B
B
D
Simon
is
16,
been
employed
since
January
in
April
on
April,
24th,
I,
Chris,
West
and
IMT
managed
the
properties.
As
of
that
date,
I
was
served
with
an
eviction
notice
for
lots
of
time.
I
surrendered
my
lease
and
they
avoided
the
eviction
and
they
honored
my
lease.
After
that
time,
all
repairs
were
ceased.
D
They
were
not.
They
will
refuse
to
do
any
repairs
on
the
property
they're
stating
that
the
properties
are
going
to
be
one
minute,
they're
going
to
be
condemned
the
next
minute
they're,
rebuilding
month
later,
the
tenants
upstairs
were
infested
with
bedbugs
IMT
refused
to
treat
the
property.
It
got
to
the
point
where
the
bedbugs
got
into
our
apartment.
D
D
Finally,
on
legislate
was
able
to
get
int
to
spray.
The
house
I
told
int
that
I
was
actively
looking
to
move.
I
did
not
want
to
be
in
the
properties
since
they
refused
to
do
any
repairs
to
the
property,
but
while
I'm
still
in
the
property,
I
expect
to
have
good
living
conditions.
I
expect
to
have
a
working
toilet.
I
expect
to
have
a
stove
to
be
able
to
cook
on
I
expect
to
be
able
to
have
a
bathtub
that
the
water
goes
down
a
drain
in
a
timely
manner.
D
I
expect
to
have
a
heating
unit
expect
to
have
base
rate
covers
I,
expect
to
have
screens
on
my
windows
all
of
these
conditions-
I
just
I,
it's
her.
It's
horrific.
It's
absolutely
horrific
the
living
conditions
that
were
under
and
I'm
actively
looking
for
a
place
to
move
but
dude
our
thing.
We
have
five
children
we're
family
of
seven,
so
it's
so
hard
to
find
a
house
that
is
big
enough
for
us
that
we
can
afford
IMT.
D
The
newspaper
did
a
big
article.
They
lied,
they're,
not
hoping
I
was
try
to
find
an
apartment
every
time,
I
call
them
and
I
until
the
whole
bedbug
situation
we
had
like
I
was
paying
my
rent
on
it
in
a
timely
manner.
There
was
no
problems
when
the
bedbug
issue
happened
and
they
refused
to
do
anything
and
I
had
to
lose
on
my
furniture
and
pay
for
all
the
bedbug
supplies.
D
They
caught
me
two
months
and
still
I
still
haven't,
rendered
any
more
rent,
so
we've
been
working
with
them
for
a
cash
for
keys
agreement
and
they're,
just
they're,
just
nothing
with
me
and
I.
Just
can't
I
can't
win
like
I
want
to
move,
but
still
I
just
can't
make
my
living
situations
habitable
I,
filed
complaints
here
at
the
mayor's
office,
rental
complaints,
everything
I,
do
I
ask
everybody:
what
can
I
do?
D
What
can
I
do
to
make
my
current
situations
habitable
for
my
children's
I'm,
doing
everything
that
everybody
tells
me
to
do,
and
just
because
they're
a
major
corporation,
they
get
away
with
everything
and
it's
horrible,
it's
it's
absolutely
horrible,
and
now
they
come
I,
they
boarded
up
my
window.
All
the
my
house
looks
like
it's
just
a
ball.
My
house
is
all
boarded
up
all
the
windows,
all
the
doors,
and
it
looks
it's
horrible.
Absolutely
it's
embarrassment
like
they
could
have
waited
until
I
left
nobody's
ever
tried
to
break
in
that
property.
D
Nobody
ever
wants
to
go
in
that
property
like
there
was
no
need
to
do
that.
It's
just
it's!
It's
like
one
thing
after
another
and
I'm,
tired
of
it
I'm
really
tired
of
it.
Even
now,
I
have
a
rope
around
my
stove
to
hold
the
glass
plating
in
because
I
can't
even
get
them
to
replace
a
stove
like
it's
bad,
and
we
can
only
use
the
back
burn
like
it's
horrible.
D
It's
absolutely
horrible
everywhere,
I
go
I,
found
all
the
right
documentation,
all
the
right
complaints
and
they
can't
get
any
help,
and
all
anybody
tells
me
is
we'll
just
move.
