From YouTube: City of Groton Mayor & Council - 11/20/17
Description
City of Groton, CT municipal meeting - Mayor & Council: November 20, 2017.
A
B
The
last
time
you
met
I
mentioned
that
didn't
our
micros
grind:
Mystic
Falcons
micros
eight-and-under
we're
going
to
the
Super
Bowl.
They
won
the
Super
Bowl
our
crime
period.
We
also
had
the
next
day
the
following
day.
The
four
divisions
went
to
a
chair
competition
which,
when
it
comes
to
chair
they
the
cheerleaders
they
they
they
get
only
sheriff
with
the
kids
all
all
during
the
season
or
not,
and
their
one
thing
that
they
look
forward
to
and
they
practice
for
a
Campinas
are
one
competition
at
the
end
of
the
year.
B
C
A
D
A
We
had
a
fire
hydrant
that
was
recently
identified
as
being
out
of
commission
and
they
got
right
on
that
and
replaced
the
fire
hydrant
and
now
we're
a
hundred
percent
functional
on
all
fire
hydrants
and
then
the
second
thing
I
want
to
applaud
Town
Manager
John
BIRT
for
his
foresight
and
assistance
at
the
Town
Council
place:
5.7
million
dollars
in
return
revenue
from
a
new
state
budget
to
the
general
fund
and
changed
the
unassigned
general
fund
reserve
from
seven
point.
Seven:
five
percent
to
11
percent,
a
typical
town
reserve,
is
at
15%.
A
The
town
will
have
a
mandated
full
bond
rating
review
in
December
by
Moody's
to
determine
if
their
bond
rating
or
decrease
or
stay
the
same.
As
you
know,
the
bond
rating
affects
the
cost
of
bonding.
The
tab
will
take
out
such
as
recent
paving
project
projects
in
the
town
and
city
and
for
the
2020
plan
for
school
construction.
This
impacts
both
city
and
town
residents
because
being
in
the
city,
we
pay
town
taxes.
A
The
city
recently
had
a
full
bond
review
due
to
rebinding
in
our,
but
our
rating
say
today
a
stable
due
to
concerns
with
state
funding
and
do
and
do
253
percent
of
our
funding
coming
from
electric
boat
and
from
Pfizer.
Our
general
fund
balance
is
25
percent
and
at
a
level
of
four
million
dollars.
So
we
are
well
above
the
15%.
A
We
have
been
recommended
to
keep
it
above
20
percent
and
we're
right
now
we're
looking
to
maintain
it
around
25
percent
such
that.
If
anything
comes
in,
we
have
funding
issues.
We
still
have
a
balance
there,
so
we
are
being.
We
in
the
city
of
rod
are
being
as
fiscally
approved
as
we
possibly
can,
and
the
Town
Manager
is
is
getting
the
the
council
to
do
the
same,
because
it
does
impact
bonding
and
we're
getting
ready
to
get
into
the
school
project,
and
that's
going
to
be
a
lot
of
my
so.
C
A
I
wanted
to
take
that
opportunity.
They
receive
the
citizens,
petitions
we
have
anyone
in
the
audience
that
would
like
to
speak.
Okay,
seeing
none
we'll
skip
response
to
citizens.
Petitions
next
is
approval
of
the
minutes.
I
need
a
motion
to
approve
November,
6,
2007,
teen,
mayor
and
council
meeting
minutes
so
moved.
Second,
we
have
a
motion
in
a
second
do
I.
Do
we?
Is
there
any
discussion
hearing,
none
all
in
favor,
say
aye
opposed.
Abstentions.
Motion
carries
unanimously
communications
in
a
report.
Kesler.
E
Risk
on
November
13th
I
attended
the
group
two
meeting.
We
hope
to
have
some
information
to
present
before
the
council
soon.
