you
may
know,
I
lived
in
the
town
of
Groton
over
and
no
egg
has
been
here
for
some
50
years
or
so,
and
I
got
involved
with
doing
some
work
with
the
town
zoning
revisions,
and
this
is
now
three
years
ago
it
became
clear
that
the
town
was
interested
in
doing
some
misuse.
Development
along
the
route.
1
corridor-
you
all
know,
is
pretty
well
referred
to
as
hamburger
law
was
a
bit
of
a
derogatory
term,
so
that
guy
needed
looking
at
and
participating
with
those
meetings,
I
essentially
attended.

Almost
all
those
meetings
and
one
of
the
things
that
I
found
is
when
I'm
looking
upon
an
excuse.
It
became
clear
that
misuse
really
worked
well
if
you
had
good
mass
transit
associated
with
it
and
if
he
came
clear
when
I
looked
a
little
further,
that
we
have
Amtrak
train
right
through
a
parallel
to
route
1
along
that
section
of
the
strip
malls
in
grot.

So
that's
led
me
to
look
more
carefully
at
how
and
whether
it
might
be
possible
to
do
something
about
our
train
system
that
would
connect
up
the
the
new
zoning,
the
mixed-use
zoning
in
the
downtown
part
of
rotten.
So
when
I
started
this
whole
thing,
it
became
obvious
that
I
had
gotten
on
to
something
that
is
bigger
than
I
had
thought,
and
so
what
I
have
done
is
I
have
spent
now
almost
18
months.

it
is
working
on
this
proposal
after
this
isn't
Rosalind

got
for
you
tonight
and
it
basically
does
two
things:
it
extends
your
line
east
from
currently
from
New
London,
all
the
way
to
Rhode
Island
to
West,
Joey
and
would
establish
the
second
part.
Is
they
do
knowledge
branch
line
that
would
run
from
basically
the
intersection
of
3:49
where
where's
my
electric
boat
is
on
the
west
side
of
the
street
and
on
the
east
side
of
the
street
is
Pfizer's.
It
would
come
around.

just
a
little
bit
of
history,
shore
line
is
operated
on
the
Amtrak
line.
It
runs
basically
62
miles
from
New
Haven
to
the
London
and
has
nine
stops
starting
from
the
East
New
London
sabra
Westbrook
Quinton
Madison
Guildford
Branford,
a
New
Haven,
whether
it's
to
stop
Florence
pastries
and
wanting
you
to
be
in
Union
Station
and
of
the
18
trains
that
run
they
run
between
New
Haven
and
Old
Saybrook,
and
only
three
trains
run
or
leave
from
New
London.

the
shoreline
East
End's
is
what
is:
there's
no
service
to
gratin
stunts
in
or
on
to
Rhode
Island,
and
yet
it's
only
a
hundred
and
fourteen
miles
between
the
Haven
and
Providence
and,
as
you
all
well
know,
the
end
track
is
basically
set
up
to
be
a
regional
system
which
runs
along
the
entire
East
Coast.
You
know
bumming
up
from
Boston
down
through
or
going
down
to,
Providence
and
New
London,
sometimes
and
then
Haven
New,
York
and
South
to
to
Washington
DC.

proposals
really
two
parts,
one,
is
to
extend
a
shoreline
ease
from

the
east
west
axis

then
it
is

north-south
axis,
a
branch
line
which
I

purposes
of
the
argument

forest,

call
the
Norwich
branch,
because
it
goes
from
riding
up
to
up
to
knowledge,
and
that
would
be
the
second
part
of
the
proposal.

will
you
propose
to
do?
Is
we
supposed
to
use
new
compassionate
trains,
passenger
coaches
with
with
energy,
efficient
and
modern
features
such
as
things

Wi-Fi
and
so
forth?

we
connect
this
with

shoreline

to
exact
to
the
new
norwich
branch
line
at
station
in
Graz.
And
then
the
idea
would
be
to
run
to
this
service
as
the
or
commuter
from
5:00
in
the
morning
depending
in
the
evening,
and
we
had
a
definite
different
schedule
for
the
weekends.
And
so
one
of
the
things
that
this
process
does.

