A
All
right,
this
is
the
march
10
2021
meeting
of
the
groton
inland
wetland
agency
chair
is
david.
Scott.
Tonight's
staff
includes
bruce
lofgren
and
me
and
linda
galetta,
from
the
office
of
planning
and
development
services.
A
If
there's
anyone
in
the
public
who
wants
to
address
the
commission,
you
need
to
do
that
under
public
communications,
and
you
need
to
raise
your
virtual
hand
to
do
that
on
a
mac.
You
find
it
at
the
top
of
your
screen
on
a
pc.
It's
at
the
bottom.
If
you're
on
the
phone,
it's
star,
nine,
all
right
dave!
All
you
all.
A
Let
me
just
see
if
there's
anything
in
the
audience
nope,
I
do
not
see
anyone
raising
their
hand
and
it
looks
like
everyone
in
the
audience.
Are
applicants.
B
A
And
so
I'm
going
to
share
my
screen
so
that
you
can
see
the
plans
that
were
sent
to
you
in
your
packet.
Okay,
joan
are
you
there?
Okay,
yeah.
A
D
Ahead:
okay,
all
right,
there's
a
good
map
of
the
sheep
farm.
There
I
think
most
of
you
are
familiar
with
the
property
we
put
in
a
bridge
earlier
down
near
where
you
see
h,
where
it
says
higher
waterfall.
Just
downstream
from
that
we
put
in
a
footbridge
and
we're
proposing
one.
That's
up.
If
you
go
up
fort
hill
brook
you'll
see
I
have
an
x
next
to
the
little
arrows
there.
D
E
D
Yeah,
that's
the
location,
it's
a
it's,
a
historic
road
and
it's
one
of
the
few
pinch
points
where
you
actually
can
get
a
bridge
or
have
a
span
in
there.
You
can
see
from
the
picture
there
it
the
wetlands
spread
out
to
the
upstream
of
it
and
it
comes
to
an
of
a
narrow
area
there.
D
As
a
historic
ford.
There
used
to
be
a
line
of
stones
upstream
and
a
line
of
stones
downstream,
so
it
led
left
a
level
crossing,
so
carriages
horses
and
carriages
could
get
across
and
of
course,
you
know
over
the
years
a
lot
has
moved.
The
larger
stones
are
still
there
and
the
hikers
come
down
that
historic
road.
We
call
the
blue
trail,
it's
and
so
it's
a
barrier.
D
The
most
nimble
people
when
the
water
is
low,
can
go
from
rock
to
rock,
but
otherwise
it's
not
for
everybody
to
get
across
and
we
will
be
buying
the
sheep
farm
south,
which
is
a
continuation
of
that
road.
It
goes
into
the
next
property
and
before
this
time
we
pretty
much
left
the
south
side
of
the
brook
as
forever
wild.
D
We
had
a
small
trail
from
the
bridge
at
the
waterfall,
but
other
than
that
we
we've
sort
of
left
it
alone
and
now
there's
a
lot
of
interest
and
people
are
even
though
we
don't
own
it
yet,
hopefully
it'll
be
in
a
month
or
so
that
people
are
already
hiking
in
there
they're
coming
from
the
merit
property
crossing
and
coming
in.
So
it's
just
something
we
need
to
do
for
safety
and
there
you
could
have
way
up.
D
There's
another
waterfall
upstream,
that
has
a
narrow
span,
need
to
be
high
up,
but
that
doesn't
go
anywhere.
There's
a
lot
of
wetlands,
even
as
you
get
onto
the
sheep
farm
south
property.
So
it's
not
there's
no
good
place
for
a
trail.
Once
you
get
beyond
looks
like
a
camping
area
there
once
you
get
beyond
that,
there's
nowhere
to
go
for
a
good
trail.
D
So
that
being
said,
we
had
steve
drink
us.
