Description
Fargo Public Schools - Board of Education Meeting - Live Broadcast - April 13, 2021
A
B
A
Is
there
a
second
second
tracy
seconded
all
right?
Thank
you
all
in
favor
signify
by
saying
yes,
no
motion
passes
recognition
of
audience.
No
one
has
signed
up
to
speak
with
us
this
evening,
so
we'll
move
on
to
reports.
The
first
item
is
a
community
outreach
and
communications
monitoring
report
regarding
college
and
university
partnerships
and
dr
gross
and
missy
eidzenis
are
going
to
be
giving
us
information
regarding
the
fargo
public
schools,
leadership
academy.
C
So
we
did
have
a
handout
at
each
of
your
spots.
It's
an
article
that
we
put
out
for
staff
this
year.
As
an
example
of
our
partnership,
we've
worked
with
ndsu
on
offering
the
teeter
a
teacher
leadership
academy,
and
in
that
leadership
academy
they
would
be
able
to
get
their
principal
endorsement
and
their
masters.
D
D
For
example,
when
we
are
teaching-
or
they
are
teaching
the
course
on
educational
technology,
we
will
take
the
opportunity
to
embed
an
emphasis
around
canvas
which
will
be
our
new
learning
management
system
and
around
power
school.
When
we
talk
about
educational
law
and
policy,
we
will
talk
specifically
about
issues
that
impact
the
fargo
public
schools
and
many
of
our
own
policies,
and
when
they
talk
about
equity
inclusion,
certainly
tamara
will
be
an
integral
part
of
those
conversations
to
really
embed
what
we
are
doing
in
the
fargo
schools.
E
D
Only
thing
I
would
add
to
that
conversation
is:
we
are
in
conversation
with
valley
city,
to
talk
about
another
program
that
we'll
love
to
come
back
and
talk
to
you
more
about
and
that's
an
opportunity
to
grow
future
educators,
future
teachers.
So
we
are
looking
at
ways
to
entice
our
own
students
through
both
virtual
or
I'm
sorry,
dual
credit
opportunities,
ap
opportunities
and
then
the
connection
with
valley
city
to
really
grow
our
own
teachers,
so
that
we
help
create
that
pool
of
educators
for
the
future.
And
then
we
can
also
help
some
people.
D
A
Thank
you,
dr
gross,
and
I
I
was
pleased
to
see
this
on
our
agenda.
Well,
knowing
it
was
going
to
be
on
our
agenda
from
our
governance
committee
meetings,
but
specifically,
we've
had
some
conversations
at
governance
recently
regarding
monitoring
results,
and
so
I
this
was
one
question.
A
I
I
looking
at
this
one
I
in
our
policies,
I
I
was
kind
of
wondering
what
are
some
of
our
more
specific
goal
posts
that
we're
trying
to
reach,
and
so
in
addition
to
the
bullets
that
are
listed
under
underneath
that
goal
3
on
r5,
so
appreciative
to
receive
this
information
and
looking
forward
to
future
updates.
A
Thank
you
all
right,
fea
report,
jennifer
master,
did
contact
me
and
say
that
the
fea
would
not
be
here
this
evening.
So
we'll
move
on
to
the
superintendent's
report,
dr
gandhi,
and
there
are
some
additional
items
that
we
did
decide
to
roll
in
at
the
governance
committee
meeting
into
the
superintendent's
report.
So
you'll
notice,
for
example,
that
there's
not
a
specific
coven,
19
instructional
plan
committee
report
here
and
there's
also
not
a
legislative
update
report.
A
That
doesn't
mean
that
those
items
won't
be
touched
on
as
need
be,
but
specifically,
for
example,
the
covet
report
will
be
covered
underneath
the
superintendent's
report,
dr
ghandi.
F
Thank
you
I'll
share
a
little
bit
about
just
kova
19
update,
because
we
did
have
an
instructional
plan
committee
meeting
today
and
then,
if
dr
newman
has
any
more
updates
on
her
report,
she
can
as
well.
I
think
the
biggest
piece
of
information
to
share
coming
out
of
today's
meeting
is
twofold.
One
is
that
the
committee
did
decide
that
today
was
the
last
covet
instructional
plan
committee
meeting,
update
scheduled
meeting
unless
we,
in
partnership
with
fargo
cash
public
health,
see
that
there's
a
need
to
reconvene.
