
is
a
consultant
to
mall
for
Sanctuary
Cove
and
I'm,
a
beneficiary
of
hachoma
proprietary
Limited
in
Harris
proprietary
limited
operating
as
the
century,
primarily
at
Sanctuary
Cove
as
the
gates
Family
Trust.
My
son
is
a
business
partner
of
mall
for
Sanctuary
Cove
that
engages
Mr
Baker
as
a
consultant.
D
I've
had
legal
consult
with
general
counsel
and
been
advised
that
this
is
not
a
prescribed
conflict
and
it's
up
to
me
whether
I
make
a
declarable
conflict
of
interest
declaration,
which
I
would
like
to
do
I'm
seeking
to
remain
in
the
room.
Mr
Mayor,
because
I
don't
know.
Mr
Baker
I've
never
discussed
this
matter
with
anybody.
My
son,
nor
anyone
else,
I
don't
perceive
that
there
is
any
possible
benefit
nor
disadvantage
to
any
party
by
my
participation
in
considering
Mr
Baker's
application.
A
Council
on
Jones
taker,
can
you
put
that
in
those
those
words.
D
F
On
James
so
Mr
may
you
may
just
want
to
check
to
see
whether
or
not
any
other
councilors
are
just
about
to
vote.
G
Thank
you
very
much.
Miss
mayor
my
hand
was
raised
precisely
for
that
purpose.
I
just
want
to
bring
the
room's
attention
to
the
fact
that
my
brother
is
a
supplier
to
malpha
of
financial
services.
G
In
my
view,
my
brother
stands
to
make
no
benefit
or
loss
connected
with
this
decision
whatsoever,
but
it
has
been
my
practice
to
raise
that
relationship
when
counselor
Gates
has
raised
her
own
with
respect
to
malfa,
so
unless
I
don't
intend
making
a
declarable
conflict
of
interest
declaration,
to
my
mind,
appears
far
too
remote
to
do
so,
but
in
an
abundance
of
portion
of
make
that
no
thank
you
all
right.
A
Councilors
anyone
wants
to
be
against
the
mansion.
Put
the
motion
to
you
or
in
face
show
of
hands
against
yeah
yeah.
What
happened
to
Alicia.
D
Research
proprietary
limited
who
have
a
business
partnership
with
malfa
Sanctuary
Cove
I've,
had
no
discussion
with
any
party
in
relation
to
the
application
and
don't
perceive
any
benefit
or
disadvantage
exists
to
any
party.
Due
to
my
participation
in
the
consideration
of
Mr
Baker's
application.
A
A
Exact
same
word
and
Council,
iron
Jones
is
also
the
seconder.
D
Demere
I
also
need
to
inform
the
council
that
two
of
the
candidates-
Mr
purcella
Mr
Brooker,
were
both
candidates
at
the
2020
election
and
although
Mr
Brooker
withdrew
prior
to
the
election
from
the
division,
one
contest,
he
then
supported
Mr
Purcells
campaign
for
division.
Three
I
wanted
to
let
the
the
council
know
that
Mr
Purcell
was
a
candidate
against
me
in
2020.
I
have
absolutely
no
animosity
towards
either
of
the
gentleman
and
I've
considered.
G
Thank
you
very
much.
Mr
man.
It
seems
to
be
a
bit
of
a
Gates
Foster
tag
team
today,
just
with
respect
to
elections.
I
just
want
to
draw
the
the
room's
attention
to
the
fact
that
I
did
support
the
Electoral
campaign
for
the
outgoing
counselor
councilor
Caldwell,
and
at
that
election
councilor
Caldwell
did
compete
against
Mr
Brooker
and
Mrs
Sandy
or
Sandra
roach
I
don't
hold
any
animosity
to
people
sort
of
participating
in
our
political
process.
G
I
Thank
you.
Mr
Mayor,
like
Council
of
Worcester
I,
supported
councilor
Caldwell
at
that
election,
so
have
a
similar
consideration.
I,
don't
believe
that
there
needs
to
be
a
declarable.
D
This
is
my
final
time:
Mr
Mayor,
another
candidate,
Mr
Ronald
Nightingale,
has
actually
included
within
his
candidate
statement
that
he
would
like
both
myself
and
councilor
young,
to
step.
Aside
from
the
vote,
because
of
recent
interactions,
I
bear
no
animosity
towards
Mr
Nightingale.
We
had
a
difference
of
opinion
over
some
words
that
he
placed
in
the
public
Arena.
But
you
know,
issued
by
issue
is
the
way
that
I
always
consider
things
and
I
I.
Don't
intend
to
step
aside.
