report
section

we

a
few
reports
this
evening.
The
first
item
is
a
salary
commission
report.
It's
memo
107,
and
that
is
a
report
that
is
coming
to
us
as
a
result
of
a
memorandum
of
understanding
between
the
fargo
education
association
and
the
board
during
negotiations,
the
individuals
assigned
to
present
the
report
are
seth,
holden,
brian,
nelson
and
kim
rieger.
I
see
brian
is
not
here
this
evening.
I'm
not
sure.
Is

That's

the

I'll
go
ahead
and
if
kim
wants
to
elaborate-
and
if
anybody
wants
to
ask
any
questions,
this
report
in
front
of
you
is
the
result
of
our
mou
and
the
work
that
the
commission
did.
I'm
not
gonna
read
everything
verbatim
since
the
report's
all
in
front
of
you,
I'm
just
gonna
kind
of
highlight
a
couple
of
the
key
points
that
we
that
we
that
we
came
up
with.

First,
we
kind
of
shifted
directions
a
little
bit
because
we
basically
kind
of
agreed
that
we
didn't
want
to
necessarily
throw
our
current
matrix
in
the
garbage
and
and
reinvent
the
wheel.
We
thought
that
the
best
way
forward
was
to
fix
the
matrix
over
time
to
best
suit
the
needs
of
the
district
and
the
needs
of
the
teachers.
At
the
same
time,
and
with
that,
we
obviously
identified
the
the
the
price
tag
for
just
the
clock.

Because
that
was
one
of
the
key
principles
that
we
identified
is
that,
above
anything
else,
we
always
want
to
be
able
to
honor
those
step
and
lane
movements
was
was
what
we,
what
we
determined
some
of
the
things
that
we
also
determined,
as,
as
you
know,
roadblocks,
obviously
in
that
and
in
any
other
negotiated
pieces
within
within
the
within
the
contract
and
the
and
the
pay
pay
matrix
was
that,
obviously
we
know
that
at
times
we
will
be
faced
with
with
financial
challenges
as
a
district,
and
a
lot
of
that
does
most
of
it
obviously
lies
with
with
our
funding
from
the
state.

as
a
couple
of
remedies
that
we
that
we
identified
was
that
we
should
definitely
be
working
as
a
united
front
between
the
district,
the
fea
north,
dakota,
united
any
and
any
other
interested
parties,
I
mean
the
the
public.
Is
you
know
we're
it's
a
it's
public
education,
so
the
entire
public
is
welcome
to
to
join
forces
when
it
comes
to
lobbying
the
legislature
for
the
funding
that
we
need.
We
think
that's
just
important.
You
know
I
I
kind
of
described
it
to
kim
in
our
meeting.

Another
thing
that
that
came
up
too
was
the
idea
of
transparency
and
and
and
we
were
the
commissions
recommending
that
that
we
have
a
basically
a
financial
transparency
meeting
with
with
jackie
and
and
the
negotiations
team,
from
both
the
fea
and
the
and
the
board,
so
that
we
know
where
we're
at
financially
kind
of
before
going
into
into
negotiations.
So
those
are
kind
of
the
key
points
and
I,
like
I
said
the
reports
in
front
of
you,
everybody
can
can
read
through
and
I'll.

did
a
really
nice
job
summarizing
and
just
to
point
out
that
that
2
million
was
just
to
cover
the
matrix
that
doesn't
include
adding
any
money
into
the
matrix
to
trickle
down,
so
that
our
hope
was,
as
that
commission,
that
we
would
budget
that
two
million.
And
then
any
additional
new
money
from
legislature
could
be
used
to
recruit
and
retain
our
current
staff.

conversations

dialogue,

commission
worked
really
well
with
all
the
members

we
had.

really
good
conversations

our
group
really
felt
that
the
educators
on
the
matrix
then
can
plan
for
their
future
because
they
can
see
where
you
will
be
on
year.
Nine,
if
you
get
this
education
attainment
and
you
can
plan
for
your
future,

to
pay
for
if
you
want
more
education,
it's
just
a
really
good
planning
and
it
it.
It
really
does
work
and,
I
would
say,
the
people
that
are
currently
in
it
understand
that
they've
paid
their
dues
to
move
through.

