Counselor
Russia
I
would
like
to
recognize
dan
Bryant,
who
is
my
postal
carrier
and
Dan
last
week,
went
above
and
beyond.
I
have
a
very
elderly
neighbor
who
got
very
disoriented
and
very
emotional
in
her
front
yard
and
Dan
stayed
with
her
for
problem
for
a
good
chunk
of
time
until
her
son
could
get
there
and
I
just
really.
He
went
above
and
beyond,
and
I
just
want
to
recognize
dance,
perfect.
A
Thank
you
Dan,
for
what
you
did
absolutely
Thank
You.
Anyone
else
for
recognitions
awards
memorial.
Ok,
we
see
the
citizens
petition.
Is
there
anyone
that
would
in
the
eyes
who
would
like
to
speak?
Okay,
seeing
none
we'll
skip
responses,
citizens,
petitions
of
comments,
approval
of
the
minutes,
I
need
a
motion
to
approve
219,
2017,
mayor
and
council
meeting
minutes
so.
A
A
motion
in
a
second
any
discussion
hearing,
none
all
in
favor,
say
aye
aye
opposed
abstentions.
Motion,
carries
approval
of
the
minutes
of
June
26
2017.
The
special
committee
of
the
whole
Somu
happen.
We
have
a
motion
and
a
second
any
discussion
hearing,
none
all
in
favor,
say
aye,
those
extensions
and,
lastly,
June
26
2017,
a
special
mayor
and
Councilman
demouth.
Second,.

Going
on
here
in
the
city
to
include
the
farmers
market
last
week,
activities
at
the
beach
I
had
a
chance
to
see
the
children
school
program
in
action
which
is
headed
up
by
mr.
Koch
Peter.
That's
a
wonderful
program
and
feeds
many
many
people,
as
you
could
see.
I
also
wanted
to
comment
on
the
new
concession
stand.
Operation
at
the
beach
been
a
number
of
times
very
impressed
with
that.
H
The
fireworks
again
this
year
were
for
great
I.
Did
the
fact
that
I'm,
chairman
of
the
public
safety,
a
talked
to
chief
Gillette
about
how
everything
went?
I
know
that
there's
a
tremendous
amount
of
planning
that
goes
into
preparing
for
the
fireworks
with
thousands
of
people
and
thousands
of
cars
coming
into
the
city,
and
he
reported
that
everything
went
very
well
aside
from
a
few
domestic
disturbances
after
fireworks
at
various
parties.
I
H
I

A
My
email
address
is
Hetrick

at
city

Groton
CT

that's
HED,
RI,
ck,
k
at
city

Groton,

and
the

is
a

Four
four
six,
four

zero
three!
So
if
you
have
any
questions
or
concerns,
please
fill
reach
out.
Please
please
feel
free
to
reach
out
and
I
will
address
your
issues.
A
The
other
thing
that
I
wanted
to
address
is
the
Summer
Food
Service
Program,
we've
addressed
this
once,
but
I.
Don't
think
once
is
enough.
I
think
it's
important.
This
is
a
USDA
program
that
we
have
in
this
region
and
I
wanted
to
go
through
the
areas.
Again,
they
serve
breakfast
and
lunch
for
children
that
are
18
and
under
it's
at
the
bill.

