From YouTube: City of Groton Mayor & Council - 1/22/18
Description
City of Groton, CT municipal meeting - Mayor & Council: January 22, 2018.
A
Remember
I
said
a
mil
is
about
a
million
won
and
in
dollars
revenue,
revenue
or
expenses.
We
have
several
million
dollars
of
projects
that
should
be
done
on
the
WPC,
a
that
aren't
being
done,
because
we
don't
want
to
raise
taxes.
That's
a
situation
that
we're
in
them
so
I'm,
not
trying
to
say
that
we're
dire
and
everything
is
going
to
fail.
We're
gonna
have
debris
everywhere,
I'm,
not
saying
that
I'm
not
creating
a
crisis.
What
I'm
saying
is
I'm
moving
this
over
to
the
utility.
A
You
know,
because
there's
money,
this
Senate,
that's
going
to
go
to
set
aside
that
money
is
going
to
be,
is
going
to
be
allowed
to
use
that
money
for
infrastructure
projects,
which
is
what
we've
been
talking
about.
Doing
maintaining
our
infrastructure.
We've
been
talking
about
this
for
years.
So
that's
the
purpose
of
what
we're
trying
to
do.
If
you
were
some
of
you,
you've
been
around.
A
Probably
we've
been
around
the
longest,
not
probably
because
you
were
here
before
I
got
here,
but
it
was
on
one
of
my
committees
like
six
years
ago
to
look
at
non-taxable
sewer
rates
for
non-taxable
amenities,
and
we
started
looking
at
that
with
Roger
to
the
council.
We
had
several
questions
on
it.
Against
said
back
to
the
drawing
board,
the
decision
was
made
to
go
across
the
board
with
it
there
are
going
to
be
some
people
that
I'm
going
to
need
to
talk
to.
A
There
are
organizations
that
aren't
used
to
paying
a
fee
that
will
now
pay
fees.
There
are,
for
example,
there
some
churches,
riverfront
Yukon,
Avery,
point
those
guys
use
water,
they're,
non-taxable
amenities,
now
they'll
be
paying
a
fee,
but
for
most
residential
customers
it
should
be
close
to
a
wash
or
you
may
see
it
actually
go
down.
That's
what
I
think
I
know
based
on
our
studies
and
what
we
found
so
far.
Councillor
Carter
all.
B
Right,
so
even
based
off
what
you
said,
I
mean
it
seems
to
me
that
we're
wrong
we're
talking
to
us
property
owners
and
not
as
people
who
read
because
right
now,
it's
the
rate,
the
sewage
is
coming
out
of
taxes
trucked.
So
if
your
rented
in
during
a
four
bedroom
or
for
like
a
multi-family,
no
riilu
somebody
the
property
owners
paying
that
tax.
C
B
C
B
A
B
Utilities,
what
but
but
you're
saying
that
this
would
either
way
would
be
added.
The
sewage
is
one
thing
and
then
your
utilities,
the
regulates.
What
does
this
full
separate
thing?
That's
correct!
That's
separate
right
like
so.
It's
almost
most
most
popular
that
these
bed
rent
that
most
homeowners,
they
don't
they.
They
just
pay
that
early
and
that's
my
one
question.
Well,
that's
my
one
thing.
The
second
thing
I
was
gonna
say
is
when
it
goes
to
a
a
user
based
rate.
B
B
And
that's
that's
and
then
the
other
thing
is
with
the
tax,
beast
and
I
know
and
I
know
it's
just
sort
of
thing.
Another
thing
we're
you
guys
are
receiving
that
money
tax
basis
you're
getting
that
almost
certainly
so
now,
when
you
go
to
a
user
based
rate,
do
you
add
that
user
or
that
residential
as
at
a
whole
new
account
now?
Is
that
a
whole
new
account
someone
who's
receiving
the
subsidy?
Somebody
may
not
o
be
financially
set?
Is
that
a
whole
new
account.
D
E
E
B
So
now
what
that's
it
now,
whatever
rate
we
set
like
in
that's
produced
its
own
another
point
now,
if
they
have
the
whole
V
whoever's
renting,
paying
that
right
and
there's
a
citrate,
the
wall
bus,
that's
even
more
so
somebody
like
you
know,
I
mean
like
speak
for
myself.
I
could
pay
30
bucks
30
dollars,
you
know,
I
got
hurt
me
so
might
at
least
received
a
subsidy.
He
was
now
in
a
multi-family
house.
There
was
they're
paying
the
same
as
much
much
as
money
as
I'm,
paying
no.
F
B
Also
uses
you
know,
I
just
I,
just
think
that
it's
it's,
it
could
be
I,
think
we're.
G
A
B
H
H
Now
I
have
a
three
family,
so
I
get
all
the
bills
for
it
and
I
get
one
of
them
is
included
in
the
house
meter.
So
I
pay
that
bill.
But
if
that
tenant
uses
a
ton
of
electricity,
I'm
gonna
increase
his
rent,
the
sewer
usage
I,
don't
currently
see
so
I
don't
charge
extra
when
they
use
more
transfers,
but
no.
I
H
Mean
I
I
incremental
increase
it
I
review
every
year
and
increase
but
I.
What
he's
saying
is
a
regular
homeowner.
Now
is
gonna,
get
a
sewer
bill
and
go.
Oh
crap
I
have
to
pay
this
and
they're
gonna
pass
that
cost
directly
on
to
the
tenants,
because
now
they're,
seeing
it
more
visibly
that's
what
he's
trying.
C
G
We're
not
can
I
address
this
I
think
what
was
what
councillor
Carter
is
saying
is:
currently
you
have
a
rental
of
property
and
off
the
top.
You
know
the
landlord
is
charging
X
amount
instead
of
that,
most
potentially
instead
of
a
landlord
saying:
okay,
now
I'm
paying
less
on
my
taxes,
I'm
gonna
cut
my
rental,
the
rents
gonna
stay
the
same,
and
that
fee
is
now
going
to
go
on
to.
