Firefighter
emt,
interesting
story
in
2004
I
was
sitting
on
an
oral
board
panel
for
another
fire
department
for
new
hires
and
Jeff
came
up
as
one
of
the
folks
to
applying
for
the
job.
Unfortunately,
for
Jeff
at
the
time
he
had
just
had
his
only
as
iam
teeny,
it
was
a
dispatcher,
but
all
three
people
on
the
board
said
this.

Kid's
got
it
the
matter
of
fact,
I
told
them
at
the
end
of
the
and
the
interviewer.
Do
that
some
point
he'd
be
a
fire
chief.
It
was
no
doubt
in
my
mind
that
that
would
be
happening
hit.
The
earhart
name
in
the
title,
ledyard
is
very
well
known.
His
mom
gave
32
years
in
school
system.
All
my
kids,
everybody
knows
the
Earhart's
Jeff's
born
and
bred
lived
there.
Most
of
his
life
were
actually
stealing
Jeff
from
the
tonneau
ledyard,
where
he
is
presently
career
firefighter
and
emt.

Jeff
is
also
an
assistant
chief
in
the
Gila.
A
volunteer
fire
company
is
also
their
training
officer.
Jefra
worked
for
several
years
next
door
for
chronic
bridge.
He
was
one
of
the
firefighters
that
was
laid
off
and
he
left
there
and
went
up
to
ledyard,
but
at
the
time
he
was
off-
and
this
is
the
kind
of
drive
that
we're
looking
for
in
the
time
that
he
was
off.

worked

part-time
jobs
and
he
was
sponsored
to
go
to
state
fire
marshal's
class,
so
he
was
already
certified
as
a
fire
inspector
and
a
fire
investigator
so
down

There
are
some
savings
to

his
sort
of
occasions.
He's
far
far

firefighter
to

instructor

he's
a

work

our
air
packs
he's

in

Heart
Association

instructor

he's

awards

Jeff's
familiar

our

us

career
in

to
follow

mother's
footsteps
and
I

service

he

involved

me
that
kind

thing

it

there's
themselves,
they
hire
their
staff,
they
man
it
themselves
and
it's
part
of
their
department.
One
just
took
theirs
back,
but
the
other
15
do
what
we

contract
out
for
an
outside
vendor
after

to
those

to
see
what
they
charge,
how
they
handle
different
expenses.

heard

three
colchester,
which
is
the
closest
one
to
us.
They

concession,
stand
at
a
ball
field
that
they
rent
out

vendor

for
eleven
hundred
and
fifty
dollars
a
season
with
a
five
hundred
dollar
deposit
and
they
encompass
or
absorb
the
utilities
of
their
concession
stand.
Stratford
Connecticut,
which
is
a
beach
concession.

their
annual
rental,
is
five
thousand
dollars
and
that's
all
she
would
share
with
me.
They
didn't
get
anything
else.
What
I
asked

cover
utilities?

if
she
was
it
an
in
the
office
or
whatever,

certain
things
it
wasn't
wasn't
sure
Monroe
Connecticut
shared
they
do
a
twenty
five
hundred
dollar
yearly
rent.

falls

mines
or
what
bro
does
because
they
charge
twenty-five
hundred
dollars
for
the
year
Monroe

Cole
chest
strafford
does
a
three-year
contract
and
then
they
go
out
for
bid
and
renew
enroll
it's

the
discretion
of
their
director
of
parks,
recreation
if
they
had
a
good
season
and
everything
went
well

went
smoothly.
They
just
renew
it
annually
and
that's
kind
of
what
we
do
here
and
Colchester
does
they've
had
three
different
vendors
in

ten-year

chest

freezer

has
the

cream

we've

I
went
to
move
it
one
day

it
rusted

rusted
out.

moved
the
top
and
the
bottom

still
on
the
floor.
So
every
place
that
and
the
hot
dog
roller
we've

machine

few
of
those
over
the
course

was

cooler
was

weight

the

They

We
do
winterize
those
every
season,

they're
not
on
right

leased
from

don't

concession
stands

easier

shift

coming

open
to
new
ideas

we
do

at

charge

shut
down

the
lease
agreement

there

any
interest
in

the
city

using
that
space.

are
two
departments
that
would

much
like
to
use
that
space.

wish

renew

lease

nice

department's
knew

going
with
this,
so
that
we
could
plan
on
that

we're
going
to
have

issues
up
here
with

space,

we're

constantly
evaluating
how
we're
going
to
handle
those
problems.

