Description
City of Groton Water Pollution Control Authority - December 4, 2017.
B
C
So
we
D
watered
the
last
tank,
our
final
tank
to
finish
up
with
the
contractors
we
hadn't
replaced,
one
of
the
sensors
that
we
knew
was
defective
and
faulty,
so
we
were
able
to
do
that.
Did
all
our
bypass,
reporting
and
stuff
through
deep.
As
you
can
see,
our
nitrogen
continues
to
be
chugging
along
good.
We
still
look
at
that
one
little
blip.
We
had
there
when
we
lost
that
we
lost
that
by
oxide
there,
but
that
was
our
own.
C
Our
own
making
in
July-
and
you
know
in
on
item
number
four-
was
we're
reporting
about
the
Twin
Hills
pump,
but
I,
just
before
I
got
here
found
out,
I
had
put
in
an
abstract
for
the
new
eeeh
New
England
water
environment,
Association
annual
conference
up
in
Boston
right,
so
I
grow
her
an
abstract
about
the
process.
We
went
through,
of
eliminating
the
clogging
pumps
with
the
non
clogging
pumps
and
how
we
worked
with
you
guys
and
installed
the
pumps
ourselves
and
such
so.
C
They
did
pick
my
my
my
abstract,
so
I'm
gonna
have
to
get
the
young
guys
to
help
me
put
together
a
power
presentation
and
I'll
be
doing
that
Tuesday
up
in
the
Weah
at
the
end
of
January
they're.
Getting
pretty
excited
about
that's
great
one
thing:
I
can't
speak
I.
Just
can't
put
the
projects
together,
you
know,
so
the
guys
did
a
great
job
with
that
and
it
was
a
you
know,
working
with
you
guys
and
everything
else,
and
hopefully
we
can
spread
to
other
people
through
New
England
that
these
projects
can
be
done
in-house.
C
A
D
You
very
so
from
our
last
meeting
of
a
couple
items
they
came
up.
One
was
we
mentioned
that
we
were
gonna
meet
again
with
the
marine
pump-out
coordinator
for
DEP,
so
kevin
contacted
kate
brown
pulling
her
down.
I
met
with
Kate
brown
and
her
supervisor,
and
she
said
that
previously
she
met
with
the
acting
director
to
the
department
and
they
wanted
to
work
with
us.
D
There
were
no
promises,
but
they
said
that
they
would
like
us
to
submit
an
application,
and
one
of
the
things
that
Kevin
and
I
learned
is
that
were
Oni
for
more
one
of
two
in
the
state
of
Connecticut.
That's
a
direct
about,
in
other
words,
from
a
boat.
It
goes
directly
to
the
plant
not
to
another
boat,
where
there's
a
chance
of
a
leak
in.
A
D
River
or
a
threat
to
the
environment
and
we're
also
the
first
she
said
so
go
ahead
and
submit
your
application,
which
were
in
process.
We
did
submit
our
application
for
the
17
both
in
season
and
I.
Think
you
saw
that
we
asked
for
reimbursement
for
the
grant
in
the
amount
of
seventeen
thousand
six
hundred
and
forty
eight
dollars
in
change.
D
D
D
Which
is
a
spreadsheet
that
we
developed
in
the
previous
administration
of
some
of
the
critical
areas
that
we
found
when
we
videotape
right
and,
as
you
can
see,
we
did
five
of
those
in
the
past
and
Litton
Avenue
was
the
next
one
up,
so
I
think
I
mentioned,
but
just
a
couple
bullets
just
on
Linton
Avenue.
It's
a
hundred
and
seventy
feet
of
linear
on
seventy
linear
feet
of
8-inch
AC
pipe,
and
it
was
only
in
January
2017.
D
When
we
had
the
break
that
we
realized
the
water
main
was
directly
on
top
of
the
sewer
repair.
All
of
our
records
indicated.
It
was
six
feet
away
from
it.
So
that's
why
the
project
will
involve
the
water
main
relocation
first
and
then
the
sewer
replacement
second
and
the
total
cost
with
being
engineering
and
contingency.
It
is
estimated
at
forty
thousand
dollars.
D
Rania
Toby's
recommends
that
you
authorizes
design
now
put
the
project
out
for
RFQ
in
the
spring
and
then
do
that
construction
after
the
water
main
is
replaced,
and
then
the
third
item
is
again
referring
to
the
CIP.
The
capital
improvement
plan.
Kevin
had
forecasted
that
we
would
have
to.
We
have
three
primary
effluent
pumps
you
forecasted,
we
would
have
to
rehabilitate
one
of
them
during
this
fiscal
year
and
the
other
money
is
put
in
case.
