dakota
federations

families

couple

tell
you
about
our
organization,
the
north
dakota
federation
of
families
for
children's
mental
health.
We
are
a
state
and
national
family-run
organization
focused
on
the
issues
of
children
and
youth
with
emotional
behavioral
and
mental
health
needs
and
their
families.

emphasis
is
on
advocacy,
offering
families
a
voice
in

formation
of
state
and
national
policies,
service
and
supports
for
children
with
mental
health
needs
in
their
families,
and

service
to
children
and
youth
across

eastern
part

first

the
marzano
evaluation
system
report
and
that
is
going
to
be
presented
to
us
by
doug
andering.

privileged

up
here
to
talk
again
about
the
teacher
evaluation
system
going
to
be
a
little
bit
different,
coming
up,
not
this
year
but
the
next
year.
So
this
report
will
be
just
a
little
bit
different
than
what
we've
done
in
the
past,
but
talk
about
the
results
that
we've
done
over
the
last
year
and
what
our
future
plans
are
with
our
teacher
evaluation
system.

we
have
category
one
teachers
and
category
two
category,
one.
Those
are
teachers
they're
in
their
first
three
years
of
service
with
us.
They'll
have
two
formal
observations:
two
informal
and
four
walk-throughs
and
those
are
the
minimums
prescribed
within
our
evaluation
handbook,
just
a
little
bit
of
distinction
of
what
a
formal
observation
is.

And
then,
as
far
as
the
evaluations
go
again,
our
category
one
teachers,
those
would
be
required
to
formals
and
then
those
would
be
conducted
by
december
15th
and
april
15th
and
that's
prescribed
within
century
code.
Our
category
two
teachers
in
the
informal
evaluation
years,
we'll
have
one
informal
evaluation
in
our
formal
evaluation
years.
We'll
have
one
formal
and
then
the
last
bullet
point
the
existing
staff
with
three
plus
years
of
teaching,
but
they
might
have
moved
to
a
new
position.

require
two
formals.
Those
would
be
again
conducted
by
december
15th,
what's
called
a
midpoint
evaluation
and
then
april
15th,
which
is
our
final
and
summative,
where
we
get
our
results.
That
we'll
be
looking
at
here
in
a
couple
slides
the
next
slide
within
our
current
evaluation
model-
and
this
is
our
legacy
model.
There
are
four
domains
what
we're
seeing
up
here.
This
is
our
first
domain,
and
this
is
where
most
of
our
elements
are
contained
and
they're
split
into
design
questions.

if
we
look
at
the
next
slide,
those
are
domains,
two
three
and
four
domain,
two
being
planning
and
preparing
and
then
domain
three,
that's
reflecting
on
teaching
and
then
finally
domain,
four
collegiality
and
professionalism

again

these
four
domains.
We
have
60
elements.
All
60
elements
have
been
opened
to
be
rated
on
by
principles,
so
they
can
choose
to
have
building
goals
and
what
elements
might
be
rated
on
they
can
choose
to.

It
was
just
difficult
for
the
districts
to
get
those
evaluations
done,
so
we
will
see
less
ratings,
we'll
see
there,
the
total
ratings

this

we

seven
percent,
it's
about
the
same
as
last
year,

and
that's
where
most

the

live

we
reassembled
consisting

principals
administrators
teachers

other
staff
and
those
will
be
kind

a

our
current
legacy

creating
an

evaluation

did
ultimately
decide
is
we
will
move
to
the
new
ftem
model
effective
school
year

and
that's
going
to
give
us
a
little
bit
of
time
to
do
some
professional
development
before
we
do
move
into
that
model.
Some

the
key
objectives
of
the
marzano
focus
teacher
evaluation
model.
It
simplifies
the
overall
evaluation
process
and
we're
going
to
see
in
the.
I
think
it's
on
the
next
slide.
There's
23
elements
instead
of
60.,
so
it
really
doesn't
get
rid
of
any
of
the
60
elements.

the
summer
at
2021
this
summer.
We're
going
to
review
essential
need
to
knows
of
the
evaluation
process
with
principles,
we're
going
to
look
at
the
required
number
of
observations
and
pre
and
post
conferences,
and
we
talked
about
that
earlier
and
all
of
those
things
are
really
the
nuts
and
bolts
of
what
goes
into
an
evaluation
all
contained
in
our
teacher
evaluation
handbook
for
school
year.