We
need
to
move,
you
need
to
get
out
of
there.
Duh
I
know,
I
do
I,
know,
I,
do
and
I'm
actively
trying
I'm
a
team
of
people
helping
me
and
trying
to
move
it's
just
that.
I
need
to
try
to
find
a
place.
You
know.
D
D
Yes,
you
owe
me,
after
everything
that
I've
been
through
I
want
my
cash
for
his
I
deserve
that,
after
everything
that
my
family's
been
through,
I
deserve
that
and
I
need
that
I
need
that
I
need
that,
and
you
have
to
do
one
or
the
other
I
can't
afford
to
do.
Both
I
can't
afford
to
keep
maintaining
this
house
in
to
buy
takeout,
because
I
can't
use
a
stove,
and
you
know
what
I
mean
and
I
have
no
help
and
I
don't
know
what
else
to
do.
I
really
don't
know
what
else
to
do
so.
E
B
Was
let
me
put
this
in
order?
There
was
a
complaint
that
you
filed.
The
bedbugs
were
on
the
third
floor
at
a
first
floor,
the
third
floor
and
first
floor
tennis
did
not
do
what
they
were
supposed
to
do
and
the
bedbug
spread
into
that.
Not
true.
I
can
drive
documentation.
That
says
from
was
light
that
says
that
the
third
floor,
the
first
floor,
guys
didn't
do
what
they
were
supposed
to
do
and
that's
why
it
spread
into
your
apartment,
and
then
there
was
some
time
to
in
order
to
get
that
down.
We
acted
home.
B
We
acted
on
the
initial
complaint,
much
light,
Health
District
was
involved.
There
was
a
an
order
issued
so
that,
because
what
everybody
had
to
do,
they
had
to
back
up
their
stuff
and
then
had
to
go
in
there
and
spray.
So
that
order
was
issued
and
was
eventually
carried
out,
and
then
everybody
was
that
was
spray.
The
the
complaint
for
the.
B
B
My
understanding
that
is,
that
the
history
behind
the
properties
in
and
of
themselves,
is
that
the
previous
owner
that
owned
the
properties,
mortgaged
the
property
and
was
unable
to
meet
the
financing
terms
and
as
a
result
of
that,
the
lending,
the
lending
owner
the
lending
manager
foreclosed
and
so
that
foreclosure
put
crisp
West
in
the
owner
seat.
So
he
now
owns
the
prop
Chris
West
and
IMT
IMT,
as
a
management
company
Chris
West
does
did
not
want
to
be
a
landlord
so
once
he
acquired
it,
he
started
eviction
process
and
removal
process.
B
Kendrick
came
to
our
office
talked
to
us.
Other
people
talked
to
us.
We
talked
to
the
ledge
light.
We
talked
to
the
basically.
The
eviction
is
not
a
city
issue.
It
is
an
issue
between
the
landlord
and
the
tenants.
Any
health
code
violations,
our
issues
associated
with
pledged
light.
The
city
doesn't
really
have
a
lot
of
jurisdiction
there.
B
B
Evacuate
get
you
from
the
house.
That's
why
I
understand.
If
that's
not
the
case,
I'd
like
you
to
like
to
talk
to
you
either
give
me
a
call
or
something
to
resolve
this,
because
I
have
some
received
an
email
today
that
implied
that
all
occupants
were
evacuated.
Obviously,
that
is
not
true.
If
you're
still
at
16.
D
B
D
G
Behind
it
on
I
think
there's
a
couple
things
that
I
think
we
we
have
to
look
at
you
know
I
mean
she
has
five
children
right,
we're
approaching
where
their
time
right
on
and
it
sounds
like
you
came
here
for
like
a
last-ditch
effort
right
I
know
we
have
some
dealing
with
the
management
company
right
our
city,
and
you
can
correct
me
if
I'm
wrong.
So
are
you
coming
to
us
because
it
looks
like
we're
and
I?
Don't
know
what
our
relationship
with
that
company
is
we
partner
with
them?
B
H
G
And
I
was
just
going
to
say
as
far
as
at
least
my
standpoint
right
and
I
know,
but
obviously
we're
not
engaging
in
that
what
you've
been
prior
to
engage
in
any
deals
or
any
talking
or
anything,
I
think
we
need
to
make
sure
that
the
residents
there
are
properly
taken
care
of
it's
not
their
fault,
that
they
were
in
crazy
situations
right.
