C
Since
it's
the
first
time,
this
Commission
has
met
with
the
with
the
online
capabilities.
One
of
the
things
the
city
attorney
will
point
out
to
us
is
that
we
actually
have
to
call
out
the
person,
because
we
can't
see
them
and
and
get
their
vote
and
Deb
Patrick
is
taking
minutes
tonight
for
us
here,
so
she
can
grab
their
names
as
soon
as
they
say
you
call
them
out.
Okay,
thank
you.
B
C
E
B
B
B
B
D
Am
here
things
have
been
fairly
quiet.
The
other
thing
that's
coming
up
that
the
Commission
should
be
aware
of
is
the
the
dock
proposal
by
Pine
Island
Marina
&,
The
Moorings,
that
is
going
to
be
affecting
I,
am
going
to
meet
with
Steve
Carlson
and
come
up
with
a
recommendation
for
the
Commission
to
review.
So
that
should
be.
My
intentions
are
to
get
it
to
Carleton
and
have
it
distributed
before
the
next
meeting
for
review
and
discussion.
The
next
meeting
I
will
let
mr.
Carlson
know
that
he
needs
to
get
on
the
agenda.
C
D
E
D
D
B
G
Thank
you
for
having
me.
Are
you
reading
this
evening
and
I
in
forward
to
the
application
and
our
survey
permit
that
was
prepared
by
by
J
Dempsey
I'm,
not
sure
I
haven't
done
Skype
before
so
I'm,
not
sure
exactly
how
whether
you
all
have
a
copy
of
this
or
can
I
share
it
or
what's
the
what's,
the
appropriate.
G
C
G
G
Hopefully,
Keith
will
sign
the
sign.
The
authority
approval
document
and
then
it
gets
forward
onto
deep
for
their
approval.
They
review
the
the
survey
map
in
front
of
you
and
make
sure
that
it's
complete
and
there's
regulations
associated
with
what's
allowed
for
swim
swim
areas.
I
won't
go
into
all
that
right
now,
because
its
prime
not
sure
if
it's
required,
we
can
get
into
some
of
it,
I'm,
not
sure.
If
you
can
now,
you
can
rotate
this.
G
This
survey
up
in
the
upper
left-hand
corner
this
yeah,
so
what
you're
looking
at
is
a
picture
survey
that
Jay
did
and
it
if
it
details
the
area
of
the
slum
area
that
were
applying
for
you
can
see
the
groin
or
the
Jenny.
That's
all
not
on
our
eastern
side
of
our
property
adjacent
to
to
any
point,
and
as
the
survey
states
the
dimensions
that
are
on
that
survey,
it
shows
the
property
line
along
a
viewpoint.
It's
the
approximate
riparian
live
show
is
a
extension
of
the
property
line.
G
That's
that
line
coming
off
to
the
right
of
the
jetty.
It
shows
that
the
groin
is
in
within
our
property
line
and
the
small
little
dots
that
are
out
beyond
the
jetty
and
beyond
this
swim
flow.
Those
are
the
actual
markers
themselves
and
the
numerical
values
there
that
are
next
to
those
markers
or
the
how
many
feet
I.
What
the
distance
in
feet
is
to
the
mean
high-water
line,
which
is
also
delineating
on
the
up
on
the
survey
that
says,
dotted
lines
that
are
in
close
to
the
shore.
G
G
G
G
It's
it's
usually
anywhere
between
six
and
seven
feet
at
low
tide,
and
lately
it's
we
have
full
moments,
probably
even
less
than
that,
the
western
side
of
the
property,
you
can
see,
there's
a
line
coming
off.
That's
there!
G
One
of
the
criteria
is
on
swim
area.
Is
that
you're?
The
distance
between
your
marker
buoy,
which
is
showing
off
that
dotted
line
extension
coming
off?
The
left,
is
no
more
than
five
feet
within
their
repair
or
repairing
a
line.
You
see,
we
have.
You
probably
can't
see
it,
because
it's
so
small,
but
there's
a
seventy
seven
feet
between
our
closest
marker
buoy
in
that
repairing
line.
So
we
we
believe
we
meet
that
criteria.
G
G
G
G
D
And
by
10:00
work
square
footage
which,
which
comes
to
me,
is
10
by
10,
is
100
squared
square
feet.
Otherwise
you
need
a
different
permit
than
what
I
can
issue
you
annually.
So
just
something
we
need
to
follow
up
with
my
weight.
Micros
Winsky
would
be
a
good
source
for
for
that
answer
that
Kevin's,
a
boy
yeah.
F
G
Thank
you.
