Best use the there was a presentation. There was a lot of behind-the-scenes.

Work and a lot of keeping this quiet until certain things were met. Those.

Now this is his opportunity to present to the city, council and richard turner.

As the mayor explained, it was august or september of last year, thanks building.

We were shortlisted tober interviewed in november and I think.

In january, so for those of you who haven't seen our who have seen that.

Company and our concept plan, so my presentation, I'm trying to speak fast.

Because I knew I saw your agenda and it's it's motive, so I will speak rapidly.

Presentation I'll introduce our company and what we do and the things that we do.

Now are the things we're going to propose to do up at the groton heights.

Building and then the second half of the presentation, we'll talk more.

Specifically about the site plan, the building and our plans for that, so their.

B

Name is a company that specializes in marine autonomous solutions, so we.

B

Provide a maritime domain awareness by using the autonomous robots, our systems.

B

With sensors placed on them and communicating via satellite remotely.

B

Piloted for government and commercial customers, we provide 24/7 watched.

B

Section that stands watching our operation center and.

B

But one of the things we do that you need is we provide them both search as a.

B

Service, so we don't just produce systems and sensors. We are preferred my little.

B

Settlements to continue to own and operate and then provide the service to.

B

Our customers, so the concept behind the company, our name, is a little unique.

B

Alfred thayer mahan was a famous naval historian, who wrote a book in 1890.

B

Called the influence of sea power on history and he changed naval thought.

B

Basically, for a century he was the guy who came up with the idea of large.

B

Capital ships, battleships aircraft carriers submarines over time.

B

Contributed to the great naval race leading up to world war, one with the.

B

Princeville, the dreadnoks teddy roosevelt's great white fleet, etcetera.

B

That morphed into aircraft carriers in world war two and their submarines and.

B

Other large capital ships after then, we are in the process. We believe with.

B

Changing the strategic paradigm for the way, potentially.

B

Or intelligence gathered in that today's world of it's very difficult to to find.

B

Large capital ships and keep them at sea, it's a lot more economical to do under.

B

Than sensors, which are very expensive, so we call them highly scalable, distributed.

B

Connected forces and our goal is to take on not to replace obviously submarines.

B

Aircraft carriers, because we can't do those things you can do some of the low.

B

End missions like search and is our intelligence, surveillance, reconnaissance.

B

So this is just our strategic vision and that's a typical virginia class.

B

Submarine and clock sitting about three billion dollars fully staffed up our.

B

Typical sensor, the one on the left is called outpost.

B

Who's big sent to the one on the right is the electronic warfare sensor cost.

B

About 1.5 million dollars to produce so we have. We have two main areas of.

B

Interest, one is the energy sector, so things like environmental monitoring.

B

Whale monitoring, a sea bed, surveys for the wind industry and oil and gas.

B

Industry and then the second is monitoring and detecting illegal.

B

Maritime activities so drugs, anti-submarine warfare, illegal.

B

Migration etc, who we are? The company was founded by myself and my partner mike.

B

Connor we actually it all started here in rocklin connecticut, we were plank.

B

Owners on the uss pittsburg served together from 1984 to 87 ear in groton.

B

Mike went on to earn three stars and spent 37 years in the navy and retired.

B

As the commander of all submarine forces, united states, I did what they call five.

B

And dive I got out, I put an entrepreneur businessman ever since, but back in 2015.

B

When mike was retired, it came to me and said: he's got this idea he's been trying.

B

To push the navy towards autonomous systems and robotic systems and sensors.

B

And you can only do so much in the hole. The big big defense acquisition company.

B

At 20 january 4th of 2016 you can see our employee count was to 2017. We were.

B

At 52018 we finished here at 18, currently at 24, and we probably have 30.

B

To 35 on there so we're rapidly growing, we employ kind of this diverse set of.

B

Skills we have kind of the old guys.

B

I provide strategic direction and business development. We have a lot of.

B

Really smart engineers from a whole host of schools and we actually have a couple.

B

Of pitch high school graduates excited, but that's who we are.