begins
to
solve.
The
last
mile
problem
of
this
fault,
so
we'd
be
able
to
bring
commuters
in
from
the
west,
from
the
east
and
from
the
north
and
basically
drop
them
off
at
either
electric
boat
or
Pfizer's.
Or

you
went
north,

them
off
to
as
a
saw
end
of
the
base
so
base.
And
we

to
the
next

future
rail
service

southeast.
A
good
idea
is
basically
improve,
connecting

It
establishes

new
branch
line

Worcester

Providence
railroad,
which
is
I,
might
add
norm
or
knack
north,
not
normally
right
now
being
used
as
a
freight
line.
It
uses
one
of
the
nice
things
about
this
particular
price.
It
uses
existing
tracks,
both
legged
the
Providence,
the
Worcester
and
the
end
track.

uses
existing
stations
which
are
underutilized,
mystic,
westerly,
Kingston
and
Whitford,
and
we
create
these
new
stops
that
Niantic
Groton,
the
sub-base
some
phase,
Pfizer
intersection,
and
so
what
it
would
do
is
link
towns
and
cities
that
needs
to
tag
it
by
passenger
rail.
And
so,
if
you
go
to
the
next
slide,.

This
is
so,
what
do
we
get
from
all
us?
Well,
we
get
increased
use
of
rail
service
to
the
center
of
our
industrial
base
for
commuters
in
southeastern
Connecticut,
and
basically
it
also
creates
the
inner
and
the
possibility
of
inter
connected
community.
It
opens
up
the
opportunity
for
this
community
from
New
York
City
to
Boston
through
New
London,
Groton
Providence,
and
it
also
creates
the
north-south
axis
from
Rotten
knowledge
to
to
Worcester
and
it
basically
what
it
is.
It's
an
alternative
to
using
cars
for
transportation
and
gets
cars
and
trucks
off
the
road.

Now,
as
you
all
probably
know,
roughly
95%
of
all
the
community
to
take
place
in
our
region
is
done
by
cars
and
light
trucks
with
one
person
in
those
vehicles,
and
what
this
does
is
officially
reduces
the
future
traffic
congestion
I-95
to
the
395
and
would
support
the
growth
of
the
activities
that
electric
boat
and
the
rest
of
the
region
and
solar
does
is
improve.
Safety,
reduce
the
number
of
delays
and
accidents
for
commuters
going
you
the
next
slide.

This
also
get
you
improved
environmental
benefit
in
terms
of
air
quality,
better
ability
to
work
at
your
commute,
because
you
can
be
on
a
train
and
not
having
to
worry
about
the
traffic
ahead
of
you
or
delays
and
so
forth.
It
will
improve
the
industrial
and
economic
base
of
our
region,
and
this
also
supports
I,
think
the
additional
workforce
that's
been
proposed,
electro
folk
from
the
five
thousand
to
eighteen
thousand,
nine
eighteen
thousand
new
jobs.

Now
I
have
to
tell
you
that
the
eighteen
thousand
I
think
that
this
bit,
maybe
more
than
they're
really
talking
about
it,
I
think
more.
Like
five
thousand,
the
$14,000
jobs
is
more
likely
a
reality
over
the
next
twenty
years.
Although
these
numbers
do
not
reflect
of
the
increase
in
the
the
necessary
personnel,
it's
going
to
be
a
being
either
as
a
sub
base,
because
for
every
new,
both
they
build
an
electric
boat.
This
is
going
to
take
five
thousand
five
hundred
new
new
sailors
in
to
cruise
with
their
families
living
in
the
area.

So
it
actually
ends
up
being
probably
a
much
more
dramatic
number
of
people
coming
to
the
region
that
most
people
think,
and
so
what
this
does
is
also
supports.
Both
supports
to
mixed-use
development,
both
for
the
town
as
a
city
of
Rock,
and
the
town
has
already
got
that
regulation
in
place
and
as
I
understand
from
was
an
air.

