A
I
hear
that
that
guy
was
in
non-compliance,
is
tearing
down
the
roof
and
trying
to
go
back
to
his
originally
approved
plan
on,
for
whatever
it
is
road.
There.
D
D
F
So
I
need
to
recuse
myself
for
one
of
them:
it's
the
second
one
which,
if
he's
there,
we
can
call
him
first,
oh,
you
need
to
vote.
F
F
I
don't
have
a
problem
doing
that.
The
one
I
want
to
recuse
myself
on
is
to
elm
street.
Are
they
here?
Can
we
see
who's
here.
D
A
Sarah,
though
sir,
you
got
to
open
the
the
meeting
up,
though.
F
No
actually
peter
reads
his
little
spiel.
First,
oh
okay,.

F
E
Sure,
dear
michelle,
please
publish
the
following
public
notice
for
one
insertion
on
monday
september,
28
2020,
town
of
groton
notice
of
public
hearing
historic
district
commission.
F
Thank
you,
chad,
so
for
all
of
our
attendance
and
participants,
we
need
to
have
a
quorum
of
three
to
be
able
to
vote
on
a
meeting,
and
there
are
four
of
us,
but
mr
goodman
needs
to
leave
and
there's
one
application
that
I
am
going
to
recuse
myself
on.
So
in
an
effort
to
move
things
along.
What
I'm
going
to
do
is
open
the
hearing,
we're
going
to
hear
that
one
hearing
close
it
vote
on
it
and
then
eric
can
go
and
then
we
can
do
the
balance
of
our
hearings.
F
Okay,
all
right,
so
I
am
going
to
call
htc
20-63
to
elm
street
to
begin
their
presentation
and
I'm
going
to
recuse
myself
on
this
one.
H
You're,
okay,
it's
not
true!
That
linda
said
about
you,
the
only
person
I
recognize
on
this
panel,
so
we
are
proposing
an
in
agreement
to
remove
a
porch
at
two
elm
street
and
replace
it
with
single-pane
panels,
and
the
aesthetics
on
the
edition
are
to
completely
match
the
home
and
the
homes
in
the
neighborhood.
G
F
H
Well,
what
I
have
is
not
in
the
set
of
plans
I
went
and
found
the
shingles
we
were
using
that
match
the
homes
which
are
royal
sovereign,
single
tab
chambers.
H
Looking
fixtures-
I
I
didn't
know
this
is
the
first
time
I've
been
in
front
of
a
historical
board
and
it's
my
understanding
that
I
am
to
match
aesthetics
in
the
neighborhood
that
we
keep
the
home
whatever
we
keep
the
as
if
it
were
there
forever
and
historically
speaking,
and
so
we've
gone
out
of
our
way
to
see
that
we
can
do
that.
H
I
don't
know
exactly
what
information
you
need.
Aside
of
that.
H
Also,
please,
if
I
made
in
the
panel,
are
a
project
manager
who
was
first
standing
and
worked
on.
This
is
no
longer
with
us,
so
I
am
filling
in
and
representing
the
project
going
forward.
C
C
H
E
C
So
peter
are
you
at
the
very
very
end,
because
I
uploaded
some
things
at
the
end
that
are
relating
to
23
and
a
half
pearl
street.
B
H
C
Okay,
so
these
at
the
top,
those
are
supplemental
that
I
had
to
load
at
the
end.
So
you
want
to
go
to
I'm
pointing
it
and
you
can't
see
it,
but
you
want
to
go
to
the
book.
The
meeting
files.
H
C
Let's
just
keep
going.
Here's.
E
G
H
Yeah,
thank
you
for
helping
me
one
day.
If
I
may
also,
let
you
know
what's
not
pictured
here
that
we
are
using
is
red,
cedar,
clapper,
which
is
original
to
the
home.
So
this
item
will
be
red,
peter
clapper,
and
painted
to
match.
L
L
H
B
H
D
H
For
the
trend,
no
no,
unfortunately,
I
couldn't
obtain
cedar
for
that
probably
pine
painted
to
match
the
rest
dug
fur
pine.
I
couldn't
get
a
cedar
trim.
H
H
J
J
H
H
D
So
I
hate
to
be
difficult,
but
for
the
sake
of
time
I
will
tell
you,
I
think
the
design
is
really
nice.
I
think
it's
going
to
look
great
on
the
house,
but
you
have
to
have
all
the
materials
listed
which
you
seem
to
be
missing
some
of
them,
so
my
suggestion
would
be
just
continue.
It
amend
the
packet
to
include
all
the
materials
and
we
can
vote
on
it
next
time,
but
I
think
personally,
I
think
that
the
aesthetics
and
what
you're
doing
is
great.
D
A
A
E
E
You
have
to
be
able
to
describe
all
of
that
to
us,
you
know,
and
it
has
to
have
been
evidenced
in
the
exhibit
materials.
So
I
don't
think
you
have
an
issue
with
this.
I
think
eric
is
right,
but
you're
really
going
to
have
to
come
back
in
two
weeks.
E
H
D
I
don't
no
one's
objecting
to
the
materials.
All
I'm
saying
that
you
need
to
do
is
just
make
a
list
submit
it
to
linden
in
writing
so
that
it
can
be
put
on
the
website.
The
public
can
be
notified
and
then
we
can
vote
on
it.
I
don't
think
anyone
here.
I
know
myself
is
not
objecting
to
any
of
the
materials
you're
using
okay.
H
Fair
enough
guys,
thank
you,
so
I
do
the
same
thing
I
did
tonight
in
two
weeks.
F
Yeah,
okay,
so
we're
going
to
continue
this.
I
think
we
need
to
move
to
continue
it
unless
he
requests
that
we
continue
it
right
linda
then
we
don't
have
to
vote
on
it.
F
Okay,
yeah,
okay,
so
we're
going
to
close
the
public
hearings.