B

So what do we do? Search of the service? We have an op center, which does 24/7.

B

Monitoring, you see a picture of it there, so we pilot these machines remotely via.

B

Satellites, they report back information. If it's acoustic information, we do the.

B

Curation or analysis of the data we employ a couple of retired signatures.

B

Some of them and yes about half our staff.

B

To co-star, so we have, we don't have enough need for an air force yeah, but.

B

That will come so so that's what we call search as a service of the command.

B

Control aspect: we do data analysis and integration, so this is here the chart of.

B

Machine learning, deep learning you know when you ingest large amounts of data.

B

It's all about how you can correlate that data integrated into systems and.

B

Package it back to to your customer and in the form that he's looking for so.

B

We're an entirely cloud-based company, all our virtual machines in the cloud or.

B

Security and cyber safety's in the cloud like I said right now, out of the 14.

B

Thousand square foot facility we do some- this is a picture of our warehouse and.

You can see some of our wave gliders couple of our guys work and you do what.

B

We call light assembly and they're, not really manufacturers when we make.

B

Certain boards, most of our secret sauce, is programming and software and the.

B

Integration getting sensors and machines to talk to each other, we'll do final.

B

Assembly and testing and calibration of the systems.

B

Heights building, as well as year, drive three three-and-a-half short years. We've.

B

Amassed the portfolio of ten patents, ten trademarks, we have strategic partnering.

B

Agreements with the office of naval research in the united states, southern.

B

Command as well those industry partners, raytheon, calling wait, man and kraken.

B

Reef young, but when you probably recognize as large defense contractors.

B

That they build some raytheon builds our total a sonar following those wave.

B

Gliders wingman is our artificial intelligence. Partner and kraken builds a.

B

System that we call sea scout, which is for deep, deep water survey, which we'll.

B

Talk about over our trajectory we formed in 2016, we had sales of forty thousand.

B

Dollars, which is basically, if I could I doing some consulting and just to say.

B

You did something positive. Besides build and develop machines, we got our initial.

B

Patents approved 2017, we did one hundred thousand 2018. We we patented cyc picot.

B

And moved to groton, we started out in mike's garage a mystic. We have a small.

B

Office over and by the train station in mystic.

B

Let her drive 2018, we need three million in sales and this year we are under.

B

Contract to do at least so, as we saw our first prime contract, will employees more.

B

Patents competing partnerships, and this is some of the other contracts we've.

B

Worked for us who forces the coast guard.

B

So what is our portfolio? The technology? We basically have two two divisions of.

B

The core persistent surveillance systems, the picture on the left is a acoustic.

B

Sensor so it's based on a wave glider platform and tow a towed array similar.

B

To you see on a submarine at depth, which means below the layer we highlight this.

Machine remotely its energy harvesting can stay at sea long as we've had it.

B

Seems 90 days, but we probably stay at sea about 180 days. So I've touched a.

B

Similar system, you see next to it's called sea watch. That's an electronic.

B

Monitoring, obviously, it's up by all the antennas, but for intercepting.

B

Radio traffic hf and vhf realm second divisions call for security and see that.

B

System, so we do seabed surveys for things like disaster recovery. After.

B

Hurricane runs through the clear channel for infrastructure inspections bridge.

B

Putting these pipelines cables, oil, wells, manifolds, etc. So we do a full seabed.

B

Surveys and then subsea bed, which is our low frequency, saw, I think I know about.

B

20 feet below the seabed to look for rocks pipes, other obstructions, etcetera.

A couple newswire items we were, we were hired by ocean infinity to locate the.

B

Argentinian submarine that sunk, the san juan about a year ago after 40 nations,.

B

Sent search gear and could not find it ocean infiniti hired us to, and this was.

B

Really, based on our submarine experience to kind of.

B

Would be research and they actually use the synthetic aperture sonar technology.

B

That we use- and it was found in about six days and three thousand feet of.

B

Water, we partnered with pangaea subsea to do subsea that serve surveying.

B

Congressman courtney: we opened our command center for full time in january.

