Description
Fargo Public Schools - Board of Education Meeting - Live Broadcast - February 28, 2023
A
B
A
Opposed
motion
passes
we'll
move
on
to
the
recognition
of
audience
portion
of
our
agenda.
At
this
time
the
board
will
hear
comments
from
the
public.
We
ask
that
each
speaker
who
has
signed
up
to
address
the
board
State
their
name
and
home
school
district
for
the
record
speakers-
must
refrain
from
using
this
form
to
criticize
or
complain
about
a
specific
employee
or
student
by
name.
Vulgar
or
profane
language
will
not
be
tolerated.
The
board
is
interested
in
your
comments
and
will
listen
carefully,
but
is
not
obligated
to
respond
to
or
debate
issues
in
this
forum.
A
This
evening
each
speaker
will
be
allotted
a
maximum
of
five
minutes
upon
conclusion
of
the
allotted
time.
A
time
will
sound
and
the
speaker
is
asked
to
conclude,
if
necessary.
A
final
time
will
sound
15
seconds
later,
signifying
the
end
of
the
speaker's
time
at
the
podium.
We
have
two
speakers
this
evening
and
I
will
now
call
our
first
speaker
to
the
podium
Devin
stachinski
welcome
Devin.
C
Thank
you,
Devin
stachinski,
HMR
I
hope
you
all
had
a
nice
Valentine's
Day
me
and
my
wife
did
just
a
couple
things
tonight.
Memo
87,
which
you
get
to
in
your
consent
agenda
for
the
bsrs.
C
C
C
Now
I
like
what
you
said
here
about
about
trying
to
get
the
superintendent
to
earn
people's
trust
and
increase
in
communication,
it's
true,
you're
you're
spot
on
so
at
least
two
of
you
desire,
Improvement.
C
And
now
on
to
memo,
88.
superintendent,
evaluation,
I,
will
say
I'm
happy.
Some
of
you
are
finally
talking
about
student
metrics,
as
noted
in
the
weaknesses
listed
in
the
evaluation,
although
I
will
say
based
on
ndsa
and
your
own
numbers,
your
your
underserving,
more
than
just
what's
listed
in
the
weaknesses
location.
C
C
C
C
D
Before
you
start
my
time
what
you
say
at
the
beginning,
before
the
public
comes
up
or
whatever
like
about
the
state,
your
name
and
all
that
stuff
doesn't
say
the
same
thing
here
on
the
on
the
infograph
that
you
put
up
online
for
the
streaming
or
for
what
we're
seeing
the
audience.
D
So
you
might
want
to
reconcile
that
just
to
make
sure
it's
saying
the
same
information,
so
it's
not
misinformation
being
put
out
there.
It's
been
a
few
a
couple
months
now:
I
think
that
that
change
happened,
but
just
a
just
a
thought
would
be
a
recommendation
to
get
that
fixed,
okay,
I'm
ready.
D
Do
you
believe
that
the
Fargo
Public
Schools
diversity,
Equity
inclusion
statement
is
important?
I
do
I'm,
hoping
some
of
you
guys
do
I,
don't
see
any
hands
agree,
but
that's
okay,
you're
not
required
to
respond.
D
If
you
wouldn't
mind,
if
you
can
pull
out
memo88
Dr
Gandhi's
review,
if
you
go
to
page
three
under
the
weaknesses,
there's
a
statement
there
I'd
like
to
read
and
if
you
can
it'd
be
better,
if
you
saw
it,
you
don't
have
to
pull
it
out
if
you
don't
want
to,
but
student
achievement
and
growth
underperforming,
black
native
and
Spanish
students,
although
this
is
a
very
big
weakness-
I'm,
not
talking
about
student
achievement,
since
it's
unanimously
approved
for
the
valuation
that
you've
already
decided
to
to
approve
as
satisfactory.
That's
not
what
I'm
talking
about!
D
I
want
to
talk
about
the
language
used,
a
board
member
wrote
this.
You
all
read
this
I'm,
hoping
you
all
read
this.
You
all
recommended
on
approval.
It
says
unanimous
on
there
that
you
did
that,
but
it's
not
even
clear
what
students
you're
referring
to
Spanish
students
Spanish
means
from
Spain.
Do
we
have
a
influx
of
students
from
Spain,
or
were
you
referring
to
Hispanic
or
Latino
students?
D
That's
a
that's!
A
pretty
big
deal.
You
wouldn't
call!