Now
I'm
going
to
open
deliberations
and
if
you
guys
want
to
make
a
motion
on
this.
F
Favor
I'll
take
a
roll
call,
moriarty
recused,
brady,
aye
levinson,
hi,
goodman
hi;
okay,
the
the
applications
continued;
okay,
all
right!
Thank
you.
Eric.
F
F
No
all
right
we'll
circle
back.
If
mr
comeau
comes
on
hdc
20-64
23
and
a
half
pearl
street
solar
roof
application.
F
All
right,
please
feel
free
to
introduce
yourself
and
begin
your
presentation.
M
Yeah
hi
we're
bill
and
melissa
jankowski.
We
just
bought
and
moved
into
23.5
pearl
street.
One
of
the
things
that
we
did
know
going
into
this
was
it's
in
need
of
a
new
roof
and
we
are,
it
looks
like
the
old
presentation
is
still
up
there.
That's
not
the
application
I
submitted,
but
it
needs
a
new
roof,
we're
out
for
a
quote
for
yep
nope.
That's
not
it
out.
M
For
quote
for
several
again
using
just
traditional
asphalt,
shingles
matching
the
you
know
exactly
what
the
house
was
built
with,
but
one
of
the
options
we
did
want
to
consider
was
tesla
solar
shingles.
M
The
house
has
a
lot
of
roof,
it
has
a
great
southern
exposure
and
it
would
be
good
if
you
scroll
down
to
the
pictures
of
the
house.
The
you
know,
the
side
of
the
house
is
no
the
pictures
of
our
house
so.
M
Pass
the
property
card
is
a
good
example,
and
then
I've
submitted
some
more
so
page.
Three,
I
think,
is
a
property
card
right
so
from
the
from
the
street,
there's
not
a
whole
lot
of
roof.
There.
C
I'm
sorry
to
interrupt
but
pete
these
are
the
he
his
came
in
after
I
posted
the
agenda,
so
they're
the
individual
ones,
yeah
the
additional
photos,
I'm
I'm
keeping
you
on
your
toes
tonight.
Pete!
That's.
A
A
M
Yeah,
so
so
that
exhibit
is
just
screen
captures
from
the
tesla
website.
M
There
should
be
another
one
that
has
that
has
the
pictures
from
the
roof
before
we
get
into
what
the
you
know,
shape
and
texture
of
the
of
the
solar
shingles
themselves.
Are
this:
this
one
will
come
back
around
to
you.
This
was
a
project
that
was
done
on
hunting
ridge
in
the
chessborough
farm
neighborhood
with
the
tesla
solar
shingles.
M
As
you
can
see,
they
look
a
whole
lot
like
traditional
shingles,
as
opposed
to
regular
solar
panels,
but
there
should
be
three
pictures
in
another
attachment
that
do
show
three
views
of
the
front
of
our
house.
Our
house
is
seen
from
the
street
yep.
This
is
it
so
again
in
here.
M
There's
the
bay
window,
we're
gonna,
get
that
done
with
asphalt,
shingles
and
then
on
to
the
right
there's
a
section
of
roof
over
the
porch
that
likewise
we're
going
to
get
done
with
asphalt,
shingles
and
it's
just
the
top
section
of
the
roof
that
we'd
like
to
get
done
with
the
solar
shingles,
and
I
took
kind
of
quartering
views
or
the
next
two
pictures.
So
this
is
from
this
is
looking
from
it's
looking
southwest
right.
M
So
this
is
just
north
of
the
house
looking
at
it
again,
not
a
great
view,
because
man
trees
in
this
neighborhood
are
phenomenal
and
then
the
next
picture
is
the
looking
northwest
at
it
from
just
south
of
the
house
and
so
again
here
in
the
winter,
you
will
be
able
to
see
a
little
bit
of
it,
but
you
know
going
back
to
the
pictures
that
we
had
from
the
installation
that
were
done
on
hunting
ridge.
M
There's,
not
a
there's,
not
really
a
whole
lot
of
impact
to
impact
to
the
look
and
feel
of
the
neighborhood.
I
don't
know
if
you
want
to
put
up
the
hunting
ridge.
M
Pictures
that
was
a
yeah
yeah.
So
again,
you
know
this
is
this
is
just
a
traditional
cape
right
and
again,
as
you
can
see,
they
look
like
shingles.
M
Yeah
and
again
it
if
this
gets
denied
we're
just
replacing
them
with
traditional
asphalt
shingles
again,
this
is
this
is
just
one
of
the
things
while
we
were
getting
quotes.
We
wanted
to
go
ahead
and
include
this
as
one
of
the
options
I
read
through
the
historical
commission
guidelines
again,
if
we
you
know,
if
we
do
replace
them,
just
with
the
same
asphalt,
shingles
that
are
on
there,
you
know,
I
don't
think
I
need
a.
M
I
don't
think
we
need
a
appropriateness,
but
this
again
I
thought
was
an
exciting
application
right.
It
helps
screen
the
house.
The
house
has
electric
heat,
which
again,
you
know,
definitely
helps
push
us
closer
to
being
carbon
neutral.
I
know
that's
not
something
that
you
guys
care
about,
but
it's
something
that
is
a
little
bit.
It's
something
that
we're
interested
in
and
again
it
doesn't
for
the
for
the
parts
that
are
very
visible
from
the
street,
we're
going
to
keep
them,
as
is.
E
E
F
E
A
lot
proud
looks
a
lot
better,
so
I
think.
F
So
I
guess
my
my
question
on
the
convention,
but
you're
calling
conventional
shingles
you're
correct
in
if
you
replace
like
for
like
you,
do
not
need
approval,
so
I
just
need
your
assurance
that,
on
that,
on
those
two
spaces
that
you're
going
to
use
your
asphalt
signals
that
they're
going
to
be
in
the
same
color
texture
that
are
existing
and
then
we
don't
need
to
worry
about
it.