The
first
step
was
letters
of
support
from
local
communities
and
our
partners
in
to
kagan
department
translation
into
the
governor
I
think
you
have
already
been
handed
out
a
three
documents.
One
is
the
letter
from
the
town
of
rotten
to
the
governor
asking
that
they
undertake
this
effort
and
I
have
talked
now
to
you
all
and
I
would
love
to
have
a
letter
coming
from
the
city
of
gotten
to
the
governor,
also
requesting
the
sort
of
study.

I've
already
had
initial
conversations
before
the
virus
crisis,
with
the
mayor
of
New,
London
and
and
and
he
is
very
interested
in
this
proposal
and
unfortunately,
due
to
the
virus
and
the
difficulties
of
having
meetings,
we
have
an
I
hack
jam
and
that
was
their
council.
Yet
I
will
do
that
as
soon
as
that
becomes
available
and
I've
also
had
the
same
conversation
about
this
proposal
with
the
selectmen
from
from
sullying,
and
they
the
suk-bin,
is
also
the
first
leg,
but
is
also
very
excited
and
interested
about
this.
This
project
as
well.

So
that's
the
first
thing
we
need
to
do.
They
need
to
have
letters
of
support
from
our
local
community
and
I
talked
to
your
mayor
about
working
with
the
regional
planning
agency
to
get
there
vienna
of
this
as
well.
I
should
note
that,
in
the
recent
master
plan
that
was
put
together
by
the
regional
planning
agency,
this
project
of
the
shoreline
east
extension
is
one
of
the
eleven
projects,
so
they
believe
is
a
high
priority.
So
we've
got
already
some
levels
support
a
regional
planning
agency
as
well.

Besides,
besides
the
car
and
I,
think
it's
pretty
clear
all
you
wouldn't
know
it
by
the
price
of
our
gas
right
now.
This
is
going
to
become
an
issue
as
we
go
forward
because,
as
some
of
you
probably
already
know
thirty
thirty,
eight
percent
of
our
greenhouse
gases
comes
from
our
using
cars
and
light
trucks
to
commute
to
and
from
work,
and
if
we
can
get
people
to
start
thinking
about
using
and
playing
having
an
alternative,
you
guys
to
work
using
mass
transit,
it
would
be
I
think
a
really
benefit
for
all
the
community.

basically
I
guess
next
to
last
slide.
So
what
this
does
is
it
basically
is
a
proposal
to
provide
a
modern
commuting,
trained
transportation
system,
and
it's
going
to
be
some
some
some
effort
to
try
to
overcome
public's
resistance
to
change
and
part
of
it
is
that
we,
if
we
provide
the
modern
system
I,
think
it
might
be
very
attractive
for
many
people,
cost
of
services
are
something
going
to
have
to
be
subsidized
both
directly
and
indirectly.

also
should
point
out
that
we
in
the
regional
plan,
we
have
already
indicated
that
we
expect
to
spend
two
summers
of
the
neighbor
of
a
billion
dollars
in
upgrading
our
road
systems,
and
so
this
would
be
a
small
part
of
the
transportation
plan
compared
to
what
we're
proposing
to
spend
on
our
roads
and
so
I'm
planning
designing
finance
because
operating
a
new,
reliable,
modern
public
transportation
system
is
going
to
be
challenging.
For
us
all.

part
of
my
thought
here
is
that
we,
if
we
can
get
this
thing
into
a
planning
stage,
maybe
we
can
have
a
shovel
ready
infrastructure
project
that
would
benefit
the
entire
community

so
the
last

my
my
thesis
is
if
we
build
a
modern,
reliable,
efficient,
cost-effective
public
transportation
system
in
a
timely
manner
and
I
think
family
is
very
important
here.
The
puffles
will
come
and
our
quality
of
our
life
will
improve.

interested

taken

town

for
some

knew

good

transit
associated
with
mixed-use

attractive

of
money
and
as

we
can
save
and
don't

help

rental

knew
was
going
to
go

were

to
anticipate
natural
gas
and

for

trucks

things
going