You
want
to
call
people
from
India
or
Pakistan
British.
Those
are
the
people
that
came
over
and
conquered
them.
You
want
to
call
people
in
Scotland
British.
Those
are
people
who
came
over
and
conquered
them.
D
It's
kind
of
just
a
just
a
thought
there
is
like
that
is
kind
of
offensive.
It
went
through
all
the
processes
and
made
it
to
this
paperwork.
I'm
hoping
it
wasn't,
oversight
could
be,
could
be
a
mistake.
I'm
hoping
it
is.
It
is
offensive
as
a
Latino
myself,
a
naturalized
Mexican
born
in
Mexico
moved
here.
It
is
offensive
to
consider
us
Spanish
I.
D
It's
just
something
that's
kind
of
shocking
Seth.
When
you
were
talking
about
the
pledge
August
9th,
you
gave
a
big
long
speech
about
how
important
the
diversity,
equity
and
inclusion
statement
was.
You
said
that,
to
the
extent
the
board
couldn't
take
an
action
on
an
inequitable
action.
You'd,
like
you,
wouldn't
vote
for,
like
not
word
for
word,
but
that's
basically
what
you
said.
D
You
can't
vote
on
this,
but
this
inequitable
thing
in
there.
It's
not
the
right
word
I
would
hope.
I
have
a
few
things
I'd
like
to
ask
a
few
suggestions
or
recommendations
at
the
minimum.
Maybe
tonight,
maybe
someone
make
a
motion
to
change
that
language
in
that
review
at
a
minimum.
Hopefully
you
guys
all
vote
to
do
that
that'd
be
at
least
at
a
minimum
I
think.
Maybe
there
should
be
an
apology
issued
to
the
Latino
Community
it's
a
big
deal
for
for
me.
D
It
might
not
be
to
you
guys,
but
it
is
whoever
wrote
that
in
there
maybe
take
some
cultural
sensitivity,
training
would
be
a
suggestion.
We
could
do
a
there's
restorative
circles.
I
think
you
guys
have
trained
and
taught
and
gone
out.
Maybe
do
an
open
restorative
Circle
training
with
the
Latino
Community
here
in
Fargo
those
stakeholders,
that
might
be
a
suggestion.
D
I,
don't
know
if
you're
going
to
postpone
Dr
Gandhi's
review
since
he's
not
here,
but
maybe
that
too,
so
it
can
just
be
a
clean
language
document
that
he
gets
fair
to
him.
That'd
be
kind
of
fair
to
him
and
I'd
also
I'd
like
to
ask
for
in
response.
D
It
says
on
this
infograph
here
that
I
can
ask
for
a
written
response,
but
I
would
like
one
I
know
you
guys
aren't
required
or
don't
do
that
anymore,
but
I
would
like
one
just
addressing
like
how
that
kind
of
happened
or
how
we
can
prevent
issues
like
this
from
going
on
in
the
future.
So
we
don't
have
that
inequitable
action
and
yeah
I
mean
it.
It's
a
big
deal
so
now,
if
we,
it
might
also
be
blamed
on
a
mistake
like
it
didn't
mean
to
get
in
there.
D
Someone
meant
something
else
and
I
mean
I.
I
know
what
you
meant.
I
know
what
it
was
meant
by.
It
was
meant
probably
Latino
students
I'm,
assuming
if
it
was
Spanish
students,
then
I'm
I
apologize
like
my
but
I'm,
pretty
sure
we
meant
Latino
Latino
students
here
it
could
be
a
mistake,
but
it
still
happened.
That's
the
thing,
so
it
doesn't
matter
the
reason
it
happened.
It
still
happened.
D
I
took
a
lot
of
time
kind
of
just
talking
about
that,
not
even
the
actions
like
of
Dr
Gandhi's
review
or
things
in
there
last
time,
I
came
to
talk
about
a
different
issue
like
which
I
kind
of
was
planning
on
talking
about
for
this
review,
but
like
this
was
a
bigger
deal
and
I
feel
like
most
of
you
agree
that
diversity,
equity
and
inclusion.
The
statement
that
you
have
in
Fargo,
Public
Schools,
is
important
and
I,
don't
think
it'd
be
wise
to
take
to
approve
something
with
inequitable
language
on
there.
A
F
Thank
you.
It
looks
like
it's
just
me
again,
so
I
will
cover
a
lot
of
things
during
the
committee
updates,
but
a
couple
of
the
bills
that
will
follow
that
are
remaining
through
in
our
legislation,
but
highlight
a
few.