A
B
It
breakdown
of
the
red
side
really
because
there's
two
ways:
the
only
thing
I'm
saying:
listen:
I'm,
not
saying
I'm,
saying
even
based
off
of
me,
bringing
that
off:
that's
something
that
they
think
about
I
think
we
have
to
all
think
about.
We
have
to
think
about.
Everybody
I
think
we're
thinking
of
the
rich
of
people
who
ever
think
we
have
to
think
of
people
who
rent
and
not
own
properties,
I
think
the
way.
What's
your
name,
I
missed
that
mister
named
Dave
Dave.
So
even
the
fact
that
Dave
when
he
mentioned
$30,
that's
nothing.
E
C
C
D
By
implementing
user
charge
is
having
equity
in
the
system.
I
realize
that
that's
going
to
potentially
put
additional
economic
burden
on
some
customers,
I
can't
I,
don't
think
it's
the
responsibility
of
facilities
to
say
what
a
landlord
should
be
doing
with
their
bills.
They
it's
the
property
owner
that
receive
the
water
bill
right
now,
it's
a
property
only
W
receiving
the
sewer.
You
would
think
that
by
the
property
owners,
taxes
most
likely
or
it's
going
to
decrease
or
what
it
would
benefit,
the
superuser
sewer
now
who's
still
in
there.
D
B
There
should
be
some
sort
of
awesome
and
I
understand
that
and
I
understand,
putting
the
may
make
sense
to
put
that
into
the
utility
I
get
that
you
know,
but
I
think
putting
two
utility
and
how
it's
paid
for
is
two
separate
things.
That's
what
I
think
and
I
think
that
just
bringing
the
question
was
whether
people
were
rent
or
own
the
property.
You
know,
there's
they
still
have
to
say
in
the
matter.
There's
still,
you
know,
there's
still
the
stole
repairs
because
they
pay
their
utilities.
You
know
that's,
you
know
so.
J
D
What
you
do
for
rental
profits,
it's
incredibly
difficult
weekend,
adventures
because
you're
not
sending
them
a
correct
bill.
If
you're
not
sending
those
records
and
direct
bill,
how
can
you
provide
them
economic
assistance
on
their?
You
can't
just
one
idea
canal
with
utility
for
printing
vouchers,
full
directors
that
they
could
give
to
their
their
property
owners,
and
that
was
their
council
shot
that
down
quickly.
So
we
can't
curricula
section
pretty
much
do
that.
It's
really
difficult,
almost
impossible,
provide
assistance
to
a
customer.
If
you're,
not
if
you're
not
getting
done
the
director.
B
Like
I
said
I'm
totally
on
board,
you
know
with
what
you
guys
are
saying,
but
I
saw
I
also
know
a
ton
of
people
that
it
could
potentially
affect
I
was
is
bringing
the
question
and
I,
don't
think.
Certainly
I,
don't
think
you
know
I
mean
I.
Think
now
you
know
where
else
to
turn
off
most
I
didn't
think
before
it's
clear
what
I
was
saying
but
I'm,
not
against
anything
I
get
what
you're
saying
you
know.
I
just
know.
K
B
B
A
Of
the
things
we're
gonna
be
doing
is
this:
this
starts
the
massive
outreach
program
that
we're
doing
we're
gonna
start
campaigning
on
it,
not
campaigning
we're
gonna
start
marketing
this
talking
about
it
and
explaining
what's
going
on,
there
will
be
a
public
hearing
on
this.
We
may
even
include
a
public
meeting
or
a
public
information
session
before
we
have
the
public
hearing.
If
we
think
we
need
to
do
that,
we're
going
to
be
talking
about
this
a
lot
between
now
and
budget
time,
counselor
shefte,
yeah,.
K
Follow
up
with
a
counselor
Carter
yeah
you,
you
know,
you
see
the
rollover
effect
that
could
take
place
with
this
by
the
landlord
against
the
tenant.
If,
let's
say
it's,
you
know
they've
got.
We
hope
that
it's
stipulated
in
the
rental
agreement,
but
of
course
there's
no,
you
know
no
guarantee.
That
could
happen.
So
I
think
counsel
card
is
probably
looking
for
some
kind
of
protection.
You.
B
L
E
E
First
of
all,
my
name
is
Tina
damage
on
the
general
manager
customer
service,
so
the
water
always
stays
in
the
landlord's
name,
because
water
is
Alena
Bowl
entity
so
that
the
water
does
not
get
paid
between
the
property
most
of
the
landlords.
Few
servers
and
grab
utilities
the
water
bill
actually
a
second
copy.
The
water
bill
goes
to
the
tech.
Yes,.
E
A
G
E
E
E
G
E
B
G
E
F
E
G
G
You're
gonna
continue
and
in
the
future,
can
we
get
some
sort
of
idea
of
how
much
this
tax
deduction
is
going
to
be
I'm,
not
sure
who
that
would
come
from
so
that
we
can
say
to
our
to
the
residents.
You
know
this
is
how
much
you
will
theoretically
save
on
your
taxes.
This
is
what
you
should
see
coming
off
your
taxes
for
this
line.
Item.
D
G
G
Currently
very
favorable
with
this
I
mean
I,
understand,
there's
a
lot
of
questions
and
concerns
I,
like
the
fact,
though,
that
you
pay
for
what
you
use
and
I
think
when
we
talk
about
elderly
in
our
community,
this
is
so
much
more
equitable
than
what
the
firm
system
is.
So
thank
you
for
your
work.
I
know
this
is
a
lot.
M
N
M
It
be
school
whether
it
be
tax
free
from
the
utilities
perspective,
the
goal
and
every
single
one
of
these
studies
was
to
bring
actual
costs
all
the
way
through
the
system
and
have
everybody
pay
their
fair
share,
but
not
more,
not
less.