B

And congressman corky came and spent half a day with us he's been a huge.

B

Supporter of what we do, and now the chairman of the house and power.

B

Committee so groton heights, the building will become our permanent corporate.

B

Headquarters we plan on keeping our facility on leonard, drive and I'll say.

B

Now any of you are welcome to come tour or after we met with the town council. We.

Invited them for a tour and they spent a couple hours with us and they found it.

B

Kind of fascinating you guys want to organize a tour. You.

B

Know we're happy to show you guys what we do so the summary of the project.

B

It'll be our headquarters: building the offices, engineering, research and.

B

Development and wide assembly, the plans and drawings are contained here and.

B

We'll go through the plans and a little bit we're going to repurpose the gym for.

B

Basically, their light assembly and warehouse we're going to repurpose the.

B

Main building for offices, r&d and engineering spaces.

B

The building is twenty-seven thousand square. Feet is approximately two acre.

B

Lot built in 1912- and you know some of the traffic circulation issues and some.

B

Will have two accesses on smith street, but I have any access to monument street.

B

We'll talk a little bit about the land swap that's proposed, or the library.

B

Abandoning a paper street on library, street they'll be minimal truck traffic.

B

Maybe three to five trucks, we'll probably have about 43 to 45 employees.

B

There, with on-site parking, the role in a site plan and there's a.

B

Little bit of infrastructure improvements required the electric there's a transformer, that's in the and we want to drop the services on the.

B

Ground will connect to they. Just they water and sewer gas is probably not.

B

Available and I'll talk a little bit about high-speed internet came about.

B

Post preparation of this, so why is it a beneficial project once a historic.

B

Building so it would be completely restored the most clean project, even.

B

Have is to adaptively reuse an existing building so lead asbestos remediation.

B

Building the main building will look almost exactly like it looks now, except.

B

The front and rear will be reversed, which I'll talk about it's going to.

Contribute to the drop tax base right now. Obviously, it's not generating anything as a school. It doesn't generate anything and our analysis will show that.

The potential to to generate revenue both primary tax revenue, but also.

Secondary revenue from employees you know a restaurant, etc far outstrips any.

Other residential use highest the best use of the property the land swap would.

Be consummated their window access of monument street retained almost all the.

Existing trees plus returns a significant landscaping. We've proposed a.

Kind of a meditation garden area that would sit on the billable more in a.

Library, property, but they're both is that the fences come down between the.

Monument, our building and there's and people who visit the monument who visit.

The library could all use this for study meditation, that's minimal site lighting, we're not going to have any big parking lot.

Lighting, we understand it's a residential area, so not gonna have sight.

Lines we'll have required lighting on the building high-tech jobs. I just said.

Phase 1 projected 43 phase 2, potentially another 40 average salary will be about.

B

$80,000 there'll be more temporary local construction jobs as we build it, and it.

B

Should be a major economic driver for the city in town between taxes, fees.

B

Employee spending meals and lodging taxes, sales tax.

B

Secondary spending etc. I think the blue line really sums up. It'll help solidify.

B

Bryan s club front, you see innovation, reno, robotics and high-tech maritime.

Solutions and that's kind of a regionally speaking people ask for why'd.

B

You why'd, you locate a connecticut state sings the praises, probably against the.

B

Wall advise we decided to locate here as the number of reasons one got: terrific.

Infrastructure for this particular business, the hope of knowledge for.

B

Marine robotics is all in their weight limit. You start at mit in woods, hole and.

Yale and uconn and kind of drew a box, you know rock, is dead center and then.

B

You got the coast guard d center, sub bass, electric both on and on so for our.

B

Type of business, this is the place to be, and then we can. You know you know.

Attract other companies related in this industry to come for this area, so starting to start the land swap in the rfp. There was.

A proposal a letter generated from the bill memorial library talking about.

B

Swapping if the pink the left slide represents the existing site plan for.

B

The groton height school, so you see we have kind of this flag block through the.

B

Sidewalk with access on monument street so with the library proposed is in the.

