Description
Fargo Public Schools - Board of Education Meeting - Live Broadcast - December 13, 2022
A
5
30
I
will
call
this
meeting
to
order.
Thank
you,
everyone
for
being
here
on
some
interesting
conditions.
This
evening
we
will
Begin
by
asking
you
to
join
us
for
the
Pledge
of
Allegiance.
B
A
A
Opposed
thank
you.
We
will
move
on
to
the
recognition
of
audience
portion
at
this
time.
The
board
will
will
hear
comments
from
the
public.
We
ask
that
each
speaker
who
has
signed
up
to
address
the
board
State
their
name
and
home
school
district
for
the
record
speakers
must
refrain
from
using
this
form
to
criticize
or
complain
about
a
specific
employee
or
student
by
name.
Vulgar
or
profane
language
will
not
be
tolerated.
The
board
is
interested
in
your
comments
and
will
listen
carefully,
but
is
not
obligated
to
respond
to
or
debate
issues
in
this
forum.
A
Should
you
desire
a
written
response
to
a
specific
question.
You
may
request
it
this
evening.
Each
speaker
will
be
allotted
a
maximum
of
five
minutes
upon
conclusion
of
the
allotted
time.
A
chime
will
sound
and
the
speaker
is
asked
to
conclude
if
necessary.
A
final
time
will
sound
15
seconds
later,
signifying
the
end
of
the
speaker's
time
at
the
podium.
I
will
now
call
our
first
speaker
to
the
podium.
D
D
D
A
phrase
that
really
stuck
out
to
me
at
the
end
of
the
last
board
meeting
was
we're
just
getting
it
right
now.
I
have
some
examples
that
I'd
like
to
know.
If
that's
really
just
getting
it
right,
was
it
the
four
Predator
teachers
in
2022
alone,
I
mean
at
least
you
don't
have
to
have
a
special
meeting
about
the
last
one
because
he
resigned
instead
of
having
to
be
fired.
D
A
E
Paul
Moore
I
live
in
North
Fargo
I
I
did
have
a
I
came
up
with
a
different
question.
Suddenly
all
you
know
kind
of
what
we
were
talking
in
the
back
here
is
it's
about
the
meetings
and
the
committee
meetings
and
when
you
go
to
the
website
and
you
go
down
and
say,
submit
for
the
meetings
and
links
and
I
understand,
there's
a
committee
meeting
coming
up,
but
when
I
put
in
for
year
2022
month,
12
all
meetings,
the
only
one
that
comes
up
is
this
one.
E
So
if
there's
another
one
this
month,
it's
not
coming
up
on
the
the
links.
So
when
Devin
says
hey
we're
not
the
Public's
not
watching,
maybe
it's
because
we
don't
know
they're
coming
I
wanted
to
I,
guess
I'm,
not
I,
wasn't
quite
as
informed
as
Devin.
Maybe
about
the
why
my
my
topic
is
on
the
on
the
gp2e
changes.
E
Why
is
it
being?
Why
is
that
line
citizens
May
request
response
to
specific
written
responses?
Specific
questions
is
being
removed.
My
question
is:
why
I'm
going
to
guess
that
it
was
originally
put
into
the
document,
because
people
weren't
getting
responses
from
the
board,
because
otherwise
I
mean
I
can't
understand
why
it
would
be
there.
The
Way,
It,
Was,
Written,
otherwise,
other
things
that
are
in
the
document.
E
E
The
Board
of
Education
shall
welcome
into
the
advice
and
Council
of
Citizen
planning,
so
we're
here
just
a
little
point.
It
says:
if
we
want
to
write
to
the
board,
we
should
do
it
at
the
415
North
4th,
Street
Fargo
in
that
same
document
and
and
then
further
on
the
document
it
says
to
write
to
here.
