the

to

decisions

mask
over
his
nose.

testing
protocols

fargo
public
schools

put

those
protocols
are

as

haven't
seen
that
that
has
come
through
the
full
board,

wondering
who
specifically
was
responsible
for

acceptance

this
grant,

allocation
has
been
so
far

these
funds.

been

I

an
email

the
administration
asking
questions
regarding
the
vaccination
clinic,
that's
coming
in
our
school
system,
and
I
specifically
ask:
how
are
the
new
americans,
who
have
language
barrier
and
reading
barrier?
How
are
they
getting
to
understand
what
is
going
to
be
taking
place
and
how
do
they
understand?

my
question
is:
do
I
need
to
start
asking
fellow
kids
public
health
for
every
question
that
relates
to
our
school,
our
children
within
our
school
district?
Because,
if
that's
the
case
and
then
I
need
that
clearly
so
that
way,
I
can
start
asking
any
question
and
decisions
that
are
getting
made
inside
the
school
system
by
fargo
public
cast.
I
can
start
asking
them
instead
of
asking
our
school
administration,
so
that
really
concerns
me
when
I
receive
that
kind
of
vague
response,
because
a
lot
of
those
families
don't
know
how
to
read.

families
in
our
office
to
fill
our
papers
for
jobs
for
a
lot
of
stuff
they
need.
They
cannot
read,
but
yet
you're
sending
an
application
at
home
and
expect
them
to
sign
a
form
to
consent
for
their
children
to
receive
a
vaccination
that
they
have
no
idea,
probably
what
they're
signing
so
that
really
I
would
like
to
have.
I
want
to
see
the
process
and
how
that's
getting
communicated.

in
a

the
school

talked
to
administration
and
they
tried
to
explain

me.

What's
going
on
with
the
foundation,
I'm
going

jump,
I

you

page

which
gives

kind
of
the
impacts
at
a
glance
for
the
year.

We'll
talk
about
grants,
scholarships
and
critical
needs
a
little
further
in
the
report.
I
just
wanted
to
point
out
the
last
one:
special
projects
and
donor
designated
funds.
Just
to
tell
you
what
that
means.
I
What
that
really
is
when,
when
donors
give
us
specific
funds
for
programs
and
and
projects
at
schools,
we
pass
those
on
through
to
the
school,
as
well
as
helping
out
trollwood
as
the
nonprofit
arm
for
them
and
then
another
good
example.
There
is
the,
for
example,
the
davies
turf
fund
were
able
to
help
them
out
and
help
them.
So
that's
kind
of
what
that
pot
makes
up
jumping
over
the
next
page.
We
have
a
more
detailed
snapshot
of
innovative
ed,
music
and
literacy
grants.
I
You
can
see
that
language,
arts
and
literacy-
that's
usually
the
largest
one
due
to
eleanor
lang
law
grant,
which
is
our
biggest
pot
of
money
that
we
distribute
out.
As
far
as
grants
go
this
current
school
year.
This
past
october,
we
awarded
nine
innovative,
ed
and
music
grants
totaling
ten
thousand
four
hundred
ninety
seven
dollars
and
are
currently
right.
Now,
there's
two
grant
rounds
open
the
february
innovative
ed
grant,
which
is
due
february
first
and
the
eleanor
lang
law.
Literacy
grant
application
is
open
until
march
31st.
I
Those
grants
will
be
distributed
for
the
2022-23
school
year.
This
thursday,
if
you're
going
to
be
at
the
state
of
the
schools,
event
we're
going
to
be
in
the
south
commons,
and
we
will
have
showcasing
some
of
the
grants
and
programs
that
we
help
support.
I
So
if
you're
there
come
on
over
and
we'll
have
some
fun
stuff
out
for
you
to
look
at
the
next
couple
pages
show
what
scholarships
were
distributed
in
2021
to
all
four
high
schools
as
well
as
as
we
we
gave
out
111
000
in
scholarships
for
students
at
fargo
public
schools.
I
This
year
we
made
a
few
graphs
which
is
kind
of
boring,
but
we
found
it
pretty
interesting
kind
of
how
the
first
graph
shows
how
scholarships
are
distributed
via
school.
The
second
one
is
the
post-secondary
institution
that
they
went
to,
and
you
can
see
that
four-year
is
far
and
away
the
largest
for
for
this
year.
I
Academic
gets
skewed
pretty
greatly
because
of
dollars
for
scholars,
so
that
one
is
is
skewed
based
on
that,
and
then
we
looked
at
attendance
by
state
and
you
can
see
as
well
that
minnesota
and
north
dakota
kind
of
win
that
battle
too.
We
also
operate
the
fargo
area
dollars
for
scholars
program.
We
were
able
to
give
out
55
000
scholarships
this
past
year.

