Description
City of Groton Mayor and Council Meeting - April 2, 2018.
A
A
C
C
That
also
I
would
like
to
recognize
a
former
City
police
officer
who
left
the
city
for
a
few
years
and
joined
the
Connecticut
State,
Police
and
retired
not
long
ago,
as
a
captain.
Captain
George
Constantine,
who
passed
away
recently,
had
a
tragic
skiing
accident
and
also
let
the
recognize
the
trooper
state,
trooper
Miller,.
B
A
A
D
G
C
I
attended
on
March
20th
the
participated
in
the
Millstone
drill
here
at
the
City
emergency
operating
center
on
March
10th,
that
I
attended
the
36th
annual
Eastern
Region
Middle
School
Music
Festival,
with
Kennedy
college
presented
by
the
Connecticut
Music
Educators
Association,
which
Westside
middle
school
was
well
represented
in
and
on.
The
23rd
I
attended
the
high
school
Poets
Laureate
of
southeastern
Connecticut
at
mr.
carton
and
which
a
student
from
each
school
from
the
region
was
chosen
as
a
just
poet,
laureate
and
fetch
high
school
being
one
of
them
and
also.
C
E
B
Resent
the
Easter
egg
hunt
and
I
attended
it
was.
It
was,
as
she
said,
ten
o'clock
till
1001
yeah,
but
I
also
attended
a
Connecticut
town,
clerk's
executive
board,
our
meeting
earlier
in
the
week,
and
we
were
given
updates
on
a
number
of
legislative
items
that
will
impact
some
of
our
towns
and
many
of
the
clerk's
offices
throughout
the
state.
Great.
A
The
flag
over
Washington
Park
the
halyard
broke
in
for
a
few
days.
The
flag
was
just
kind
of
flopping
and
flailing
there
and
we
were
trying
to
figure
out
how
to
get
it
down.
The
ground
was
wet.
We
couldn't
get
a
truck
out
there
to
get
it
down,
so
we
stayed
that
way
for
a
little
bit.
We
were
finally
able
to
take
the
pole
down
and
so
we're
gonna,
the
the
pole
was
down.
The
flag
is
down.
So
what
we're
going
to
do
is
we're
going
to
refurbish
the
pole
we're
going
to
sand.
A
It
paint
a
pole.
We
are
going
to
restring
the
halyard
and
then
we're
going
to
put
the
pole
back
up
the
flagpole
back
up,
secure
it
and
then
we're
going
to
rehearse
colors
the
National
incident
that
we
have
and
we
will
have
a
flag
back
up
because
I
know
there.
Some
people
that
are
out
there
that
are
comes
CERN,
there's
been
comments
on
Facebook
and
I've,
gotten
received
emails
and
things
like
that.
I
appreciate
your
concern.
A
On
the
March,
20th
I
also
participated
in
the
the
evaluated
excerpt.
It
was
a
no
strong
millstone
seemed
Laval.
You
ated
exercise
drill.
I
was
here
for
the
EOC
and
I
want
to
publicly
thank
all
the
staff
that
was
here.
They
were
tremendously
organized.
We
have
call-outs
and
sheets,
and
we
have
placards
that
are
up.
The
drill
went
for
more
than
half
a
day
and
we
did
not
receive
any
negative
comments.
As
a
matter
of
fact,
some
of
the
things
that
we
do
were
identified
as
best
practices
and
it
may
be
shared
with
other
communities.
A
So
that
was
a
tremendous
tremendous
event,
was
Groton
utility
I
tender
ground,
Utilities
Commission
meeting
on
March
23rd,
attended
a
mobile
food
pantry
and
then
I
had
lunch
with
the
Town
Manager.
One
of
the
things
that
John,
BIRT
and
I
are
doing.
Is
we
meet
every
month
and
we
talk
about
issues
with
the
city
issues
with
the
town
and
look
at
ways
that
we
can
share
services
and
have
cost
savings
in
the
city
in
town.
A
So
we
are
looking
at
that
on
March
24th
I
attended
a
bill
memorial
library,
common
grounds
where
chief
Spellman
and
I
talked
to
several
constituents.
There
