Description
City of Groton, Connecticut, municipal meeting - October 3, 2016

hillside
avenue,
I
want
to
include
some
information
that
wasn't
included
in
the
daily
house
before
we
had
a
structural
report
on
825
2010
by
smith
engineering.
The
cost
of
this
service
is
unknown
smith
reports
that
wood
framing
material
is
not
original,
and
there
were
problem
areas
of
the
hill
beams,
generally
wood
columns
and
basement
and
the
southwest
corner.
We
also
had
an
appraisal
by
robert
dixon.
The
cost
for
the
service
is
unknown
and
the
house
was
appraised
for
175
000.,
there's
also
a
land
survey
by
desired
bentley
that
cost
us
4
350..
E
E
The
freeman's
meeting
minutes
from
1110
stated
that
mayor
pop
said
the
city
could
well
afford
the
purchase
price.
He
said
the
city
has
a
surplus
fund
of
more
than
20,
which
is
well
above
what
is
required.
He
did
say
they
have
a
structural
engineer.
Look
at
the
property
and
it
gave
his
recommendations
to
adequately
shore
up
the
house.
E
He
said
they
are
hopeful
that
grant
money
through
historical
organizations
can
be
procured
to
fund
the
interior
restoration.
He
said
there
had
been
some
restoration
done
in
the
1970s
and
he
hoped
that
this
would
open
the
door
to
possibilities
of
other
historic
properties
being
made
available.
He
said
it
isn't
fairly
sound.
E
He
said
it's
a
very
sound
building,
despite
the
age
of
the
structure,
other
unknown
costs
of
the
bailey
house
include
legal
insurance,
security
utilities,
maintenance,
leveling
and
removing
of
the
soil
on
the
back,
removing
materials
from
the
home
loss
of
tax
revenue,
public
works
and
wages
to
other
city
employees.
E
E
The
cost
associated
with
historic
preservation
and
occupancy
will
require
hundreds
of
thousands
of
dollars
more
with
little
chance
of
the
city
receiving
its
money
back.
You
guys
should
all
read
the
capital
needs
assessments
by
cme
dated
may
14
2012.
It's
full
of
information
homes
that
were
used
in
the
9
15
2010
appraisal
have
been
assessed
by
the
town
in
only
163
to
200
000.
So
you
have
an
idea
of
the
value
of
the
home
as
compared
to
what
you're
ever
going
to
get
out
of
it.
E
the
bow
on
the
west
wall,
which
is
the
wall
you
want
to
repair.
That's
been
apparent
in
photographs
since
the
mid
20th
century,
so
one
has
to
ask:
is
the
house
really
in
danger
of
falling
down
today
this
year
or
even
next
year
after
bond
money
was
transferred
after
bond
money
after
the
bombing?
Sorry
after
the
bottom
lane
transfer
was
voted
down
by
the
city
residents,
the
city
claimed
that
the
bailly
house
would
fall
into
the
street.
This
was
based
on
a
verbal
report
by
public
works
staff.
E
I
filed
an
foi
request
on
this
matter
and
was
only
given
written
reports.
My
request
for
further
information
on
this
verbal
report
only
was
that
staff
made
a
verbal
report
to
the
mayor.
No
data,
no
record
no
analysis
of
data
or
clarification
or
qualifications
of
staff
to
give
this
report
were
offered
on
april
26th,
the
mother
bailey
house
toured
and
the
mother
bailey
panel
toured
the
mother
bailey
house.
E
E
E
See
all
members
agreed,
the
house
is
a
worse
repair
than
reported
by
cme
under
new
business.
I
suggested
that
we
have
an
inspection
done
by
cme
o'donnell
made
a
motion
at
the
mother
daily
advisory
board
having
met
twice
on
the
site
like
sufficient
information
to
complete
the
charge.
Therefore,
we
recommend
that
all
non-historical
elements
sheetrock
be
removed
so
that
more
comprehensive
structural
evaluation
can
be
completed
which
will
allow
the
board
to
proceed.
Basically,
we
were
at
a
stopping
point
here.
F
Help
finishing
building
the
front
wall
in
my
property.