If
the
council
agrees,
that
I
should
remain
in
the
room.
A
No
I
was
not
even
there
is
that
Council,
Peter,
Young
or
Paul
and
Young
sorry.
A
We
gave
him
half
all.
He
asked
for
right.
Anyone
else
on
anything
else
on
that.
Okay,
so
here
we
go.
Councilors
I
read
with
interest
commentary
around
from
counselors
regarding
today,
so
the
first
one
I
wanted
to
decide
on
us
to
decide
on
is
that.
Does
anyone
want
to
move
a
motion
and
wish
to
interview
all
the
candidates.
J
I've
found
over
the
years
in
with
some
of
their
submissions
that
have
come
in
in
various
positions
that
the
people
actually
applying
for
those
positions.
The
written
word
is
totally
different
to
the
person
when
you
interview
them.
I
did
put
this
forward,
however.
J
I
can
see
with
the
number
of
applicants
that
will
probably
be
very
difficult
to
do
and
very
time
consuming.
So.
A
Okay,
okay,
so
Council
vorster.
G
I
had
an
opportunity
to
respond
to
an
invitation
to
meet
from
about
50
of
the
candidates.
Fifty
percent
of
the
other
candidates
simply
didn't
reach
out
and
for
me,
that's
a
bit
unfortunate
because
I'm
not
furnished
with
a
holistic
view
of
everyone
who
put
their
name
forward,
but
that's
really
up
to
them
to
reach
out
and
meet
or
not
instinctively
I
would
like
the
opportunity
to
meet
these
people,
because
I
think
culture
and
good
cultural
fit
is
as
important
as
a
CV.
G
That
being
said,
I
do
acknowledge
just
how
long
this
list
is,
and
I
do
note
that
there
are
some
applicants
who
haven't
submitted
all
of
the
necessary
information,
for
example.
So
my
question
to
you
Mr
Mary's:
do
you
think
we
will
arrive
at
a
process
where
we
have
a
short
list
and
then
can
reconsider
this
issue,
or
are
we
settling
on
the
issue
of
presentations.
A
Altogether,
now
all
right,
so
let
me
deal
with
the
the
first
bid
and
then
counselors.
We
want
to
interview
everybody,
okay,
so
we'll
just
put
down
this
up
like
what
that's
a
don't
need
to
put
in
the
vote
unless
you're
somebody
else,
nah,
okay,
so
so
we'll
do
that
now.
The
next
bit
is
that
I'll
come
back
to
that.
The
the
the
next
bit
is
regarding
non-conforming
nomination.
H
Mr
Mayor,
yes,
so
consistent
with
what
is
in
the
papers,
there
was
one
non-conforming
candidate,
Miss
stew,
and
the
details
around
why
she's
non-conforming
are
consistent
with
what's
in
the
paper.
I've
also
got
the
manager
of
my
office,
who
coordinated
the
work
of
this
more
here.
To
answer
any
questions:
if
counselors
haven't
okay.
G
Thank
you
very
much.
Mr
Mayor
I
just
draw
your
attention
to
page
seven,
which
is
a
confidential
attachment,
and
you
will
see
that
there
are
in
fact
two
candidates
with
an
asterisk
after
their
name,
okay,
and
that
other.
A
Idea
with
the
first
Astra
Miss
do
now,
and
then
I'll
come
back
to
the
second
asterisk.
Is
that
okay.
G
Yeah
no
I
just
want
to
clarify
as
to
whether
there
was
one
non-conforming
nomination
or
two
Mr.
D
H
Relation
to
the
second
asterisks,
really
that
came
down
to
our
my
view
as
the
CEO
that
we,
whilst
many
people,
might
have
a
view
of
what
a
CV
is
that
individuals.
K
H
G
That
makes
sense,
that's
a
master
thanks,
Mr
Smith.
That
does
make
sense,
but
the
bottom
of
page
seven
says
that
that
second
is
also
a
non-conforming
CV.
So
my
I
appreciate
you
said
that
we're
going
to
be
dealing
with
the
first
asterisk,
but
I
just
want
to
draw
attention
to
the
fact
that
there
are
two
on
this
paper
that
say
that
they're
non-conforming.
So
if
a
form
of
words
that
we
place
on
the
screen
deals
with
non
a
non-conforming
nominations,
we
might
end
up
in
snaring
both
no.
A
No,
it's
going
to
be
named,
okay,
so
the
first
one
it's
like,
as
advised
by
like
how
we
do
it
great,
is
that
the
council
to
receive
well
a
motion
would
be
does
not
receive
a
non-conforming
nomination
from
that
particular
person
right
for
consideration.
