overview

the
actions
we
have
taken
to
date.
We
have
benchmarked
our
actions
against
eversource,
UI
and
other
municipal
companies
through
nepo.
We
have
looked
at
all
the
CDC
guidance.
We've
looked
at
the
Connecticut
gov
aronia
virus
site
and
we
believe
we
are
complying
with
all
of
the
recommendations
that
all
those
organizations
have
made.

we
are
currently
doing
normal
work
on
electric
water
and
sewer
side.
We
are
limiting
the
number
of
people
in
a
vehicle
to
two.
We
have
a
couple
of
other
tweaks
we're
going
to
make
later
to
today,
but
we
are
doing
normal
work.
We
are
going
to
try
and
not
do
work
large
work
where
it
would
take
you
no
more
than
two
or
three
people
to
to
do
a
job.
But
of
course,
if
there's
an
emergency
that
requires
that
we'll
do
that.
We
are
monitoring
on
a
daily
basis.

sign

then
we
can
implement
the
policy
that
you
sign
yesterday
and
we've
we've
described:

whole
electric
water
and
sewer
departments
on
you

that
policies
about
and
how
they
get
paid,

it

well

about
other
options
or
remote
working,

are
going

mechanism

grace
period
or

anything

there's
a
moratorium
on
shut
offs,

so
that's

first
thing

we

look

payment
negotiations

things

down

road

utility
will
look

that.
They've
looked
at
that
before,

during
winter
time
and
and
those
kinds
of
things.

a

similar

we
don't,
we

specifically
follow
under
pure,

municipal
electric
utilities
have
decided
that
they
will
adopt
the
same
philosophy
and
therefore
there
is
a
moratorium
on
cut
offs
and
we
understand
those
kind
of
things
that
doesn't
free
people
from
paying
their
bills
at
some
time.

we
still
have
a
job
to
do,
we
still
need
to
be
able
to
get
work
completed.
This
is
not
a
go
home
and
we'll
pay

stay
home

This
is
we're
going
to
work
with
you

flex,

remote
work

still
get
your
work
done.
So
there
will
be
work
list
done.
There
will
be
monitoring
of
that
work
and
those
kind
of
things,
but
this
is
an
effort
to
help
with
the
social
distancing.

things
that
we
did
was
the
municipal
building
is
now
closed
to
the
public.
I
mean
you
can
still
get
into
police
dispatch,
but
you
can't
come
to
karate
utilities
to
pay
your
bill.
You
can't
come
to
Parks
and
Rec,
and
those
kind
of
things
Parks
and
Rec
they're
shut
down
until
April
30th
right
now,
although
this
is
not
a
part
of
the
right
thing,
but
overall
here's
what
the
municipality
is
trying
to
do.

the
first
step
was
to
socially
isolate
by
having
only
employees
come
into
work
and
then
the
next
thing
is:
how
do
we
thin
that
population
ie
people
that
are
working
in
bullpens
people
that
are
working
in
close
proximity?
How
do
you
social
distance
them
so
that
they're,
not
on
top
of
each
other,
there's
also
personal
responsibility?
That
goes
with
this?

that
we're
doing
the
utility
and
the
municipality
are
doing
what
they
can
and
what
we
can
to
protect
the
employees,
but
when
the
employees
leave
here,
there's
a
personal
responsibility
that
they
share
for
social
distancing
and
not
putting
themselves
in
situations
where
they
could
come
in
contact
with
a
cup
of

virus.
So
those
are
things.

them

To
keep
the
meeting
going
in
in
a
timely
fashion,
I
just
want
to
do
a
very
high-level
overview
of
the
three
divisions.
You'll
notice,
the
electric
and
water
revenues
are
both
down
on
a
year
to
date,
I'm
out
six
hundred
forty
four
thousand
for
electric
forty
thousand
for
water.
This
is
solely
due
the
less
volume
sold
in
both
of
these
two
divisions.
However,
when
you
look
at
the
net
income,
the
electric
is
six
hundred.
Seventy
seven
thousand
two,
the
good
about
budget
water
is
1.5
million
to
the
positive
above
budget.

Sewer
is
a
little
bit
different.
They
are
181,000
above
budget
on
the
revenue
side,
based
on
two
million
more
cubic
feet,
sold
through
that
division
and
again
same
same
story
on
the
net
income
side,
they're
five
hundred
thousand
budget,
so
looking
at
it
from
the
revenue
standpoint,
electric
and
water
a
little
bit
behind
budget
based
on
volume
from
a
year
today,
here
to
your
comparison,
but
as
far
as
the
net
income
goes
they're,
all
three
divisions
are
above
budget.
That's
a
quick.

I
can
give
a
quick
update
on
the
PAF
odor
remediation
plan.
We
continue
to
work
off
the
plan
we
have
purchased
or
have
a
purchase
order
for
the
spare
plumps
so
that
you
know
there's
no
downtime
down
there
at
all.
The
automatic
burner
parts
will
be
here
on
the
20th
of
March,
and
we
manually
light
the
flare
or
the
burner
when
there
is
gas
present
which
there,
during
cold
months
of
the
year,
it
does
not
generate
the
level
of
gas
that
it
would
even
stay
lit.

