current
year
there
was
a
new
accounting
standards
that
had
to
be
adopted
by
all
municipality
here
across
the
country,
the
state
of
Connecticut,
and
that
was
the
adoption
of
a
new
accounting
standard
that
has
to
do
with
one
thing:
I
we're
talking

catches.
That's
that's
something
within
the
missile
arena.
It's
getting
a
lot
of
talk
as
you
read
around
you
go
about
the
country
about
how
they're
funded
unfunded
liabilities
out
there.
Well,
the
city's
financial
statements
on
pension
plan
is
very,
very
well
funded.

city
is
about
99%,
funded
and
under
that,
under
that
measurement,
I
think
it's
key
to
know
that's
as
a
jun,

2015,
so
what
they
did
for
the
city.
Is
they
roll
the
fair
value
of
the
investments
that
pay

liability?

at
that

in
time,
your
actor
is
measured.

standpoint,
this
is
upon
the
general
fund,
our
main
operating
fun
with
it
within
the
city.
Then
you
talk
about
how
to
budget
is
passed
and
the
key
number
there
is
the
unassigned
fund,
balance
of
2.7
million
dollars
at
2.7
million
represents
of
sixteen
point.
Five
percent
of
your
general
fund
expenditures
as
I
was
getting
ready
for
the
meeting.
One
thing
I
did
know
from
14
and
15
there's
been
a
decrease
in
that
unassigned
fund
balance
of
approximately
two
million
dollars,
and
you
had
another
another
use
here.

So
what
I
would
say
is
to
watch
that
what
you
hear-
measurements
of
unbalanced
as
a
percentage
of
expenditures
and
operate,
transfers
out
and
you'll
hear
anything
between
five
and
fifteen
percent,
but
the
smaller
entity,
the
larger
that
percentage
choose
me
so
I
know
it's
something
that
you're
talking
about,
but
as
I
as
I
compared.
That
was
something
that
stuck
out
for
me
within
the
general
fund
over
the
last
couple
years.
Have
you
been
here
so
I
just
had
a
new
look
at
turning
a
page,

I
mentioned,
there
was
a
decrease
their
number
from
the
bottom
of
decrease
in
your
fund,
balance
of
about
seven
hundred
thousand
dollars
from
2014
a
you
nominated
170.
Those
are
probably
playing
because
those
are
rolling
pawns.
Asian
money
comes
in
it
out
based
on
capital
projects
issues,
but
the
bottom
number
really
is
y
know.
You
spend
a
lot
of
time
with
in
the

each

funds

was

bigger

then.
So
we
are
not
going
to
expect
you
to
take
turn

corner.

at
the

of

election
had
chained
to
that
position
at
5.4
million
dollars,

we
ordered

change
in
that
position

funded.

agencies
and

bonds

at
your

the

with
your
troll
service

you
want
to
keep

In
my
opinion,
the
internal
service
fund
is
a
overly
overfunded
I.
Think
it's
a
strong
position
in
it
for
the
general
inside.

I

do
have
about

managed

operations
for
the
2013.

total
investment
income
a
1.6,

I
would
say
that
your
change
in
fair
value
for
the
year
in
2015,
you
had
a
small

decrease
than
what
I've
seen
throughout
the
state.
So
I
believe
that
you
know
the
managing
public
funds,
but
it
was
prudent
because
there
were
some
big
swings.
Remember
in
2014
there
was
a
big
change
in
fair
value
as
1
30,
2014,
so
I
think
you're,
hitting
your
marks
with
the
actions,
though,
is
as
they
develop
their
estimates.
They
use
things
of
rate
of
return
and
things
of
that
nature.

ask
me
what
that
liability
would
be
what
we
do
as
your
extra
orders.
We
have
our
own
afterwards
take
a
look
at
that
and
they
all
just
to
make
these
sure
that
the
assumptions
are
too
aggressive
and
that
there
what
is
benchmark.
So
a
lot
is
done
with
pensions,
as
you
can
imagine,
both
on
the
asset
side,
which
is
that
78
billion
dollars,
but
also
on
the
liability
side,
calculated
estimates.
A
lot
of
time
is
spent
there
because
they
are
big
numbers
you
can
think
about
it
in
projecting
those
it
is.

