as
you
had
asked,
we
have
asked
jennifer
schultz
to
come
in
tonight
and
give
you
an
update
on
ed,
clapp,
elementary
school,
so
she's
here
and
she's
ready
to
do
that.
So
I
would
introduce
you
to
the
principal
of
ed,
clap
and
she's,
going
to
tell
you
where
they're
at
and
how
they're
ready
to
go.

Thank

for
having
me
here
tonight.
First,
I
will
just
show
you
where
you
can
go
on
the
website,
if
you're
interested
in
seeing
some
of
the
many
construction
photos
that
have
been
taken
through
the
process
when
you
go
to
the
ed,
clap,
elementary
site
and
click
on
construction
photos,
and
that
will
then
take
you
to
a
series
of
links
that
really
kind
of
document
the
whole
project
from
the
very
beginning
to
where
we
are
at
today.
So
that's
a
great
resource.

If
you're
looking
to
see
some
of
the
the
pictures
of
the
process-
and
I
will
just
kind
of
give
you
some
updates
as
to
where
we
are
right
now
and
then
take
any
questions.
If
you
have
them,
we
are
at
about
495
students
as
of
today
after
we
looked
at
petitions
and
things
which
is
just
very
close
to
that
500
that
we
were
projected
to
have
when
we
opened
so
it
looks
like
we
will
be
right
on
track
for
that.

We
expect
to
open
with
four
sections
of
each
grade
level,
with
the
exception
of
fifth
grade,
where
we
will
have
three
sections.
Fifth
graders
this
year
had
the
option
of
staying
in
the
school
that
they
had
been
attending
and
so
that
we
will
likely
go
to
four
sections
by
next
year,
but
start
out
with
three
sections
for
this
year,
and
at
this
point
we
are
fully
staffed,
with
the
exception
of
one
additional
recess
and
playground
supervisor
that
we
need.
Otherwise,
we
the
building,
is
fully
staffed.

So
it
has
been
just
a
great
welcome
to
the
neighborhood
lots
of
support
lots
of
collaboration
and
from
families
as
well.
Some
of
the
families
who
had
initially
petitioned
thinking
they
wanted
to
to
stay
in
the
school
they
had
currently
been
attending
and
they've
now
withdrawn
their
petitions
and
and
are
wanting
to
attend
ed
claps.
So
I
think
it's
part
of
that
excitement
of
seeing
it
go
up
and
in
their
backyard,
and
I'm
just
really
getting
excited
about
the
process.
So
that's
been
wonderful.
The
building
itself
really
is
ready
inside.

We
certainly
have
some
finishing
touches
that
we
will
be
doing
right
up
until
the
the
start,
but
other
than
just
putting
together
a
little
bit
more
furniture,
and
things
like
that.
The
inside
of
the
building
is
absolutely
ready.
Landscaping
is
catching
up
this
week.
They
should
be
finishing
the
irrigation
and
with
the
hopes
of
getting
some
of
the
sod
and
other
landscaping
things.
In
next
week,
teachers
have
been
able
to
start
coming
in
the
school.

They
were
able
to
come
in
starting
august
3rd,
and
we
were
very
excited
about
that,
because
that
was
the
date.
We
were
kind
of
giving
them
at
the
beginning
of
the
summer
and
we
were
actually
able
to
stick
with
that
and
ever
since
august
3rd
they've
been
coming
in
and
out
and
working
hard
on
on
getting
their
rooms
ready.

We
are
also
now
able
to
open
the
building
for
families
to
be
able
to
get
a
a
sneak
peek.
Many
of
them
were
expressing
that
they
would
really
like
the
opportunity
to
see
the
building
before
back
to
school
night,
when
you
have
that
back
to
school
night
and
you're
meeting
the
teachers
and
trying
to
get
the
supplies
in
the
classrooms
that
can
be
a
busy
night
and
that
hour
and
a
half
goes
fast,
so
on
monday,
from
11
a.m,
until
6
30
p.m.

We
are
letting
families
know
that
the
building
will
be
open
for
them
to
take
a
tour
of
the
building
so
that
their
kids
can
can
come
in
and
get
even
more
excited
about.
You
know
getting
to
see
the
building.
Many
of
the.
What
kids
we
found
are
most
excited
about
is
that
it
has
two
floors
and
two
playgrounds.
Those
are
really
the
the
things
that
intrigue,
the
students
that
we
found
last
spring
when
we
were
touring
the
different
schools
and
talking
to
the
kids
who
would
be
attending.