We
made
it
through
the
first
period
of
a
three
period,
hockey
game
I'm,
going
to
keep
using
that
term
some
of
the
bills
that
we'll
probably
spend
a
lot
more
time
on
that
does
not
exclude
the
positions
that
we'll
take
on
others.
F
Some
of
the
policy
bills,
1491
and
1494-
are
the
school
meals
bills,
no
longer
lunch
bills,
1532
School,
voucher
bills,
some
of
the
ND
pers
bills,
2239
and
1040.,
some
of
the
funding
bills
that
we
will
be
probably
spending
the
most
amount
of
our
time
on
and
what
we
might
ask
for.
Some
advice
from
on
the
planning
committee
is
2013
the
DPI
budget
and
then
2284
the
big
K-12
funding
bill
with
a
per
pupil
payments,
on-time
funding
Etc.
F
So
those
those
are
just
a
couple
of
our
highlights
for
some
of
the
bills
that
survived
the
crossover
and
short
of
that
I
will
give
the
rest
of
our
committee
updates.
During
that
section,.
G
Good
evening,
so
we've
started
negotiating
and
I'm
a
little
worried.
It'll
be
canceled
again
tomorrow,
but
it's
been
a
very
nice
tone
set
and
collaboration.
So
I
look
forward
to
that.
Continuing
and
lots
of
activity
with
conferences
for
all
levels.
I
know
Elementary's
just
starting
this
week,
I
think
secondaries,
just
wrapped
it
up
and
I
just
hope.
G
You
really
take
a
look
at
how
stretched
we
are
I
just
know
that
there's
a
lot
of
resignations
and
retirements
and
that
there
is
Staff
covering
for
subbing
staff
covering
for
para
jobs
and
we're
exhausted,
so
I'm
very
concerned
as
I
hope.
You
are
too
that
we
take
a
close
look
at
that
and
and
keep
an
eye
on
that.
So
thank
you.
A
H
Had
a
50
50
chance,
so
we
really
are
monitoring
the
weather
tonight
as
we
look
to
tomorrow,
but
we
are
having
an
e-learning
day
if
we
would
have
to
make
a
weather
call.
So
just
a
little
update.
Anne-Marie
has
assisted
Us
in
saying
no
messaging
to
families
today
to
teachers.
Today,
as
we
go
forward
and
our
principals
have
been
working
with
their
staff
to
practice
what
kids
are
going
to
need
to
do
at
home,
so
we
ask
that
all
devices
went
home
tonight.
H
If
that
would
happen,
if
any
parent
is
wondering
our
website
is
updated
for
school
cancellations
with
a
remote
learning
section
and
on
there
is
a
link
and
Emery
can
correct
me
if
I'm
wrong.
That
does
show
our
whole
schedule.
So,
if
you're
in
elementary
middle
or
high
school,
what
the
day
would
look
like.
So
if
you
have
any
questions,
Bob
and
I
I'd
be
happy
to
answer
those.
A
By
Seth
any
discussion-
okay,
all
those
in
favor
signify
by
saying
yes,
yes,
motion
passes.
We
will
move
on
to
our
business
section
tonight.
First
up
is
our
superintendent
evaluation,
so
I
did
the
memo.
Is
here's
a
member
number
88?
It's
from
me
per
North,
Dakota
Century
code
we
are
required,
requires
a
school
district
to
conduct
an
evaluation
of
the
superintendent
performance
on
or
before
March
15th
of
every
year,
and
our
board
policy
BSR
5
continue
or
outlines
the
process
for
moderating
the
superintendent's
job
performance.
A
It
requires
the
evaluation
document
for
the
superintendent
to
be
comprised
of
summaries
and
the
conclusions
of
the
board
as
a
whole,
so
I'm
happy
to
speak
to
this
process
a
little
bit
as
it
was
brought
up
this
evening
pretty
much.
What
I
do
very
few
of
these
are
my
own
original
words.
I
receive
nine
individual
summary
evaluations
from
from
you
all
and
I
try
to
create
this
document.
A
Hence
the
bullet
points
because
I
honestly
just
copy
and
paste
a
lot
of
what
you
say,
little
Snippets
of
what
you
said
so
specifically
I
think
one
of
the
things
under
the
weaknesses
that
was
brought
up
that
was
copy
and
pasted
from
our
board
member
I.