E
So
it
should
be
one
or
the
other,
but
should
that
correction
be
put
in
before
it
gets
approved,
citizens
who
wish
to
address
the
board
may
do
so,
regardless
of
whether
or
not
a
topic
is
brought
up
which
is
cool,
but
this
one
is
on
the
agenda
so
and
I
wanted
to
review
it
because
it
found
it
appropriate
because
it's
getting
responses,
people
may
not
understand,
let's
see
so
I
might
only
can
suggestion
about
the
quote-unquote
written
responses.
First,
they
don't
need
to
be
written,
I
mean
they
got
this
letter.
E
You
know
from
being
here
last
time
a
little
form
letter
and
truly
I'm
guessing.
This
is
not
the
intent
of
what
was
in
that
document.
Basically,
the
intent
being
so
along
the
lines
of
some
of
the
things
may
take
some
time
to
consider.
There
are
155
policies
listed
on
the
web
page
most
of
US
citizens
probably
don't
understand
what
the
155
policies
are
about.
So
we
may
come
here
because
this
is
the
place.
E
So
we
make
a
response
and
then
you
could
say
something
like
okay,
Mr,
Moore,
we've
We've
truly
looked
at
your
question.
We've
discovered
that
it's
part
of
this
policy
and
I
just
picked
on
a
random
ap4275
and
then,
after
you
review
that,
if
you
still
have
further
questions
feel
free
to
respond
to
us,
you
know
come
back
to
a
board
meeting
and
or
you
know,
send
an
email
send
us
you
know,
or
this
person
will
be
the
most
valuable
in
order
for
you
to
make.
A
F
Is
it
on
no
okay
good
evening,
so
I
gave
Tracy
the
petition
and
all
the
signatures,
so
that
is
turned
in
and
since
our
last
board
meeting
FDA
leadership
has
had
several
important
and
very
encouraging
meetings
where
we
worked
with
Administration
to
collaboratively
find
Solutions
on
our
shared
concerns.
F
We
were
very
pleased
to
meet
with
Dr
McKenna,
the
new
human
capital
officer,
and
we
discussed
the
removal
of
ap5220,
which
allowed
employees
a
clear
process
to
express
a
concern
about
the
application
of
policies.
After
discussions
with
him,
we
were
pleased
to
know
a
process
is
coming.
That
will
closely
resemble
the
old
process.
F
We
look
forward
to
the
reinstatement
of
a
clearly
defined
procedure
to
process
employee
concerns
regarding
these
policies.
We
were
also
grateful
to
sit
face
to
face
with
Dr,
Gandhi
and
Tara
and
to
discuss
what
had
been
a
misinterpretation
of
handbook
and
contract
language
regarding
leave,
Bank
use
for
staff
members
suffering
from
an
injury
resulting
in
student
Behavior.
F
F
I
know
what
the
length
of
time
there
is
not
to
publicly
shame
anyone
involved,
but
to
note
that
sometimes
progress
takes
time.
Sometimes
it
takes
much
more
longer
than
I
would,
like.
Sometimes
I
must
admit,
I
grow
impatient,
because
I
know
how
important
the
work
we
do
is.
However,
it
is
this
kind
of
patient
endurance
that
we
must
all
learn
to
embrace.
F
F
Once
such
example
has
been
the
petition
to
negotiate
when
we
are
notified
that
the
process
we
have
always
used
was
no
longer
acceptable,
it
required
additional
hard
work
that
we
must
admit
took
longer
than
we
liked,
regardless
of
the
delay
this
additional
step
caused
to
this
process.
Tonight
we
are
able
to
resubmit
the
petition
to
negotiate
our
teacher
contract
if
he
stands,
ready
to
do
the
hard
work
and
aspires
to
our
work,
resulting
in
even
better
workplace
conditions
for
our
staff
and
therefore
an
even
better
learning
environments
for
our
students.
G
Good
evening
board
members
I
think
I'll
start
today
with
just
maybe
a
brief
explanation
of
why
we
are
continuing
to
meet
in
or
have
a
board
meeting,
even
though
we
canceled
after
school
activities.