I
haven't
received
any
answers,
I'm
here
to
respectfully
ask
if
we
have
come
up
with
a
conclusion
to
our
request
to
finish
building
the
the
wall
in
the
three
months
that
have
passed,
I
received
a
lot
of
support
from
my
neighbors,
a
lot
of
them.
F
I've
been
told,
have
sent
letters
here
or
letting
the
council
members
know
that
they
don't
know
the
animals
in
the
world
that
they
in
fact
feel
that
is
enhancing
for
the
community,
and
I
I
got
in
some
of
the
copies
of
the
letters.
I
brought
some
of
them
myself
into
this
office
earlier
and
I
I
would
like
to
know
if
there
has
been
a
resolution
with
my
situation.
A
Okay,
thank
you
very
much
response
to
citizens,
petitions
and
comments.
I
believe
that
the
committee
that
to
which
it
was
referred
did
decide
that
they
could
not
support
the
giving
away
of
city
property
for
this.
I'm
sorry,
you
haven't
been
notified
in
writing,
but
we
will
get
that
in
writing
to
you
that
the
wall
will
have
to
be
moved
back
onto
your
own
property,
but
we
will
get
that
to
you
in
writing.
G
A
A
H
Counselor
rusk.
Thank
you.
On
september
25th
I
had
the
honor
of
welcoming
the
lions
club
international
president,
bob
corlew
to
eastern
point
beach.
He
was
on
his
international
centennial
bus
tour
and
he
wanted
to
present
this
flag
to
the
city,
so
I
will
hand
that
to
the
mayor.
H
You're
welcome
and
on
september
29th
I
was
able
to
attend
the
mental
health
summit
at
pitch
high
school,
which
was
co-sponsored
by
the
city
and
the
town,
and
I
believe
the
schools
a
couple
other
areas,
which
is
a
great
summit.
It's
been
given
a
lot
of
information
really
working
towards
tackling
mental
health
issues
with
our
students
and
our
residents
in
town
city.
A
Finance
director
ron,
you
house,
okay,
I
do
have
a
couple
of
things
to
report
and,
as
part
of
my
report,
I'm
going
to
get
you
some
information
that
you
have
requested
and
asked
for
further
clarification
of
direction
from
you.
On
september
19th,
I
attended
a
meeting
of
the
subforce
museum
and
library
because
they
are
looking
at
the
next
years
and
strategizing
for
the
next
years
and
have
asked
for
community
input
and
what
is
important
for
the
subforce
museum
and
library.
A
As
part
of
that
meeting,
we
also
heard
that
the
expected
repairs
to
the
nautilus
have
been
pushed
back
till
at
least
2022,
which
is
good
news,
because
that
will
hold
that
off
because
for
a
while
that
will
be
we
think
off-site
when
it
needs
to
be
repaired.
On
september
21st,
I
attended
the
change
of
command
ceremony
when
adam
tressler
was
was
relieved
of
his
command
of
the
undersea
warfare
development
center.
A
A
A
On
september
27th,
I
participated
in
the
united
way
cookout,
which
kicks
off
their
campaign
for
this
year,
and
I
continue
to
work
on
the
uss
groton
project,
the
thames
river
heritage
park
project,
the
sub
century
project,
and
that
about
wraps
that
up.
So
I
do
have
here
today.
Sue
blanchette
is
here
to
answer
some
questions.
We
asked
her
for
information
the
last
time
she
was
here,
and
so
she
has
given
us.
This
is
information
relative
to
the
gap
pay.
J
I
contacted
secret
major
niles
and
he
did
contact
his
superiors.
They
were
not
welcoming
to
the
idea
of
him
being
able
to
do
live
duty
work
for
us,
while
he
is
on
what
conceivably
could
be
called
workers
compensation
with
the
federal
government,
so
that
idea
did
go
to
one
side.
However,
we
did
have
another
opportunity
that
was
put
forward
and
we
made
the
recommendation
that
perhaps
he
could
attend
training
online
during
this
time
period.
We
do
buy
our
training
in
block
and
we
do
most
of
our
training
online
to
save
travel
expenses.