F
We
feel
like
we
have
reached
our
work
in
terms
of
getting
our
district
to
where
we
need
to
get
at
least
for
the
remainder
of
this
school
year.
So
there
won't
be
any
more
instructional
plan
committee
meetings
unless
there
is
a
need
determined
by
the
district
and
or
fargo
cast
public
health.
But
a
big
reason
for
that
is
one
piece
of
information.
That's
changed!
So
what
the
opportunity
we
as
a
school
district
provided
to
all
of
our
staff
members
who
chose
to
get
vaccinated
through
the
dates
that
we
provided
in
partnership
with
farcast
public
health.
F
So
that
means
that
the
staff
that
chose
to
go
through
the
fps
system
and
take
the
vaccines
on
those
days
that
we
allowed
them
to
do
that
they
would
be
fully
vaccinated.
As
of
this
friday,
cdc's
updated
their
guidance,
as
has
fargo
cast
public
health,
and
that's
some
information
that
we're
going
to
be
sharing
with
parents
and
our
school
leaders
already
have
this
information
as
well.
Is
that,
as
of
now
and
with
the
new
guidance,
anyone
that
is
fully
vaccinated,
again
defined
by
14
days
after
your
second
shot
or
14
days
after
your
first
shot.
F
If
it's
johnson
and
johnson
no
longer
has
to
quarantine,
if
they're
a
close
contact,
if
you're
fully
vaccinated,
you
only
have
to
quarantine
if
you
have
a
positive
test
for
cleveland
19.,
so
that
is
essentially
going
to
be
a
game
changer
for
us
as
well.
But
it
also
shows
us
that
we
have
done
everything
we
can
to
protect
our
staff
and
it's
something
that
I'm
extremely
grateful
for
again.
F
Just
want
to
send
my
gratitude
to
fargo
cast
public
health
for
creating
that
opportunity
to
get
all
of
our
staff
vaccinated
that
this
early
on
even
more
than
a
month
before
the
school
year
ends.
We
can
say
our
staff
are
in
a
good
position
where
they
would
no
longer
even
have
to
quarantine
if
they
took
advantage
of
that
opportunity.
So
that
was
a
big
update
for
our
school
that
they're
coming
out
of
today.
G
Yeah,
just
a
little
on
the
vaccine
p,
I
mean
I
put
all
the
numbers
per
usual
for
you
guys.
If
you're
interested,
we
went
through
the
cass
county
data
fps
really.
The
staff
and
student
data
is
very
similar
to
previous
reports.
I've
given
as
well
as
the
substitute
fill
rate,
but
just
to
say
I
agree,
we
talked
a
lot
about
vaccines
and
that
north
dakota
in
a
whole
is
in
phase
two,
so
meaning
all
the
general
public
can
get
vaccines.
G
There
was
a
lot
of
talk
and
encouragement,
for
you
know
encouraging
students,
16
and
up
to
get
vaccines,
because
that
will
really
help.
I
think
our
secondary
schools
and
fingers
crossed
12
to
15
year
olds,
coming
probably
within
the
next
few
months
as
well
as
a
parent.
I
thought
it
was
interesting.
We
talked
a
little
bit
about
locker
usage.
There
had
been
an
article
in
the
media
recently
and
I
just
thought
I
would.
G
So
I
thought
that
was
interesting.
Yeah.
We
also
said
there
may
not
even
be
a
need
for
this
committee
next
school
year,
which
was
very
exciting.
I'm
happy
to
take
any
questions
as
well.
H
F
I
I
do
I'm
optimistic
that
we've
had
75
to
80
percent
and
that's
based
on
an
initial
survey
that
we
had
first
done
and
who
was
interested
and
then
the
amount
of
people
that
did
sign
up
but
again
it.
That
number
is
a
rough
guess,
because
not
everyone
that's
been
vaccinated
have
informed
us
as
the
employer.
G
Newman
just
add
it's
not
fargo
public
school
specific,
but
one
of
the
things
that
was
really
highlighted
today
in
our
meeting
was
this
the
north
dakota
statewide
data,
and
it's
it's
interesting,
because
our
highest
number
of
active
cases
right
now
are
in
20
to
29
year
olds.
