A
Happy
days
councillors,
we
have
a
rather
robust
agenda
dealing
with
many
substantive
issues,
but
I
think
city
officers
have
landed
in
non-controversial
positions.
So
it's
so
it's
it's
open
to
us
of
course,
then,
to
start
or
unstar
items
unstarring,
those
of
course
which
we
believe
may
warrant
some
discussion.
A
Presently
the
start
items
are
five
point.
One
six
point,
one
six
point,
two
seven
point:
one
is
unstarred
and
seven
point:
two
is
starred.
A
B
B
Maybe
the
director
through
the
chair,
counselor
toes
it
was
really
just
because,
obviously
such
a
high
profile
item
for
us,
we
wanted
to
bring
to
give
you
an
update
part
way
through.
So
it's
really
just
an
update,
there's
nothing
more
to
really
say,
but
we're
happy
to
answer
questions.
If
there's
if
there
are
further
questions
yeah,
so
no
I
mean
I
don't
know
what.
B
Further
in
it,
the
only
thing
I
thought
I
grabbed
out
of
it
was
that
extension
time
which
we
can't
go
into
any
detail,
but
that
occurs
to
me
the
only
thing
that's
of
specific.
B
A
So
for
those
tuning
in
there
was
a
question
from
councillor
toza
about
whether
there
would
be
a
presentation,
two
councillors
on
7.1
there
isn't,
because
the
report
merely
provides
us
with
further
information
on
questions
that
we've
asked
at
earlier
meetings.
Council
o'neil.
A
Yeah
sure
thing
well:
unstar
6.2,
I
think,
there's
an
appetite
to
star
7.1
yep.
A
I'll
get
to
that
in
a
moment
all
right.
So
now
we've
got
our
stars
in
line
councils.
Are
I've
received?
No
apologies
for
today's
meeting
so
that
deals
with
item
one
no
leaves
of
absence
to
record
so
that
deals
with
two?
Would
someone
like
to
move
that
the
minutes
of
the
earlier
meeting
for
incorrect
councillor
gates
thank
you
seconded
by
councillor
caldwell,
any
discussion
on
that
item
councillors?
A
D
Thank
you,
chad,
just
in
well,
maybe
an
upcoming
gb.
I
wanted
to
air
with
the
committee.
I've
previously
had
a
prescribed
conflict
of
interest
with
the
gold
coast
hockey
management
group,
as
my
stepfather
was
a
volunteer
board.
Member
he's,
since
resigned
from
the
board
and
the
advice
from
the
city
solicitor
I've
received.
Is
that
there's
no
longer
a
conflict
of
interest.
She's
advised
that
there's
not
a
need
to
raise
a
declaration,
but
just
thought
I'd.
Add
that
with
the
committee
and
get
the
committee's
thoughts.
A
So
counselors
provide
you
with
some
further
background,
so
you
can
contemplate
that
matter
in
earlier
rounds
and
council
ties.
You
might
recall
this
debate.
In
particular,
we've
considered
some
of
the
risks
and
opportunities
attached
to
our
most
high-profile
sporting
facilities
and
in
a
lot
of
the
olympic
games
announcement,
I
think
it's
timely
to
ensure
that
we've
got
the
right
operating
model
in
place
to
make
sure
that
these
assets
are
available
for
those
playing
the
sport
to
the
community
as
well,
but
also
maintained
to
the
highest
possible
standards
as
we
approach
the
olympic
games.
A
So,
plainly,
councillor,
baldwin
lumsen
has
made
a
declaration
in
the
past.
My
thinking
is
that
it's
probably
appropriate
to
deal
with
this
as
a
dcoi
in
order
to
protect
councillor
belden
lumsden
and
establish,
I
suppose,
a
new
precedent
around
that
issue.
Councilman
jones.
E
I
would
have
a
view
that,
just
because
your
stepfather
is
no
longer
on
the
committee,
you
still
got
to
be
mindful
of
that
relationship
that
existed
and
I
think
you'd
be
wanting
to
be
mindful
today.