It's
not
their
fault
that
those
happens
is
not
their
fault
for
a
lot
of
different
things.
G
So
if
we
could
do
something
as
far
as
the
council
goals
or
even
engage
in
any
discussion
with
that
management,
seeing
that
it's
in
the
city,
I
think
a
conversation
maybe
might
need
to
happen.
As
far
as
what
are
you
gonna
do
with
the
current
tenants
in
their
family
I.
D
Know
that
the
past
there
was
previous
tenants
that
were
on
the
property
that
that
that
did
complete
addiction,
that
that
didn't
need
to
be
evicted
and
I.
Just
feel
like
that,
my
family's
being
categorized
in
the
same
category.
You
know
as
those
tenants
and
I
just
I
feel
like
it's
just
extremely
I,
just
I've
never
been
treated.
This
I
just
I've,
never
been
treated
so
poorly.
H
G
Mean
like
I,
said:
I'll
just
leave
it,
there
I
mean
I.
I
know
we
don't
have
any,
although
we
don't
have
anything
to
do
with
the
property,
they
are
City
residents.
You
know
and
I
think
it
needs
to
be
looked
at.
You
know
just
because
we
don't
own.
The
property
doesn't
mean
that
we
can't
take
the
necessary
steps
to
reach
out
and
talk
to
somebody
to
help
them
out.
That's
my
stance
alone.
D
Needed
for
more
day,
okay,
me
and
Christmas
is
turning.
We
came
to
an
agreement.
I
was
going
to
vacate
the
premises
on
the
at
Friday
I
believe
it
was
the
sixth
and
I
just
asked
to
the
ninth
and
Chris
denied.
He
said
that
he
already
did
enough
repairs
in
my
apartment
and
gave
me
enough
money.
He
spent
enough
money
doing
enough
repairs
and
that
he
refuses.
He
said
emails
back
to
me,
saying
that
he
already
has
done
enough
spent
enough
money.
D
D
D
What
I'm
still
sorry
I
emailed
his
attorney
like
listen
to
everything
that
I've
been
through?
You
know
what
I
mean
like
I'm
willing
to
to
still
take
this
offer
and
leave
my
lease
without
having
him
fix
anything
in
this
house
like
I'm
willing
to
leave
this
piece
of
crap.
Please
not
have
her
fix
anything
and
just
surrender
to
this
cash
agreement.
D
So
it's
like
he's
just
like
playing
like
these
cat-and-mouse
games
with
me.
You
know
II
mean
like
you,
don't
want
to
fix
anything
now
you're
broke
like
you,
then
you
want
to
do
the
surrender
agreement,
but
it's
like
it's
like
he's
like
threatening
me
kind
of
you
know
what
I
mean
like
oh
wait.
Did
all
these
repairs
on
your
apartment
now
I
can't
afford
to
pay.
You
know
anything
like
it's
just--it's,
then
it's
like
well,
if
you
stay,
if
I
stay,
I'm
gonna
want
you
to
do
the
repairs.
You.
B
D
No,
no,
that's
not
right,
no
I
know
well.
First
I
asked
for
an
offer.
He
wouldn't
give
me
the
$500
differential,
so
I
went
with
his
agreement.
It
was
three
I
asked
for
3,500,
which
I
feel
I
should
give
a
lot
more
than
that.
But
and
then
the
agreement
was
three
thousand,
so
I
took
the
three
thousand.
D
We
made
a
date
for
the
sixth
I
believe
it
was
the
third
or
the
fifth
I
met
the
fourth
or
the
fifth
post
of
the
six
a
couple
days
before
game
two
before
the
sixth
is
when
because
he
works
and
he
wasn't
gonna
be
home
and
so
Friday
night
I
needed
them.
If
you
worked
for
days,
yeah,
so
I
needed
them
few
extra
days
for
him
to
be
able
to
come
and
move
all
the
stuff.
D
So
I
asked
for
an
extension
until
the
ninth
so
give
me
the
weekend
to
move
I
surrender,
my
keys
on
the
ninth,
which
was
a
Monday,
and
he
said
no.
He
I
have
the
email
that
Jana
Gregory
set
me
back.