Capital
assets,
as
you
know,
we
talked
about
all
the
capital
assets
can
take
the
detail
of
that
we
roll
forward,
and
we
have
done
a
couple
items
that
did
max
properly
something
that
we
consider
the
cheerleaders
or
something
something
to
take.

keep
your
hand
on
the
overall
condition
of
the
books
of
reference
will
very
good
we're
able
to
pull
everything
together.
Very
few
water
adjustments
were
made
in
the
current
year.

talk
about

you
get
on
a
monthly
basis
from

is
that
you
can
take

lot
of
confidence
that
that's
accurate
or
not
career
as
your
external
auditors
and
make
it

adjusting
entries
and
the
information
that
you're
getting
on
the
multi
basis
is
accurate,
so
I'm
sure
on
the
staff
work
very
hard
to
get
that
information
through
so
on.
That's
the
one
is
talk
about
these
conditions.

balance
at
the
end,
I
take
it
into
a
county
or
not
that
you're
going
to
ease
if
you're
using
the

So
you
want

take

look

that

These

requests

the
Economic
Development
Commission
has
for
the
2016-2017
fiscal
year.
There
is
currently
money
in
a
fund
for
Economic
Development
and
they
have
used
some
of
it
for
this
year
and
they
have
encumbered
some
of
it
for
this
year,
which
means
that
there
is
a
reserve
balance
in
there.
This
would
be
so
we
would
be.

The
Economic
Development
Commission
has
donita
its
tasks.
Much
like
the
CDEC
did
require
them
into
subsidies.
Each
subcommittee
has
different
responsibilities.
We
sustainable
economic
development,
that's
that
goal,
so
each
of
those
groups
got
together
and
develop
a
budget
for
some
of
the
tasks
they
see
their
committees
going
through
for
next
year
and
there's
they're,
not
that
it's
not
a
large
amount
of
money.
There's
some
basic
operating
services
in
tulsa
and
postage.
Things
like
that
I've
been
observing
that
in
my
budget,
but
I
am
now
running
dangerously
over
and
so
I
have
to.

Then
there's
some
money
in
there
for
promotion
from
you.
Businesses
as
a
new
business
opens
many
other
chamber
does
kind
of
a
ribbon
cutting,
but
we
would
like
to
do
something
on
behalf
of
the
city
of
Groton
to
welcome
people
to
the
community,
whether
they
be
expanding
their
businesses
and
businesses.

Whatever
entity
it
is
that
might
impact
your
business
is
coming
in
the
planning,
Commission
son
court
of
appeals
and
the
biggest
expense
is
thirty
thousand
dollars.
I've
been
staffing,
the
committee,
but
I
do
have
kind
of
a
full-time
job
with
the
Planning
and
Zoning
Commission
and
as
the
work
of
the
EDC
wraps
up
and
that
you
can
get
into
specific
program,
such
as
a
loading
program
for
facade
improvements
or
some
rental
subsidy
programs.
There's
a
lot
of
things
that
they've
been
considering
and
rolling
over.

the
beginning
we
talked
about
before
we
wanted
to
go

what
we
want
to
do
with
a
CDC
and
then
now
and
Economic,
Development,
Commission

I
think
there's
good
use
for
the
part-time
person.
I
know
that
there
are
going
to
be
people
out
there.
That
say
well.
The
town
has
economic
development,
people
and
things
like
that.
I
Why
are
we
using
them
and
I
think
we
still
need
to
have
our
own
economic
development
group
here
and
focus
on
what's
in
the
city,
because
we're
still
working
with
it
out
and
and
it
has
not
been
100%
brought
together
where
I'm
comfortable
enough
to
let
the
town
take
it
over
and
say
here
will
take
care
of
all
this
and
this
one
of
the
reasons
that
we
came
up
with
the
Economic
Development
Commission.
We
have
now
so
well.