That's
the
goal
that
actually
every
cost
of
service
that
we
did
and
the
goal
was,
is
that
where
we
do
take
a
say,
large
customer
that
we're
negotiating
with
we
say
listen,
this
is
what
it
costs.
It's
really
not
fair
to
have
the
residential
people
pay
for
this.
For
you
or
looking.
H
A
That's
that's
part
of
the
on
the
timeline.
One
of
the
things
I'm
going
to
start
in
February
is
I'm
going
to
Yukon
every
point,
talk
to
them
and
I'm
going
to
talk
to
some
of
my
churches
and
some
of
the
and
say
riverfront
the
bill.
The
bills
that
I've
seen
have
been.
They
don't
look
like
they're
that
big,
but
if
you're
not
used
to
paying
anything
and
suddenly
you
got
to
pay
something,
then
that's
going
to
be
a
challenge,
but
I
am
to
reach
out
to
them.
A
F
A
One
of
the,
if
you
well
the
way
this
started
was
six
years
ago
we
talked
about
looking
for
revenue
streams
and
one
of
the
things
that
we
identified
is
that
non-taxable
amenities,
not
just
nonprofits
but
non-taxable
amenities,
which
included
state
the
city
of
the
town,
were
using
water
and
not
paying
anything
for
it.
They
didn't
pay
taxes.
So
could
we
do
user
fees
and
that's
how
this
whole
thing
started
and
then
eventually
it
more
for
lack
of
a
better
term
into?
A
Let's
look
at
moving
the
WPC,
a
from
the
you
from
the
municipality
to
the
utility
and
applying
it
across
the
entire
rate
based
structure,
and
that's
where
we
are
today
any
other
questions
on
this.
Okay.
I
would
like
to
get
your
consensus
to
continue
to
move
forward,
so
we
can
work
on
the
budgets,
so
we
can
get
started
even
though
there
are
some
questions
that
you.
K
F
A
Won't
you
for
those
of
you
that
are
watching
on
TV
or
when
you
download
this.
We
just
had
it.
You
just
saw
a
partial
discussion
on
the
sewer
use
feasibility
study.
We
have.
We
have
presentations
on
the
sewer,
utility
creation
and
rape
study
that
is
intended
to
move
the
WPC,
a
which
we
want
to
push
control
authority
from
the
municipality
to
the
utility
and
go
from
paying
for
that
with
taxes
to
paying
for
it
with
the
user
fees.
A
If
you
have
any
questions
or
if
you
want
to
get
copies
of
this,
you
can
come
in
to
the
City
Clerk's
office
or
you
could
come
into
the
mayor's
office
or
you
can
call
me
at
eight
six,
zero,
four,
four
six,
four
one,
zero
three
and
then
we
can
either
answer
your
questions
or
get
you
copies
of
this
presentation
we
will
have.
We
will
continue
to
have
presentations.
We
will
continue
to
discuss
this.
A
The
intent
of
the
whole
thing
it.
The
reason
we're
doing
it
now
is
because
we
are
preparing
budgets.
What
I
did
not
want
to
do
is
to
have
a
budget,
and
then
you
pay
taxes
and
then
turn
around
later
in
the
fiscal
year
and
start
a
user
fees.
So
what
we're
trying
to
do
is
we
are
preparing
the
budgets
at
the
same
time,
so
the
utilities
will
prepare
an
electrical
water
and
a
sewer
fee.
A
Subtraction
sewer
budget
Municipality
will
prepare
the
budget
without
the
sewer
fees
so
that
pretty
much
wraps
it
up
back
to
my
question
with
my
question
with
the
council:
do
I
have
permission
to
continue
moving
forward
in
this
direction.
We
can
still
stop
at
a
later
date
if
this,
if
you,
if
you
as
the
council,
feel
that
this
is
not
the
right
way
to
go
or
we're
not
answering
your
questions,
but
my
intent
is
to
get
the
questions
answered
so
that
you
are
comfortable.
F
A
Not
sure
the
word
that
come
from
the
southeastern
Connecticut
Council
of
Governments
and
that's
the
thing
that
was
sent
to
you
in
an
email
are
actually
the
excerpt
was
sent
to
you
in
an
email.
We
had
the
inch
and
a
half
thick
document.
If
you
need
to
see
if
you
want
to
see
that
in
the
full
document,
but
basically
what
they're
asking
us
to
do
is
to
pass
a
resolution
that
we're
going
to
follow
that
plate
and
Barbara.
Let
you
film
this.
O
Is
the
update
from
of
the
2012
plan
and
melona
mcbroom
was
hired
by
the
southeastern
Connecticut
Council
of
Governments?
They
are.
The
cog
was
doing
an
overarching,
Hazard
Mitigation
plan
for
the
entire
region
under
that
fell
different
all
the
cities
and
towns
within
their
region.
Each
got
their
own
individual.
They
call
it
an
annex
I'm,
not
sure
why
but
an
individual
plan.
So
what
you
got
was
this,
which
is
thick
enough,
but
you
can
imagine
what
the
ginormous
overarching
one
with
all
the
communities
is.
They
came
through.
O
A
F
A
O
This
is
the
small
harbors
Improvement
Program,
it's
a
state
program.
It
was
we've
got
approval
for
this
grant
back
last
I.
Think
June,
because
we
didn't
have
a
state
budget
at
the
actual
receipted
that
final
bonding
authority,
what
we
did
until
November.
We
just
got
authorization
that
we
have
fifty
four
thousand
four
hundred
dollars
in
a
grant.
It's
going
to
pay
for
the
engineering
and
design
of
a
pier
and
docks
at
the
cost
of
property,
which
is
what
we
applied
for
today.
C
O
A
Challenge
the
challenges
as
a
bond
committee
was
shut
down
for
a
short
period
of
time,
and
so
they
were
finally
allowed
to
continue,
and
this
has
just
been
approved
and
that's
why
we're
coming
to
you
now
is
we
want
to
come
to
you
like
watch
their
weight
at
the
Fox
booth
flip
from
the
state's
that's?