Don't
know
if
that
board
member
wants
to
speak
about
that
tonight
or
not,
but
anyway,
I
can
understand
the
confusion
but
I
don't
change
grammatics,
okay,.
A
B
A
F
B
I
A
J
So,
are
you
wanting
to
make
an
amendment
to
to
chain
that,
to
change
page
three
to
add
speaking
in
between
Spanish
and
students,.
E
K
I
And
I
also
I,
don't
want
anyone
to
feel
like
you
know,
they're
being
disrespected
or
anything
like
that.
So
it's
good
when
you
make
a
mistake,
so
you
make
sure
that
you
explain
exactly
what
happened
and
that's
exactly
what
happened
so
I
usually
have
two,
and
one
of
them
is
draft.
One
of
them
is
the
correct
one
that
I
send
to
Anna
Marie,
so
I
picked
that
other
one
I
thought
it
was
a
crack
one
I
just
want
to
apologize
to
anybody
who
feel
like
is
diversity
and
Equity
has
been
evalu
has
been.
I
L
A
E
J
L
A
Yes,
motion
passes.
Thank
you,
we'll
move
on
to
Item
B
under
business,
which
is
the
589
building
architect
approval.
This
is
on
your
desk.
As
memo
number
89.,
you
see,
we
have
James
hand
in
the
audience,
maybe
I'll
look
to
him
or
I
believe
Jackie's
joining
us
virtually
the
two
of
you
maybe
to
present
this.
Thank
you
for
being
here.
M
How
about
that
sweet?
So,
basically,
memo
89
is
authorizing
the
selection
of
our
architect
for
what
we're
referring
to
as
the
589
campus,
which
will
temporarily
serve
as
a
fifth,
eighth
and
ninth
grade
school
and
then
we'll
transition
into
a
middle
school
eventually,
so
we
I
don't
know
how
much
detail
you'd
like
as
far
as
the
process,
but
essentially
we
advertised
an
RFQ
for
architecture,
five
proposals.
We
had
a
selection
committee
evaluate
and
score
those
proposals
and
narrow
down
to
a
three
firm
shortlist.
M
We
interviewed
three
firms
we
finalized
our
scoring
after
the
interviews
and
we
landed
on
yhr
bwbr
as
a
partnership
that
ended
up
with
the
highest
score.
So
that's
who
we
have
selected
and
we
have
a.
We
have
a
draft
contract
from
them,
but
we're
just
looking
at
to
get
the
board
approval
to
and
formally
enter
negotiations
with,
the
architect
firm.
E
F
Feel
obligated
to
I
don't
think
this
is
a
conflict
of
interest
by
as
by
North
Dakota
Century
code,
but
I
would
say
that
I
have
a
media
family
member
that
is
employed
by
bwbr
I
feel
it
is
important
for
transparency
purposes
that
I
disclose
that.
However,
I
do
not
feel
that
falls
within
North
Dakota
Century
codes,
conflict
of
interest.
B
Yeah
James
I
have
a
very
important
question
because
there's
something
not
in
the
memo
that
I
need
to
know
if
it's
5.45
to
5.85,
depending
upon
the
project
overall
scope,
so
I'm
going
to
say
5.45
I'd
love
for
you
to
find
out
how
to
do
this
under
50
million.
But
let's
go
to
the
high
side.
What
were
the
other
proposals
in
terms
of
what
they
wanted
for
a
percentage
on
the
project,
in
particular
of
the
other
three
finalists
that
you
interviewed?
That's.
M
A
great
question,
and
so
there
was
we
had
a
little
bit
of
a
range,
but
everything
was
within
a
percent
or
so
as
far
as
the
difference,
what
we
did
since
we
don't
know
the
project
value.
Yet
what
we
did
is
we
requested
each
firm
Supply
the
same
table
that
shows
you
know
from
this
value.
You
know
I,
believe
we've
got
50
to
60
million
60
million
and
up
up
to
50
million,
and
the
range
is
I
think
the
low
was
around
five
and
a
half,
maybe
five
and
a
quarter.
M
The
high
was
in
the
six
percent,
so
the
range
was
fairly
consistent
and
I
would
say
that
this
was
on
the
lower
end
of
the
of
the
range
that
we
received.
One
thing
that
you
bring
up
as
far
as
the
budget
goes
that
may
be
worth
bringing
up
in
particular,
as
we
have
examined,
the
budgets
there
was
was
a
study
done
in
about
2020
I.