because
during
my
tenure
on
the
board,
I
feel
like
during
negotiations,
the
one
common
theme
between
the
two
parties
has
been
that
the
matrix
system
will.
Inevitably
it
is
not
sustainable
over
long
term
over
time,
and
so
I'd
like
you
to
share
what
that
discussion
sounded
like
and
then
also
what
other
models
might
have
been
looked
at
in
this
discussion.

can
answer
that,
so
one
of
the
things
that
we
decided
kind
of
right
off,
the
bat
is
that
we
did
want
to
keep
it,
and
so
not
a
lot
of
models
were
were
looked
at
because
of
that
fact
that
we
all
agreed
that
we
wanted
to
that.
We
wanted
to
to
fix
this
and
to
get
it
sustainable.

We
looked
at
the
history
of
the
matrix
and
how
it
changed
over
time,
and
we
kind
of
identified
the
fact
that
it
took
a
long
time
to
get
it
to
be
at
the
point
that
it's
kind
of
unsustainable
and
that
it
might
take
some
time
to
get
it
back,
sustainable,
so
kind
of
a
frog
in
the
boiling
water
approach.
If
you
will,
rather
than
than
you
know,
just
a
huge
shock.

So
if
I
could
clarify
what
you're
saying
seth,
so
basically
we
want
to
keep
it
status
quo
now
and
and
still
have
this
conversation
about
what
does
the
future
look
like
in
terms
of
change
so
that
it
is
a
sustainable
model?
So
do
we
have

timeline
on
that
or
are
we
going
to
just
leave
it
at
you
know
back
to
the
negotiations
table
every
time
we're
at
negotiations
we're
going
to
have
the
same
conversation
around.
How
can
we
make
this?
Actually,
you

a
sustainable
model
for
our
staff.

that
was
kind
of
the
tricky
thing
with
the
commission
too,
and
we
ran
into
this
too,
where
once
we
started
to
dive
in
and
maybe
start
wading
in
that
water
of
of
of
looking
at
the
fixes
we
started
to
feel
like
we
were
negotiating
and
we
didn't
want
to
use
the
commission
as
a
negotiations
table.
We
wanted
to
just
identify
what
we
thought
would
work
and
how
we
get
there,
and
not
necessarily
because
there
was
times
where
we
kind
of
had
to
stop
and
pull
back
and
say
we're
kind
of
negotiating
right.

I
would
agree
with
that
too,
and
I
think
you
know
how
I
said.
We
looked
at
the
history
of
it
and
and
identified
that
it
took
a
long
time,
but
I
think
now
that
we're
that
both
the
negotiations
team
or
at
least
two
members
of
the
board
and
and
and
the
and
the
fea
recognize
that
we
do
have
to
do
some
fixes.
I
don't
think
it
will
take
as
long
to
get
to
this
to
where
we
want
to
be,
as
it
did
to
get
where
we're
at
right.
Now,
at
least
that's
our
hope.

question
I
have
is
what,
if
this
commission
had
not
been
formed,
would
this
same
conversation
need
to
have
been
happening
at
negotiations,
and
if
so
I
mean
what
kind
of
what's
the
value
or
what
might
the
the
group
have
felt
like
the
value
is
in
having
this
commission
and
the
work
and
the
discussion
during
this
commission
versus
having
it
at
you
know
some
of
the
the
meetings
during
negotiations
and
and
taking
up
those
some
of
those
meetings
like
in
essence,
does
it
matter
that
we
had
the
commission?
That's
what
I'm
trying
to
get
to.

do
feel
that
we
did
have
some
positives
come
out
of
this.
I
don't
feel
we
would
need
an
mou
every
time,
but
I
do
feel
that
we
accomplished
some
things
and
it
was
very
assuring,
I
think,
for
the
fea
members
to
say
we
want
to
work
and
make
that
matrix
the
best
we
can
and
that
it's
workable
versus
moving
to
a
different
plan.

