a

very

we're
going
to
swear
in
Anthony
and
he
will
complete.
Our
complement
of
firefighters
will
be
a
backup
at
fifteen,
so
you've
met
Anthony,
but
some
of
the
people
here
haven't
Anthony
comes
from
Windsor
Connecticut.
Currently
he
graduated
from
East
Catholic
High
School
in
2011,
and
then
has
a
couple
years
of
college
under
his
belt.
He
worked
currently
for
Claud
or
farms
doing
construction.

part-time
for
the
Farmington
fire
department,
he's
a
volunteer
with
the
Windsor
Ambulance
Association
and
the
winds
of
fire
department.

comes

has
his
EMT.

has
his

license
to
be
able
to
drag
the
fire
trucks

in
this

from

actuary

heard

attorney
that
spoke

you
last
week,
attorney
Barth
and
you've
heard
from
the
mayor
that
it
doesn't
work
for
that.
This
cash
balance
plan
doesn't
work
for
Public
Safety
and
that
it's
been
taken
off
the
table.
But
what
you
didn't
hear
is
it
was
on
the
table
for
three
or
four
meetings
with
an
actuary.

That
knows
that
it
doesn't
work
for
Public
Safety
with
an
attorney
that
knows
that
it
doesn't
work
for
Public
Safety
and
it
was
on
the
table
until
I
got
the
actuaries
sitting
at
the
table
in
negotiations
and
questioned
him
on
all
of
this
discrepancies
that
he
had
in
the
evaluation
that
he
presented
to
us
and
I'll
go
over
a
few
of
them
and
they're
pretty
significant.
He
had
a
multiplier
for
us
of
2.1
percent
when
it's
in
fact
2.67.

He
had
a
retirement
age
at
62
when
we
have
mandatory
retirement
at
60
and
we
can
retire
as
early
as
50.
Our
salary
scale
was
off
as
much
as
$27,000.
He
neglected
to
include
the
fact
that
we
are
entitled
to
join
the
survivorship
he
had
inflated
raises
in.
He
had
a
rate
of
return
at
seven
and
a
quarter
percent,
instead
of
seven
percent
that
we
used
for
the
retirement
and
after
that
he
was
forced
to
admit
that
he
was
wrong.

He
really
ate
it
redid
the
numbers,
and
it
was
those
numbers
that
I
took
and
met
with
the
mayor,
and
at
that
point
they
said
well,
it
doesn't
work
for
Public
Safety.
So
that's
why
I
say:
I
have
absolutely
no
confidence
in
that
actuary
and
any
numbers
that
he
may
have
given,
and
the
fact
that
he
hasn't
corrected
the
numbers,
or
at
least
given
an
explanation.

I
think
is
shameful
and
you
heard
from
the
attorney
last
week
the
same
attorney
that
the
Retirement
Board
heard
from
yet
you
were
told
and
the
Retirement
Board
was
told
the
actuary
was
gonna
come
and
meet
with
us
to
explain
it.
Well,
he
didn't
come.
We
had
a
teleconference
with
the
attorney
after
that
teleconference
with
the
attorney.
After
very
pointed
direct.

That
is
our
underlying
concern
that
there's
gonna
have
an
effect,
a
negative
effect
on
this
retirement
plan
that
pays
those
employees
and
employees
that
are
working
here
now
and
nobody
has
been
able
to
resolve
my
major
concern,

that
is
when
people
retire
under
this
plan
and
there's
a
down
year,
there's
gonna
be
a
hole
left
in
the
plan
and
we've
been
told
time
and
time
again.
Well
that
can
happen
now
we
can
have
a
down
year.

difference

you've
been
told
several
times
when
people
leave
under
this
new
plan,
they
take
their
money
and
they
go
so
if
people
retire
and
there's
a
down
year
and
now,
there's
a
3-4
million
dollar
hole

can't

negative
return

any
one
year,
I'm,
not
sure.