That
said
that
that
Chris
West
has
exhausted
his
funds,
doing
repairs
on
my
apartment
and
that
now
the
offer
is
off
of
the
table
and
that
he
is
not
gonna.
Give
me
the
extension
that
I
need.
B
J
D
First
floor
that
they
brought
up
the
first
floor
in
the
third
floor
and
then
just
believe
it
was
Thursday.
We
had
the
front
doors
to
my
house,
open
my
kids
just
get
off
the
bus,
and
my
house
is
loud
as
chaotic
all
the
kids
at
home.
Next
to
you
know
an
officer
come
busting
through
my
front
door,
my
back
door
well,
I,
guess
she's
supposedly
she's
knocked.
We
didn't
hear
her
knock
next.
You
know
she's
in
our
kitchen
and
she's
like
what
are
you
doing
in
here,
I'm
like
what
are
you
doing
in
here?
D
She
came
busting
in
because
she
thought
our
house
was
vacant,
got
the
kids
all
in
an
uproar
freaking,
the
kids
out.
So
then
my
kid,
my
oldest
son,
thinks
we're
going
through
an
eviction
now
and
like
I'm,
not
telling
him
so
I
was
talking
to
her
and
then
even
the
officer
called
me
back
the
following
morning
and
the
officer
was
like
I
just
want
you
to
be
prepared
this.
What
made
me
come
today
because
the
officer
she
was
really
nice,
she
was
like
I.
Just
want
you
to
be
pictures
like.
D
Are
you
going
through
an
eviction
or
anything
and
I
said
no,
she
says
well,
why
don't
you
call
the
court
and
find
out
and
call
down
to
the
mayor's
office?
That's
why
I
went
that
Friday
and
filed
the
paperwork
I'm
like
you
know
what
let
me
hurry
up
and
get
all
this
paperwork
in,
because
I
was
originally
at
the
courthouse
and
he
loved
it.
I
was
trying
to
file
with
this
other
board
guy,
but
I've
been
playing
phone
tag
with
him.
D
So
I.
Let
me
come
here
and
file
because
the
officer
told
me
that
I
am
T
sad
that
Monday
they're
coming
to
put
me
out
so
I
got
on
the
phone
I
made
all
my
calls
now.
I'm
like
freaking
out,
so
we
went
down
my
husband
I
made
him
leave.
He
was
in
Pennsylvania
I
made
him
come
down,
leave
work
early,
secand
to
make
sure
he
was
home.
You
know
for
the
weekend
to
be
here
so
he's
home
for
money.
D
D
You
know
she
said,
but
I
just
wanted
you
to
know,
and
she
said
that
that
that
the
blade
officer
is
the
one
that
told
her
that
our
building
was
vacant
and
that
if
any
other
officers
were
to
do
the
same
thing,
you
know
to
just
ask
them
who
sent
them.
You
know
to
see
if
it
was
int
or
not.
So
that
way,
it's
not
continuing
I
believe
that
she
even
said
that
she's
gonna
call
IMT.
K
D
G
Power,
do
you
have
power.
D
Well,
they
finally
fix
the
light
thing,
and
this
is
what
they're
doing
to
their
hiring
these
Hmong
people
that
are
clearly
with
people
of
theirs
that
are
writing
down,
that
they're
fixing
things
and
they're
not
and
finally,
I
got
to
prove
it
to
the
ledge
light,
because
this
they
kept
saying
that
they
kept
having
people
fix
the
thing
the
two
at
the
bathroom.
Second,
it
was
effects.
D
Finally,
this
had
some
guy
calm
and
they
said
the
guy
wrote
that
the
sink
was
fixed,
so
I
called
Joe
Blanchard
from
legislate
and
I'm
like
what
did
the
report
say
and
he?
Finally,
he
said
the
guy
said
it
was
fixed
so
get
over
here.
Now
it's
not
fixed.
So
finally,
he
got
to
see
a
report.
That
said,
you
know
that
it
was
fixed
and
it
wasn't
fixed,
but
it's
just
they
just
I
have
to
go
so
like
all
these
desperate
measures
to
get
something
any.
D
You
know
what
he
means
to
get
anything
to
get
anything
done,
and
now,
when
I
call
their
anesthesia
says,
I
can't
email
her
because
she
says
I'm
attacking
her
over
a
water
bill.