Our
engineer
take
a
look
at
this
and
we
have
a
design
similar
to
the
one
we
have
down
by
the
waterfall,
but
we
found
we
would
like
to
make
it
four
feet
wide
instead
of
two
feet
wide.
So
we
can
get
a
garden
part
across,
and
some
people
are
a
little
nervous
going
across
at
two
feet.
Two
feet
wide,
so
it'll
be
a
more
comfortable
crossing
and
it'll
be
similar
in
construction.
D
D
Except
we,
this
one's
twice
as
wide
and
they're,
both
anchored
in
concrete
the
one
by
the
waterfall,
is
anchored
in
sono
tubes,
with
the
j
hook
that
will
hook
on
hooks
onto
a
bolt
on
the
on
the
boards,
and
this
one
will
have
a
a
four
foot
wide,
concrete
shelf
six
inches
deep
and
a
foot.
D
A
length
of
four
feet
and
a
width
of
one
foot
on
either
end
and
that's
primarily
meant
to
just
anchor
it.
The
water
does
get
high.
It
goes
up
as
high
as
the
red
trail,
where
you
see
the
dotted
line
there.
It's
actually
that
whole
area
looks
like
a
moving
a
moving
lake.
Basically
when
it
is
flooded-
and
in
that
case
the
water
would
be
over
the
bridge.
D
So
the
point
is
just
to
keep
it
from
moving
and
and
that's
what
we
did
with
the
wind
down
by
the
waterfall.
You
had
concerns
about
whether
if
it
if
it
were
not
bolted
down,
it
would
affect
downstream.
D
So
it's
hard
to
describe,
but
just
the
way,
we're
looking
to
be
on
the
right
hand,
side
upstream
side,
there's
a
little
elevation
next
to
the
where
the
forward
crossing
is,
and
that's
where
we
propose
the
span
would
be
actually
right
where
that
x
is
so
that
you're
on
higher
ground,
and
we
don't
need
to
bring
in
any
fill
or
make
any
changes.
D
D
But
we've
got
a
limited
budget
and
just
really
can't
do
like.
F
Question:
yep:
okay,
let
me
think
what
it
was
I
was
gonna
ask
now.
So
is
this
it?
I
was
confused
about
how
with
this
cement
base
is
there
to
be
sunk
into
the
ground
there.
D
D
F
Yeah,
okay,
I
know
that
spot
and
it's
very
rocky
down
there.
I
guess
the
other
question
I'd
have
is
what
kind
of
equipment
you
need
and
how
do
you
get
in
there?
Well.
D
E
D
It's
going
to
be
all
hand,
work
we
just
don't
it's
just
not
a
good
road
for
bringing
in
equipment
yeah
that
that
just
takes
that
scales
it
up
to
a
whole
nother
production,
then
we're
prepared
to
do.
D
Yeah-
and
you
know
he
did
say
if
we,
if
we
did
put
it
down
on
the
ford
crossing,
we
could
do
multiples.
You
could
add
more
eight
foot
boards
until
you
had
the
length
you
wanted,
but
we'd
need
a
lot
more
at
every
joint
you'd
have
to
have
a
rock
supporting
it,
it
would
be
lower,
and
so
we
still
think
the
spot.
We
chose
that
you
know
the
highest
and
best
and
shortest
yeah.
D
Yeah
for
a
while
we
were
just
trying
to
discourage
people,
we
had
a
giant
tree
down
and
we
just
left
it
there
and
then
we
get
a
lot
of
complaints.
F
D
Rather,
jump
the
rocks
than
climb
over
the
logs,
so
there
there's
a
need
for
it
and
the
other
one
has
proven
safe
and
it
we
had
high
water.
It
didn't
move
so
and
there's
no
erosion
or
anything
around
it.
So
I
think
we'll
have.
We
should
have
the
same
kind
of
success
with
this
one.
I
would.
C
Know
that
area,
I
don't
need
a
sidewalk.
A
Are
there
any
other,
these
exhibits
that
you
want
to
show
them.