the

for

to

council
finally
proven
orders
concerning
separation,
recovery,
collection,
removal,
storage

disposition

garbage
rubbish,
manufacture
and
treatment
of
oil
and
other
refuse,
including
recycles.
So
this
will
be
referred
to
the
appropriate
committee
tonight.
In
regards
to
the
picture
that
you
have
seen
had
were
distributed
tonight,
we
have
had
some
enforcement
action
from
a
blight
issue
on
those
properties.

landlord
is
in

process
of
removing
tenants
from
those
properties
the

property
came
under
foreclosure
due
to
a
lack
of
payment.
The
new
landlord
does
not
intend
to
be
a
landlord
and
therefore
he
is
in
process
of
removing.

lot
of
the
the
bags
that
you
saw
today
came
from
that
now,
you're
right
as
far
as
they're
supposed
to
put
them
out
24
hours
in
advance.

people
are
leaving
and
they
get
rid
of
that
and
there's
not
a
whole

came

me
and
that's
when
I
worked
to
get
the
Facebook
post
out
as

first
step

get

out

education

then
enforcement

traffic.

are
going

the
right
direction.

statements
that
I'd
just
like
to
share,
and
some
of
these
you've
heard
already
over
the
past
couple
meetings
where
we've
discussed
this,
we
have
done
I,
think
a
good
job
of
looking
to
private
industry
for
inspiration,
ways
to
do
better
within
the
state
of
ground
city
of
Groton
and
I.
Think
that's
that's
an
admirable
thing,
because
there
are
some
efficiencies
to
be
gained
there,
but
I
would
I
can't
agree
with
this
particular
course
of
action.
I
What's
going
to
happen,
what
I
think
is
gonna
happen
is
folks,
are
not
going
to
they're,
not
going
they're
gonna
apply
to
the
city
of
Groton,
especially
folks,
in
our
emergency
services,
we're
going
to
put
in
a
lot
of
money
to
train
them
and
then
they're
going
to
leave
for
places
that
have
pensions,
so
we're
gonna
become
a
training
ground
and
we
are
going
to
sink
money
into
that.
This
is
not
something
that
we're
going
to
realize
or
see
in
in
five
years.
I
This
is
something
that
we're
gonna
see
20
years
down
the
road,
and
my
fear
is
instead
of
having
a
homegrown
talent
that
are
trying
to
be
chief
of
police
or
chief
of
fire.
We've
got
to
do
some
sort
of
region-wide
search
in
order
to
fill
those
positions,
because
the
folks
that
should
be
stepping
up
to
take
those
positions
are
gone.
They've
gone
to
greener
pastures,
we
we
also
saw
some
numbers
figures
that
it's
you
know:
1.5
million
over
20
years,
that
we
would
save.
I
We
have
a
population
of
10,000
people
and
if
we
did
the
math
on
that
right,
it's
like
750
per
year
per
person
and
that's
not
the
reality
of
it.
We
have
businesses
that
that
take
up
those
those
tax
burdens
as
well
and
then,
as
far
as
the
the
changes
to
the
to
the
high
deductible
health
plan,
you
know
when
I
brought
up
questions
about
our
lowest
paid
employees.
They're
gonna
be
losing
10%
of
their
pay.
To
this.
I
At
$4,000,
because
that's
what
the
deductible
is-
that's
gonna
take
them
three
years
to
make
up
at
three
percent
raises
year
up
a
year
and
even
then
they're
still
gonna
lose
two
to
inflation,
and
so
you
know,
for
those
reasons,
I
just
feel
like
this
is
not
the
right
move
for
the
city
at
this
point-
and
this
is
this
is
to
me
I
just
think
this
is
bigger
than
the
figures.
This
is
about
the
work
culture
that
we're
trying
to
foster
here
and
the
inadvertent
consequences
of
that
may
be.
Business
can
absorb
some
of
that.