J
They
were
very
welcoming
to
that
prospect,
so
we
have
the
opportunity
to
get
him
trained
up
and
ready
for
his
return.
K
J
H
A
You
so
the
gap
pay
would
not
be
compensation
for
that.
The
gap
pay
is
just
get
okay,
but
this
is
something
separate
that
we
could
that
he
could
be
doing.
One
is
not
contingent
upon
the
other,
but
it
does
provide
an
opportunity
for
him
to
come
back,
hit
the
ground
running.
G
A
The
other
thing
I
wanted
clarification
from
you,
so
there
was
discussion
at
the
last
meeting
about
a
workshop
regarding
the
mother,
bailey
house
and
and
making
future
considerations,
and
I'm
we
were
a
little
confused
because,
as
part
of
that
conversation,
the
committee
talked
to
or
recommended
that
decisions
not
be
made
until
after
the
hip
tag.
So
I
guess
that's
my
question
to
you
is
whether
you
want
to
have
the
workshop
before
we
get
results
from
the
hip
tag
or
whether
you
want
to
have
the
workshop
sooner
rather
than
later.
A
It
wouldn't
be
the
12th
which
I
think
was
a
date.
We
looked
at
because
the
chair
of
the
committee
would
not
be
available
that
day,
but
I
wasn't
exactly
sure
when
you
wanted
to
have
this
workshop
meeting.
So
that's
why
I'm
asking
for
clarification.
A
Hip
tag
is
the
grant
that
the
came
before
the
council.
It
was
a
recommendation
from
the
mother
bailey
advisory
panel
that
we
that
we
do
a
hip
tag
grant.
You
approve
twenty
thousand
dollars
in
matching
money
for
that
hip
tag
grant
so
it
that
application
has
been
made,
and
I
forget
what
hip
tag
stands
for,
but
it's
historic
properties
and
it's
the
purpose
of
the
grant
is
to
do
a
total
assessment
of
the
structural
needs
of
the
house
so,
along
with
costs.
A
G
A
A
So
I
I
heard
from
one
person
about
the
hip
tag,
so
I'd
really
like
to
kind
of
know
from
all
of
you
when
you
would
like
to
have
that
workshop.
I'm
sorry
so
so
counselor
ivantos
suggested
after
we
know
whether
we're
going
to
be
able
to
apply
for
the
hip
tag.
To
start
then,
or
I'd
really
like
to
kind
of
know
from
the
whole
body.
I
H
A
K
A
Unless
that's
there's
objection,
that's
what
we'll
do.
Okay,
then
we're
on
to
committee
referrals.
Are
there
any
committee
referrals
seeing
none
we'll
move
to
new
business
councillor
ilvento
thank.
G
Therefore,
be
it
resolved
the
mayor
and
council
authorize
and
approve
an
agreement
with
yankee
remodeler
95
truman
street
new
london
connecticut
for
the
defined
scope
of
work,
as
bid
for
the
structural
repairs
to
the
property
commonly
referred
to
as
the
mother
bailey
house,
108
thames
street
groton
connecticut
for
a
total
bid
package
of
forty
four
thousand
sixty
eight
dollars
in
no
sense
with
additional
contingency
funds,
with
additional
contingency
funds
for
an
agreement
not
to
exceed
sixty
thousand
dollars
in
no
sense
with
supplemental
bid,
work
to
be
authorized
by
city
personnel
in
accordance
with
the
unit
prices
defined
in
the
supplemental
bid
form
and
to
be
paid
from
pending
local
capital
improvement
program
or
low
sip
funds
and
capital
non-recurring
funds.
A
So,
just
to
keep
you
up
to
date,
we
have
been
in
contact
with
losip
and
they
said
expect
to
see
the
authorization
on
their
next
release.
It's
it
met
all
of
the
guidelines
for
for
what
is
eligible
for
losip,
so
that
it
hasn't
been
released.
I
believe
it
gets
released
sometime
in
october.
L
G
Do
we
know
ron
how
much
we'll
be
getting.
L
L
I
A
That's
not
accurate.
No,
the,
I
think
carlton
smith
reported
to
us
that
he
had
discussed
with
with
the
state
what
would
happen.
