A
C
Good
evening,
good
evening,
you
should
have
the
packet
before
you,
which
is
the
budget
budget
request
for
the
next
fiscal
year.
Overall,
it
will
show
a
$120,000
increase
over
the
previous
fiscal
year,
I'm
taking
the
budget
from
five
point,
two
to
five
point:
four
million
dollars.
The
overall
increase
is
two
point:
two
eight
percent.
Overall,
we
we
budget
and
we
present.
As
you
all
know,
this
is
all
the
costs.
This
is
our
sip.
You
know
we
have
our
FICA
in
here.
We
have
everything
we
don't
have
anything
in
any
other
budget.
C
Gasoline
everything
is
here
for
material
we've
managed
to
hold
the
line
fiscally
on
a
lot
of
the
fixed
costs
with
an
apartment
and
we've
been
able
to
offset
some
costs
with
grant
applications,
and
another
I
would
call
revenue
streams
into
the
the
agency
that,
from
a
support
picture
to
to
jag
grants
when
I
was
hired,
I
was
tasked
to
upgrade
the
IT
capabilities
of
the
city
into
his
fiscally
prudently
as
possible,
and
right
now
we
are
in
a
position
we're
upgrading
to
the
state
system
with
minimum
cost
of
the
city.
C
There
also
are
going
to
body
cameras.
We
lit
a
team
off
a
Jag
grant
and
the
caste
system
is
gonna,
be
popular
and
brought
in
from
stomach,
and
that's
the
autism
system,
though
we
should
be
able
to
handle
off
of
a
donation
that
was
made
from
the
public,
which
should
upgrade
our
dispatch
and
while
holding
the
line
fiscally
we've
expanded
services
to
city
residents.
D
C
Have
were
looking
at
picking
up
a
Tahoe
package
vehicle
for
the
sergeant's,
which
will
cut
some
of
the
costs
that
we
have.
The
vehicles
that
we
have
on
line
have
been
expensive.
They
were
on
there.
The
other
thing,
too,
is
we're
getting
up
there
in
the
years
on
the
vehicles
and
I
want
to
maintain
them
on
the
line
as
long
as
I
can,
and
that
particular
line
would
assist
us
in
doing
so.
D
D
D
C
A
C
E
D
C
C
That's
that's
a
line.
I
hope
continually
goes
up
because
we're
paying
we
last
year
we
had
two
officers
get
their
masters.
Do
you
know
they?
You
get
a
more
educated
fortune
and
you
tend
to
retain
your
personnel,
which
is
a
problem
law
enforcement
right
now
wait.
You
know,
a
lot
of
municipalities
are
losing
personnel,
I
can
think
of
a
local
agency.
It's
a
premier
agency,
I
just
lost
three
officers
to
the
mistake
and
it
would
be
very
fortunate.
We
haven't
lost
anyone,
so
you
know
it's
a
good
scenario.
F
A
Any
other
questions
or
comments
from
Council,
okay
I
will
need
a
motion
to
move
this
to
the
Mary
council
meeting
of
February
3rd
someone.
Second,
the
motion
in
a
second
any
further
discussion,
Carrie,
none
all
in
favor,
say
aye
opposed
abstentions.
Motion
carries.
Thank
you
very
much.
Thank
you,
sir.
Thank
you.
Okay
Jim.
The
next
one
will
be
a
highway
budget
presentation.
This
is
the
this
is
just
a
highway
portion
coming
right
right,
it's
the
highway
portion
only
and
this
is
the
highway.
Fortunately,
the
reason
we're
doing
the
thief
and
the
highway
budget.
G
G
G
We
did
have
a
five-year
bond
that
we
stressed
out
the
seven
to
spend
that
so
this
is
the
first
year
we're
asking
for
money
in
the
budget
to
pave
roads
and
also
to
do
the
concrete
work
for
repairing
sidewalks
and
all
our
drainage.
We
always
used
to
put
it
in,
but
the
pond
money
came
out
of
there,
so
we're
back
into
putting
it
on
operating.
That's
why
the
increase
of
355
$162
shows
up
or
a
big
chunk
of
that.
A
I've
briefed
Town
Council
on
this
last
year
that
the
fact
that
the
bond
that
there
is
not
a
road
bond
anymore
that
my
roads
and
streets
CIPS,
would
be
incorporated
into
this
budget
and
the
reason
being
is
because
if
you
read
the
special
act
of
special
act
talks
about
gets
approved
by
the
Town
Council.
If
you
separate
you
pull
the
CIP
out
and
then
he
goes
to
the
the
RTM
and
in
the
past
years
ago
they
would
cut
these
CIP.
There
was
an
agreement
made.
A
I
don't
ever
one
of
the
arbitrations
that
this
would
be
incorporated
into
the
whole
budget
because
it
does
fall
under
the
repairing
and
making
of
roads.
And
if
you
look
at
the
amount,
so
I
talked
to
John,
BIRT
they're,
doing
the
evaluation
of
the
pavement
index
currently
and
then
the
town
is
evaluating
where
they
stand
with
their
debt
ratio,
and
then
they
will
probably
do
another
bond
for
city,
town
and
Groton
Long
Point
for
another
five-year
bond.
A
G
A
It's
a
16
year,
you
know
the
miles
are
in
the
city,
it's
been
beat
up,
plowing,
you
know
almost
every
year
so
far
we
leave
well.
We've
actually
had
some
stuff
that
we
plowed
this
year,
but
that's
why
this
is
on.
This
is
under
the
capital
budget
for
new
a
new
truck,
and
then
we
will
auction
off
the
old
truck.
H
I
A
So
when
you
look
at
the
overall
budget,
it's
sixteen
point.
Eight
percent
and
initially
there's
a
sticker
shock.
So
to
speak.
You
look
at
Wow
really
went
up,
but
if
you
break
it
out,
you
look
at
the
operation
and
maintenance
budget.
It's
three
point:
five,
eight,
which
was
around
what
we
had
last
year
right
surrounding
around
that
and
then,
if
you
break
out
the
roads
streets
or
the
paving
that's
consistent
with
what
we've
done
with
the
bond
and
then
with
the
vehicle
as
well.
A
G
J
A
When
we
did,
we
did
add
some
to
the
stormwater,
and
we
said
that
to
the
council
last
year
too,
because
the
stormwater
requirements
from
the
state
are
changing
a
lot.
Last
year
the
town
increased
their
stormwater
budget,
I,
don't
know
if
they're
going
to
be
increasing
it
again
this
year,
I
would
think
that
they
might,
but
this
is
for
the
additional
sampling
that
was
another.
G
D
A
K
D
K
F
D
K
A
K
K
K
F
A
A
A
Asking
the
repurposed
money
from
the
bonds
towards
these
projects
to
get
these
completed
and
so
there's
this
session.
Then
there
will
be
a
public
hearing
and
then
there
will
be
an
opportunity
for
the
public
to
say
yes,
no,
maybe
and
then
we
will
have
the
freeman's
meeting
to
vote
on
the
repurposing
in
the
bond
here.
All
right,
Tyler
house
windows.
L
Good
evening
everyone,
so
we,
two
years
ago,
two
Springs
ago,
we
had
windows
done
at
the
Tyler
house.
The
first
two
floors,
plus
the
decking
we'd
like
to
complete
the
project
and
get
the
third-floor
windows
done.
The
right
side
of
the
concession
stand
windows
done
we.
This
is
the
company
that
did
the
previous
project,
so
we've
reached
out
to
them,
because
we
obviously
want
to
keep
it
all
the
same.
So
they
gave
us.
This
is
our
third
quote
that
we've
gotten
since
the
completion
of
the
first
part
of
the
project.
L
So
it
is
a
ninety
four
thousand
nine
hundred
and
sixty
six
dollar
project
to
finish
the
windows.
It
also
involves
some
work
on
some
of
the
soft
baked
pork.
You
know
repairs
of
gables
and
stuff,
because
they're
gonna
get
a
lift
in
here
to
get
those
windows
done
on
the
third
floor
and
if
they're
gonna
be
up
there
already
they're,
just
gonna,
think
about
there.
We've
asked
them
to
fix
the
areas
where
the
trim
and
some
of
the
wood
is
actually
not
attached
to
the
building
anymore
kind
of
kind
of
sways
there
in
the
wind.
L
A
A
L
All
the
windows
that
have
been
replaced
or
they're
they're,
not
wood,
so
they
won't
rot
but
they're.
Also
all
colored
they're,
like
we
don't
have
paint
them.
They
come
in
the
sashes
and
everything
come
in
the
light
blue
of
the
windows
that
are
existing
there.
So
it's
not
like
something
we
tell
me
additional
maintenance
on
in
the
future.
It's
going
to
be
something
that's.
We
won't
have
to
paint
them
because
they
already
are
the
blue.
That
trim
of
the
house.
D
A
B
L
L
Because
that's
how
rotted
out
they
were
so
it
was
all
in
the
office
who
knows
the
the
fake
windows
that
are
now
the
bathroom
wow.
That's
so
there
they're,
just
the
there's
just
plywood
behind
those
and
around
the
back,
but
we
didn't
get
to
the
other
column,
facade
windows
that
you
know,
there's
walls
behind
them.
On
the
other
side,
if
you
look
to
the
concession
stand
to
the
right.
F
L
One
large
one
and
there's
two
smaller
ones
on
the
side
of
the
large
women.
Those
have
opened
down
to
get
air
circulation
into
the
concession
stand
during
the
summertime,
say,
there's
air
flow
and
then
there's
one:
that's
the
what
back
walls,
two
walls
of
the
guard
room
that
don't
have
they're,
not
full
windows,
they
have
they've,
been
she
rocks
behind
them,
so,
but
there
they're
still
rotting
and
still
they
don't
look
conducive.
L
L
M
L
Was
in
our
capital
plan
years
ago,
and
it
just
one
of
those,
there
was
one
of
those
projects
that
did
not
get
funded.
We
had
some
damage
that
we
were
able
to
repair
when
superstorm
sandy
came
through,
we
lost
the
whole
back
side
of
the
roof
and
in
different
areas,
but
it
is
one
of
those
projects.
This
is
the
biggest
project
I've
done
on
that
building
in
the
15
years.
I've
been
here,
but
if
we're
gonna
do
it,
let's
get
it
all
done.
Instead,
it
just
parts
where.
D
You
park:
well,
it's
a
kind
of
piggyback
on
Jesus
comment:
I
in
reading
through
the
packet
I'm,
I'm
glad
that
we're
getting
these
bigger
projects
done.
I
know
that
I
have
heard
with
all
the
schools
closing
I've
heard
a
lot
of
complaints
and
residents.
You
know
why
why
are
we
do
have
to
put
on
those
schools
and
it's
because
we
often
don't
fund
the
upkeep
of
our
buildings.
So
I
would
like
I,
like
that.
A
In
the
future,
I
will
be
coming
back
to
you.
Mary
and
I
are
looking
at
the
BSB
house
we're
looking
at
this.
A
beer
see
I'm,
not
I
am
not
prepared.
I,
don't
have
a
prepared
plan
yet
for
the
severe
ski
house,
but
Mary
is
looking
at
that
actively.
Looking
at
that,
there's
some
things
that
we
have
I'm
not
ready
to
share
with
you.
A
Yet
some
of
the
things
that
Mary
is
looking
at,
but
it's
going
to
be
about
improving
the
use
of
the
building,
the
usability
of
the
building
and
the
visibility
of
the
building,
and
so
that
will
be
later
and
it's
not
going
to
make
this
bond
package,
but
that
will
be
in
a
later
date.
Okay,
any
more
questions
on
the
windows:
okay
at
our
house
bathrooms
office
and
hallway
there
so.