alternatives

far

haven't
worked

that
we
didn't
think

there

opportunity-

there
was
a
chance

that
was
something
we
could
count
on,
it
would
certainly
help
us

sooner

later,
to
be
able
to
look
at
that.

sheets
and
her

associate

are
in
an
office

size

heidi's

So
the
two
of
them
are
in
there

of
their
files.
All
the
rest
of
their
files
are
downstairs.
They
have
no
conference
room
when
people
come
in
to
see
them
about
jobs,
they
stand
at
a
file
cabinet
and
talk,
and
that's
how
they
sign
things.

would
be
very
interested
in
having
the
space
to
be
able
to
do
small
training
things
down
there
to
be
able
to
meet
with
people
as
they
come
in.

be
able
to
talk

you

have

place
to
sit

a
place
for
Samoa
to
have
an
office
as
well
as

notification

we
gave
notice
of
award
to
the
contractor

and
we're
I've
been
working
with
Lynn,
and
we
have
a
draft
of
the
contract
that
hopefully
will
get
out
later
this
week.

let
you
know
revised
code
of
ethics,
so
I
would
like
to
talk
a
little
bit
about
what
precedes
this.
So,
as
you
probably
are
aware,
if
you,
if
you've
been
reading
the
paper,
I
learned
for
the
first
time
last
Monday
the
17th
from
reading
the
norwich
bulletin,
an
article
in
the
norwich
bulletin,
that
members
of
the
CMAC
board
of
directors
and
others
went
on
an
all-expense-paid
trip
to
the
Kentucky
Derby
at
a
cost
of
over
three
hundred
and
forty
thousand
dollars.

This
past
May,
several
city
employees
and
a
GU
commissioner
member
who
served
on
the
CMAC
board
of
directors
were
among
the
attendees.
I
was
not
informed
about
this
trip,
which
greatly
concerns
me
as
I
have
also
learned
that
it's
been
occurring
for
the
past
four
years,
and
it
seems
to
me
that
there
are
a
number
of
people
who
have
no
connections
to
GU
and
I.
A
Believe
I
should
have
been
kept
informed
of
this,
as
well
as
the
Commission
being
kept
informed
of
it,
and
ultimately,
you
being
informed
of
it
and
I
am
very
grateful
to
the
day
for
having
provided
the
information
that
I
have.
They
sent
to
me
so
through
them.
I
got
the
itineraries
for
the
2016
2015
and
2014
trips
to
the
kentucky
derby
and
the
participants
for
2016
and
2015.
I
have
requested
additional
information
from

so
I

let

know
where
we

this

the
actions
that
I'm
taking.

several
steps
to
ensure
our
accountability
and
the
transparency
of
trips,
like
this
first
I've

investigation
to
determine

violation
of
our
work
rules.
We
have
also
received

ethics
complaint
which

been
forwarded
to
the
Board
of
Ethics
and
I
met
with
Rob
zuliani
today,

we're
also
going
to
review
our
work
rules
to
see
where
they
need
to
be
updated
and
revised
to
make
sure
that
something
like
this
would
not
happen
again.

second
step
is
that
I
am
going
to
ask
you
tonight
for
us
to
be
able
to
consider
ways
that
we
can
strengthen
our
own
code
of
ethics.

don't
know
if
you're
familiar
with
them,
but
if
you
read
in
the
Charter
you'll
see
that
they
are
a
pretty
it's
a
pretty
thin
document.
I
have
talked
to
our
attorney
extensively
about
this
and
there
are
two
ways
that
we
can
handle
this.
We
cannot
change
the
code
of
ethics
without
a
charter
revision
because
they
are
outlined
in
the
Charter.

However,
we
can
define
them,
so
we
can
define
what
we
mean
by
a
gift.
We
can
define
circumstances
that
are
illustrative
of
not
of
inappropriate
ethics
or
inappropriate
gift
receiving
or
a
gift
three
acceptance.
So
that's
something
we
can
do.
We
can
also
look
at
a
at
a
standard
of
ethical
behavior
that
we
would
put
in
our
work
rules
so
that
they
would
be
in
our
and
our
work
rules

expectation
that
it

our
gift-giving
requirements
and

there
are
rules
about,

can't
give

customer
anything

cup
or

pen,
or
something
like
that.
If
you
take
the
state's
training,
they
talk
about
a
value
of
ten
dollars
for
some
things
they
talk

supervisor
has
given
