this
has
been
fun
coming
to
these
meetings
regularly.
I
have
two
questions.
One
I'd
like
a
written
explanation
for
as
far
as
the
bonding
for
the
north
high
track,
I'm
curious
as
to
why
we
didn't
just
pay
for
it
outright
out
of
the
building
fund
and
decided
to
borrow
the
money-
and
you
know
paid
several
million
back
in
interest
when
we
could
have
just
cut
the
check
out
right
like
that.
That
seems
very
fiscally
irresponsible,
especially
in
this
particular
economy.

other
question
is,
and-

you
don't
have
to
add
this
in
your
written
response-
it's
more
of
a
it'd-
be
interesting
to
see
how
it
gets
brought
up
later
on

the
meeting
with
the
current
metrics
of
student
success

reading
writing

haven't
seen

new
numbers.

resources

land
acknowledgment
statement?

does
that
help
the
success
of
the
children?

why,

we

we

violence
in

classrooms

issues

would
choose
to
go
with
something
that,
personally,
I
think,
wouldn't

isn't
necessary

help

evaluation
report
and
a
lot
of
this
information
is
pretty
similar
to
years
past.
So
take
a
couple
minutes
to
go
over
the
high
points.

summary
states,
here

The
current
marzano
model
called
the
legacy
model,
and
it
talks
a
little
bit
about
in
that
in
here
and
then
effective
july
1st.
We
will
move
to
the
focus
teacher
evaluation
model
and
that
environment
is
currently
being
built
within
our
eye
observation
platform,
where
evaluations
are
conducted.

the
required
observations
piece
just
real
quickly.
There's
two
types:
there's
category
one
and
category
two
teachers
and
that's
by
years
of
service
listed
here
category
one
are
our
newest
teachers
or
with
within
their
first
three
years
of
service
and
it'll,
show
the
amount
of
observations
that
must
be
conducted
and
then
category
two.
Those
are
teachers
that
have
completed
at
least
three
years
of
service
and
it
outlines
the
required
observations
there
and
then
excuse
me
required
evaluations.

Century
cro
code
provides
a
very
broad
definition
of
evaluation,
simply
that
one
is
required
no
later
than
december
15th
and
then
required
no
later
than
april
15th
and
again
it
breaks
it
down
into
category
one
and
two
teachers
as
far
as
how
many
amount
or
the
amount
of
the
evaluations
that
need
to
be
done.
So
you
can
see
that
for
our
category,
one,
our
newer
teachers
and
then
you
flip
the
page
over.

our
category
2
teachers
and
then
currently
in
what
we've
used
for
a
number
of
years
is
called
the
marzano
legacy
system.
You
will
see,
there's
a
graphic
on
that
page.
It's
domains
within
the
current
evaluation
model.
There
are
four
domains
and
there's
60
elements
within
their
principles.
Do
have
the
discretion
to
rate
within
those
four
domains,
but
there
are
typically
targeted
elements
that
we
do
ask
them
to
rate
on
that's
the
model
that
we've
used
up
until
now.

we

teacher
evaluation

This
year
we
sent
results
for
a
thousand
and
thirty
teachers,
and
these
are
classroom.
Teachers
and
you'll
see
the
scale
it's
innovating
all

way
through,
not
using
so
a
four
through
zero
system
and
that's
provided
through
the
marzano
framework.

is
the
aggregate
ratings
for
all
of
our
teachers
in
all
buildings,
you'll
see
last
year's
and
then
you'll
see
this
current
years,
so
our
total
ratings
all
teachers
and
with
the
elements
that
were
rated,
there
was
six
thousand
six
hundred
and
thirty-one
ratings,
and
then
it's
broken
down
into
those
levels:
zero
through
four
again
reporting
in
the
aggregate
results
into
the
department
of
public
instruction
as
far
as
teacher
results,
so
the
overall
summary
of
ratings
pretty
similar
from
one
year
to
the
next
and
then,
if
we
keep
going
and
we
flip
the
page,
it
gets
into
the
focus
teacher
evaluation
model
and
I
spoke
a
little
bit
about
this
last
year.

But
this
has
been
about
a
two
year
transition
where
and
I'm
trying
to
think
of
my
years
here.
They
kind
of
blur
into
each
other
a
little
bit,
but
we
put
together
a
committee
of
principals
teachers
and
other
administrators
where
we
talked
about
what
works
with
our
evaluation
system.
What
doesn't
is
the
platform
we're
using?
Is
that
something
we
want
to
continue.

our
evaluation
system
provide
the
feedback
and
move
student
results
as
it
should?
Throughout
those
conversations
there
was
a
lot
of
robust
conversation
there,
but
ultimately
we
did
do
research
and
chose
that
committee
chose
to
recommend
this
focused
teacher
evaluation
model,
so
I've
outlined
some
of
the
key
objectives
of
that
focused
teacher
evaluation
model.
It
simplifies
the
overall
evaluation
process.