L
I
reached
out
to
get
an
estimate
of
what
it
would
cost
us
to
I'm
gonna,
say
refresh
our
our
restrooms
at
the
beach
I.
Had
a
a
beautiful
company
come
in
and
gentleman
measured.
Everything
out
this
project
would
is
what
we
do
is
they
would
rip
out
all
the
old
rusty
stalls.
They
would
refurbish
any
of
the
walls
that,
like
in
the
women's
room,
there's
an
area,
that's
rusty,
they'll,
Repat
refit
at
the
finish
nice
finish
off
the
walls
we'll
go
in
and
paint
it
all
down.
L
Then
they'll
come
in
and
put
a
floor
down
and
they'll
put
vinyl
partitions
in
so
they're
ones
that
won't
rust,
so,
hopefully
they're
still
there,
when
I
retired
so
and
they're
also
going
to
put
two
new
vinyl
doors
and
clean
doors
into
both
restrooms
we're
going
we
well.
We
can
paint
the
hallway
we've
taken
the
lockers
out
of
the
hallway
this
past
winter.
So
once
we
paint
the
restrooms
we'll
paint
out
that
hallway,
so
that
I
would
that
would
just
be
the
cost
of
paint
which
roughly
it
costs.
L
So
that's
all
been
done,
so
that
would
be
just
another
paint
job
except
the
fact
that
I
have
to
look
at
the
ceiling.
There's
some
kind
of
a
tile
up
there,
Tim
from
the
highway
and
I,
are
going
down
there
looking
at
that
tomorrow,
because
I'm
not
sure
how
they're
held
up
so
my
quick
sure
what
kind
of
glues
in
there.
So
we
have
to
get
the
price
on
that,
but
other
than
that,
an
estimate
to
get
that
rest
room
of
you
know.
Freshened
up
would
be
roughly
$27,000
one.
A
J
L
L
L
The
hardest
part
is,
we
can
get
them
open
in
the
morning
because
my
cruising
at
7:30,
but
they
leave
at
3:00,
oh
they're,
off
there
of
3:30
there
so
they're
off
the
roads
at
3:00
so
triangle
the
challenge
is
locking
them
up.
At
the
end
of
the
day,
you
go
down
there
at
2:15
and
it
takes
you
to
a
good
three
o'clock.
Oh
oh
they're,
here
let
me
go
run
them.
Do
this
bathroom,
oh,
oh
I
got
to
get
in
there.
Oh
wait,
wait
and
then
sometimes
they
lock
them.
L
L
J
L
Beaches
a
little
I
think
it's
a
little
too
isolated.
You
know
that
where
that
house
is
at
the
beach
it
weren't,
you
know
I
think
that
isolation
of
the
location
is
it's
it's
better
to
have
a
lot
to
do
during
the
offseason
and
bring
the
port-a-potty
in.
We
did
stop
you
bringing
the
port-a-potty
in
on
4
December,
January
February,
because
it's
it's
usually
just
contractors
down
there
using
it
instead
of
the
people
using
the
beach,
because
it's
too
cool
see
that
loan
so
yeah.
A
A
G
When
everybody's
noticed
the
front
landing
over
the
last
few
years,
we
were
looking
at
redoing
the
concrete
taking
it
down
to
the
pan
this
time
heating
in
putting
heating
element
in
it
with
thermostats.
It
would
be
three
different,
thermostats,
three
different
sections
and
they
come
on
automatically
be
set
up
for
whatever
temperature
you
want.
A
Well,
just
real
quick
one
of
the
reasons
we're
looking
to
do.
This
is
because
one
to
avoid
slips
trips
and
falls,
but
also
we
run
into
issues
with
either
the
salt
ends
up
making
a
mess
and
is
very
corrosive
and
even
the
the
green
salt,
the
green
product,
that
we
use
attacks
the
thresholds
of
the
aluminum
doors
and
of
the
aluminum
parts.
And
so
that's
one
of
the
things
that's
driving
this.
A
G
Absolutely
true
the
salt
to
come
and
get
tracked
inside
to
and
tearing
the
carpet
something
gets
embedded
in
it,
but
then
the
windows
and
the
door
should
be
done.
At
the
same
time.
The
concrete
door
still
sit
on
top
of
that
concrete
so
and,
as
you
can
see,
there's
a
lot
of
wind
blowing
through
their
original.
All
that
the
whole
front
entrance
is
original.
So
we
had
another
price
to
replace
the
windows
doors
that
will
all
be
done.
At
the
same
time,
we've.
A
Done
some
of
this
Ron
cry
me
if
I'm
wrong,
we
have
municipal
grants
and
aid,
so
we
have
some
money
from
municipal
grants
and
aid,
but
that's
not
going
to
be
enough
to
replace
all
the
building
windows
and
the
front
windows
and
doors.
So
we
will
be,
will
give
you
we're.
Gonna
have
a
plea
breakdown
when
we
do
the
public
hearing,
but
some
of
this
money
will
have
to
come
from
Bonnie.
We
don't
have
enough
municipal
grant
needs
grants
and
aid
money
in
order
to
do
that.
G
A
G
A
E
I
We've
had
this
project
on
the
books
for
a
while.
We've
talked
about
it
with
maybe
some
of
the
counselors
over
here
and
some
of
the
counselors
I
haven't
been
here.
So
I'm
gonna
bring
up
the
speed.
We
have
a
underneath:
the
police,
chief's
office
area
and
Juliet
Parker's
office
areas,
its
room.
We
had
called
the
dive
locker
room.
I
It's
a
intromission
spray
for
fire
protection
between
the
floors
from
the
office
area
to
the
what
we
call
the
vehicle
area
down
below
it's
quite
expensive.
To
get
this
material
off
of
the
ceiling
they
have
to
go
in
and
scrape
it.
They
have
to
water,
put
water
on
it
and
scrape
it
down
and
get
it
to
bare
metal.
So
the
first
picture
you
see
is
the
just
where
we're
at
in
the
basement,
so
you
everybody
knew
where
they're
at
and
then,
if
you'd
look.
The
second
picture
over
here
is
the
office.
Is
the
is
the.
G
A
I
I
This
is
the
third
with
where
they
bring
in
their
cabling
and
then,
when
we
look
at
within
the
fourth
picture,
we
look
down
that
we
look
back
from
the
TBC
area,
we're
looking
down
at
the
rest
of
the
communication
area,
that's
in
there,
so
when
they,
when
they
got
to
take
this
asbestos
off,
they
have
to
go
and
protect
all
these
areas
from
water
and
then
the
second
thing
that
has
to
happen.
We
have
to
bring
cooling
in
and
cool
each
one
of
these
machines
as
they
get
over
it.
I
So
that's
what
elevates
the
cost
of
this
whole
project.
It's
a
we've
had
of
different
estimates
from
a
week
to
two
weeks
of
labor
just
going
in
there
never
mind
the
pre
setup
time
in
there
after
we
take
the
asbestos
yeah,
okay,
so
that
so
the
next
picture
is
not
the
ceiling.
It's
just
another
area
above
where
you
see
the
intimus
and
spray
that's
on
there,
and
the
last
picture
is
what
it
would
look
like
once
the
inter
mist
and
spray
is
gone.
That's
bare
steel
into
the
PN.
I
Sprinkler
system,
because
we
don't
have
quite
the
pressure
to
to
pull
that
off,
so
we've
got
to
put
the
intimus
and
spray
back
on
it's
the
fire
protection
between
the
floors.
The
floor
is
rated
to
a
certain
area
of
dense
city,
like
it's
a
three
hour
rating
between
the
floor
and
the
in
the
garage
area
from
the
business.
I
These
to
this,
we
can't
get
any
company
to
come
in
and
give
us
a
bid
on
that
until
they
get
the
ceiling
down
to
see
how
many
crevices
and
cracks
and
turns
and
left's
and
rights
that
they
got
to
do,
plus
they
got
to
protect
all
that
equipment.
We've
had
an
estimate
of
basically
around
20
thousand
dollars
to
do
that,
so
the
60.
I
That's
why
we're
requesting
a
hundred
thousand
dollars
out
of
this
account
64
was
to
remove
the
asbestos
20,000
more
is
to
put
on
to
put
the
intermission
spray
back
line,
and
the
next
thing
that
we
learned
we
had
to
do.
We
had
to
put
monies
in
to
hold
to
have
itst
and
by
because
if
the
equipment
goes
down,
it's
very
vital
equipment.
That's
in
there
they
need
people
that
are
trained
to
get
in
there
and
get
it
fixed
very
quickly
on
there.
I
So
there's
monies
put
into
that
into
that
account,
so
we
can
get
some
of
the
IT
people
trained
in
asbestos
that
they
can
suit
up
and
get
in
in
there
and
then
their
standby
time.
While
this
goes
on.
What's
this,
do
it
gets
us
out
of
the
asbestos
business
out
of
that
room?
So
now
we
can
go
in
and
drill
instead
of
what
we
call
workaround
stead
of
drilling
holes
and
the
other
end
of
the
building
and
bringing
cables
to
the
other
side.
I
It
now
gets
us
to
the
proper
space
where
the
power
is
where
all
these
communication
devices
are
the
asbestos.
That's
in
there
this
this
intimacies
spray,
that's
up
up
in
there
is
one
of
the
highest
amounts
of
asbestos
in
there,
meaning
it's
around
five
to
eight
percent
asbestos
inside
this
intermittent
spray,
your
floor
tile
that
you
see
these
little
nine
by
nine
area.
Not
this
one
has
been
cleaned
out,
there's
a
point,
five
percent,
so
that
just
the
quality
you
know
the
higher
chances
of
this
getting
down
and
getting
into
your
lungs.
Are
there?
I
No
we've
had
two
failures
since
I've
been
here
of
the
ceiling
falling
down,
one
was
due
to
some
vibration
and
I
mean
the
other
one
I
think
someone
had
gone
up
the
air,
something
flipped
in
it,
pulled
the
ceiling
down
and
we've
had
to
bring
mystic
air
in
twice.
We've
had
to
bring
a
corporation
and
to
come
and
clean
it
out,
and
we
spent
quite
a
bit
of
money
just
getting
the
system
so
that
we
could
walk
back
in
there.
I
know
the
chief.
I
They
had
to
put
that
in
another
room
because
it
was
the
second
time
they
had
gone
through
Deacon
amp
decontamination
of
that
equipment.
So
a
couple
of
times
that
we've
done
this,
it's
not
worth
the
waiting
for
the
next
piece
to
happen
and
and
plus
we're
trying
to
get
out
of
the
environmental
is
in
the
building.
So
that's
the
request
for
the.
Why
there's
you
see
in
a
contract
for
64,000
what
we're
asking
for
a
hundred
thousand
to
cover
the
rest
of
it
that
we
can't
see
until
we
clean
it
out.
A
D
I
J
I
Is
one
of
the
last
places
that
are
left
with
this
asbestos
in
it?
So
it
was
this
room,
it
was
the
room
next
to
it,
which
was
which
is
the
switchgear
room.
We
had
a
problem
with
the
switchgear,
and
the
first
thing
was
one
of
the
first
things
mayor
had
to
do
when
he
became
mayor
was
to
get
that
room
cleaned
out
and
the
next
room
over,
which
is
where
the
main
power.
J
A
I
Far
as
we
know,
we
went
and
tested
all
the
other
areas
ahead
and
myths
of
spray.
Like
the
picture,
I
showed
you
you
see
and
it
did
not
come
back.
It
had
been
pulled
down
at
one
time
and
the
proper
stuff
had
been
put
up
on
there
when
they
I
think
when
they
converted
it
over
to
the
to
the
police,
car
storage
area
yeah
down
there
yeah
and
the
other
side.
I
A
Councillor
Carter
I'm,
going
to
address
a
second
part
of
that
of
your
question
regarding
asbestos.
