Description
City of Groton, CT municipal meeting - City of Groton Mayor & Council May 21, 2018.
A
A
A
B
A
A
B
C
C
D
Yeah
we're
with
you
to
a
certain
extent.
You
know
it's
we're
also
on
the
same
side
of
you
were
also
obtained
as
well
or
service
fees
and
whatnot.
As
far
as
the
ohm,
the
first
question,
as
far
as
deal
the.
A
E
A
A
E
A
Right
I'm
going
to
attempt
to
address
the
questions
and
if
address
them,
and
that's
great,
if
I
don't
address
them,
let
me
know,
and
I
will
get
an
answer
to
used
to
address
the
situation,
so
the
cost
of
the
water.
You
have
the
cost
to
make
the
pure
water
or
to
make
the
potable
water,
and
then
you
have
the
cost
of
processing
that
water
as
effluent,
which
is
the
waste
water.
The
Ford
goes
into
the
sound
or
into
the
Thames
river
and
then
into
the
sound.
A
The
rule
of
thumb
was
supposed
to
be
that
that
the
cost
of
the
sewer
fee
should
be
about
the
same
cost
or
the
approximate
cost
as
your
water
bill.
So
if
that's
not
the
case,
then
I
need
to
kind
of
get
a
feel
for
that,
because
it's
way
it
should
be,
it
should
be
very
close.
I
mean
it's
not
going
to
be
dead-on,
but
it
shouldn't
be
an
order
of
magnitude.
Different
the
water
uses,
the
cost
of
the
okay
service,
so
the
the
cost
there's
two
components.
A
A
112
dollars
and
80
cents
a
year,
that's
what
it
should
be.
If
it's
5/8
inch
so
12
times,
940
is
$112
an
86,
that's
what
that
service
fee
would
be.
The
second
component
of
this
of
the
fee
is
the
monthly.
Is
your
water
consumption,
so
the
water
consumption?
If
you
everybody
will
get
way
if
you
haven't
received
this
already
everybody's
going
to
get
one
of
these,
and
if
you
look
at
the
example
that
they
provide.
That's
not
just
an
example.
That
is
your
fee
based
on
April.
A
That's
what
it
would
be
based
on
based
on
your
water
usage,
so
the
water
usages
is
based
on
whether
or
not
they're
not
going
wider
uses
to
your
fee
is
based
on
the
amount
of
water
that
you
know
it's
early
in
your
case,
you've
got
a
duplex
right
yeah.
Is
it
all
coming
under
one
bill
right?
So
that's
the
challenge
that
you
have
is
that
your
water
bill
is
for
two.
A
B
A
D
A
Let
me
let
me
know,
let
me
know
if
I
got
this
right.
I
want
to
make
sure
I
understand
the
basis
of
your
question
and
if
I
got
the
basis
of
your
question
right,
then
I
can
attempt
to
answer
your
question.
So
when
you
look
at
your
at
you,
look
at
your
consumption
rate
on
your
bill
on
your
water
bill.
Yeah,
the
cost
per
cubic
foot
of
water
is
different
than
to
cost
a
cubic
foot
or
sewer.
Is
that
what
you're
saying?
Okay,
all
right
now
that
I
have
that.
A
Well,
well,
when
we
hired
reptillus
to
come
in,
they
did
a
study,
and
basically
we
did
like
a
rate.
You
know
we
did
a
rate
study
for
water.
We
did
a
rate
study
for
electric.
We
also
did
this
to
set
up
our
rates
for
sewage
and
based
on
everything
that
goes
into
it.
The
the
salaries,
the
the
debt
service,
the
money
that
we're
trying
to
put
aside
for
infrastructure
overhead
and
things
like
that.
A
That's
where
that
not
that's
where
that
number
come
from
so
I
recognize
that
you
look
at
the
one
you
look
at
the
other.
You
would
think
that
they
would
be
the
same,
but
they're
not
it
just
it.
It
cause
different
to
treat
the
water
to
make
it
pure
a
pure
potable,
and
then
it
costs
an
order
once
you
got
dirty
water
gray,
water
effluent.
A
In
order
to
clean
that
episode
and
go
back
into
the
sound
into
the
harbor
then
into
the
sound,
then
there's
a
lot
of
processing
that
has
to
go
with
that
and
is
expensive
to
do
it.
That's
the
only
way.
I
can
answer
I'm
an
answer.
Truth
I
mean
I'm
right,
but
if
you,
if
you'd
like
me
to
get,
if
you
only
get
somebody
to
give
you
a
call.
B
A
Think
about
this
where's,
the
water
where's,
the
water
coming
from
before
it
goes
into
the
water
filtration
plant.