Actually,
sorry,
this
is
just
in
cass,
county
20
to
29
year
olds,
and
the
next
highest
group
is
30
to
39
and
the
lowest
cases
are
in
70
to
79
year
olds
and
80
plus,
and
that
they
think
vaccines
are
a
really
large
part
of
that.
G
F
And
then
there
is
a
north
dakota
vaccine
dashboard.
So
as
of
right
now
for
cass
county,
I
think
we're
at
44.9
that
have
received
one
dose
and
then
34.6
for
boat
doses,
and
then
you
can
also
break
it
down
by
different
age
groups
as
well.
To
take
a
look
at
that.
So
we'll
have
that,
but
we
just
don't
have
specific
to
just
our
stuff.
H
Thank
you.
The
second
question
there's
been
a
lot
of
media
attention
lately
about
back
issues
regarding
the
the
lack
of
availability
of
lockers
and
having
to
carry
essentially
your
books
for
the
entire
day.
Is
that
something
that
the
the
administrators
have
discussed?.
F
Yeah,
that
was
a
conversation
that
we
had
today
and
we
actually
just
opened
it
up
to
both
principal
dahlin
and
mr
martin.
They
haven't
seen
a
significant
concern
from
their
perspective.
All
of
our
principals
are
allowing
students,
before
or
after
schools,
to
use
their
lockers
and
then,
if
it's
at
their
discretion
during
the
day,
if
there's
a
need,
they're
allowing
that
as
well.
So
it's
never
meant
to
be
a
punitive
consequence
for
students
and,
if
there's
a
need,
I
think
our
principals
are
making
those
exceptions.
F
The
purpose
was
to
avoid
congregation
around
the
locker
base
during
the
four
or
five
minute,
passing
periods
that
we
have
and
that's
where
the
potential
threat
of
spread
between
student
to
student
could
increase
so
that
that's
where
that
information
came
from
and
not
to
be
over
overly
critical
prior
to
yesterday
or
the
media
coverage
on
this
issue.
It's
not
a
major
concern
that
has
been
brought
to
our
principles.
A
E
E
Okay
and
so,
and
I'm
also
going
to
restate.
We
also
can't
require
them
to
report
if
they
have
been
back
vaccinated
and
I
I
knew
the
answers,
but
it's
really
and
I
appreciated
your
question
because
I
would
love
to
know
the
percentage
of
educators
that
have
been
had
vaccines,
but
we
can't
require
them
to
report
that.
So
that's
why
you
kind
of
get
vague
answers,
because
we
don't
have
the
answers,
because
we
shouldn't.
I
Thank
you
so
either
to
dr
rupak
or
tracy
as
well.
I
In
terms
of
the
fall,
I'm
sure
you're
getting
lots
of
questions
as
to
what
that
might
look
like
getting
closer
to
the
end
of
the
school
year
and
being
the
kovic
committee
is
no
longer.
What
does
that
look
like,
or
what
do
you
think
that
looks
like
in
order
to
sort
of
address
that
or
make
that
call
and
whether
it's
closer
to
the
time
or
not?
What
does
it
look
like
without
a
covert
committee.
F
Well,
based
on
the
conversations
we
had
today
at
the
clothing
committee
and
our
conversations
with
fargo
cast
public
health,
I
am
very
optimistic
that
going
to
the
fall,
we
can
get
back
to
the
largest
sense
of
normalcy.
I
mean
to
the
greatest
extent
possible.
You
know:
we've
used
the
term
the
new
normal
and
start
opening
things
up,
even
maybe
towards
the
end
of
this
year.
F
The
one
thing
that's
still
an
unknown
is
is
the
masked
issue,
and
I
think
part
of
the
reason
is
because
there's
a
difference
between
eligibility
for
vaccinations
for
those
that
are
16
and
under
and
then
those
are
16
and
higher,
and
I
know
dr
newman
probably
researches,
where
the
different
stages
are
for
allowing
you
to
get
vaccinated.
So
I
think
that's
going
to
be
a
critical
piece,
just
based
off
the
information
that's
being
shared
with
us
right
now.