F
F
M
E
M
I
can
probably
go
pull
a
couple
out
of
my
yard,
but
I'm
I'm
not
I'm
not
quite
sure
what
the
what
the
difference
is
we
had
we
have.
We
have
had
a
conventional
roofer
out
and
I
believe
he
said
they
were
architectural
shingles.
M
F
So
then,
my
next
question
is
this
is
our
first
time
looking
at
tesla
shingles,
so
I
can
see
them
from
the
photos
of
what
you've
shown
us.
I
guess
I'm
I
don't
know
what
degree
of
specificity
to
ask
you
other
than
that
it's
tesla
signals.
You
know
when
we're
looking
at
conventional
solar
panels.
We
asked
them.
Are
they
putting
up
blue
ones
or
black
ones?
I
don't
know
what
what
we're
looking
at
here.
M
Yeah,
so
they
just
they
just
have
the
they
just
have
the
one
gray
color.
I
believe
I,
I
guess
the
the
main.
The
main
thing
that
I'm
looking
for
assurances
on
is
that
I
can
proceed
into
the
design
process
with
tesla,
because
they've
got
a
they've
got
a
deal
where,
once
it's
like
a
14-day
window,
once
they
actually
do
detailed
design
before
they
go
into
construction
on
it.
E
Well,
I
think,
in
light
of
what
you
don't
have
any
any
actual
photographs
of
any
individual
samples
of
what
these
shingles
look
like
other
than
the
photographs
of
the
house
where
they've
been
installed
previously.
Is
that
correct,
that's
correct
right,
so
what
I
think
what
I
would
recommend
you
do
and
sarah
you
and
don
can
tell
me
if
you
disagree,
I
think
you
probably
should
come
back
and
and
have
submitted
some
of
their
promotional
brochures
or
whatever
and
or
a
photograph
of
what
one
of
these
shingles
looks
like
up
close.
M
So
in
one
of
the
in
one
of
the
sets
of
pictures
that
I
did
submit
there
is,
I
think,
it's
one
of
the
supplemental
sets
of
pictures
that
I
submitted.
It
does
go
through
and
shows
like
the
it
shows
the
yeah.
So
so
here
it
shows
the.
If
you
go
back
up,
it
shows
the
so
that
picture
is
showing
the
underlayment
that
they
put
in,
if
not
sure
which
order
these
are
in,
but
one
of
them
does
have
the
spec
of
the
shingle
itself.
G
G
E
C
Yeah,
that's,
I
think,
that's
part
of
the,
not
the
individual
ones,
pete.
I
think
that's
part
of
what
was
uploaded
in
the
application.
The
agenda
package.
M
That's
the
weatherization
and
the
rest
of
it.
There's
there
I
think
there's
one
where
it
does
show
an
individual
shingle
and
gives
the
dimensions
for
it.
G
F
Yeah
all
right
does
anyone
have
any
additional
questions
for
the
applicant.
A
F
K
Can
you
hear
me?
Yes,
the
link
had
a
little
situation
going
on
before
all
right,
so
this
is
21,
gravel
street
and
kind
of
self-explanatory.
There
is
a
screened-in
porch
in
the
southeast
corner
of
the
structure
and
it's
part
of
a
remodel
of
the
interior.
Actually
that
we're
going
to
be
doing
converting
this
space
from
just
a
screen
porch
to
a
dining
room.
K
It
gives
great
views
to
the
river
for
the
house.
The
screens
do
a
great
job,
but
you
know
in
new
england
we
are
our
screen.
Porch
time
has
been
limited
lately,
so
the
carols
would
like
to
enclose
this
and
make
it
a
bigger
part
of
their
of
their
interior
living
environment,
so
we're
the
dilemma,
however,
is
that
the
porch
is
built
on
sauna
tubes
and
not
exactly
the
best
construction.
I've
inspected
it,
and
so
we
we
want
to
remove
the
entire
screen.
K
Porch,
it's
been
measured,
it's
been
drawn
and
we're
going
to
replace
it
fully
and
kind
from
the
ground
up,
but
not
on
spinal
tubes,
on
a
foundation
two
by
six
insulated
walls
and
exterior
pilasters
and
quartus
treatments
to
match
in
exactly
the
dimension
that
you
see
there.
So
the
pi
lasters
there
you
go.
The
pi
lasers
between
the
screens
are
are
12
inches.
K
They
have
sort
of
a
doric
coping
at
the
top,
we'll
make
all
of
this
out
of
borrel
and
or
party
material,
and
possibly
even
some
asics,
the
cornice.
As
you
see,
it
will
be
replaced
in
kind
in
dimensionally,
with
a
epdm
rubber
membrane
roof
where
the
screens
are
now
dimensionally
that
simply
gets
replaced
with
french
doors
to
match
the
front
of
the
house
which
are
shown
in
the
elevations
and
those
will
be
custom
anderson,
a
series
doors
just
like
that.
K
So
we're
matching
the
the
lock
rail
there's
a
mid
lock
rail
on
those
but
we're
adding
a
vertical
muntin
and-
and
the
reason
is
it's
very
common
in
these
old.
You
know
shipwright
houses
that
when
they
built
the
screen,
porch
they
or
a
sunroom,
the
the
proportional
fragmentation
of
the
fenestration
within
those
rooms
was
often
broke
down
a
little
bit
more.
K
I
did
one
right
right
around
right
around
the
corner
for
clients
last
year
to
two
years
ago
now,
probably
over
on
park,
so
so,
rather
than
then
completely
model
the
front
of
the
house.
We
want
to
break
the
muntin
pattern
down
just
a
little
bit,
as
shown.