It
comes
from
Smith,
Lake
right
and
that's
the
primary
location
is
coming
from
it
that
water
is
pretty
clean.
Now
it's
got
some
of
the
gross
stuff
in
it
some
bacteria
and
some
manganese
and
things
like
it.
We
got
to
process
it
out
now
think
about
the
water.
A
That's
going
into
the
toilet,
that's
going
through
into
the
sewer
area
down
here,
think
about
what's
in
that
water,
and
you
got
to
get
that
water
to
almost
not
the
same
standards,
but
very
high
levels
before
I
can
discharge
that
into
the
sound.
So
there's
a
lot
of
process
and
to
get
all
the
the
bacteria
and
all
the
biosolids
and
everything
else
with
having
you
know
sewers.
So
that's
that's
why
it
cost
me.
Okay!
B
A
B
D
A
A
It
takes
into
account
the
overhead,
it's
not
just
the
processing
of
the
water.
It
is
certainly
not
just
a
meter
reader,
but
actually
there's
no
meter
reader
for
the
sewer
right,
we're
basing
on
water
usage.
But
it's
it's
the
overhead
involved
in
supporting
the
plant
and
processing
payments,
and
things
like
that.
Now
you
had
a
secondary
question
about.
A
That's
true:
nine
dollars
and
forty
cents
is
a
once
a
month
thing.
The
five
dollars
and
forty
cents
is
per
hundred
cubic
feet
of
water
use.
So
that's
based
on
the
water
usage,
so
you
do
have
some
control
there.
As
far
as
do
you
water
more,
do
you
water
less?
Do
you
wash
your
vehicle
and
evening?
You
know
those
kinds
of
things
now.
Let
me
let
me
address
a
big
question
about
you
got
to
three
bills.
A
I
would
submit
to
you
that,
even
if
you
went
to
another
town
or
into
the
town
of
Groton,
you
would
still
have
an
electric
bill.
You
would
still
have
a
water
bill
from
somebody.
If
it's
not
from
the
utility
would
be
from
Aquarion,
you
could
be
paying
whatever
source
for
electric
accordion
for
water
and
then,
if
you
lived
in
a
town,
a
Groton
you're
paying
a
sewer
feet
on
the
because
the
town
has
a
sewer
fee
that
they
charge
as
well.
So
you
would
still
be
paying
for
those
services.
A
Whether
there's
a
one
utility
company
were
three
different
entities.
You
would
still
pay
for
that.
A
way
to
get
around
that
and
I'm
not
saying
this
is
necessarily
safer
would
be
if
you
lived
in
the
country
and
you
had
a
you,
had
your
own
septic
tank
and
yet
well
the
the
challenge
there
is.
The
state
is
now
requesting
that
residents
get
their
well
water
tested
because
there's
contaminants
in
the
groundwater
that
people
were
saying.
Oh
this
waters
really
great
come
to
find
out.
A
This
is
everybody
when
we
sent
these
out
on
Friday
people
got
him
today
and
we
have
had
several
people
I.
Think
sixty
people
call
customer
service
some
with
questions.
Some
said
we
didn't
know.
This
was
going
to
happen.
Some
were
were
concerned
about.
Where
did
this
come
from?
What
were
they
based
on
those
kind
of
things
we
are
addressing
those
questions
at
the
customer
service
level,
we
are
also
going
to
work
on
an
email
that
we
will
send
out
to
people
if
they
ask
for
it.
A
G
Ask
you
it
seems
to
me,
as
we
talked
about
this
before
there
is
some
redeeming
value
on
the
other
side,
which
is
the
taxes.
So
it's
kind
of
like
moving
money
from
one
place
to
another
and
I
think
it.
It
may
not
balance
out
exactly
but
I
think
we'll
see
a
savings
on
the
other
on
the
other
side
right
and.
E
I'd
also
like
to
point
out
that
this
is
you,
you
have
more
control
right,
more
control.
This
is
this
is
just
like
your
electric
bill
right.
So
if
you've
got
all
the
lights
on
all
day,
you're
you're
gonna
see
a
bigger
bill
if
you
the
same
thing
with
the
water,
so
it's
not
a
flat
rate
and
I
think
there
are
gonna
be
edge
cases
where,
if
you
don't
use
a
lot
of
water,
you
may
see
that
you're.
E
You
may
see
that
your
your
your
charge
is,
or
the
maintenance
fees
is
higher
than
your
actually
usage,
but
I
do
think
those
are
edge
cases
and
I.