would
take
a
lot
for
them
to
jump
into
and
know
what
to
plan
for
their
future.

whatnot

our
communications
team

last
year.
So

share

that
you
will

is
included
in
rsi
5,
which
is
in
our
strategic
plan,
and
their
monitoring
schedule
puts
this
annual
report
at
this
meeting.
So
this
is
the
annual
time
where
you
get
to
hear
a
little
bit
from
me
and
our
communications
team.
We
have
a
small
but
mighty
team.
As
I
usually
say
to
you
all.
We
have
four
members
of
a
team
that
works
on
communications.

Here
we
had
a
new
member
join
us
in
the
last
year,
since
I
last
reported
to
you,
adam
watts
is
now
our
communications
specialist
and
he
joined
us
in
october
of
this
of
21.
tonight.
I
just
want
to
talk
a
little
bit
about
the
items
in
our
operational
plan
that
are
attributed
to
the
communications
team.
One
of
the
items
we
partnered
with
the
human
resources
department
on
our
transition
over
to
health
partners
for
our
health
insurance.

We
worked
late
summer
and
all
of
fall
to
communicate
to
our
staff
members
about
that
change
over.
As
you
know
that
happened
on
january
1,
so
we
were
working
to
get
information
about
that
change
over
to
our
employees,
so
they
were
aware
and
knew
what
was
coming,
even
though
that
changeover
happened
on
january
1,
we're
still
providing
them
information
in
little
bits
and
getting
them
information
in
our
newsletter
and
on
our
employee
portal.

We
are
in
the
midst
of
doing
that
redesign
now
getting
that
settled
and
then
once
that's
established,
it
will
move
into
the
development
phase
with
blackboard
that
will
that
phase
will
take
longer.
But
we
are
hopeful
that
that
phase
won't
take
too

long
they're
a
little
bit
backed
up
they've
shared
with
us,
but
we're
hopeful
that
that
relaunch
will
happen
in
the
summer,
hopefully
july,
maybe
august,

the

we're
excited
about
that.

we

wanted

been

team,
the
difference
between
a
communications
team
and
like
a
pr
team
and
a
variety
of
districts
have
different.
Some
have
pr
teams,
some
have
communication
teams.

have
maybe
a
hybrid
of
both.

depends
on
your
output
right
and
what
you
have
the
time
to
do
the
budget
to

do
think
we
leverage
the
budget
that
we
have
well
for
what
we
can
get
out
there.

always
room
to
grow.
It
always
depends
upon
again
amount
of
people
amount

really
work
towards
sharing
the
information
that
the

our
schools.

happening

looks

different
than
when
I
went
to
school

you
all
went
to
school,
and
we
really
tried
to
showcase
that
what's
happening
in
our
schools.

works

students

doing

teachers,

that
every
school
district's

little
bit
different?
Even
our
neighboring
districts
have
a
little
bit
of
different
philosophy
of
their
communications
departments
and
what
they
share

share

everybody's

little
bit

we

able

harness

individual
abilities
to
do
more

year
we
haven't
been
able
to

We're
working
towards
that
again,

goals

a
team

some
things
that
you're
thinking
we'd
like
us

focus

kind
of
which
way

sometimes
it's

confusing
line

the
difference?

two

that
is
something
that
I
look

us

grow

mind

we've

fearful

conversations
about
what's
represented
in
our
schools,
it's
hard

quantify

experiences

feel
like
we're
in

defensive
end
of
correcting
information,

it's
misinformation,
disinformation
or
just
a
small
perspective
versus
what's
happening
to
the
majority,
and

think
that
just
goes
back
to,
I
would
say,
our
staff
opener
of
2018.
You
know
where
the