how
do
we
continue
to
work
so
that
principles
when
they're
evaluating
on
let's
say
that
first
element
planning
standards-based
lesson
in
units
that
they're
looking
for
the
same
types
of
things,
and
so
the
teachers
can
expect
the
same
kind
of
review
when
they're,
looking
at
that
element
from
principle
of
principle
and
building
to
building
school
year,

current

and

and
that's
that

What
are
our

they
fit

teaching

learning
department

take
those
principles
through

training

principals
and
teachers

summer

school

calibration
training
is
going
to
continue
with
the
principles

we'll
ask
the
principals
to
start
training
the
teachers
on
this
new
model,
we'll
train
principals
in
giving
feedback
to
teachers
and
then
also
train
the
teachers
in
this
crosswalk
and
provide
training
modules
to
be
completed
during
that
school
year
as
well.

certainly
be
remiss
if
I
didn't
include
the
marzano
evaluation
committee.
There
is
a
lot
of
talent
on
that
committee
and
it
took
three
slides,
so
I
won't
go
and
name
everybody
here,
but
we'll
see
here
that
we
really
tried
to
assemble
across
secondary
and
elementary
buildings,
just
different
teacher
disciplines,
a
good
crew
that
could
work
and
really
evaluate
this.
So
this
slide
contains
all
teachers
I
go
to
the
next
one,
that's
mostly
teachers
and
then
starts
getting
into
a
little
bit
of
the
hr
team
and
administration.

formal

we
require
a
pre

a

conference

principal

meet

teacher,

elements

rating

the
look
for
us
and
then

necessarily
right
after
the
observation
but
they'll
meet
again,
but
it
can
be
provided
by
email,
but
most
of
it
is
put
into
what's
called
our
eye
observation
platform
and
that
contains
our
evaluation
model
and
that
feedback

put

there

written
feedback.

we're

really
kind

focusing

esser
funds
and
the
management
of
that,
and
what
that's
going
to
look
like
in
our
district
moving
forward,
as
we
planned
for
this
summer
as
well
so
you'll
be
in
the
business
section
today,
we'll
be
discussing
the
sr2
application.

part
of
that
process
earlier
today,
jackie
and
I
were
notified
that
our
district
has
been
approved
for
the
sr-3
funding
as
well.
So
we're
just
going
to
continue
with
the
process
for
making
those
plans
and
that's
pretty
much.
It
just
want

thank
the
board
members
and
all
of
our
staff
for
for
an
incredible
school
year.
I
don't
think
this
school
year
was
what
anyone
expected
it
to
be,
but
I
think
our
our
staff
have
shown
just
the
incredible
work.
I
think
they
have
in
their
dedication
to
our
students.

as
we
are
now
into
the
summer,
I
just
want
to
acknowledge
all
of
their
hard
work,
and
I
hope
the
board
recognizes
that
this
past
year
our
staff
have
gone
above
and
beyond,
and
truly
the
successes
that
we
have
this
year
is
because
a
reflection
of
them
so.

The
plan
itself
looks
to
be
just
about
breaking
even
this
year.
We
might
come
out
with
a
little
extra
going
into
our
fund
balance,
which
is
low
right
now,
theoretically,
we'd
like
to
have
enough
and
fund
balance
for
probably
three
to
six
months
of
claims,
so
the
committee's
been
trying
to
build
that
back
up.

Their
recommendation,
which
I
agree
with
wholeheartedly,
is
that
we'll
increase
both
employer
and
employee
contributions
on
both
of
the
plans,
regardless
of
how
they've
enrolled
by
five
percent
and
maintain
the
current
hsa
employer
contribution
level
for
a
thousand
dollars
for
a
single
12.50
for
a
single
plus
dependent
and
fifteen
hundred
dollars
for
a
family,
now
keep
in
mind
over
the
coming
year.
We're
going
to
be
discussing
possibly
changing
the
high
deductible
plan,
maybe
moving
to
only
one
plan,
and
certainly
we'll
probably
be
talking
about
future
hsa
contributions
as
well.

change

the

have
to

that
determination

we're

changes

feedback

received

board

instead

saying
that
the
district's
receiving
a
certain
amount
of
funds
just
clarify
that
it's
being
the
district
is
being
reimbursed,
because
there
are
some
parameters
that
we
have
to
meet
as
well.

