our
fourth
deployment
from
the
I.t
department
in
the
past
20
years,
so
we
have
a
long-standing
history
of
supporting
the
national
guard
and
reserve,
and
we
appreciate
that
the
city
of
groton
also
supports
our
national
guardsmen,
with
the
gap
pay
you're
all
familiar
with.
So
welcome
back
to
andrew
we're
happy
to
have
him
back.
He
jumped
right
in
and
he
built
his
own
laptop,
so
we're
good
to
go.

and
pretty
much
all
the
ground
utility
staff

me

to
move

council

when
we
discussed
gap
pay
before
or
I
don't
know

everyone
knows
what
that

because
I

it

on
the

explain
that
just

that
the
public
knows
like
what

pay

military,
you
don't
make
a
lot
and
typically,
if

you're

a
position
in
private
industry
or
even
a
municipality

utility,

you
go
back,
you
go

the
difference
so
that
you
can

made
up
for
what
your
salary
is.

serve
the

all

teams
that
ground
utilities
that
play
a
vital
role
in
keeping
our
community
up
and
running
from
lineman
and
substation
personnel
to
engineering
operations
and
administration,
all
whom
contributes
to
ground
utilities
and
the
great
public
power
community's
success,
given
under
my
hand.

the
grief
of
these
families
and
the
value
of
their
babies
lives
is
very
rarely
acknowledged.
So
today
I
am
going
to
read
a
proclamation
and
then
introduce
the
young
lady
kelly
sergeant
that
brought
this
to
my
attention
so
that
we
could
bring
it
here
to
the
council.

was
the
mayor
of
city
of
grad
and
proclamation
pregnancy
and
infant
loss
awareness
day,
whereas
each
year
approximately
26
000
families
in
the
united
states
are
told
that
their
unborn
baby
has
died
before
birth
and
many
of
these
stillbirths
are
preventable.
And
whereas
experts
have
referred
to
stillbirth
as
the
most
understudied
issue
in
medicine.
Today,
whereas
stillbirth
rates
in
the
united
states
have
been
flat
for
decades
and
adequate
research,
education
and
awareness
could
lead
to
a
reduction.

And
whereas
many
city,
groton
parents
and
families
have
suffered
a
miscarriage,
stillbirth
or
the
death
of
an
infant
during
delivery
or
shortly
after
birth.
And
whereas
the
city
of
groton
wishes
to
acknowledge
the
profound
grief
experienced
by
families
who
suffer
the
death
of
a
small
child,
infant
or
preterm
baby.
And
whereas,
when
a
when
a
baby
dies,
whether
in
a
room
or
after
birth,
his
life
deserves
to
be
recognized.

And
whereas
promoting
awareness
of
the
challenges
faced
by
those
parents
and
families
is
a
positive
of
establishing
support
and
understanding.
And
whereas
in
1988
president
reagan
proclaimed
october
as
pregnancy
and
infant
loss
awareness
month.
And
whereas
the
15th
day
of
october
is
recognized
in
parts
of
the
united
states
as
a
day
of
remembrance
and
awareness
of
pregnancy
and
infant
loss.

Now,
therefore,
I
keith

city
grind

behalf
of
the
citizens.
Citizens
and
city
councils
do
proclaim
the
15th
day
of
october
as
pregnancy
and
infant
loss
awareness
day
and
urge
our
citizens
and
all
agencies
and
organizations
to
unite
on
that
day.
In
remembrance
of
all
the
babies
gone
too
soon
in
support
of
their
families
grieving
the
death
of
their
baby
at
the
time
during
pregnancy
or
infancy.

after
I
lost
my
first
son
grayson,
I
found
comfort
through
the
star
legacy
foundation.
The
start
likely
see
foundation
as
a
community
of
health
professionals,
families,
researchers,
policy
makers
and
advocates
dedicated
to
healthy
pregnancy
outcomes
and
stillbirth
prevention.

provide
education,
support
research,
offer
family
support,
raise
awareness
and
encourage
advocacy
regarding
pregnancy
loss
and
neonatal
death
each
year
about
24
000
babies
are
stillborn
in
the
united
states
in
2017,
which
is
the
latest
data.
I
could
find
connecticut
ranked
19
out
of
the
50
seats.
What
they
do
is
they
do
still
cards
where
they
rank
the
states,
and
it
says
how
many
babies
are
born.
Still
the
ethnicities
and
everything
like
that.

Medical
research
can
come
together
and
they
can
help
do
further
things,
because
there
are
things
that
can
prevent
silver.
Sometimes
it
happens,
and
there
is
no
reason,
but
sometimes
there
is
a
reason
and
if
they
just
change
some
of

procedures
and
protocols,
they
could
have
saved
some
baby.
So
I
want
to
