discussed

possibility
of
a
forum
to
help
business
owners,
particularly
restaurant
owners,
to
share
with
each
other
what
they're
doing
and
how
they're
handling
their
expansion
of
reopening,
and
that
came
after
my
hearing,
I
think
others
have
heard
from
various
restaurants
that
they
were
having
some
issues,
whether
it
be.

But
that
seems
to
be
a
major
issue
for
restaurants,
but
also
stores
at
this
point.
But
the
focus
had
been
restaurants.
So
the
idea
was,
they
have
a
forum.
I
created
a
sheet
for
the
chamber
of
commerce,
because
bruce
lacks
had
wanted
me
to
give
a
description
of
what
he
think
and
I
did
it
as
a
draft
so
that
they
could
look
at
it.

Their
board
meeting
is
next
week,
so
they
would
look
at
it
next
week,
but
the
thought
would
be
that
we
would
together
sponsor
it
and
use
our
mutual
lists
to
reach
out
to
organizations
and
help
the
owners
to
and
managers
to
talk
to
each
other.

additional
part
of
that
is
that
we
wanted
to
have
someone
who
could
deal
with
the
healthcare
issues,
and
so
the
thought
was
to
reach
out
to
ledge
light
and
recently
bruce
flax
did
reach
out
to
ledge
light
successfully
and
so
steve,
I'm
forgetting
his
last

covet

now
probably

extreme

covid
issues.
Health
issues
specifically,

think
we

make
this
as
useful
to
restaurant
owners
as
possible,
so
employment
supply
chain,
as
well
as
dealing
with
if
they,
if
they
do,
have
covet
protection
issues.
All
three,
I
think,
are
quite
relevant,
but
the
way
I
proposed
starting
this
was
asking
the
attendees.

we
focused
on
restaurants

justin's
great

that

across

unfortunate:
it's
a
lot
of
misinformation
has
been
put
out
there.

main
misinformation.
There
is
no
plan
that
you

not
even
submitted

do

They've

trying

maybe
could
have
done
a
little
bit
better
on
pr,
but
they
really
haven't
put
anything
out.

they've
been
able
to
give
information
out
that,
as
far
as
I
know,
is,
is
not
true,
because
there's
nothing
exactly
what
they're
planning
on
doing
and
one
thing
about
that
property,
I
think
we're
all
aware
of
it
is-

there's

lot
of
issues
from
environmental
cleanups
and
and
such
that
aren't
really
taken
into
account.
As
you
know,
what
the
developer
was
interested
to
come
in
looking
at
the
dollar
amounts
to
make
this
a
profitable
deal
for
them.

used
they've
used
that
for
fire
training
and
so
that
the
foam
that
we've
all
hear
about
whenever
we
have
these
fires,
they
use
the
foam
they're
worried
about
it
getting
into
the
water.
Well,
that's
what
they
spray
up
there.

there's

lot
of
contaminants
and
the
buildings
are,
you
know
the
vandalism
graffiti,
the
breeding
ground,
there's
a
there's,
a
lot
of
bad
things
as
far
as
I'm
concerned,
in
the
way
of
town
of
groton
that
that
are
kind
of
overlooked
with
how
it's
developed
and
such
so
so
they
came
for
their
own
personal
reasons.
As
a
commission
and
such
came
against
it,
I
saw
a
subsequent
article
that
the
state
and
paige
I
was
going
to
ask
you
on
this
one,
but
I
figured
in
the
meeting.

I
could
just
clarify
that,
because
I
you
know
you
talk
about
misinformation,
people
have
learned
that
the
lease
has
not
been
extended
by
the
state
and
they
have
elevated
that
to
a
certain
point
to
infer
almost
that
the
project
or
the
sale
is
not
going
to
occur.
I
have
directly
spoken
with
the
state
and
although
the
lease
is
not
being
extended,
the
state
is
very
much
interested
in
selling
the
property,
so
the
lease
was
merely
for
the
management
and
control
the
state
would
like
to
sell
it
immediately
matter
of
fact.

I
guess
my
point
is
when
you
see
it
in
the
presses
that
people
say:
oh,
it's
done
it's
done
and
as
far
as
I'm
concerned,
you
know,
wrestler
still
has
options
to
develop,
that
you
know
and

have

ability
to
do
things,
and
you
know
I
would
just
say
to
the
commission.
The
reason
why
I
wanted
to
bring
it
up
is
it's
really.
Our
our
job
is
to
be
the
proponents
of
business
and
economic
development
in
our
town.

get

fair.

press

a

supportive
of

direction

opportunity
in

towns

small
little
proposal

a
town
that
doesn't

their
own
economic
development
commission
came
out
against
it
because

its
tough
development.

understand

makes
sense
for
a
property
like
this

take

tax
burden
off

the
retail
housing
and
the
for
our
schools
and
all
the
other
things
we
want
to
do.
They're
out
there

tired

want
to
do
this,

but

mill
rates
going
up
so
the
loud
ones
seem
to
get
the
press.