That
is
not
my
water
bill.
She
told
me
that
I
had
to
pay
the
water
bill
which
their
responsibility
it's
a
one
meter
on
the
multi-family
home.
Now
it's
because
it
was
a
it
was.
D
Illegal,
it
was
in
the
lease
it
was
right
under
electric
in
my
lease
and
the
guy
checked
it,
the
only
law
checked
it
on
accident,
so
it
it
was
an
illegal.
It
was
an
illegal
clause
and
my
lease,
so
they
were
trying
to
like
it
just
little
things
like
it's
just
it's
just
it's
just
sad
what
they
put
me
through
it,
and
then
Kelly
tells
me
that
the
mayor
is
on
their
side
to
call
the
mayor's
office
and
I've
been
dealing
with
Jill
and
the
mayor's
office.
D
It's
just
it's
sad,
it's
just
it's
just
I,
never
I
never
dealt
with
anything
like
this.
I.
Never
would
expect
to
deal
with.
You
know
like
a
major
company
like
this.
You
know
they
mean
even
the
lady
from
the
newspaper.
She
was
like
yeah
she
and
even
when
the
newspaper
came,
I
didn't
even
I,
could've
trashed
off
them,
high
and
loved
to
the
newspaper,
and
still
you
know,
do
you
mean
like
I,
just
kept
my
peace
like
I,
you
know,
I
just
want
my
kids
to
be
able
to
live
in
a
hospitable,
nice,
environment,
a.
B
Nice
home,
you
know,
I,
want
to
clarify
something
about
the
police,
come
in
your
house
and
those
kind
of
things
there
was
in
the
end
of
once.
This
was
evaluated.
It
was
that
there
was
a
communication
issue.
The
reason
that
you're
supposed
to
be
out
on
the
sixth
right
that
was
the
original
hold
on
originally.
B
Man,
here's
the
workers
out
there.
What
we
were
told
is
that
you
were
supposed
to
be
out
on
a
six.
There
was
an
expectation
that
you
were
out
of
the
six.
The
reason
the
the
reason
the
buildings
are
boarded
up
is
because
there
was
a
concern
for
Baker's.
So
that's
why
they
were
boarded
up.
Millstone
keeps
calm.
So
that's
why
everything
was
boarded
up.
So
there
was
an
expectation
that
you
were
gone
and
on
the
9th.
B
When
the
blight
officer
went
by,
he
checked
the
door,
the
door
handle
turned,
he
stopped,
he
called
the
police
and
he
wanted
to
make
sure
there
was
nobody
in
there
because
he
was
chicken.
You
got
to
go
by
what
this
is
not
about
you.
This
is
about
the
police
acting
based
on.
We
thought
the
property
was
empty,
so
they
thought
the
property
was
empty.
He
did
not
expect
the
door
to
turn
the
doorknob
turned
he
the
police
and
that's
why
the
sergeant
came
and
went
in
knock
on
the
door.
B
First
went
in
and
that's
when
you
saw
her
so
there
was
a
there
was
a
communication
thing
there.
So
here's
here's
the
bottom
line
on
this
I
will
reach
out
to
IMT
and
Chris
Wes.
Tomorrow
we
will
talk
to
them.
If
you
would
like
to
call
my
office
tomorrow,
we
will
talk
to
you
and
see
what
we
can
do.
I
would
like
to
get
this
closed
out
and
make
this
whole
I.
Don't
know
what
that
means,
but
I
think
we
need
to
together.
B
I
guess
I,
don't
know
that,
wasn't
it
we
want
the
city
see.
This
is
the.
This
is
the
thing
that
from
it
is
a
landlord-tenant
issue
was
not
a
city
issue.
The
city
has
no
jurisdiction
here.
The
only
jurisdiction
we
have
is
if
there
are
building
condition
issues.
If
there
are
health
and
safety
issues
that
sledge
life.
Now
you
are
resident
in
this
city,
and
so
therefore
we.
B
Was
a
that's
not
in
the
complaint,
we
can
only
act
on
what
conditions
are
identified
in
the
complaint,
the
city
this?
If,
if
it's
not,
if
we
do
not
have
a
complaint,
then
the
city
can't
just
go
it
over
police.