So
those
are
the
highlights
for
them.
We
have
also
started
kindergarten
assessments,
so
some
of
our
kindergarten
parents
have
already
been
in
seeing
the
building.
We
started
those
today.
So
all
of
our
kindergarten
students
are
scheduled
for
a
half
hour
with
a
kindergarten
teacher
to
do
an
assessment
time
and
those
will
continue
into
next
week
and
our
edclap
staff
will
actually
come
back
a
little
bit
earlier
than
the
rest
of
the
staff.

We've
been
approved
for
one
additional
professional
development
day,
just
to
make
sure
we
are
all
on
the
same
page
when
the
doors
open
for
the
first
day
with
students
so
on
thursday
august
20th,
all
support
staff
and
all
teachers
will
be
in
the
building
and
we'll
be
we'll
be
working
on
our
plans
and
what
it
looks
like
on
the
first
day
and
making
sure
we
know
exactly
where
to
get
kids
at
the
end
of
the
day
and
all
of
those
procedures.
So
we
are
well
rehearsed,
hopefully
for
that
first
day
of
school.

much

the
fargo
youth
commission.
Will
the
parents
did
a
survey
and
they
chose

youth
commission
to
provide
their
report
after
school
care

we're
maxed

more
space

kenny
than
we
do
any
other
school
and
she
was
particularly
concerned
about
the
boys
and
girls
club
kids,
because
those
are
our
most
at-risk
kids
and
so
jennifer,

counselor

walk

each
policy
and
if
you

stop

you

answer
them
and
then
I'll
just
keep
moving

If
that's
okay

the
first
one
is
a
policy
that
is
a
result
of
legislative
action.
This
year,
policy,
ap
4330,
is
a
new
policy.

It
addresses
student,
publications
and
freedom
of
expression,
and
so
this
every
district
has
to
create
a
policy
around
this,
and
so,
as
you
can
see,
it
just
outlines
a
little
bit
about
the
relationship
between
the
student
media
advisor
the
administration
and
students
who
work
with
publications
within
the
school,
and
so
that's
really
the
purpose
of
this
policy.
It's
new
to
our
group
of
policies,
and
if
you
have
any
questions,
I
try
to
answer
them
for
you.

The
next
policy
that
we
provided
for
you
was
ap
4410
field,
trips
and
excursions
and
really
what
we
did
here
is
we
updated
the
travel
authorization
form
and
I
think,
jen.
You
know
you
brought
that
to
us
earlier
and
there
were
some
things
that
weren't
quite
right.

We
didn't
quite
like
how
that
policy
read
when
it
came
to
staff
if
they
are
to
transport
students
in
a
private
vehicle,
and
so
again
we
consulted
with
north
dakota
school
board
association
and
came
up
with
this
addition
to
this
policy,
which
more
specifically
outlines
the
expectations
that
we
have.
If,
in
fact,
that
is
the
case,
I
will
tell
you
that,
as
your
superintendent,
I
discourage
this
type
of
activity.

know
wherever
we
can,
I
want
to
see
students
transported
in
buses
vans
whatever
it
is
that
we
use,
but
occasionally
there
are
times
when
students
are
transported,
so
this
just
provides
again
some
language
to
in
guidance.
For
for
that,
if
it
were
to
occur,
okay,
no
questions
moving
on
ap
5255,
we
added
a
section
to
this
basically
staff
conduct
to
address
the
issues
of
appropriate
and
professional
communication
with
students,
verbal
or
written
at
all
times,
and
you
can
see.

This
is,
in
addition
to
an
existing
policy
to
address
the
you
know,
the
whole
proliferation
of
of
different
modes
of
communication
that
are
going
on,
and
so
this
addition
to
this
policy
then
leads
to
the
next
policy,
which

policy

and
that's
staff,
student
relations,
non-fraternization
policy
and
basically,
what
this
policy
does
is
outlines,
very
specifically
what
is
prohibitive,
behavior
and
again
consulting
the
north
dakota
school
boards
association
and
then
also
adding
a
section
on
if
there
were
a
complaint
of
any
kind
that
were
brought
forward.

would
the
process
be
for
investigation
those
types
of
things
and
you're
going
to
see
this
process
again
in
future
policies,
where
we
cleaned
all
that
up
to
make
all
of
our
processes
consistent
within
all
of
our
policies,
because
it
wasn't
so
so
that's
what
this
is
all
about:
communications
and
also
what
is
that
prohibitive
behavior,
and
this
we
feel,
will
provide
staff,
the
guidance
that
they
need,
and
also
this
is
something
that
now
has
become
part
of
our
mandatory
policy
review
and
checkoff.