Believe
December
of
2020
is
when
it
completed
regarding
this
project.
M
If
anything,
as
far
as
the
architect
fee,
if
that
were
to
change
that
at
all,
it
should,
in
theory
lower
it,
because
the
larger
the
value
of
a
project,
usually
those
fees,
go
down
a
bit.
So
it
is
potential.
There
is
potential
that
it
would
actually
be
below
that
5.45.
If
the
budget
did
escalate
over
the
you
know,
I
would
say
that
5.45
would
be
safe
up
to
70
million,
but
if
it
gets
above
there,
then
we
would
potentially
move
it
down.
A
Thank
you
for
that.
Greg.
M
L
I
don't
know
if
we
need
to
discuss
potentially
amending
the
the
motion,
because
we
would
only
be
as
it's
written
approving
that
exact
range,
so
I
don't
know
if
you
have
to,
but
if
the
budget
doesn't
go
up,
you
know.
If
we
need
to
re-authorize,
you
know
bring
more
board
action
in
order
to
mess
with
that.
That
range,
because
I
would
certainly
not
you
know,
want
to
put
put
a
floor
on
that
that
range.
If
we
could
potentially
get
a
lower
fee.
M
That's
a
good
question
too.
So
design
has
just
started.
We
actually
were
in
Workshop
all
day.
Today
we
toured
some
of
our
existing
facilities
and
started
talking
about
the
square
footage
I
would
say
by
in
the
next
couple
months.
We
should
have
a
better
idea.
We
should
have
schematic
design.
We
should
have
our
construction
manager
running
budgets
and
having
a
pretty
realistic
idea.
M
So
we
we
would.
The
contract
is
set
up
to
leave
that
open
until
we
have
the
established
budget,
so
we
could
certainly
come
back
if
you
wanted
to
to
approve
it
this
evening
as
up
to
5.85
based
on
the
table
provided,
but
if
we
are
able
to
get
it
lower.
Obviously
that
would
be
a
positive
I
suppose,
but
but
yeah
I
would
say
we're
trying
to
start
work
on
this
project.
M
This
as
early
as
this
summer
fall
we're
really
trying
to
expedite
the
process
in
order
to
ensure
a
potential
finish
date
of
June
25.,
and
that's
part
of
the
so
part
of
the
plan
here
is
to
have
full
design
or
I
should
say
the
first
bid
packages
out
within
the
next
four
months,
and
we
should
have
a
pretty
good
idea
of
the
budget.
At
that
point,.
F
Okay,
thank
you.
Robin
I'd
like
to
make
an
amendment
to
strike
four
4.4
I'm,
sorry,
4,
5.45
percent
and
and
instead
insert
up
to
a
5.85
fee.
J
B
A
Excuse
me
yes,
so
motion
passes,
so
that
brings
us
back
to
the
original
motion
on
the
floor
to
authorize
Administration
to
enter
this
agreement.
Any
further
discussion
regarding
that
correct.
L
L
Okay,
all
right,
so
I
I
noticed
that
everybody,
except
yhr,
has
a
15
when
it
comes
to
the
current
and
projected
workloads,
part
of
the
rubric,
and
then
yhr
is
if
I'm
reading
correctly
half
is
good
on
their
current
and
projected
workloads,
and
you
know
if
we're,
if
we're
potentially
looking
to
Fast
Track
this
or
you
know
kind
of
get
it
something
that
we
we've
identified
as
a
you
know,
pretty
large
priority.
L
How
how
can
concerned
are
we
that
that
can
happen
in
the
timeline?
If,
if,
if
this
is
kind
of
their
weak
point,
yeah.
M
So
also
a
good
point,
but
this
is
actually
a
typo.
That
should
be
location.
Apologies,
that's
my
that's
my
fault
there.
So
location
is
based
on
very
specific
and
it's
where
you're
headquartered
and
where
your
offices
are.
So,
if
you
have
an
office
headquartered
in
North
Dakota,
you
would
get
15
points
if
you
have
an
office
in
North
Dakota,
but
your
headquarters
is
elsewhere,
you'd
get
up
to
seven
and
a
half,
and
if
you
didn't
have
an
office
you'd
get
zero,
so
that
is
actually
current
projected
and
workloads.
M
Part
of
the
consideration
with
yhr
was
the
ability
to
get
working
on
this
right
away
and
and
their
approach
to
attacking
the
project
and
getting
things
going.