So
those

the
Summer

that
is
administered
by
the
Groton

has
overseen

a
great
program
and
it's
a
great
way
for
children,
18

younger
to
get
breakfast
and
lunch.
A
I
Everyone
glad
to
be
here,
I've
only
been
here
for
a
week
and
a
half
so
I'm,
still
meeting
lots
of
people
and
learning
the
ropes,
but
I
tend
to
create
a
close
bond
with
you
know,
with
myself
in
the
city
and
anytime,
you
ever
want
me
to
attend
the
meetings
I'd
be
glad
to,
or
if
you
just
want
to
call
me.
Email
me
on
anything,
feel
free
glad
to
be
here.
Love
the
area
already
feels
like
home
and
hope
to
be
successful.
F
Chef
you're
from
where
were
your
another.
I
I
A
And
I
have
already
discussed,
we
are
going
to
meet
monthly
so
that
we
can
continue
to
discuss
city
and
town
issues,
and
we
have
already
discussed
areas
where
we
could
work
together
to
advance
the
cause
of
both
the
city
end
it
down
and
I,
look
forward
to
this
relationship
and
again
John
I.
Thank
you
for
coming
out
and
meeting
my
council
and
being
available
for
the
count.
I
A
C
D
F
E
A
A
That
was
how
it
was
earmarked
at
that
time
there
was
no
Anna
Warner
Bailey
chapter
of
the
DAR
and
therefore
the
money
could
not
go
to
them,
so
it
was
earmarked
in
an
account
and
now
that
the
Anna
Warner
Bailey
chapter
of
the
DAR
has
started
discussions
with
us
and
has
reviewed
the
ordinance
and
they
are
moving
forward.
This
is
an
attempt
to
get
the
money
to
where
it
was
originally
intended,
with
four
of
the
purpose
of
which
it
was
originally
intended
and
Ali
I'll.
Let
you
speak
to
that.
If
you
don't
want
sure.
J
The
the
money
in
question
of
the
royalties
from
the
ghost
of
Groton
banks
book,
which
came
out
of
that
year
or
so
ago,
and
in
the
book
it
says
that
royalties
from
the
sales
of
the
book
would
go
towards
the
stabilization
and
restoration
of
the
mother
Bailey
house.
At
that
time,
as
you
say,
the
Anna
Warner
Bailey
chapter
had
formed
a
friends
group
that
was
only
done
about
four
weeks
ago.
This
Friday,
so
it
was
sent.
J
It
was
given
to
the
to
the
city
to
former
mayor
Marion
Galbraith,
as
she
was
part
of
she
was
involved
during
her
term
in
helping
us
to
get
it
somewhere
to
hear
something
out
about
it.
I
was
on
chair
of
that
committee.
So
that's
what
the
money
is
and
was
always
intended
to
go
towards
the
restoration.
At
the
time
there
was
no
other
vehicle
for
dispersing
the
money,
so
I
just
sent
it
here
to
the
city.
Okay,.
C
C
A
big
mouthful,
my
problem
is
the
Avenue
in
which,
worse
we're
trying
to
do
this
I
propose
we
give
the
money
back
to
you
and
allow
you
to
give
it
to
whomever
you
choose
versus
I
feel
like
it's
a
conflict
of
interest
for
the
city
to
hand
it
over
to
the
DAR.
Who
then
may
come
back
to
us
and
ask
to
buy
the
house
right
now.
J
A
H
A
You
at
your
eye
counter
I,
don't
think
you
can
amend
this
resolution.
I
think
you
have
to
do
a
thumbs
up
or
thumbs
out.
They
need
to
go
up
or
down
vote
on
this
resolution,
the
both
the
it
either
passes
or
fails,
and
then
I
need
to
come
back
to
you
with
a
new
resolution.
The
committee
of
the
whole
to
basically
say
the
same
thing
except
it
will
go
to
Hallock
Euler
and
then
once
it's
discusses,
give
me
the
whole.
A
B
A
A
A
And
what
we
were
looking
at,
we
were
trying
to
close
the
loop
on
this
and
keep
it
clean.
I
can
I
understand
what
your
your
concern
is
and
what
the
council's,
because
there
is
and
I
think
probably
the
clean
way
would
be
either
give
it
an
up
or
down
vote,
and
then
we
rewrite,
because
if
you
go
back
and
look
at
every
everywhere
as
and
therefore
be
it
resolved
is
going
to
have
to
be
changed.
So.
E
A
G
G
G
C
G
I
understand
that,
but
I
mean
and
she's
just
stated
feel
like
I
think
something
has
to
be
done
as
far
as
because
it's
not
fearful
weak
to
initially
took
the
money
right.
So
let's
give
us
back
I,
don't
know