K
I've
included
the
specification
materials
in
the
packet
for
there
we
go
for
the
doors
and
the
buttons,
the
midline
rail
and
the
materials
that
we'll
use
on
the
outside.
So
you
know,
basically,
you
should
drive
by
this
in
a
year
and
not
even
know
that
this
went
on,
except
for
the
fact
that
the
screens
were
replaced
with
glass.
K
Another
part
of
the
package
is
the
carols
would
like
to
replace
siding
over
time.
Much
of
the
siding
has
been
replaced
as
a
part
of
a
previous
edition
before
they
purchased
the
house
and
it's
hardy
material
and
over
time
they
would
like
to
replace
some
of
the
clapboards
that
are
they've
seen
their
day
with
borrel
clapboards.
F
F
Thank
you.
Thank
you
mark.
Okay,
thank
you.
Would
anyone
in
the
audience
like
to
speak
for
this
application?
Would
anyone
in
the
audience
like
to
speak
against
this
application?

20-65-54,
west
main

bab
realty,
I'm
sorry,
bab26
realty,
I
didn't
see
greg
in
our
audience.
Is
he
here.
E
G
F
M
C
J
F
Yes,
peter
has
your
thing
up.
You
want
to
take
over.
J
I
am
no,
I
will
just
go
through
there's
just
two
small
things.
On
the
the
plans
we
submitted.
That's
greg
fettis
with
medicine
representing
the
owner,
54
west
main
street.
We
were
here
a
couple
weeks
back
three
weeks
back.
I
guess
regarding
the
prop
the
old
bank
bank
of
america
building,
so
there's
two
things
we
did
had
to
come
back
for
one
was
the
accessible
ramp.
J
J
And
then
I
think,
on
the
second
sheet
of
the
site
plan
is
the
well
shows
there
in
plan
view,
but
we
and
we
called
out
wood
ramp,
got
little
rid
of
the
aluminum.
J
G
F
I
think
that's
that
was
don
and
todd
that
was
all
we
needed
was
just
to
see
the
door.
E
F
F
Anyone
audience
like
to
speak
for
this
application.
Would
anyone
in
the

like
to
speak
against
this

Hdc
20-65
is
closed.
Hdc
20-66,
28
water
street,
mr
nelson
owner
applicant,
I
think
he's
been
patiently
waiting.
N
So
my
name
is
robert
nelson
28
water
street
and
our
application
is
for
a
small
addition
off
the
back
of
the
house.
It's
a
9
by
22
audition,
it's
a
small
house.
We
need
a
little
more
space.
It's
going
to
be
a
reading
room.
Just
a
one
story:
small
audition!
The
siding
will
match
the
existing
siding,
which
is
clap,
cedar.
Clapboard
there'll
be
three
windows
in
the
back
of
the
house,
so
you
won't
even
see
that
from
the
front
at
all
and
they'll
match
the
existing
windows
in
the
front
of
the
house.
N
There's
a
sliding
door
on
the
back
of
the
house
right
now,
we're
going
to
reuse
that
it's
a
sliding
frame,
we're
going
to
reuse
that
in
the
side
of
that
addition,
what
you're
looking
at
right
now
it'll
be
facing
this
way
and
it'll
be
an
open
in
the
cathedral
type
ceiling
side
exterior
wise.
N
The
only
part
you're
going
to
see
is
what
you're
looking
at
right
now
as
you're
coming
down
water
street,
and
you
look
to
your
left
you're
just
going
to
see
the
end
of
the
addition,
the
other
side
of
the
addition
you
can
barely
see
from
the
street,
there's
another
house
on
the
other
side
and
it's
pretty
well
blocked.
So
the
only
thing
that's
really
visible
is
going
at
one
end
of
the
audition
right
now,
there's
in
the
back
there,
where
you're
looking
down
at
it
right
now
that
view
it's
nine
by
22..
N
N
The
back
to
back,
as
you
can
see,
is
this
ledge,
so
there's
nothing
nothing
behind
there.
It
just
goes
straight
up
to
the
up
to
high
street.
Basically,
in
the
back,
as
I
said,
we'll
match,
the
shingles
will
match
the
siding
will
match.
The
windows
will
match
and
that's
pretty
much
all
there
is
to
it.
It's
just
not
that
much
there.
So.
F
Peter,
can
you
scroll
back
up
to
how
you
were
right
there
either
one
of
those
those
those
are
fine.
So
it's
right,
I'm
looking.
I
know
you
have
your
existing
pergola
and
deck
out
back
now,
yeah.
So
when
I'm
isn't,
is
there
what's
the
roof,
we're
going
to
see
the
roof
right.
G
N
N
It's
pissed,
yes,
it'll
be
pitched
yeah
yeah.
Well,
there
isn't
right
there
isn't
that
much
to
see
for
you
just
from
the
street.
You
know
that
shows
you
the
footprint
right
there,
as
you
can
see,
as
you
were
coming,
if
you're
coming
down
water
street
you'd,
have
to
look
quickly
to
your
left
and
you'll
you'll,
see
the
engine
and
then
beyond
that
it's
just
all
rock
anyhow
on
the
back
there.
So.
E
G
F
So
I
I
don't,
we
only
have
jurisdiction
over
what
we
can
see
and
we
can
see
this
I
mean
I
I
mean
I
see
this
seven
times
a
day.
You
know
so
I
I
just
want
to
make
sure
that
we
haven't
hear
what
we're
supposed
to,
and
I
I
mean
you're,
I
think
we'll
see
above
the
pergola
a
bit
of
the
second
story
and
I
kind
of
think
we
need
the
elevation
for
that.
F
N
E
N
F
And
as
this
is
you
can't
see
what
I'm
pointing
at
I'm
sorry
is
that
a
door
that
I'm
looking
at
like
a.
E
N
N
That's
it:
okay,
that's
right!