If
you,
if
there's
a
general
business,
proposed
calling
for
something
that
it
couldn't
be
perceived,
that
stepfathers
stepped
down
and
suddenly
there's
been
a
general
business
item
calling
for
x.
So
so
I
think
it
might
be
in
your
best
interest
to
continue
with
your
declaration.
E
D
Okay,
on
that
note
as
well,
I
might
also
mention
that,
though
I've
got
him
writing
that
the
that
he's
resigned
as
of
the
27th
of
may.
The
hockey
center's
website
still
does
list
him
on
their
site,
even
though
he's
no
longer
well
remember
the
quite
a
few
of
the
board
members
listed
are
no
longer
the
case,
but
so
on
that
note,
is
it
worth
raising
a
declarable
conflict
of
interest
and
seeking
the
committee's
permission
to
take
part.
A
E
Wouldn't
have
thought
there's
any
rush
to
actually
do
it
and
a
report's
going
to
take
time
anyway.
So
I
don't
think
you
need
to
be
in
the
you:
don't
even
need
to
be
in
the
room.
If
there's
just
asking
for
a
report,
it's
being
able
to
deal
with
the
what
comes
out
of
the
report,
you
want
to
have
yeah
stay
for
your
community.
A
So
so
council
belt
and
lumps-
and
I
don't
believe
you
need
to
raise
a
conflict
because
I
suppose,
on
the
back
of
this
discussion
with
council
owen
jones
up,
I
feel
I
would
feel
better
about
waiting
just
one
additional
round
in
order
to
have
the
conversation
potentially
with
the
city
solicitor
directly.
D
If
you
feel,
if
the
committee
feels
that's
best,
the
bent
of
the
city
solicitor
is
online.
Now,
if
she's
able
to
chair
yeah,
maybe
give
some
insight,
but.
F
A
Thank
you,
city
solicitor.
If
you
can
hear
me,
I
suppose
we've
had
a
discussion
as
a
committee
about
the
the
the
short
time
that
has
passed
between
the
departure
of
the
council's
stepfather
from
the
management
committee
and
the
proposition
that
today
we
look
at
the
management
structure
of
that
or
so
the
operating
model
of
that
community
asset,
and
I
suppose
by
council
owen
jones
and
I
may
have
landed-
is
that
perhaps
an
additional
round
where
we've
got
the
opportunity
to?
A
G
A
Thank
you
very
much
city
solicitor.
I
suppose
that
provides
me
a
level
of
comfort,
counselor
and
jones.
How
do
you,
where
do
you
land
on
the?
I
suppose
the
perception
issue,
yeah.
F
As
the
relevant
term
exists
for
receipt
of
donations,
is
there
any
guidance
in
the
act
around
I
mean
I
was
on
the
board
of
the
turf
club,
as
you
know,
for
a
very
brief
period,
just
a
little
over
a
year,
but
I'm
still
leaving
the
room
every
time.
The
discussion
comes
up
because
of
the
possible
perception
that
I
would
be
influenced
in
one
way,
and
I
think
this
is
a
very
similar
situation
where
your
stepfather
has
been
a
board
member
and
intricately
involved
and
had
a
deep
insight
into
the
club's
operations.
F
So
I
think
I
think
it
would
be
foolish
for
us
to
think
that
there
is
absolutely
no
influence
or
maybe
not
even
influence,
but
there
would
definitely,
in
my
view,
have
been
an
exchange
of
information
about
what
has
occurred.
So
I'm
just
slightly
uncomfortable,
given
it's
still
on
the
website
that
the
old
board
exists,
yeah,
I'm
just
a
little
uncomfortable
and
I'm
just
seeking
some
guidance
as
to
whether
there
are
any
time
frames
that
are
listed
for
anything
other
than
receipt
of
donations.
A
City
solicitor
in
a
position
to
respond
to
that
question.
Please.