We
can't
do
that.
That's
been
this
will
overreach
and
we're
not
gonna.
Do
this
I'm,
not
gonna?
Let
that
happen
because
you
don't
want
anybody
knocking
down
your
door,
telling
you
what
to
do.
If
you
have
a
list
of
issues,
I
need
you
to
file
a
complaint
and
will
absolutely
act
on.
D
I
B
D
B
K
G
C
C
K
K
B
K
H
I
D
It
was
basically
about
the
leaks
and
all
the
leaks
basically
did
get
done,
except
for
one
but
allegedly
allegedly
has
been
like
legislate.
Plans
was
like
he
he's
the
only
one
he's
done
like
everything
that
he
can
the
thing.
The
issues
that
that
need
done
now
are
like
out
of
his
hands.
Now,
like
he's
he's
he's
the
only
one
that
like
Joe
Blanchard,
he
went
above
and
beyond
for
us
like
that's
like
Joe
Blanchard
he's.
D
He
even
because,
like
how
you
said
about
the
bedbug
issue,
IMT
the
the
people,
it's
not
that
they
didn't
cooperate,
I
am
T,
just
wrote,
they
didn't
cooperate,
nobody
else
even
came
to
inspect.
They
just
didn't
want
to
pay
because
they
weren't
getting
because
they
were
getting
evicted
so
once
I.
Finally,
let
Joe
Blanchard
realize
that,
like
no
it's
not
that
nobody
cook
didn't
cook
did
actually
empty.
Just
wrote
that
cuz,
you
know
people
they
figured
every
is
getting
evicted.
D
That's
they
could
write
so
now,
I,
let
once
I
let
Joe
Glen
should
know
that
I
haven't
see
was
upset,
so
I
told
I
said:
can
you
be
here
the
day
and
make
sure
you
know
that
these
houses
get
expected
the
right
way
and
he
did
and
it
got
done
and
I
am
she
wasn't
happy?
They
were
trying
to
make
excuses
and
you
know
say
that
things
weren't
backed
up
properly
but
Joe
Blanche.
So
he
came
there.
D
B
B
We
have
your
number
yes
so,
but
my
understanding
is
Chris.
West
should
be
in
the
area
this
week
and
we
should
be
able
to
get
to
some
resolution
this
week
so
that
we
can
get
this
resolved.
I,
don't
know
what
that's
going
to
look
like,
but
I
think
there's
a
why
let
me
just
stop
there.
I,
don't
know
what
that's
gonna
look
like,
but
I'll
reach
out
to
IMT
and
Chris
Wes
tomorrow
and
then,
like
I,
said
I
will
keep
the
council
informed
as
to
what
is
going
on.
Thank
you.
Thank.
D
B
Is
there
anyone
else
who
would
like
to
speak
hearing
none
approval
of
minutes
I
need
a
motion
to
approve
the
September
3rd
2019
joint
city.
It's
rotten
in
town,
Co,
Groton
Committee
of
the
Whole
meeting
sign-ups
ii
have
a
motion
in
a
second
any
comments:
dishes
delicious
hearing,
none
all
in
favor,
say
aye
all
right.
Those
abstentions
motion
carries
need
a
motion
for
the
September
30
2019,
mayor
and
council
meeting
minutes.
B
We
have
a
motion,
a
second.
Is
there
any
discussion,
additions
or
deletions,
none
all
in
favor,
say
aye,
alright,
okay,
Communications
and
reports.
We
have
the
2020
census,
complete
count,
discussion
I
have
for
those
of
you
that
don't
know
next
year.
There
is
a
complete
count,
as
required
by
the
Constitution.
B
Thank
you
that
says
every
ten
years
were
required
to
count
all
people
that
are
in
the
United
States.
Even
Brunel
has
given
a
friend
and,
however,
cajon
has
given
a
presentation
to
the
town
of
Groton.
We
have
established
a
complete
count.
Committee
well
complete
count
committee
chair,
and
we
are
going
to
be
populating
the
complete
cap
committee
to
get
the
word
out
and
then
the
census
employees
will
then
be
there
they'll
talk
about
how
you
can
conduct
the
census
and
then
they'll
have
employees
at
the
very
end
that
end
up
going
door-to-door.
