the,
as
you
may
be
aware,
from
the
papers,
we
have
a
very
long-standing
policy
on
community
engagement
which
goes
back
to
2008,
and
you
might
note
from
the
papers
that
it's
about
40
pages
at
this
point
and
it
included
at
the
time
a
manual
for
how
to
do
community
engagement
with
the
city.
Now
that
policy
and
manual
are
very
process,
highly
process
based
and
obviously
practicing.

Community
engagement
changes
quite
frequently,
and
obviously,
since
that
time,
huge
number
of
changes,
including
our
engagement
methods
with
social
media
and
a
range
of
other
things.
So
what
we're
looking
at
is
actually
changing
that
policy
from
very
much
a
process-based
policy
to
a
principle-based
policy
recognizing
that
we
need
to
be
adaptable
to
change
in
terms
of
how
we
do
engagement,
the
types
of
engagement
we
run
and
actually
keep
up
with
current
practice
and
techniques
and
tools.

we've
really
stripped
the
policy
right
back
from
the
40
pages
to,
as
you
can
see,
essentially
two
pages
with
a
roles
and
responsibilities
page
as
well,
which
clearly
sets
out
roles
and
responsibilities
across
the
city.
What
we've
also
done
is
ensure
that
it's
quite
clear
that
marion
councillors
play
that
leading
role
for
community
engagement
in
the
city
as
the
electric
elected
representatives
and
that
the
policy
is
really
supporting
the
principles
of
local
government
act.

we
tried
to
make
those
two
things
clear
and
attach
some
principles
to
how
we
do
it
in
the
city,
regardless
of
where
the
engagement
is
driven
from
and
then
also
well
be
clear,
whether
it's
a
city
wide
or
a
local
engagement
and
we've
actually
defined
a
city-wide
engagements
as
those
things
which
actually
have
a
whole
of
city
impact,
as
opposed
to
a
local
engagement
which
might
be
around
some
curb
and
channeling
work
done
in
a
local
division
and
an
information
leaflet
sent
to
residents
those
kinds
of
things.
So
those
are
sort
of
the.

the
key
principles
relating
to
that
change.
We're
really
trying
to
look
for
a
more
contemporary
approach
to
engagement
than
we
have
under
the
existing
policy.

expression

That's
actually
a

rule,
if
you

that's
carried
over
from
the
default
contracting
procedures
and
we
in
2017,
we
resolved
to
move
to
the
strategic
contracting
procedures
and
this
rule
has
remained
and
for
reasons
of
flexibility
and
supporting
the
business.

are
suggesting
that
we
amend
that
to
take.
Take
the
rule
out
in
a
sense,
but
but
to
explain
that
when
a
significant
contracting
plan
comes
to
council,
there's
an
expression
of
interest
component
and
that
our
plan
is
adopted

council

the
way
the
rule
was
working.

interest

go

we
had
to
stop

back
to

delaying

need

This
we've
already
been
to
council
with

significant
contracting
plan
and

expressions

interest.

back

again
for
an
expression
of
interest
approval?

very
comfortable

the
governance

adequately
administered

we're
recommending

old

removed

previously
resolved.

been
rolling
it
out

business
by
a
group
by
buyer
group
and
making
sure
that
the
processes
are
there
to
support

positive
feedback.

we're
doing
now
is

outs

implementations
we're
now
having
the
policy
say
that
all
quotes
up
to
250
000
will
go
through
vendor
panel
and
that
there's
a
number
of
reasons
why
that's
very
beneficial?

opportunity

market
in
the

the
sense
of
suppliers
who
may
not
previously
been
on
our
radar.
They
now
will
have
visibility
of
the
quotes
as
they
come
through
the
platform.
We
have
improved
reporting
and
monitoring

things
like
local,
spend
and
engagement
with
the
with
the
market
and
also
for
the
businesses.
It
makes
it
much
easier
to
do
business
with
council,
so
they
register
as
a
local
supplier
they're
on
the
list.

get
to
see.

checking

helping

taken

positive
thing,

in
the

buying
platform,
they're
given
a
badge,
a
logo
that
says
this
is
a
verified
local
business
and
that's
helping
to

us
to