Why
it
says
here:
Kaspar
Depot:
did
you
ever
pull
I'm?
Sorry
were.
G
Rich
I
just
wanted
to
thank
you.
I
know
this
has
been
a
long-term
project
and
trying
to
get
I'm
really
excited
that
this
is
moving
forward.
Well,.
O
O
A
I
need
a
motion
to
move
this
to
the
mayor
and
council
meeting
of
5
February
2018.
Seventh.
Second,
any
further
discussion
hearing,
none
all
in
favor,
say
aye
aye,
post-tensioned
motion
carries
unanimously
and,
lastly,
664
ordinance
amendment
a
Planning
and
Zoning,
the
Zoning
Board
of
Appeal
application
fees,
664.
O
This
ordinance
was
adopted
in
2007,
said:
establishing
fees,
as
part
of
that
was
an
exemption
for
city
requests
to
pay
for
applications.
It
deals
with
applications
for
amendments
and
site
plans
and
subdivisions,
and
so
on
and
so
forth
and
I
believe.
The
mayor
was
approached
by
a
member
of
a
nonprofit
that
is
looking
to
develop
here
and
wanted
to
do
a
text
amendment
and
a
site
plan
and
asked
for
a
waiver
of
the
fees
as
they
were
a
non-profit
and
you
can't
leave
it
first
of
all.
It's
not
the
mayor's
authority
to
waive
it.
O
It's
the
Planning
and
Zoning
Commission
and
second
of
all,
there
was
nothing
in
these
in
the
ordinance
to
allow
that
to
happen.
So
I
did
take
it
before
the
when
I
got
the
application
for
the
text
amendment
to
allow
cultural
memorial
parklets
in
our
commercial
zones.
When
I
got
that
text
amendment
for
our
zoning
regulations,
it
also
came
with
a
request
for
a
waiver
of
those
fees,
so
I've
processed
that
through
our
Planning
and
Zoning,
Commission
and
I,
explained
to
them
the
cost
that
the
taxpayers
would
have
to
absorb.
O
O
Was
that
application-specific
they're
going
to
have
to
ask
again
for
the
site
plan
application
a
waiver
of
that
as
well?
So
that's
the
only
mechanism
within
the
ordinance
that
the
council
passed
in
2007
notice
that
they
have
to
go
before
the
Planning
and
Zoning
Commission
and
asked
for
a
waiver
of
those
fees.
So.
O
A
C
O
Ordinance
were
to
change
to
make
a
universal
exemption
for
all
nonprofits.
The
Commission
would
not
have
that
option.
They
did
not
ask
them
to
weigh
in
on
the
value
of
the
ordinance
at
the
time.
I
just
asked
them
to
weigh
in
on
the
waiver
that
was
requested
at
that
moment,
because
that's
all
they
were
asked
to
do.
O
In
place
correct,
it's
already
in
place,
the
exemptions
are
spelled
out
and
the
process
for
waiving
those
is
also
spelled
out.
So
the
only
way
you
if
you
wanted
to
go
further
with
it,
you
might
want
to
revisit
the
ordinance
and
rewrite
that
section
if
you
believe
that
it
should
be
revisited,
that's
up
to
you,
but
there
is
a
mechanism
by
which
a
non-profit
can
ask
for
a
waiver
by
based
on
this
ordinance.
A
P
A
G
So,
if
we're
looking
at
that
four
hundred
and
sixty
thousand
dollars
and
we're
trying
to
take
that
out
of
budgets
without
raising
taxes,
what
percentage
are
we
looking
at
trying
overall
percentage?
Are
we
looking
at
trying
to
cut
across
the
board?
So
if
we're
looking
at
last
year's
budget-
and
we
need
to
cut
four
hundred
and
sixty
thousand
dollars
to
to
keep
taxes
the
same
or
to
not
raise
taxes,
what
percentage
do
we
need
to
try
to
cut
from
every
budget?
A
So
what
I've
asked
for
the
Vesper?
Zero
are
level
services,
because
one
of
the
challenges
that
we
have
is
that
negotiated
raises
are
set
at
2%
this
year.
So
you
have
a
2%
increase,
that's
already
negotiated,
and
then
you
have
the
$460,000,
which
is
going
to
be
a
portion
across
everybody.
Now
that
also
includes
the
utility.
P
P
A
Oh,
that's
worse,
so
Porter
such
as
bad,
as
is
that
ok,
good,
then,
this
time
right
there
$26,000
this
one
is
coming
is
what
is
coming
out
of
them
in
this
bout.
This
is
one
of
them.
This
is
not
the
driving
factor,
but
this
is
one
of
the
reasons,
one
of
the
factors
that
I
wanted
to
get
the
WPC
a
out
of
the
municipality
and
into
the
utility
so
that
we
have
a
woman.
That's
going
to
give
us
a
little
bit
of
breathing.
G
I
can
tell
I,
do
I
just
want
to
make
sure
I
mean,
and
this
I'm
sorry
Tim
that
were
holding
me
up.
I
want
to
make
sure
we're
not
saying
we're.
Gonna
take
your
you
know,
taking
a
step
back
to
the
water
or
the
sanitation
budget.
I,
don't
want
to
say
we're
going
to
take
we're
gonna,
lower
your
taxes,
but
raise
your
water
erase
your
rates
and
then
turn
around,
and
you
know
nobody's
ever
seeing
that
so
I
want
to
try
to.
You
know,
keep.
A
Well,
let
me
be:
let
me
be
clear
that
if,
if
right
now,
if
you
do
the
simple
math,
if
last
year's
any
PCA
was
about
1.7
million
dollars,
so
if
you
take
that
out,
that's
1.7
million
dollars,
but
actually
you
probably
be
closer
to
2
million
this
year.