if
that's
clear
to
her
too
I
mean
I,
think
we've
asked
it
has
to
be
some
type
of
it.
Can
we
put
donate
the
to
two
million
one
hundred
dollars
giving
from
this
Keillor
to
us?
Can
we
put
something
like
that
in
the
right
now?
A
D
D
I'm
I
thought
it
was
just
bogus.
I
felt
like
this
was
just
maybe
kind
of
thing.
You
know
a
little
we're
crossing
too
many
T's
rise
or
whatever,
but
now
that
you
explained
it
again.
The
second
timing
says
that
it
makes
sense
because
maybe
Stephen
Sheffield
is
going
to
show
up
and
want
to
buy
the
house
from
it,
and
we've
already
donated
money
to
the
dark,
and
we
don't
want
to
make
it
look
like
we've,
given
preference
to
one
or
the
other,
so
very
sure.
B
A
H
A
A
Therefore
be
resolved
at
City
Ground
make
a
donation
$248
in
this
sense
the
end
of
our
beta
chapter
of
the
Daughters
of
the
American
Revolution.
If
you
vote
yes,
then
that
means
you're,
except
that
if
you
vote
no,
that
means
you're
rejecting
it
and
then
we
will
come
back
with
a
motion
to
rescind
the
original
motion.
Is
everyone
clear
on
okay
now?
Were
you
ready
for
the
book?
Okay,
all
in
favor,
say
aye,
okay
stage.
Ira
excuse
me
underneath
oppose
this.
Are
you
think
of
blue
roses?
A
B
A
A
H
D
A
H
F
Their
resolution
are
17.
7
112
therefore
be
resolved.
The
mayor
and
council
Commission
authorized
Groton
utilities
management
to
execute
a
five-year
operations,
contract
between
Groton
utilities
and
the
town
of
Ledyard
for
the
town
of
leged
water
system
and,
furthermore,
that
Mayor
Keith
Hedrick
be
authorized
to
sign
the
contract
I.
So
boo,
okay,.
C
B
A
A
A
We
are
going
to
work
on
the
Commission
Utilities
Commission
meetings,
so
the
utilities
Commission's
Commission
meets
prior
to
the
committee
of
the
whole
so
that
you
will
have
Apple
opportunity
to
debate
the
issues,
review
and
debate
T
issues
and
then
review
it
during
the
Commission
dirty
a
council
meeting.
So
I
realized
these
have
been
short
in
the
last
couple
months
and
that.
K
Will
give
the
sole
time
lapse
in
some
kind
of
think
about
it,
so
Groff
utilities
has
had
a
contract
actually
to
provide
or
operate
the
legged
water
system
for
at
least
last
five
years,
and
it
may
have
been
there
before
that
I'm,
not
sure
I
didn't
ask
that
question
or
I.
Don't
know
that,
but
we've
been
operating
the
system
if
they
have
pipe
breaks,
our
crews
go
up
and
take
care
of
it
and
put
it
back
together.
K
So
it's
a
fixed
price
contract
for
the
operation
of
it
and
then
based
on
events
that
happened
it's
PNM,
so
there
are
TM
jobs.
Do
you
also
has
a
service
contract
for
the
customer
service,
so
Tina,
our
GM
of
customer
service
runs
the
customer
service
portion
of
the
alleged
water
system
in
ray
Valentini
and
Rick
Stevens
run
the
operational
part
with
our
guys
with
the
licenses,
because
you
have
to
have
licensed
operators
to
run
a
water
system.
So
we
sharpen
our
pencil
rebid,
it
won
the
bid.
It's
been
reviewed
by
the
attorneys.
A
K
K
A
Intricate
system,
it's
a
tandem,
a
time
of
materials
contract,
but
the
time
is
a
burden.
The
rate
of
loaded
rate-
you
may
have
heard
it
different
ways.
Basically,
a
bourbons
rate,
quite
loaded
rate
is
the
the
individual
salary
plus
called
the
overhead
functions
included
in
it,
so
that
the
overheads
bein
so
there,
and
that
includes
feet
which
is
profit
in.
K
A
D
Heat
resolution-
ours,
17
7
113,
therefore
being
resolved
with
the
mayor
and
council
fiction
issue
again
and
that
the
marry
Council
authorized
rotten
utilities
management
to
issue
a
purchase,
order
for
liquid
poly
aluminum
for
the
water
treatment
plants
hall
and
chemical
company
153,
Holland,
Avenue,
Adams
mass
and
the
amount
of
seventy
nine
thousand
two
hundred
dollars
in
no
sense
to
be
paid
from
funds
available
in
the
approved
fiscal
year.
2018
water
division
operating
and
capital