D
Joan,
oh
well,
do
you
want
to
show
the
next
one
it
shows
you
know
just
we'd
like
to
show
off.
There's
outstanding
vernal
pools
right
upstream
from
there
because
of
the
waterfall.
No
fish
come
up,
and
so
there's
no
predation.
So
the
egg
masses
are
right
in
that
wetland
right
on
both
sides
of
the
brick.
So
that's
kind
of
interesting.
The
only
thing
we
found
is
an
american
eel
that
had
climbed
up,
but
the
others.
Other
fish
can't
make
it
up
so
yeah
and
you
have
a
good
idea
there
of
the
contours.
D
The
wetlands
same
with
that
you
can
see
that
big
wetland
there
yeah.
F
D
D
F
D
To
build
more
than
one
bridge,
but
we
this
one
is
more
centrally
located
now
that
we're
buying
the
other
property
and
the
other
one's
a
little
narrow
too.
So
I'd
rather
have
a
nice
wide
one,
especially
like
for
some
older
people
older
than
me.
You
are
a
little
reluctant
to
get.
You
know,
go
up
and
running,
thank
you
or,
if
you're
on.
D
B
B
A
That's
correct,
yeah
yeah.
They
can't
take
any
action
for
another
14
days
and
I
will
get
you
some
comments
on
some
of
the
things
that
I
found
on
the
plan
and
we'll
get
it
all
straight
for
the
next
meeting.
Okay,.
C
C
C
A
C
E
All
right,
I'm
going
to
share
the
screen.
I'll
put
the
plans
up.
Do
you
know
if
just
stop,
you
want
to
be
promoted
to
did.
G
G
Okay,
so
safi
had
hired
me
because
he
had
the
problem
with
the
slope
and
he
needed
slope
stabilization
when
we
got
the
final
topo,
which
is
the
updated
topography
from
the
surveyor.
G
I
prepared
these
plans
and
took
a
look
at
exactly
what
we're
dealing
with
in
terms
of
slope
stabilization
now,
you're
fairly
familiar
with
the
site.
You
know
that
we've
got
the
peace
sanctuary,
property
right
behind
us
and
we've
got.
You
know
the
wetlands
right
behind
us.
The
pretty
much
the
entire
slope
is
within
the
hundred
foot
up
winter
view
area.
The
slope
comes
out
right
now
at
about
a
one
point:
six
to
one,
which
I
actually
thought
it
was
steeper
than
that,
but
yeah.
This
is
actual
survey.
G
You
know
one
foot
contours,
so
it
it.
It's
one
point
six,
two
to
one.
So
I
went
back
and
I
took
a
look
at
the
original
topography
on
this
back
in
1998,
I
happened
to
have
the
digital
database
file
of
topography
for
the
town
of
groton
from
1998,
and
this
site
looked
a
little
different.
The
site
actually
was
a
two-to-one
slope
in
that
area,
so
somewhere
between
1998
and
2019,
the
slope
has
changed.
G
Safie
had
purchased
his
property
in
2019
and
he
didn't
create
that
slope.
So
it's
come
to
my
attention
that
basically,
before
safi
bought
this,
the
previous
owner
had
leased
this
property
to
aquarian
water
and
they
had
used
this
property
for
stockpiling
materials
which
I'm
assuming
with
some
excavation
and
spoils
from
their
other
jobs.
I
think
it
was
moved
around
a
bit.
G
So
now
the
slope
is
basically
bare
and
he
also
did
some
earth
moving
up
on
top
without
the
permit
and
the
earth
moving
up
on
top
did
overflow
over
the
top
of
the
slope.
So
that's
where
we're
at
now,
so
we
have
the
slope,
that's
currently
1.6
to
1,
which
it's
been
historically
for
a
while
now,
and
that
tells
me
a
few
things
number
one.
G
G
There
are
three
ways
to
address
this
particular
problem,
one
of
which
is
to
regrade
the
entire
slope.