We
are
currently
doing
some
space
things
down
we're
going
to
be
moving
yeah,
nothing.
So
we
know
some
of
the
tiles
and
the
mastic
our
asbestos
and
we're
going
to
be
doing
some
of
that
later
this
year,
yeah,
that's
one
good
yeah!
We
have
identified
those
rooms,
there's
a
room
over
at
the
billing
room.
The
billing
office
now
is
going
to
be
removed.
A
Here
once
we
get
Carlton
and
his
group
down
into
where
the
old
credit
union
was
were
finishing
them
that
remodel
now,
then
their
spaces
will
be
abated
from
the
asbestos
with
the
tile
and
mastic
and
carpets,
and
so
where
we
will
be
going
through
and
doing
one
room
at
a
time
in
order
to
relocate
people.
What.
I
When,
when
the
mayor
says
we're
evading
the
floor,
we're
literally
pulling
the
tile
up,
scraping
the
mascot
mastic
down
and
then
there's
sandblast
and
they
come
in
with
a
blaster
blood
edge
it
out
and
and
completely
so.
We
get
out
of
it.
We're
back
down
to
bare
concrete
at
that
point
and
the
mast
except
they're,
putting
back
down
to
hold
the
rug
down,
do
not
have
asbestos
in
it.
So
we
are
working
our
way
out
to
completely
get
out
of
expenses.
J
A
B
E
I
B
B
E
All
right,
I
think
you
have
something
in
front
of
you.
That's
a
an
estimate
we
did
get
last
year.
I
think
you
see
the
total
number,
but
if
you
look
up
top
it
breaks
it
down
a
little
bit.
It's
pretty
self-explanatory
that
we
did
a
renovation
of
company
1
started
many
years
before
I
became
chief,
probably
10
years
ago.
Maybe
that
they've
picked
away
so
the
renovation
finished,
but
they
ran
out
of
money
to
ultimately
pave
the
parking
lot
and
the
front
ramp.
E
I
think
the
mayor
had
come
up
and
seen
sees
the
condition
over
time.
We've.
You
know,
sealed
the
cracks
and
things
like
you
know
just
like
roads,
but
our
trucks
are,
you
know,
25
40
ton,
so
you
can
see
the
groove
in
the
pavement
as
they
leave
the
bays.
The
threshold
in
on
the
two
main
bays,
where
the
latter
truck
and
the
engine
are
breaking
down.
E
The
building
was
built
in
66
and
they
are
original,
but
the
concrete
and
the
metal
that
threshold
that
comes
across
where
the
garage
door
comes
down
to
rest
are
popping
up.
We've
done
some
repairs
on
the
engine
bay
by
cutting
out
the
threshold,
so
it
wanted.
You
know
puncture
the
tire
and
we
did
patching,
but
it's
very
temporary,
they're,
very
heavy
and
that
work
needs
to
be
done.
E
A
The
thresholds
were
starting
to
crumble
and
that's
an
issue.
The
trucks
were
very
heavy
like
like
she
says.
If
you
go
over
there
and
take
a
look,
is
his
on
Broad
Street
you'll
see
a
lot
of
cracks
that
have
been
repaired,
but
you'll
also
see
the
actual
indentations
from
the
weight
of
the
truck
and
then
when
they
come
in
they'll
clean
this
up,
they'll,
reliable
it
and
then
repave
it
and
also
work
on
the
thresholds
and
reinstall
them
with
I.
Think
they're
gonna
put
about
you,
know:
they'll
reinstall,
the
metal
place
yeah.
E
Right
the
estimate
I
received
was
from
Kevin
drab,
so
we'll
discuss
I'm
I'm,
not
sure
you
need
those
there's,
no
good
structural
integrity
to
the
to
that
part
of
the
floor
or
to
that
threshold
piece.
So
my
out
deferred
or
whatever
his
expertise
tells
me,
but
the
Pavin
again
is
also
pretty
straightforward
and
the
ramp
is,
has
more
I,
think
six
inches
I
think
they
called
for
of
of
blacktop,
because
it's
taken
much
more
weight
and
the
rest
is
for
whatever
again,
whatever
the
professionals
recommend.
C
Evening
with
the
repurposing
of
from
that
fund-
and
this
would
be
a
facility
management
initiative-
it's
a
need-
we
already
have
existing
space
on.
It
would
definitely
improve
efficiency
with
a
locker
room,
complex
that
we
have
in
the
basement
and
the
embedment
that's
gonna
be
undertaken.
There's
been
no
improvement
to
those
facilities
for
over
40
years,
so
in
the
police
lockers
that
are
in
the
basement,
we
have
male
and
female
personnel
that
work
there.
I
would
like
to
first
take
into
consideration
economics
of
doing
it.
C
If
you
improved
the
space
down
there,
we
purchase
bulletproof
vests,
we
purchase
firearms
if
they're
stored
in
an
area
where
we
could
control
the
environment.
Someone
in
there
we're
gonna
get
more
of
use
out
of
the
things
that
we
purchase.
Also,
we
use
wait,
barn,
that's
bulletproof,
vest
which
cuts
down
on
worker's
comp
costs,
because
you
don't
have
traditionally
the
bad
back
of
the
the
officers
put
30
years
and
had
everything
around
his
hips.
We
stolen
it
from
the
military.
It's
a
concept.
C
We
will
you
wait
there
there
that
brings
in
bulletproof
vests,
which
time
out
on
their
own
inefficiency,
but
we're
buying
carriers
that
go
on
and
the
carrier's
that
we
have
are
wearing
out
quicker.
I,
don't
know
if
they're
not
being
as
well
made
as
they
were
previously.
We've
got
some
officers
officer.
Rosa
is
a
project
right
now
we're
just
taking
a
look
at
a
particular
vendor
passport.
So
we'll
get
you
get
more
of
a
time,
but
the
other
thing
too,
is
you
get
shower
facilities
that
are
in
there.
C
We
don't
even
have
benches
for
the
guys
right
now
or
the
women
to
sit
at,
and
you
know,
as
you
put
officers
in
what
they're
encountering
in
the
field.
You
know
you
will
shower
with
what
you
run
into
on
occasion
before
you
go
home,
it
would
give
them
the
ability
to
do
that.
Then.
The
next
consideration
is
ergonomics.
C
Obviously,
in
efficiency
of
space
with
the
women's
facility
in
the
men's
facility
title,
seven
everything's
got
to
be
equal
right
now,
they're,
just
equal
and
both
of
them
have
problems
are
just
different
province
than
what
we
have
in
there.
What
I'd
like
to
have
is
is
match
that
up
and
have
it
is
this
a
totally
secure
area?
That's
in
there
for
for
our
officers
and
I?
C
My
goal
is
that
the
space
that
we
have
for
a
female
member
of
the
Grande
City
Police
Department
is
equal
to
what
a
male
has
and
vice
versa,
they're
all
Grande
City
police
officers,
and
we
would
have
that
on
site
for
them.
Lastly,
you
right
now
with
the
pool
of
people
that
are
playing
in
for
law
enforcement,
a
recruiting
tool
bringing
people
in
is
they
take
a
look
at
where
they're
gonna
work
and
the
facilities
that
are
there
brought
in
right
now
we
are
an
attractive
area
to
work.
D
F
C
Next
concept
that
we
can
win
and
it's
something
that
I
have
discussed
with
a
mayor
previously
and
I-
had
tasked
captain
Jenkins
to
to
study
and
have
on
the
back
burner.
I
wanted
to
bring
it
forward
to
previous
councils
with
the
information.
But
the
problem
is
with
the
asbestos
abatement.
It's
a
moot
issue
until
that
gets
taken
care
of,
and
then
at
that
point
it
would
be
able
to
open
up
the
floor
or
the
facility
and
get
it
work.
So.
A
A
L
Sorry,
I
rolled
that
way:
first,
okay,
so
I've
received
so
for
the
contract
that
we
have
with
a
group
that
uses
that
could
such
principle
reduces
the
concession
stand
at
the
beach
they
need
to.
Let
us
know
by
February
1st
of
each
year,
if
they're,
coming
back
so
I
received
a
letter
from
earning
cash
meter
from
the
ground
public
school
services
department
on
Friday
that
they'd
like
to
come
back
this
coming
summer.
L
L
Last
year
they
came
back
and
asked
us
to
keep
it
at
the
$1,100
and
not
go
up
to
the
1500
and
they're
asking
that
again
this
year
our
goal
was
to
try
to
get
some
monies
so
that,
because
we
owned
all
the
equipment
in
the
concession
stand:
the
grill,
the
refrigeration,
the
ice-cream
machine,
all
that
is
city-owned
property.
So
we
kind
of
want
to
have
enough
opportunity
to
be
able
to
replace
it
if
needed,
because
we'd
have
some
money
coming
in
I.
L
Don't-
and
this
is
not
my
call
in
regards
to
if
we
keep
it
at
the
$1,100,
they
have
done
a
great
job.
We
have
better.
We
have
increased
options
now
at
the
concession
stand
with
salads
and
chicken
and
kid-friendly
more
more
kid-friendly
food
other
than
just
hot
dogs
and
hamburgers
I'm
glad
to
see
they're
coming
back.
So
it's
the
decision
of
whether
or
not
we're
going
to
hold
them
at
1100
or
increase.
Okay.
A
L
J
L
A
D
L
What
we
do
with
them
when
we
took
this
out
for
an
RFP
and
2016
after
after
Pat
Garcia
passed
away,
the
Garcias
didn't
come
back.
This
is
the
only
group
that
actually
came
back
with
a
proposal
and
we
sent
it
out
to
seven
to
ten
different
places
that
were
said.
They
were
interested
over
the
course
of
the
years
over
it
ever
comes
open.
Let
me
know,
I
want
to
do
it
and
when
push
when
we
actually
put
the
RFP
out
to
get
a
vendor
in
there.
This
is
the
only
one
that
we
got
back.
A
D
D
Asked
where
is
this
money
going?
Why
are
we?
Why
are
we
giving
a
discount
for
this
or
why
are
we
I,
don't
see,
I,
don't
think
that's
unreasonable
to
say,
okay,
what
is
this
is
what
you're
spending
on
rent
you
know.
What's,
even
if
it's
last
year,
what
was
the
amount
that
came
in?
What
did
it
benefit?
You
know
what
benefit
did
that
go
to
the
school
system?
I
think!
That's!
That's
worth
what.
A
J
Understand
what
you're
saying
but
I
don't
think
when
I
was
I
would
say
away
from
that
she
said:
she'd
already
asked
him
and
they
weren't
comfortable
I
do
know
that
they
keep
to
keep
the
costs
low.
As
far
as
food
goes
whatnot,
you
know,
there's
a
lot
of
stuff
that
they
do.
That's
I
mean,
maybe
you
just
weren't
as
far
as
like
the
giving
up
the
meals
and
whatnot
they
do
a
lot.
You
know
I
I,
think.
J
D
G
D
That
they
provide
a
lot
more
variety
and
they're
pleasant
to
deal
with
I
purchased
food
from
there
and
they're
all
of
the
people
that
they,
the
kids
that
they
hire
are.
It
have
been
great
and
I.
I.
Do
think
that
it
is
it's
been
great
having
them
in
the
concession
stand.
I
just
think
you
know,
if
we're
working
together
to
provide
this
service
I,
don't
think
it's
unreasonable
to
ask
for
that
information.
So.
F
A
They
can
always
present
it
to
us
in
an
executive
session
if
it
meets
the
definition
of
an
executive
session
right,
because
this
is
all
about
transparency
and
and
making
sure
everybody
knows
what
we're
doing
and
and
the
Board
of
Ed.
They
fall
under
transparency
as
well.