B

Next slide the parcel b. Currently our site is parcel a so they propose.

B

Swapping we would turn over parcel a to them which they desire and they would.

B

Turn over to us, which would keep us kind of one site so partnering with vml. We.

B

Have met with them and you've agreed to approve consummate the land, swap. Oh.

B

There's a paper street dividing parcel b from the brown heights parcel and it's.

B

Kind of in line with the current building, oriole library, driveway so and.

B

Baker street and then work together on grants partner on events, remove the.

B

Fences community park and bring in high-speed fiber so touch quickly on a.

B

Couple of those things partnering on events we had we've had a number of.

B

Meetings with the dual core library folks, a small subcommittee of their.

B

Library than their full board, we had their board down to our site for a site.

B

Visit and tour with over any one of our founders of dining, with dr. john ko and.

B

He's known as mr. innovation he's the harvard academic innovation and one of.

B

The things one of the projects is currently working on is modernizing.

B

Libraries and bringing libraries into the 21st century making them relevant.

B

Now so we schedule a lecture for them at the billboard, a library and then the.

B

Library folks invited all the regional libraries about 40 people attend that.

B

Was a really terrific event generate a lot of ideas? They connected us with the.

B

Fitch high school robotics program and those folks are going to partner with a.

B

Bunch of kids and assist on some of projects they have some needs for, like.

B

3D printers and laser cutters and stuff we have removing the fence and so on. I.

B

Speed fiber, one of the big things that came out of the the library means you.

B

Know they don't have they had a very poor internet.

B

I know it's providing for free and they're grateful for that. You know we so.

B

We met with proposed the bringing up there one time and we're gonna. I've met.

B

With cg in we plan on bringing high-speed fiber into our building and then back supplying it for the library.

B

So those some of them, you know some of the benefits of having a corporate. You.

B

Know partner in this site plan, so this is this is the site plan we submitted as.

Part of the rfp so on this site planning to see a couple things: the dark, burgundy.

B

Is the existing building and jim directly behind the existing building to.

B

See this community gardens meditation area. So that's what we proposed now that.

B

The library would prefer they love to look at the back of the school, which is.

B

The current front entrance, but they don't like looking at the ugly back of the gym, so obviously we're finding that also. This would allow for future.

B

Expansion to a future r&d and engineering annex.

B

And potentially warden planet assembly space at vb, so the summary of this is we.

B

Consummate the land swap the main entrance with the gun smith street nome.

B

Access a monument community garden, meditation area- you talked about with.

B

You know to the public for meditation reflection and relaxation dining two.

B

Entrances on smith, minimum site lighting the parking lot lighting street trees. We.

B

Plan on planting street trees along smith street and then we'll have to.

B

Obviously, meet the parking areas and.

B

Loading docks and truck the living is beyond what I guess. Look at the building.

The right side, the building itself you can see on the left lower left, is the.

Existing rear of the building, which faces smith, the existing front of the.

Building is on the right that faces monument, so just picture us renovating.

The back to look like the front, so that's what I say when the back becomes.

The front so our front entry, which will face smith, will be very attractive. We.

Actually have three proposed entrances, one which matches the existing two, which.

Is in the render- and we have a third the reason we did.

B

That is when you apply for historic tax credits. You're allowed to renovate the.

B

Exterior to a certain percentage, so if they say just do it like existing we're.

B

Fine with that, if they allow us to do a little porch portico entry, you need to.

B

Do that so we'll say so: basically, on the exterior got new roof new windows and.

B

Front rear elevation reversal. The other thing to note is the jim building, which.

B

Is on the right currently is just a brick face. You know.

B

Very institutional and there's a green metal door and brick no windows. We are.

B

Proposing windows to that one to match the main building and I've been.

B

Attracted from the street, but to light in that facility is a very dark space, so.

B

That would be the plan. What are we doing in the basement? We have a small, let's.

B

Say started in the gym would be our assembly and warehousing area. The.

B

Basement we for the most part, be climate control, the 70. So what you're doing work.

