middle
schoolers.
All
you
have
to
do

bring

student

there's

three
dollar
entrance
fee
this
year.
It
is

6:30
to
8:30
it's
a
ton
of
fun.

guys

to
come,
that's
always
fun
and
I
encourage
all
middle
schoolers
to
show
up
and
it's
a
town-wide
event.

It
was
a
very
good
program.
We
had
a
lot

great
speakers,
those
that
attend

church

as
I
want
to
say
dr.
Kimberly,
clear
young
from
the
Coast
Guard
Academy.
She
had
some
very
inspiring
words.

was
an
overall
great
program.

Instead
of
going
through
my
my
schedule,
there's
a
couple
things
that
I
want
to
talk
about
budget
we
are
in
the
budget
season.
I
have
received
the
least
of
our
budget
in
the
highway
department
budget.
If
you
look
at
what,
if
your
schedule
on
that
your
seats,
rather
is
the
budget
schedule
from
the
article
sixth
annual
budget
budget
preparation,
says,
department,
heads
of
the
police
department
and
highway
department
says
submit
their
proposed
budgets
to
the
mayor.

later
than
the
first
week
in
January
of
each
year,
the
mayor
shall
finalize
these
budgets
and,
within
two
weeks,
are
receiving
the
same,
submit
them
to
the
council
for
review
and
approval.
The
mayor

submits
a
request
for
reimbursement
to
the

the

next
week

will
receive
the
budgets
as

and
then

week
and
February
will
be
voting
those
budgets
and

sewer
usage
fees
and
the
WPC

the
water
pollution

one

I
am
looking
to
do
is
to
pull
the
WPC

out
of
them
and
budget
and
putting
it
into
the
utility
along

electric

water,
where
it
will

managed,

run

user
fees.

there

things
that
we
need
to
do.

utility
is
working
on
lines

account

order
to
set
up
the
accounting
properly
we're
also
looking
at
customer
service
and
billing.
So
we
can
make
sure
that
we
could
build
properly
and
one
of
the
things
we'll
be
discussing
next
week
is:
we
will
be
discussing
this
rollout
and
the
move
and
why
we
need
to
move
it.
The
effects
of
the
move,
but
I
wanted
to
start
by
talking
about
it
now
just
to
start
publicizing
and
start
marketing
it.

If
you

see
where
we're
going,
because,
basically
right
now,
your
taxes
are
paying
for
your
sewers.
So
let's
say
you're
a
family
of
four
and
you
have
a
$200,000
house
and
you
pay

amount
of
taxes.

kids
go
to
school

your
taxes,
your
house
is
still
two
thousand
dollars,
you're
easier
to
sue
or
less,
but
you're
still
paying
the
same
amount.

So
this
way,
if
you
have
user
fees
and
one
of
the
things
that
it
does,
is
you
basically
determine
what
your
amount
is
going
to
be,
and
in
addition
to
that,
by
going
to
user
fees,
there
are
now
grants
that
we
can
go
after
that.
We
could
not
go
after
when
it's
under
the
municipality,
and
there
are
some
other
things
that
are
our
pluses
to
it.
One
of
the
challenges
is
going
to
be
for
people
who
have
been
non
taxable
entities.

We'll
give
you
a

the
WPC,
a
the
reason
I'm
bringing
it
up
now
is
because
what
I
want
to
do
is
we
are
working
to
make
sure
that
we
move
the
WPC

fees
at

same
time

we
take
it
out
of
the
municipal
budget
for
taxes,
so
that
I'm
not
so
that
you're
not
paying
taxes
and
user
fees
at
the
same
time.
So
what
happens?
Is
your
taxes

down
and
the
user
fees
will
go
up
and
should
be
relatively
close?

will
be
funded
by
fees,
so
the
fees
are
set
up
so
that
they
have
running
capital,
so
they
can
make
take
care
of
infrastructure
and
things
like
that
and
that
the
city
is
looking
forward
and
taking
care
of
their
infrastructure.
That's
another
advantage
to
moving
the
WPC
a
out
of
the
municipality
into
the
end
of
the
utility.
So
that's
one
thing
I'm
going
to
talk.

we

and
boards
and
commissions
on
beaches
and
parks?

have
two
members
that
we're
aware
right
now.
There
is
one
application
on
file
that
is

committed.

considered
the
conservation
committee
we
need.
We
have
an
opening
for
one
regular
member
of
one
offer
a
member
for
the
Eastern
pointed
sword
district.
We
have
openings
for
two
alternate
members
for
Harbor
management.

regular
member
and
one
alternate
member
planning
and
zoning
one
regular
member
and
one
alternate
member,
the
Economic
Development
Committee
Commission's
schemings.

have
an
opening
for

about
parking
potential
parking
problems
that
I
foresee
and
that
we
first

potential
solutions
for
doing
so.

topically
about
barking
before
we
are
continuing
to
do
that
for.

Park

youth
advisory
committee
used
to
be
in
existence

going

remember
when
it
started
and
it
stopped

year

I

committee
before
I
was
uncounseled,
and
it
really
is
a
committee
to
look
at
what
we
can.
What
services
we
should
have
for
middle
school
kids,
because
that
tends
to
be
the
area
where
a
lot
of
elementary
school
kids
have
a
lot
of
things
going
on.

just
too
many
people-
and
we
really
we've
whittled
down
to
about
500.

very

we'll

still
refer

beach
in
parks
and

we'll

it's
as
if
the
sizes
are
manageable,
maybe
it's
time

us

take
a

that

maybe
the
direction

guidelines

it.

middle

kids

we

money

one

the
areas
that
we're
looking
at
is
probably
in
February.

turning

the

ledger
building
to

town
and
there
is
bonding
associated
with
Colonel
ledger,
and
so
we
are
looking
I'm
having
the
department
heads
look
at
CIPS
so
that
we
can
obligate
the
funding
from
there.

that's
going
to
take
a
freeman's
meeting
and
before
I
have
that
Freeman's
meeting
I'll
make
sure
that
we
have
a
full
understanding
of
how
much
money.

is
what
the
projects
are,
a

the
projects.