D
Again,
ten,
the
D
group
to
meeting
with
councillors,
Rusk
and
Carter
regarding
finance,
there
was
a
discussion
on
the
retirement
age
for
non-union
employees
again
we're
still
it's
looking
the
way
that
to
change
an
age
from
I
guess
68,
it's
well
see,
lowering
your
to
60
from
62
right
now
is
currently
not
financially
feasible.
At
this
point,.
D
A
B
A
B
This
past
on
the
18th,
the
st.
John's
Church,
along
with
other
area
churches,
they
held
an
event
right
here
at
the
municipal
building
and
I
got
to
see
it
was
a
great
event
and
I
also
got
to
see
the
space
that
we
hold
here
and
a
different
life.
It
was,
you
know,
I'm
sure,
there's
pictures,
but
it's
it
was
good.
There's
there's.
Definitely
it
opened
my
eyes
to
what
actually
can
be
done
in
now,
which
is
good
just.
C
A
C
F
I
actually
include
them
in
the
minutes
that
I'm
taking
for
tonight,
so
that
we
have
the
full
minutes
in
for
perpetuity
so
that
we
don't
have
to
worry
about
having
a
second
set
of
minutes.
They
get
rolled
into
the
mayor
and
council
minutes
as
you're
a
report.
So
if
you
see
that
I've
added
a
lot
more
than
you
just
said
it's,
because
it
is
your
actual
minutes
from
your
meetings.
A
Okay,
couple
things
on
the
9th
I
attended,
Daughters
of
the
American
Revolution
watching
the
to
gratin,
Public
Library
and
smoke
spoke
on
volunteerism
because
they
had
awards
for
high
school
students
who
were
active
in
volunteerism.
They
were
being
recognized
and
also
later
that
day,
I
attended
a
Veterans
Day
ceremony
at
Westside
middle
school,
which
is
always
a
tremendous
event
on
the
11th
of
November
I,
attended
and
spoke
at
the
sub
sub
vets.
A
Veterans
Day
ceremony
here
in
the
municipal
building
and
later
that
day
in
the
afternoon,
attended
the
Eagle
Scout
Court
of
Honor
for
Cameron
James
Cameron
James.
If
you
remember,
is
the
Eagle
Scout,
whose
project
was
to
clean
up
the
mayor
circle
and
the
flag
stand
around
Washington
Park,
the
Eastern
Point
Beach
and
the
area
ramp
aquatic
bridge.
A
And
then
I
would
like
to
echo
what
counselor
Carter
said
about
a
daddy-daughter
date
night
on
Saturday.
What
I
found
just
absolutely
marvelous
about
this?
If
you
get
to
see
any
of
the
pictures
on
Facebook
or
anything
like
that,
is
that
you
go
in
there
now
and
you
look
at
the
utilitarian
way
that
it
is
set
up,
and
then
we
came
in
Saturday
night
and
tables
were
set
up
with
with
white
linen
cloths
and
napkins
and
chairs
had
coverings
on
the
chairs,
and
there
were
balloons
and-
and
there
was
it
was
it
was
not.
A
You
could
not
recognize
it
is
the
same
same
place
and
when
the
the
men
that
were
the
three
men
that
were
responsible
for
doing
this
when
they
came
and
talked
to
me
several
months
ago
and
then
when
they
talked
to
me
last
week,
they
said
that
it
was
a
church
based
event.
But
I
did
not
realize,
and
this
is
my
my
fault
error
is
that
it
was
one
of
our
local
churches.
It
was
sponsored
by
st.
John's
and
we
have
a
lot
of
interaction
with
st.
John's.
If
you
remember
Reverend
Coleman
is
the
police
pastor?
A
Also,
we've
been
invited
to
numerous
ceremonies
at
st.
John's
and
in
the
park.
A
lot
of
st.
John's
on
the
fourth
Friday
is
for
the
mobile
food.