That
would
mean
pulling
back
those
grades
and
with
the
elevation
difference,
we'd
actually
have
to
reverse
bench
it
and
pull
it
back.
Some
more.
I
ran
a
quick
cross
section
through
here
to
take
a
look
and
see
what
that
would
take
would
basically
require
about
2800
to
3000
yards
of
material,
to
be
pulled
off
of
the
slope
and
taken
off
the
site.
G
G
If
you
will
option
number
two
is
to
come
in
and
basically
stone
line
the
entire
slope
and
that
again
would
cause
an
awful
lot
of
you
know
material
to
be
to
be
brought
in
and
again
potential
for
damage
downstream
to
the
wetlands,
and
you
know
it
definitely
is
going
to
roll
off
the
slope.
G
That
brings
us
to
option
number
three,
which
is
what
we're
proposing
to
you
tonight.
I
looked
at
it
and
thought:
okay,
we're
we've
got
the
slope
stabilization
issue,
but
we're
also
within
the
100
foot
up
interview
area
and
it
would
be
really
nice
to
be
able
to
plant
a
vegetated
buffer
in
there
and
slope
stabilization
all
as
one.
G
So
I
looked
at
the
slopes.
I
looked
at
the
condition
of
the
soils
and
came
up
with
this
planting
plan.
What
I
proposed
to
do
is
basically
go
go
on
to
the
slope
clean
up
the
slope
of
any
loose
boulders.
There
are
some
big
boulders
on
that
slope
that
I'm
going
to
suggest
we
keep
but
any
loose
boulders
that
are
in
in
any
kind
of
you
know,
possibility
of
rolling
down
the
hill.
G
We
should
definitely
you
know,
remove
those
clean
it
up
and
then
install
at
least
a
four
inch
good
mix
top
soil
and
I've
actually
specified
the
kind
of
top
soil
and
the
constituents
of
the
top
soil
on
here
and
then
seed
the
top
soil.
Well,
I'm
sorry,
let's
back
up
a
second
before
we
put
the
topsoil
in,
I
want
to
plant
the
shrubbery
that
you're
seeing
on
this
planting
plant.
G
The
shrubbery
I
developed
is
twofold
number
one
again
slope
stabilization
we've
got
bushes
that
we're
going
to
be
running
along
the
top
part
of
the
slope
that
are
going
to
serve
both
as
stabilization
of
that
top
slope,
but
also
as
a
fall.
G
Nice
vegetative
slope
so
once
the
bushes
are
in
topsoil
is
distributed,
and
then
the
topsoil
is
going
to
be
seeded
with
a
special
seed
mix
that
I
had
designed
up
by
a
seed
manufacturer,
and
I've
got
that
down
here
in
the
chart
for
slope
stabilization,
but
also
for
flowering.
So
this
you
know.
Obviously
we
don't
want
to
have
to
maintain
any
kind
of
mowing
on
this
slope.
You
know
it
wants
to
be
self-sustaining
and
perennial,
so
this
particular
seed
mix
was
developed
by
the
seed
manufacturer
for
the
exactly
that
purpose.
G
For
me,
so
that's
going
to
be
planted
on
top
and
then
to
hold
it
all
together,
while
it
germinates
we're
going
to
be
putting
on
a
excuse
me
erosion
blanket,
but
the
erosion
blanket's
got
to
be
a
certain
specification
on
this
because
of
the
1.6
to
1
slope.
Now
keep
in
mind
this
is
not
1.5.
This
is
1.6,
so
it's
not
quite
that
1.5
range,
but
it's
almost
there.
G
So
what
I
propose
is
a
coconut
woven
medium
weight
cormat,
which
allows
the
germination
of
the
seed
to
come
through,
but
still
hold
the
soil
back.
So
that's
primarily
what
we're
proposing
to
do
for
that
major
slope,
there's
also
down
on
the
lower.
Is
that
my
cursor
yours?
