Description
School Board Meeting - August 8, 2017
A
Court
into
session
want
to
thank
all
the
folks
in
attendance
and
I
suspect.
We'll
have
a
few
board
members
once
they
locate.
The
parking
lot
will
be
joining
us
in
progress
before
we
look
at
approving
the
agenda.
I
do
need
to
add
one
item.
There
was
an
HR
addendum
that
I
believe
you
found
located
at
your
seat,
so
we'll
add
that
to
item
5c
with
our
other
HR
action
and
with
that
I'd
undertake
a
motion
for
the
approval
of
the
agenda.
I.
A
Been
moved
and
seconded
all
those
in
favor
signify
by
saying
yes,
yes,
any
opposed
signify
by
saying
no
motion
carries
nobody
had
signed
up
and
I.
Think
I
know
everybody
in
the
audience,
so
we'll
just
go
right
into
our
staff
reports
and
I.
Don't
think
FAA
is
with
us
today.
So
I'll
turn
it
over
to
dr.
gross
to
introduce
our
guest
speaker.
Thank.
C
You
very
much
tonight
what
we
have
provided
for
you
on
the
screen
is
an
overview
of
our
Native
American
program,
melody
state
nurse.
Here
she
is
our
program
coordinator.
I
had
the
opportunity,
over
the
past
many
years
to
work
with
melody
as
we've
looked
to
build
different
services
for
the
students
that
we
have
the
opportunity
to
serve,
and
recently
melody
and
I
had
the
opportunity
to
travel,
to
Belcourt,
to
have
a
conversation
about
our
program
and
making
even
a
stronger
connection
with
that
community.
C
D
D
So
we
take
a
look
at
our
enrollment.
We
have
about
an
average
of
400
students
per
year.
It
seems
like
in
the
Fargo
schools
and
300
in
West
Fargo
we
were
just
looking
at
I
was
just
looking
at
the
enrollment
today
and
I.
Think
we
have
about
413
is
what
I
saw
today
for
Fargo,
but
it
just
fluctuates
a
little
bit.
D
So
we,
in
order
for
us
to
account
our
students
for
funding
for
the
program
we
have
to
collect
five
or
six
forms
on
each
of
our
students
and
that's
for
a
federal
grant
and
the
student,
the
parent
or
the
grandparent
has
to
be
enrolled
within
a
tribe
in
order
for
us
to
count
them
so
I
believe
we
have
within
both
school
districts.
We
have
about
600
forms
collected,
but
we
were
only
able
to
count
I
think
for
this.
D
D
This
is
some
of
those
services
that
our
program
provides.
We
do
mentoring
for
grades
6
through
12,
and
we
do
this
in
Fargo
and
in
West
Fargo.
We
have
we're.
Gonna
have
one
full-time
mentor
in
West
Fargo
this
year
and
I'll
have
one
full-time
mentor
within
our
middle
schools
and
high
schools
this
year
and
then
there's
two
of
us
that
do
a
lot
of
our
elementary
liaison
work
and
helping
support
attendance
and
academic,
and
then
we
do
a
lot
of
cultural
planning
throughout
the
year
as
well.
D
We
do
monthly
activities,
whether
it's
cultural
or
just
bringing
our
Native
American
community
together
when
you're
living
in
an
urban
setting,
you
can
feel
isolated
and
we
have
families
coming
from
many
different
tribes.
So
we
try
to
bring
everybody
together.
So
that
way
they
have
connections
and
it's
important
for
our
families
to
stay
in
an
area
to
feel
connected
to
others
for
them
to
have
a
little
bit
more
mobility
or
not
more
stability,
I
should
say
within
an
area.
D
D
These
are
some
of
our
community
partners:
Native
American
Center,
Native,
American,
Commission,
YWCA,
rape
and
abuse,
stepping
stones,
youth
works,
circle
of
life,
Academy
and
White
Earth,
the
Homeless
Coalition,
daughters
of
the
earth,
sacred
spirits,
United
Way
of
cass-clay,
first
link
and
local
colleges.
We
work
with
our
local
colleges.
We've
done
field
trips
to
the
colleges
and
connected
with
the
multicultural
departments
there
and
circle
of
life.
Academy
and
White
Earth
we've
been
able
to
bring
our
students
out
there.
They
have
so
many
opportunities
and
I'm.