I
I
I
If
that
data
is
still
the
case
as
up
to
what
age,
I'm
not
sure
that
I
remember
you
saying
that
there
may
or
may
not
have
been
an
age
cut
off,
and
then,
if
so,
what
does
that
look
like
in
the
conversation
of
things
moving
forward,
for
even
elementary,
I
mean
do
they
have
to
wear
these
if
they're,
really,
if
the
data
is
saying,
look
these
you
know
at
this
age,
they're
not
really
at
risk
for
either
got
getting
the
the
covet
or
transmitting
the
virus.
G
I'm
happy
to
speculate.
That's
all
this
will
be.
There
is
no
professional
guidance
on
this.
As
of
yet
I
do
suspect
there
will
be
some
the
cd,
the
director
of
the
cdc,
I
think,
was
quoted
just
this
week
as
saying
she
anticipates
all
children
being
back
to
school
in
a
normal
manner
by
next
fall.
So
whatever
that
means,
I
I
don't
know,
I
think
that
children
do
transmit
or
maybe
carry
this
a
little
more
than
we
initially
thought.
G
So
it
I
think
it's
going
to
depend
all
the
vaccine.
Stuff
is
happening
quicker
than
we
thought
it's
extremely
promising
that
12
to
15
year
olds
could
be
vaccinated
before
next
school
year.
That's
only
going
to
help
us,
but
I
also
worry
as
a
physician,
our
community
about
vaccine
hesitancy
and
how
many
people
will
partake
in
that
and
what
it's
going
to
look
like.
G
But
I
I'm
just
grateful
as
a
school
board
and
as
a
district,
we
have
the
capacity
to
recommend
mass
or
not
for
the
safety
of
our
staff.
If
we
do
believe
that
not
enough
people
are
vaccinated
and
that
those
people
are
at
risk
to
bring
home
to
their
loved
ones
or
to
high-risk
people
they
might
live
with.
I
do
think
it's
in
our
prudence
to
protect
everyone
who
works
for
fargo
public
schools.
F
A
A
A
A
A
J
Sure
the
communications,
engagement
and
advocacy
committee
met
a
short
time
ago
and
we
reviewed
the
work
plan
we
had
for
the
year.
We
thanked
everybody
for
doing
a
great
job.
We
got
a
lot
of
things
accomplished.
We
filled
out
our
work
plan,
we
completed
that
work
plan
and
we
have
plans
through
the
end
of
the
year,
so
we're
feeling
good.
So
our
next
step
is
that
I
would
like
to
email
each
of
you
and
get
your
thoughts.
J
How
did
we
do?
Is
there
something
more
we
could
do?
Do
we
do
it
differently?
Is
there
some
other
way
that
we
can
serve
you
looking
into
the
future
so
that
we
can
start
to
establish
maybe
some
more
regular,
routine
things
for
the
upcoming
school
year?
And
then
on
a
personal
note,
I
attended
the
nsba
conference
tons
of
great
info
almost
overwhelming
favorite
point
of
it
was
one
of
the
featured
speakers,
sean
aker
on
the
happiness
advantage,
and
it
wasn't
so
much
about
being
happy
happy.
It
was
more
on
positive
psychology
and
the
effects.
K
Two
things
we
finished
the
calendar
for
the
22-23
year
bob
will
be
bringing
that
I
believe
some
future
meeting
and
also
I
attended
the
nes
and
sba
meetings.
They
were
great
what
a
great
they
did
a
great
job.
They
really
did
and
I
loved
that
speaker
as
well-
extremely
smart.
F
And
great
message.
A
E
I
won't
be
redundant,
it
attended
all
of
those
as
well.
We
also
many
of
us
attended
the
cognia
accreditation
interviews,
which
was
good
job
guys.
I
did
a
couple
of
media
interviews.
You
were
noticed
on
that
super
swamped
with
legislative
stuff.
So
we
have
a
governmental
affairs
committee
meeting
on
friday.
Some
of
the
remaining
bills
are
clearly
1388.
Is
the
funding
bill?
It's
still
at
1-1
1431?
E
E
It
took
us
a
while,
so
we'll
see
I
mean
it's
not
dead,
but
this
is
where
stuff
shift
around
in
different
budgets:
we're
also
1394
working
on
the
federal
dollars,
which
is
still
it's
all.
It's
pretty
broad
description
right
now.
Clearly,
the
hot
topic
right
now
is
the
transgender
bill,
and
this
is
not.
B
Planning
committee
map,
a
couple
of
things
that
we
addressed
were
on
the
consent
agenda.