So
I
think
it's
a
reasonable
request
to
show
some
kind
of
a
financial
statement.
If
you
will
and
I
think
that,
and
we
still
go
back
and
look
at
the
slips
under
1,300
is
that
is
that
reasonable.
A
M
Think
that
we
we
should
get
a
letter
from
them
item
Ison
and
then
again
we
can
go
back
and
forth
because
with
the
rent
anything
maybe
four
years
ago,
there
was
nobody
willing
to
take
that
house
and
you
know,
and
and
do
the
restaurant
or
the
the
food
service.
But
that's
four
years
ago.
This
is
a
gift
at
this
and
if
they
knew
going
in
that,
eventually
they
would
have
to
go
up
because
it
was
it
was
written
somewhere
right.
This
is
not
like
we're
not
springing
this
out
on
them.
They
knew
no.
F
M
L
J
This
is
the
in
ptosis.
This
is
the
first
time
there
was
a
significant
change,
but
with
the
prior
counsel
that
was
on.
One
of
the
things
that
we
took
into
consideration
is
that
a
lot
of
these
kids
are
unemployed
or
crying
public
school
kids,
and
that's
a
very,
very
important
things.
You
have
to
keep
I'm.
M
J
Things
we
talked
about
to
we're.
Not
do
we
don't
do
this
to
make
money?
This
is
not
this
at
this
there's
a
difference.
We
don't
do
this
connect
one.
It
is
to
provide
a
service
for
the
people
that
come
to
our
Park,
the
city
park
at
a
reasonable
rate
and
and
also
gave
them
employee,
in
this
case,
okay,
for
the
board,
and
quite
our
city,
kids,
you
know
and
if
we're
gonna
cause
a
rift
and
then
we're
gonna
deal
with
an
outsider
but
doesn't
destroy
two
dollars.
A
J
Give
us
IPERS
look
what
she
said.
She
said
this
medium
in
the
middle
and
I.
Think
in
my
opinion,
I
think
we
should
start
there
and
then
we
can
start
talking
about.
If
they
don't
do
that,
then
we
start
talk
about
the
financials
I.
Don't
think
I
mean
that's
a
win
for
us.
It's
a
rate.
It's
a
service
up,
it's
a
rate
hike
for
the
last
year
right
and
we
don't
necessarily
have
to.
A
Hold
on
second:
when
were
the
information
that
we're
asking
for
I'm,
not
looking
for
the
board
of
beds,
food
budget
I'm,
looking
for
basically
an
operating
operating
statement
or
profit
and
loss
statement
of
the
concessions,
so
we're
focused
on
the
concessions.
Hey
we're
not
I,
don't
I'm
not
interested
in
what
what
size
do
interesting,
Bell
or
anybody
else
or
the
whole
whole
thing.
I'm
looking
at
I
think
we're
interested
in.
L
H
A
D
I
think
I
mean
I,
don't
think
that
anyone,
you
know
it
doesn't
have
to
be
either/or.
It's
not
it's
not
being
combative.
I
I
think
the
interest
to
me
honestly.
If,
if
us,
charging
them
$400
more
in
rent
means
that
$400
doesn't
go
to
poor
kids,
lunches
I,
don't
think
that's
a
good
trade
either
so
I
think
to
me
the
interest
is:
where
is
the
money
better
spent
I
think
the
city
can
afford
to
freeze
the
rent
at
11?
D
If
that
means
that
more
kids
who
can't
afford
lunch,
get
free
lunch
in
our
local
schools
or
free
breakfast
or
wherever
that
money
goes
to
our
better
food
or
whatever,
because
I
know
that
the
money
it
there's,
no
one
making
a
ton
of
money
off
of
the
concession
stand
at
all
and
I
to
be
honest,
I
think
that
we'd
be
more
likely
to
keep
the
rent
lower.
If
we
just
see
ok,
this
is
where
the
one
is
going.
D
A
B
One
of
the
very
first
things
you
said
is
when
they're
renting
that
facility
they're
renting
all
of
the
equipment.
We
should
assess
how
old
the
equipment
is.
What's
in
there,
how
you
know
is
something
probably
going
to
come
do
that
we
need
to
replace
and
take
those
factors
into
account
when
we're
thinking
about
the
rent.
You
know
nobody
wants
to
take
food
out
of
children's
now
so
I
mean
if
we
do
feel
like.
Oh,
the
stove
is
gonna
go
or
the
refrigerator
or
the
ice
cream
self-serve
machine
we'd
have
to
replace
those.
B
L
J
K
K
A
A
A
Allowing
the
use
of
bicycles
on
the
beach
property
in
the
parking
lot
turn
the
off
season.
So
during
the
on
season,
there's
no
issue,
but
turning
off
season,
he
has
expressed
an
interest
and
being
able
to
ride
his
bike
and
for
other
people
to
be
able
to
ride
their
bikes
there.
And
that
will
come
up
during
this
discussion.
But
I
didn't
want
to
make
you
aware
of
the
email
that
you
haven't
thrown.
Okay,.
H
L
L
When
Allan
was
at
our
meeting
in
October
of
2017
and
then
again
June
of
2018,
they
did
discuss
the
bike
issue.
They
did
look
at
it
quite
seriously.
Over
the
years
and
they've
decided
as
a
committee,
they
debated
the
pros
and
cons
and
they've
decided
not
to
change
that
rule
and
regulation
in
there
and
and
the
president
rules
and
regulations
that
are
in
front
of
you.
I
know
when
you
were
at
our
last
beach
in
parks
committee
meeting
in
place
over
sod
and
I
know.
L
You
heard
some
of
the
arguments
against
opening
the
parking
lots
of
bikes
in
the
offseason
like
I
said.
The
only
change
that
the
beach
and
parks
committee
is
bringing
forward
for
this
year
is
on
page
5,
rule
number
21,
and
that
has
to
do
with
that's
no
skateboard
roller
skates
roller,
blades,
scissors,
razor
scooters
or
recreationally
motorized
scooters.
We
have
a
lot
of
those
little
motorized
scooters
coming
through
the
beach
now
and
they
do
that
similar
to
a
bike.
It's
still
going
through
the
parking
lot.
L
D
L
A
L
We
did
a
we
did.
It
actually
do
a
random
survey
this
summer
at
the
through
the
gate.
In
regards
to
asking
that
question
in
regards
to
the
hours
of
the
existing
gate,
this
would
be
our
third
season.
If
we
went
8
to
8,
there
were
five
people
that
were
not
in
favor
of
the
eighth
of
eight
of
those
five.
Three
of
them
wanted
to
be
open.
Longer
I
mean
they
wanted
to
still
go
to
dark
or
indoor
9.
L
So
there
was
really
an
opposition
of
three
people
out
of
the
65
or
70
of
things
we
got
back.
We
had
over
800
surveys,
active
gate
to
just
give
out,
because
that's
the
easiest
way
to
do
it
as
people
drive
through
and
I
returned
with
72.
Well,
we
only
got
62
or
65
of
those
returned
so
at
the
beach
and
parks
committee
looked
at
that
that
there
was
really
not
an
issue,
so
they
decided
to
keep
it
at
8
to
8.
A
D
Just
like
to
say
that
this
is
the
number
one
complaint
about
anything
that
I
have
had
since
I've,
been
on
the
council
and
is
that
the
beach
used
to
be
free
after
6
o'clock
and
I
would
also
like
to
point
out
that
surveying
people
who
already
pay
to
come
to
the
beach.
It's
kind
of
a
flaw
in
that
survey,
because
the
people
who
aren't
coming
are
the
people
who
were
coming
free
after
6.
L
Days
for
some
history,
the
beach
used
to
feel
the
beat
used
to
bitman
the
gate
in
prior
years.
Yes
to
6,
but
years
before
that
it
was
the
11
o'clock.
There
was
always
somebody
at
the
gate.
So
it's
not.
It's
not
always
been
consistent.
Nearly
to
6
o'clock,
the
beach
and
parks
committee
looks
at
the
facility
and
the
fact
that
certain
things
are
still
open.
You
still
have
you
still
have
bathrooms
open.
You
still
have
water
running.
You
still
have
paper
towel
that
it
needs
to
be
be
furnished.
L
You
still
have
toilet
people
that
still
being
used
because
people
are
coming
in
at
6
o'clock
and
their
main
reason
to
come
in
it's
after
6:00
when
it
was
closing
at
6,
was
to
use
the
concession
stand.
So
in
order
to
use
the
concession
stand,
I
need
to
keep
our
facilities
open.
So
there
is
a
cost
associated
to
the
city
of
of
keeping
facilities
open,
but
not
having
a
way
to
refurbish
some
of
that
cost,
and
that's
what
the
beach
and
parks
committee
looked
at
when
they
decided
to
go
to
8.
L
D
I
was
busy
I
feel
about
this.
I
knew
about
this
school,
this
public
school,
doing
the
concession
stand.
If
the
benefits
of
the
citizens
outweighs
the
small
cost
that
it
is
for
us
to
allow
people
who
may
not
be
able
to
afford
a
beach
pass
or
may
only
want
to
go
a
couple
season
in
the
evening,
I,
don't
think
it
makes
sense
to
one
alienate
them
and
to
restrict
something
that
I
understand
was
restricted
in
the
past
till
11
p.m.
that
seems
kind
of
ludicrous,
but
which.
F
D
F
L
Only
three
months
to
the
beach
of
parks
committee,
which
is
the
ones
that
look
at
the
jewels,
but
so
you
know
it's
which
is
hard
and
it
we
had
that
discussion
on
our
last
beaching
parks.
Committee.
Meeting
that
you
know
a
lot
of
people
don't
realize
that
there
is
a
beach
and
parks
committee
that
they
can
bring
their
complaints
to.
This
was
something
that
was
discussed
at
length
when
they
decided
to
go
beyond
the
six
o'clock
time
frame,
and
you
have
you
know,
there's
nine
members
of
that
committee
that
felt
strongly
about
doing
this
and.
J
J
Other
things
that
are
that
haven't
hit
a
that
I,
don't
know
if
you
guys
are
aware
of
like
the
minimum
wage
thing,
that's
gonna
continue
to
go
and
go
and
go
so
you
know
if
we
don't
have
people
coming
to
the
beach
at
a
certain
time
and
we're
have
people
in
the
discussion
or
lifeguards
and
whatnot.
You
know
they're
getting
a
certain
eventually.
If
there
are
now
gonna
give
us
certainty
like
the
minimum
wage
is
going
off.
You
know
and
that's
that's
gonna,
be
a
pretty
significant
cost
to
the
city
as
well
and
I.
J
A
Now
that
is
going
to
happen,
regardless
of
there
were
hours
of
the
beach
I,
have
had
some
residents
of
the
Eastern
Point
Property
Owners
Association
come
and
talk
to
me
and
a
downside
of
leaving
in
an
8
o'clock
is
that
you
get
more
people
now
at
the
Griswold
point
and
there's
trash
there
and
the
things
like
that.
So
there's
a
there's
where
a
lot
of
people
are
now
going
in
order
to
see
sunsets
and
things
like
that,
because
we're
closing
at
6
all
right
closes
at
8:00
and
not
six.
A
Also,
there
have
been
people
talked
to
me
and
said
you
know.
If
we
leave
it,
if
we
close
at
6,
then
they
can
go
in
and
get
a
hot
dog
because
the
concession
stand
closes
at
8:00
and
well.
Actually,
you
can
only
get
a
hot
dog
till
7:00
cause
the
girl
just
shut
down
to
seven
seven
eight,
you
know
those
kind
of
things.
So
that's
just
some
additional
feedback
comes
from.
Okay,
so
I
would.