So
you
would
you
would
not
let's
go
with
the
1.7.
You
wouldn't
see
that
okay,
but
we.
A
See
that
you
wouldn't
see
it
and
municipal
okay,
so
that
expense
would
go
away,
but
in
replace
of
that
expense
you
have
460
thousand
dollars
that
you
got
to
cover
okay,
so
that
doesn't
mean
this
is
where
it
gets
complicated.
You
move
the
1.7
million
out,
but
that
doesn't
mean
you
get
a
1.7
million
dollars
from
taxes,
because
now
you
got
to
add
back
into
460
thousand
dollars
of
taxes
from
the
increases
in
insurance,
karma.
A
So,
yes,
you
left
the
WPC
a
in
in
addition
to
a
potential
2%
increase
based
on
negotiated
sours
you'd
have
four
hundred
sixty
thousand
dollars,
which
is
roughly
half
a
mil,
so
we'd
go
from
five
point
two
two
to
about
five
point:
seven,
two!
Maybe
five
point:
seven,
five
point:
seven.
Eighty
five
point:
eight
something
just
doing
the
figures:
real
quick
in
my.
A
G
P
Paige,
just
kind
of
summarize
it
from
snow
engineering,
look
at
the
bottom
line,
change
of
that
it's
sixty
thousand
dollars
three.
Seventy
percent
increase
of
that
64,000.
This
increases
based
on
those
insurance
pension
costs
that
we
just
discussed
earlier
so
typical
engine
actually
decreased
with
Louie.
Just
based
on
employees,
have
been
believe
absolutely
papers
of
people
have
asked
what
in
different
classifications,
so
the
salaries
actually
came
down,
but
those
other
benefits
is
what
is
the
driver
that
increase
this
budget?
And
you
see
the
capital
is
reduced
from
the
previous
year
by
29.
N
A
L
P
Oops,
oh
it's
a
it's!
A
regionally
simple
snooze
counties
are
in.
He
still
thinks
we're,
probably
better
off
than
if
we
went
to
market
I
know
these
companies
he's
been
looking
into
it.
There
is
one
piece
of
equipment,
breakdown
policy,
but
other
than
that.
He
think
he
does
look
at
it.
We
do
have
them.
L
G
P
L
G
P
C
A
You
and
we
are
looking
to
fill
those
positions.
Okay,
sure
one
of
the
challenges
that
we're
gonna
have
is
we're
probably
going
to
go
into
the
town
this
year
and
we
will
spend
less
than
what
we
were
allocated.
What
we've
asked
for
last
year
and
that
got
us
into
the
issue
with
the
mayor,
were
on
the
police
budget.
So
I
was
going
to
take
$50,000.
A
The
finance
director
is
also
working
with
Cindy
Landry
to
come
up
with
an
MoU
so
that
if
we
have
any
overages,
you
know
for
you.
Instead
of
that,
going
back
to
our
general
fund,
it
will
probably
go
into
a
special
revenue
fund
that
it'll
be
applied
to
future
all
right
those
kind
of
things
so
we're
looking
to
be
fiscally
responsible
not
only
to
us
but
also
to
the
town.
Thank
you,
and
we
will
do
that
for
both
highway
and
for
the
place.
Jasper
Sheffield.
A
A
A
Says
committee
to
confer
with
Town
Council
on
highway
funds,
a
committee
of
three
city
councilors
shall
be
appointed
annually
to
confer
with
the
town
of
Groton
Council
to
determine
the
amount
of
money
we
shall
be
necessary
and
proper
for
the
repair
for
the
making,
repairing
the
streets
and
highways
have
set
down
within
the
limits
of
the
city.
During
the
current
fiscal
year
of
the
city.
A
Being
the
fiscal
year
for
highway
budget
is
being
determined,
the
amount
of
money
which
shall
be
necessary
and
proper
for
the
making
of
repairing
the
streets
and
highways
a
said
town
within
the
limits
of
the
city
shall
include
the
amount
being
set
aside
for
any
necessary
and
proper
capital
improvements
for
such
purposes.
And
then
it
says
in
the
event
of
a
disagreement.
The
amount
shall
be
determined
by
a
committee
of
three
composed
of
one
of
the
following
and
that's
where
you
get
into
Commissioner
of
the
connected
VOT,
those
kind
of
things.
A
G
B
A
P
J
My
instructions
from
the
mayor
were
to
provide
a
level
services
budget
moving
into
the
next
fiscal
year,
which
I
believe
we've
complied
with.
As
a
historical
overview,
last
year's
request
was
cut
significant
speaking
with
director.
You
asked
for
literally
95
cents
on
the
dollar
for
what
we
had
requested.
So
in
a
spreadsheet
that
was
provided
to
you,
you
can
see
where
we've
been
very
austere
and
coming
forward.
We
will
have
a
request
overall
for
five
point:
three
four
percent
increase.
J
But
if
you
look
at
our
2018
request
versus
the
2019
in
crest,
the
request
you
can
see
that
does
it
actually
at
one
point
six:
six,
which
will
give
us
the
level
services.
We
are
not
immune
to
the
increased
costs
of
benefit
and
insurance.
As
you
can
see,
the
the
increase
in
that
line
item
in
the
extended
sheet
going
through.
If
there's
any
questions
for
a
line
item
I
to
myself,
rhetoric
to
us
prepared
answer.
P
So
we
wanted
to
actually
move
a
person
last
request
that
went
to
the
town
verse.
The
new
request
of
the
current
here
totally
truly
feel
what
the
change
was.
Does
that
increase?
Look
significantly
glass
covers,
so
when
you
go
through
the
first
line
item
is
the
Chiefs
portion
of
the
budget,
which
is
the
town
does
not
pay
for
any
course.
P
And
then,
if
your
eyelashes
now
I'd
be
going
through
there,
they
had
the
term
Untouchables
insurance
and
the
capital
so
kind
of
just
went
to
that
same
thought.