There
really
was
a
process
of
really
combining
and
condensing
those
elements,
so
it
wasn't
a
matter
of
we're
just
going
to
get
rid
of
these.
It's
combining
and
condensing
them
down
to
make
a
more
efficient
evaluation
process,
but
that's
the
model
and
that's
the
domains
that
we'll
be
using
moving
forward
and
that
will
be
loaded
into
our
eye
observation
system
and
then,
of
course,
with
this
comes
a
healthy
dose
of
professional
development.

you
can
see
again-
and
I
think
I
listed
this
last
year-
but
last
summer
in
2021,
we
reviewed
the
essential
need
to
knows
of
the
overall
evaluation
process
with
principles.
This
last
school
year.
We
spent
some
time
calibrating
with
principals
and
crosswalking
our
current
domains
of
our
legacy
model
and
how
that
will
work
with
the
new
ftem
domains.
So
that
was
pd.
That
happened
all
through
this
last
school
year
and
then
moving
into
this
upcoming
school
year.

I
I'm
going
to
assume
that
principals
and
administrators
and
teachers
are
going
to
be
pleased
about
simplifying
the
evaluation
process
and
decreasing
some
of
that
time.
Can
you
just
like
elaborate
or
give
me
some
a
couple
examples
of
how
the
different
evaluation
process
accomplishes
those
those
objectives.

defense
earlier
today
he
did
say
hey
as
it
gets
to
the
instructional
pedagogy.
I
might
need
you
bob
and
missy
to
step
in
here,
and
I
said
not
a
problem
essentially
currently
the
marzano
teacher
evaluation
tool
had
over.

can't
give
you
the
number,
but
over
100
different
elements
in
terms
of
components
of
teaching
and
we're
going
through
a
shift,
even
as
a
district
of
like
philosophical
conversations
about
what
are
high-impact
teaching
strategies
versus
low-impact
teaching
strategies
based
off
of
the
work
of
both
marzano
and
john
hattie,
who
does
an
annual
meta-analysis
on
the
biggest
impacts
of
student
achievement.
So,
for
example,
before
under
student
engagement,
there
might
have
been
a
strategy
around
peer-to-peer
conversations
or
the
level
of
rigorous
question
asking
or
different
pieces
of
that.

the
ftem
model
basically
did.
Is
it
grouped
some
of
those
into
more
generic
strategies
that
we
want
to
use
for
students
it
also
identified
based
on
last,
however,
many
years
of
research.
These
have
been
the
most
impactful
to
directly
translating
for
student
achievement,
and
then
we
have
what
we've
created
working
with
phil
warwick
and
their
group
was
a
marzano
consultancy
group
called
the
fargo
public
schools,
instructional
playbook
and
that
playbook
will
tap
will
even
identify
even
within
the
ftm
models.

don't
want
to
use
the
phrase
every
time
for
every
lesson,
but
we
want
to
see
being
prominently
used
and
if
they're
not,
then
we
would
then
have
those
conversations
for
teacher
growth
about.
Why
aren't
we
seeing
using
some
of
those
strategies
if
we
know
that
they
are
highly
impactful?
And
then,
if
a
teacher
says,
because
it's
not
working
for
my
students
for
x
reason,
then
we
have
those
conversations
about
okay,
great.
So
then
what
is
working
and
be
able
to
use
that
for
that
growth
and
development?

But
there's
always
going
to
be
a
baseline
standard
for
some
teaching
practices
have
yielded
more
successful
results
than
others
and
filtrating
down
to
a
handful
of
them
is
easier
to
manage
and
even
for
the
teacher
and
for
the
administrator
and
allows
us
to
have
a
concentrated
focus
versus
the
hundred
and
something
elements
before
and
bob
and
missy
can
chime
into.

teacher
evaluation
results
with
the
scale
it
looks
like
we
had
77
percent
at
level
3,
which
is
applying
and
then
9
at
innovating,
which
was
actually
up
a
little
from
last
school
year.
So
I'm
curious.
Is
there
any
thought
of
talking
to
that
nine
percent
about
what
they're
doing
right
or
having
them
workshop
for
other
teachers,
or
how
can
we
increase
that
percentage,
or
is
that
even
the
goal?
I
guess
I
would
like.

We
want
to
get
teacher
input
and
roll
things
out
down
the
road,
but
I
think
sometimes
there's
a
struggle
between
teacher
evaluation
and
teaching
effectiveness,
and
should
they
always
be
paired
together
or
is
teaching
effectiveness,
one
component
of
your
teacher
evaluation
and
they
are
different,
but
they've
historically
always
been
used
separately
because
there's
so
many
factors
that
go
into
teaching.
So
we're
not
sure
if
we're
at
the
point
of
do,
we
want
to
ask
the
nine
percent
of
our
teachers
that
are
innovating
to
say:
do
we
want
to
replicate
that?