That's
how
strong
become
the
actual
the
side
to
the
right,
that'll
be
the
door
to
the
to
the
room
yep,
and
if
you
look
on
that
on
that
picture
right
there
too,
if
you
see
the
the
roof
line
on
the
left
part
of
that
yeah
they're
right
in
there
that's
going
to
be
the
the
height
of
the
the
new
roof
right.
There
won't
be
any
higher
than
that.
N
It's
in
it's
in
there
yeah.
It's.
N
And
you
can
see
the
left
of
the
of
the
that's
where
our
existing
gas
tanks
are,
and
there
there's
already
a
privacy
fence
in
front
of
that
that
blocks
all
that
from
the
street
in
the
driveway
on
the
other
side.
So.
N
No,
no,
there
won't
be
any
changes
to
the
deck
we're
actually
building
right
over
the
deck.
Using
this
existing.
F
F
I'm
on
the
cusp,
like
you
know,
I
I'm
reaching
in
that.
I
know
we've
had
this,
this
house
come
before
us
and
I'm
sure
somewhere
in
our
materials,
we
have
what
your
existing
siding
and
windows
are
written
down.
I'm
just
trying
to
connect
all
them.
N
F
G
F
Right,
yeah
and
then
not
having
the
height
of
the
roof.
It
should
be
in
here.
F
G
G
G
H
N
F
So
it's
going
to
run
along
nothing
where
you're
ends
now
or
you're
going
to
line
it
up.
E
Well,
I
mean
I
don't
disagree
that
we
don't
have
the
actual
dimensional
height
of
the
roof,
but
I
think
that,
given
the
constraints
that
he
is
when
he
says
that
it's
not
going
to
be
any
higher
than
that
line
that
he's
showing
there
which
matches
the
the
existing
roof
on
the
left
there.
And
given
that
we
know
he's
not
going
to
build
a
house
with
well
a
four
foot
outside
wall.
But
it's
gonna
probably
be
like
nine
feet.
E
F
All
right,
like
I
said
I
was
I'm
kind
of
on
a
on
the
cusp
I
I
can
live
with
it.
I
would
like
more
material
in
the
future
if
you
could
come
back
with
more
material
yeah,
but
I
think
that
if
we
tried
to,
we
could
tie
all
of
the
components
together.
F
A
Yeah,
I
I
guess
I'm
sorry,
I
I
don't
know
why
people
can't
just
read
the
instructions
and
come
in
with
what
they're
supposed
to
come
in
with,
but.
E
I
suppose
it's
a
it's
a
question
mark
when
someone
says
they
are
going
to
match
the
existing
exterior,
clabbered
and
trim
right
right,
I'm
not
sure
that
isn't
somewhat
dispositive
of
what
he's
going
to
use,
regardless
whether
we
know
what
it
is
I
mean
I'm
maybe
reaching
on
that,
but
I'm
not
sure
it's
a
true.
I'm
not
sure
it
makes
a
whole
lot
of
difference.
E
A
F
Right
would
anyone
in
the
audience
like
to
speak
for
this
application?
Would
anyone
in
the
audience
like
to
speak
against
this
application?
G
F
I
will
first
call
htc,
20-62-21,
gravel
street
brian
and
june
carroll
mark
come
out
applicant.
This
was
the
application
for
the
conversion
from
the
screened
in
porch
to
three
to
four
season:
room
with
french
doors,
any
comments
or
emotions
on
this
application.
E
I
think
I
think
that
you
know
what
he's
proposing
here,
you
know
is
highly
appropriate
with
regard
to
what
was
there
he's
copying
all
the
base,
details
and
really
all
he's
doing,
as
he
said,
is
he's
converting
the
screen
doors
to
to
wood
doors
and
and,
as
a
result,
I
think
it's
it's
fully
acceptable
and
I
move
that
we
grant
a
certificate
of
appropriateness.
F
I
agree
with
your
comments
and
I
will
second
all
in
favor
moriarty
I
brady.
G
F
Levinson
the
application
is
approved,
htc
20-64,
23.5
pearl
street,
mr
and
mrs
jankowski.
This
was
for
the
tesla
solar
roofs,
any
comments
or
emotions.
F
F
E
I
I
agree
and,
and
I'm
looking
forward
to
seeing
what
it
looks
like,
but
I
also
think
that
by
doing
by
matching
the
existing
shingles
on
the
more
exposed
portions
of
the
roof,
he
won't
be
altering
that,
and
I
think
this
is
is
a
good
solution
and
as
you
say,
I
don't
know
what
the
cost
differential
is
between
a
regular
solar
roof
and
a
tesla
roof.
But
I
believe
it
said
it
is
a
25-year
warranty
on
it.
A
G
F
Levinson
hi,
the
application
is
approved,
htc
20-65,
54,
west
main
street
bab
26
realty.
A
Hold
on
first
linda:
do
you
think
we
have
to
add
something
about
just
in
the
approval,
consistent
with
the
requirements
of
state
law,
that
we
look
favorably
on
energy,
efficient
proposals.
A
C
G
A
F
All
right,
htc,
20-65-54,
west
main
street-
this
was
greg,
fedes's
application,
and
this
was
when
he
came
back
to
us
for
that
door
and
would
ramp
any
comments
or
emotions.
G
F
F
The
application
is
approved,
htc
20-66-28
water
street.
This
was
mr
nelson's
addition
to
the
back
any
comments
or
emotions.
E
I
I
I
just
will
say
again
what
he
said
in
in
the
discussion,
and
I
think
that,
although
there
are
a
few
things
that
could
have
been
more
specifically
delineated,
I
believe
that
the
sketches
that
have
been
supplied
and
and
the
fact
that
he
says
he
will
match
the
existing
cedar,
siding
and-
and
the
trim
gives
us
enough
detail
on
this,
especially
given
the
fact
that
you
can
only
see
the
south
side
of
the
of
the
addition
and
that's
the
only
thing
we
have
jurisdiction
over.
