the
contract
for
pecanic
road
reconstruction.

This
project's
been
probably
about
two
years
in
the
works
we
have
finally
gotten
through
dot
approval
and
then
subsequently,
we
needed
the
connecticut
commission
on
human
rights
to
provide
their
approval
for
the
contractor.
So
we
have
received
both
of
those
approvals.
So
what
we're
asking
of
you
is
to
approve
the
contract
with
b
w
paving.

Their
low
bid
was
for
two
million
forty
dollars,
four
hundred
two
million
forty
thousand
dollars,
four
hundred
and
eighty
two
and
dollars
and
fifty
cents.
Ultimately,
we've
added
in
some
contingencies.

city
will
be
responsible
for
about
thirteen
hundred
dollars
on
that
project,
since
there
were
some
additional
what
they
call
non-participating
items
that
the
city
will
be
responsible
for
paying.
So
out
of
the
two
point,
two
million
dollar
project.
We
will
only
be
responsible
for
about
thirteen
hundred
dollars.

we
don't
have
an
anticipated
start
date,
yet
one
of
the
things
that
we'll
have
to
do
is
once
we
get
through
this
approval
process.
We
will
start
the
conversation
with

contractor
and
getting
all
of
those
documents
and
getting

contract
signed.
Ultimately,
we
would
have
hoped
to
have
been
under
contract
earlier
this
summer.
It
just
timing,
it
didn't
work
out
that
way.

would
hope
by
the
end
of
september
we
could
at
least
have
shovel
in
the
ground
and
have
a
timeline
for
what
we're
able
to
get
done
for
for
the
fall
season.

this
contract
written
as
a
200-day,
a
200
calendar
day
contract,
so
there
will
be
a
winter
shutdown.
We
anticipate
that
to
be
sometime
mid
to
end
of
november,
depending
on
what
the
asphalt
plant,

long

stay
open
for
the
season.

to
all
the
businesses

that
road

we

up
additional
signage
for
them
so
that
we
can
say
like
parking
for
buford's
here
or
it's
the
first
one

comes

when
I
go
to
buffers
I
park

the
street,

people
are
going

to
find
places
to

plan
on
helping
them
with
that

saying

problem's

the
contractor
is
supposed

ensure

businesses

we'll
have

get
into
discussions

contractor,
then
we
can
kind

work
out
some
of
those
details,
but
there
is
a
provision

ensure

they're

will

we
have

we'll

pre-construction
meeting

of
timing

into
this
construction

sure

think
what
we
had
hoped
initially

that
they
would
do
sidewalks
and
drainage
dirt
down
the
entire
length
of
the
project.

then
the

paving
but
again
because
we're
in
a
shortened
season.

meeting

the
contractor.

actually

corners
intersection,

slightly
into
each

roadways

we'll
stop

prior
to
the
rainville
intersection,

loops
for

the
traffic
lights.

All
of
those
expenses
are
being

budget

thousand

paid
by
gratton
utilities.

had

budget

thousand
dollars
for
the
fall
festival.
This
is
an
event
that
is
replacing
the
fall
festival

groton

for

greater
mystic
chamber
of
commerce.

rest

this
budget

be
paid
by
sponsors
of
the
event,
and
then
any
proceeds
of
the
event
will
be
going
to
the
greater
mystic
chamber
of
commerce,
so
the
city
itself
is
not
using
tax
dollars.

this

residents

engage
again

themselves

neighborhood

fitness
levels,
dealing
with
wellness
type
issues.

calling

some
you
don't,

a
large
amount
of
them
concerns
even
as
during
the
american
rescue
act.

seems
to
be
a
majority

calls

reference

things
that
the
residents
are
struggling
from

the
other
one

broadband
that
those
seem
to

that
these
kind

hit

obviously
is
trickling
all
through
the
different
towns
and
cities.

mention

seems
to
be
like
we're
right
on
target
with

already

about
that
broadband

going

be
a
challenge,

where
do

take
broadband

municipality
doesn't

jurisdiction

private
locations

the
beach

do
have
some
wi-fi
down
there
now
and
we
will
continue

expand
that.

that
benefit

when
does
it
benefit

wi-fi

hotspot
down

going
to
be
in
the

and

want
people
to
use

that

kind
of
funds

paired
them

service

trying

advantage
of

holes

be
in
the
blight
situation,
bite
ordinance,

think

boarded
up
building,
that's
blight,
it's
not
blight,
it's
not
pretty,

stores

people
in
it

automatically
make
it

be
things

working

economic
development
in

they
have

it
was
just
a
recent
opportunity
that
I
wasn't
able
to
go
to
that.

where
we

you're
talking
about
youth,
it's

decision

make

license.

think
it's
a

would
be
important
to
have
that.
Maybe
at
the
events
I
could
be
the
person
and
bring
those
other
people
that
are
on
this
organization.
That
could
actually
come
also
and
I'd
like
to
see
that
to
be
developed
too.

a
difference
right.
There's
a
difference
in
protocol
there's
a
difference
in
formality
those
kind
of
things
now,
in
your
case
and
what
you
want
to
do.
It
doesn't
matter
whether
it's
an
open
blood
drive
or
whether
it's
a
schedule
by
appointment,
only
blood
drive.
You
could
still
have
a
table
or
whatever,
but
the
thing
we
need
to
do
is
we
need
to
understand
what
it
is
you're
looking
to
do
and
then
pair
you
up
with
them
and
get
that
set
up,
but
that's
something
that
that
actually,
I
think,
would
be
pretty
easy.