I
I
should
also
point
out
the
employee
campaign
has
been
a
huge
success,
the
last
two
years
and
a
lot
of
those
funds
you'll
see
in
this
graph
and
we're
just
so
grateful
for
for
all
the
things
that
fargo
public
schools
teachers
staff
do
for
for
the
kids
and
families
in
our
district.
I
think
we're
pretty
blessed
to
have
that
happening.
I
Another
thing
I
should
point
out
with
critical
needs
funds
and
with
grant
dollars.
That's
a
lot
of
money
flowing
from
us
to
the
district
and
I'd
be
remiss.
If
I
didn't
thank
jackie
and
her
team,
they
really
get
those
funds
out
quickly
and
easily.
So
it
really
gives
us
a
good
story
to
tell
donors
to
say
your
funds
are
coming
right
to
us
and
making
an
immediate
impact.

really
just
me
telling

corey
did
last
year.
She
helped
with
11
reunions.
I
She
also
created
published
three
alumni
newsletters
and
is
currently
currently
working
with
four
more
so
we
just
think
an
investment
into
our
alumni
is
really
going
to
make
an
impact
in
the
growth
of
the
foundation.
So
we're
grateful
for
that
opportunity
adopt
a
school
partners,
the
pandemic's
limited
somewhat,
but
we've
kept
in
contact
and
it's
growing
and
we
have
21
partners
we're
happy
to
say
that
the
district
office
is
a
partner
with
her
with
their
neighbor
hawthorne
they've
already
done
some
fun
things
with
them.
I
They've
helped
with
winter
weather
year,
drive
and
helped
with
some
volunteer
opportunities.
So
that's
that's
been
fun.
Recently,
heat
transfer
warehouse,
which
has
been
a
really
significant
partner,
was
honored
with
the
2021
corporate
leader
in
philanthropy
award
from
the
association
of
fundraising
professionals.
I
So
we
were
so
happy
that
they
were
nominated
and
received
that
because
their
impact,
not
only
at
mckinley
with
with
their
time
and
their
talent,
their
treasure,
but
they're,
also
helping
across
the
district
with
a
variety
of
things.
So
we're
just
really
grateful
for
those
kinds
of
relationships
and
the
connection
it
has
for
kids.

Another
example
you
can
see
is
kind
of
how
the
reverse
of
the
adopt-a-school
program
works.
Where
businesses
families
organizations
come
in
and
help
schools,
but
students
also
reach
out
and
help
those
businesses,
and
they
were
just
giving
a
gifts
of
thanksgiving
for
essential
workers
over
at
essentia,
which
is
one
of
the
adopted
school
partners
for
ed
claps.
So
that's
just
a
great
great
example
of
how
I
think
important.
That
program
is
connecting
adults
and
children
and
and
seeing
those
other
caring
adults
in
their
lives.
I
This
past
fall.
We
did
what
we
called
a
game
day
on
event,
and
you
may
have
received
that
in
the
mail
we
sent
out
a
concession
stand
theme
with
some
popcorn
and
it
was
a
little
kitschy,
but
it
was
fun.
We
had
a
good
time
doing
it.
We
had
we,
we
had
fun
sending
it
out
and
within
that
we
also
had
you
know,
watch
this
video,
so
I'm
going
to
play
that
to
end
it
because
it's
I
am
not
as
boring
as
me.

just

with

scholarships

really
given
me
the
chance

really
grow
my
academic
interests
and
also
allowed
me
to
see
who
I
really
want

be

I
move

professional

commitments

recently
was
just
as
we
approach
giving
heart
stay
and
just
letting
our
community
know,
though
there
is
the
opportunity
to
to
encumber
certain
funds
and
donations
for
specific
projects.