We
would
also
be
I'm
not
so
concerned
about
the
raft
as
much
I
mean
I.
Don't
want
to
hold
things
up.
We
are
infinitely
optimistically,
hopefully
to
open
the
beach
sometime
in
early
June
and
we
would
like
to
at
least
have
the
the
marker
buoys.
It
lines
out
there
and
would
obviously,
if
it's
gonna
hold
things
up
or
require
further
permitting.
We
would
sacrifice
the
raft
to
make
sure
that
they
swim.
G
The
lines
of
marker
buoys
are
up
to
protect
our
swim
area
from
from
any
boating
trafficking,
and
it
helps
the
lines
and
buoys
really
help
delineate
the
the
swim
area
in
and
because
we
do
on
the
western
side
of
the
property
we
do
have.
We
allow
small
sail
boats,
kayaks
some
fishes
and
things
like
that.
Come
off
the
shore
and
that
that
swim
line
there
helps
delineate
the
area
from
the
small
boating
area
to
Taurus
one
area.
C
Mr.
chairman,
this
is
Carlton
all
right.
Yeah
I've
had
a
couple
of
conversations
over
the
last
couple
of
weeks
with
my
Krasinski,
and
this
was
one
of
them
and
he
he
had
no
issues
with
anything
except
it
for
the
Commission
to
look
at
it.
The
reason
the
mayor
did
not
sign
it
is
that
he's
also
a
member
of
the
committee
of
the
beach
club,
and
it
he's
just
given
full
discretion
to
all
this
and
that's
why
we're
overseeing
this.
This
piece
of
it
but
Mike
G
has
been,
has
been
in
conversations
about
this
with
me.
B
B
B
B
Empathy
at
the
moment,
the
mayor
has
asked
us
to
look
at
this
to
make
sure
that
it
is
eating
with
the
harbor
management
plan.
So
I
would
ask
for
a
motion
to
accept
that
allow
the
permits
go
forward
based
on
the
fact
and
keeping
with
the
harbor
management
plan,
but
he
likes
to
set
such
a
motion
forward.
A
C
G
Yes,
thank
you
very
much.
I
appreciate
your
time
and
your
understanding.
Thank
you.
I'll
I'll
be
signing
off
now
and
take
care
of
Thanks.
C
That's
correct
and
Gil
from
Woodward
Kern
is
on
line
to
answer
or
approve
or
do
any
type
of
questions
or
presentations.
We
do
have
the
application
available
to
be
online
to
shown
on
the
screen
late
early
this
morning
or
late
this
afternoon,
or
early
this
after
late
this
afternoon
and
I
forwarded
you,
the
change
on
the
application
that
Gil
had
sent
out.
He'll,
do
you
want
to
just
they
do
have
a
copy
of
it
in
their
emails.
If
they
haven't
got
to
that,
you
want
to
just
explain
that
to
them.
H
It
was
to
be
drenched.
The
games
was
the
the
plan
was
to
use
that
as
beneficial
reuse
material
in
the
area.
You
know
in
water
placement,
where
they
are
also
doing
remediation
on
the
trenching
at
the
shipyard,
but
in
recent
correspondence
with
the
DEP
and
the
Army
Corps
of
Engineers,
the
decision
has
been
made
that
the
dredge
sediment
will
be
disposed
of
at
a
permanent,
either
landfill
or
upland
disposal
facility.
So
I
guess
maybe
semantics
are
just
I'm,
not
sure,
but
it
was.
It
was
never
intended
to
be.
H
You
know,
disposed
of
on-site,
not
you
know
not
on
the
land.
It
was.
The
original
intent
was
for
the
the
sediment
to
be
used
to
fill
in
where
other
remediation
venting
was
is
going
to
be
done.
But
again
the
decision
has
been
made
now
that
the
dredge
sediment
will
be
disposed
of
in
it
either
in
a
permanent
landfill
or
upland
disposal
facility.
C
So,
commissioners
I
this
is
Carlton.
Once
again,
we
Gill
has
had
numerous
conversations
with
us.
It
was
very
generous
in
getting
the
size
of
the
books
out
for
printing,
as
requested
in
the
earlier
application,
the
in
the
middle
of
the
getting
the
application.
That's
when
deep,
had
kind
of,
not
kind
of
said
that
they
wasn't
going
to
accept
that
on
landward
and
and
as
you've
seen
today,
mr.
C
Ryan
changed
his
application
so
that
he
could
get
it
up
to
the
state
and
for
the
Commission,
so
they're,
seeing
a
you're
seeing
a
clean
copy
of
this
on
there
and
I've
had
conversations
with
my
Krasinski
on
on
this
piece
too,
because
we
have,
if
I
think
I've
spoke
with
Robert.