budget
I
so
moved.
Second.
K
Even
if
it's
budgeted
goes
to
Utility
Commission
for
approval,
then
comes
here,
so
we
publish
all
Awards
over
$10,000,
but
over
$50,000
it
goes
all
the
way
through
for
approval
pact
is
actually
a
coagulant,
so
you
put
it
in
the
water
and
it
creates
a
flock.
The
particles
stick
together.
Particles
fall
out,
creating
nice
crystal
clear
water
that
is
easily
filtered.
That's
what
this
chemical
does
community
are.
K
A
G
K
Is
we're
moving
ahead
with
the
water
filtration
plant,
upgrade
project
where
revisiting
the
engineering
contract
and
making
sure
the
current
scope
has
bid
about
a
year
and
a
half
to
two
years
ago
is
current
with
what
current
expectations
are
with
the
engineering
firm.
So
this
is
a
an
adjustment
to
the
original
contract,
so
it
fits
full
project
scope
at
this
point.
K
Okay,
so
that
engineering
contracts
move
into
a
four
point:
almost
4.2
million
dollars
the
engineers
actually
help
project
manage
it
and
actually,
as
they
build
the
plan,
the
contractors
give
you
submit.
Submittals
and
the
engineering
firm
has
to
make
sure
that
the
submittals
meet
the
design
criteria,
and
then
they
approve
them.
So
it's
actually
quite
a
complicated
process
so
that
contracts
going
up
by
seven
hundred
seven
hundred
thousand
dollars
any.
H
K
A
H
K
A
E
K
K
We
clean
out
one
of
the
basins
this
year,
as
we
were
cleaning
it
out,
it
kept
raining
and
we
kept
cleaning
it
out
and
trying
to
dry
it
and
it
kept
raining
and
we
kept
cleaning
out
and
trying
to
dry
it
and
it
kept
raining
and
we
ran
over
what
we
had
budgeted
to
do
this.
So
this
is
to
clean
that
up
at
this
point,
accessories.
D
A
K
Last
year
we
bid
the
service.
It
was
a
multi-year
bid
allowing
us
to
pick
up
another
year,
as
we
were
happy
with
ad
services
providing
a
safety
consultant.
So
we
finished
the
first
year
and
we've
been
concentrated
on
safety
very
much
inside
the
utility,
and
at
this
point,
the
mayor
and
the
utility
of
both
trying
to
advocate
a
culture
of
safety
within
the
entire
city.
So
we're
utilizing
the
safety
consultant
more
and
more
that's
what
his
job
is
is
to
help
us
to
go
down
that
road.
It.
A
Has
been
our
best
practice
that
we've
had
consultants
work
with
us
on
our
safety,
one
of
the
things
that
I'm
doing
internally
is
we
are
going
to
focus
on
our
culture
of
safety,
so
the
safety
is
treated
as
a
trade
skill
and
what
I
mean
by
that
is.
If
you
have
to
go,
do
your
job
and
you
have
to
use
a
wrench,
then
then
that's
your
trade
skills.
Safety
is
now
going
to
be
treated
as
a
trade,
skill
and
Jim
Elia
is
the
contractor.
He
is
helping
us
achieve
that.
A
In
addition
to
that,
we
are
looking
at
our
procedures
and
policies,
safety
procedures
and
policies,
our
focused
trainers,
giving
our
general
training
and
our
focused
training,
and
we
are
looking
at
the
conduct
safety
observations,
because
the
job
sites
conduct
safety
observations.
One
of
the
things
that
we
are
going
to
be
doing
in
the
future
is
training
the
managers
and
personal
and
supervisors
to
be
able
to
conduct
those
kind
of
safety
observations
that
way.
A
A
They
will
be
safe
away
from
the
job
and
will
help
an
hour
in
developing
trust
and
also
in
our
lines
of
communication
and
what
we
hope
to
see
as
a
result
of
that
is
reduced
number
of
incidents,
and
as
a
result
of
that,
our
karma
insurance
will
go
down.
Our
bring
in
full
will
go
down.
So
that's
all
part
and
parcel
of
this
culture
and
set
culture
of
safety
is
going
to
take
us
several
years.
A
A
It's
not
really
that
new.
You
said
it
is
a
continuation
and
a
recommitment
to
safety.
I
do
not
mean
to
imply
we're
not
already
safe,
but
it
is
a
recommitment
and
a
reinvigoration
of
the
safety
program
and
Jim
is.
Is
a
commit
to
that
and
that's
what
that's
what
this
was
any
other
questions
or
comments,