general
donation
is
also
always
welcome
for
the
fps
foundation.
Corey

becky
do
a
phenomenal
job
of
running
and
administering
the
foundation.
In
fact,
they
are
also
helping
out
with
the
development
of
foundations
for
other
school
districts

often

go-to
resource,
but
you
know
sometimes
the
challenge
with
targeted
funds
is
that
it
doesn't
allow
for
the
administration
to
be
able
to
continue
at
the
high
level
that
they
do
as
well.

behalf

foundation,
one

commitments
that
we
made
is
that
we
were
going
to
try
to
promote
the
opportunity
for
individuals,
although
they
can
continue

either
donate
towards
specific
programs,
but
also
make

for
to
help
cover
the
administrative
costs.

have

existed
on

and

north
high
school
has
never
had

track
and
ben
franklin
middle
school
that
feeds
into
north
high
school
has
never
had

green

have
to
walk
down
to
roosevelt

ndsu's
track
because
they've
been
generous
enough
to
do
that.
What's
happened
recently
is
that
ndsu
is
now
going
to
be
rebuilding
and
upgrading
their
track
facilities,

they
have
given
us
advanced
notice

of
their
new
upgraded
facilities.

outside
use
of
their
facilities
as

so

will

longer

opportunity

education
services

federal
requirement
of
the
district.

reason

conversation

prior
to
the
year

started
as
superintendent
came
to
the
task
force
is
because
what
was
happening
at
that
time
is
we
had
a
certain
amount
of
rooms
at

agassi
building
that
were
being
utilized

childhood

education
services,

with
a
partnering
organization.
That
was
also
utilizing
some
of
those
rooms
to
provide
that
access
to
non-disabled
peers
as
a
program
continued
to
grew,
we
needed
more
rooms.
So
then
we
were
utilizing
some
different
school
buildings.

centennial
at
one
point
in
time
and
then
a
couple
of
other
schools
as
well
with
the
growth
in
our
student
population.

started
utilizing
those
classrooms
as
well.
So
the
conversation
then
at
the
task
force
was
this
is
going

continual
need,
we'll
have
child
sign
child
find
services
that
impact
the
city
of
fargo.
So
we
really
should
look
at
three
different
locations
in
north
central
south.

done
with

understanding
that
the
access
to
non-disabled
peers
would
be

is

location

are

shortage
across
the

teachers

just
going
to

something
that
we're

investing
in
teachers
in
our
human
capital
is

priorities

regardless

physical
space

terms

using
our
current
existing
facilities,

of
the
things

learned
is
that
for
a
conducive
environment
for
our
special
education
students,
our
early
childhood
special
education
students

needs.

we
looked
at
the
reason
we
weren't
able
to
just
do
a
traditional
classroom
edition
at
longfellow
and
had
to
have
some
specifics
is
because
there
are
early
childhood
special
education
or
early
childhood
requirements.

sizes

students

restrooms
in
the
classroom
there
are
just
different
needs
as
well,
so
it's
not
that
just
all
the
facilities

we
have

k-12

easily
be
translated,
but
there
might
be
some

usage

interim

have
done

past

in

there

process
of
just
our
maintenance

deferred

we've

utilized

piece

a
looking
at
our
building
fund.
What
we
can
afford,
looking
at

bonding
capacity

significant
projects

pretty
large

scope,

bring

board
as
well,
and
we
have

is
a
little
bit
of
a
merger
of
both
we,
the
hawthorne
conversation
and
the
north
high
track
would
qualify
as
those
larger
projects

we
always

those
conversations
with
the

normally
would
not
have
had
maybe

level

conversation
around
these
other
two
projects.

when
we

availability
of
esser
funds,

recognize
okay

south
high
hvac

almost

percent
of
our
orders,

be
a

look
at
bonding.

we
know
that
that's
a

options
moving

were
to
say
just
move
forward
with
hawthorne
ecsc

other

projects
would

back
to
the
previous

reason

said
that

okay,
there's
multiple
reasons
why
I
had
said
that
it

okay

administration
to
have
combined

two
investigations,
because

first

foremost,
we
use
the
more

process,
two
that
was
communicated
at
that
time
and
then
third,
the
interpretation
that's
being
presented,

at
least
that
was
challenged.

complaint
came
to
level
three,

said
that,

the
policy
procedure,

appropriate
individual

supervisor.

and

biggest
change.