Pantry
is
so
we
have
a
huge
relationship,
and
one
of
the
things
that
somebody
had
talked
to
me
about
the
last
couple
of
months
is
that
the
city
of
Groton
and
the
Tanagra
does
not
have
a
community
center,
but
they
said
you
could
take
that
auditorium
in
there
and
you
could
make
it
a
sinner
for
the
community,
and
that
is
what
I
saw
on
Saturday
night.
A
It
was
just
absolutely
tremendous
to
see
that
see
that
was
set
up
and
to
feel
the
energy
and
and
the
young
ladies,
were
out.
Everybody
was
dressed
up
and
it
is
my
opinion
that
at
least
once
in
every
woman's
life,
she
should
be
felt
to
be
made
a
princess
and
it
should
start
when
she's
young-
and
that
was
evident
during
that
that
that
night-
and
it
was
just
it-
was
tremendous-
a
couple
things.
Children
first
I
think
this
was
in
your
pockets.
A
Remember
you
guys
approved
a
thousand
dollar
donation.
I
have
a
letter
in
susan
chorus,
said.
Dear
mayor
Hedrick
and
the
members
of
the
City
Council
and
Groton
I
am
writing
this
letter
on
behalf
of
children,
first
riding
to
think
to
see
Groton
for
the
one
thousand
dollars
of
funding
toward
all
of
our
cooperate,
collaborative
work
with
children
and
families
in
Groton.
We
are
very
thankful
that
the
City
Council,
the
city
mayor
and
all
the
city
departments
are
so
supportive
of
the
initiatives
we
provide
to
residents
and
Rylan,
combined
with
other
grants.
A
This
funding
will
allow
us
to
sustain
our
current
effort.
Rotten
rocks,
Groton
go
password
and
passbook
summer.
Reading
programs
prescription
to
read
cooking
matter,
classes,
support
of
the
farmers,
market,
safety
events
etc
and
add
new
initiatives
that
come
out
of
our
neighborhoods.
We
are
very
grateful
to
you
and
the
City
Council
for
helping
children
first
make
such
a
great
impact
on
our
community.
Without
you,
children
first
could
not
do
all
the
great
endeavor
endeavors
and
help
children
and
families
succeed.
A
The
second
thing
I
would
like
to
draw
to
your
attention
is
I.
Think
everyone
received
a
notice
on
the
stuff
of
Cruiser
food
drive
and
code
drive.
I
would
like
to
make
those
of
you
who
are
watching
aware
of
this.
This
is
available
on
the
city
of
grotton's
Facebook,
page
I've,
also
shared
it
to
my
Facebook
page
on
December,
2nd
2017
and
9:00
a.m.
to
3:00
p.m.
at
the
city
of
grotmann
insel.
A
Building
located
at
295
Meridian
Street
in
the
city
of
Groton,
the
city
of
grand
police
department
will
be
holding
a
stuff,
a
cruiser
food
drive
and
co-driver.
Then
we
are
looking
to
stuff
a
cruiser
with
toys
to
distribute
to
children
locally,
to
ensure
all
have
a
joyous
holiday
season
who
also
have
a
city
of
Groton
police
pick
up
on
hand
to
collect
for
a
food
drive
for
local
food
pantries.
We
will
be
partnering
with
st.
John's
Church
of
Groton
to
conduct
a
coat
drive,
so
we
can
assure
all
are
warm
during
the
coming
winter
months.
A
New
and
gently
used
coats
are
welcome
and
will
be
forwarded
to
those
in
need.
City
of
Groton
police
officers
will
be
hosting
the
event
and
look
forward
to
seeing
you
and
working
together
with
you
to
meet
the
needs
in
all
of
our
community,
for
which
is
an
honor
and
privilege
to
serve.
If
you
have
any
questions,
call
eight
six
zero,
four,
four
five,
two
four
five
one
that
is
eight
six:
zero.
A
Four,
four
five,
two
four
five
one:
two,
the
city
of
Groton
police
dispatch,
happy
Holidays
to
all
from
your
city
of
Groton
police
department
and
then
the
last
thing
that
I
want
to.
