A
B
A
Justice
for
all
very
recognitions,
Awards
of
the
morph
casing,
then
we're
going
to
receipt
of
citizens.
Petitions
and
comments.
Are
there
any
petitions
and
citizens
that
wish
to
speak?
Seeing
none
we'll
skip
response
to
citizens,
petitions
and
comments.
We
need
a
motion
to
approve
the
minutes
of
June
5th
2017,
mayor
and
council
meeting
salute.
A
D
Councilor
vector
right
so
Friday,
June,
9th
2017
I
went
to
the
Nauticus
was
avery
points,
fiftieth
anniversary
that
gala
and
it
was
a
it-
was
a
nice
event
celebrating
50
years
of
every
point.
It's
kind
of
an
ever
evolving
campus.
We've
got
a
newly
built
Student
Center
from
2013
and
they've
got
that
giant.
Marine
Science
Complex
that
opened
up
in
2001,
but
the
campus
has
a
lot
of
synergy
with
local
industries
and
I
think
we're
all
happy
to
have
them
here.
The
second
one
was
a
Saturday
June
10th,
2017
I
went
to
the
steps.
D
Fourth
annual
variety
show
of
Mitchell
College.
The
steps
is
striving
towards
empowered
success.
It's
a
501
3
C
3
nonprofit
organization,
whose
mission
empower
young
women
in
the
community.
So
they
work
with
kids
from
Benny
Dover,
Jackson
middle
school,
Westside
middle
school,
one
in
high
school
in
pitch
high
school,
the
participants
they
performed
musical
ensembles
and
did
a
fashion
show
and
I
think
they
did
a
really
good
job
of
giving
each
kid
a
chance
to
shine.
D
So
that
was
really
nice
and
so
I
was
really
impressed
with
the
program
in
these
organizers
of
the
program
and
then
Monday
June
12th
I
went
to
the
Westside
class
of
2017
8th
grade
graduation
of
pitch
high
school
and
it
was
a
great
ceremony
I
actually
graduated
20
years
exactly
ago,
from
Westside
middle
school.
So
it
was
kind
of
cool
to
see
that
that's
all
that
Catherine
Shippo.
A
C
Well,
attended
the
graduation
for
at
Westside
middle
school
and
very
very
well-attended
event
at
pitch
high
school.
Obviously,
air-conditioning
helps
compared
to
being
at
Westside,
so
I
I
was
very
nice
and
again
congratulations
to
those
graduates
and
their
continued
success
and
on
Friday
myself,
along
with
deputy
mayor
garish,
attended
the
ribbon-cutting
at
Eastern
Point
Beach
to
Groton
public
school
food
food
service.
It
was
a
great
event
and
congratulations
to
our
Akash
meter
for
being
a
part
of
it
and
I
think
continued
success
will
keep
going
with
the
programming.
E
A
F
Tend
to
be
a
little
so
bowlers
went
to
the
west
side
middle
on
graduation
I
thought
it
was
great
to
have
public
service,
especially
elected
officials,
not
old
number,
probably
twenty
years
ago,
I
haven't
any
elected
officials
there
yet
often
I
think
the
mayor
did
a
good
job
is
his
speech,
a
citation
Eddie,
both
kids
also
good.
That.
G
G
A
A
One:
okay,
because
we
did
we
send
a
letter
and
then
talked
about
in
a
meeting
discovery
our
last
week
and
they
take
words.
There's
a
couple
questions
they
have
for
us
or
gathering
some
information
to
get
back
to
them.
But
but
both
parties
are
interested
in
transferring
the
kernel
of
your
school.
Their
concern
was,
there
was
a
blight
complaint.
A
They
want
to
make
sure
that
they
were
held
harmless
of
that
I
talked
to
our
building
inspector
we've
already
taken
the
actions
that
we
need
for
the
white
issue
that
went
over
there
today,
that
there
are
a
couple
patches
of
grass
that
won't
move,
but
most
of
the
grass
was
mowed.
The
windows
are
boarded
up.
A
It's
wet
some
furniture
that
we
have
to
get
out
of
there
we'll
do
that,
but
but
it
is
very
close
to
being
ready
to
transfer
to
the
town
on
June
7th
I
said
EC
meeting
on
actually
I
said
you
were
there
TTC
meeting
I
attended
just
to
introduce
myself
to
the
EDC
and
and
congratulate
them
for
what
they
were
doing
and
thank
them
for
what
they
rid
of
it.
