Unfortunately,
my
car
and
pretty
much
my
livelihood
was
dead
on
'theme
street

flooding
on
July
22nd
I
had
come
around
the
corner.
After
going
to
a
yoga
class,
it
looked
like
Caesars
Palace
in
front
of
me
made
the
left
onto
Thames
Street
got
as
far
as
right.
Before
appease
heard.

loud
thug
in
my
car
and
I
was
knee-deep
in
water.

to
push
my
car
out
myself
couldn't
get
my
car
out
called
the
police
department.

police
department
came

have
a
report
from

police
department

came

helped

me

turned
out
that
my
whole
oil
pan
underneath

pressure
it

got,
pushed
up

my
engine
and

transmission

had
to
clean

oil
spill.

to
wait
three
hours
for
somebody

road

I

creates

problems

could

behind

I'm
sure

know

heard
some

the
stories
over
the
years
yourselves,
maybe
even
experienced
some
of
them.

we
love
our
neighbors
most
of
the
people
that
stay
that
kind
of
come
in
and
rent
on
these
different
mechanisms.
You
know
they're
all
great
people,
so,
of
course
it's
not
about
that.
It's
more
about

principle

letter
has

stopped

hoping
that
would
kind
of
make
the

is
not
like
one
grouchy
neighbor.

is
sort

a
neighborhood
concern
and
maybe
a
concern
for

city
as
a
whole.

One
morning,
I
happened
to
walk
across
the
street,
noticing
that
the
people
stand
at
that
rental
had
blocked
these
people's
driveway
like
completely
just
they
didn't
know
was
they
are
fine,
so
I
go
over
there
and
I
hadn't,
seen
it
by
my
next-door
neighbor
was
already
over
there
frantically
trying
to
get
somebody
to
wake
up,
so
she
could
drive
her
husband
out
of
her
driveway
to
go
to
an
out-of-town
medical
appointment
and,
of
course
she
couldn't
because
it
was
blocked.
These
people
didn't
know
and
she
was
in
a
hurry.

So
she
she
ended
up
so
I
stayed
and
knocked
on
doors
and
she
drove
across
her
lawn
her
neighbor's
lawn
to
get
to
her
neighbor's
driveway
in
order
to
get
her
husband,
medical
care.
So
just
that's
one
kind
of
more
dramatic
but
I
mean
that's
the
kind
of
stuff
we're
talking
about
and
there's
there's
heavier
and
lighter
instances.

But
you
get
the
point
and
it's
in
the
letter
our
contention
is,
we
really
don't
think
the
zoning
regulations
now
for
the
city
even
allow
for
short-term
rentals
I
know,
there's
different
views
on
this,
and
this
is
so
much
new
ground
for
everybody.
But
our
understanding
is
for
most
of
these
residential
zones.
Single-Family
and
you
know
where
and
I
think
it's
like
an
hour

but
many
ways
we
can
look
at
the
map.
We
are
in
a
single-family
residential
zone,
and
so
my
understanding
is
the
zoning.
Word
means
what
it
says.

It's
not!
Oh,
it's
a
it's

single-family
house,
but
you
can
do
whatever
you
want
in
it
like
a
gas
station
drive-through,
it
means
you
have
a
single
family
living
in
that
single-family
house.
Most
of
these
residential
districts,
don't
even
allow
for
our
zones
even
allow
for
group
housing,
motels,
hotels,
etc,
etc,
etc.
I
mean
it's
very
specific.

Interestingly,
in
the
last
comment
is
where
there's
a
problem
there's
a
solution,
so
we
ran
across
the
company

don't
know
anything
about
them
and
I'm,
not
promoting
them,
but
they're
called
it's
very
interesting.
They're

hosts
compliance
and
they're
in
Seattle,
and
their
thing
is
because
every
everybody
in
America
is
dealing
with
this.
You
know
the
pros
and
cons
of
this
issue,
this
trend,
so.

prior

really
appreciated
the
spirit
of
actionable.

will
transgressions

put

we

right

who
needed
to
get
out
of
her
driveway
to
get
her
husband,

care,
and

just
resolved

didn't

think

upset
about
it,
so
she
took
her
husband
and
they
drove
across
lawns
and

kept
knocking
on

finally,
someone
woke
up.

second
story,
they
came
out,
took
five
or
ten
minutes
and
they
moved
their
car,
and
you
know
it
was
all
very
civil
and
matter-of-fact
and
they
understood
they'd
parked
in
front
of
it.

even
think
about,
like
oh
now,
I'm
supposed
to
report
them
or
something
no
just
we
wanted
to
resolve
it.
But
my
point
of
all
this
is:
is
it's
it's
more
either
subtle
important
than
actionable
items,
and
we're
also
talking
about
the
neighborhood
I
would
contend
most
of
you
this
wrong
way
or
anything.
Most
of
you
probably
don't
live
next
door
to
a
motel

I
live
across
the
street
from
a
boutique
hotel
and
two
doors
down
is
a
house
where
the
owner
does
never
live
and
it's
a
full-time
hotel

motel.

very

only

enforced,

don't
understand
how
people
can

running

commercial
business

residential

forces
driving
these

not
just
haphazard
happenstances
by

that
the
process
seems

people

property

water

figure

buy
it
and
then
rent
it
out
and
pay
off
the
cost
of
their
mortgage
utilities
and
taxes.