G
Oh
yes
through
you,
mr
chair,
there
are
no
time
frames
that
apply
for
interest
like
this,
that
relevant
term
is
in
relation
to
financial
donations
or
or
money.
I
certainly
from
what
I'm
hearing
from
the
committee
room.
I
think
that
it's
so
council,
dale
and
lumsden
has
brought
the
matter
to
your
attention.
It
seems
that
there's
some
level
of
concern
that
he
may
still
have
a
personal
interest
that
should
be
declared
on
that
basis.
G
A
City
solicitor,
could
I
just
put
forward
an
approach
and
just
get
some
guidance
from
you
about
whether
you
think
this
is
a
a
reasonable
way
of
dealing
with
this,
and
that
is
to
have
potentially
counsellor
belden
lumsden
on
the
back
of
the
discussion
that
we've
just
had
make.
G
Through
you,
mr
chair,
I
think
so
long
as
that
declaration
is
specifically
in
relation
to
the
operating
model
that
that
will
be
okay.
I
don't
think
it
can
go
too
broadly
and
apply
to
all
things
in
relation
to
the
gold
coast
hockey
club,
but
I
can
certainly
assist
councillor
belden
lumsden
with
drafting
that
declaration
to
take
to
full
council.
If
that
would
assist.
A
A
While
I'm
happy
to
consider
the
general
business
item
as
I
intended
right
now
at
this
meeting,
I've
heard
from
the
city
solicitor
on
my
question
my
suggestion
that
one
other
way
of
dealing
with
this
is
at
full
council.
I
think
next
tuesday.
I
think
that's
when
the
meeting
is
when
all
of
us
can
arrive
at
a
position
around
your
involvement
on
on
this
issue,
after
which
we
can
potentially
continue
unfettered.
So
are
you
open
to
making
a
declaration
like
that
next
council
meeting.
D
If
the
chef,
the
city,
so
this
is
able
to
assist
with
wording
of
that,
would
be
appreciated.
The
gold
coast
hockey
center
is
one
of
the
probably
most
valuable
council
assets
in
division.
Seven
I'd
like
to
obviously
be
involved
in
discussions
surrounding
it,
especially
given
that
there's
a
volunteer
position
held
by
stepfather.
That
was
no
longer
the
case.
A
Okay,
so
city
solicitor
is
that
something
just
to
confirm:
you're
happy
to
work
with
councillor
belden
lumsden
on
some
wording
ahead
of
next
tuesday
and
okay
great.
So
in
that
case,
I
think
we'll
defer
consideration
of
that
item
until
next
round
leaving
you
free
to
seek
the
leave
of
council
on
tuesday
to
participate
and
then
we'll
let
the
cards
land
there.
Okay,
it
counts,
as
any
other
confirmation.
Sorry
other
conflicts
of
interest
to
deal
with
no
okay.
Well,
we
can
move
past
four
councillor
toza.
A
7.1
so
those
three
items
counselors
was
there
someone
else
prepared
to
second
those
items
councillor
castro.
Thank
you
for
that.
Any
questions
or
speakers
against
that
proposition.
Counselors,
no
I'll,
then
move
I'll
then
put
that
to
a
vote
all
those
in
favor
all
those
against
that
is
carried
great.
We
now
deal
with
dealing
with
items
6.2
councillor
o'neill.
You
had
some
questions.
C
Thanks
chair,
I
actually
would
like
to
move
the
item,
but
I
would
like
to
include
some
extra
wording
in
the
recommendation
and
I
will
let
you
know
the
reason
why
in
the
report
and
it's
a
great
report
thanks
officers
in
the
report,
it
does
describe
a
thermo-neutral
temperature
between
33.5
and
34.5
degrees
celsius.
C
But
that's
not
reflective
in
the
recommendation.
Those
those
words
thermo-neutral
temperature.
So
I'd
like
to
add
those
in
one
after
meets
the
requirements
of
a
thermo,
thermo,
neutral
temperature
of
the
australian
standards
and
in
paragraph
three
just
after
warm
water
pools.