So,
yes,
that
was
a
benefit.
M
A
J
B
J
E
E
A
M
Yeah
and
I
just
compared
the
labels
on
this
table
to
my
other
notes,
and
they
look
good
to
go
so
we
hopefully
will
find
another
typo
on
this
one,
but
so
construction
manager
at
risk
proposals
were
received
on
February
9th.
We
followed
a
similar
procedure,
although
the
procedure
for
selecting
a
construction
manager
at
risk
is
very
well
outlined
in
Sentry
code
as
far
as
the
requirements
and
who's
on
the
selection
Committee
in
that
process,
so
we
were
very
diligent
in
in
following
those
rules
and
in
procedures.
M
So
our
selection
committee
consisted
of
myself
our
architect
Mark
Lundberg.
Our
mechanical
engineer
was
Matt
Krueger
with
Martin
mechanical
and
then
a
contractor
which
was
Andrew
Pringle.
So
we
shortlisted
the
three
firms
similar
thing.
We
used
our
rubric
to
to
narrow
it
down
to
three
companies
who
are
top
three
brought
them
in
for
an
interview
following
the
interview
finalize
our
scores
and
construction.
Engineers
was
our
high
score
after
interviews
and
their
fee.
M
The
challenge
with
doing
that
at
this
point
is
when
you
don't
have
a
real
schedule
and
you
don't
have
a
real
budget.
A
lot
of
that
is,
is
kind
of
arbitrary
and
and
hard
to
nail
down,
but
we're
pretty
confident
in
the
process.
It's
the
same
same
way:
NDSU
does
their
construction
management
at
risk
projects.
They
asked
for
a
design
because
they
usually
bring
in
the
CM
early
as
well,
so
they
ask
for
a
design
face
fee
and
then
negotiate
the
rest
of
it
as
they
go
through
the
process.
F
K
E
One
question
so
this
is
obviously
just
for
the
design
phase
purposes,
so
I
have
a
question
of
what
happens
during
the
negotiations
for
the
actual
fee
and
what
happens
in
the
event
that
those
negotiations
don't
go
so
well
because,
looking
at
the
chart,
construction
Engineers
does
not
score
quite
as
high
as
fees
and
expenses
go
as
say,
ICS
or
cross
Anderson
or
mcgoal.
So
that's
we're
not
going
to
get
held
up
by
negotiations,
they're
not
going
to
give
us
a
higher
fee
or
anything
like
that.
E
M
That
would
help
that's
a
good
and
fair
question.
So
the
way
the
agreement
is
set
up
is
a
two-phase
agreement.
Where
phase
one
is
this
design
phase
right?
So
once
we
get
through
those
services
and
as
we
start
negotiating
the
second
phase,
if
we
were
not
to
if
we
were
not
able
to
in
good
faith,
come
to
a
a
good
fee
structure,
we
would
then
have
the
option
to
move
on
to
the
second
place.
Construction
manager-
and
you
could
bring
the
second
place
team
in
and
have
them
run
the
job.
M
Ideally
you
you
know
you
wouldn't
have
to
do
that,
but
it
is
a
card
that
we
can
play
with
my
experience
and
leaning
on
the
experience
of
other
public
entities
who
work
with
construction
managers,
I'm
very
confident
that
we
can
that
we
know
what
we're
getting
into
and
that
we
know
how
to
come
to
a
fair
number
based
on
the
total
project,
value
and
schedule
and
making
sure
that
we
have
the
right
amount
of
staff
on
a
project.
M
That's
a
big
part
of
the
cost
that
the
profit
novred
V
is
reasonable,
and
and
and
all
that,
so
that
when
it
comes
to
that,
that's
how
we
we'd
start
to
work
with
those
numbers
and
when
we
would
and
if
we
couldn't.
If
we
felt
like
we
were,
you
know
not
getting
Fair
numbers,
we
would
just
move
on
to
the
next
contractor.
I.
E
E
M
Own
that,
okay,
absolutely
yep,
so
we
would
not.
We
would
not
duplicate
services
or
fee
if,
if
the
worst
were
to
happen-
and
we
were
to
change
at
some
point
in
the
process-
that's
correct
because
we
would
say
they
got
to
the
point
where
they're
developing
bid
packages
and
putting
all
that
out
and
putting
out
to
bid.
Yes,
we
would
have
all
that
we'd
have
all
their
estimates
that
they
put
together.
All
that
the
architect
is
the
one
doing
the
actual
design.