B
L
Don't
have
rules
and
regulations
for
any
other
facility,
but
the
beach
I
mean
we
have
shouldn't
say
that
we,
you
know,
there's
no
dogs
allowed
on
the
fields.
It's
posted
there's.
No.
We
have
city
ordinance
about
dogs.
We
have
a
city
ordinance
about
smoking,
which
is
for
all
our
parks,
but
for
the
beach
the
beach
has
always
had
I
didn't
I.
Think
it's
the
nature
of
this.
This
for
safety
concerns
at
the
facility,
because
it
is
a
waterfront
property.
There's
always
been
rules
and
regulations
for
that
specific
property.
F
L
F
L
B
F
L
It's
still
a
work
in
progress
because
there
are
still
people
who
show
up
in
you
know,
fourth
of
July
weekend
with
their
dogs
and
their
cars,
because
they
can.
They
think
they
can
do
it
because
it's
in
their
car
but
the
ordinance
it's
not
out
loud.
So
we
have
to
we're
still
enforcing
that.
But
that's
that's
kind
of
just
that's
in
the
rules
and
regulations,
because
it's
an
ordinance
that
came
out
of
this
company
body
now.
L
L
That's
the
recommendation
that
they
bring
forth
the
reason
why
bikes
were
eliminated
during
the
season,
and
some
of
this
other
stuff
is
there's
a
liability.
You
know
even
in
the
off
season,
somebody
can
fall
and
you
know
hit
a
rock
and
you
know
they
could
hit
a
curb,
but
on
the
bike
and
flip
over
their
handlebars
and
we're
still
gonna
have
a
an
issue
with
an
enact
an
accident
of
some
sort
down
there.
Their
thought
was:
there's
other
rules
and
regulations.
If
you
do
it
for
one,
where
do
we
stop?
L
What
ones
do
we
not
do
it?
I
mean
right
now,
personal
floatation
devices?
The
only
thing
allowed
is
a
US
Coast
Guard
approved
lifejacket
if
we
say
so
kay
in
the
offseason
to
be
out
there
in
a
noodle
or
with
water
wings
or
this
or
that
there's
an
added
liability
to
the
city.
In
regards
to
insurances,
you
know
because
we're
allowing
things
that
we
don't.
You
know
that
the
insurance
company
I
have
it
in
writing.
L
Last
year,
gave
to
the
beach
in
parks
committee
that
they
recommend
that
the
only
kind
of
flotation
device
would
be
ap,
a
Coast,
Guard
proof,
personal
flotation
device.
So
there's
their
argument.
Is
there
their
thought
processes
if
you're
going
to
do?
How?
When
do
you
stop
if
you're
gonna
do
it
from
one
rule?
We
have
twenty-five
listed
rules
in
here.
You
know
which
ones
do
we
pick
and
choose
that
we
can
use
or
here
around
and
which
ones
we
don't
now
the
dog
argument
came
up,
but
the
dog
argument
again
is
it's
in
the
smoking?
L
A
D
I
attended
the
meeting.
Why
not
I
asked
the
question
repeatedly?
What's
the
practical
reason
why
we
can't
change
this
rule?
If
we
allow
bike
riding
at
all
of
the
parks
in
the
city,
we
don't
tell
people,
they
can't
ride
their
bike
in
the
parking
lot
at
Washington,
Park
I
mean
it
makes
no
practical
sense
to
the
answer
that
I
got
back.
Is
we
don't
want
to
change
the
rules?
To
me?
That's
not
a
sufficient
answer.
I
think.
That's
a
silly
reason
not
to
change
the
rules.
D
I
agree
that
we
don't
want
to
change
every
rule,
but
this
is
a
rule
that,
as
well
as
the
closing
time
these
this
is
feedback
that
we've
gotten
from
residents,
people
who
pay
their
taxes
to
the
city,
people
who
pay
their
fees
to
go
to
the
beach.
These
are
all
people
who
I
mean
I
know
that
I've
gotten
feedback
from
a
lot
of
people
and,
like
I,
said
these.
D
The
the
closing
time
has
been
the
number
one
thing
that
I've
gotten
feedback
about,
but
I
I
think
that
if
we
were
are
receiving
feedback
from
residents
I,
don't
think
our
response
should
be
well.
That's
the
rules
and
we
don't
want
to
change
them,
I
think
that's,
exclusionary
and
I
think
it
doesn't
make
any
sense.
We
are
here
to
serve
the
taxpayers
and
it's
not
the
other
way
around.
It's
not
to
sit
at
a
podium
and
say
well.
We
think
this
is
best
for
you.
D
I
do
agree
that
liability
is
an
issue,
but
I
don't
see
any
reason
from
a
liability
standpoint
why
it
would
be
different
at
Washington
Park
parking
lot
or
the
beach
in
the
offseason.
You
know
I
I,
actually,
I
go
down
to
the
beach
all
the
time.
The
offseason
actually
more
I've
been
there
in
the
offseason
way
more,
like
I
want
what's
varying
this
summer,
and
there
are
sometimes
eight
cars
in
the
parking
lot.
People
eating
lunch,
just
relaxing
by
the
water
I
have
taken
a
walk
around
and
there
are
a
couple.
D
People
I've
been
there,
probably
a
dozen
times
in
this
winter
already
and
I've,
never
seen
aside
from
the
the
plunge
on
these
day,
which
is
always
well
attended.
Aside
from
that
day,
there
I've
never
seen
more
than
10
or
12
cars.
There
I
just
I
think
that
you
know
it
was
expressed
that
it's
a
difficulty
to
change
the
rules
again.
I
would
say
we're
here
to
work
for
the
people.
If
we
change
the
rule
this
year
and
then
we
go
well
now,
there's
a
hundred
people
bicycling
at
the
beach.
D
We
can
change
it
back
next
year.
There's
nothing
saying
that
we
can't
do
that.
I
I
just
think
that
it's
when
I
addressed
the
committee
at
the
meeting,
they
didn't
understand
the
impression
that
they're
difficult
but
they're
the
number
that's
the
number
one
complaint
I
get
is
that
Beach
and
Parks
is
restrictive
and
unapproachable,
and
this
is
part
of
the
reason,
because
the
response
is,
we
don't
want
to
change
the
rules.
A
M
L
M
There
are
a
lot
of
people
in
the
area
that
you
believe
it
or
not,
cannot
afford
to
buy
a
pass
and
take
their
kids
to
the
beach
okay.
So
now
you're
going
eight
to
eight
okay,
believe
it
or
not.
They're
people
paying
taxes
in
this
city
that
cannot
afford
to
take
the
kids
to
the
beach
that
they
pay
taxes
on
for
getting.
L
M
A
B
M
J
So
I
own
and
I
think
Mary
would
agree.
There's
been
several
times
where
I
play
devil's
advocate
to
the
Beast
and
part
committee,
because
I
am
not
new.
Have
children
that
attend
and
I
look
I
look
for
the
lower
end
of
the
socio-economic
status
I
mean
even
the
last
minute.
I
went
to
I
mean
with
what
it
comes
to
hiking
and
whatnot
I
I.
Think
what
you
guys
don't
understand
right
is
that
Mary,
right
and
I
don't
want
to
bash
Mary
does
what
chicken
and
she
does
keep
prices
low.
She
keeps
programs
low
and
he.
F
J
J
That's
good
that
may
not
have
the
information
that
I
have
but
I've
been
on
this
community
for
three
years,
didn't
I
have
asked
the
questions
that
you
guys
have
right.
I've
asked
the
question
two
reasons
why
there
was
offseason
thing
as
opposed
to
a
full
season
thing
and
what
I
was
told
which
get
to
it
that
there
is
a
liability
for
some
reason.
There's
there's
there's
more
than
a
handful
of
people
that
can't
distinguish
that
there's
a
seasonal
ordinance
right.
The
same
thing
with
trash
same
to
me.
J
The
same
reason
why
we
don't
have
see
some
trash
pick
up
to
two
days
and
this
one
day,
because
there's
certain
people
in
the
city
they
can't
just
do
English
now.
This
is
for
this
happens
during
four
months
out
of
the
year
right.
There's
people
in
the
city
that
do
things
in
there
and
they're
calculated
in
their
head,
that
it's
a
year-round
thing
and
that's
hard
to
manage.
J
So
what
a
liability
standpoint
right,
which
we
have
the
question
where
there
was
okay,
what's
different
than
on
the
beach
and
what's
different
than
Washington
Park,
the
beach
has
parking
spots
in
the
middle
of
the
parking
area.
Washington
Park
doesn't
have
parking
spots
in
the
middle
there's
been
times
where
that's
been
almost
close
calls
and
certain
kids
getting
hit
on
bicycles,
because
if
they
don't
oh,
they
don't
ride
the
bicycles
all
on
the
side
of
the
road
or
or
on
the
sidewalk
or
wherever
they're
supposed
to
ride
this
to
ride
their
bikes.
J
Parents,
don't
always
watch
their
kids,
so
there's
near
misses.
So
if
we
have
that
that
there's
no
bicycle,
that
takes
our
liability
out
of
it
that
takes
that
takes
us
to
city
out
of
it
for
a
near
misses,
we're
kids,
you
getting
hit
on
by
secluded
on
bicycles
or
mobile,
or
motor
scooters
or
whatever.
There
is
right,
whatever.
J
If
it's
a
family
of
five
comes
down
there
right
and
they
know
our
standards
that
there's
no
there's
no
riding
bikes
down
there,
that's
one,
then,
right
if
we
open
it
up
to
a
year-round
or
seasonal
whatnot
right
that
doesn't
that
doesn't
protect
us
as
a
city
that
doesn't
that
doesn't
I
do
know
that,
even
though
and
I've
asked
this
question
to.
J
I
perform
I
was
I'm,
not
saying
I'm,
not
on
your
side,
but
I
mean
I
asked
the
same
questions
you
asked
right
and
what
the
committee
told
me.
It
was
not
just
an
answer
that
you
said
that
just
put
a
spin
that
same
way,
I
didn't
get
that
so
I,
don't
know
what
meeting
you
went
to
I
didn't
get
that
I
got
concrete
answers
from
Mary
in
the
in
the
rest
of
the
board,
the
reasons
of
why
they
decided
to
do
it
year-round
as
opposed
to
a
seasonal
thing.
J
You
know
so
I
I'm
I
might
have
missed
that
I,
don't
know
so.
A
H
B
D
Well,
one
thing
is:
while
I
understand
what
you're
saying
what
you're
saying
is
you
got
an
answer
from
a
committee
of
people
who
applied
to
be
on
the
beach
in
parks
committee,
about
liability
to
the
city
right
they
their
response?
Was
we
don't
want
this
liability
of
people
possibly
getting
hit
by
cars
on
their
bicycles.
J
D
That
we
should
be
asking
it,
but
if
the
answer
is
it's
a
liability
issue,
the
person
we
should
be
asking
is
our
attorney
and
our
insurance
agent,
not
a
committee
of
well-meaning
but
unqualified
people
to
assess
whether
the
city
is
really
at
increased
risk
if
we
are
increased
risk
that
obviously
changes
the
conversation,
but
the
conversation
of
oh
we're
at
increased
risk,
because
I
have
anecdotal
evidence
that
one
person
told
me
their
kid
almost
got
hit
by
a
car.
That's
not
everything.
L
Well,
when
they
so
when
they,
they
changed
the
rules
six
years
ago,
because
bike
riding
was
allowed
on
the
property
as
long
as
it
was
it
on
the
sidewalks.
The
season
before
that
we
had
six
near
misses
during
the
season
of
people
getting
him,
because
vehicles
are
gotten
bigger.
Now
you
have
the
bigger
SUVs
as
opposed
to
the
small
Toyota's,
and
we
had
issues
so
they
that
they,
the
beach
and
parks
committee.