F
Experiments
that
we
set
for
people-
and
I
just
want
to
make
sure
that
we
are
but
with
that
said
I
will
second
the
motion
and
I'll
do
a
real
call.
Moriarty
aye,
brady,
hi
levinson.
E
C
So,
yes,
that
is
correct
and
in
the
case
of
mr
nelson,
I
did
work
with
him
and
I
did
suggest
a
couple
of
things
and
he
did
come
back
to
us
with
a
little
bit
more
based
on
what
we
talked
about.
So
so
you
know
we're
working
on
refining
at
the
front
counter.
C
C
No
I'm
just
saying
because
of
the
fact
that
we
we've
moved
to
a
virtual,
and
we
want
to
make
everything
clear
to
folks
who
have
an
interest
and
aren't
able
to
really
come
into
a
meeting
to
take
a
look
at
things.
You
know
we're
really
trying
to
be
a
lot
more
specific
about
the
exhibits
that
are
submitted.
E
Right
so,
the
only
thing
I
was
thinking
about
was
sitting
here
was
with
that
sheet
that
has
all
these
requirements
for
an
application.
Maybe
we
should
make
it
a
requirement
when
you
submit
your
application
that
you
submit
that
sheet
and
that
we
change
the
sheet
to
have
a
series
of
little
check
boxes,
yes
or
no,
and
that
we
make
everyone.
I
don't
know
what
they
require
for
us
to
do.
E
C
C
Reading
never
yell
at
folk,
but
that
isn't
good!
That's
a
good
point.
I
know.
Sometimes
I
will
I'll
create
a
plot
plan
for
them
when
I
think
that
maybe
they
haven't
given
you,
you
know
sort
of
the
logistics
of
where
it's
located.
You
know,
so
we
do
try
to
refine
it.
That's
not
about
our
idea
to
make
that
a
part
of
it.
C
A
C
F
Pre-Application
hearings:
do
we
have
anyone
here
for
something
new?
I
think.
Yes,
I
see
some
people
all
right,
we'll
just
go
down
the
line
here
and
kirsten.
You
are
our
first.
P
Good
evening
my
name
is
kirsten
sutt.
I
am
here
to
discuss
the
purpose.
The
purpose
for
my
conversation
tonight
with
you
is
to
discuss
the
feasibility
of
a
second
floor
garage
apartment
at
my
home
at
50,
west
mystic
avenue.
P
So
I
have
some
pictures
for
for
you,
but
before
I
get
to
those,
I
just
want
to
explain.
The
current
reality
is
that
there
is
attached
garage,
a
detached
garage,
that's
about
21
by
20
feet
with
the
bump
out
storage
section.
Some
support
structures
are
rotting
as
well
as
one
wall.
In
the
back,
there's
no
apparent
solid
foundation.
P
The
current
structure
is
becoming
an
eyesore,
I'm
unsure
of
the
age
of
the
garage,
and
my
mom
is
currently
in
the
home,
but
the
plan
is
for
my
husband
and
I
to
move
to
connecticut
in
about
a
year,
so
that
apartment
will
be
for
her
to
live.
C
O
O
G
P
P
P
So
I
had
some
quick
drawings
drawn
up
to
give
a
proposal
for
the
idea
of
the
garage
apartment.
P
F
I
I
mean
my
only
initial
comment
as
far
as
I
have
no
objection
to
putting
a
second
story
on
the
garage
nor
to
raising
the
existing
structure
and
building
a
new
structure.
F
P
O
A
B
G
C
P
F
F
E
And
I
think
that
that
that
question
is
sort
of
in
keeping
with
sarah's
original
comment
that
whatever
you
you
want
to
build
here,
should
be,
in
some
respects,
compatible
or
sympathetic
with
the
house
from
an
architectural
standpoint.
All
right,
which
is,
I
think,
in
some
respects.
This
will
look
better
with
the
house
and
your
existing
garage.
P
O
P
Attachment
I'm
sorry,
I
really
like
those
doors,
yeah,
aren't
they
cool,
and
then
I
just
attached
a
plot
plan
just
in
case
that
was
needed
for
this
conversation,
but
it
doesn't
sound
like
that's
really
needed
at
this
time.
G
E
I
Yeah,
I
know
that
that
was,
I
put
it
up
there
a
couple
of
minutes
ago
and
that
not
particularly
not.
P
O
Instructed
to
come
see
you
guys
first
yeah,
which
we
are
and
now
I'm
hearing
of
a
demo
permit.
So
what's
the
order
of
the
boards,
if
you
will
or
commissions
that
we
have
to
go
speak
to
next
so
and
then
I
I'm
not
sure
I
understand
the
delay
of
the
htc
application.
Can
you
can
somebody
understand
explain
that
to
us.
You.
E
You
you
can
come
back
in
two
weeks
if
you
can
prepare
a
full
set
of
drawings
and
give
and
provide
all
the
detail
that
you
have
to
the
demolition.
Permit
is
something
that's
is
a
state
rule
when
you're
going
to
demolish
something
in
a
historic
district,
so
you
could
go
for
a
demolition
permit
tomorrow,
even
before.
B
E
B
E
O
G
F
F
So
if
you
wanted
to
come
before
us
in
two
weeks
and
say
hey,
I
want
to
tear
my
garage
down.
We
can
say
that
looks
like
a
great
idea.
It's
going
to
fall
down.
If
you
don't,
then
you
can
go
to
the
building
department
and
get
your
demolition
permit
and
then
there's
a
90-day
waiting
period
before
that's
approved.
O
F
O
O
E
C
I
Great
good
evening,
everyone,
my
name,
is
peter
heard.
I
live
in
manchester,
connecticut,
lifelong
connecticut
resident,
and
this
is
where
beth
and
I
make
our
home.