That
we
have
each
year
there
are
a
number
of
policies
that
were
mandated
by
law
that
staff
have
to
review.
This
has
been
added
to
that
process
so
and
every
staff
member
electronically
signs
off
that
they
read
those
policies,
so
this
is
just
another
one
to
add
to
that.
So
so
in
the
staff
conduct
policy,
we've
addressed
it
in
a
paragraph,
then
we've
actually
created
this
policy
to
address
very
specifically
prohibitive
behaviors
and
investigative
processes.

Is
it
very
specifically
says
that
if
you
have
a
concern,
as
a
patron
here
are
the
different
policies
that
would
address
those
potential
concerns
and
here's
where
you
find
that
policy,
and
so
this
policy
has
just
been
revamped
to
do
that

provide
guidance.
So
this
is
basically
the
cover,
if
you
will
to
those
other
policies,
and
so
this
policy
doesn't
specifically
go
into
any
procedures
or
anything
like
that,
and
then
the
complaint
form
we
looked
at
that
and
we
made
that
more
consistent

all

the
different
policies.

were
all
sorts

different
forms,
those
types
of

this
complaint

the

better
guidance

those

investigation
procedures

process

the
point

reporting

investigation

what
does
the
investigation
report
look
like
what
are
the
timelines
involved?
We
made
everything
consistent
with
a
30
to
60
day
timeline.
We
made
it
consistent
with.
Is
a
complaint,
a
formal
or
is
it
an
informal
complaint?

In
every
single
policy,
you'll
see
the
same
thing.
There's
some
policies.
We
had
to
just
tweak
a
little
bit
because
of
the
policy
itself,
the
the
bullying
one.
We
didn't.
We
didn't
change
some
things
in
there.
We
kept
those
things
whole,
but
basically,
what
this
does
is
it
puts
us
in
a
really
good
place
for
if
there's
a
process,
that's
needed.

is
consistent
now
in
every
policy,
so
through
policy

which
is
discrimination,
harassment,
violence
policy,
public
cons,
ap,

public
concerns
about
co-curricular
programs,

student

So
all
those
now
are
consistent
and-
and
I
think
will
serve
us
much
better-
any
questions
about
what
we've
done
with
those
policies.

bullying
policy

applaud

revisions

you're
bringing
consistencies
in

stakeholders

were
involved
with
creating
that
bullying
policy
a
couple
of
years
ago,
were
they
involved
in
this

do
you
have
any
sense
of
how
they
would
look
at
that

would

the
biggest
thing
is
that
we
added
additional
items
to
that
investigation
process.
That's
where
you
see
any
kind
of
real
change
in
that
policy.
We
did
not
change
the
original
intent
at
all
and
kept
that
policy
as
whole
as
possible.
So
I
think
the
biggest
thing
is
adding
those
additional
steps
to
make
it
consistent
with
how
we
do
investigations
all
the
way
you
know
from
all
the
way,
from
prevention
to
document
retention,
you
know
offering
employee
assistance
programs.
We
did
not
change
that
particular
complaint
form.

all
there's
a
web-based
form
and
there's
also
this
paper
form
so
that
one
stayed
the
same
so

To
answer
your
question
real
directly,
I
think
that
the
integrity
of
that
policy
is
still
fully
intact,
just
enhanced
to
probably
provide
a
better
understanding
of
what
the
process
should
be.
If
there
were
an
investigation.

talk
about
just
briefly,
I
want
to
commend
you
for
evolving
our
policies
even
further,
getting
us
even
further
ahead
of
the
curve,
with
the
the
definitions,
for
example,
of
gender
identity
and
the
inclusion
of
those
terms
that
terminology
in
our
in
our
various
policies.

set

I
want
to
look
at
is
now
that
we
are
in
pretty
good
shape.

review
cycle
over
a
period
of
time

each
year
there's
a
certain
set
of
policies
that
are
reviewed
so
that
we
don't
get
caught
down
the
road
where
certain
policies
haven't
been
reviewed
for
10
years,
yet
some
have
been
just
because
it
was
an
issue.

then

have
a
process
in
place
now
where
this

funnel
out
throughout
the
district,
and
people

be
made
aware
of
all
these
things.

basically
my
message
to
staff
has
been
that
we
need
to
follow.
Policy
and
policy
guides
us
in
what
we
need
to
do
when
situations
arise,
and
I
said
we
could
no
longer
go
along
not
looking
at
the
policies
and
understanding.

consent

Is
there

I'll
just
give
a
brief
overview.
Hopefully,
people
have
had
chance
to
review
the
contract.
I
know
it
got
sent
out
in
advance
and
obviously,
if
any
specific
questions
I'm
gonna
shove
those
over
to
brock,
because
he
was
the
district's
lead
negotiator
in
putting
this
together
a
couple
of
big
overview
things.