I
just
want
to
make
sure
we
had
that
and
then
then,
once
I've
dealt
with
that
the
second
asterisk
I'll
go
well
we'll
deal
with
that,
whether
they
stay
or
they.
A
Thank
you,
I
appreciate
that
and
I
intend
to
have
none
unintended
consequences,
so
I
go
to
council
Patterson,
no.
I
H
So,
let's,
let's
be
clear,
so
the
paper,
the
the
paper
which
is
not
on
the
gray,
the
white
says
one
I
think
we
can
consider
the
table
to
be
incorrect.
I
can't
talk
specifics
because
it's
on
the
it's
in
a
confidential
paper,
so
the
the
paper
that
is
open-
and
that
has
been
that
is
publicly
available-
is
correct.
There
is
one.
A
Okay,
so
Patterson.
I
I
Just
mentioned
it
to
me
so,
but
it's
a
follow-on
and
I'll
so
with
it
who
decides
non-conforming
like,
is
it
within
under
the
act
that
so
how
are
you
deciding
and
is
it
up
to
us
to
decide
that
or
is
it
up
for
legal
to
decide
that.
H
So
the
criteria
for
what
so
the
ACT
is
not
prescriptive.
Well,
sorry,
it
is
prescriptive
about
some
things
and
not
and
not
all
things.
So
it
was
not.
It
was
not
prescriptive
about
them.
H
What
was
a
CV
I
have
I
have
assessed
it
as
the
CEO
as
the
person
under
the
ACT
required
to
conduct
the
the
search
and
bring
the
names
forward
and
I've
looked
at
it,
and
given
that
we
didn't
clearly
Define
what
a
CV
is
I
think
it
would
be
our
the
officer's
view
is
that
it
would
be
unfair
to
consider
it
non-conforming
the
SEC,
the
one
that
we
have
determined
non-conforming
is
non-conforming
for
a
very
simple
reason.
It
wasn't
submitted
in
time.
H
So
that's
why
it's
been
deemed
non-conforming
and
just
to
to
close
that
out.
Mr
Mayor
the
city
officers
took
the
view
that
it
would
be
better
for
Council
to
see
the
non-conforming
application
and
make
a
determination
yourself
as
to
whether
or
not
it's
conforming
or
not.
So,
ultimately,
the
decision
is
for
Council
councilor
Patterson.
I
I
I
So
if
you're
saying
okay
for
this
to
be
conforming,
you
have
to
hit
a
resume
and
then
you
had
to
hit
a
word
count
and
they
seem
pretty
simple,
straightforward
requirements.
I
know
when
I
don't
meet
the
exact
requirements
at
the
ecq.
They
wouldn't
be
letting
my
candidacy
through
so
I'd.
Just
like
you
to
speak
to
that.
H
Sure
so,
counselor
and
counselors
through
you,
Mr
Mayor.
At
the
end
of
the
day,
it
is
ultimately
a
matter
for
Council
to
determine
who
is
conforming
and
who's.
Not
City.
Office's
recommendation
is
that
there
is
one
that
is
not
conforming.
My
advice
to
councilors
and
the
city
officers
advice
would
be
consider
each
of
the
applications
on
on
their
merits,
based
on
what
they
provide.
K
A
Councilors
I
move
that
that
that
Council
does
not
receive
the
non-conformed
nomination
from
Miss
Josephine
Jew
for
consideration.
Do
I
have
a
second
Council
on
Jones
right.
The
reason
that
you've
heard
what
the
CEO
says
so
I'm
going
by
that
recommendation.
Anyone
we
wish
to
speak
against
it.
B
Thank
you
very
much.
Mr
Mayor.
G
A
G
Rests
on
the
shoulders
of
the
nominee
and
I
I
personally
feel
as
though
we
would
end
up
with
a
better
outcome
if
the
process
is
as
competitive
as
possible,
and
that
involves
having
as
many
names
on
the
table
and
yeah
I'll
leave
it
at
that
because
it
is,
it
is
growing.
I
can't
talk
to
those
reasons,
but
I
do
think
we'd
end
up
with
a
better
outcome,
with
more
competition.
I
I
There
were
people
who
didn't
submit
on
time
as
required,
and
it,
and
there
was
there's
no
kind
of
there's
no
two
ways
about
it.
Now,
if
that
candidate
ended
up
being
the
the
chosen,
one
I
think
it
would
be
very,
very
difficult
for
all
the
rest
of
the
candidates
who
met
exactly
the
requirements
that
we
asked,
and
we
were
quite
explicit.
If
you
do
not
have
this
in
by
this
time,
that's
it
so
I
think
it
would
put
us
in
a
very
difficult
position.