the
board
can
probably
make
a
motion
that
to
approve
the
application
with
the
with
the
changes
that
have
been
presented
by
jackie
and
I-
and
I
think
that
would
probably
cover
us.

in
it,
because
I
think

biggest
thing
is
we
had
written
in
a
lot
of
the
employees
that
we
will
be
hiring,
and
actually
we
would
like
those
in
sr3,
because
that's
for
three
years,
so
we
don't

move
people
back

forth.
So
that
really
is
the
majority
of
the
change.
Although
the
premise
of
what
those
employees
are
going
to
be
hired
to
do
regarding
learning,
loss
and
social
emotional
supports
and
those
types
of
services,
it
will
still
exist
in
sr2.

So
any
positions,
whether
they
be
support,
staff
or
certified,
we're
really
taking
a
three-pronged
approach,
one
in
our
application
system
front
line
we're
issuing
them,
as
some
of
those
positions
may
be
subject
to
non-renewal
and
any
positions.
Backfilling
we'd
work
on
that
are
internal
we'd
work
on
returning
those
staff
back
to
similar
types
of
positions,
any
contracts
that
are
issued
or
salary
statements
if
their
support
staff
will
have
that
similar
language,
and
then
we're
also
asking
the
principals
to
help
us
with
that
communication.

Just
to
touch
base
on
that,
I
think
it's
important
to
recognize
some
of
the
parameters
that
the
district
has
to
work
on
with
both
sr2
and
sr3
funds.
So
we
are
going
to
be
required
to
maintain
a
maintenance
of
effort
report
as
well.
There's
that's
going
to
be
twofold.
One
part
of
that
is
on
an
annual
basis.
We
want
to
take
a
look
at
whether
the
esser
funds
are.
Are
our
initiatives
using
the
esser
funds
are
accomplishing
their
intended
goals,
specifically
addressing
learning
loss.

So
that's
one
of
the
reasons
why
any
position
that
that
is
funded
through
esser
funds,
we're
notifying
that
staff
early
on
that
that's
subject
to
non-renewal
on
an
annual
basis,
one
of
the
initiatives
using
all
three
essa
funds
that
we
have
that
we
are
going
to
look
at
is
a
program
evaluation
and
hire
a
staff
member
that
can
make
sure
that
they're
managing
this
grant
appropriately
because
we
do
have
a
fiduciary
responsibility
with
the
dollars
have
been
given
to
us
and
also
do
an
evaluation
on
each
of
the
programs
to
make
sure
that
they're
meeting
those
intended
purposes.

think
that's
one
of
the
reasons.
As
well
so
and
then
the
second
piece
of
sustainability,
we
can't
guarantee,
as
a
district,
that
the
the
positions
that
we're
going
to
hire
with
us
or
are
going
to
be
long-term
positions,
because
those
aren't
things
that
we've
budgeted
for
at
this
point.
So
that's
why
we're
also
communicating
that
they'll
be
subject
to
an
annual
non-renewal.

actually
means
there

a
quorum
of
the
board
and
at
a
committee
level.

structure
is
that
a
committee
makes
recommendations
to
the
full
board,
not
decisions
on
behalf
of
the
board,
and
I
believe
that
we
have
run
into
examples
where
that
has
sort
of
been
circumvented,
because
there
is
a
majority
on
a
committee.

do
think
that
perhaps
we
should
discuss
that
structure
a
little
bit.

discussion
about
legislative
priorities
for
the
city
and
the
school
district,
and
the
chair
of
that
planning
committee
knew
that
they
weren't
going
to
be
able
to
really
carry
through
with
all
of
the
information,
so
they
invited
another
member
of
the
planning
committee.

had
two
members
of
the
cl
planning
committee
and
the
business
manager,
and
actually
we
had
the
district's
attorney
at
this
meeting
as
well,
and
one
of
the
board
members
actually
asked

district
attorney
do.

is
not

committee

requested

the
mayor's
office

forum

ag's
office
that
have
violated
open
meeting
laws,

the
school
district
didn't
notice
that
two
members
of
the
planning
committee,
which

majority

this
meeting.
So
the
minutes
of
that
meeting
had
to