B

With circuit boards and stuff like that, obviously you need climate controls. Then.

B

We remove the stage in we had some windows renovate the bathrooms in the.

B

Basement and open up the rear of the basement.

Complying with apa regulations on the first floor again the front and rear.

Would be reversed, we're going to build a an entry foyer with controlled access. We.

Are a clear defense contractor, so we do classified materials, so that would be.

Our controlled access, then we'll have warranty work and.

Employee lounge kitchen flex pays for engineering office of research top floor.

Would be engineering offices, executive offices, conference, room, two more command.

Centers, like you saw in the earlier picture, so we'll probably have a pacific.

Ops center of the atlantic and if someday in the future, we need to build.

Average we've had a great agent globe award a library representative, the micro.

Board and a full board and tours we did and delivered flyers to about fifty or.

Sixty mailboxes in the rock heights neighborhood we did a meeting of the.

Presentation for that we have about twenty attendees for the library and.

Invited them for two or three games, so we toured three of the neighbors through.

Our current site- and we did the spanking libraries relevant again, which we talked.

About local government outreach we presented to drop town council, the.

B

Initial interview executive session presentation- and we just did a public presentation about two weeks ago- we've toured town council.

Through our current facility and again, I'd extend an invitation to any new.

Folks, we've met with the mayor of the city of representatives of planning.

Police department's facebook announcement, which surprised me a little.

B

Bit because I didn't quite know, it was coming out to a reporter from alum and a.

B

Cold and then we interviewed with her toward her education network about.

B

High-Speed fiber, we talked about that of the reese activity, design planning. We.

B

Have a memorandum of understanding, which is an final draft, that I have folks in.

B

Town to finalize, you know, cross the t's dots of ice on that we've already hired.

B

Our architect, who's done the existing conditions, plans document.

B

Or contractors my message to david lean: it was real simple. We think.

B

Connecticut's a great place to do business. We want to help recruit more businesses, but we don't think he's very good at.

B

Getting the message out to help with that and, like I said, we've had programs.

B

Some of the technologies we use for surveying, there's our command center.

Mapping and I can get a copy of this sea scallops- our see the surveying in the.

Air, but this is the this- is the you know, the bottom line for us.

Engagement, we were there for and if any of the council was interested in maybe.

Taking a tour the site on winter drive, I can get it set up and say it's it's.

Actually pretty cool to see what they do there and then to go.

Into the command center, it's very impressive. This is, in my opinion, an.

Awesome company to have in our backyard with the technology kessler depot. I was.

Just wondering I know that in the original presentation you had a timeline.

For when you were wanting it to be built, which obviously was pretty aggressive,.

From what I remember, do you have an adjusted timeline? Yes, so.

We're moving florida, virginia and new york in a previous life and I'll say.

They move quick so right now we hope to close, I hope for august, but I'll say.

September to be conservative and then you know we have work to do with your.

Plating department and building department to get through permitting, but.

Hopefully we can start construction, they fall. My goal is to occupy the building.

By august of 2020.

Repairs have done as they happen, they're supposed to waiting until you know, maybe.

The grass stops growing, which it does sometimes in august we get hot, but so.

Boys test roll a number of years ago and the equipment that they spoken with the.

Mayor about that, they would like to have on as a piece of equipment. Are there any.

Could take us, you know an hour and a half to mow only take us 45 minutes, and that way this smaller areas like football. So I.

Can't use this summer more unless we push mold out like I was trying to some of the smaller persons with a bigger, more won't fit in we'd still have to use the smaller one, but we wouldn't be losing the number of hours on that.

Machinery, because we wouldn't have to do it like front hair, we would knock it out.

With a larger bore and this lawnmower might sick so that day it doesn't have.

Any usage so with the wear and tear of that more expects expectancy lasts.

Little history, it went off the table and it finally did come back on in 2018. The.

Grant and we received notice december 27th 2000 of 18 for the commitment to.

Fund the bagua mnek road project at an estimated initial price of just under.

2.2 million with that the lots of grant covers the construction and the.