so
there

an
economic
force
driving
it

which
they
see

worst

far

anticipate

will

little
or
nothing

problem
exists
for
that
economic
reason,
and
it's
not
unique
to
us,

pointed

noticed
today
that
a
headline
in
a
local
paper
in
Manatee
County
Florida
on
Anna
Maria
Island,
where
they,
the
municipality,
is
enforcing
a
short-term
rental
ordinance,
which
requires
people
renting
more
than
three
times
a
year
for
30
days
or
or
less
to
register,
for
that
and
in
fact
finds
them
if
they
don't
starting
in
two
hundred
and
fifty
dollars
a
day.

the
challenges

run
into
is

get
long
term
rentals
and
you
get
short
term
rentals
and
then
the
short
term
rentals
fall
under
Airbnb
and
they
fall
under
bed
and
breakfast
and
they
follow
their
short-term.
Rentals
Airbnb
is
problematic
in
that
the
United
States
does
not
have
consistent
rules
or
regulations.
For
it
say
the
Connecticut
is
not
touched
and
therefore
has
not
given
us
any
additional
guidance.

of
our
recommendations
regarding
a
short-term
rental
issue
that
we
discussed
during
our
meeting
last
week.
More
specifically,
you
inquired
regarding
whether
the
city
can
restrict
short-term
rentals
of
real
estate.
As
you
are
aware
of
the
zoning,
the
grand
zoning
regulation
is
currently
defined:
a
bed-and-breakfast
establishment
as
an
owner
occupied
building
property,
ie,
the
principal
residence
of
the
owner
having
six
or
fewer
guest
rooms
without
separate
kitchen
facilities,
in
which
overnight
accommodation
and
breakfast
only
provided
to
guess
for
a
fee.

That's
bed
and
breakfast
establishments
require
special
permit
in
order
operate,
and
your
regulations
are
written
in
order
to
help
ensure
that
bed-and-breakfast
establishments
are
as
unobtrusive
as
possible
in
the
neighborhoods
and
which
they
are
located.
They
show
generally
be
accommodated
within
an
existing
building,
and
the
goes
for
area
of
the
bed-and-breakfast
portion
of
the
building
shall
not
exceed
50
percent
of
the
gross
total
floor
area
of
the
entire
building.
There
are
limitations
prohibiting
long
term
rentals
and
on-site
parking
is
required.
The
owner
must
also
occupy
a
bed-and-breakfast
property.

however,

regulations
limit
the
temporary
rental
property
to
individuals
for
no
more
than
twenty-one
cumulative
days
during
any
six-month.

property
being
used
for
such
rental
more
than
three
times
during
any
six-month
period.
Further
Hartford
property
owners
must
file
for
a
special
only
zoning
permit
prior
to
reading
the
properties.
It
is
not
appear
that
the
hartford
regulation
has
to
date
been
challenged.
Other
towns,
as
well
as
Harvard,
have
limited
the
number
of
unrelated
individuals
who
may
be
resided
in
Tertullian.

Connecticut
legislature
recently
considered
a
bill
which
defines
short
term
rental
property
as
a
dwelling
unit
that
is
1/8
offered.
As
a
temporary
lodging
for
a
fee
in
fewer
than
30
consecutive
nights
and
be
not
a
motel
or
hotel,
this
bill
would
have
given
a
municipality
the
ability
to
adopt
an
ordinance
or
regulation
concerning
short
term
rental
properties
and
requires
those
operating
such
erasure
with
the
municipality.
The
legislation
was
not
enacted
into
law.
So
that's
the
background
now.
What
is
all
that
safe?

and

it's
already
been
in
front
of
Community
Development

our
attorney
as
their
concern
was
that
if
we
regulated

is
a
right
of
a
property
owner
to
be
able
to
do
that
that
we
would
end
up
in
court.
And
that's
one
of
the
concerns
there.

rights

fire
insurance
company

liability
carrier

the
city
run.

investigation

claim
we
found
that
our
insured
does
not
responsible
for
the
damages.

action
for
those,
then
that
would
have
put
us
in

jeopardy
not
taking
appropriate
action,
but
they
said
a
neck.

this
case
there
was
no
evidence
of
that
and
they
could
not
tell
that.

and
our
police

married
that

she
was
not

but
we
did

present
an
award
to

October

Bailey
birthday
celebration.

is

we'll

October

attended
a
taping
of
mystic
matters
and
to
promote
the
Riverfront
Children's
Center

upcoming
gala.

is
going
to
be
this.
Coming
Saturday
on
the
17th
attended,
the
dr.
Martin
Luther
King
jr.
Scholarship
there,
as
did
many
of
the
council
here.
That
is
always
a
tremendous
opportunity
and
for
me
it
is
very
uplifting
and
one
of
our
own
Juliette
Parker's
daughter,

received
a
scholarship
that
night.

tremendous
on
October
24th
I
attended
the

boat
employee
art
exhibit

exhibition.

opening
reception

Alexa

gallery
of

to
Bradford

are

Saturday

Sunday
from

to

work

mobile
food
pantry
at

together

is
part
of
the
gym
of

food
center
and

arts,

the

on
some
resiliency
planning
projects.

us
we
submitted
about
six
or
seven
different
recommendations
for
them.

for

Long
Island
Sound
is
going
to
be

inches,
so
one
of
the
things
we're
looking
at
is
how
to
protect
our
infrastructure,

due
to
the
floodplains,
the
normal
floodplain
and
100-year
flood
plains,
and
what
does
it?

does
that?

could
that
potentially
impact
the

we're

looking
at