we're
going
to
have
another
one
in
May
and
the
building
inspector
Carson
Smith
will
be
there
and
he
will
talk
about
how
to
use
the
GIS
system
on
the
town's
website
and
also
talk
about
the
anticipated
upcoming
building
that
is
going
to
occur
on
electric
boat
facilities,
attended
the
tenets
of
town
cabs,
a
town
council
meeting
where
we
presented
the
road
bod
plan,
the
colonel
Ledyard
and
the
highway
analysis.
A
They
will
be
voting
tomorrow
and
their
council
meeting
on
whether
or
not
they're
going
to
take
back
colonel
edger
and
it
looks
acceptable
so
they're
probably
going
to
take
back
colonel
Ledyard
and
keep
the
security
system.
So
that
will
be
good
and
if
they
decide
not
to
keep
the
security
system,
we'll
just
call
up
the
security
group
and
have
them
secure.
I.
A
There
was
a
was
a
concern.
It
was
brought
up
here
about
notifying
some
of
our
non-taxable
amenities,
particularly
my
faith-based
groups,
to
let
them
know
what
their
fees
were
going
to
be,
and
we
had
a
meeting
last
Thursday
at
5:30.
What
we
did
not
know
when
we
skated
that
meeting
is
that
Thursday
as
a
as
a
holy
day.
A
That
is
celebrated
quite
a
bit
up
here
in
New
England
and
as
a
result,
I
didn't
get
any
attendance,
but
I
did
talk
to
three
of
the
leaders,
either
through
email
or
personally
and
have
given
them
their
information,
and
the
information
is
there.
If
the
other
people
want
it
and
I'm
going
to
set
up
to
have
a
meeting
with
riverfront
and
one
another
organization,
and
they
will
have
pretty
much
covered
everybody.
That's
on
my
list,
so
that'll
be
up
and
then
I
too
participated
in
the
Easter
egg
hunt.
I
got
to
tell
you.
A
B
A
E
A
C
Resolution
our
18
4
41
therefore
be
resolved
with
merit
council.
Finally,
a
full
and
ordinance
establishing
sewer
use
of
charges
for
the
purposes
providing
funds
for
the
operation
and
maintenance
expenses
associated
with
a
wastewater
collection,
advanced
treatment,
disposal,
facilities
of
the
city
across
I,
so
move
second.
F
E
E
H
Wbca,
take
a
look
at
the
budget
and
set
the
rates
according
to
the
budget,
so
that
you're
spending
and
you're
making
your
revenues
match
your
budget.
So
that's
the
whole
premise
of
it.
You
have
to
first
set
your
budget.
You
would
need
where
know
we
need
to
have
fun,
be
calm
and
then
set
your
rates,
so
the
bathroom
matches
and
we
have
an
estimated
rate.
That's
rolled
up
with
the
meter
fees
plus
the
five
point:
four
five
dollars:
forty
cents,
a
cubic
foot
to
match
your
water
usage.
E
E
H
A
F
Thank
You
mayor
resolution
are

and
the
city
of
Groton
for
a
total
price
not
to
exceed
seventy
thousand
dollars
and
no
cents
$35,000
in
no
sense
be
paid
from
the
general

capital,

and
fiscal

2018
operating
funds
and
$35,000
and

to
be

the
town
of

I,
so
move.
D
Resolution
are

therefore,
be

that
the

approved
an

authorizing
the

to
approve
increases
to

up
to
and
including
those
who
retired
in
2014,
as

by
the

A

C
A
A
H
G
A
Well,
without
getting
into
I
will
get
into
the
detail
when,
when
I
bring
him
bringing
up
to
you,
but
there's
a
possibility
that
I
may
have
him,
as
the
interim
chief
for
a
period
of
time
or
I
may
come
to
you
with
another
argument
and
recommend
that
you
bring
him
in
as
the
chief
period
and
I'm
not
again
we're
not
at
that
at
that
step.
Yet
so
I'm
not
ready
to
have
that
discussion.
Well,
it's
not
that
it's!
It's
not
that
I
won't
talk
about
it
in
public.
It's
just
that!
We're
not
a.
