study
they
looked
at
pediatric
cases
around
the
country
in
schools,
with
and
without
mass
mandates.
From
july
1st
to
september
4
2021.,
they
looked
at
approximately
3142
counties,
which
is
the
number
of
counties
in
the
us,
but
only
analyze
the
schools
if
they
had
a
clear
masking
policy,
whether
or
not
that
was
no
mask
or
mass
mandated
and
were
for
open
we're
open
for
at
least
three
weeks.

they
did
find
is
that
counties
without
school
mass
requirements
experienced
larger
increases
in
pediatric
cova
cases
compared
to
those
counties
that
had
mass
requirements
they
even
controlled
for
confounders,
which
you
know,
may
look
at
age,
race,
ethnicity,
vaccine
vaccination
rate,
community
transmission,
population
density,
social
vulnerability,
cove
vulnerability
index
and
percent
uninsured
and
percent
living
in
poverty.
So
they
took
all
that
into
account
and
when
still
taking
that
into
account,
they
did
still
determine
that
counties
without
school.
Mask
requirements
saw
much
larger
increases
in
pediatric
cases
than
schools
or
counties
with
school
mask
requirements.

Second
study
that
the
cdc
also
came
out
with
last
week
looked
at
the
impact
on
mass
policies
and
school-related
outbreaks.
This
study
was
based
in
arizona
and
they
studied
about
1020
public
schools,
which
accounts
for
about
98
of
the
public
schools
in
arizona
from
july
15
through
august
31st.

They
looked
at
the
masking
requirements
and
the
masking
of
those
areas.
They
found
that
8.4
to
those
outbreaks
were
in
schools
with
early
mask
requirements
so
that
these
schools
had
masking
requirements
prior
to
the
outbreak
32
and
a
half
in
schools
with
late
mask
requirements
that
the
schools
may
have
imposed.
The
mask
requirements
as
an
outbreak
has
already
started
to
kindle
or
as
an
outbreak
has
just
started
in
the
school,
and
then
59
of
those
schools
were
in
or
59
of
those
outbreaks
were
in
schools
without
a
mask
requirement.

friday,
the
health
systems
alerted
the
public
that
hospitals
are
near
critical
capacity,
along
with
staffing
shortages
due
to
high
demand
for
health
care
workers
nationwide
with
limited
bed
availability
and
staff.
All
patients
may
experience
a
delay
in
care
or
need
to
be
transferred
elsewhere.
This
not
only
includes
care
for
covid,
but
other
health
needs
as
well
for
kovitz,
specifically,
those
patients
who
are
hospitalized
on
ventilators
are
predominantly
upwards
of
ninety
percent
on
vaccinated
individuals.

vaccinated
and
are
eligible,
please
get
vaccinated.
Childhood
covid
cases
continue
to
increase.
Last
friday,
north
dakota
had
645
new
cases
of
those
645
new
cases.
170
were
children.
Children
make
up
nearly
30
percent
of
active
cases
in
the
state.
There
are
currently
two
children
with
covid
in
the
zero
to
five
age
group
hospitalized
within
cass
county.

was
unable

asked
me
to
read
this
statement
in

My
name
is
dr
stephanie
hanish

I
am
a
board-certified
physician
with
specialized
training
in
general,
psychiatry
and
sub-specialty
training
in
child
and
adolescent
psychiatry.

This

five
years
of
training
after
medical
school.
I
have
18
years
of
experience
in
the
field.
I
have
recently
seen
a
significant
increase
in
anxiety
in
the
patients
I
treat.
Most
kids
are
struggling
to
get
caught
up
with
schoolwork
and
staying
on
top
of
the
workload
I
have
not
encountered.
Any
patients
whose
anxiety
is
caused
by
wearing
face
masks
to
school.
There
is
no
evidence
to
suggest
that
wearing
masks
causes
psychological
harm
to
children.

is
an
abundance
of
evidence
to
support
that
children
need
to
be
in
school
to
achieve
their
academic
and
social
developmental
goals.
There
is
now
also
evidence
that
shows
that
masking
in
schools
reduces
the
number
of
covid19
outbreaks
in
schools,
with
universal
masking
as
a
child
and
adolescent
psychiatrist.

know
that
keeping
our
children
in
schools
is
of
the
utmost
importance.

follows

best
supported
and
most
current
data
regarding
mass
usage
and
has
likely
prevented
hospitalizations
of
students
and
staff
members
for
personal
background.