We
looked
at
the
tiff
and
the
pilot
that
had
come
forward
from
the
city.
B
We
did
a
budget
review
and
we
got
kind
of
an
update
on
a
new
financial
software
system,
the
district's
going
to
move
to
our
current
product,
which
is
really
a
a
version
101
great
plain
software
financial
accounting
package,
I
believe,
that's
been
band-aid
over
for
school
districts,
isn't
getting
supported
any
longer.
It's
not
going
to
work.
B
I
attended
the
town
hall
last
week.
I
want
to
give
a
shout
out
to
jackie.
She
did
a
great
job
taking
us
through
the
standard
of
effort
report
and
rupak
highlighted
the
absolute
great
job
our
district
staff
did
in
getting
us
re-accredited
with
cognia,
and
I
covered
the
long-range
financial
plan.
I
think
we
had
a
total
of
about
70
people
between
the
two
sessions,
so
I
don't
know
if
that's
good
or
bad,
but
I
think
it'll
build
over
time
and
I
think
the
staff
is
the
staff
that
does
attend.
B
It
are
appreciative
of
it,
I'm
not
sure
about
the
7
30
in
the
morning
start
time.
I
I
think
that's
difficult
for
her
staff,
so
maybe
a
thought
might
be
to
do
two
evening
ones
or
two
late
afternoon
afternoon-
ones
back
to
back
instead
of
an
afternoon
in
the
morning,
just
food
for
thought,
as
you
play
with
it
going
forward,
and
I
too
was
at
the
nsba
conference,
dr
gross.
B
And
if
I
understood
what
he
was
saying
right,
they
went
from
being
in
the
bottom
10
percent
of
scores
in
their
state
to
the
top
20
percent
in
a
three
year
time
period,
and
it
was
strictly
due
to
the
professional
development
of
the
staff
and
administrators
that
this
gentleman
put
on
I'll
forward.
You,
the
information,
but
if
you
could
reach
out
to
somebody
in
schaumburg
and
pick
their
brains
on
what
what
they
found
and
what
they're
doing
might
be
some
magic
pixie
dust
for
our
district
as
well.
B
And
last
thing,
I
don't
know-
probably
none
of
you
know
him,
but
we're
about
a
year
away
from
actually
having
a
president
out
of
the
western
region.
Frank
henderson
out
of
topeka
kansas
he's
been
on
their
board
for
about
15
years
and
he
is
going
to
be
the
next
president
of
nsba
going
forward,
which
is
pretty
exciting
for
those
of
us
in
the
western
region.
H
I
Okay,
so
a
couple
of
my
notes
and
then
I
have
a
question,
so
I
too
attended
the
nsba
online
and
in
the
past
we
used
to
fill
out
summary
reports
and
forward
them
to
committees
or
suggest
that
they'd
be
forwarded
to
committees
for
further
discussion
or
future
discussion
that
we
could
continue
for
the
benefit
of
the
board,
as
well
as
the
district
right,
and
so
I'm
just
curious
now
that
we
don't
do
that
anymore.
I
What
might
that
look
like
if
you
want
us
to
just
individually
or
give
us
direction
to
do
so
independently,
because
I
do
think
that
there
were
many
things,
including
professional
development,
ideas
or
superintendent
evaluations.
I
I
attended
a
seminar
on
that
or
whether
it's
governance
resources
just
some
of
the
notes,
some
of
the
things
that
I
had
some
of
the
topics
and-
and
I
do
think
it
would
be
good-
isn't
that
that's
part
of
the
point
right
is
our
professional
development
for
the
board's
health
and
and
and
administration.
I
So
so
that
is
really,
let's
see
what
else
did
I
have
on
my
notes?
I
think
that
was
basically
the
my
my
one
question
really.
A
I
would
suggest
that,
if
it's
information
that
you
feel
is
appropriate
or
pertains
mostly
to
administration,
to
forward
it
through
to
dr
gandhi
as
a
start
and
copy
it
to
ann
marie,
and
if
you
feel
that
it
is
board
related,
I
certainly
forward
it
to
the
president
could
copy
it
to
anne
marie
that
as
a
as
board
secretary.
That
would
be
fine.
A
You
know,
I
just
think
that
forward
it
to
whoever
you
feel
is
probably
the
most.