B

if
you
speak

for

you
will

If
you
go
online,
you
want
to
respond
online.
You
can
toggle
to
the

option
and
respond
in

or
call
the

your

we,
you
know,
we
know
that
children
are
under
counted.
We
know
the
printers
are
under
counting,
there's
a
more
transient
population.
There
are
areas
of
the
city
that
we
predict
will
be
hard
to
count.
Bringing
the
trusted
voices
together
to
speak
about
the
2020
census
that
it's
safe,
easy
important
will
be
key

making

L
Well,
the
sound
isn't
coming
through
the
Merrick
Mary
you've
seen
this.
This
is
one
of
our
PSAs.
It
talks
about
the
importance
of
the
senses
and
how
it
helps
communities
shape
their
future,
where
they
should,
where
they
need
a
new
fire
department,
a
new
health
center.
You
have
federal
federally
qualified
health
care
centers
here
in
the
city.
These
all
of
these
programs
again
depend
on.
L
So
we
are
very
proud
to
be
a
partner
we
are
here
for
you,
in
whatever
way,
you
feel
will
be
most
helpful
in
sharing
information,
educating
the
community
right
now,
so
that
the
more
they
hear,
the
message
that
the
census
is
coming,
that
it's
safe,
that
it's
easy
that
is
important,
the
more
likely
the
city
of
Brunton
will
realize
a
complete
and
again
you
share
no
information.
Anyone
else
we
don't
share.
We
don't.
M
B
I
L
L
Who
live
away
from
home
and
go
to
school
need
to
be
counted
on
their
college
campuses
or
you
know
if
they're
living
off
campus,
they
are
in
the
community
that
they're
living
at
so
the
the
colleges
the
community
here
in
Connecticut,
the
students
here
get
counted.
We
do
early
enumeration
and
April.
We
send
the
numerators
out
to
college
campuses
to
do
conductor
count
there.
B
L
G
L
G
L
You
thank
you,
I
do
so
I
absolutely
understand
and
that's
one
of
the
awareness
campaigns
that
will
be
you
know
doing.
You
know
where
it
with
our
that
begins
in
January,
but
we're
also
sharing
information
out
right
now
with
our
partners.
There's
information
on
the
undercount
of
children
and
how
old
it
is,
acting
the
count,
kids
who
live
in
a
split
households
so
and
there's
information
and
the
instructions
for
the
survey
itself,
we're
less
worried
about
an
over
account.
We
have
a
way
that.
H
L
We
are
working,
you
know
in
the
complete
count
committee.
Having
maybe
you
know,
your
your
shelter
representatives
on
the
complete
count
committee
or
on
a
subcommittee
in
communities
are
doing
this
lots
of
different
ways.
We
are
going
out
and
eating
with
the
shelter
and
the
facilities
one
on
one,
and
so
some
of
them
are
planning
census
events.
L
You
know
to
incentivize
people
to
come
in
and
use
the
devices
the
computers
iPads
smartphones
there
and
you
know
providing
some
type
of
incentive
for
them
to
completed
for
the
individuals
who
don't
come
into
a
facility
who
may
live.
You
know
with
no
shelter
at
all.
Most
of
the
the
organizations
that
serve
them
know
where
they
are
and
we
will
be
conducting
a
count
of
those
individuals
in
an
evening
kind
of
a
point
in
time
and
March.
B
As
everyone
on
this
council
knows
and
the
many
people
in
the
audience
know,
we
have
a
very
diverse
community
in
the
City
of
God
and
it
is
extremely
important
to
me
that
everybody
counts.
So
when
we
have
our
complete
count,
committee
Paul
Gerard
is
our,
is
gonna,
be
the
lead
and
we
are.
We
are
already
looking
at
who
we're
going
to
put
on
the
complete
Cal
committee
in
order
to
get
the
word
out.
B
What
I
am
trying
to
do
is
to
get
people
represented
from
the
different
communities
within
the
city
of
Groton,
so
that
we
have
people
of
trust
and
confidence
that
we
can
get
the
word
out
there
to
everybody
that
this
is
safe
and
that
the
importance
of
this
and
what
is
at
stake,
we
do
have
some
challenges.
We
have
a
transient
community,
we
have
lots
of
renters
here
because
of
rhetoric
that
is
nationwide.