First
and
foremost,
we
had
legal
counsel
review
this
contract
from
the
district's
perspective,
and
some
changes
were
noted
because
of
that
review.
A
revised
contract
was
put
forward
back
over
to
valley
bus
and
they
accepted
those
changes,
as
provided
from
the
district
and
the
district's
legal
staff.
So
the
contract
has
been
reviewed
by
attorney
for
the
district.
B
Second
of
all,
there
was
a
couple
of
overriding
goals
that
weren't
necessarily
have
to
do's,
but
things
that
we
as
a
board
kind
of
wanted,
perhaps
consideration
in
the
contract.
One
of
those
would
be
should
at
any
time
in
the
future
valley,
buses,
ownership,
decide
to
potentially
retire
and
sell
the
business.
I
don't
know
that
that's
even
something
remotely
on
their
their
table.

We
had
two
separate
contracts
for
busing,
one
for
what
we
call
our
energy
saver
routes,
which
are
the
ones
we
think
about
all
the
time
every
school
day,
getting
our
kids
to
and
from
their
buildings,
and
then
all
the
other
business
activity
that
happens
in
the
district
activity,
buses
field
trips,
a
variety
of
different
times,
and
so
we
used
to
have
two
different
contracts
that
were
renewing
at
two
different
times
and
we
went
to
a
short
duration
renewal
of
one
of
those
contracts.

One
of
the
disadvantages
we
had
before
is
the
big
international
busine
student
busing
companies
like
student,
first
or
first
student,
I
think,
would
be
very
interested,
maybe
in
our
energy
saver
getting
to
and
from
school
every
day,
but
really
weren't
interested
in
the
rest
of
what
we
need
as
a
district,
which
puts
us
at
a
huge
disadvantage
in
terms
of
having
to
figure
out
well.
What
are
we
going
to
do
for
activity
buses
then?

So
we
were
able
to
get
these
all
in
one
one
contract.
I
think
that's
a
huge
plus
too.
So
I
want
to
thank
brock
for
putting
a
lot
of
work
into
this.
This
contract
was
a
lot
of
work
itself,
but,
as
you
all
are
aware,
we
did
a
huge
study
in
brock's
department
and
with
planning
over
the
course
of
this
last
school
year.

So
a
lot
of
analysis
went
on
in
the
busing
transportation
arena
and
kind
of
hand
in
hand
with
that
safety
issues
as
well.
We're
looked
at
as
you're.
Probably
all
aware,
we
went
to
monitors
camp
video
monitors
on
our
buses
at
our
request
and
valley.
Bus
cooperated,
and
we
now
have
those
on
all
of
our
buses
when
needed,
and
that
can
come
about
from
any
number
of
different
perspectives.

It
could
be
a
building
level
principle
that
makes
the
request
it
could
be
valley,
bus.
That
makes
the
request
if
there
are
routes
that
seem
to
have
more
rambunctious
children
that
might
require
additional
adult
supervision.
We
now
have
in
place
additional
bus
monitors
that
the
district
has
available
to
put
on
those
bus
routes
to
try
and
maintain
good
decorum
seat
belts
were
analyzed
as
part
of
the
study
and
that's
really
a
mixed
bag
for
some
types
of
transportation.

Seat
belts
are
definitely
a
logical
thing,
but
when
it
comes
to
actual
school
buses,
the
national
transportation
safety
council
doesn't
necessarily
think
there's
a
valid
argument
for
putting
them
in
buses
because
of
the
safety
construction
nature
of
a
school
bus
itself.
So
a
lot
of
different
things
were
looked
at.