L
At
that
point,
the
members
that
were
there
decided
to
eliminate
bike
riding
during
this
season,
but
that
was
also
the
same
year
that
they
put
into
the
rules
and
regulations
that
they
wanted
the
rules
and
the
rules
and
regulations
to
apply
year
round,
and
it's
not
just
because
of
bikes.
It's
because
the
floatation
devices
it's
because
of
the
rocks.
It's
because
of
their
goal
is
to
keep
that
Beach
in
the
city's
hands
and
and
as
some
of
them
have
applied,
some
of
them
have
been
appointed.
L
Some
of
them
were
asked
back
in
when
Marion
was
here.
Some
of
them
are
actually
personally
asked
to
be
on
the
beach
in
parks
committee.
They
didn't
you
know,
and
then
they
filled
out
the
application,
so
some
of
them
are
there
because
they
willingly
want
to
be
part
of
that
committee
to
help
keeps
we
keep
that
facility.
One
of
the
when
this
is
one
of
the
biggest
things
that
they
do
as
a
committee
are
the
rules
and
regulations
in
the
user
fees
the
rest
of
the
year
they're.
L
You
know
they're
dealing
with
people,
you
know
during
the
season
people
do
come
in.
You
know
the
Eastern
Point
homeowners
association
comes
in
every
year
and
talks
to
us
in
the
summertime.
We
don't
have
as
many
people
I,
obviously
that
you
guys
have
talking
to
you
because
again
I
said
they
only
had
two
people
complained
to
the
committee
about
the
gate
hours,
but
we've
had
some
other
issues
about
military
discounts
and
we
were
looking
into
that
stuff.
L
They
feel
that-
and
this
is
from
previous
conversations,
not
the
one
that
you
heard
at
the
beginning
of
this
month.
They
feel
if
you
start
changed,
making
some
seasonal
and
some
mere
round.
Where
are
we
gonna?
Stop
you
know,
and
that's
there
that
was
there's
just
their
thought
in
regards
to
the
discussion
that
they
did
have
with
this,
because
this
actual
item
about
bikes
came
out
a
year
and
a
half
ago
and.
M
L
Addressed
it
last
year,
when
they
brought
the
rules
and
regulations
to
you
and
it
it
was
fine
I
didn't
anyway,
we
got,
you
know
the
rules,
didn't
change
and
they
this
process
that
were
in
here
that
happened
last
year
in
February.
Was
you
know
it's
the
same
process
now,
there's
been
a
change,
obviously
or
a
discussion.
That's
been
taking
place
because
of
emails
and
I'm
willing
to
take
these
back
to
the
beach
and
parks
committee.
It's
not
my
intent
to
they're
just
recommendations
from
my
committee.
If
you
guys
want
to
override
them.
L
As
the
committee
members
of
you
know,
the
nine
people
that
come
out
the
second
Wednesday
of
every
month,
then
by
all
means
that
you
have
that
right
and
then
I
can
bring
that
back
to
them
and
tell
them
that
this
is
what
was
changed.
My
job
as
the
director
of
Parks
and
Recreation
is
to
enforce
it
once
it's
in
place.
That's
that's.
The
only
role
I
play
in
this
I
stopped,
bringing
them
to
you
as
their
their
recommendations
as
nine
members
of
your
community
that
work
hard,
they
take
three.
L
They
have
been
reviewed,
they
reviewed
these
October,
November
and
December,
and
now
they're
bringing
what
they
are.
Sorry
November,
December
January
and
they
finalize
them
and
approve
the
recommendations
to
come
here,
our
January
8th
meeting.
So
that's
why
I'm
here
with
them,
they
have
looked
at
these.
They
they
go
through.
They
go
through
them.
They
take
their
time.
They
go
through
every
every
item,
ABC
and
then
one.
You
know
when
they
get
to
the
rules.
Er,
there's
28
of
them
and
they
do
do
their
due
diligence
to
go
through
them.
The.
M
L
A
A
Doggy's,
my
point
is
I,
you
know
I
understand
we
have
rules.
The
rules
is
to
try
to
minimize
our
liability
and
it's
okay
to
minimize
our
liability.
Sometimes
people
come
to
me
and
say:
look
it's
the
do-nothing
Beach.
We
can't
do
anything
and
all
I'm
suggesting
is
that
we've
had
some
requests
from
people
for
bicycles.
Take
a
look
at
it
evaluated
and
see.
If
there's
the
upside
risks,
downside
risk
those
kind
of
things
councillor
McKay,
I,.
B
Just
think
it's
important,
we
have
a
beach
and
we're
saying:
let's
have
fun
there
for
three
months
out
of
12
I
think
that
there
should
be
some
offseason
opportunities
that
we
have
at
this
Beach
I
know
that
we
have
a
lot
of
low-income
families
that
maybe
don't
have
driveways
and
things
like
that.
They
want
their
kids
to
ride
their
bike.
They
could
put
the
bike
little
bikes
in
the
car,
bring
them
over
there.
B
It's
a
nice
safe
parking
lot
to
ride
around
in
the
winter
when
it's
empty,
I'd
like
to
see
use
happening
like
that
I
like
to
roller
skate,
but
I
can't
you
know
roller
skate
out
on
the
streets
with
no
shoulders.
We
don't
have
a
lot
of
good
streets
to
ride
around
in
to
be
able
to
go
to
a
empty
parking
lot
and
roll
around
I.
Think
I
think
there's
an
opportunity
lost
there
to
enjoy
our
park.
L
Oh
I
thought
you
said
it
was
last
year
it
was.
It
came
up
last
year,
mr.
sherrier
came
to
our
meeting
and
they,
as
the
Beecham
parks
committee,
chose
to
keep
it
as
it
is
currently
stated
last
year
when
he
came
to
the
meetings
when
we
were
discussing
this
because
they
felt
strongly
with
Webb
after
they
weighed
out
their
opposing
cons
that
they
were
going
to
keep
the
bike
language
that's
currently
in
the
but
in
the
budget.
L
Listen
to
me
and
the
rules
and
regulations,
as
is
they
did
discuss
this
at
their
January
8th
meeting,
which
was
to
what
two
weeks
a
little
less
than
two
weeks
ago
and
they've
come
back
with
the
same
recommendation.
So
I'll
go
back
to
it's
a
recommendation
from
the
beach
and
parks
committee.
If
you
all
want
to
change
it
by
all
means
and
I'll
just
bring
that
back
to
them
in
February.
A
J
D
Well,
I
just
wanted
to
say:
I
know
that
councillor
Carter
related
it
compared
something
to
the
trash
pickup
part
of
my
issue
with
it
is
we've
discussed,
trash
pickups
to
death
and
resolved
I.
Had
director
Emirates
brought
the
amount
of
money
it
would
cost
to
do
that
the
amount
of
money
that
that
changed
costs
Oh
am
I.
That's
an
probably
the
second
biggest
issue
that
people
talked
to
me
about
is
the
trash.
Pickup
and
I
have
an
explanation
for
them,
and
I
can
say
it
would
cost
this
much
money.
D
It
would
cause
these
problems
with
our
employees.
It
causes
the
director
a
lot
more
work
to
change
that
if
we
did
it
back
and
forth,
I
have
a
list
of
things
that
we
discussed
over
months
and
months
and
months
and
our
meetings
where
I
can
explain
to
people.
This
is
why
this
isn't
really,
at
this
time
feasible
to
change.
D
That
is
my
issue
with
this
is
I
can't
explain
to
people
why
we
can't
change
this
except
that
to
say
we
don't
want
to
change
the
rules
or
we
don't
want
that.
You
know:
we've
resolved
that
it's
difficult
to
change
the
rules
multiple
times
and
like
I
said
I,
don't
see
any
reason
why
you
know
we
can't
change
the
rules
for
a
year
and
then
raise
next
year
and
say
you
know
what
we
have
too
many
too
many
near
misses
or
too
many
bikes,
and
especially
now
we've
got
cameras
on
the
beach.
D
A
J
I'm,
a
leisure
guy
like
I
like
doing
that
stuff,
you
know,
but
I'm
also
a
property,
perhaps
all
of
that
too,
and
then
this
is
the.
They
told
me
that
all
liability,
all
solar,
stuff,
I
understood
it
and
I
got
it
and
what
I
told
you
when
what
I
remember
I
told
you
I
said:
listen
I
said
you
got
to
get
more,
you
don't
know,
told
you
you
got
to
get
more
people,
you
got
to
get
more
people
involved
right,
but
just
you
and
JC
correct.
H
J
J
I,
if
there
was
a
group
full
of
people
there
right
and
they
what
you're
saying
you
saying
people
keep,
though
this
is
news
to
me
and
I've,
been
on
the
I've,
been
on
the
beach
and
first
committee
in
him
and
JC
are
the
only
two
people
that
come
to
me
about
this,
so
I've,
never
I
haven't
had
an
influx
of
people
that
say
I'm
four
people
I
have
not
that
influence
people
saying
they
want
to
ride
their
bikes
and
I.
Also
said
home
and
I
also
said,
like
what
you
have
said.
F
A
A
A
A
J
Was
like
she
said
you,
let's
see
that
I'd
like
to
see
that
nobody's
telling
me
I
tell
anybody
come
to
me
if
they
need
something
I'm
on
the
beach
part
committee.
This
is
why
I'm
taking
you
know,
I
haven't
seen
anybody
here
at
the
beach
of
course,
committee
there's
been
public
forums.
They've
talked
about
this
he's
come
numerous
times.
This
is
the
first
time
I
hear
about
this.
You
know,
I
mean.
Does
the
first
time
and
like
I
said
everybody
has
something
to
say
no
great,
but
this
is
this?
J
Isn't
the
first
time
this
is
come
there
you
see
smoke
a
blink,
that's
all
I'm
saying
so
when
we
have
somebody
that
he
knows
us,
that
says
is
whole.
You
gotta
know
the
backstory.
You
know
I
mean
like
I'm,
somebody
who
said
listen,
I
get
it
tell
me
why
we
can't
have
this
won't
even
a
little
bit.
I
said
that
you
know
and
what
they
said
was
a
liability
thing
everything
else
that
made
sense
to
me
now.
If
there
was
a
ton
of
people
that
came
in
older
than
him
and
JC.
A
N
A
J
By
theoretically
you
would
say:
okay,
you
could
ask
our
chief
Spillman.
Okay,
do
you
stop
people
that
are
riding
our
bikes
right
then,
in
there,
because
I
know,
there's
a
ton
of
people
that
don't
know
the
laws
right
like
me
me
specifically
follows
a
bike.
Rider
I
would
just
go
write
that
on
just
go
right
down
there.
I
wouldn't
know
that
they
even
know
that
there's
a
law
right,
I
wouldn't
even
know.
C
J
A
A
D
To
the
questions
that
counter-curse
proposing
but
I
did
want
to
say
and
I
forgot
to
mention
before
I'm,
not
saying
that
anyone
on
the
beach
in
parks
committee
is
not
generous
for
offering
their
time
I
mean.
I
know
that
that
was
brought
up
during
the
meeting.
We
are
all
volunteers
aside
from
the
mayor
and
you
know,
employees
of
the
city,
but
we're
volunteers,
own
we've.
All
I
won't
hear
a
ton
of
time.
I
spent
a
couple
hours
preparing
for
this
meeting
today
and
I.
D
You
know
which
I
don't
in
my
opinion,
is
not
a
lot
of
time
to
take
a
couple
hours
on
a
Monday,
but
you
know
I
understand
that
it's
a
time
commitment
to
to
volunteer
an
evening
once
a
month.