You
know
important
to
receive
that
information,
but
I
would
if
you
would
like
to
funnel
it
through
to
the
president.
I'd
be
happy
to
take
it.
Okay,
thank
you
and
now
on
to
seth
right,
okay,.
G
Dr
newman,
I
attended
on
march
25th
the
fps
family
educator
enhancement,
team
meeting,
which
was
very
good.
I
also
took
part
in
cardini,
as
everyone
said
in
nsba.
I
really
enjoyed
the
mindfulness
focus
of
this
nsba
thing
and
I
thought
that
was
something
cool
we
could
look
to
incorporate
in
our
district.
G
I
really
loved
the
quote
from
that
speaker.
You
referenced,
we
become
what
we
think
about.
I
think
that's
really
impactful,
and
this
morning
we
had
the
coven.
I
hope
I
don't
become
covet.
That's
all
I
think
about,
but
we
had
the
covet
instructional
plan
committee
meeting
and
then
robin
for
you.
I've
continued
to
follow
all
the
health
and
education
legislation
that
I
can
corresponding
with
people
when
needed,
which
feels
like
daily
weekly
all
the
time,
but
anyway
we're
coming
to
a
close.
A
Okay,
thank
you.
Everyone,
the
pres.
You
do
have
a
copy
of
the
president's
report.
A
few
of
the
items
I've
been
up
to
involve
attending
the
native
american
commission
meeting
that
was
april
1st
at
that
meeting,
because
I
had
attended
also
on
march
30th,
the
indian
education
grant
public
hearing
that
was
via
zoom
that
melody
stamina.
Our
indian
education
program
coordinator
led
basically
that
dialogue.
I
had
a
conversation
at
the
native
american
commission
meeting
about
possibly
arranging
for
melody
to
present
that
report
at
an
upcoming
meeting,
so
I'll
work
with
them
on
that.
A
Yes,
the
nd
the
nsba
conference.
I
thought
they
did
an
awesome
job
with
the
zoom.
You
know
the
virtual
conference
for
a
virtual
conference.
I
thought
that
it
was
just
excellent.
My
focus
ended
up
being
on
lgbtq
plus
sessions,
inclusion,
restorative
justice,
the
mindfulness.
A
So
I
have
a
variety
of
just
kind
of
thoughts
that
I
will
send
out
to
appropriate,
appropriate
folks.
Also,
some
regarding
governance.
Yesterday
april
12th,
the
peace
committee
met
parent
equity
advisory
committee.
That
tamara
is
heading
up,
and
so
I
attended
that
meeting
via
zoom
and
just
thanking
the
people
that
are
participating
in
in
that
from
our
community.
A
Also,
the
cognier
interviews
I
would
just
I
would
encourage
that
all
board
members,
if
you
haven't
already
please
refer
to
the
march
25th
governance
committee
minutes,
if
you
haven't
already
done
so-
and
let
me
know
if
you
have
any
questions
a
couple
of
items
to
pay
attention
to,
I
would
suggest,
because
the
items
were
brought
up
to
to
our
suggestion,
to
deal
to
look
at
governance
committee
have
to
do
with
discussion
on
length
of
reports
at
board
meetings
kind
of
like
overall,
how
long
our
board
meetings
go?
A
A
You
know
those
that
are
speaking
to
us
at
the
podium
realizing
that
they're
taking
their
time,
and
so
we
want
to
make
sure
that
we
give
them
that
we
honor
their
time
and
that
that
we
are
very,
we
are
of
course,
very
interested
in
what
they
are
presenting.
A
So
take
a
look
at
that.
The
other
part
of
it
that
we
discussed
regard
was
gp7
committee,
member,
non-member
participation,
review
or
excuse
me
not
re
yeah,
a
review
of
that.
Similarly,
to
what
we
talked
about-
or
I
would
just
say
regarding
any
committee
member
meetings,
if
you
do
not
serve
on
the
committee
but
are
interested
in
providing
information,
please
reach
out
to
the
chair
of
that
committee
if
you
can
prior
to
a
meeting.
So
that's
that
was
also
discussed
at
our
governance
committee
meeting.
A
I
think
that
that
is
it.
We
have
a
meeting
coming
up
april,
27th
for
our
next
regular
meeting
and
it
is
7
11
pm.
Thank.