Processes
how
we
did
it
so
we're
backed
out
the
benefits
insurance,
excluding
the
Chiefs
benefits,
which
is
now
at
the
bottom
of
general
insurance,
or
just
a
lose
attention,
as
you
can
see,
it
increased
just
under
10%
combined
for
this
benefit.
So
when
you
back
lose
out
in
the
capital
last
year's
request,
visitors
for
best
actually
live
down
almost
1%.
He
take
this
capital
benefit
increases.
L
And
every
marriage
as
I
remember.
Nonetheless,
you
the
way
you
just
said
that
they
wanted
to
do
an
across-the-board
reduction
of
five
percent,
but
it
wasn't
done
fairly
toward
our
budget
as
opposed
to
their
budget,
because
it
was
on
our
total
cost
for
Police
Service,
where
they're
their
police
budget
did
not
include
all
services,
and
so
I
I'm
glad
that
that
we're
going
to
approach
that
correctly.
This.
P
Q
P
A
When
they
cut
$122,000
for
two
police
officers
and
also
the
additional
$50,000
just
because
that's
what
led
me
to
with
the
old
mayor,
saying
we're
going
to
have
an
MoU
so
that
unilateral
decisions
wouldn't
be
made
in
the
future.
We'd
be
agreed
upon
in
the
in
the
future.
And
then
both
parties
agree
and
I've
been
working
with
town
manager,
John,
Burke
and
Ronnie's
been
working
with
syphilis.
Anybody.
A
Any
any
other
any
questions
or
other
questions
on
the
police
budget.
That
I
need
a
motion
to
move
this
to
the
mayor
council
meeting
a
5,
February,
2008,
sorry,
I,
can't
we
have
a
motion
in
a
second
variant.
Further
discussion
hearing,
none
all
in
favor,
say
aye
opposed
abstentions.
Motion
carries
unanimously.
Thank
you.
Steve
thanks
chief
deputy
chief
plot
to
do
we're.
Gonna
go
to
669,
which
is
a
gambling
bingo
and
raffle
ordinance.
I
Thank
you.
The
ordinance
in
front
of
you
is
a
proposed
draft
ordinance
as
a
result
of
a
law
that
went
into
effect
as
a
public
act
this
year
to
effective
January
1.
We
actually
only
found
out
about
it,
maybe
a
month
prior
to
its
effective
date
as
occurred
to
a
lot
of
the
municipalities
in
the
state.
Basically,
what's
happened
is
the
state
was
running
bingo,
raffles
and
bazaars
under
a
state
statute.
I
When
it
comes
back
to
you,
which
will
include,
there
are
regulations
that
are
actually
the
statute
refers
to
regulations
done
by
consumer
protection
and
with
that
understanding
since
talked
to
the
state
about
that,
and
we
would
have
to
adopt
those
regulations
which
are
quite
lengthy,
but
they
do
get
into
the
actual
specifics
of
how
to
a
bingo
game
is
run.
How
much
can
be
charged
for
cards
all
those
specific
items
when
it
concerns
these
particular
games
and.
L
I
I
L
I
The
state
statute
says
it
has
to
be
done
within
10
days
after
a
particular
game,
we've
started
actually
with
the
Elks
who
are
already
doing
it
turned
out
their
permit.
Just
our
luck
permit
actually
expired.
January
1
and
the
statute
said
effective,
January
1,
so
we
really
had
to
scramble
on
on
this.
L
I
Thing
they're
going
to
continue
to
do
is
when
it
comes
to
the
equipment
for
bingo
such
as
cards
or
the
board
or
the
little
balls
or
whatever
they
have
all
that
it
has
to
be
done
purchased
by
certain
companies
that
have
been
investigated
in
the
state.
We'll
continue
to
do
that,
I,
they
also
get
$2,500
for
it.
So
maybe
I'm
gonna
have
something
to
do
with
it
as
well,
but
yeah
they
are
keeping
that
portion
of
it
for
the
time
being
so
we
we
have
to
take
on
the
rest
of
it
and.
G
A
G
For
us,
so
that
I
understand
this,
because
this
will
be
the
question
I
get.
If
schools
are
looking
to
do
basket
raffles
the
big
dough
cause,
you
can't
call
it
about
raffle,
cuz
raffles.
You
have
to
get
permits
for
what
I'm
reading
here
is
that
if
the
total
prize
doesn't
exceed
$7,500,
you
don't
need
a
permit.
Mike,
no.
O
I
I
A
You
are
there
any
other
questions.
I
think
that
I
need
a
motion
to
move
this.
The
mayor
and
council
meeting
of
5
February
2018.
Some
of
the
motion
is
second
any
further
discussion.
Hearing,
none
all
in
favor,
say
aye
opposed
same
abstention
motion
carries
you
ask.
Thank
you,
maybe
cheap
all
right.
No,
no!
No,
let's
see
where
we
want
to
go.
Next,
let's
go
to
665,
which
is
rotten
utilities.
Electric
rate
increase.
N
Q
What
I'm
going
to
do
was
give
you
a
chronology
of
the
events
of
the
leading
up
to
the
rate
increase
and
we're
where
it
started.
So
we
the
we
the
grant
you
to
your
management
and
the
grant
utilities,
Utility
Commission,
hired
utility
financial
solutions
to
do
a
cost
of
service
study
to
determine
if
whether
our
rates
we're
returning
the
amount
of
return
to
the
organization
to
keep
the
infrastructure
going
to
keep
maintenance
and
so
forth
at
the
appropriate
level.
Q
So
on,
October
25th,
the
principal
from
ufs,
presented
the
cost
of
service
study
to
the
utility
commission
in
Groton
and
identified
deficiencies
in
the
need
for
rate
increases
specifically
in
the
areas
of
debt
coverage
ratio,
minimum
cash
requirements
and
operating
income
and
the
Groton
Utilities
Commission
directed
utility
financial
solutions
to
produce
a
rate
that
addresses
the
deficiencies
identified
by
the
cost
of
service
study.