I've

three
children
go
through
fargo
public
schools
and
one's
still
in
the
district.

So
please
know
my
support
is
not
a
knee-jerk
reaction,
nor
politically
motivated
members
of
this
board
have
been
subjected
to
local
state
national
attention.
They've
been
ridiculed,
threatened
and
harassed
that
it
is
important
that
all
of
us
who
believe
our
community's
long-term
needs
are
more
important
than
our
individual.
Temporary
comfort
publicly
support
this
board
and
its
members,
because
three
things
are
absolutely
clear.

First
masks
reduce
the
risk
that
a
person
who
has
been
infected
with
covet
will
transmit
the
virus.
Literally,
every
study
conducted
on
this
topic
confirms
it.
Some
studies
ascribe
a
much
higher
or
much
lower
percentage
of
reduction,
but
every
study
tells
us
that
wearing
masks
reduces
the
spread
of
covet
two.
A
large
enough
number
of
people
in
this
city
are
willing
to
put
others
at
risk
by
not
wearing
their
masks,
even
when
employees
of
the
store
request
that
masks
be
worn
in
letters,
six
inches
high
on
signs
posted
outside
menards
or
hornbackers.

a
mandate
is
needed
to
protect
the
rest
of
us.
Despite
the
reputation
of
fargoings
as
caring
about
others.
The
behavior
of
a
couple
hundred
or
thousand
people
in
the
past
year
has
made
it
clear,
not
all
fargo-owens
care
enough
about
other
people,
even
as
our
county
continues
to
have
a
high
level
of
transmission
and
fargo
cast
public
health
recommends
that
all
people
wear
a
mask
in
indoor
public
settings.

seriously

following
the
guidance
of
fargo
cast
public
health.
They
are
the
experts

cdc
and
many
other
organizations
of
public
health
and
healthcare
professionals.

It's
important
to
note
that
this
plan
was
developed
with
the
north
dakota
healthy
return
to
learn
team.
This
team
is
not
comprised
of
public
health
experts
or
medical
specialists
with
expertise
in
covid
or
infectious
diseases.
Instead,
there
is
a
retired
geriatric
specialist,
a
retired
public
health
administrator
specializing
in
environmental
health.
With
regard
to
coal,
mining,
sewer
and
garbage
systems.
I
There
is
also
retired
assistant
superintendent,
who
has
her
doctorate
in
educational
leadership.
She
retired
in
2018,
two
years
before
the
pandemic
began
west
fargo's
public
schools
does
not
have
the
same
protocols
as
fargo
public
schools.
With
the
regard
to
cova,
19.
kids,
who
have
coveted
symptoms,
are
not
required
to
test
before
returning
to
school.
I
There
is
no
contact
tracing
after
a
positive
case.
West
fargo
doesn't
identify
close
contacts,
even
though
they
are
together
for
seven
plus
hours
in
elementary
schools
and
most
are
not
masked.
The
north
dakota
department
of
health
is
unable
to
do
contact
racing
behind
beyond
household
positives.
However,
this
may
have
changed
since
the
national
guard
is
now
assisting.

Just
last
week,
fargo
had
77
cases,
west
fargo
had
90
cases
and
moore
had
had
29
cases.
West
fargo
has
a
reactive
rather
than
proactive
plan.
By
waiting
until
there
are
four
or
five
percent
of
active
positives
to
enact
mitigation
strategies,
it
will
be
too
late.
Covid
will
be
too
widespread.
This
plan
puts
unvaccinated
children
at
risk.