D
Taking
a
look
at
that
for
this
year,
we'd
like
to
create
a
lot
more
cultural
connections
for
our
kids,
I
think
it
was
two
years
ago
we
did
the
sugar
bush,
so
we
did
like
the
maple
serving
out
there
and
they're
gonna
be
doing
a
lot
more
this
year
as
well.
They're
gonna
be
working
off
a
different
school
year.
D
I've
done
an
Indian
summer
reading
program
every
year,
I've
been
in
the
program
now
this
is
going
on
my
15th
year
and
I've
been
doing
it
for
14
years
already,
the
Indian
summer
reading
program
and
it's
for
pre-k
through
5th
grade,
and
it's
just
to
encourage
reading
throughout
the
summer.
So
it's
just
kind
of
a
big
kickoff.
D
Where
we
talk
about
other
programs
going
on
in
the
community
like
Barnes,
&,
Noble,
Fargo,
public
library,
they
have
incentive
reading
programs,
then
we
do
our
own,
but
we
just
encourage
reading
and
we
provide
them
with
some
books
that
they
can
take
home
and
other
incentives
to
make
reading
fun.
And
this
year
we
opened
it
up
for
all
grades,
K
through
pre-k
through
12
and
the
parents,
and
we
just
had
a
lot
of
fun
activities
going
on
and
the
parents
really
enjoyed
it.
We
had
a
lot
of
good
feedback
on
that.
D
D
This
is
our
mentoring
program,
so
we
take
referrals
from
school
staff,
parents
teachers,
but
we
look
at
our
most
at-risk
kids,
because
resources
are
limited,
so
we're
looking
at
the
ones
that
are
most
at
risk,
so
we're
looking
at
attendance
grades
and
behavioral
in
school,
out-of-school
suspensions.
So
we're
taking
a
look
at
all
of
that
to
identify
our
kids
in
grades
6
through
12,
and
then
we
just
connect
with
our
kids
and
encourage
them
and
just
provide
support
and
look
at
goal
setting
and
turning
and
missing
assignments
and
all
of
that
stuff.
D
These
are
some
of
our
events:
family,
fun,
night,
skate,
land,
bowling
indigenous
peoples,
day,
Youth
Leadership,
Day,
Halloween
party,
winter
gathering,
which
is
like
our
Christmas
party
and
then
graduation
picnics.
Those
are
our
big
events,
but
that's
not
all
of
them.
We
throw
in
so
many
other
things
this
year.
We
want
to
do
working
with
our
parent
committee
and
others
they've
suggested
like
some
regalia
making,
so
we
might
make
like
a
a
traditional
dress
or
shawls,
or
things
like
that.
For
that
way
they
could.
These
kids
have
their
regalia.
D
This
is
some
information
that
we
had
from
this
the
year
before
this
last
one
and
this
year
this
last
year
so
2015-16
we
mentored
50
students
and
then
this
past
year
we
measured
51
in
Fargo.
West
Fargo
was
28
students
in
2015-16
and
27
this
past
year,
and
that
was
just
kind
of
an
average.
Those
numbers,
633
I,
looked
at
some
of
our
sign-in
sheets
and
then
you
could
see
a
big
increase
there.
D
D
So
it's
going
to
tie
in
a
lot
of
that
and
I've
been
able
to
be
a
part
of
some
of
those
planning
meet,
and
it's
just
exciting
to
see
that
this
is
now
coming
to
where
we
can
implement
some
of
this
and
the
Fargo
Public
Schools
has
been
behind
us
on
this
and
supporting
this
effort
and
I've
been
really
excited
about
it.
Tomorrow
is
our
training
so
August
9th,
and
we
have
teachers
from
almost
every
school
building
in
Fargo,
that's
going
to
be
participating
a
teacher
from
each
building
and
same
with
West
Fargo.
D
So
it's
great
to
see
that
both
of
our
school
districts
are
on
board
and
supporting
this
effort
and
I
think
it'll
be
just
a
positive
thing.
Moving
forward,
I
think
it
will.
You
know
we
always
hear
that
you
know
kids,
it's
important
for
them
to
hear
relevant
information
that
they're
being
taught
something
that
they
can
relate
to
in
the
classroom
and-
and
this
will
really
help
a
lot
of
our
Native
American,
kids
and
hopefully,
we'll
see
some
positive
outcomes
with
this,
as
well
with
attendance
and
graduation
rates.