Then.
J
Q
However,
through
the
utilization
of
the
ce
mec
rate
stabilization
funds,
most
of
the
customers
will
see
a
minimal
net
reduction
in
their
bills,
so
the
rates
are
redesigned
increased.
However,
the
through
the
rate
stabilization
funds
that
we
have
CMAC
the
customers
won't
see
an
increase.
They'll
see
a
minimal
decrease
in
grime
on
December
27th.
There
was
a
notice
that
was
published
with
the
rates
in
the
legal
section
of
the
day,
setting
hearing
for
January
11th
and
then
on
January
11th,
the
Grant
Utility
Commission
held
a
hearing.
Q
There
was
no
public
in
attendance
whatsoever
and
no
comments
from
anyone
written
or
verbal.
A
special
meeting
of
the
Utility
Commission,
followed
immediately
after
the
hearing
Angi
the
Utility
Commission
approved
the
rates
and
recommended
that
they
be
accepted
by
the
City
Council,
which
is
why
we're
here
tonight
that's
grant
utilities
on
the
Basra,
Light
and
Power
side,
which.
A
One
of
the
one
of
the
advantages,
and
that
we
have
been
being
a
member
of
CMAC
is
that
our
57
percent
ownership
are
actually
a
little
bit
less
than
that,
because
buzzer
doesn't
count
in
this
case.
It
allows
us
to
take
a
percentage
of
the
profits
at
ce
mec
makes
and
our
profit
this
year.
2.4
million.
Is
that
correct,
4.6.
A
A
That's
our
advantage
of
being
a
member
of
CMAC,
because
there
I
know
the
focus
has
been
on
the
negative
things
that
have
come
out
of
Simic,
but
there
are
positive
reasons
why
we
are
a
member-
and
this
is
one
of
those
reasons,
so
that
will
help
with
the
rate
stabilization
side.
Are
there
any
other
questions
or
comments
on
this
and
I
need
a
motion?
Oh
I'm,
sorry,
I'm,.
H
Q
H
A
Q
Q
They
presented
the
rates
that
were
designed
to
the
the
Basra
Utility
Commission
and
which
called
for
an
overall
basic
increase
of
3%
per
year
over
the
next
three
years,
all
effective
on
April
1,
and
also
a
redesign
and
simplification
of
the
rate
structures
to
make
the
bills
easier
for
the
customers
to
understand
and
what
they
did
in.
That
area
is
Basra
had
like
a
step-down
rate.
If
you
had
a
residential
rate,
your
first
500
kilowatt
hours
were
so
much
to
second
everything
over
500
was
that
much
more.
Q
We
eliminated
that
and
have
just
one
rate
for
all
kilowatt.
I
was
very
similar,
but
actually
the
same
design
is
what
we
use
in
grime
and
the
same
thing
on
the
industrial
and
commercial
rates,
which
is
even
much
more
complicated
than
it's
just
one
or
two
steps.
We
minimized
it
and
we
redesigned
them
to
be
in
the
same
structure
as
we
have
here
in
Groton,
and
it
will
make
the
bills
much
more
easier
for
the
customers
to
understand
so
and
on
December
18th.
Q
There
was
a
notice
in
the
knowledge
bulletin,
setting
the
for
the
hearing
for
the
4th
of
January
and
the
rates
were
published
in
the
paper
then,
and
then
along
came
the
4th
of
January
in
the
snowstorm
and
the
hearing
had
to
be
canceled,
so
hearing
finally
was
held
on
the
17th
of
January.
There
were
three
members
of
the
public
that
attended
aside
from
the
staff
and
the
utility
commission
and
at
the
meeting
the
boss
that
was
followed.
Q
Q
Q
So
the
line
graph
well
we'll
do
the
bar
graph
for
us
because
we
talked
about
brought
in
for
us.
So
look.
The
bar
graph
is
the
groton
graph
and
it's
showing
usage
levels
of
customer
bills,
ranging
from
250
kilowatt
hours
over
to
2,000
kilowatt
hours
per
month,
and
it's
showing
you
in
a
comparison
with
the
ever
sauce
customer
and
what
they
would
pay.
So
the
green
lines,
the
green
bars
showing
you
at
the
level
of
episodes
bills
and
the
orange
one
is
the
proposed
rate
and
the
blue
one
is
the
current
rate.
Q
A
A
Q
The
Bazar
lighting
power
inventory
what
what
I
call
this
is
an
American
intercompany
transfer,
basra
light
powers
inventory
they
owned
up
there.
We
have
our
inventory
here.
We
have
processes
in
place
where
they're,
taking
some
materials
here,
when
they're
leaving
and
going
up
to
Basra
and
then
using
Basra's
materials,
become
very
complicated
and
very
difficult
to
keep
the
accuracy
and
control
and
management
of
the
of
the
inventory
system
coming
out
of
two
different
places
and
tracking
at
two
different
ways.
Q
So
we're
putting
a
new
process
in
place
where
all
of
the
inventory
will
be
owned
by
Groton
utilities.
All
of
the
inventory
will
be
dispatched
from
here
and
will
be
brought
up
and
charged
to
Basra
light
and
power
in
the
same
manner
in
which
we
charge
the
Basra
light
power
for
the
hours
that
all
of
the
linemen
work
there,
because
they're
all
online
it'll
ultimately
be
almost
like
a
contractor
to
Basra
and
it'll,
be
more
accurate
and
it'll
be
simpler
for
everybody
to
manage
and
that's
the
reason
for
it.
Q
M
But
my
goal
is
actually
we
have
board
side
of
this
through
our
accounting
systems,
starting
tomorrow,
because
I
have
Janet
I
have
right-hand
person
retiring
next
week,
so
I
it.