Today,
you
know
when
it
comes
to
inclement
weather,
there's
a
wide
variety
of
factors
that
we
consider
in
our
decision
making
today
was
a
little
bit
unique,
where
there
have
been
previous
instances
where
all
school
activities
may
have
been
closed,
and
so
was
it
the
board
meeting
or
we
ever
looked
at
a
different
option.
G
One
of
the
factors
for
the
decision
today
was
not
just
the
accumulation
of
snow
at
the
time
of
the
activities
or
when
they
were
starting
or
when
they
would
end,
but
was
also
a
consideration
of
the
impact
of
potentially
knowing
that
we
have
another
snow
or
winter
session
coming
right
behind
it.
What
would
the
impact
be
of
keeping
activities
and
then
having
our
some
of
our
workers
essentially
on
a
24-hour
shift,
because
our
ground
workers
would
have
had
a
clear
done?
G
Do
some
work
at
Student
Activities
and
then
have
to
come
right
back
to
fight
snow
removal
for
later
tonight
and
not
wanting
to
be
able
to
make
sure
that
we
are
providing
the
best
environment
for
our
staff
and
not
allowing
those
shifts
to
happen
is
one
of
the
reasons
why
we
were
able
to
still
keep
this
meeting
here,
because
it
wasn't
really
just
about
the
snow
accumulation
alone
too.
So
I
wanted
to
first
kind
of
just
give
a
little
bit
of
that
rationale.
G
So
if
you
have
that
question,
the
only
other
piece
I
have
in
my
update
is
earlier
today
and
even
last
week,
Fargo
Public
Schools
in
West
Fargo
Public
Schools
have
been
working
with
fargocast
public
health
and
other
Healthcare
Providers.
You
may
have
seen
earlier
today.
The
healthcare
providers
within
our
community
did
share
some
information
about
potential
concerns
or
different
things
where
our
community
can
do.
G
Those
are
all
part
of
the
guidance
that
we
follow
from
the
Department
of
Health
and
Fargo
cast
Public
Health
in
our
documents
as
well.
So
just
the
more
that
we
can
do
to
encourage
that
I
would
encourage
anyone
that
has
not
seen
the
press
release
or
to
talk
to
their
medical
providers
about
that
piece
as
well,
because
as
we
continue,
we
definitely
want
to
make
sure
that
we
can
provide
continuing
education,
but
a
significant
period
being
absent
from
school.
G
I
A
A
At
the
November
28th
board
meeting
a
joint
Powers
agreement
was
approved
with
Cass
County
Career
and
Technical
Education
Center
in
August
board
member
Katie
Christensen
was
appointed
to
serve
on
the
C3
tech
board
for
this
coming
school
year
as
her
annual
liaison
assignment
and
with
approval
of
the
jpa.
Fargo
Public
Schools
must
appoint
two
additional
board
members
to
serve
on
the
C3
tech
board.
As
per
the
agreement
there,
so
I
am
recommending
Seth
Holden
and
Nikki
golickson
as
the
additional
board
members
Jim.
C
C
H
A
Yes,
motion
passes.
Thank
you
for
that.
Okay,
on
to
board
reports,
Melissa
you're
joining
us
by
phone.
Would
you
like
to
go
first.
L
Sure
I
can
mine's
very
short.
We
have
just
been
very
heavy
into
committee
work
last
week.
Negotiations
met
and
were
kind
of
really
excited
to
work
with
the
FEA
and
work
with
Administration
and
so
I'm
spending,
most
of
my
non-meting
time
doing
that.
So
that's
really
all
I
have.
M
I
was
able
to
to
do
the
work
that
I
usually
do
to
go
to
ilc,
to
volunteer
there
and
then
also
too
I
was
able
to
do
the
circle
with
the
with
the
student.
It's
like
a
about
like
10
other
students
with
the
with
a
restorative
Justin
Kaylee,
and
we
are
able
to
have
like
10
students
that
we
sit
in
a
circle
and
we're
able
to
talk
about.