No,
it's
your
cursor
down
exactly
where
your
cursor
is
right.
Now,
there's
another
portion
of
the
slope
there
that's
about
a
1.5
to
one
yeah.
G
They
also
show
the
proposed
site
development
of
what
safi
ultimately
wants
to
do
is
built
this
house,
but
the
sequencing
of
the
erosion
control
and
the
stabilization
is
staged
such
that
the
the
slope
stabilization
process
happens.
G
First,
it's
critical
that
the
slope
stabilization
happens
during
the
growing
season
and
after
that
is
stabilized,
we're
going
to
run
silk
dense
along
the
top
of
that
slope,
so
that
the
additional
construction
of
the
house
and
the
rest
of
the
residential
portion
of
this
property
can
be,
you
know,
constructed,
and
that
would
protect
the
soap
while
it's
motherless
still
germinating.
G
So
that's
what
we
have
currently
right
now
is
our
proposal
to
you,
and
I
think
this
is
actually
the
best
approach
at
this
point.
You
know
I
I
can't
see
trying
to
rip
out
3
000
yards
of
material
off
of
here,
get
it
removed
from
the
site
somewhere
else,
but
also
pulling
out
all
these
boulders
within
that
slope
as
you're
doing
that,
I
could
see
this
thing
eroding
in
in
all
sorts
of
problems
heading
towards
the
wetlands.
G
G
G
G
G
C
So
I
have
three
things
to
say:
the
first
is
I
want
to
state
for
the
record
that
I
am
on
the
board
of
trustees
for
the
mary,
jo
bakely
peace
sanctuary,
trust.
Just
for
the
record.
I
don't
think
I
have
any
financial
gain
from
anything
happening
adjacent
to
that,
but
I
want
to
just
state
that,
for
the
record
second
thing
is:
I
am
not
a
fan
of
euanomous,
so
that's
doesn't
make
me
happy
and
then
third,
I
feel
like
I
need
to
look
at
this
from
one
direction
or
another.
C
I've
obviously
looked
at
it
from
high
street.
I've
actually
looked
at
it
from
the
peace
sanctuary,
but
I
feel
like
I
need
to
get
a
little
more
intimate
with
this
and
fourth,
actually,
I
lied
ed.
So
what's
up
what
sort
of
machine
or
e
are
you
going
to
need
to
move
rocks
in
there,
and
how
are
you
going
to
access
that
and
how
are
you
going
to.
G
C
C
And
then
I
lied
again
number
five.
So
in
terms
of
I
know
it's
obviously
up
the
slope
you're
going
to
stabilize
the
slope,
we're
hoping
to
stabilize
the
slope,
but
then,
ultimately,
where
is
the
wetland
line
on
all
these
dots
that
I'm
seeing?
Please.
G
The
wetland
line
is,
if
you
can
keep
panning
down
on
that
bruise
yeah.
It's
it's
right
here
around
the
upper
line.
I'm
sorry.
C
Yeah
yeah,
I
know
I
know
in
person
ed
it'd,
be
a
lot
clearer.
So
yeah,
that's
that's!
Those
are
my
five
things.
F
Okay
yeah,
I
had
I
had
some
questions
about
the
vegetation
on
that
slope
with
the
shrubs
I
is
that
are
they
native
plants.
I
did
see
the
unimas,
which
is
a
very
invasive.
That's
right,
do
not
do
it,
but
sweet
pepper
bush,
I
know,
is
a
a
native
plant,
but
I
think
that
in
thinking
this
through,
if
we
approve
something
like
this,
they
should
be
native
plants.
G
F
B
C
F
G
You
know
I
looked
at
the
trees,
we
could
probably
do
trees
along
the
top
of
the
slope,
but
we're
not
going
to
achieve
anything
in
terms
of
slope
stabilization.
You
know
on
the
slope
with
the
tree
balls
I
I
was
looking
at
some
of
the
trees.