On
June
9th
I
attended
a
risk
management
committee
meeting
as
part
of
the
scenic
on
on
Friday.
A
The
9th
of
June
I
attended
the
50th
anniversary
of
the
Yuka.
A
brief
on
campus,
which
was
a
very
interesting
ceremony
on
the
11th
I
attended
the
Flag
Day
ceremony
throughout
my
adult
and
I
agree.
That
was
absolutely
wonderful
ceremony
and
lots
of
great
information
about
flags
that
the
Boy
Scouts
were
involved
and
they
paraded
colors
and
parade
flags
and
then
raise
the
flag
outside
on
Monday.
The
Westside
middle
school
promotion
at
169,
young
men
and
women
were
being
promoted
to
the
to
the
next
phase
of
their
academic
career.
A
A
On
the
Friday
I
met
with
the
a
Noir
Bailey
chapter
of
the
DAR
at
apricot
carriage
house.
They
are,
they
have
formed
a
committee
and
then
they
are
evaluating
what
they
need
to
do.
In
order
to
take
ownership
of
the
mother
Bailey
house,
we
Barbara
Goodrich,
went
with
me
and
she
presented
them
the
ordinance
that
we
have
for
acquisition
for
disposition
of
part
of
property.
They
have
that
they
know
what
they
need
to
do.
A
They're,
going
to
hold
a
couple
meetings
and
start
with
some
fundraising
and
things
like
that,
and
then
they
will
come
back
to
us.
We
also
gave
them
a
tour.
There
were
a
few
of
them,
have
one
to
tour
the
mother
Bailey
house,
so
we
gave
them
a
tour
and
they
are
very
interested
in
and
maintaining
that
house.
So
that
can
end
up
being
a
very
good
thing
for
the
city
and
then
on
Saturday.
A
Their
actual
facility
for
physicals
and
things
like
that
later
this
year,
so
a
couple
more
things
that
I
want
to
communicate.
Counsel
Russ
as
me
to
remind
everybody
about
the
summer
2017
food
service
program.
This
is
for
the
grad
public
schools
and
houses
as
participation
of
federally
funded
Summer
Food
Service
Program
under
FSSP,
nutritious
meals
are
provided
to
all
children,
18
and
under
free
to
charge
into
following
sites.
A
A
Staff
members,
namboze
Heidi,
Como
Mauricio
do
art
and
Joe
pret
all
completed
a
leadership
program
that
was
sponsored
by
the
Chamber
of
Commerce
of
Eastern
Connecticut.
The
program's
goal
is
prepare
future
community
leaders
for
a
position
of
responsibility
by
cleaning
them
with
significant
community
processes,
programs,
problems,
teaching
them
about
involvement,
opportunities,
special
challenges
and
demands
using
forms
of
current
leaders,
improving
understanding
of
various
economic,
social
and
political
forces,
impacting
the
community
providing
a
network
of
new
community
talent
for
services
on
public
and
private
commissions,
agencies,
organizations
and
associations.
A
Educating
counseling
leaders
on
skills
necessary
to
become
more
objective,
encouraging
placement
of
graduates
and
key
leadership
positions
in
the
community
at
the
end
of
the
first
year.
So
there's
a
social
service
project
that's
completed
and
their
class
plan
designed
fundraising,
created
outdoor
space
for
the
homeless,
hospitality
staff
and
then
upon
completion
of
the
first
year.
The
participants
will
be
assigned
to
various
planning
committees,
a
minimum
of
two
for
the
sessions
of
the
following
leadership
program.
A
Here
participant
is
expected
to
attend
our
planning
committee
meetings
of
their
respective
committees
as
well
as
attended
sessions,
the
assistant
in
plan.
So
that
was
a
good
thing
that
our
employees
are
involved.
The
next
thing
is
a
receiving
member
random
from
the
city
grad
Police
Department
says
dear
mayor
Hendrick,
the
40th
annual
Thames
river
fireworks
display
is
scheduled
for
Saturday
July
8
2017,
with
a
rain
date
of
Sunday
July
9
2017.