M
You
know
like
helping
them
how
to
come
up
with
agenda
or
ideas
for
a
way
for
them
not
to
skip
classes
and
in
the
future,
and
then
also
too
I
was
able
to
attend
other
board
meeting
then
that
we
usually
have
here
and
then
this
coming
Friday
I
would
be
able
to
attend
the
Board
of
Health.
There
are
more,
but
that's,
okay.
Thank
you.
I
On
the
first,
we
had
a
negotiations
committee
meeting
and
I
had
later
on
that
afternoon
in
a
Native,
American
commission
meeting
on
the
8th.
We
also
had
another
negotiations
meeting
and
you
know
I
want
to
just
Echo
Melissa's
sentiment
about
doing
looking
forward
to
doing
the
work
and
looking
forward
to
negotiating
with
the
FEA
I,
also
handed
in
today
my
or
submitted
my
board
column
on
negotiations
and
I
want
to
let
you
know
Kim
that
I
I
use
the
the
Brick
and
the
bridge
quote.
I
But
I
can't
take
credit
for
that,
and
neither
can
you
because
we
got
that
from
Grant,
so
I
made
sure
I
made
sure
in
the
in
the
in
in
the
column
that
I
gave
gave
Grant
credit
for
that
one,
and
then
yesterday,
I
spent
some
time
at
Ben
Franklin
and
visited
with
Kristen
Hanson
and
had
a
really
good
visit
with
the
school.
So
I
hope
everybody
has
a
wonderful
Christmas
while
we're
gone
and
New
Year's.
So
thanks.
B
Thank
you.
The
governmental
Affairs
committee
met
on
December
6th.
We
debriefed
the
legislative
info
session.
We
also
plan
for
the
crossover
info
section
info
session
in
Bismarck.
So
please
save
these
dates.
February
21st
in
the
evening
and
February
22nd.
In
the
morning
we
will
have
a
meeting
with
our
legislators.
There,
West
Fargo,
Public
Schools,
will
join
us
and
I
did
confirm
that
with
their
their
board.
President,
as
rupaki
asked
me
to
do.
B
Melissa
very
kindly
reminds
us
of
the
upcoming
ndsba
brunch
and
learn
because
it's
9
A.M
to
10
a.m,
on
December
21st,
if
you
have
not
registered
for
that,
I
encourage
you
to
do
so.
That
is
prepping
for
the
legislative
session
and
gax
next
meeting
is
January
24th
at
noon.
I
also
attended
the
negotiations
committee
session
and
observed
as
a
member
of
the
public
chamber,
public
policy
committee
met,
and
this
is
not
a
board
assignment,
but
I
think
it's
very
relevant
to
our
work.
B
Legislatively
House
Majority,
Leader
Mike
lafore,
presented
during
that
meeting
and
about
a
dozen
legislators
attended
along
with
other
public
policy
committee
members.
Education
related
discussions
included
classroom
management
and
how
it's
related
to
Behavioral
Health
Services,
which
is,
of
course,
our
number
one
Topic
in
our
legislative
priorities.
So
it's
nice
to
know
that
our
legislators
are
paying
close
attention
to
that,
as
well
as
sros
in
more
schools.
B
He
also
talked
about
the
defined
benefit
for
Andy
purse,
North
Dakota
Public,
Employee,
Retirement
System.
He
assured
us
that
the
state
is
required
to
fulfill
all
currently
promised
benefits,
and
then
these
are
his
words.
Discussion
is
leaning
towards
switching
to
a
defined
contribution
plan
for
employees
that
are
hired
after
January
of
2025.
B
and
then
that
bill
will
be
discussed
in
governmental,
Veterans,
Affairs
committee
and
Austin
shower
is
the
new
lead
for
that
committee
and
then
Fargo's
Community,
Development
Committee.
We
are
striking
out
as
far
as
meeting
we
have
not
met
since
I've
been
assigned.
This
Thursday
meeting
was
canceled
due
to
staff
illness,
so
one
of
these
days
I'm
going
to
get
to
go
to
that
that
that
meeting.
That's.
That
is
all
thank
you.
H
Thank
you.
I
too,
was
at
a
couple
of
negotiation
meetings.