of

monday
january
17th,
the
district
will
be
transitioning
to
using
masking
or
strongly
recommending
masking
for
mitigation
strategies,
but
no
longer
requiring
it,
based
on
the
updated
guidance
that
updated
guidance
like
I've
shared

you
at
the
august
10th
meeting,
it's
never
talking
just
about
masking
and
isolation,
so
that's
also
impacts,
quarantine
and
exclusionary
practices
of
the
district.
We
will
no
longer
be
identifying
close
contacts.
That
is
what
that
means
is
that
conducting
the
work
to
identify
who's
been
within
a
positive
case
within
six
feet
for
15
cumulative
minutes
or
more.

schools
town
hall
yesterday
and

shared

almost
exact
comments,
I'm
going

say
so.
I
just
thought
I'd
like
to
share
them
here
as
well.
So,
first
of
all
you
know
we
are
highly
aware
of
the
omicron
variant
and
we
are.
We
realize
that
the
timing
and
the
optics
of
making
a
mitigation
change
like
this
is
is
unfortunate,
but
that
doesn't
change
the
reasoning
behind.

Why
we're
doing
it,
and
so
my
hope,
is
to
have
just
full
transparency
and
how
these
decisions
are
made
tonight,
and
I
shared
this
with
again
the
staff
yesterday.
So
first
and
foremost,
fargo
cast
public
health
believes
that
mass
are
highly
effective.
We
still
do
and
we
are
still
strongly
encouraging
mass
use
to
both
the
general
public
and
k
through
12
when
in
indoor
crowded
spaces,
so
that
sentiment
has
not
changed.

But
you
know
the
cdc
guidelines
are
national
level,
broad
recommendations
on
an
array
of
things,
not
just
covid
that
are
meant
to
be
implemented
locally
by
state
health
departments
and
by
local
public
health
agencies
throughout
the
pandemic.
Local
agencies
have
done
the
best
they
can
with
the
information
currently
available
and
with
the
resources
they
have
in
their
community
here
locally
fargo
cass,
public
health
utilizes
many
partners
to
make
our
decisions,
including
a
physician
advisory
group
that
has
seven
local
physicians.

of
them
are
infectious
disease
and
we
meet
regularly
to
help
pour
over
these
guidelines,
pour
over
the
data
and
really
decide
how
to
adopt
the
guidelines
locally.

can
tell
you
no
community
or
school
district.

mean
perhaps
very
few
are
following
cdc
guidelines
to
a
t
that
would
be
incredibly
challenging.

example,
a
cdc
guideline
is
that
we
are
supposed
to
be
screening
and
testing
all
of
the
students
and
staff
weekly
fargo
public
schools
has
never
done
that,
and
we
don't
have
the
capacity
to
do
that.
So
there
are
others.

know

keep
getting
emails
saying.
Why
aren't
we
following
cdc
guidelines?

just
not
how
it
works.
The
cdc
guidelines
are
really
presuming
that
you
have
community
support
and
that
the
rest
of
your
community
is
masking
and
then
that's
followed
in
schools.
It's
just
it's
illogical
for
students
and
staff
to
wear
cloth,
masks,
sometimes
partially
or
incorrectly,
for
six
or
seven
hours
a
day
and
then
take
them
off
in
the
rest
of
the
community,
such
as
at
extracurricular
activities,
buys
and
games
or
the
grocery
store
concerned.
Citizens
should
really
be
appealing
to
state,
or
you
know,
city
level,
leaders
rather
than
just
one
school
district.

obligated

let

know
about
that
conversation
as

So

did
inquire
about
the
mobile
vaccination
clinics

schools
during

the
public
health
meeting
board
meeting
and
desi.
The
director
answered
that
firocast
public
health
received
a
grant
from
the
north
dakota
department
of
health
to
offer
the
program
and
that
firewall
cass
public
health
contracted
family
health
care
to
staff
it
the
vehicles
due
to
their
own
staff
shortages.

went
on
to
follow
up
and
say
that
that
out
there
in
the
month
of
october,
there
were
173
vaccinations
administered
and
three
of
those
were
coveted.
So
I
I
just
don't
want
this
to
be
perceived
by
the
community,
that
this
is
solely
a
coveted
vaccination
unit.
The
grant
was
for
to
enable
vaccinations
to
be
administered
whether
they
are
required
or
recommended,
so
the
vast
number
of
them
were
either
required
or
recommended,
but
did
not
include
covet,
and
I
think
it
was.

just
want
to
keep
that
in
perspective,

tried