Children,
12
and
under
can't
yet
be
vaccinated,
but
it
will
be
coming
soon.
Just
today,
data
was
submitted
to
the
fda
after
trials
with
kids
aged
5
to
11.
the
emergency
youth
authorization
is
expected
in
weeks
rather
than
months,
keep
universal
masking
contact
tracing,
at
least
until
kids
have
had
the
chance
to
get
vaccinated
and
to
be
protected
from
severe
illness.

rising
quickly,
especially
among
elementary
students.
This
is
a
pandemic
primarily
of
the
unvaccinated,

none

our
elementary
students
are
vaccinated.

cases
are

rise
among
our
youngest
students
in
cass
county.

is

fact
that
cannot
be
debated.

analyzes

provides
science-based
information

issues

public
health
concern

public

public
health
concern
du
jour
for
the
better
part
of
two
years.
I
have
studied
all
aspects
of
it
in
great
detail
and
am
with
you
now

provide
perspective
on
it.

is
incredibly
rare
for
a
child
to
die
from
covid
according
to
the
cdc
since
the
beginning
of
the
pandemic.
464
children
between
the
ages
of
0
and
17
have
unfortunately
died
with
kovid
out
of
a
population
of
73
million
in
this
country.
That
is,
with
coving
of
these
110
died
with
covid
and
pneumonia,
rendering
it
more
likely
that
these
poor
children
died
from
covid,
though
severe
co-morbidities
are
the
likely
cause
of
death
in
these
instances
as
well.

manuals
from
the
test
kits
used
in
our
wonderful
states
and
they
use
a
cycle
value
of
over

The
cdc
recommends
40
cycles.
After
doubling
the
starting
material

times,

left

genetic
material
and
1
trillion
times
after
40
cycles.

masking
children

nothing
to
protect,

already

The
flu

more
dangerous

children
than

masking
children

flu
was
never

stops
the
spread
of
respiratory
viral

demonstrate.
Masking
does
not
stop

spread

because
there
is
contradictory
information,

assert
that
some
of
the
prior
comments
that

made

information

leading
people

believe

certain
way

isn't
surprising.

cases

not
equal
hospitalizations.

does
not
mean

followed

comment
up

masking
works,

was
speaking

scientific
study

asserting
that
schools
with
mass
mandates
versus

lower
positive
cases.

last

asserted
that
that's
not
a
scientific
way

look
at
that
information
and
that
we
shouldn't
be
looking
at
fargo
public
schools
versus
west
fargo,
public
schools
by

population

positivity
rates.

confused

on
what
the
board's
actual

know
how
you're
taking

miss
fleming

asserted
that
cass
county
hospitalizations.
We
have
two
hospitalizations
in
the
zero
to
five
category
with
kovid.

she
didn't
specify
whether
those
cases
were
due
to
covid
or
whether
they
have
they
were
just
with
covid.
We
have
no
information
on
those
cases
so
again
to
try
to
be
very
clear.

state
health
department

the
last

checked

north

dakota
department

health's
own
numbers

209
patients
hospitalized
in
the
state
since
september
were
fully
vaccinated.

that's
a
20.1
hospitalization
rate
of
fully
vaccinated
patients
now
also
again
in
north
dakota.
According
to
the
north
dakota
department
of
health
website,
13
of
the
53
people
that
died
of
covet

state
since
august
first
we're
fully
vaccinated

divided
by
53,
is
actually
24.5,
so
our
death
rate
actually
is
comprised
of
24
over
24,
fully
vaccinated
individuals.

way

counselor,
I
teach

anger
being
a
secondary
emotion.
Anger
is
an
emotion
that
provides
protection
and
distance
from
those.
We
are
angry
with
and
gets
in
the
way
of
others
being
able
to
hear
us.

I

furious
with
the
recent
decisions
that
the
board
has
made,
but
I
am
choosing
today
to
come
to
you
from
a
place
of
vulnerability
and
share
some
of
what
is
underneath
the
anger.
I
am
scared
that
you
are
causing
my
children,
psychological
and
physiological
harm.
It
is
my
job
to
protect
them
and
I
don't
trust
the
people
that
are
making
the
decisions
for
them
while
they
are
at
school.
God
has
created
us
with
amazing
immune
systems
that
include
breathing
in
fresh
air
and
exhaling
carbon
dioxide.