The
best
people
to
tell
our
story
are
best
people
too.
So
I
think
it's
you're
always
going
to
have
this
delicate
balance
of
measuring
what
engagement
looks
like
what
satisfaction
looks
like
and
whether
that's
communicated
or
not,
or
the
lack
thereof,.

a
couple

think
that
our
district
does
a
really
good
job
of
communicating
to
parents
and
the
public
and
stuff.

there
discussion
about
enhancing
our
communication
directly
to
students,
because

just

you-

our
social
media
presence
and
I
don't
as
the
parent
of
teenagers,
my
kids
aren't
on
twitter,
facebook
and
linkedin
they're
on
other
things,
so
I'm
just
curious
is
that
come
up
or
an
effort?
The
district
is
interested
in.

think
the
what's
interesting
about
that
is
we'd
want
to
talk
more
about
specific
role
is
that
is
that
the
school's
role
or
district
right,
because
there's

lot
of
things
that
happen
at
the
district
level
as
far
as
communication,
but
then
also
a
lot
that
happens
at
the
school
level.
So
I'd
love
to
talk
more
about
that
with
you

figure
out

you
thinking?
Where

we
going

we'd
have
to
strategize

about
that
specifically.

communications
plans
that

More

kindergarten
registration
is
where
we've
done
billboards
to
really
get
that
general
communication
out
to
or
out

the
general
community

it's

register

kindergarten.

the

the

have

to

or

mobile

the
state
of
schools
address

that

There
make
people
know

we
share
out
our
annual

we're
starting

dabble
more
in
the
paid

advertising
on
social
media,
specifically
for
specific
positions,
we're
hiring
for
things
of
that
nature.

lot

paid
for
advertising.

specifically
registration.

all

own

they're,
also
we're
working
with
ecsc
to
establish
a
full
school
site
on
our
website
right
now
they
just
have
more

web

they'll
have
a
school
site
that
looks
like
any

our
other
comprehensive
schools
that
will
launch,
probably
in
june.

we
are

terms

hearing

school
district

communicating
it's
not
that
there
aren't
more
than
four
people
involved
in
that,
but
at
the
high
level,

professionals
involved
in
that
and
that's
a
tremendous
amount
of
work
and
thank
you
so
much-
and
I
am
open
to
the
conversation
at
some
point
down
the
road
about
additional
needs
that
your
team
will
have,

open

because
I
I
know
that
the
work
that
you
do
is
extremely
important
and
and
and
helps
to
provide
answers
for
our
community
and
build
it
better
understanding
of
the
work
and
the
challenges
that
the
school
district
has.

that,
I

almost
daily
conversations
with
the
superintendent.
The
director
of
human
resources
and
the
business
manager,
and
while
my
goal
is
always
going
to
be
to
limit
the
likelihood
of
litigation
litigation
does
occur
and
in
the
event
that
that
does
occur.
That
would
be
something
that
I
would
contract
with
outside
counsel,
to
ensure
that
the
district's
best
interests
are
represented
and
then,
as
a
liaison
to
outside
counsel.

way,
we
can
manage
them,
ensure
we
and
ensure
we
reduce
risk.
Another
thing
that
we're
doing
is
that
doug
and
I
are
collaborating
with
tamara
on
the
title
ix
coordinator,
to
essentially
review
our
process
for
conducting
investigations
and
as
part
of
that
review.
What
we're
looking
at
doing
is
providing
all
of
our
administrators
and
then
the
individuals
who
essentially
go
forward
and
do
our
investigations
the
ability
to
go
through
training
and
that
training
will
provide
them
guidance
on
what
an
investigation
looks
like
what
your
role
is
as
the
investigator,
how
to
write
a
report.

next
thing
that
we
will
probably
be
doing
this
summer
is,
as
we
go
through
our
yearly
policy
administration.
We
will
also
go
through
that
process
and
we
will
continue
to
look
at
our
policies
to
make
sure
that
they're
in
compliance
with

law,
while
still
maintaining
the
needs
that
we
need
to
perform
as
a
district.