So
the
parts
are
due
in
on
the
on
the
20th
and
we'll
make
haste
of
repairs.
We
have
written
a
purchase
order
and
gotten
a
contract
with
Eve
okhla
to
add,
buy
oxide
at
the
outer
pump
stations
to
help
remediate
the
odor
before
it
comes
into
the
plant.
They
are
in
the
in
the
process
of
scoping
and
giving
us
a
schedule,
and
they
are
a
and
Joe
Pratt
a
completion
date.
For
that
we
we
expect
that
to
be
in
the
spring.
So
sometime
in
the
next
60
days,
we
expect
them
to
start
start
that
work.

has
not
been
according
to
the
plan
operators,
but
as
it
warms
up
like
it,
may
get
the
70
here
sometime
this
week
we
may
have,
and
the
other
thing
we
took
a
look
at
is
we
actually
had
Kevin
Cena
go
talk
to
mister
Spano,
and
you
know
talk
about
the
issues
down
there
and
talk
to
him
about
things
that
you
know
we
could
do
better
and
it
boils
down
to.
Maybe
we
could
communicate
a
little
better
when
we're
doing
evolutions
at
at
the
plant.
That
would
generate
odor,
for
example,
the
big
pump
truck.

there's
it's
a
9,000
gallon
truck
that
comes
in
and
when
you
you
know,
when
you're
pumping
material
into
it,
there's
something
venting
out
the
top.
That
does
create
some
odor.
We
have
some
process
methods
like
using
a
vacuum
hose
at
the
at
the
vent
pipe.
When
we
do
that,
so
there's
some
process
things
there
that
we
can
do
and
improve
upon
and
there's
some
more
communication
things
we
were
doing,
but
basically
all
of
the
engineering
related
things
are
in
the
works
and
with
completion
dates.

we're

evaluating

gonna
have
to

that

in
order

meet
those
requirements,

working

we

is
working

using
hometown

strategic
plan,
development
racemic.

worked

tandem

to
come
up
with
a
schedule.
They
would
do
the
same
for
us,
so
the
original
schedule
was
to
take
the
April
Utility
Commission
meeting
and
keep

an
afternoon
meeting
for
four
hours
to
kick
off
the
commissioners
version
of
what
the
strategic
plan
was
if
everybody
could
sketch
that
into
their
calendars.

however,
at
this
point
we're
thinking
that
at
the
April
meeting
it
may
not
be
too
much
different
than
this
meeting,
meaning
that
that
may
not
be
productive.
So
we
haven't
been
able
to
update
the
schedules.
The
current
schedule
also
have
April
there
being
a
work
with
the
Commission
may
was
a
skip.

work
with
the
Commission
for
two
hours
in
July
was
for
two
hours:
I
need
to
work
with
C,
Mac
and
with
home,
come
town
connections
to
determine
what's
happening
because
the
schedule
is
all
in
flux,
but

goal,

able
to
pull
this
off?
We
would
have
had
a
facilitator
for
the
next
four
months
meetings
and
at
the
end
of
that
we
would
have
been
95%
done
with

good
draft
strategic
plan.

relative

You

over

past
three

four
months,
I've

coming
in

telling

we
we've
been
working
on
identifying
our
strategic
needs
and
what
the
highest
priority
work
is.
So
this

culmination
of
that
and
I
got
to
tell
you
the
team.
This
has
been
a
very
big
team
effort.
We've
spent
a
lot
of
hours
on
this
with
the
management
team,
with
finance
with
Ron,
to
make
the
numbers
work
and
there's
a
couple
of
other
things.

We
have
decided
on
a
contract
which
we
will
bring
to
you
next
month
on
a
master
service
agreement,
contract
for
engineering
procurement
and
construction.
We've
settled
on
the
to
vendors,
we're
going
to
use
on
the
electric
site
we're
still
working
on
the
water
sewer
site,
but
we'll
get
that
shortly.
So
if
the
plan
is
coming
together
so
that
come
July,
we
should
be
able
to
hit
the
street
with
our
feet.

the
budget,

projects
will
follow
the
budget
right
and
we'll
be
able
to
make
the
system
improvements
that
are
required
in

order
of
priority.

identified

detail
fees,

it
will
need
to
go
through

council

agreement
meeting.
One
of
the
challenges
that
we
currently
have
right
now
with
everything
going

is
how

we
hold
a
Freeman
meeting
with
the
limited
number
of
people,
so
that
is
a
challenge.

to
look
at
different
scenarios
for
that
I,
don't
know,
we've
come
up
with
a
great
answer
at
this
point,
so
that's
challenge
one
with
it.
Normally
in
a
perfect
world,
I
would
say
going
through
the
approval
process
that
you
look
at
a
month
from
the
time
it
gets
through
this
board
through
council
through
Freeman
and
then
as
far
as
issuing
the
debt
you're.
Looking
at
probably
a
three
to
four
month,
you
need
grading
agencies
to
come
out
and
redo
the
ratings.

it
out.

Involvement
from
the
Freeman's,
sometimes
the
Freeman
meetings
tend
to
be
low
volume
anyway,
but
it
isn't
meaning
that
we
get
activities
so
that
people
don't
think
that
we're
trying
to
force
this
through

crisis

we
minimize
numbers
and
automatically
get
a
yes.
So
it's
important
to
me
that
we're
gonna
look
at
how
we're
gonna,
how
we're
going
to
socialize
this
and
get
the
word
out
and
then
how
we're
going
to
execute
it
and
again
I'm
working
with
the
state
officials
to
even
see
if
they'll,
allow
me
to
do
this.
So