D
C
Just
think
as
we
look
at
this
training,
which
again
is
tomorrow-
and
we
are
excited
that
we
have
I-
believe
it's
19
teachers
from
Fargo
and
about
the
same
amount
from
West
Fargo
when
we
asked
we
asked
for
at
the
elementary
level,
those
who
would
be
teaching
the
North
Dakota
unit
of
study
and
that's
typically
4th
grade
at
the
middle
school.
We
said,
let's
find
a
social
studies
teacher
who
then
can
make
that
connection
and
then
a
u.s.
history
teacher
at
the
high
school.
So
we
have
a
good
cross-section
of
our
teachers.
D
D
D
Yep,
in
order
for
the
parents
to
be
on
the
parent
committee,
they
have
to
have
a
child
within
the
school
district.
We
do
have
a
school
representative,
Trevor
Gore
know
who's
from
Turtle
Mountain,
but
he
is
a
teacher
over
at
Carl,
Ben
Eielson
and
he's
been
on
the
parent
committee
for
a
little
while.
So
we
have
a
school
representative
and
we'll
be
looking
for
some
student
representatives
this
year
and
also
some
community.
That
was
a
new
thing
with
our
title.
Six
grant
is
that
they
wanted
a
community
seat
as
well.
F
F
Just
as
a
board
member
and
then
attending
as
a
result
of
serving
on
the
Native
American,
Commission
I
appreciated
being
at
that
meeting
and
I
know
you
gathered,
you
were
both
writing.
You
know
feverishly
all
kinds
of
ideas.
It
was
kind
of
a
brainstorming
session,
so
I'm
kind
of
curious.
If
you
could
just
share
one
or
both
of
you,
some
highlights
from
those
those
sessions
and
kind
of
what
the
plan
is
to
take
some
of
that
information
and
move
it
forward.
D
Well,
I,
look
I,
I,
know
that
some
of
the
things
that
they
talked
about
was
like
some
of
the
cultural
components.
So
you
know
I'd
like
to
meet
with
the
Commission
and
others
within
the
community
to
see
how
we
can
better
connect,
especially
with
our
colleges,
I
I,
know,
I've
made
connections
there
and
I've
done
the
field
trips,
but
I
think
we
could
do
better
at
connecting
for
services.
C
As
I
look
at
that
opportunity,
we
have,
for
the
past
few
years,
done
a
a
parent
meeting
or
an
open
forum
for
our
consolidated
application.
When
it
comes
to
title
one
entitled,
we
had
wrapped
all
of
those
public
forums
into
one
meeting
this
year
we
separated
the
two.
So
we
did
a
separate
event
for
our
Native
American
program
and.
C
The
positive
of
that
was,
it
allowed
us
to
have
some
deeper,
richer
longer
conversations
about
what
we
could
or
should
be
doing
into
the
future
and,
like
melody,
said,
I,
think
most
of
the
conversations
that
night
centered
around.
How
can
we
do
a
better
job
infusing
that
cultural
awareness
into
our
program
so
I
think
that
was
a
good
first
step
and
now
we'll
continue
with
a
series
of
additional
meetings
and
continue
that
conversation.
G
It's
it's
great
to
see
the
growth
and
participation
in
this
and.
C
C
We
as
we
look
at,
for
example,
read
180
or
math
180
and
we
say,
are
kids
making
that
anticipated
growth
over
the
course
of
the
school
year.
We
can
say
yes
and
that
program
is
effective,
but
for
us
to
say
one
program
is
the
one
piece
that's
more
difficult,
but
it's
the
combination
of
all
those
services.
F
J
C
I
just
wanted
to
echo
that
same
thing,
I
think,
as
you
saw
the
presentation
and
all
of
the
things
that
we
are
providing
for
the
students
not
only
here
in
Fargo,
but
because
we
are
a
collaborative
with
the
West
Fargo
school
system.
Melody
and
her
staff
are
doing
a
fantastic
job.
So
thank
you
so
much.
A
A
second
second,
it's
been
moved
and
seconded
all
those
in
favor
of
the
consent
agenda
signify
by
saying
yes,
any
opposed
signify
by
saying
no
motion
carries
brings
us
to
item
6a,
our
Eleison
assignments,
governance
met
and
had
a
discussion
based
upon
feedback
from
each
of
the
individual
members.