The
Wednesday
evening
is
when
the
B
Trump,
our
communities
are
I'm,
not
sliding
that
volunteerism-
and
it's
great
my
point-
wasn't
that
so
some
kind
of
derogatory
thing
about
them,
but
it's
not
a
board
of
lawyers
and
insurance
agents.
D
So
there's
no
reason
why
if
the
question
came
up
or
if,
if
the
the
answer
is
oh,
we
think
this
is
increased
liability.
Well,
we
have
people
that
we
pay
to
tell
us
if
it's
increased
liability
or
to
tell
us
if
there's
a
legal
ramification
for
it.
There
is
no
reason
why
we
wouldn't
ask
those
people
that
we
already
pay
hey.
D
We
think
this
might
be
an
increased
liability.
Can
you
give
us
your
professional
opinion,
and
that
has
nothing
to
do
with
the
quality
of
volunteers
here
or
on
the
beach
and
parks
committee?
But
I
know
that
I
didn't
go
to
law
school,
so
I
do
not
have
a
legal
opinion
on
whether
or
not
this
is
an
issue.
That's
what
we
hire
professionals
for
so
I
just
want
to
make
sure
I'm
not
sliding
anybody
but
I.
We
don't
have
the
information
ourselves,
because
we
don't
have
those
education
and
that's
why
we
pay
people
to
do
so.
J
D
So
if
you
had
a
complaint
to
the
city,
that
would
be
different
and
that's
why
councilor
Ortiz
I
believe
said
that
it
would
be
interesting
to
see
the
ledger,
because
I
would
be
interested
if
there.
If
there
are
ten
parents
who
say
hey,
my
kid
was
almost
almost
hit
by
a
car
in
the
middle
of
February
at
the
beach.
That
would
be
a
different
issue,
but
as
far
as
director
Hill
has
told
us,
it's
been
all
during
the
season.
I,
that's
a
whole
different
issue,
so,
yes,
I
do
think
we
should
take
it.
D
D
It
actually,
it
actually
is
something.
If
you
go
to
an
insurance
agent,
you
can
ask
them
a
lot
of
times.
You
can
assess
premiums
increase
due
to
the
exact
amount
they
spent
last
year
on
those
kind
of
expenses,
so
an
insurance
company
hires
actuary,
an
actuarial,
is
to
look
at
in
real
life
in
the
last
year.
How
much
money
in
insurance
has
been
paid
out
for
those
liabilities,
so
they
do
study
those
things
and
that's
why
you
ask
those
type
of
people
for
their
professional.
A
J
Over
I've
listened,
all
I'm
saying
is
just
like
she
was
approached
with
people,
one,
the
red
bikes.
There
was
a
point
where
Mary
in
the
in
the
committee
was
saying:
listen,
this
is
dangerous.
What
are
we
gonna
do
and
they
made
a
call.
They
made
a
judgement
of
something
that
they
did.
They
didn't
have
to
get
an
actuary
and
all
those
though
yeah
there
were
parents.
That
said
my
kid
almost
got
hit,
but
this
was
during
the
season.
You
know
we're.
J
Right
and
that's
what
they're
today,
what
they're
saying
is
that
this
is
the
reason
why
they
did
it
year-round.
So,
at
the
beginning,
the
tune
changed
at
the
very
beginning.
Ps
to
me
seemed
like
people
were
attacking
Mary
and
people
were
attacking
the
Parks
and
Rec
Committee.
As
far
as
how
quick
can
it
be
changed?
It's
a
seasonal
thing
and
whatnot,
and
all
the
thing
I'm
saying
is
that
I
was
I
was
once
asking
those
same
questions.
J
Sure
right,
but
I
sit
on
the
meanings
and
I
understand
where
they're
coming
from
so
before
we
have
to
go
in,
say
this
is
what
we
should
do,
but
Malone
great.
We
have
to
do
your
due
diligence
and
sit
in
to
me
and
talk
to
them.
Not
just
like
you
did.
You
said
talk
to
him,
but
you
also
said
that
they
said
or
we're
not
changing
it,
because
it's
been
the
it's
been
that
way
for
years.
That's
the
first
time
I've
ever
heard
that
I
got
concrete
answers
of
the
reason
why
they
changed
it.
You.
A
M
L
F
L
Could
if
we
eliminated
one
line
of
all
these
not
presented
to
you
right
now
for
a
trial
basis
for
this
coming
year,
and
that
would
be
that
all
rules
apply
year-round
24/7.
We
get
that
out
of
there.
You
move
forward
with
the
rules
regulations
for
this
coming
year,
which
is
2020
as
we
try
to
get
them
done
early.
So
that
way
when
the
spring
season
comes,
we
know
what
we're
doing.
We
I
go
back
and
say
that
these
were
proof.
L
I'm
down
there
twice
a
day
in
the
so
I
could
kind
of
take
inventory
if
there
are
people
out
bikes
in
May
and
June,
when
the
weather
I
can
see
how
many
to
go
around
during
the
legal
floatation
devices,
because
those
are
the
things
that
we're
going
to
have
to
keep
track
of
cause.
Once
you
eliminate
that
language,
the
somewhat
free
game
down
there.
L
Because
June
weathers
there's
we
don't
open
to
the
third
week
of
June.
We
don't
open
Memorial
Day
like
most
other
facilities
and
we're
it's
still
nice
in
that
September
and
October.
So
we
still
have
things
that
people
will
be
and
you
never
brought
out
the
signs
of
the
rocks.
They
say,
keep
off
rocks
at
all
times,
but
you
know.
F
L
L
D
Well,
I
just
wanted
to
say
to
you
like
I
I,
don't
think
we're
attacking,
but
I
mean
this.
All
of
these
issues
unfortunately
fall
under
your
purview.
You
are
the
person
that
we
would
ask
about
it
for
that.
You
go
to
I
I.
Think,
like
I
said
I,
don't
think
that
it
would
be
a
burden
to
say.
Okay,
let's
try
out
this
rule
change
this
year
over
the
grand
scheme
of
things
the
number
of
years
that
we
have
the
rules
in
place
to
take
one
year
and
and
say
in
the
offseason.
D
We
know
it's
a
risk
and
during
the
season
we
are
all
on
board
that
it
is
a
risk
to
have
people
with
bicycles
on
the
beach
during
the
season.
However,
we
don't
have
any
evidence
that
in
the
off
season
there
is
any
risk
to
allow
bicycles
in
the
same
way
that
we
address
last
year
with
the
dogs.
We
said
what
is
the
practical
reason
why
people
don't
aren't
allowed
dogs
again
makes
total
sense
not
to
have
dogs
there
during
the
season.
There's
a
lot
of
people.
F
D
People
I
have
friends
that
are
scared
of
dogs.
You
know
you
don't
want
that
presents
a
problem
at
the
beach
that
makes
total
sense
and
in
the
same
way,
that
it
makes
sense
to
lift
that
restriction
for
the
off
season.
I
think
it
makes
sense,
even
if
we
were
to
do
it,
experimentally
see
how
it
works
for
a
year.
I
think
it
makes
sense
to
do
that
during
the
off-season
for
the
beach.
So,
like
you
said
to
go
back
and
say:
hey,
let's
try
this.
D
L
A
D
Mean
my
only
comments
on
that
is:
if
none
of
the
rules
apply
in
the
off
season,
I
mean
do
we
want
people
gambling
at
the
beach
I
think
that
that
that
yeah,
that
oh,
that
actually
does
open
us
to
liabilities
if
we
say
we
gained
in
the
off
season,
I
do
think
many
of
these
rules
are
are
good
and
in
place
for
a
reason
and
I.
I
do
think
that
it's
good
that
it
says
that
they
are
in
place
on
your.
You
know
we
don't
want
so.
A
F
A
A
D
That
the
hours
this
the
closing
charging
people
up
to
eight
o'clock,
the
other
thing
that
I
forgot
to
mention
actually
that
has
come
up
is
that
if
we're
charging
people
until
8:00
and
they're
coming
in
to
swim
until
8:00,
we
only
have
lifeguards
until
6:00,
if
I'm,
correct,
I
think
in
my
opinion,
and
that
at
least
I
think
half
the
people
that
have
brought
up
the
gate
thing
have
to
me.
Anyways
half
of
them
have
been
saying
how
to
mentioned.
Oh
well,
there's
no
lifeguards.
Why
are
they
turning
that?
L
L
There's
a
confusion
that
it's
a
beach
pass,
it's
an
Eastern,
Point
Beach
parking
pass
or
a
parking
permit,
I
think
is
what
it
says
on
it
and
so
you're
you're
paying
to
use
the
parking
space,
whether
you're
there
to
go
to
the
concession
stand,
to
use
the
waterfront
to
use
the
playground
I
go
through
you'll
use
the
you
know
to
use
the
zipper
ski
house.
You
know
that
you
know
there's
there's
you're
paying
to
park,
so
there's
multiple
things
that
do
at
the
facility
other
than
swim.
L
D
I,
the
other
thing
I
was
gonna,
say:
I,
know
that
we
discussed
hay
and
employment
is
cost
more
all
the
time
and
I
think
that
we're
addressing
trying
to
address
that
with
the
fees
increasing
the
beach
parties
overall,
which
isn't
the
next
on
a
topic.
I,
do
think
I,
while
I
understand
that
I
I
think
if
we
are
going
to
charge
people
until
8:00,
I
guess.
D
The
other
thing
I
was
gonna
say
there
are:
there
are
people
in
the
city
who
cannot
afford
a
beach
pass
and
the
people
who
can't
afford
a
beach
pass
are
still
gonna
pay
for
it.
I
paid
for
a
big
pass
and
I
think
I
only
use
it
once,
but
I
still
pay
for
it
every
year,
because
I
want
to
be
able
to
use
the
beach
even
in
some
years,
I
use
it
every
week.
D
My
issue
isn't
the
price
you
know
if
you're
paying,
if
you
don't
have
a
beach
pass,
the
cost
of
coming
into
the
beach
one
time.
I
think
that,
in
my
opinion,
I
think
that
it's
nice
to
not
charge
people
after
6
o'clock,
and
it
is
a
service
to
the
city.
While
I
understand
that
you
know
the
beach
needs
to
be
maintained.
I
would
be
interested
to
see
what
the
actual
cost.
L
We
bring
in
50%
of
what
it
costs
us
to
operate.
The
beach
from
6
to
8,
for
the
entire
property
I
mean
I'd,
have
to
do
some
research
on
the
68
thing,
but
overall
because
the
property
that,
even
though
it's
a
seasonal
facility,
it's
opened
year-round,
we
still
empty
garbage.
We
still
have
there's
a
burski
house
that
we're
cleaning
after
rentals,
so
that
facility
as
a
whole
we
bring
in
about
58
percent
of
what
it
costs
us
to
operate.
L
A
D
That's
pretty
good
and
I,
don't
I,
our
beach
is
inexpensive,
but
there
are
a
lot
of
people
who
won't
pay,
for
it
won't
be
able
to
pay
for
a
beach
bass
or
that's
not
the
thing
they
choose
to
spend
their
$32
on
or
30.
You
know
how,
depending
on
where
they
fall,
if
they're
you
know,
our
rates
for
seniors
are
extremely
reasonable,
which
is
great
I.
D
J
Are
we
bringing
this
back
to
them?
Yep?
Okay?
So
what
can
I
just
make
a
public
statement
to
you
guys
or
key
once
we
post
that
you
guys
are
welcome
to
come
and
ask
questions
to
to
the
committee
all
right
that
way.
We
don't
have
this
okay,
this.
We
asked
the
question
to
want
to
ask
and
then
we
move
on
you
guys.
A
D
Was
gonna
echo
that
that
the
meetings
are
public
formation
Park,
so
people
can
come.
I
was
also
going
to
remind
and
I
know.