G

Engineering administration and inspection piece of it.

G

However, the municipality that applied for this is responsible for the design.

G

Engineering and the bid documentation piece for the project, construction.

G

Project, so there is a piece that we are responsible for. We went to the town.

G

Council in february, I believe it was and we had some bond fund money remaining.

G

Went when we issued the town, the town issued the road bond bond, in that we had.

G

Originally set aside two hundred and some odd thousand for pequannock road.

G

Just a mill and overlay that would have kind of just been a just like, I said, a.

G

Miller overlay, not the full depth reclamation. So with this we went to the.

G

Town and requested that we use some of our bond from like to pay for that.

G

Design nearing portion, which we put in two.

G

Hundred two hundred twenty thousand, which is roughly ten percent of the.

G

Project prices kind of a placeholder for that the town approved that we could use.

G

That money for that purpose, so in essence, we had to go out, and now this.

G

Comes back to this for the city, we have to go out and do a bid to find an.

G

Engineering firm to do the design work that bid that administration and the.

G

Construction documents, and then we also included the third phase, which is that.

Construction admitted inspection and tried to do it as a package. However, the.

G

State and will need to approve and be part of that inspection piece of it.

Because that they're gonna be funding it, so we've put a bid out that closed last.

Weekend in the documents here it has the it was the letter for the commitment to.

Fund and then on the very last page is just the summary of the engineering.

Firms and where the pricing came in at we have not vetted these yet you'll, see.

There's a big discrepancy when you go to the the totals, so the total for phase.

One is what would be coming out of the town road bond fund phase. Two would be.

The piece that is paid for by the lots of grant- and then the total is all that.

Combined there were different variances within those when we did our quick.

Review during the bid opening of how many hours, for example, with the interim.

Administration inspection that I believe one of them had a for two days a week.

For x amount of weeks where somebody else hadn't inspected there all the time, so we were in the process of going through these. The reason why we want to.

If we did bring an engineering firm to a mayor council meeting, just because this.

Is time-sensitive the the plan is to get the design work done and there's.

Different phases, I have two met work for the state to approve.

May need time to review as well and we're hoping to try to bid this project.

From a construction standpoint in the december time frame to hopefully start.

With an april may of next year, construction work but to try to fit it.

In the winter months before contractors are getting busy and getting their work.

The benefit versus 30 20 years versus five or seven underneath that there's.

All concrete and the trolley tracks, I believe, are still there. We did a small.

Portion of pequannock from the five corner down to eastern point a few years.

Back and it was the same thing- we did a full depth for that. Okay right, we did.

Then what you find is that with the trolley tracks, the fact that that the.

Wood is rotting, then. You have concrete. On top of that, the the rotting of the.

Wood is actually eating away at the concrete, so the infrastructure is basically the mouse being compromised from underneath.

And so they're going to dig all that up. How long ago is the trolly they're 19.

Something right: 1980 early nineteen hundreds, maybe even 18,.

But we ran into the same thing on main street yeah. We did our test so when we.

Did our test bits? Those were devo question on that when we redo the roads.

Are we also redoing the sidewalk there's a portion of them? It's not going to be.

All the sidewalk there is a component of it that does do some of the sidewalks.

And there's some drainage, that's included with this. There is an 88 piece.

Of it with the sidewalks to make sure from a compliance.

Standpoint that I'm so drainage and sewer, padding, sewer ms4 so drainage is.

Part of the ms for the stormwater drains correct, and then we have reached out to.

Ground utilities of sewer n water to because some of the oldest piping pipes.

Are on that road right to get them to try to do either do something this year.

Or beginning of next year or during the project, but hopefully not to interfere.

My project was one of the concerns that I had and I've expressed to these guys.

Is during a compaction process, that's where old pipes can get damaged and what.

I'm not what I don't want to do is dig up the road again yeah matter of fact. I.

Had to sign a piece of paper that said that we had contacted electric water, gas.

Phone everything and that there was no maintenance expected in the foreseeable.

Future because potentially this is a 20 or more 20 or more year project. That's.