B
We
have
people
that
are
in
the
shadows,
and
I
have
talked
to
some
people
that
I'm
trying
to
get
on
to
complete
committee
to
help
me
reach
those
people,
because
it
is
extremely
important
to
count
everybody
in
this
census
and
is
extremely
important
to
to
get
those
make
those
people
aware
that
this
is.
If
you
participate,
you
know
thugs,
aren't
gonna
jackbooted
thugs,
we're
not
going
to
knock
your
door
down
and
take
your
kids
away
or
you're
not
going
to
be
deported.
That's
not
what
this
is
about.
That's
not
what
the
city
is
about.
B
It
is
important
that
we
recognize
and
embrace
the
diversity
in
this
city
if
I
had
the
opportunity
to
go
through
a
training
session
on
the
Roma
tool-
and
this
was
this-
is
real
this
one.
This
is
our
of
one
of
our
sections,
and
it
indicates
that
32
percent
of
the
people
will
not
respond
in
that
section.
The
section
just
pull
out
of
that
is
Jupiter
Point
Eastern
point
data
in
their
plant,
Street
and
Beyond,
and
they
are
100%
there.
It
is
there.
They
anticipate
that
that
area
there
will
be
a
hundred
percent.
B
If
you
look
closely,
the
street
icons
have
been
selected,
so
you
can
see
the
different
streets,
and
we
do
have
some
sections
here
that
are
of
concern
to
me
that
I
want
to
make
sure
that
we
get
the
word
out.
We
also
are
going
to
develop
a
plan
for
trying
to
addressing
the
homeless
population,
as
we
know
that
there
are
some
homeless
people
in
this
earth
and
I'm
looking
to
again
I'm
looking
to
to
get
everybody
to
respond,
regardless
of
what
ethnic
group
you're
in
doesn't
matter.
I
want
I
want
a
complete
count.
B
It
is
important
to
me
that
the
people
that
are
at
risk-
or
that
are
in
the
shadows,
regardless
of
the
ethnic
group
that
we
reach
out
to
them
and
that
they
are
identified
that
they
are
counted
in
this
whole
thing.
So
we
are
going
to
get
places
like
riverfront
and
Bob,
because
that's
where
a
lot
of
our
kids
are
right
here
in
the
city,
we're
going
to
get
the
churches
in
Congress
Asians
in
the
mosque
and
everybody
else
involved.
B
The
faith,
faith,
faith
based
communities
involved
and
we
are
going
to
that's
just
a
very
small
sampling
of
who
we're
going
to
reach
out
to,
but
we
are,
if
we
do
this
right
and
we're
going
to
do
this
right,
we
will
get
the
word
out
that
it's
safe
to
do
this
and
we're
gonna,
because
there
are
some
people,
particularly
some
people,
in
the
shadows
that
are
going
to
say.
Why
should
I
do
this?
B
Why
should
I
do
this
and
put
myself
at
risk
when
I
can
stand
the
shadows
and
nobody
knows
who
I
am
and
those
kind
of
things
right,
I
can
stay
in
the
shadows.
Nobody
knows,
I,
don't
draw
attention
to
myself
status
quo.
The
challenge
with
that
is
that
there
are
services
that
these
people,
sometimes
they
use,
and
the
undercounting
of
individuals
could
negatively
impact
the
funding
to
those
services
that
they
or
their
children
use.
B
So
this
is
this
is
something
that
I'm
embracing
is
the
mayor
and
something
that
I
will
get
be
actively
involved
in
and
helping
my
community
and
reaching
out
in
the
community
and
I
know
that
some
of
you
have
talked
to
me-
and
this
is
very
important
to
you
and
I
guess.
That's
all
I
have
to
say
I'll
open
it
back
up
to
the
floor
for
the
council,
okay
and
that's
it
even
thank
you.
B
Could
you
send
that
to
me
in
Spanish
in
English,
we'll
get
it
on
our
website?
We
will
all
do
you
know
whether
or
not
we've
set
up
a
section
on
the
website
yet
I
know
we
talked
about
doing
it.
Okay,
we
will.
We
will
set
up
a
section
on
the
city
gratin
website
dedicated
to
the
2020
census.
We
will
have
informational,
informational
materials
there,
as
well
as
additional
information
as
it
changes
so.