The
Frances
chairman
on
this
is
that
we
were
wondering.
Do
we
really
need
to
see
it
again
because
it
was
approved
in
eighteen,
Mike
Rosinski
said?
A
H
I
mean
I
I,
don't
know
that
right
now,
so
this
maintenance
stretching
again
is
being
conducted
in
conjunction
with
remediation
dredging
being
done
in
several
locations
at
the
shipyard
there.
So
once
all
the
material
is
dredged
and
be
watered
and
then
based
on
you
know
the
the
sampling
of
the
dredge
sediment
and
the
you
know,
selection
of
a
disposal
facility,
then
it'll
be
determined.
You
know,
I,
don't
know,
I
know
it's
1,300,
essentially
1,300
cubic
yards
from
this
maintenance.
Dredging
I,
don't
know
how
much
what
the
volume
is
from
the
remediation
Trinity.
C
Is
Carlton
all
of
that?
Where
that
trucking
lane
is
is
considered
as
state
of
Connecticut
Road
the
Eastern
Point
Road,
not
in
not
all
up
to
the
up
to
arraign
Ville
a
venir,
it
became
the
state
highway
on
from
Eastern
Point
Road
goes
up.
Rainville
down,
Clarence
B
is
all
considered
state
state
roads.
C
But
I
think
the
chairman
was
was
correct
in
asking
the
question
about
the
timing
on
this
because
of
the
South
yard
Assembly
Building.
Typically,
if
it's
not
the
foundation,
the
hours
of
operations
for
moving
stuff
off-site
is
from
a
6:00
a.m.
till
7
p.m.
Monday
through
Saturday
Sunday,
no
work.
What's
at
all.
H
F
C
B
B
E
B
B
B
C
C
The
reason
you're,
seeing
this
from
a
harbor
management
position
is
because
your
pad
there
passed
the
CGL
line
to
coastal
jurisdictional
line
in
here,
and
that's
why
Mike,
grazinsky
or
deep?
He
just
represents
our
area.
Your
is
needing
needing
approval
that
they
had
to
product
before
you
and
for
their
maintenance
of
the
fire
main
mr.
Peck.
Can
you
pick
it
up
from
there?
Thank.
I
You
very
much
just
want
to
go
over
an
upcoming
project.
We
have
to
replace
the
fire
protection
piping
with
engraving
da
Quan
Bazin
and
also
along
the
south
wing
wall
due
to
salt
exposure
that
occurs
when
we
flood
the
graving
docks.
The
fire
protection
systems
in
these
areas
have
experienced
corrosion
and
require
to
be
replaced,
as
Carlton
said,
under
the
general
permit,
for
coastal
maintenance,
EB
is
required
to
submit
a
registration
application
which
is
shown
on
the
screen
here
for
the
reconstruction
of
permanent
structures.
I
I
The
old
piping
that
is
removed
by
the
vendor
will
be
placed
into
electric
boat,
managed,
scrap
metal
accumulation.
Containers
the
vendor
will
be
directly
replacing
the
old
fire
protection
piping
system.
With
a
new
fiberglass,
reinforced
epoxy
resin
lightening
system,
the
configuration
won't
remain
the
same.
It's
essentially
removing
the
old
piping
and
putting
in
this
new
fiberglass
piping
in
the
same
manner.
I
C
I
C
I'm
trying
to
call
him
on
the
phone
if
I
can
get
him
back.
You
are
okay,
we're
not
here
we're
not
hearing
you,
but
I
will
put
you
on
speaker
like
we
were
before:
okay,
yep
you're,
okay,
go
ahead,
so
I
didn't.
Have
you
heard
the
rest
of
mr.
pecks
position
here?
The
screen
that
is
page
18
were
on
is
the
blue
lines?
Are
the
diagrams
where
the
piping
needs
to
be
removed?
He
I
think
he
finished
his
presentation
at
that
point.
C
E
B
C
B
C
Negotiations
done
for
the
switching
of
the
moorings
you'll
have
that
next
month,
and
also
we
have
a
referral
in
for
a
text
amendment
in
the
wpr
zone.
In
the
five
corner
district
in
the
wvr
zone,
you,
the
Commission,
will
be
more
interested
in
the
wopr
zone
than
anything
because
the
waterfront
business
use
group
and
residential
use
and
then
I
will
forward
that
out.
So
you
get
a
reading
of
that
tomorrow
or
Monday,
but
those
are
the
two
things
that
are
currently
on
the
agenda
for
June.