M
This
fee
is
for
design
phase
services
for
the
construction
manager,
which
complements
the
the
architect's
work
during
this
phase
of
the
project,
and
it's
really
what
sets
it
up
to
even
have
a
chance
to
to
meet
the
schedule
that
we're
trying
to
accomplish
and
and
get
things
in
and
manage
multiple
bid
packages
and
and
the
complexities
that
come
along
with
that
perfect.
B
A
A
O
So
the
first
thing,
I
would
say,
is
when
we
originally
provided
you
with
the
purchase
agreement
for
Sanford
And
The
Exchange
agreement
with
Auntie.
We
were
relatively
optimistic
with
our
closing
and
contingency
deadlines
based
on
what's
required,
because
we've
essentially
bought
dirt
and
now
that
dirt
needs
to
be
surveyed
and
plotted
and
annexed
through
the
city
of
Fargo.
Our
timelines
are
quite
extended,
so
we
are
working
with
an
engineer
right
now
to
ensure
that
our
property
is
surveyed.
O
So
where
we
are
right
now,
is
we're
essentially
extending
the
exchange
agreement
to
allow
us
time
to
complete
those
contingencies
at
a
later
date.
What
I
will
note
is
that
James,
myself
and
Jackie
will
be
meeting
with
the
parties
of
these
agreements
in
March.
Our
intent
at
that
meeting
is
to
determine
what
our
final
closing
date
is.
So
what
I
would
say
to
you
is
do
expect
at
the
March
meeting
to
have
an
update
to
both
the
Sanford
purchase
agreement
and
the
exchange
agreement,
finalizing
contingency
deadlines
and
closing
dates.
O
F
A
A
Thank
you,
Newman,
yes,
motion
passes.
Thank
you.
All
number.
Eight
is
positive
executive
session
for
the
purpose
of
negotiation
strategy.
Is
that
going
to
be
needed
this
evening?
Yes,.
E
I'll
start
by
just
kind
of
echoing
a
little
bit
what
Kim
said
in
just
to
update
we've.
We've
now
sat
for
two
meetings
and
have
established
our
ground
rules
and
have
exchanged
our
editorials
and
have
accepted
One
exchange
of
topics
which
leads
me
now
to
further
discuss
our
strategy
for
those
topics,
and
so
with
that
I
would
move
the
board
go
to
Executive
session
for
the
purpose
of
negotiation
strategy
as
permitted
under
North
Dakota
Century
code
44-04-19.1
and
15.1-16-22.
A
K
B
B
A
A
F
F
No
pressure
or
anything,
let's
see
here,
let
me
get
to
my
right
stage.
My
right
page,
I
should
say:
I
already
gave
you
an
overview
of
the
the
bills.
So
a
couple
of
my
activities
here,
I
went
I
had
the
pleasure
of
attending
the
discovery
chili
cook-off
yesterday,
and
so
we
I
had
some
great
chili
too
much
chili
for
that
matter,
but
I
did
have
some
really
nice
conversations.
F
This
was
a
staff
chili
cook-off
I
had
nice
visits
with
three
special
ed
Paris
and
then
a
retired
teacher
who
retired
last
year,
who
was
substituting
this
year
much
to
the
dismay
of
his
wife,
but
but
he
was
there
and
that
really
speaks
to
I
feel
the
compensation
that
our
substitutes
are
receiving.
So
thank
you.
Board
I
also
toured
the
lunchroom
in
action.
It
was
full,
so
the
expansion
of
that
foyer
seems
it
seems
like
it
was
a
good
idea
and
had
a
nice
visit
with
their
SRO
Amy
at
that
time.
F
The
next
gak
meeting
is
is
upcoming
here
on
Tuesday
March,
7th
at
7
30
a.m.
What
I'd
like
to
do
is
debrief
the
first
period
of
the
three
of
this
session
with
the
committee
I'm
also
going
to
ask
the
committee
if
they
would
be
interested
in
polling
legislators
about
the
best
time
to
have
an
information
session
in
Bismarck,
because
they're
so
busy
pre
crossover
and
that
became
very
evident
and
then
also
with
squashed
due
to
the
snow
storm.
F
So
hoping
that
the
committee
would
agree
to
that
and
then
also
look
at
our
approach
during
this
next
phase
of
the
session
so
stay
tuned,
but
give
the
GAC
committee
any
any
information.