Let
the
council
know
is
that,
as
you
know,
we
currently
have
Colonel
Edgar
school
on
our
roll
Colonel
Edgar's
school
has
some
furniture
that
is
in
it
and
when
we,
when
I
initially
sent
my
letter
back
in
May
or
June
to
give
give
it
back
to
them,
they
were
concerned
about
the
condition
of
the
school.
They
went
to
school,
totally.
A
Cleaned
out
and
not,
and
so
that
the
town-
sorry
you
think,
oh
I'm,
sorry
you're,
right
I-
did
not
put
put
her
down
when
I
originally
reached
out
to
the
town
council.
There
was
a
concern
about
blight.
There
is
no
blight
issue
up
there,
they'll
be
held
harmless.
Regarding
that
they
out
they.
The
town
council
also
wanted
to
make
sure
that
there
was
no
furniture
or
anything
else.
In
there
we
have
sampled
correction.
We
went
in
notice,
the
musty
spell
closed
it
up.
Actually
we
ventilated
and
then
we
closed
it
up.
A
We
had
a
mystic
air
quality,
come
in
and
tell
it
tested
positive
for
mold,
so
we
went
through
several
iterations
of
what
should
we
do?
How
do
we
take
care
of
this?
Do
we
in
source
it?
Do
we
outsource
it
and
the
amount
of
training
and
qualification
and
money
it
would
take
me
to
qualify.
My
guys
to
wear
have
face
respirators
and
things
like
that
and
the
potential
for
Portman's
compensation
issues
led
us
to
reach
out
for
bids.
A
There's
a
gentleman
Michael
Mader
company
that
we
have
a
relationship
with
already
and
has
done
our
bestest
abatement
in
the
basement
and
some
other
abatement
in
the
basement.
So
we
have
a
relationship
with
him
already
and
for
$3,400.
He
will
totally
clear
all
the
furniture
had
a
kernel.
Ledyard
I
talked
to
John
BIRT,
the
town
manager
this
afternoon
once
the
equipment
is
out
of
the
out
of
the
correlator
school.
A
A
The
mold
he's
gonna
bring
he's
going
to
bring
it
out,
we're
gonna,
crush
it
up,
put
it
into
bends
and
get
rid
of
the
furniture.
The
mold
inside
I've
already
talked
to
John
Burke,
told
him
that
we're
probably
not
going
to
get
rid
of
all
the
mold,
because
if
you
go
into
Groton
Heights,
you
have
to
wear
a
mask
and
Tyvek
suit
in
order
to
go
in
there,
so
I
will
be
giving
him
turning
this
over
to
them.
A
Just
like
that
school
is
so
that's
so
in
my
mind,
the
precedent
is
art
established
now,
should
he
or
the
Town
Council
come
back
and
say
we're
not
happy
with
that?
Then
we're
gonna
have
we'll
have
a
debate
in
the
discussion
with
them.
My
understanding
is
that
when
they
market
these
properties,
they're
marketing
for
demolition,
actually
there
as
the
schools
and
then
you
know
whoever's
going
to
buy.
It-
takes
care
of
all
that
and
then
I,
don't
think.
There's
anybody
that's
going
to
take
a
1940's
or
fifty
school
and
try
to
remodel
it.
A
C
A
Well,
there
was
no
furniture
in
it
when
we
got
it
so
I'm
giving
it
back
to
them,
and
it
has
found
condition
with
the
exception
that
I'm
not
going
to
put
a
hole
in
a
roof
and
I'm
not
going
to
you
know
we
because
we
repaired
the
roof.
It's
a
new
roof.
We've
done
some
other
work
on
it.
There
have
been
some
winners
that
have
been
knocked
out.
All
the
windows
are
all
the
windows
and
doors
are
now
plywood
it.
So
there's
no
issue
with
one
with
unauthorized
access.
It
is
still
unalarmed.