am
confused
on
how
to
parent
my
children
right
now.
I
have
brought
them
up
to
respect
authority.
Now
those
in
authority
are
doing
things
that
are
physically
and
psychologically
harming
them,
even
though
my
son
with
autism,
who
has
a
letter
from
a
medical
doctor,
has
been
told
that
he
is
not
able
to
use
the
bathroom
unless
he
uses
his
mask
properly.
For
five
minutes,
I've
heard
from
children
about
their
peers
being
escorted
by
security
officers
when
the
peer
has
been
in
close
contact
with
somebody
with
covid.

tell

children
to
listen
to

teachers
or
if
they

go
to
the
bathroom,
go
to
the
bathroom?
How
do
you
ease
the
anxiety
about
the
possibility
of
the
humiliation
of
being
escorted

security

you
sat
by
at
lunch,
I'm
fearful

the
slippery
slope?

god-given
rights
and

freedoms

ancestor

repeats
itself,
there

way
too
many
resemblances
to
nazi

trying

silence

parents

to

the

voted

without

mask

is
obvious
that

not
believe

are

forcing
our
children

wear
them?

depressive

they

depressed,

recognize

are

taught

trust
their

from
a
third
grader

There's
an
estimated
12
to
18
month
delay
in
academics.

sat
scores
are
lower
and
the
biggest
fear
is
caused
by
them.
Seeing
people
in
mass,
because
when
you
have
a
mask-
and
you
smile
the
child,
perceives
it
as
a
frown,
they
need
to
be
identifying
people
by
their
nose
and
mouth
a
baby
that
I
know
turned
away
and
screamed
when
a
grandma
that
she
knew
bent
over
to
talk
to
her.

These
kids
are
behind
in
speech
and
language.
They
can't
learn
phonics
without
seeing
the
mouth
move.
One
little
boy
was
crying
because
his
teacher
didn't
recognize
him
without
his
mask
teachers
get
mass
breaks,
but
we
don't.
We
have
to
eat
lunch
alone,
sometimes
facing
the
wall.
We
can't
talk
to
each
other.

teachers
tell
me
the
masks
are
wet
filthy
filled
with
tears
and
drainage
and
they're
touched
all
the
time
the
masks
have
to
be
held
only
by
the
ear
loops
and
removed
and
replaced
every
time
they're
touched,
and
even
at
that
the
nano
virus
gets
through.
Any
of
you
who
have
worn
a
mask
know
that
your
glasses
can
fog
up
with
them.

have
a
nine-year-old
who
was
so
afraid
of
getting
her
grandmother
sick.
She
couldn't
play
with
her
friends.
She
couldn't
go
outside
when
she
wanted
to,
and
yes
some
of
this
is
on
the
adults,
but
this
is
the
true
story
she
kept
telling
me
she
was
going
to
protect
her
grandmother
and
what
she
chose
to
do
was
kill
herself
and
she's
nine
years
old
and
and
she's
dead.

many
many
more
stories
of
children
who
are
suffering.
Their
biggest
fear
is
talking
to
someone
about
being
uncomfortable
and
not
being
able
to
breathe
with
their
masks
on.

has
caused
conflict
in
them
because
they
want
they're
used

trusting
their
teachers,
so
the
incidence
of
asthma
acne
any
kind
of
breathing
problem.

lot

good
things

with

time
is

year
elementary,
we
did
not
have
our
co-curriculars,

we
are
jumping
with
joy
to
welcome
back
our
elementary
co-curriculars

year,

adaptations

we

excited

have
all
of
our
co-curriculars
back
at
all
of
our
levels,
and
you
can
see
the
the
great
variety
that
there
is
across
the
district
at
the
different
levels.

learning
bank
continues,
the
learning
bank
is
a
non-profit
organization
that
offers
fine
arts
opportunities
to
all
students
in
fargo
public
schools
in
grades
one
through
six
last
year.
All
of
the
events
were
virtual
and
this
year's
semester

be
virtual,
but
they've
also
pushed
some
of
the
some
of
the
performances
and
events
into
semester,
two
so
that
they
will
hopefully
be
in
person.