You'd
like
them
to
share
and
otherwise
I'll
see,
see
our
GAC
committee
members
and
thank
you
for
all
your
work
on
Tuesday
at
7,
30,
A.M,.
E
We've
had
a
couple
of
negotiations
sessions
with
the
FEA
and
several
negotiations
committee
meetings
and
that
will
pretty
much
be
I.
Think
a
weekly
thing
ongoing
until
we
come
up
with
an
agreement
and
then
a
planning
committee
meeting
last
week,
and
that
this
is
pretty
much
my
last
two
weeks.
So.
I
I
was
able
to
go
to
PTA
at
the
Horace
Mann
Middle
School.
The
interesting
part
about
that
is
when
I
first
came
to
United
States
in
1995,
that's
actually
the
school
that
I
attend,
but
not
here,
but
San
Diego,
so
that
was
fun.
I
was
able
to
just
attend
the
planning
committee
that
we
normally
do
and
then
get
committees.
So
I
didn't
overload
you
guys
this
camera.
I
A
N
Melissa
yeah,
so,
as
Seth
has
said,
it's
just
been
a
lot
of
negotiation
meetings.
We
had
one
one
session
canceled
with
the
FEA
because
of
the
storm
and
then
we're
able
to
meet
I
think
twice
now
and
so
far
it's
going
well
and
yeah.
That's
pretty
much
kind
of
the
the
bulk
of
my
board
work
at
this
point
right
now
and
then
I'll
be
attending
GAC.
Next
week
this
Thursday
I'm
doing
read
Across
America
at
two
of
my
liaison
elementary
schools.
P
On
February
15th
I
attended
the
C3
tech
board
meeting
and
that
was
a
snow
day,
but
we
were
allowed
to
still
meet
because
that's
a
virtual
meeting,
so
that
meeting
still
took
place
and
then
I
missed
planning
last
week
because
of
weather.
But
I
listened
to
the
recording.
Today.
That's
all
I
have
to
report.
A
L
Yeah
negotiations,
stuff,
that's
it's
I!
It's
it's
a
yeah!
It's
going
well!
But
yeah!
It's
it's!
It's
been
time
consuming
and
I
like
it.
Others
have
said:
I
think
we're
on
on
a
really
good
track
and
we
meet
tomorrow.
L
If
things
don't
get
canceled
and
if
the
storm
is
10
times
worse
than
we
thought
it
is.
We
probably
won't
have
negotiations
committee
on
Thursday
but
yeah.
That's
that's!
The
the
tempo
now
is
Wednesday
night
and
Thursday
noon
every
week
until
spring
break.
We
get
a
little
reprieve,
but
I'll
hopefully
pick
up.
B
B
We
did
have
a
planning
committee
meeting
I
also
had
an
SE
C
board
meeting,
but
I
was
actually
attending
that
virtually
from
Minneapolis
as
they
were
getting
the
Storm
of
the
Century.
That
didn't
really
happen
well,
21,
inches
I,
don't
think
that
was
A
Storm
of
the
Century.
But
anyway
it
looks
like
we're
going
to
approve
the
new
governance
model,
which
is
very
similar
remarkably
to
the
one
that
we're
operating
under
here
at
Fargo,
Public,
Schools,
so
I
think
that'll
be
a
a
good
thing
for
the
future
of
SEC
and
that's
it.
A
A
Said
all
the
ones
that
are
serving
on
it
requested
sorry,
okay,
anyway,
not
much
to
report
on
February
18th
I
had
the
pleasure
of
attending
South,
High,
varsity
basketball
games.
I
went
to
both
the
girls
and
boys
basketball
games,
my
daughter's
on
the
Acro
Team
and
performed
the
halftime
show,
but
that
was
really
fun
to
see
some
of
our
athletes
I
had
a
nice
chat
with
principal
Birch
on
the
sideline
February
21st,
a
planning
committee
met
later
that
day.
I
had
a
council
on
school
health
policy
meeting
and
that's
about
it.
A
I've
been
following
the
legislature
as
best
I
can
for
public
education
bills
and
I'll
just
end
with
another
friendly
reminder
for
us
to
complete
our
homework
when
Anne-Marie
sends
it
out.
Please,
okay,
with
that,
I
will
move
on
to
affirm
our
next
regular
meeting
date.
We
get
a
little
break
for
spring
break,
so
our
next
meeting
is
March
28th
and
if
there's
no
other
questions
or
discussion,
it
is
6
41
and
we
will
adjourn.