A
This
event
attracts
thousands
of
visitors
into
our
community
and
will
implement
certain
traffic
restrictions
of
many
of
our
streets
and
around
the
fireworks
viewing
area.
We
will
close
a
significant
portion
of
theme
Street
to
vehicular
traffic
at
6
p.m.
at
Park
Avenue
next
to
4
Griswold
at
3
p.m.
to
permit
the
safe
movement
of
pedestrian
traffic
will
place
parking
restrictions
on
other
adjoining
side
streets,
including
those
in
the
Groton
Bank
area.
Upon
the
conclusion
of
the
fireworks
display
and
safe
departure
of
our
visitors,
pole
traffic
patterns
will
resume.
A
We
will
post
the
affected
streets
with
the
assistance
of
the
City
Highway
Department
and
the
effect
the
residents
will
receive
advance
notice,
respectfully
Michael
a
lot
Chief
of
Police.
So
when
we
give
you
guys
I
deployed
last
thing,
I
wanted
to
discuss
occurred
this
week
that
you
may
or
may
not
be
aware.
That
is,
we
received
an
FOI
request.
We
received
an
FOI
request
regarding
the
it
was
through
the
city
of
Robin,
the
Ethics
Board
and
mayor
and
council.
A
Copies
of
this
were
sent
to
the
councilors
and
copies
of
this
was
sent
to
the
Ethics
Board,
and
we
contacted
our
legal
team
and
also
Tom
Henning
of
the
Freeman
of
Information
Commission,
and
there
we
provided
a
response
to
the
person
asking
for
the
FOI
request.
The
issue
about
foi
is
is
that
we
need
to
remember
that
foi
is
not
intended
to
be
a
question
and
answer
it
is
in
the
process
is
intended
so
that
if
there
are
supporting
documentation
or
additional
information
that
is
needed
on
a
question,
that's
what
the
FOI
request
is
for.
A
So,
if
somebody
has
a
question
or
a
question
that
they
want
answered,
they
need
to
come
to
the
beach.
In
addition
to
that,
we
will
not
conduct
city
business
on
any
social
media
sites
and
I
will
not
conduct
city
business
via
email.
Oya
is
not
designed
to
answer.
Questions
is
provide
documentation
with
that
in
mind.
I'll
answer
questions,
1,
2,
&,
6
of
the
FOIA
request.
The
question
of
number
one
is
I'm
concerned
that
the
ongoing
ethics
complaints
have
stalled.
A
The
citizens
were
told
by
candidate
now
mayor
Keith
Hedrick
that
doesn't
buzz
will
be
held
accountable.
However,
there
was
a
process-
the
public
in
the
city.
Please
tell
me
where
we
are
in
the
process
that
takes
us
through
the
Charter
article.
9
is
the
ethics
section.
If
you
go
to
section
4,
which
is
duties
and
powers
of
the
board,
it
is
very
clear
on
what
the
process
is
upon.
The
written
complaint
of
any
person
signed
under
penalty
of
false
statement
or
opponents
on
complaint.
A
The
board
shall
investigate
any
alleged
violations
of
the
Charter
or
any
code
of
ethics
adopted
by
the
city
correction
adopted
the
city
to
determine,
if
sufficient,
probable
or
warrant
further
action
by
the
board.
Upon
receiving
any
complaint,
the
board
shall
probably
notify
in
writing
using
certified
mail
services
with
return
receipt
requested.
A
The
person
against
whom
such
complaint
has
been
filed
of
the
specific
nature
of
the
complaint,
the
board
shall
act
on
such
complaint
in
accordance
with
the
provisions
of
the
Connecticut
General
Statutes,
no
hearings
shall
be
conducted
with
fewer
than
4
members
of
the
board
in
attendance.
The
person
accused
of
ethics
violations
may
choose
between
the
public
or
private.
Here
the
city
attorney
or
duly
appointed
representative,
who
shall
also
be
an
attorney,
shall
attend
such
hearings
and
rule
on
all
matters.
A
Concerning
the
application
of
the
rules
of
evidence,
the
City
Attorney
shall
also
serve
as
the
advisor
to
the
board
on
any
legal
issues
and
such
hearings.