I
think
that
if
the
town
had
someone
who
could
assume
this
role,
we
would
very
seriously
look
at
that.
However,
that
question
was
asked
John
rhymer
at
a
town
council
meeting.
Do
you
have
someone
who
could
do
part-time
duties
for
the
city
and
the
answer
was
no.
They
believe
that
they
are
understaffed,
as
it
is
absolutely
that
was
an
assessment
from
their
planning
develop
their
planning,
the
head
of
planning
exactly.

should
be
nothing.

there
be
a
job
description,
there
should
be
a
work
plan
and
there
should
be
some
kind
of
an
hour
and
there's
a
couple
of
good
models
out
there
that
I'm
very
familiar
with

main
street
program,

there
is
a
recording
mechanism
by
which
you
track
number
of
jobs
created
the
amount
of
businesses
that
are
open.
They
even
the
hours
of
volunteer,
spend
and
then
there's
dollar
figures,
standards
that
are
applied
to
those
so
that
there's
basically
a
report
card.

it's

it
would
be
good
we've
kind
of
talked
about
this

but
have
the
EDC
come
to
us
and
talk
to
us
about
what
you're
thinking

where
they're
looking
to
go

right

a
great
idea

a
comfort
level
to
the
council
that
this

the
right

businesses
that
came
through
the
planning
and
zoning
and
building
departments
getting
permits,
and
they
use
that
list

out

kind
of
welcome

our
community.

find

to
make
it
easier
for
you

they'll

the
results
of
that
survey
and

think

be
interesting

council

goals

the
other
people
who
may

involved

don't
know
what

rest

the
council
thinks,
but

would

least
they're

grading

because
I
think
it
is
important

everything
we've
heard,
it
seems
like
they're
heading
in
the
right
direction,
but
anyway
would
be
nice

chair
person

members

come

direction
they
would
like
to
go
in.

the
budget.
It
doesn't
mean
that
instantly
we
hire
somebody.
So
the
question

you

be
voting

put

the
agenda
for
July
fifth
would
be
whether
to
transfer
the
19,000
empty,
odd
dollars
from
the
community
development
of
beautification
fund
to
the
Economic
Development
Commission.
You
would
still
it's
just
like
when
you
support
a
budget.
Even
then,
when
there's
an
item
that
comes
to
a
certain
amount
of
money,
you
still
vote
on
it,
even
though
it
was
in
the
budget
yeah.

I
would
like
to
do
is
to
go
over
the
low
bid
at
179,
ten
dollars
that,
and
we
were
doing
the
other
streets
in
the
area
over
the
same
contract
in
the
state
bid
move
on
the
state
contract.
That
was

protest,
a
tribunal,
couplings
two
basketballs
and
dash
possibly
has
some
colleague
back
left
in
it.
I
think
that
raised
the
price
because
of
the
unknown.

but
there
is,

we
bring
a
resolution
to
you,
we
also
believe
are
going
to
be
bringing
a
resolution
to
you
to
add
to
that
a
10-percent
contingency
of
seventeen
thousand

kick
in
the
theory
but
anyway,
so
that
so
that
we
have
a
contingency
for
this,
because
it
is
a
difficult
project.

more

than

our
areas,

the
basketball
courts

we
limit
our
kids
to
that
area-
and
we
actually
other
people's

where
our
kids
are
going

probably

those
distinctions
with
the
town
to
do
that
for
them.

think

their
buses

that
might
be
there
and
the
safety
aspect
of
it.

them
splitting

there

an
extra
twenty
thousand
dollars

was
part
of
the
project
that
wasn't

planted
by
part
of
the
electronics
from
another
vendor
in
the
end
by
sales,
ended
up
being
able
to
provide
that
electronic
parts
for
the
meter
so
we're
at
the
end
of
the
purchase
order
in
ran
over
by
eleven
thousand
dollars.