is
the

we
all
know

offer

great
variety

arts
events
and

fargo
public
schools

a
national
partner

opera

is
open
again

year

met

closed.

of
attending
the
operas

person,

would
take
students
by
bus
to
the
local
movie
theater
and
we
would
watch
live
streams
of
the
operas

free
tickets
from
the
mat
for
this
last
year.

that,

met
offered
free
licenses
to
our
students
for
met
opera
on
demand,
which
is
their
subscription
program,
and
it
has
an
amazing
variety
of
operas
and
concerts
and
recitals
and
all
sorts
of
stuff
on
there.
So
many
of
our
students
took
advantage
of
that
last
year.
This
year,
it's
a
little
undecided.

do
have
the
opportunity
to
go
back
and
into
the
movie
theaters
and
see
the
live
streams.

could
also
continue
with
our
mood.

met
on
demand
met
opera
on
demand,
free
licenses
for
students,
and
that
decision

totally
finalized

but
we
will
be
doing
one
of
the
two
options
to
continue
to
bring
this
to

exciting
guest
artists
and
educators

school

the
band

trollwood
performing
arts
school,

able
to
successfully
return
to
the
stage
covered
free,
offering
in-person
programming.
Once
again,
it
was
a
high-energy
year
that
was

challenges,
but
we
were
able
to
overcome,
and
I'm
excited
to
share
with
you
this
evening
a
brief
overview
of
our
highlights
from
the
year.

The

22
percent
of
students
were
from
other
neighboring
school
districts
such
as
dgf
park,
christian
oak
grove
and
from
outlying
school
districts
such
as
brafton
jamestown,
hillsborough
and
northern
cass,

students
attended
trollwood
from
as
far
away
as
places
such
as
st
paul
minnesota,
washington
dc
and
san
francisco.

In
2021,
we
offered
five
significant
staged
performing
opportunities
for
students
from
fifth
grade
through
graduated
seniors,
our
fifth
and
sixth
grade
students
performed
disney's,
the
jungle
book,
kids,
our
seventh,
eighth
and
ninth
grade
students
performed
mary
poppins
junior.
Our
high
school
students
performed
an
original
play,
written
and
directed
by
a
south
high
drama,
instructor,
kevin
kennedy,
titled
life
cycles
and
finally,
our
main
stage
musical
program
produced
cinderella
featuring
our
high
school
students
as
cast
members,
orchestra,
members
and
technicians.

Since
1997,
our
star
program,
which
stands
for
students
at
risk,
has
been
an
important
offering
that
integrates
throughout
all
trillwood
opportunities.
This
national
award-winning
award-winning
program
has
provided
thousands
of
students
over
the
years
opportunities
to
learn,
grow
and
create
at
trollwood.
No
student
is
ever
turned
away
for
their
inability
to
pay.
The
star
program
serves
students
who
suffer
from
emotional
behavioral
and
physical
challenges.
In
addition
to
potential
financial
obstacles
along
with
important
scholarship
offerings,
the
star
program
provides
meals,
transportation,
mentorship
and
instructional
supplies
to
students
in
need.

The
number
of
concerts
that
you
may
have
noticed
is
much
less
than
in
previous
years
and
was
still
a
bit
of
a
struggle,
as
we
did
have
some
bands
that
were
scheduled
to
play
blue
stem
in
2021
canceled,
due

covert
with
one.
As
recently
as
just
a
few
weeks
ago,
we
are
already
ramping
up
for
2022
and
hoping
for
a
safe
and
successful
year
of
coming
together
once
again,
offering
as
many
opportunities
entertainment
opportunities
as
possible
for
our
entire
region
and
beyond,
to
enjoy.

prevented

denied

privileges

couldn't
believe
it
when
I
heard
that
another

think
it
was.

said
that
there
were
two
autistic
children
that
have
been
removed
from
class
for
at
least
two
weeks
because
of
refusal
to
wear
masks.

people

smile

mask

eyebrows,
appear
to

person
to
be
frowning,
it's
terribly

committee
met

support

town
hall
meetings

board

support

further
engage
with
and
or
share

the
public,
more
background
on
board
decisions.

meetings

bit

break

the