But
two
weeks
ago
tomorrow,
we
bought
15
library
street,
and
what
I'm
coming
to
you
tonight
is
to
really
have
a
conversation.
Seek
your
guidance
around
some
landscaping,
which
I
don't
think
is
an
issue
but
also
some
fencing
work.
G
B
I
So
so
the
the
scope
of
this
conversation
of
work
really
is
only
removal
at
this
point
there
are
many
overgrown
trees,
tired
shrubs
plantings,
etc,
but
there's
also
some
fencing
that
is
rotting
and
falling
down
and
I'll
show
you
those
pictures
in
a
second,
but
that's
the
side
of
the
house.
You're,
probably
all
familiar
with
it,
and
this
is
the
plot
plan.
I
There
is
a
fence
along
the
driveway
that
goes
from
library
street
to
west
maine
and
another
fence
that
I
I
think
the
previous
owner
may
have
had
a
dog
or
something
is
where
you
know
they
put.
The
dog
out
also
along
here
is
a
probably
about
a
six
foot
high
concrete
wall
that
separates
the
property,
so
this
fence
hides
that
wall
a
little
bit,
and
this
is
the
you
know
the
aerial
satellite
of
that.
I
This
is
the
view
of
the
driveway
from
library
street
looking
over
to
west
main,
and
you
know
the
fence
is
just
you
know,
rotted
and
falling
down,
and
what
we're
what
we
would
like
to
do-
and
this
is
this
is
the
same-
the
view
from
the
other
side.
What
we
would
like
to
do
is
to
remove
this
fence
here
to
get
to
this
vegetation,
it's
a
little
bit
catch
22..
I
I
can't
get
to
the
vegetation
or
move
it
unless
I
remove
the
fence-
and
you
know
we
we'd
like
to
move
ahead
with
that
as
soon
as
we
possibly
can
the
other
fence.
This
is
the
view
from
main
street
and
the
driveways
over
here
kind
of
next
to
this
walk
sign.
This
fence
is
about
six
feet
high,
and
this
is
the
corner
of
that
fence.
That
goes
back
to
the
house.
I
And
then
inside
there
is,
you
know,
a
small
section
that
goes
back
into
the
house,
so
I
guess
what
I'm
seeking
your
guidance
is
you
know
I?
I
need
to
take
down
these
trees
and
shrugs
and
we're
not
quite
sure
what
we're
going
to
do
to
replace
at
this
point.
What
I'm
somewhat
considering
is
taking
this
fence,
which
is
actually
in
pretty
good
shape,
and
it's
six
feet
high
and
maybe
putting
it.
You
know
along
here,
because
it
would
hide
that
concrete
wall
that
we're
exposing.
I
F
So
we
don't
care
what
you
remove
for
vegetation,
that's
not
in
our
jurisdiction,
so
you
can
do
whatever
you
want
there.
However,
I
understand
that
you
can't
remove
the
vegetation
until
you
remove
the
fence
that
photo
right
there,
that
peter
or
you
have
up
is
a
great
photo
of
showing
us
that
the
fence
really
needs
to
be
repaired,
replaced
removed.
One
of
the
above
I
looked
at
the
guidelines
recently
and
we
do
have
jurisdiction
over
the
removal
of
fences.
So
this
is
something
that
you
would
have
to
come
before
us
on.
F
That
being
said,
I
can
only
give
you
my
own
personal
opinion.
It's
not
it's
not
a
very
special
fence.
It's
not
a
wrought
iron
fence,
it's
not
anything
exceedingly
unique,
so
I
wouldn't
necessarily
have
an
issue
with
you
removing
the
fencing.
E
Okay,
so
so
you
should
just
be
forewarned
that
there
have
been
a
couple
of
somewhat
tempestuous
hearings
regarding
fences
in
large
measure
having
to
do
with
materials,
and
so
they
have
to
do
with
vinyl
fences
versus
wood
fences,
and
there
are
differences
of
opinion
on
the
commission
about
that
issue
in
which
they're
you
know
just
so
you
know
so.
I
Yeah,
I'm
I'm
I'm
good
with
what
you
guys
decide
there.
I'm
I'm
not
looking
to
do
anything
out
of
the
norm
there
at
this
point.
What
I'm
really
trying
to
do
is
to
get
that
vegetation
down
asap,
because
what
we
want
to
do,
you
know
there's
a
lot
of
other
shrubs
and
things
that
we're
taking
down
and
we're
actually
going
to
start
grading
tomorrow.
I
E
E
C
E
And
the
the
back,
the
back,
you
know
the
information
or
the
backup.
You
have
a
little
bit
more
time
on
to
submit,
and
I
guess
that
might
include
some
more
more
dramatic
pictures
of
the
fence
if
it
in
fact,
you
want
to
take
it
down
in
terms
of
its
its
state
and
then
you
can
just
ask
for
permission
to
take
it
down.
E
F
I
Okay,
one
one
further
question:
I
make
this
this
right
here.
The
guys
is,
is
a
not
viewable
from
the
street
and
their
equipment
can't
get
in
here.
To
remove
these
trees
and
grade.
Can
I
take
down
you
know
two
or
three
sections
of
this
to
be
able
to
access
and
grade
there.
Before
I
come
to
you,
you
know.
I
That's
that's
this
fence.
E
I
Yeah,
what
what
we're
planning
on
doing
is
planting
about
35
emerald,
green
arbor
bitey
along
here
instead
of
having
this
fence?
That's
that's
kind
of
the
general
idea.
G
I
Yeah,
okay,
all
right
so
I'll
I'll
tell
the
guys
that
we
can
take
this
down
at
least
just
to
get
in
here
to
grade
and
all
that
we
will
put
it
back
up
if
you'd
like
us,
to
put
it
back
up
and
but
I'll
be
at
you.