that
silent
group
that
we
need

get
informed

come
out

do
that

think

sides
of
it
when
we
get
a
plan
or
when
something
gets
more,
you

I
mean
the
way
it
sounded
in
this
thing
is:

it
wasn't
right
by
where
the
grocery
stores
are
so
people
can
walk
to
them.
They
don't
want
any
development.

mean
now
to
me:
that's
not
planning.

unique
property,

you

a
developer,
that's
looking
at
it
and
has
this
vision?

you

Perhaps
you
know
something
that
would
be
very
work

that
particular
location,

don't
want

opportunity,

commission

floating
zone

do

zone
change
for
one
particular
development,
which
makes
sense.
They
say
we
want
this
floating
zone.

about
the

The
developer
has
yet
to
come
before
the
commission
and
say
this

would
like
to
submit
an
application,
that's
yet
to
happen.

think
everyone,

is
impacting
well,

that's

all
the
properties
whether
it's
sealy
pleasant
valley

city's
planning
and
zoning
commission
on

concern

impact
the

developer

accused

accused
of
not
providing
enough
information
from
the
developer.
So
we've

kind
of
been
skewered
on
on
both
ends
of
it
and
we
tried
to
facilitate
the
best
we
could.

juncture,
given
the
posture
of
the
commission,
we
think
it's
best
that
the
developer
come
forward
directly
and
make
their
request
and
see
how
the
commission
wants
to
handle
it.

commission
is
going
to
entertain
some
form
of
a
zoning
amendment,
it's
just
what
is
it
going
to
be,
and
that
word
has
yet
to
make
it
directly
from
the
commission
to
the
developer.

planning
on

town
council
on

13th

and

not

The
atlantic
consultant
will
be
doing
that
presentation
he's
very
good
in
presenting,
and
I
think
if
people
haven't
seen
this,
they
really
should.

really
interesting
and
informative,
and
you
know
there's
a
lot
of
piece
pieces
to
it:
the
five-minute
walk
radius
and
all
the
different
you
know
situations.
I
know
I
hear
a
lot
of
people
say
they
can't
go
to
misty
because
they
can't
park
the
car.
You
know
so,
but
I
think
it's
really
going
to
be
interesting
and
certainly
worth
tuning
in
or
or
you
know,
going
in
person
to
to
your
presentation
is
that
going
to
be
in
person
on
the
13th.

in
the
staff
report,
you'll
notice,
the
first
header
deals
with
arpa
the
american
rescue
plan
and
that's
the
large
funding
source
that
has
come
to
states
and
local
governments,
so
we're
kind
of
beyond
reacting
to
covid
and
now
addressing
somewhat
of
a
response.
With
this
funding,
we
had
a
long-term
recovery
committee
meeting
last
night
and
trying
to
wrap
our
heads
around
how
we're
going
to
address
the
funding.
It's
it's
fairly
significant
for
the
town,
it's
8.6
million.
I
don't
know
the
exact
amounts
for
the
others.
I
the
city.

think
it
was
just
shy
of
2
million,
I
believe,
maybe
1.5
million
groton
long
point.
I
think
it
was
like
75
000,
the
schools
they
get
their
separate
allocation.
I
think
it
was
about
seven
million.
Don't
quote
me
on
these,
but
that's
just
relative
numbers,
so
they're
significant
numbers.
Now
some
people
are
eager.
Let's
go
spend.
It's
almost
like
you've
inherited
this
large
amount
of
money
and
you
contemplate
what
you're
going
to
buy
but
we're
trying
to
advocate
for
a
strategy
and
that
we
want
to
invest
this
money.

a
banking
sense,

invest
in
our
community,
allocate
our
priorities
wisely
and

try
to
make
a
difference
in
our
community
long
term,
so
that
is
going
to
be
ongoing.
The
largest
thing
we
need

future

needs
assessment.
Everyone
can
speak
with
people
and
get
an
opinion
on
what
our
neighbor
wants.
What
businesses
want,
what
have
you,
but
we
really
need
to
know
as
a
whole
groton
wide.

hopefully

that

their
mohan,

will

star
highway

still
waiting
to
finalize
that
with

developer.

housing

square
site
plan,
has
been
approved,

submitted,
it's
being
reviewed.

demolition
has
been
done,
they're
hoping
to
break
ground
in
a
few
months
and
that's
308
units
colonel
ledyard
school.

bell
site
was
before
the
city
is
planning
a
zoning
commission.
I
participated
in
that
on
june
15th.
They
gained
approval
for
a
zoning
amendment
which
allowed
slightly
more
density
that
that
doesn't
mean
that
the
project's
approved

just
means
that
the
zoning's
been
changed
next
steps.
They
will
come
back
to
the
commission
with
their
site
plan,
which
would
show
the
buildings
the
density
number
of
units
and
where
this
activity
will
take
place,
pleasant
valley
school.