A
A
A
We
received
the
furniture
from
Pfizer
when
they
were
downsizing
for
the
demolition
of
that
a
through
G
wing,
the
917
thousand
square
foot
demolition
that
they
did
and
because
we
were
going
to
need
furniture
for
the
for
what
we
were
going
to
do.
Ultimately,
we
did
not
finalize
plans
and
finish
what
we
were
going
to
do
and
we
ended
up
with
furniture
that.
A
We
have
a
motion
in
a
second
the
reason
we
have
not
discussed
this
during
a
counselor
during
a
committee
of
the
whole
meeting,
because
there's
they're
trying
to
obligate
this
money
before
the
end
of
the
year.
What
we're
going
to
do
is
this
money
will
go
to
a
special
reserve
fund
that
will
be
earmarked
just
for
these
narcan
kits
and
we
will
draw
from
it
as
the
narcan
kits
are
needed
because
we
didn't
want
to
buy.
E
Should
we
also
get
money
again
from
the
from
L&M
this
year?
We
well
know.

As
a
follow-up
I,
don't
I'm
very
thankful
for
this.
My
fear
worst
case
scenario:
we
keep
getting
s.
This
is
best
case
scenario.
We
keep
getting
money
from
LNM
or
we
keep
getting
in
our
camp
for
men
and
we
don't
go
through
it
all.
We
have
this
reserve
fund
and
suddenly
narcan
isn't
what
you
use
anymore
use
it
for
something
else.
Are
we
at
liberty
to
use
this?
Yes,
for
other
related
many.
A
A
By
something
more
effective-
and
we
can
always
come
back
and
we
can
either
put
a
new
resolution
in
place
and
and
to
remove
this
one
or
we
could
revise
this
resolution
but
to
address
what
the
new
kids
are
so
the
set,
so
the
seven
or
$50
will
be
used
for
equivalent
the
equivalent
thing.
It's
not
going
to
be
used
for
handcuffs
or
for
anything.
Okay,
good
answer,
yeah.

A
Think
they
all
required
narcan
either
we
have
in
the
past
when
we
were
running
close
to
expiration.
Dates
have
reached
out
to
other
departments
in
order
to
globalize
and
have
shared
so
that
the
narcan
doesn't
go
to
waste
because
we
recognize
that
and
we're
not
I
mean
we're
just
like
every
other
community.
We
are
at
risk
and-
and
there
is
an
opioid
problem
in
the
city
of
Groton
and
just
like
there's
no
problem
in
London
and
Norwich
and
Groton
and
everywhere
else.
The
United
States
has
a
problem
and
we
are
addressing
as
best
we
can.
A
This
is
one
of
the
tools
for
treatment
and
correction
treatment:
save
a
life,
it's
all
it
does.
It
brings
them
back,
it
doesn't
change
behaviour,
it
doesn't
say
si8
the
craving
or
anything
like
that,
but
it
is
there's
a
piece
of
the
puzzle
that
is
being
used
with
other
pieces
of
the
puzzle
to
create,
hopefully,
a
solution.

We're
talking
about
is:
do
we
want
to
accept
this
donation
from
the
Elks
Club,
not
a
history
lesson
on
narcan
and
our
department
heads
Police,
Chief
Fire
Chiefs,
whether
it's
Groton
City
grunt
in
town?
If
somebody,
if
New
London,
called
up
here
and
said,
we
need
some
narcan,
we
ran
out
there's
a
mutual
aid
process
right.
We
all
go
by
so
this
particular
issue
here
is:
do
we
accept
the
generous
donation
from
the
UPS
Club
for
Public
Safety
use?
Absolutely
so.

Wife's
there
we
need
to
what
do
you
look
I
think
it
may
be
as
simple
as
replacing
the
bulb.
It
was
not
as
simple
as
replacing
bowling.
You've
cried
utilities.
They
just
worked
right
down
here,
any
other
questions
or
comments.
Okay,
hearing
none
I'll
set
the
motion
for
adjournment,
I
move.
We
adjourn
second.