You
know
in
a
couple
of
weeks
of
next
meeting
with
the
informal
application.
E
G
L
L
I'm
fine.
Thank
you
all
right.
I
don't
have
a
presentation
like
the
last
person,
unfortunately,
but
this
is
11
gravel
street
and
we've
we've
owned
this
house
for
26
years
and
we've
gradually
got
it
back
in
shape.
Now
we
want
to.
I
hope
you
can
see
this.
L
This
is
the
back
elevation
and
we
need
three
permissions
from
you.
One
is
to
move
this
window
over
by
about
a
foot,
and
the
second
is
to
change
this
window
to
a
door,
the
same
door
as
this
is,
and
the
third
is
to
remove
this
unused
chimney,
so
that-
and
I
can
show
you
some
plans-
this
is
the
plan
as
existing.
L
It
has
it's
a
summer
kitchen
with
the
kitchen
to
the
left
and
the
bathroom
to
the
right,
and
what
we
want
to
do
is
to
make
this
the
master
bedroom
at
the
back
with
the
door
that
I
have
mentioned
and
also
to
we
need
to
move
this
window,
because
we
can't
get
any
closets
on
this
wall
and
move
the
bathroom
to
this.
This
location.
L
E
L
F
That's
okay!
I
don't
either
so
the
picture
that
we're
looking
at
now
is
the
house
that
you
were
referencing.
You
want
to
get
rid
of
the
chimney,
move
the
window
over
a
foot
and
what
about
the
door.
L
Right
and
it'll
be
the
same,
the
same
as
this
door
here,
which
we
did
some
years
ago,
I
think
about
20
years
ago.
We
did
this.
F
E
No
other
than
you've,
just
you
have
to
you'd,
have
to
come
back
to
us.
I
mean
I
don't
see
any
big
issues
here.
You
just
have
to
come
back
with
us
with
with
a
more
detailed
drawing
and
elevation,
showing
the
existing
condition
and
what
you
intend
to
change
it
to
and
what
it
is
going
to
look
like
then,
and
the
kind
of
window
and
the
kind
of
door
and
what
it's
made
of
and
its
size
and
that
kind
of
thing.
L
Yeah,
well
not
there
won't
be
any
new
windows,
we're
simply
moving
one
window.
E
L
And
taking
the
other
one
out,
I
don't
know
what
we'll
do
with
it,
but
we'll
put
it
in
the
basement.
E
L
Yeah,
it
hasn't
been
used
all
the
time
that
we've
lived
there
so.
A
L
A
G
L
Got
the
only
thing
I
got
was
the
email
from
the
lady
at
the
annex
to
and
how
to
get
on
to
this,
and
it
took
me
forever
to
figure
it
out,
I'm
only
80
years
old
now
and
I'm
not
that's
it.
I
used
to
teach
computing,
but
I
I'm
useless
at
zoom.
Sorry
well,.
L
L
F
E
F
F
Okay,
all
right!
Well,
you
know
what
I
just
minimize
the
agenda.
Let
me
pull
that
back
up.
I
think
we're
on
to.
C
The
only
thing
we've
gotten
is
the
I'm
not
sure
if
it's
considered
public,
but
it's
the
follow-up
to
the
fact
that
heather
had
resigned.
So
we
we
got
that
from
the
town
clerk's
office,
okay,.
F
Thank
you
and
I'm
sorry.
I
I
can't
find
the
agenda.
I
must
have
closed
it
by
accident.
So
after
that
we
have
new
business.
E
F
Minutes
all
right,
the
minutes
are
from
september
15th.
Is
that
correct?
Yes,
yeah?
That's
it
all
right,
so
I
move
to
approve
the
minutes
from
september
15th.
G
F
Let
you
run
the
meeting
the
rest
away.
Is
there
any
old
business.
F
So
actually
you're
right!
Thank
you
linda.
Did
you
get
a
note
from?
Thank
you
peter.
Did
you
get
a
note
from
bob
mercer?
I
did
not
okay.
So
then
there's
nothing
for
old
business.
If
he
submits
a
letter
to
change
those
materials
we
need
to
enter.
We
need
to
discuss
those
in
old
business
and
just
kind
of
connect.
F
The
application
to
the
old
days-
and
this
is
for
which
one
is
that
it's
just
for
sully
ahamad's,
okay
project,
where
you
can't
see
the
garage
doors
from
a
public
way
and
they
were
switching
out
materials,
but
it
was
part
of
their
application.
F
Okay,
but
if
he
hasn't
submitted-
and
he
knows
he's
supposed
to
so-
if
he
hasn't-
then
there's
nothing
for
us.
Okay,
new
business,
hdc,
2021,
commission
meeting
schedule.
F
Are
we
supposed
to
approve
that?
Yes,
okay,
I
didn't
look
at
it,
but
I'm
certain.
I
have
no
objection
to
it
because
it's
doesn't
contain
surprises.
Does
anyone
have
any
comments
or
objections
to
it?.
L
F
F
Second,
oh
todd
seconds
roll
call
moriarty,
I
brady
aye
all
right
any
other
new
business,
no.
A
Just
we
know
anything
about
our
new
applicant
to
be
joining
us
and
it's
murray
band
here.
F
E
No,
no,
no
mary
mary
was
listening
into
the
presentations
because
she
has
a
concern
about
an
application
right,
but
bill
ferguson
applied
to
go
on
the
commission
and
he
did
get
approved
by
the
one
of
the
council
committees
and
my
understanding
is.
It
has
to
go
to
the
full
council
for
them
to
vote
on
it,
at
which
point
he
would
then
be
appointed
to
the
hdc
yeah.
So
we
would
have
another
member.
That's
that's
what
he
was
asking
about.
F
Gotcha
I
misunderstood,
I
thought
he
said
okay,
so
I
guess
I
moved
to
adjourn.
