WHEREAS, pursuant to the City of Groton Charter, Article XI, Section 4(a) “the Utilities
Commission shall prepare and approve an itemized annual budget proposal for the Department
of Utilities, which shall be sent to the Mayor and Council by April 30th for their approval. The
Mayor and Council shall approve a final budget no later than June 30th”; and
WHEREAS, at its special meeting held April 24, 2018, the City of Groton Utilities Commission
approved the Electric Division budgets for Fiscal Year 2018-2019;
THEREFORE, BE IT RESOLVED that the Mayor and Council approve the City of Groton
Department of Utilities Electric Budgets for Fiscal Year 2018-2019 pursuant to the City of

UTILITIES’ COMMUNITY SERVICE AWARD SELECTION
COMMITTEE
WHEREAS, the Jacqueline B. Nixon Community Service Award was established by Groton
Utilities as part of its 100th Anniversary Celebration in 2004; and
WHEREAS, the Community Service Award Selection Committee has been reactivated to select
a deserving member of the community to be awarded the 15th Annual Jacqueline B. Nixon
Community Service Award; and

the

cost

adding

dollars,

opposed

the
huge
increase

sewer
budget

1.7
million
last
year's
budget
under
city
property
tax
system
to
the
4.9
million
budget
under
Groton
utilities.

think
that
point
was
missed
by
most
ratepayers.
I
If
you
want
to
know
the
true
effect
of
how
that
your
sewer
fee
is
going
to
affect
you,
you
need
to
combine
this
year's
sewer
fee
and
your
taxes
and
compare
that
to
last
year's
taxes,
which
also
included
your
fee
for
the
sewer.
That's
the
only
way
people
are
really
going
to
know
the
true
effect
of
of
the
increase.

this
huge
four
point:

million
budget,
the
effects
are
even
more
dramatic
on
the
poor
and
working
families
and
I'm

need
to
face
it
in
somehow

reinvent
the
wheel.

operators

asked
a
bunch
of
questions
of
utility
company
on
the

and

information

budget

where
the
money
is
going.

department

research
on

happened
in

council

surprised

amount

transparency
that

on
this
council
compared
to
previous
councils

compared
to
just

news

read
of
other
towns

other
things

go
on,

other
people.

terms
of
the
budget
I
know,
in
the
past,
some
people
have
expressed
unhappiness
with
the
way
that
the
utility
company
is
monitored,
but
I
feel
like
with
the
way
that
it
is
run
now.

anything

want
from

want

review
an
expense
or
a
fight.

I
have
a
question
about
something,
it
is

concerns

transparency

valid,

utility
budget

board
of
ed
liaison
meeting.
We
talked
about
when

meeting
was
going
to
be

going

first
Wednesday
of
every
month
from
5:30
to
6:30,
and
the
purpose
of
the
meeting
is
to
facilitate
facilitate
communication
between
the
Board
of
Ed,
the
town
council,
the
RTM
and
the
City
Council.

the
hope
is
is
that
before
the
August
first
meeting
that,
if
there's
anything
that
we
as
a
group
would
like
to
communicate
back
that
or
any
activities
that
are
going
on
that
week,
we
do
so
at
the
next
meeting.
We
also
talked
about
Broughton
2020,
there's
still
the
proposal
to
build
the
new
middle
school.
They,
the
Board
of
Ed,
is
still
working
on
getting
approval
for
the
merit,
Proctor
property.
Currently
the
Boulder,
Heights
property
and
King
property
are
being
approved
for
kind
of
trade
of
the
merit
property.

I'm
saying
that
correctly,
the
big
concern
is
that,
if
there's
a
delay
in
the
work
with
the
architecture
with
the
architect,
it
will
delay
the
building
and
the
longer
the
building
is
delayed.
The
more
it's
gonna
cost,
meaning
the
more
that
won't
be
able
to
be
put
into
buildings.
So
the
hope
is
that
it
gets
going
very
quickly
and
then
there's
also
the
plan
for
the
two
elementary
schools.
And
originally
the
plan
had
been
to
renovate
Cutler
and
West
sign.

new
state
law
that
says
that
the
state
needs
to
decide
whether
or
not
the
buildings
will
be
blessed,
whether
or
not
it
would
be
more
less
expensive
to
build
a
new
building
or
to
renovate
the
old
because
of
all
the
asbestos
and
other
issues
that
are
potentially
there
in
an
inner
renovation.
So
that
will
need
to
be
determined
also
before
that
gets
done.
But
the
hope
is
that
we
will
have
a
new
middle
school
by
September,
2020,

ribbon-cutting
for
the
concession
stand
at
the
beach

was

lot

fun.

was
very
cold

of
the
winds,

was

nice

to
see

their
menu

everything

a
commission
in
the
city.

initial

looking
at
and
are
looking
at
ways
that
we
can
collaborate
with
the
town's
Economic
Development
Commission.
So
this
is
another
area
where
we
are
reaching
out
with
the
town
into
the
town
to
work
together
for
joint
initiatives
on

Groton
Bank
in
Groton

Today
on
June
the
10th
I
attended

to
Groton
Lodge

Elks.

the

town
manager

in
the

we

cost

service
studies,
we
committed

utility
to
make
a
three
year
plan
for
what
we
were
doing
for
all
the
costs
for
all

fees,

rate
redesign.

water
company
came
up
with
some
four
percent
increases.
The
electric
company
has
a
redesign
that
basically
keeps
residential
rates
flat.

goal
was
is
to
come
up
with
a
three
year,
sewer
usage
fee
that

hopefully
be
able
to
remain
flat
over
the
next
three
years,
meaning
the
WPC
a
saw
about
six
months
ago.

believe
it

five-year
capital
plan

was
recommended
to

was
work

They
went
out

than

but
we
took
that
five-year
capital

gave
that
to
the
RAF
tillis

every

and
we
rotate

employees

part

back
to
the
