A
Okay,
recognitions
awards
and
memorials
I
want
to
thank
everyone
that
was
involved
with
the
preparation
for
SEL
fest
and
for
the
fireworks
and
I
especially
wanted
to
thank
the
police
and
the
fire
and
all
the
regional
responders
that
came
out
and
helped
us
through
mutual
aid
on
Saturday
night.
It
was
a
tremendous
event.
We
only
had
a
couple
of
small
skirmishes
after
the
fireworks
and
overall
it
was
a
great
event
and
I.
B
A
B
A
B
A
Do
and
you're
right
I
should
have
I,
should
address
them
as
well.
They
were
tremendous
and
getting
set
up,
putting
the
signs
providing
two
sawhorses
helping
to
set
up
to
close
out
close
down
the
roads
and
then
you're
right
afterwards,
the
next
day
they're
they're
picking
up
cleaning
up
and
in
the
city
clean
again,
you
are
correct.
We
had
a.
We
had
a
lot
of
people
here
this
year.
A
When
you
are
recognized,
please
approach
the
podium
stay
clearly
your
name
and
address
and
speak
into
the
microphone.
Each
presentation
should
be
limited
to
five
minutes
or
less,
and
citizens
should,
if
possible,
cement,
emailed
or
written
comments.
Presentations
should
be
related
to
matters
pertinent
to
the
city
of
Groton
city.
Councilors
will
only
ask
questions
in
order
to
clarify
the
speaker's
presentation
and
can
respond
during
the
response
to
citizens
petitions
portion
of
the
meeting.
There
is
one
person
who
would
like
to
speak.
C
C
C
A
You
could
you
could
pass
it
around
for
clarification
if
you
go
down
Warner
Warner
at
the
end,
there's
a
it's
kind
of
like
a
cul-de-sac,
kind
of
nod,
it's
just
a
dead
end.
At
the
end,
there
is
a
gate
that
goes
to
mr.
DiBiase's
land.
It
is
our
excuse
me
his
property.
It
is
a
swing
gate,
a
pedestrian
gate,
if
you
will-
and
then
there
is
I-
did
not
measure
how
many
feet,
but
there's
some
some
area
there
before
footage
there.
Before
you
get
to
the
pavement
and
initially
when
mr.
A
DiBiase
called
us
and
talk
to
us
me
in
the
mayor's
office,
there
were
concerns
about
plowing
of
snow
and
blocking
it
and
also
of
cars,
blocking
that
so
that
you
can't
get
out
the
one
of
the
challenges.
I
asked
Jill
rust
to
look
up
to
see
if
we
had
any
ordinances
that
address
this.
If
we
do
not
have
specific
ordinances
that
address
this,
because
it's
not
a
driveway,
if
I'm
walking
a
driveway
there,
depending
on
whose
opinion
you
have
there,
there
could
be
room
at
the
door,
could
open
I
did
not
verify.
Personally.
C
C
A
E
C
C
A
F
C
F
F
C
F
F
D
The
distance
between
the
two
sides
of
properties,
if
there's
a
car,
parked
on
each
side
of
the
road,
do
you
consider
that
the
two
cars
that
are
parked
in
the
inside
is
impeding
traffic,
because,
even
though
there's
a
there's
a
dead
end
that
the
intro
ends,
those
two
cars,
are
they
illegally
parked
there?
Because
the
way
the
road
goes
or
is
it
a.
D
F
C
F
C
E
F
F
F
F
F
D
D
A
You
want
to
call
the
office
tomorrow.
I
need
I,
need
to
breathe
gentle,
but
Oh
brief,
chill
Rusk
from
what
happened
here
tonight
and
then
go
the
Public
Safety
Committee,
where
we'll
get
the
police
involved
and
well
look
at
what
options
we
have
and
if
that
committee
is
not
the
right
committee,
which
I
think
it
is,
then
we
go
to
public
works
but
I'm,
fairly,
confident,
Public,
Safety
Committee
is
a
correct
committee.
A
A
A
motion
in
a
second
any
discussion
additions
deletions,
very
nice
I
want
papers,
say
I.
Thank
those
section
motion
carries
I,
need
a
motion
for
July
1st
2018
mayor
council,
meeting
minutes,
I
so
move.
Second,
we
have
a
motion
a
second
any
discussion,
changes
your
department
or
pieces
or
lilies
and
hearing
that
all
in
favor,
say
aye
aye
opposed,
say,
nay,
motion
carries
communication.
Is
it
report
comes
from
the
cable,
nothing
to
report,
nothing.
B
A
For
brevity,
I
do
not
have
anything
well,
one
thing:
there
is
a
jail
s.
A
joint
land
use
study
workshop
that
is
going
on
in
the
auditorium
and
started
seven
go
to
nine.
This
is
for
transportation
and
housing
study
associated
with
a
base,
and
with
order
just
so
much
you
know,
committee
referrals,
anyone
have
a
community
referral
for
car
yeah.
F
So
this
is
to
public
safety
and
in
it
I
in
my
opinion
and
I,
believe
you
guys
are
degree
that
this
is
a
non
public
safety
issue
and
I've
over
actually,
over
the
years,
even
before
I
took
a
seat
on
City
Council,
the
neighbors
around
the
area
of
meaning
all
neighbors
around
I
mean
I,
get
to
say,
132
themed
streets,
that's
my
address!