You
might
recall,
we
asked
you
to
kind
of
give
a
brief
report
on
the
effectiveness
of
delays.
A
On
assignments
you
had
last
year,
one
of
them
came
back
with
a
recommendation
that
we
probably
discontinue
being
part
of
it,
because
it's
pretty
much
discontinued
existing,
at
least
at
this
point
in
time.
So
we
have
a
recommendation
from
the
Governance
Committee
to
consider
dropping
the
early
childhood
coalition
board
as
a
liaison
assignment,
and
not
to
be
confused
with
the
fact
that,
if
it
does
reactivate
will
probably
be
re-engaged
with
them.
But
at
this
point
in
time
it
does
not
appear
they're
a
functioning
organization,
I
move.
K
A
A
Amory
had
provided
everybody
with
a
listing
of
all
of
our
building
administrators
should
be
in
at
your
stations.
Please
remember
to
take
the
opportunity
to
send
an
email,
make
a
phone
call
to
your
assign
buildings,
introduce
yourself
as
their
liaison
for
the
coming
school
year
and
tell
them
you
want
to
get
involved.
A
Development
throughout
the
board,
so
I
took
some
Liberty,
which
you
could
certainly
override,
because
this
has
to
be
approved
by
you
to
put
some
new
faces
into
some
of
these
committee
chair
positions
and
vice
chair
positions
in
hopes
that
we
can
all
just
develop
deeper
leadership
skills
I
have
two
committees
in
particular
that
I
want
to
at
least
pose
a
question.
So
when
that
committee
gets
together,
you
can
choose
to
ignore
it
or
maybe
use
it
really
craft
your
mission
going
forward
for
the
year.
The
first
is
our
government
affairs
committee
in
the
past.
A
This
is
a
very,
very
active
committee
during
legislative
years
and
it
kind
of
goes
into
hibernation
in
the
off
year.
So
I
would
encourage
Jennifer
and
her
committee
to
really
look
at
what
should
we
be
doing
in
the
interim
here?
What
should
we
be
doing
to
stay
on
top
of
all
the
legislative
studies
that
are
going
on
and
what,
if
anything,
could
we
do
to
foster
deeper
relationships
with
our
area?
Legislators
might
be
two
good
focal
points
to
really.
A
You
know,
kick
the
tires
on
and
see
what
we
might
be
able
to
come
up
with
there
for
the
communication
committee
and
and
Dinah,
assuming
you
get
put
in
his
chair,
I,
think
this
committee
for
a
while
has
struggled
with
its
mission
for
a
variety
of
reasons
when
it
started
and
got
created.
We
really
didn't
have
a
communications
team
at
the
district
office
here,
so
it
had
a
much
different
role.
A
A
A
Obviously,
our
administrative
team
is
working
with
all
the
school
districts
in
the
area,
but
you
know
I'm
not
so
sure
many
of
the
Moorhead
school
board
members
could
walk
into
this
room
and
I'd
even
know
they
were
on
the
Moorhead
school
board.
I
know
more
of
the
West
Fargo
ones,
because
I
at
least
see
them
in
Bismarck,
occasionally,
but
just
a
thought,
as
as
you
get
your
committees
together
and
figure
out.
A
What
is
really
our
game
plan
for
this
you're
John
I've
anointed
you
for
the
easiest
job
on
the
list,
I'm
sure,
depending
upon
what
happens
in
the
next
few
days,
our
negotiating
committee
may
be
activated
really
quick
because
it
appears
we
may
be
headed
to
a
one-year
contract,
although
that's
to
be
determined
over
the
next
couple
of
days.
So
that
was
my
thought
as
I
was
putting
these
together
and
making
the
assignments
and
I'd
certainly
entered
entertain.
A
motion
to
accept
these
committee
recommendations.
A
B
G
G
A
One
thing
to
note
for
committee
chairs:
please
reach
out
to
the
typical
administrative
person
that
works
with
your
committee
and
begin
to
flush
out
when
you
might
want
your
regular
committee
dates
to
be
meeting
and
I
might
note.
You
know,
although
some
of
the
committee's
just
about
half
to
meet
every
month,
sometimes
more
often
than
monthly,
but
there's
nothing
in
our
bylaws.
A
That
say
these
committees
have
to
meet
every
month,
and
you
know
you
may,
as
a
committee,
decide
why
don't
we
meet
three
or
four
times
a
year
unless
something
else
comes
up,
so
don't
feel
obligated
to
create
a
monthly
meeting
calendar
and
less.