What
you
have
before
you
is
a
five-year
contract
basically
negotiated
for
the
same
types
of
terms
we've
had
in
our
prior
one,
with
an
annual
escalator
tied
to
the
cpi.
At
the
end
of
the
fifth
year,
either
party
has
a
right
to
walk
away.
Either
party
has
the
right
to
request
a
renewal
for
an
additional
five
year
time
period,
if
that's
agreed
to
by
both
parties-
and
there
is
a
second
one
of
those
five-year
renewal
rights
embedded
in
the
contract
as
well.

But
by
no
means
does
this
contract
obligate
the
district
to
a
sixth
year.
Under
the
terms
of
this
contract,
and
obviously,
if
there
was
a
violation
of
the
contract
were
not
even
held
to
the
five-year
mark,
we
have
the
ability
to
null
and
void
it.
We
don't
anticipate
that.
I
think
the
administration
has
had
good
working
relationships,
especially
in
the
last
I'll,
say,
24
months,
not
that
they
were
bad
before,
but
I
think
there's
been
some
additional
management
structure
come
into
valley
bus.

the

I
would
just
reiterate
a
couple
of
things
that
jim
had
said.
This
was
a
very
good
process
for
us.
I
think
the
transportation
study
was
a
good
process
and
valley
bus
was
very
involved
in
that
and
open
to
the
fact
that
we
were
looking
at
options
and
even
the
negotiation
process.

I
think
there
was
just
a
different
level
of
awareness
and
understanding
of
what
our
needs
were,
what
we're
trying
to
do,
and
they
were
very
comfortable
in
being
involved,
and
it
was
a
good
process
for
us
to
go
through,
and
I
would
say
that
I
would
echo
that
we're
very
happy.
I
mean
certainly
there's
going
to
be
hiccups,
there's
hiccups
in
our
own
organization,
but
we
certainly
feel
very
happy
with
the
service
we've
gotten
from
valley
bus.

It's
been
a
it's
been
a
long-standing
relationship
and-
and
we
feel
like
our
needs-
have
been
met
and
in
places
where
we
thought
we
needed
to
shore
up
some
things.
We
did
that
and
they
asked
for
some
things
as
well
in
the
contract,
and
I
think
it
was
just
a
good
exchange,
as
we
went
through
that.
So
with
that
I'll
answer,
any
questions
that
anybody
might
have.

couple
years
ago:
well,
maybe
five
six
years
ago,
we
did
not
pay
for
all
transportation
for
students,
and
we
added
that
in.
Do
you
remember
guys?
Was
it
five
six
years
ago,
yeah?
Okay,
so
that
being
said,
I
would
like
to
know
how
remind
me
how
much
of
our
budget
is
transportation,
and
then
how
much
does
the
state
pay
for
through
the
transportation
aid
program.

Sure,
members
of
the
board,
robin
total
costs
in
our
in
last
year's
budget,
was
approximately
and
a
half
million
dollars
in
transportation,
really
the
cost
of
this
contract.
That
would
go
up
slightly
based
on
the
escalators
and
we
received.
I
believe
it
was
968
000
from
the
state
in
that
regard,
we're
scheduled
this
year
to
get
approximately
a
million
dollars,
a
slight
increase
from
the
state-
and
I
guess
with
the
cpi
indicator
here
and
I've
not
crunched
the
numbers
exactly
until
we
look
at
all
the
routes
and
get
everything
set.

You
know
we're
still
going
to
be
looking
in
that
4.75
4.8
million
range.
So
that's
really
the
difference-

consultant
whatever
that
is
going
to
end
up
being
we'll
see.
My
fear
is,
I
might
try
to
steal
some
of
our
staff
on
a
consulting
basis.

I'm
not
careful
I'll
I'll,
keep
my
eyes
peeled
and
let
you
know

This
is
all
part
of
ultimately,
probably
about
a
year
from
now
being
a
freestanding
organization
that
operates
with
its
own
health
insurance,
its
own
employee
benefit
packages,
its
own
hr
policies,
and
so
a
lot
of
work
going
on
over
there
over

course
of
the
next
few
months
should
be
a
pretty
exciting
fall
governance
meeting
one
of
the
things
we
are
going
to
take
a
look
at.

actually
get
us
to
do
it
at
the
retreat
they
handed
out
copies
of

bylaws.

was
kind
of
fascinated:
I've
only
been
on
the
sec
board,
for
I
don't
know,
I
want
to

eight
years
now,
it's

first
time
I
actually
physically
could
get
my
hands
on
a
set
of
bylaws
something
I've
been
asking
for
for
about
eight
years
and
they
wanted
to
start
modifying
them.