Think
on
the
other
end,
you
know,
if
you
have
a
large
house,
you
know,
and
it's
assessed
at
a
high
value
and
you're
using
not
a
lot
of
water.
I.
Think
you're
gonna
see
a
lot
of
savings
as
well,
so
I
think
those
are.
Those
are
the
edge
cases.
I
think
most
people
are
going
to
fall.
G
A
A
Second,
we
have
a
motion
in
a
second
any
discussion
hearing,
none
all
in
favor,
say
aye.
Those
extensions
motion
carries
unanimously
need
a
motion
for
May
7
2008,
the
mayor
and
council
meeting
minutes.
Simmonds
ii
have
a
motion
a
second
any
discussion
hearing,
none
all
in
favor,
say
aye
God
and
need
a
motion
for
May
14,
2008
teen,
special
Committee
of
the
Whole
meeting
minutes.
H
Presentation
by
Secretary
of
State
on
the
upcoming
primaries
and
how
it
changes
the
way
people
can
get
absentee
ballots
and
such
which
I
will
be
reporting
back
to
the
New
London
County
Clerk's
this
coming
Wednesday,
so
that
everyone
is
apprised.
I
also
had
the
pleasure
of
attending
the
annual
military
appreciation
luncheon
on
Friday,
and
that
was
amazing.
I've
never
been
to
it
before
and
it
was
quite
moving.
It
was
a
wonderful
event
and
I
was
so
happy.
I
was
able
to
go
yeah.
A
H
A
During
weekdays,
and
then
in
the
Saturday
mornings,
from
9:00
to
2:00
so
get
your
beach
passes,
the
beach
opens
660
its
opening
day
of
the
beach
and,
if
you've
been
down
to
the
beach
you'll,
see
that
disappears.
I
have
correction,
a
Tyler
house
we're
working
on
a
tile,
our
house.
We
have
the
deck
time,
there's
some
other
things
we're
going
to
be
doing
down
there.
Also
the
cement,
sidewalks
and
the
stanchions
have
been
replaced,
and
so
we're
getting
ready
for
beach
season
and,
like
I
said
opening
day,
is
616.
F
For
us
thank
you.
Last
year
we
discussed
signs
for
the
crosswalks
and
I
think
we
have
a
lot
more
traffic
this
year,
even
than
last
year
coming
through
and
we've
got
a
lot
of
kids
out,
it's
finally
getting
warm
out
and
we
need
to
somehow
highlight
our
crosswalks
a
little.
D
G
F
On
Mitchell
there's
a
lot
of
times
where
people
are
waiting
to
cross
and
cars
aren't
even
seeing
them
and
notice
that
you're
the
crosswalk
I'm.
The
other
thing
that
I
wanted
to
bring
up
the
town
did
a
great
job
on
doing
a
spot.
A
specific
spot
for
online
sales.
I
would
love
to
see
something
like
that.
It
was
brought
up
by
number
one,
a
number
of
my
neighbors-
that
it
would
be
great
to
see
you
here.
Okay,
the.
A
I
F
F
F
G
F
A
G
G
A
Had
a
new
obligation
for
ninety
thousand
dollars,
which
we
met
and
basically,
instead
of
lowering
taxes
to
four
point,
five
they're
going
to
be
a
four
point:
five,
eight!
So
that's
what
that's?
What
the
council
that
chose
any
other
questions
or
comments,
all
right
hearing,
none
all
in
favor,
say:
aye!
Those
stations
motion
carries
ass,
hey
we're
gonna
go
into
the
executive
session;
I
need
a
motion
to
go
into
executive.
A
A
G
A
Director,
have
it
easy
the
next
one
will
be.
There
will
be
two
to
discuss
personnel
on
fire
department.
The
first
will
be
Council,
you're
gonna
bring
everybody
you're
gonna
discuss
it
all.
Have
one
shot
yeah,
okay,
then
there
will
be.
Then
there
will
be
one
exit,
one
for
the
fire
department
to
include
all
the
council
chief
Nick
D'elia,
HR
Director,
when
deputies
Ian,
Deputy,
Chief,
Robert,
Tompkins
and
Ted.
Sorry,
okay,
a
missing
Larry
there
will
be
action
will
be.
A
G
F
A
E
A
A
I
B
E
A
H
A
To
replace
Ted
with
Edward
all
right,
so
we
got
a
vote
on
the
amendment
all
in
favor,
say
aye.
Those
stances
motion
carries
so
now
now
we're
voting
on
the
amended
resolution.
These
teams
are
in
the
floor.
Is
there
any
other
discussion
hearing,
none
all
in
favor,
say
aye
opposed
abstentions.
Okay
motion
carries
unanimously.