Her
goal
was
to
do
that
as
before
she
leaves
so.
I
was
actually
going
to
cut
the
purchase
order
to
allow
us
internally
to
receive
the
inventory.
Allow
all
paperwork
to
clear,
and
you
will
have
this
to
approve.
N
M
A
Any
questions:
okay,
Aaron
I'm
gonna,
need
a
motion
to
move
this
to
the
parent
council
meeting
out
of
5
February
2018,
so
motion
a
second
further
discussion
hearing,
none
all
in
favor,
say:
hi.
Those
stations
motion
carries
unanimously.
Okay,
the
next
is
672
Harris
computer
systems,
annual
maintenance
contract
for
the
North
Star
billing
system.
M
A
A
M
So
when
you
can
tell
we've
changed
the
way
we
do
business
up
in
bazar
a
little
bit
by
moving
the
crews
all
to
report
here
every
morning
and
in
the
process
of
doing
that.
We're
also
trying
to
speed
up
the
pace
with
which
we
respond
to
outages
that
isn't
necessarily
always
such
an
issue
in
groton,
because
Groton
is
fairly
compact
service
area
up
in
Basra.
M
It
can
take
you
half
hours
so
to
go
from
the
substation
all
the
way
to
the
other
side
of
the
service
territory,
because
you're
just
traveling
four
miles
up
the
country
roads.
So
the
goal
is,
is
what
the
guys
we're
gonna
do
is
we're
actually
buying,
they
call
them
squirt
booms.
There
are
two
smaller
trucks.
M
They
don't
require
actually
CDLs
to
drive,
which
is
really
nice,
but
the
guys
will
actually
use
these
as
their
on-call
vehicles
and
instead
of
driving
to
Groton,
then
reporting
out
to
go
deal
with
the
outage,
they're
actually
going
to
have
little
squirt
booms
with
them
and
they'll,
and
you
can't
actually
bring
our
big
trucks
into
your
driveway
at
home
because
you'll
sink
in
the
driveway
and
a
lot
of
people
in
homeowners
areas.
Just
don't
have
room
to
park
the
trucks
you
know
they
giant.
M
So
these
little
squirt
booms
are
actually
can
fit
right
in
your
driveway
right
where
you'd
park,
your
pickup
truck
and
it'll,
allow
them
to
respond
directly
to
the
event.
The
order
for
these
trucks
is
about
300
days.
The
vehicle
replacement
fund
has
funding
for
that
plenty
of
funding
to
buy
these
trucks
and
that's
the
goal
to
make
the
whole
more
nimble.
G
F
M
H
M
The
vehicle
replacement
fund
is
actually
methought.
The
goal
is
for
most
capital
funds.
You
should
and
actually
we're
gonna
take
a
look
at
this
year
when
we
do
this
year's
budget,
because
our
vehicle
replacement
fund
before
I
got
here
was
not
funded
for
several
years
and
then,
when
I
got
here,
we
replaced
that
funding
to
keep
it
boost
it
up,
so
we
won't
deplete
it.
We're
not
near
depleting
it
yet,
but
we
do
wholesale
need
to
replace.
M
Like
all
the
little
Ford
escapes
you
see,
driving
around
I
mean
the
new
ones
are
10
years
old
so
and
they
get
driven
every
day.
So
we
are
gonna
have
to
be
replacing
more
of
the
fleet,
but
this
will
least
led
us
to
down
the
usage
on
some
of
the
older
larger
trucks.
So
the
maintenance
goes
down
on
those
and
actually
keep
the
bigger
trucks
fleet
that
that
longevity
a
little
bit
longer.
M
We've
looked
at
that
we
we
were
gonna,
buy
a
few
other
different
trucks
this
year,
but
this
scale
of
economy,
the
guy
said
no,
we
got
to
do
this.
We
got
to
do
this,
so
we
looked
at
the
funds
of.
What's
available,
we
said
well,
okay,
let's
do
this
much
more
effective
and
then
we're
gonna
look
at
actually,
if
we're
funding
our
vehicle
replacement
fund
at
the
right
level,
because
what
you
would
really
want
to
do
is
take
your
total
capital
and
what
the
replacement
of
it
is.
A
Any
other
questions
or
comments
and
take
a
motion
to
move
it
to
the
mayor
and
council
meeting
of
5
February
2018.
Someone
second
question.
Second,
any
further
discussion
hearing,
none
all
in
favor,
say
aye
opposed
abstentions.
Motion
carries,
you
may
have
sway
we're
gonna
go
to
70.
This
is
their
nation
request
for
Eastern
Connecticut
Conservation,
District
I
didn't
catch.
This
Ron
had
a
brief
respite.
Actually,
yeah
I
can
do
this
right.
Okay,
this
is
a
request
for
to
that.
Well,
it's
a
request
for
two
thousand
dollars.
A
A
Another
thing
to
be
reminded
of
is
that:
excuse
me
request
for
donations,
be
made
in
range
of
the
mayor,
shall
include
the
amount
requested,
explain
how
the
request
of
benefits,
how
the
request
benefits
the
social,
cultural
and
educational
interest
of
the
city
of
Gras,
and
so,
when
you
look
at
this,
this
talks
about
Long,
Island,
Sound
and
those
kind
of
things
in
general
conservation
and
erosion
efforts
and
and
those
kind
of
things.
There's
no
specific.
A
C
K
P
B
J
P
A
G
A
A
A
Okay,
we
do
have
an
executive
session
pursuant
to
the
Connecticut
General
Statutes
belongs
260
and
1-2.
Ten
and
Barbara
one
to
discuss
pending
litigation.
I
need
a
motion
to
go
into
executive
session
to
include
the
council
and
finance
director
run
your
said.
Okay,
we
have
a
motion
and
second,
all
in
favor
say:
aye.
Both
stanchions
passes
you
names
and
there
will
be
no
actually
coming
on.