F
So
the
neighbors
around
with
132
Thames
Street
on
the
Riverside
and
on
my
side
there
is
parking
right
over
in
that
area,
which
I
don't
know
what
you
call
it
something
the
little.
What
is
that?
Well.
F
So
I'm
referring
to
is
from
Broad
Street
to
new
update
puffins
headers
of
you
know,
they're
very
narrow,
it's
maker,
D
the
whole
thing
there
and
what
I've
seen
is
dome
allowing
parking
there
on
parking
right
there
at
that
area.
It
really
impedes
traffic.
You
can't
see.
There's
no
visibility
on
people
constantly.
F
You
know
give
a
beep
when
they're
passing
you
know,
so
people
are
aware
that
there's
an
oncoming
car,
but
if
there's
a
big
truck,
meaning,
especially
under
problem
with
Garbo,
was
there
right
if
there's
a
big
truck
or
a
boss,
bosses
have
seen
buses
had
to
wait
for
cars
to
pass.
What
I've
seen
at
least
I've
been
I've
lived
in
my
residence
I
132
for
10
years
and
I've
probably
been
outside
of
my
residence
and
I've
witnessed
at
least
four
or
five
accidents.
D
F
Accidents
I've
witnessed
meeting
cars
going
southbound
into
the
city
and
hit
port
cars
and
I've
also
witnessed
a
few
sideswipes
I
mean
talking
with
my
neighbors.
You
know
it's
it.
The
people
who
park
there
aren't
well
I,
can't
say
they're,
not
property
doors
but
they're,
not
there.
They
haven't
been
residents
for
a
long
time
that
the
residents
that
have
lived
in
that
area
for
numerous
amount
of
time
they
park
off
that
street.
The
only
people
that
park
there
are
people
that
really
aren't
unaware
the
people
that
are
linkers
that
come
in
okay
Clark.
F
You
won't
see
residential
parking
that
even
parking
the
puffins
parking
lot.
Are
they
Park
on
Broad
Street,
because
they
know
the
dangers
of
parking
your
car
is
gonna,
get
hit?
Okay
in
the
current
parking
there.
That's
there.
Now,
it's
the
the
roads,
I,
don't
know
if
you
guys
are
familiar
with
what
the
cars
are
halfway
in
the
lane
and
yourself
don't
lean
they're,
not
even
look
they're,
not
even
all
out
of
the
road.
You
know
so
I
think
we
need
to
look
at
that
and,
as
far
as
like.
A
F
A
E
A
F
A
I
forgot
to
bring
them
my
Charter
with
me,
but
early
on
in
my
first
term,
we
had
an
issue
I
think
it
was
in
my
purse
arm
right.
We
had
an
issue
when
we
had
a
three
to
one
with
over
good
to
go.
The
next
day
clerk
Becker
come
up
and
said
you
know
what
I
didn't
really
didn't
pass
and
we
went
back
to
the
Charter,
and
so
we've
really
arises
ourselves
with
the
Charter
just
to
make
sure
that
you
guys
are
aware.
So
that's
one
bit
of
out
the
other.
A
Did
you
guys
get
the
names?
Okay?
So
we
have.
We
have
the
three
names
that
were
there.
We
also
for
full
disclosure
when
you
put
it
on
Facebook
page,
so
that
people
could
could
provide
their
input,
because
there
was
a
concern
that,
even
though
we
went
public
with
it,
the
public
did
not
then
get
a
chance
to
listen
to
the
two.
The
three
names
so
I
had
Jill
Talley.
That
today
in
for
Senate
said
terrorists,
there
were
six
votes
for
rotten,
Bank
parks.
There
were
20
votes
and
four
themes
of
you
park.
A
F
F
F
A
A
F
I'm,
not
no
I'm,
not
going
Tom's
talking
about
as
far
as
not
saying
like
he
said
like
he
said
it's
your
own
though,
but
I
know
that
Dame's
we've,
what
the
beach
being
a
liaison
with
the
beach
damage
to
do
Park
also
came
up
number
one.
As
far
as
like
the
beach
committee
goes,
the
beach
community
goes
on,
and
then
there
was
also
a
question
as
far
as,
if
grind,
if
that
location
was
actually
in
grant
bank
because
of
its
outside
of
the
parameters
they're
both
well
I'm,
not
sure
if
they
got
the.
F
B
A
Well,
let
me
okay,
okay,
but
the
the
answer
to
your
question
is:
okay:
we're
not
going
to
table
it
because
that's
the
misuse
of
the
term
table
and
Robert's
Rules.
You
could
postpone
the
vote
to
a
meeting
and
that
meeting
would
be
the
meaning
of
August
5th,
which
is
the
next
mayor
and
council
meeting.
So
if
the
council,
if
you
as
the
council
representative
council,
do
not
want
to
vote
on
this
tonight,
you
can
make
a
motion
to
postpone
the
vote
until
August.
E
E
F
I
can't
speak
for
them,
but
I
do
know.
We
did.