And
what
can
we
do
to
get
more
teachers
into
innovating,
because
I
think
the
question
that
we're
asking
right
now
is:
are
we
seeing
a
higher
level
of
student
achievement
between
the
nine
percent
than
those
are
sitting
at
applying
and,
if
not,
then
does
the
utilization
of
one
strategy
increase
student
achievement
to
begin
with,
because
I
think
we
want
to
focus
on
that
piece
of
what
the
evaluation
should
be
able
to
do.
But
is
someone
just
doing
something?
Because
it's
part
of
their
evaluation
and
observer
is
going
to
want
to
see
that
strategy?

are
they
really
doing
it,
because
that
impacts
students?
And
I
think,
that's
the
question
that
we're
trying
to
ask
right
now,
so
we're
still
kind
of
seeing.
We
also
want
to
study
the
merits
of
the
relationship
between
the
evaluation
and
student
achievement
and
teacher
ownership
of
doing
that
piece
based
on
their
student
data
versus
just
doing
it,
because
it's
part
of
their
evaluation.

order

a
rating
of
a
four
innovating
adaption,

fair
to
say
that
they
received
that
rating,
because
they
had
indeed
reached
the
majority
of
student
needs
and
achievement.

summative
teacher
evaluations

product

a
series

observations

walk-throughs

conducted

appraisers

evaluation

sorry
just
to
do
the
observation
walk-through
and
when
they're
doing
that
they
give
a
rating
using
the
marzano
rubric
based
on
the
strategies
or
the
categories
are
outlined
in
there.

that
four
can
be
reflective
of
one
observation
or
it
could
be
reflected
before
if
it,
depending
on
whether
it's
known
as
some
summative
or
whether
it's
in
a
individual
observation.
But
it
was
what
was
captured
by
someone
that
was
observing
at
that
moment
in
time
and
then
at
our
principles
meetings.

start
every
principal
meeting
within
our
professional
development,
which
this
past
year
has
been
around
calibration,
where
we
would
watch
teacher
videos
and
say:
okay,
how
would
you
rate
this
using
the
same
rubric?
How
would
you
rate
that
so
that's
where
that
four
would
come
from,
and
so
that's
kind
of
our
question
as
well.

to
view
evaluations
as
observing,
but
also
growth,
and
I
think
that's
what
I
like
about
this
model
is
educators,
know
what
they're
going
to
be
evaluated
upon.

they
know
what
to
work
toward
and
evaluations

not

end
all

all,
but
how
can
we
improve
and
continue
to
get
to
level
four?

appreciate

model.
I
think
it
is
very
common.
It
is
there
any
self-evaluation
from
the
the
educator's
standpoint
in
this
or
is
it
purely
observation.

had
a
growth
goal
component
built

eye
observation
system
and
it
I
will
say
that
it's
been
kind
of
clunky
as
we
go
forward,
so
we
have
re
revamped
it
and
we'll

uploading,

form

they're
allowing
us
to
customize
it
so
they're
going
to
identify
what
they
want
to
work
on
the
nice
part.

using
the
observation

only
thing

would
add

that

some
things

we
want

concentrate
our
efforts
on,

those
are
talked

discussed

shared

want
our
staff,

continuum
and
that's
where
that
growth

developed

it
is
a
partnership
between
the
teacher,
the
principal
or

evaluator,
as
we
talk

agree

statement

more

critical
shortage
areas

fargo
public

teaching
and
with
international
hires.

different
for
at
least
up
to
five
years
at
this
point
and

there
is
no
necessarily
additional
cost
to
the
district.

this
point
in
time,
because
the
placement
agency
we
work
with,
puts
a
class
back
on
on
the
teachers

their
end
for
helping
them
find
a
job,
but
they
would
come
fully
certified
and
to
work
with
our
students,
so
we're
grateful.

that
a
chair,
a

that
participates

the

concern

change

upcoming
legislative

found
that

be

good

elected,
but

committee

attended

moorhead
west
fargo
chamber
public
policy
committee.

was
stated
that
senator
shibley
will

plans

quote
overhaul
property
tax
mills,
so
I
heard
that
third
hand,
but
clearly
that
will
be
something
that
the
government
affairs
committee
meeting
committee
will
be
working
on
the
next
assigned
committee
structure.

was
at
the
ged
graduation
and
we
had
18,
I
believe
in
person,
and
I
think
55
was
the
number
that
successfully
met
their
requirements
for
their
ged
and
then
I
was
at
a
planning
session
this
morning
on
my
way
to
south
dakota

that's
it
off
note
of
the
regular
business
of
the
school.

I
have
to
tell
you
that
we
had

had
a
grandson
last
monday
on
six
six
and
my
daughter
is
presently
in
the
hospital
sometime
giving
birth
to
our
granddaughter.