You
mentioned
it
in
the
last
meeting
that
there
is
an
empty
spot
on
the
committee
still
for
anyone
that
would
like
to
apply
great
well
I
mean,
if
they're
still
watching,
if
you'd
like
to
apply,
because
we
need
good
input
from
people
from
the
city
to
be
on
that
committee
and
it's
once
a
month
on
a
Wednesday
night
that
commitment.
A
L
A
L
Nothing
else
changed
prior
to
that
and
exerts
the
fees
so
page,
four
under
the
summer
playground
program
we're
looking
to
increase
our
week
our
month.
Are
we
have
it?
We
haven't
broken
down
two
ways:
you
can
pay
for
the
whole
entire
summer,
which
is
eight
weeks
or
you
can
pay
weakly
our
full
day.
Six
to
fourteen
year
old
program
was
$200.
The
recommendation
is
to
raise
it
to
250
our
non-resident
rate
for
that
age
group
was
250
last
year.
L
M
L
You
know
I
mean
our
programs.
We
have
over
300
children
in
our
program.
It's
well
attended,
it's
well
staffed,
so
parent
parents
are
willing
to.
You
know:
they've
been
willing
to
pay,
we
did
introduce
two
years
ago,
the
weekly
rate,
and
that
was
35
and
45.
So
we
just
raised
that
five
dollars.
So
we
have,
you
know
just
to
see
that
increase.
M
L
J
L
M
Think
the
the
the
charges
for
the
for
the
you
know
the
other
kids
activities.
It's
it's
not
that
are
expensive.
They
are
not,
but
we
keep
going
keep
going
back
to
the
same
one
they're,
not
expensive,
they're
not
expensive,
but
for
the
small
group
that
I
know
it
is
expensive.
I
couldn't
I
could
not
pay
for
the
beach
passed
last
year.
Should
save
my
granddaughter
to
the
beach
I'm,
not
I'm,
not
ashamed
to
say
that
it
is.
J
I
brought
that
up
last
time
no
dinner
about
the
socioeconomic
status,
the
people,
whatever
you
want
to
say,
and
there
you
know
and
there's
scholarships,
there's
also
there's
other
things
involved.
If
somebody's
didn't
really
need
to
help,
even
even
a
beach
pass,
you
know,
I
mean
I,
know
certain
people
don't
want
to
ask
any,
but
you
get
out
well.
You
know.
M
D
D
D
C
D
L
So,
under
user
fees
last
year
we
tried
to
do
provisions
on
an
hourly
rate.
It
didn't
work
so
well.
We
just
we
didn't,
have
a
whole
lot
of
rentals.
People
would
call
up
and
ask
if
a
pavilion
was
open,
always
the
pavilion,
5,
Oakland,
Friday
or
Saturday,
sorry
for
Saturday,
because
Friday
we're
there
and
yeah
and
then
they'd
actually
have
their
party.
They
wouldn't
do
it
permit,
because
if
they
hourly
rate
prior
to
that,
we
used
to
do
a
four
hour
window.
It
was
either
25
or
50,
depending
on
what
size
pavilion.
L
So
if
you
were,
if
you
were
in
two
four
and
six,
which
is
our
smaller
ones,
it
was
$25
for
a
resident
$50
for
nine.
If
you
went
one
three
and
five,
which
were
the
larger
ones,
it
was
fifty
and
a
hundred,
so
we
limped
back
to
the
four
hour
increments,
but
we
we
increased
it
a
tad.
The
pavilions
have
been
up
in
the
park.
They
were
all
handmade
by
staff
over
32
years
ago,
so
we
kind
of
want
to
make
sure
we
can
keep
them
in
the
condition
that
they
are.
L
They
are
very
sturdy
and
they're
not
going
anywhere,
you
know,
but
we
just
we
put.
We
did.
We
replaced
grilles
on
all
of
them
all
of
them
two
years
ago,
so
they
all
have
all.
But
number
four
has
a
grill,
and
we
want
to
be
able
to
continue
to
do
that.
So
we
they
that
beach
and
parks
committee
recommended
this
schedule
for
fees
for
a
four-hour,
increment
time
frame
of
rental
for
the
pavilions
and
going
back
to
that
for
hours
and
taking
away
the
hourly
rates.
A
D
Just
wanted
to
add
was
I've
rented
pavilions
and
I've
rented
this
Murphy
house,
and
it
I
think
it
makes
total
sense
to
make
it
a
four
hour
time
frame.
It's
it's
kind
of
silly
to
rent
it
for
less,
especially
because
you're
off
using
the
park
or
whatever
the
beach
is
a
little
bit.
Different
I
could
see
renting
this
vert
ski
house
for
two
hours
or
three
hours,
because
you
can
rent
it
and
then
go
to
the
beach.
So
it's
a
little
bit
different,
but
the
park
you
really
do
use
it
for
some
I.
D
L
A
A
L
L
L
C
F
A
K
So
again,
page
3
line
19,
the
total
electric
revenue
is
just
under
24
million
versus
twenty
four
point:
five
budget
or
four
hundred
and
sixty
five
thousand
dollars
on
your
budget.
As
you
can
see,
the
main
drivers
of
that
is
the
residential
and
commercial,
and
that
is
due
to
just
warmer
weather
and
the.
C
K
That
the
revenue
budget
is
put
together
is
truly
off
of
the
prior
year.
It
is
something
that
we
are
looking
at
this
year,
but
so
just
based
on
weather.
That
is
what
the
driver
there
is
line,
41
the
total
operating
expenses,
we're
25
and
a
half
million.
First,
the
twenty
six
point:
six
budgeted
or
a
million
two
hundred
budget
as
far
as
the
operating
expenses
go
so
well
below
budget.
F
K
K
Aquarian
for
their
contract
that
they
have
and
that's
what's
driving
that
piece
of
it
currently
big
influx
in
the
industrial
piece
of
it,
where
they're.
Ninety
seven
thousand
above
budget
again
same
thing.
The
revenue
budget
is
based
off
prior
year,
so
any
fluxes
in
the
in
the
year
of
usage
will
will
drive
that
lion
30s.
A
total
operating
expenses
currently
we're
at
4.7
million,
with
a
budget
of
5.4
million
or
$700,000
under
budget.
K
The
main
piece
of
that
is
the
operation
and
maintenance
there's
some
seasonal
things
that
are
done
with
hydrant
flushing
and
such
things
work.
So
it's
a
seasonal
that
will
end
up
catching
up
where
the
expenditures
are
budgeted
truly
on
a
12
month
period,
just
dividing
it
out.
It's
not
seasonal
eyes
line,
44
the
net
earnings
before
the
drinking
water
state
revolving
fund,
grant
the
actuals
660,000
verse
the
budget
of
negative
300,000,
or
just
about
nine
hundred
sixty
thousand
above
budget.
K
Then
lastly,
for
served
page
thirteen,
because
the
big
driver
in
the
water
was
that
sale
for
resale
that
does
not
have
an
effect
on
the
store
piece
of
it.
You
see
at
the
total
sewer
revenue
on
line
15,
the
actual
is
to
point
to
where
budget
is
or
to
one
and
a
half,
and
the
budget
was
two
million.
So
it's
a
hundred
thousand
roughly
to
the
good.
K
As
far
as
the
revenues
from
actual
versus
budget
total
operating
expenses
line,
twenty
six
budget
of
1.5
actual
one
point
three,
or
just
about
three
hundred
thousand
to
a
good
two
hundred
ninety
thousand
again,
driven
by
the
operation
and
maintenance
being
below
budget,
so
line
37.
The
net
income
from
operations,
currently
the
actuals
at
eight
hundred
and
three
thousand
first,
the
four
hundred
twenty
thousand
budget
or
three
hundred
and.
G
A
Any
questions
on
sue,
okay,
so
that's
it!
The
next
next
line
item
is
I
want
to
go
to
748
real
quick
I
know,
damn
I
said
740
to
go
into
the
748.
Look
like
their
nation
request:
TV
CCA.
This
is
informing
just
before
the
meeting
I
found
out
that
gotten
utilities
is
going
to
contribute
the
TV
CCA,
so
I'm
going
to
take
this.
A
Take
this
off
the
table
for
you
guys,
okay,
one
of
the
things
we
talked
about
is
not
duplicating,
and
so
we
talked
to
Dan
just
before
the
meeting
and
damn
folks
and
then
said
that
grad
utilities
would
be
contributed,
a
TV
CCA.
So
that's
why
I
just
wanted
to
inform
you
that
we're
going
to
take
it
off
the
table.
D
A
Did
he
didn't
tell
me
how
much
he's
gonna,
how
much
he's
gonna
contribute,
but
they
are
going
to
contribute
and
it's
gonna
be
more
than
what
done
adultery
well,
Dan.
He
doesn't
discuss
the
specific
value.
Do
you
get
for
that?
So
we
don't.
We
don't
know
that
all
right.
So
the
next
thing
is
742.
Groton
utilities
I'm
going
to
talk
about
the
the
electric
cable
purchase
request.
H
N
So
the
director,
so
this
purchase,
is
for
a
500,
MCM
cable.
That's
a
standard,
13:8
cable
that
we
put
underneath
Rhodes
Bryan
would
like
to
buy
2,000
feet
of
it.
We
have
500
feet
of
cable,
that's
failed,
underneath
Thomas
Road.
Currently
what
we
have
in
stock
is
barely
enough
to
do
that,
so
we
want
to
buy
enough
to
have
cable
back
in
stock
and
also
that
will
allow
us
to
do
this
repair
and
have
that
back
in
stock
for
other
future
failures.
D
N
Well,
we
haven't
talked
to
routinely
do
underground
cabling,
replacements,
but
also
particular
to
Thomas
Road,
the
failures
right
next
to
the
little
bridge
and
that
bridge
moves
and
they've
had
multiple
failures
and
splicing
things
there
before
it.
And
at
this
point
they
just
want
to
pull
the
whole
cable
and
replace
it.
So.
N
Brian
was
gonna
budget
it
for
next
year,
but
determined
that
it
was
better
to
put
that
met
that
route
of
feeding
back
in
currently
we're
on
the
backup
theater
to
feed
the
same
area.
So
we
don't
have
the
backup
right
now
and
it
was
it
was
just
decided.
It
was
a
better
idea
to
get
the
backup
up
and
going
as
soon
as
possible.
So.
D
A
Any
other
questions
or
comments
on
this
request.
Okay,
here,
not
any
the
motion
of
this
American
Council
meeting
February
3rd
second
motion.
The
second
any
further
discussion,
okay,
not
on
favor,
say
aye
opposed
attention.
Motion
carries
I,
need
a
motion
to
go
into
executive
session
pursuant
to
connect
a
general
statute,
section
1,
206
echo
and
1-2
1010
to
discuss
legal
strategy
Semih.
A
D
A
We
get
to
vote
yes,
okay,
so
we
did
about.
So
we
are
we're.
Gonna
we're
gonna
go
into
executive
session.
I
do
not
need
you,
I
do
not
need
it,
maybe
cuz!
Here's!
What
we're
gonna
do
we're
gonna
go
into
executive
session,
we're
gonna
come
out
and
we-
and
there
is
a
motion
that
we
will
need
to
move
something
to
the
mayor
council.
F
A
F
A
We're
back
in
the
session
environmental
partners
I
need
a
motion
to
move
this
to
the
mayor
and
council
meeting
of
3
February
motion
in
a
second
any
further
discussion,
39
favor,
say
aye
opposed,
say,
nay,
motion
carries.
Does
that
make
sure
everything
is
done?
We
are
complete.
I
will
take
a
motion
to
adjourn
I
so
move
so
that
a
motion
a
second
we
are
adjourned.
Thank
you
all
for
coming
out
and
thank
you
for
enduring
this
meet
here's
a
long
meeting.