You
know
that
might
be
available
for
this,
and
the
only
thing
I
can
really
come
up
with
is
possibly
a
couple
of
evergreens
evergreen
species,
but
they're
not
it's.
It's
not
really.
G
F
G
D
F
G
F
But
anyway,
that's
not
primary.
F
Yeah,
I
remember
it
pretty
well,
but
that
slope
it's
hard
to
believe
that
it's
not
steeper,
because
my
memory
is
that
it
was
extremely
steep
but
yeah.
I'm
I'm
game.
E
Well,
if
I
could,
if
I,
if
I
could
just
add
this,
this
application
is,
as
you
all
know,
I
was
going
to
go
through
the
timeline,
but,
as
you
all
know,
this
application
has
been
with
us
since
july
yep
we
did
do
one
sidewalk.
E
The
applicants
actually
extended
this
twice
and
the
last
day
is
to
approve.
This
is
in,
I
think,
a
week
that.
C
C
Well
and
again,
I
would
just
state
for
the
record
too:
we
we
had
a
a
drop
dead
date
for
a
plan
that
I
think
was
I
don't
know
a
month
ago,
so
I
don't
feel
like
the
onus
is
on
us
to
hurry
up
and
approve
this
by
any
stretch.
Just
saying
so
I
appreciate
that
bruce,
but
I
don't
feel
any
pressure
at
all
about
this
and
if
they
have
to
whatever
they
have
to
do
yeah
and
and
great
great
job,
ed.
Oh,
as
always,
you
know
just.
C
Just
feel
like
you
know,
we
haven't
seen
this
in
a
while
and
just
want
to
make
sure
we're
doing
the
right
thing.
As
always,.
A
So
I
just
want
to
add
that
if
we
go
beyond
that
deadline,
this
is
not
automatically
approved.
So
so
there's
no
unlike
the
planning,
commission
or
planning
and
zoning
commission,
you
don't
have
that
hanging
over
your
head.
Okay,
great.
F
We
could
look
at
this
on
our
own
yep.
Is
it
also
a
possibility
revisit
it,
but
I
I
could
go
either
way.
B
Well,
I
would,
I
would
say
you
know
if
we're
gonna
look
at
it
on
our
own,
we'll
have
to
put
off
the
process
of
approval
or
not
to
the
next
meeting.
B
All
right
well
we'll:
why
don't
we
all
look
at
it
separately,
okay
and
then
at
the
next
meeting,
we'll
act
on
it.
E
Yeah
that
that
works
that
works
fine
for
me,
yeah
just
yeah
at
the
next
meeting
we
can.
We
can
look
at
it
again
when
everyone
gets
a
chance
to
go
back
out
there,
because
I
mean
it
looks
pretty
much
the
same
as
it
did
before,
but
it's.
C
E
A
C
F
F
Anonymous
as
well-
and
I
haven't
seen
this
property,
so
I
would
like
a
sidewalk,
and
since
I
missed
the
last
one
I
really
feel
like.
I
should
use
one.
C
B
You
want
to
do
one
on
the
soon
side,
friday's
supposed
to
be
a
nice
day
in
the
afternoon.
Okay,.
D
F
B
B
C
C
B
B
D
G
B
All
right
we
have
one
more,
which
I
don't
believe,
we've
heard
anything
from
ledge
lights,
so.
E
Yeah,
no,
no
updates.
I
did
call
a
couple
scout
members
today
and
left
a
message
and
let
them
know
we
had
a
meeting
tonight
and
see
if
I
could
get
any
updates,
but
I
did
not
get
any
updates
at
all
so
yeah,
it's
I
don't
know.
Hopefully
I
hear
back
soon
and
if
they
they
did
do
an
extension
on
it.
We
haven't
have
a
while
there's
no
big
rush
or
anything
but
yeah.
Hopefully
we
hear
back
from
much
late.
B
C
B
Well,
I
know
when
they
we
had
to
test
for
when
we
put
the
pool
in
they
wanted
an
extra
area
for
septic.