In
fact,
the
workload
is
such
that
it
dictates
that
you
should
I
think
we've
kind
of
fallen
into
a
pattern
of
thinking
we're
supposed
to
have
a
committee
meeting
every
month
and
that
was
certainly
gonna,
be
the
case
for
governance.
A
I
can
almost
guarantee
you
Kristy
it'll,
be
the
case
for
planning,
but
these
other
committees
may
well
be
able
to
function
every
other
month
or
every
three
months,
depending
upon
what
you,
as
a
committee,
decide
your
goals
and
mission
are
gonna,
be
and
I
want
to.
Thank
you
all
for
Glan
to
serve,
even
though
I
kind
of
put
it
on
paper.
Really
without
you
agreeing
so
I
appreciate
it.
A
G
You
was
that
the
picnic
that
was
wonderful.
Thank
you.
Everybody,
thanks
to
my
arm.
Hair
is
mostly
growing
back
so
good
times
and
I
volunteered
for
the
United
Way
and
help
them
fill
some
backpacks
and
organize
school
supplies.
I
think
they,
if
they
didn't,
think
I'd
very
close
to
their
goal
of
5,800
backpacks
for
area
students
and
they're
aiming
for
6,000
next
year.
A
F
A
A
B
I
got
a
private
tour
of
the
ops
center.
Thank
you,
Jim
free
on
Friday,
because
I
was
at
a
town
when,
when
the
opening
was
so,
I
was
very
impressed,
so
that
was
kind
of
fun
to
have
a
personal
tour
and
I
was
at
the
picnic.
I've
missed
that
the
last
three
to
three
years,
and
so
it
was
really
fun
to
be
there
again
and
I
really
enjoyed
seeing
the
staff
and
the
staff
enjoying
themselves.
So.
E
A
Well,
I
too,
want
to
thank
everybody
for
their
help
on
the
picnic
from
burning
off.
All
that
stray
hand,
hair
to
taking
care
of
registration
to
taking
care
of
getting
those
door
prizes
and
mostly
I
want
to
thank
anne-marie
because
she
picks
the
date
and,
as
I
duly
noted,
everyone
she's
picked
has
been
just
about
perfect
weather,
but
she
and
actually
several
other
people
from
the
do,
do
a
lot
of
work
to
make
that
picnic
happen
as
well.
A
C
A
Then
let
her
know
if
you're
going
to
be
attending
the
North,
Dakota
school
board's
conference
and
the
law
seminar
and
we
can
register
you
for
both
or
for
just
one
of
those
two
events.
So
let
her
know
if
both
are
on
your
agenda,
we
are
going
to
have
the
state
of
the
school
public
focus.
Group
meetings
discovery
this
year
on
November,
2nd
and
again
we're
looking
to
know
which
board
members
will
be
in
attendance.
A
And,
finally,
although
it
seems
like
a
long
way
away
before,
you
know
it,
we
will
actually
be
registering
for
the
national
school
board
meeting,
which
is
April
7th
through
9th
down
in
San
Antonio.
So,
look
at
your
calendars
and
let
amory
know
what
your
availabilities
are
going
to
be.
For
those
events.
A
B
F
A
G
G

A
H
A
H
A
I'd
like
to
call
this
meeting
the
Fargo
School
Board
back
into
session
I
want
to
thank
you
all
for
your
input
and
the
opportunity
to
hopefully
end
up
with
a
negotiated
agreement
with
our
teachers
tomorrow.
So
best
of
luck
to
our
negotiating
team.
Our
next
regular
meeting
is
scheduled
for
August
22nd,
but,
as
I
indicated
earlier,
we
have
a
special
board
meeting
for
the
purpose
of
approval
of
our
teacher
contract
on
August
15th
and
that'll,
be
at
7:30
in
this
room.
A
For
those
of
you
wondering
it
is
a
single
item
agenda
and
assuming
we
don't
have
a
whole
lot
of
controversy
between
us.
My
guess
is:
you
should
be
able
to
attend
that
meeting
and
get
to
wherever
you
want
by
8
o'clock
that
morning,
so
I'm
gonna,
guess
we'll
be
in
and
out
of
here
in
about
10
minutes.
Assuming
we
start
on
time,
assuming.