A
He
discussed
the
option
of
a
demolition
and
his
name
is
going
to
escape
me.
Brian.
A
And
he
indicated
that
were
we
to
make
a
move
to
demolish
it,
that
he
would
ask
the
state
to
intervene
and
that
it
would
involve
court
procedures,
but
he
did
not.
I
do
not
believe
he
said
anything
about
the
state
citing
us.
G
A
That,
yes
well!
Well,
that's.
That
was
actually,
I
believe,
a
recommendation
from
evelyn
smith
that
that
that,
if
we
were
not
to
do
anything
that,
because
originally
she
had
said
that
with
the
plans
that
we
could
allow
limited
public
access
to
that
front
left
room.
But
if
we
were
not
to
go
ahead
and
do
this
that
she
would
not,
she
would
not
accept
the
idea
of
any
public
access
to
the
no.
It
would
be
a
no
access
building.
H
A
This
has
been
discussed
at
two
meetings.
The
conversion
that
you
have
here
was
brought
to
you
at
the
committee
of
the
whole
are.
Is
there
any
further
questions
or
comments,
and
this
would
be
the
initial
reading?
The
next
one
would
be
at
the
first
meeting
in
november,
all
in
favor
say
aye
aye
opposed
abstaining,
deputy
mayor
hedrick.
K
Thank
you
resolution
artist.
16-10-97,
therefore
be
resolved
with
the
mayor
and
council
approve
the
placement
of
a
memorial
bench
and
tree
at
eastern
point
beach
in
honor
of
beverly
brown,
in
accordance
with
the
procedures
for
consideration
the
beach
and
parks
memorials,
as
approved
by
the
mayor
and
council.
Iso
move.
A
Second,
we
had
presentation
on
this
at
the
committee
of
the
hole.
Are
there
any
additional
questions
or
comments,
seeing
none
all
in
favor,
say
aye.
B
D
Thank
you
mayor
resolution
art
as
16-10-98.
D
A
We
had
a
discussion
again
on
this
at
the
last
committee
of
the
whole.
Is
there?
Are
there
any
further
questions
or
comments
there.
G
A
H
Sorry
councillor
have
we
missed
any
pay
for
him
has
do
we
need
to.
A
I
R-16-10-99,
therefore,
be
a
result
that
the
mayor
and
council
approved
groundwater
and
environmental
services
incorporated
general
permit
registration
form
for
the
discharge
of
groundwater,
remediation
wastewater
to
a
sanitary
sewer,
and
that
the
mayor
marian
galbraith
be
authorized
to
execute
the
general
general
permit
registration
form.
I
said:
move
america.
A
This
was
just
discussed
at
our
wpca
meeting.
Are
there
any
further
questions
or
comments,
seeing
none
all
in
favor,
say:
aye
aye
opposed
abstaining.
We
have
three
topics
to
discuss
in
gen
in
executive
session.
I'm
going
to
suggest
that
we
first
take
a
motion
for
the
one
on
strategy
or
negotiations
with
respect
to
collective
bargaining
that
we
then
come
out
of
that
executive
session,
because
that's
the
only
one
that
may
have
some
action
following
it.
A
That
would
be
a
courtesy,
of
course,
to
our
city
clerk
and
to
anybody
watching,
because
that
action
would
be
taken
and
then
we
would
go
back
into
executive
session
for
the
two.
That
would
have
no
action
following
the
discussion,
so
we
would
take
a
motion
to
go
into
executive
session
pursuant
to
general
statutes,
1206
be1210b9,
to
include
ron
gooday,
lori
sheets
and
chris
hodgson
and
ron
yuhas,
so
all
in
favor
say
aye
aye
opposed
abstaining.
Thank
you
very
much.
We'll
go
into
executive
session
councillor
garrish.
C
A
Is
there
any
additional
comment,
seeing
none
all
in
favor,
say
aye
aye
opposed
abstaining.
We
can
now
take
a
motion
to
go
into
executive
session
pursuant
to
general
statutes.
One
206
be
and
one
two
ten
b9
to
discuss
two
things.
One
is
pending
litigation
and
the
other
is
contract