I
did
have
an
opportunity
to
meet
with
our
staff
over
at
Prairie
St
John's
hear
about
their
programming
and
concerns.
H
We
had
a
government
governance
subcommittee
of
the
scec
board
as
we
are
working
through
putting
together
a
new
governance
structure
for
the
organization,
and
we
actually
have
a
board
meeting
scheduled
for
tomorrow
and
last
but
not
least,
I'm
pretty
sure
you
can
still
bring
a
food
basket
down
here
to
the
do
tomorrow
or
go
over
to
Hornbachers
and
for
a
small
some
of
fun.
H
A
small
sum
of
money
get
a
food
basket,
that'll
be
part
of
what
the
district
office
and
the
District
staff
is
doing
to
help
help
families
during
the
holiday
season
so
I'll
be
over
here.
Hopefully,
storm
providing
dropping
off
a
basket
tomorrow
and
I'd
love
to
encourage
the
rest
of
the
public
to
think
about
doing
the
same.
J
You
December
1st
and
8th
I
was
at
the
negotiations
committee
meetings
with
with
others
here,
December
5th
I
attended
PTA
at
the
Eagles
and
was
able
to
meet
several
of
the
families
and
some
of
the
kids,
so
that
was
awesome.
December,
6,
I,
attended
eggs
and
issues.
The
topic
was
Innovative
in
education,
building,
building,
building
tomorrow's
Workforce,
and
it
talked
about
CTE,
talked
about
our
adult
education
program
and
it
talked
about
the
coordination
within
the
computer
in
the
community
with
various
employers
and
the
like.
J
It
was
very
informative
and
really
enjoyed
that
December
7th
I
attended
the
Bennett
staff
meeting
I've
been
spending
a
fair
amount
of
time
at
Bennett.
I.
Think
last
time,
I
reported
on
a
couple
of
events.
This
time
I
actually
got
to
meet
with
staff
and
December
9th
we
had
the
cea
meeting
and
Rob
and
I
am
signed
up
already
for
December
21st.
K
I
also
attended
the
large
amount
of
committee
meetings
that
everyone
else
has
already
listed
off.
I
think
every
single
one
of
my
committee
assignments
met
last
week,
so
it
was
a.
It
was
a
busy
week,
but
it's
name
one
more
fun
thing.
Last
night
I
attended
Longfellow
Elementary's
winter
music
program.
K
It
was
a
truly
packed
house
standing
room,
only
I
think
there
was
maybe
like
30
of
us
standing
and
the
entire
gym
was
filled
with
chairs
and
those
were
all
full
and
I.
Think
that's
partially,
due
to
the
fact
that
they
said
they
had
a
unprecedented
large
number
of
students
who
were
wanting
to
participate
in
the
different
music
activities
this
year,
which
I
think
is
always
a
good
thing.
N
I
would
say:
December
6th,
I,
attended
governmental,
Affairs,
December,
7th
I
visited
with
a
bunch
of
the
teachers
at
Lewis
and
Clark
early
in
the
morning
before
the
school
day
started
on
December
8th
I
went
to
Lewis
and
Clark's
winter
festival
concert,
which
was
also
a
packed
house
and
I
thoroughly
enjoyed
the
kazoo
song
and
then
on
December
9th
I
attended
our
CAE
meeting
and
then
that
evening
I
went
to
The
Improv
show
at
Fargo,
North
High,
so
I
got
to
see
a
lot
of
Fargo
students
performing
last
week
was
really
great.
A
Very
good
love
hearing
all
the
updates
I
have
a
very
brief
president's
report
for
once.
I
actually
don't
know
that
I
have
anything
directly
in
my
school
board
role
other
than
like
committee,
stuff
I've
had
multiple
meetings
with
the
district
and
my
health
officer
and
Community
physician
role,
but
I've
spoken
to
a
few
constituents
about
things
and
I
always
go
to
the
ndsba
brunch
and
learn.
So
thanks
for
that
reminder,
I
didn't
realize
it
was
legislative.