You
know,
attorneys
are
scary
people
right
away,
but
as
we
go
forward
and
we
make
relationships
and
we
build
relationships
and
a
lot
of
the
employees
are
much
more
likely
to
reach
out,
and
so
that's
been
a
process
of
developing
those
relationships
and
making
sure
that
they
feel
comfortable
and
that
they
know
they
have
the
ability
to
reach
out
if
they
have
questions
or
concerns,
and
that
way
we

but
given
your
ability
to
be
proactive
in

reducing

obviously

haven't
been
here

long,

can
you
kind

attest

fact

district
in
the
long
run
will
be
saving
a
great
deal
of
money
on
legal
services
by
having
someone
that's
being
proactive
and
reducing
risk.

say

work
that
jackie

I
have
done
on
the
contracts
to
remove
clauses
that
cause
us.

know
that

hey
we'll,
indentify
you,
if
anything,
bad

pay

it.
Our
work
alone
to
remove
those
clauses
has
saved
us
hundreds
of
thousands
of
dollars.

bargaining

that
will

had
our
fea
election
of
new
officers,

new

I
was
supposed

attend
the
ndsba
lunch
and
learn
on
long-term
planning.
There
was
some
technical
difficulties
so
sort
of
in

out
of
that
one,
but
I
did

share

couple
of
fun
pieces
of
news.
I
was
elected
to
a
national
committee
on
the
american
academy
of
pediatrics
starting
july
1st.

all
schools
across

nation.
I'll
also
serve
two
years
as
the
policy
co-chair
for
the
council.
The
co-chair
worked
to
author
policy
statements
and
support
relationships
with
other
aap
councils,
so
I'm
really
humbled
and
very
excited
for
this
opportunity
and
just
wanted
to
share
it
with
you
guys
and
then
another
fun
thing.
I
was
attended
the
wywca
women
of
the
year
ceremony
last
night
and
one
of
our
very
own
fps
students,
zoe
bundy,
who
attends
davey
high
school.

recognized
and
actually
won
woman
of
the
year
in
the
young
woman
and
of
today
and
tomorrow
category
she
delivered
a
really
beautiful
speech.
It
was
really
inspiring
to
hear
the
work
she's
doing
so
thanks
zoe

community
and
for
representing
our
district.

the

dakota
representative
of
that
so

hundreds

members.

attended
the
indian
educational
annual
public
hearing.
That's

mouthful,

it
was
absolutely
fabulous
all

things
that
I
learned

about

different
tribes
about
the
numbers
of
students
within
our
district
and
west
fargo.

was
a
combination
of
fargo
and
west
fargo.

listen

white
present
and
he
jumped
on.
They
turned
it

and
he

enjoyable,

thursday
I
attended
the
fps
foundation
meeting
last
wednesday.

they're

changes
as
they

annually

their
board
members
and

work

they

overall,
an
excellent
meeting.

also
received
a
call
from
beth
olson

jefferson,

liaison
schools
to
attend
a
fun
event
that
they
have
coming
up
on
may
6th.

I
was
excited
to
visit
with
her
and
I
will
be
planning
to
attend
that.

have

a

native
american
commission
meetings
that
have
been
postponed
and
so
the
the
next
meeting

coming

I
too
did
attend.
It
was
the
noon
meeting
that
I
attended
for
the
indian,
ed
public
hearing
and
just
kudos
that

recognize

it
was,
it

really
full
of
a
lot
of
information.
I
think
that
those
of
us
on
the
board
need
to
know

individuals
that
anyone
really
within

district
and
the
community,
it's
really
valuable
information
in
terms
of
some
of
the
challenges
that
are
in
front
of
the
indian
ed
group
and
also
the
roles
and
responsibilities
that
that
group
has
to
help
support
the
education
that
our
that
our
indian
native
american
children
have
in
our
community.

know
that's
a
hearing
that
is
required
that
that
group
hold
so
I've
been
attending
that
for
at
least
the
past
couple
of
years
and
feel
necessary
to
do
that,
also
as
being
on
the
native
american
commission.