A
Okay,
anyone
else
want
to
speak
against
the
motion.
My
comment
that
speak
to
close,
it
is
now
close
and
councilors
I
put
the
motion
to
you
or,
in
fact
show
hands.
H
Cancel
Owen
Jones,
councilor
Gates
counselor
Patterson
cancel
no,
not
Gates;
okay,
sorry
I've
done
it
again.
Sorry
councilor
Patterson
cancer
by
lumpstone,
Council
of
the
Caster
councilor
toza
councilor
Taylor
councilor,
young
Council,
McDon
counselonio
against
councilor,
Gates
and
councilors.
The
motion
Carrie.
A
So
we
cross
cross
that
one
off
the
other
one
that
was
in
the
gray
paper
councilors
as
the
CEO
says
that
his
view
that
it
was
initially
he
thought.
Well,
it's
not
a
CV
in,
but
there's
no
real
definition
for
a
CV.
So
my
attitude
on
that
I'm
not
going
to
move
a
motion
to
strike
out
that
person
the
second
Astrid
one
and
leave
him
on
the
list
for
consideration.
If
then,
one
has
a
different
view,
they're
welcome
to
make
a
motion
good
all
right.
We
go
to
the
next
next.
A
A
As
as
our
usual
consideration,
when
there
are
multiple
applicant,
whether
it's
CEO
Australia
day's
award
and
all
that
you
know
that
I
go
to
to
you
with
one
vote
straw
poll
and
if,
if
out
of
that,
the
balance
of
that
list
is
no
support
and-
and
we
look
at
that-
they're
the
ones
that
I
said
to
you
gets
gets
deleted
so
that
that
the
list
comes
down
relatively
quickly.
If
the
person
one
person
has
zero
support
at
all,
then
there's
no
need
we
can.
A
We
can
trim
this
down
and
then
keep
doing
that
until
there
is
a
group
of
people
there
and
then
we'll
we'll
take
a
a
quick
break
or
I
think
and
whether
we
continue
all
the
way
and
just
get
to
a
number
of
votes.
I
mean
we
got
here,
three:
six:
seven,
eight,
nine,
ten,
eleven
twelve
thirteen.
So
if,
if
the
first
vote
goes
that
that
there's
seven
supporters,
seven
people
are
supporting
that
one
person
they're
not
go
while
counselors.
A
It
appears
that
there's
full
support
for
that
person
and
we
should
get
it
enter
in
the
debate
about
that
person.
Are
we
clear
on
that
Council
on
Jones.
F
Same
estimate,
because
we
don't
actually
have
any
ground
rules
in
regards
to
what
we're
doing
today,
other
than
the
brief
words
in
the
Local
Government
Act
and
our
and
our
meeting
rules
and
we're
meeting
in
in
Open
Session,
because
we
I
believe
aren't
able
to
go
to
closed
so
and
you've
suggested
that
we're
going
to
have
one
boat
each
and
in
the
event
that
there
are.
There
is
seven
people
voting
for
one
person
and
there's
say
a
second
candidate.
That's
collected
the
other,
the
balance
of
the
vote.
F
So
we're
then
going
to
debate
about
the
merits
of
either
either
of
those
yes,
okay,
so
yeah,
so
so
Mr,
Mayor,
I,
suppose
I
just
wanted
to
start
if
I
can
and
because
I
don't
I
didn't
appreciate
that
that
was
maybe
going
to
be.
The
process
today
so
and
I
appreciate
that
we've
got
a
restraints
in
regards
to
the
local
government
act
as
to
how
we
can
conduct
ourselves.
I.
F
Think,
like
many
of
the
my
fellow
colleagues,
we've
had
the
opportunity
to
be
contacted
by
candidates
and
we've
and
and
I've
encouraged
as
many
people
as
possible
to
put
applications
in.
But
if
we're
narrowing
it
down
to
one
vote
in
the
initial
stage,
I
just
wanted
to
take
the
opportunity
to
thank
everybody
that
expressed
interest
and
I
hope
that
they
appreciate
that
we
have
one
opportunity
that
you're
providing
Us
in
the
first
instance
in
regards
to
putting
somebody
forward.
F
So
I
think
that
in
amongst
the
balance
of
names
that
we've
received,
there
are
some
really
great
candidates
who
were
prepared
to
do.
What
not
a
lot
of
people
in
the
community
are
prepared
to
do
and
that
is
represent
their
community.
So
we're
at
a
very
pointy
end
of
the
conversation
where
we
have
to
choose
from
what
you've
said.