It
was
a
failure
of
the
third
one,
so
one
of
them
was
done
two
years
ago.
D
D
A
A
E
A
I
guess
my
question
is:
what
action
do
you
expect
from
the
council
tonight?
Do
you
expect,
because
there's
I
have
no
motion
to
vote
sure.
So,
if
you're
looking
for
consensus,
then
we
might,
we
can
get
a
consensus,
but
I
like
go
in
the
direction
of
the
engineering
and
those
kind
of
things,
but
we
won't
approve
the
actual
allocation
of
the
funds
until
we
have
a
motion
right.
D
F
D
You
can
see
from
our
priority
list
as
soon
as
possible,
but
we
still
you
know
that
there
are
certain
things
we
have
to
go
for
appropriately
and
it
is
a
required
RFQ
process
as
well.
So
we
need
to
firm
up
the
design
right
up.
We
actually
have
to
write
up
that
RFQ
and
build
that
and
then
I
have
to
work
with
Ron
on
the
funding
and
then
come
back
for
as
an
action
item
for
the
next
meeting
and
follow
up
with
the
City
Council.
B
D
E
D
A
E
D
A
D
D
A
You
start
your
counseling
for
those
out
there
that
are
watching
this.
As
you
know,
our
digester,
we
had
a
digester
explosion,
we've
went
through
the
evaluation
of,
but
we're
ready
to
go
to
the
next
steps.
As
far
as
working
on
the
digester,
we
got
some
information
today,
but
you
know
we
have
that
primary
digester
and
then
we
have
a
secondary,
digester
and
there's,
and
so
this
is
about
repairing
the
one
and
also
about
cleaning
the
other,
so
that
Rick
with
that
jerk.
D
C
D
To
50,000
gallons,
we
are
going
to
want
to
clean
the
secondary
one.
That
was
the
reserve
account
that
Ron
mentioned,
where
we
fund
that
each
year,
the
certain
amount
of
money.
So
we
need
to
have
the
funds
allotted
to
clean
that
it
requires
two
vendors,
one
through
gravity
and
then
one
through
vacuum
suction.
So
there's
two
vendors
involved
with
that
in
scheduling.
D
We
have
a
very
narrow
window
of
21
days
to
clean
that
once
the
other
one
is
put
into
service
in
terms
of
repairing
to
the
primary
digester,
we're
balancing
an
engineering
firm,
a
specialty,
concrete,
firm,
a
contractor,
hard
engineering
and
in
Ron's
dealing
with
I
think
two
insurers
to
insurers.
So
we
have
a
draft
now
from
the
engineering
company
and
we
need
to
put
that
together
and
evaluate
it.
I
think
Bruce
just
sent
it
out
today.
Yes,
so
we
need
to
evaluate
that
and
Ron
needs
to
review
that
with
the
insurance
company
on
the
funding.
D
A
And
we
have
authorization
from
the
council
to
do
that.
Work,
the
speak
that
this
is
December.
We
will
probably
not
have
a
committee
of
the
whole,
so
what
I
wanted
to
do
was
to
bring
up
the
issue
regarding
the
cleaning
of
the
number
two
digester
and
the
fact
that
we
would
want
to
waive
the
bid
process
to
go
with
who
we
normally
use,
which
is
synagro
and
then
I
will
bring
that
to
you
formally
on
the
2nd
of
January.
A
F
D
So
I
think
in
Kevin.
You
can
help
me
on
this.
So
once
the
the
primary
desk
digester
is
repaired
and
put
into
service,
we
calculated
it
would
take
about
21
days
before
it
reached
a
certain
level
capacity
were,
then
you
would
have
to
flow
into
or
use
the
secondary
digester.
So
during
that
time
we
have
that
window
to
clean
it
out
and
have
it
be
fresh.
The.
A
So
what
we're
trying
to
do
is
on
the
number
two
digester
is
to
get
it
emptied,
get
it
cleaned
and
then
get
it
put
back
together
before
number
one
digester,
that's
ended,
number
two
digester,
so
we
certainly
don't
want
that
man,
the
manhole
cover
or
any
accesses
opened
so
that
it's
invest.
We
now
have
spillage.
F
D
F
E
C
B
D
The
first
one:
it's
still,
we
have
a
draft
from
the
engineering
firm
counselor
and
then
we
have
to
meet
all
and
review.
That
and
Ron
has
to
check
with
the
insurance
company
to
make
sure
that
meets
all
of
their
needs.
And
then
we
have
two
contractors:
specialty,
concrete
structural
engineering
and
then
working
with
heart
engineering,
who
did
the
main
six
million
dollar
project.
So
there's
a
coordination
effort
in
with
them.