It
will
just
give
some
comfort.
I
think,
to
the
petitioners
that
that
is
the
that
is
the
actual
temperature
of
a
thermo-neutral
pool
and
we're
committed
to
a
thermo-neutral
thermo-neutral
pool
temperature
going
forward
with
our
upgrade
to
palm
beach
and
any
other
warm
water
pools
that
the
the
city
brings
on
board.
A
I'm
getting
a
bit
of
a
knot
there
from
richard
and
tim
you're
happy
enough
with
that.
All
right
great!
I'm
happy
to
second
that
thank
you
to
afford
you
the
opportunity
to
speak
to
it.
Thank
you,
counselors,
with
any
other
questions
on
the
report.
I
can't
say
neil.
C
Thanks
chair
I'll,
just
and
and
unfortunately,
council
mcdonald's-
not
here,
because
palm
beach
aquatic
center
is
in
division
13,
but
it
certainly
services,
division,
14
and
I've
had
lots
of
emails
from
the
from
the
petitioners
as
well,
and
I
think
that,
as
long
as
we
can
assure
them
of
the
temperature
of
a
warm
water
pool,
they
will
be
be
satisfied.
So
I
think
the
officers
have
done
their
job,
we'll
do
our
job
and,
of
course,
our
upgrade.
C
A
Thank
you,
council
o'neil.
I
might
just
add
that
water,
I'm
sure
city
officers,
will
back
me
up
on
this.
Water
has
an
extremely
high
specific
heat
capacity
and
when
you're
dealing
with
temperature
control,
what
generates
your
heat
and
the
way
the
thermostat
will
ultimately
manage
that
temperature
is
subject
to
what's
called
a
hysteresis,
which
is
a
gap
between
the
temperature
which
is
achieved
at
which
point
the
thermostat
turns
off
and
when
it
is
turned
back
on,
so
there
will
always
be
variation
in
the
temperature.
A
It's
just
one
of
the
laws
of
thermodynamics
to
deal
with,
but,
as
you
have
done
today,
by
moving
a
changed
recommendation,
is
you've
provided
assurance
to
the
community
that
that
hysteresis
will
be
as
narrow
as
possible
to
give
the
most
consistent
experience,
and
hopefully
that's
of
some
comfort
to
those
who
depend
on
a
warm
water
pool.
So
thank
you
for
the
change
recommendation
and.
A
It's
true
counselors
with
any
other
questions
on
that.
No
I'm
happy
to
put
that
to
a
vote.
Then
all
those
in
favor
all
those
against
that
is
carried.
A
Counselors,
I
think
we
only
have
from
correct.
We
only
have
one
thanks
officers
as
well
excellent
report,
yep
less
debate,
the
better
the
report
right
so
nailed
it
item.
7.2
has
been
unstunned.
It
needs
to
be
understand
to
deal
with
a
an
administrative
correction,
but
I
know
councillor
caldwell
may
have
some
questions.
Counselor.
B
No,
I
was
on,
I
was
unstarring
it
because
as
a
former
representative
of
the
area,
oh,
so
you
want
to
move
interested
in
making
sure
that
when
councillor
gates
it
we
could
fix
the
wording
in
the
resolution
to
reflect
the
appropriate
delegation
word
so.
A
A
B
C
A
A
B
Through
the
chair
we
weren't
planning
on
bringing
anything
up.
I
mean
we
do
sustainability
audits,
all
the
time
I
hadn't
planned
to
bring
it
up.
No
sorry
yeah.
A
And
I'm
not
moving
anything
today,
so
it's
like
there's
no
or
we'll
go
home
then.
D
Yeah,
as
I
said,
I
said,
just
haven't,
been
warned
that
you
were
planning
to
raise
that
I
wanted
to
air
with
the
committee
that
there's
previously
been
a
prescribed
conflict.
I
understood
there
was
some
counsellors
in
the
room.