F
One
person
in
the
initial
round,
so
I
just
wanted
to
make
it
very
clear
that
when
I
vote
for
one
person,
I
really
really
don't
want
to
have
any
of
the
other
people
that
I've
encouraged
to
to
be
a
a
a
temporary
counselor
to
be
discouraged
by
by
that.
So
and
likewise,
one
of
those
one
of
those
applicants
is
somebody
that
I
worked
with
for
four
years
in
Margaret
Grumman.
A
Think
you
Echo
everybody's
feeling
on
that
eloquently
and
and
appreciate
that
so
we'll
get
going,
Council
Patterson.
I
Mr
Mayor
I
was
wondering
if
you
would
consider
that
we
would
do
it
where
we
vote
three
times.
No,
no,
okay,.
A
D
A
Smith
great
okay,
bouncer,
Patterson,
Shirley.
A
G
B
K
A
A
A
I'm
in
the
same
quandary
issue,
councilor
the
Castro,
but
but
but
as
I
reading
it
through.
Let's,
let's
just
check.
A
A
So
therefore
counselors
I
move
that,
in
accordance
with
Section
166
B
brackets
two
of
Local
Government
Act
2009
that
Shelly
Curtis
be
appointed
to
the
vacated
role
of
counselor
division,
four
until
the
next
quadranial
local
government
election
and
two
that,
as
soon
as
practical,
all
in
accordance
with
Section
254
local
government
regulation
2012,
the
chief
executive
officer
takes
the
recreation
of
the
office
councilor
Owen
Jones,.
A
To
her,
okay,
second
I
afford
you
to
speak
on.
F
It
thank
you
Mr
Mayor,
I'm,
going
to
just
speak
from
my
perspective,
because
I
can't
speak
on
behalf
of
my
colleagues,
but
I
think
it's
been
a
somewhat
difficult
process
that
we've
been
put
through
and
I
think
that
one
of
the
positive
outcomes
that
may
come
from
today
is
if
the
minister
for
local
government
could
observe
the
difficult
position
that
he's
placed
or
the
the
ACT
has
placed
elected
representatives
in
in
regards
to
both
one
encouraging
that
we
make
some.
F
We
make
good
decisions
and
two
that
we
encourage
as
many
good
people
as
possible
to
be
involved
in
representing
their
community
Through.
The
local
government
process
I
think
that
there
was
there's,
probably
some
improvements
that
we
could
have
had
in
the
way
that
this
process
has
been
able
to
be
undertaken.
But
we
are
constrained
by
the
advice
that
we've
received
from
Council
in
regards
to
how
to
comply
with
the
local
government.
F
So
I
I'm
really
pleased
that
Shelley
Curtis
has
been
appointed
as
a
as
a
temporary
councilor
to
fill
the
position
that
councilor
Caldwell,
carried
and
and
they're
pretty
big
shoes
that
she
has
to
fill.
F
But
her
local
Federal
representative,
hopefully
will
be
able
to
provide
her
with
as
much
help
as
possible,
but
I
I,
just
don't
want
any
of
the
other
candidates
that
were
brave
enough
to
put
their
name
forward
to
be
disheartened
by
what
they
may
have
seen
today,
because
I
think
that
it's
a
real
honor
to
represent
people
as
counselors
and
I
would
really
really
like
to
encourage
anybody.
That
was
brave
enough
to
put
their
name
forward
for
a
temporary
position
to
make
sure
that
they're
in
the
mix
for
the
16th
of
March
2024.
A
Okay,
right
speaking
against
motion,
well
to
close
congratulations
to
all
the
Kansas
candidates
that
are
willing
to
serve
our
city
and,
of
course,
congratulations
to
Shirley
Curtis
and
we're
all
looking
forward
to
working
with
her
and
I'm
I'm
sure
that
councilors
will
give
her
good
support
and
you
can
reflect
on
on
what
was
like
when
you
first
first
joined
as
a
counselor
and
there's
so
much
to
learn
so
I'm
sure
that
councilors
were
absolutely
helpful
with
that.
So
councilor.
In
that
case,
I
put
the
motion
to
you.
E
A
I
just
want
to
vote
on
this
okay
congressman
and
once
that's
done,
then
we
can
go.
Of
course.
Okay,
all
in
favor
show
hands
against
Carrie
unanimous
counselor.
In
light
of
the
the
unnecessary
requirement
for
a
special
budget,
I
moved
the
the
motion
that
the
special
special
meeting
on
Monday
be
cancel
secondary,
Council
guides.
Put
the
motion
to
you
all
in
Fair
show
hands
against
my
ocean
carrot.
Unanimous
I,
see
your
hand,
okay,
small
hands,
that's
pretty
sad!
All
right!
Councilors.