The
respondent
shall
have
the
right
to
be
represented
by
legal
counsel,
the
right
to
compel
the
attendance
of
witnesses
and
the
production
books,
documents,
records
and
papers
to
examine
and
cross-examine
witnesses.
A
The
board
may
administer
oaths
and
issue
subpoenas
to
compel
the
attendance
of
witnesses
in
the
production
of
books,
documents,
records
and
papers
and
to
request
of
the
board
any
judge
may
issue
a
Copiah
for
the
appearance
of
the
respondent
witnesses
and
the
production
of
books,
documents,
records
and
papers.
The
board
shall
find
no
person
and
violation
of
this
shorter
or
any
such
code
of
ethics,
except
Department,
concurring
votes
of
four
of
its
members.
The
board
shall
report
to
the
City
Council
as
appropriate.
A
Its
finding
as
to
whether
or
not
a
violation
of
the
code
has
occurred
together
with
a
recommendation
in
suit
of
disposition
to
be
made.
The
City
Council,
as
the
case
may
be,
show
thereupon
take
such
actions
as
it
may
deem
appropriate.
In
addition,
the
board
may
make
public
its
findings
and
opinions
with
such
deletions,
as
may
in
its
discretion
and
as
permitted
by
law,
be
necessary
or
desired.
A
The
city
charter
does
not
allow
the
mayor
and
council
to
insert
themselves
into
this
process
in
any
interaction
in
which
the
mayor
of
the
castle
would
interact
with
the
Board
of
Ethics
could
be
misconstrued
as
trying
to
interfere
with
the
process,
and
that's
why
you
got
to
follow
the
process
and
we
have
to
let
this
play
out.
So
that's
where
we
are
in
the
process.
A
We
were
told.
The
investigation
was
completely
long
ago.
It
has
been
over
one
year
since
the
last
turkey
derby
trip
was
taken,
no
exact
leaks,
boarding
counsel
have
already
completed
their
findings.
Why
is
this
taking
so
long
in
our
city?
I
did
some
research
and
Norwich
started
in
November
27th
of
2016
and
they
completed
March
7th
2017,
and
that
was
four
months
we
started.
A
I
found
probable
cause
on
March
15
2017
met
April
5th
in
maple
night
at
correction
in
May,
9th
of
2017,
and
if
we
carry
it
forward
to
where
we
are
today,
that
is
now
four
months.
So
we
are
at
the
four
month.
Point
always
took
four
months.
If
you
remember
in
that,
it
was
in
the
last
charter
revision
that
the
Board
of
Ethics
was
equal,
was
put
in
to
our
Charter.
A
Okay
and
then
the
last
thing,
the
last
question
that
I'm
going
to
answer
is
the
what
city,
officials
board
members,
Commission
members
or
other
employees
from
information
gathered
from
the
investigation
are
aware
of
the
trips
prior
to
the
first
newspaper,
reformed
by
the
boat
there's
an
ongoing
investigation
that
has
occurred.
That
information
is
still
under
executive
privilege
and
has
not
been
released
to
the
city.
It
is
still
within
the
board
of
ethics
and
the
lawyers,
and
therefore
there
is
no
answer
that
the
other.
A
The
other
three
questions
that
are
here
I
will
bring
up
and
I'll
explain
copies
of
the
ethics
complaint
investigations
that
work
they
want
Kiley.
He
wants
copies
of
the
ethics
complaint
investigations
that
were
completed,
leading
to
the
two
Kentucky
Derby
trips,
Greenbrier
resort
trip
and
free
kick
TV
sea
cable
service
as
soon
as
those
are
done
and
completed,
then
that
information
will
then
be
available
for
foi
once
the
lawyers
have
reviewed
it
and
have
redacted
any
privileged
information
in
accordance
with
the
fo.
A
general
statute.
I
also
want
the
cost
of
the
investigations.
A
The
investigations
are
not
complete,
and
so,
therefore,
we
cannot
provide
you
the
information
on
the
cost
of
the
investigations
because
of
attorneys
fees
relating
to
the
ethics
complaints.
Again,
the
ethics
complaints
are
not
complete
and
therefore
we
do
not
have
the
attorney's
fees
so
that
addresses
all
six
areas,
so
that
should
for
reasonable
people
should
wrap
up
the
information.
Regarding
again,
if
there's
no
new
information,
no

anything

there
again.
We