If,
if
our
current
system
failed-
and
they
made
me,
dig
some
holes
out
in
the
back-
which
I
think
they
were
three
or
four
feet
deep,
so
there
ain't
no
way
you'd
be
able
to
do
that.
There.
B
A
Yeah,
I
do
so
so
the
town's
beautification
committee
has
been
very
interested
in
doing
some
work,
a
lot.
It's
near
the
avery
memorial,
it's
on
the
corner
of
paquanick
road
and
route
1
near
dunkin
donuts,
and
the
big
y
plaza
yeah
yeah
the
train
tracks.
There
you
go,
I
think,
you're
familiar
with
it
at
one
point.
Maybe
15
years
ago
we
had
an
application
to
do
some
plantings
in
there.
A
Excuse
me
it's
nearly
entirely
wet
and
I
think
we
had
a
boy
scout
project
in
there
as
well.
At
one
point
so
I've
I've
talked
over
the
over
a
couple
of
years.
Now
I've
talked
to
a
number
of
people
about
you
know
what
they
want
to
do
in
there
and
they're.
You
know
they
want
to
beautify
it
there's
some
pop
of
maybe
doing
some
sculptures
or
at
any
rate,
each
time
I've
talked
to
folks
I've.
Let
them
know
that
that
whatever
they
want
to
do
is
something
that
you
guys
need
to
review.
A
It
may
or
may
not
need
a
permit,
depending
on
what
they
want
to
do.
There's
invasives
in
there
that
can
certainly
be
removed,
there's
also
some
native
planting.
So
they
need
to
be
careful
about
about
what
they
do
and
they
they
just
need
to
figure
out
a
plan
and
then
come
to
you
to
see
whether
or
not
it
needs
a
permit.
B
That
low
spot
between
the
the
house
site
and
the
and
the
outside
wall
is
that
wetlands.
B
A
So
so,
after
my
latest
discussion
with
a
member
of
the
beautification
committee,
they
they
met
with
public
works
and
parks
and
rec
and
asked
them
to
do
some
clearing.
I
am
going
to
share
my
screen.
A
So
this
this
was
taken
earlier
this
week
you
can
see
the
entire
site
was
brush
hog.
There
are
all
the
invasives
are
gone
for.
Sure,
so
is
everything
else
yeah
yeah,
you
know
there
are.
There
are
some
some
tire
tracks
in
here
from
where
the
machinery
was
in.
Mostly
it's
just
been
mode.
A
Talked
to
yeah,
I've
talked
to
a
number
of
people
over
the
last
couple
of
years.
I
yeah,
I
thought
I
was
clear.
You
know
the
director
of
parks
and
recreation
is
certainly
aware
that
this
is
is
wet.
He's
come
to
you
before
to
ask
for
jurisdictional
rulings
to
remove
some
dead
trees.
He
was
not
aware
that
his
his
some
of
his
crews
were
out
there
doing
this
and
frankly,
he's
the
one
who
called
me
when
he
found
out.
A
So
this
was
done
by
parks
and
rec
at
the
request
of
the
beautification
committee.
A
A
You
know
how
it
is.
I
mean
you
have
a
number
of
options.
I
mean
there's
enforcement
action
that
you
can
take.
You
can
ask
them
to
come
talk
to
you
in
the
next
meeting
and
sort
of
explain
what
they
did
or
what
they
plan
to
do.
It's
kind
of
it's
kind
of
up
to
you.
It's
that
I
mean
clearly
it's
a
little
awkward
since
it's
a
town
property
and
it's
a
town
committee
and
it's
a
town
department
in
the
work,
but
I
I
was
frankly
shocked
to
see
it.
C
A
Actually,
I
talked
to
you
know
the
woman
who
is
kind
of
leading
this
particular
site
and
she
was
very
apologetic
and
certainly
offered
to
come.
Come
talk
to
you
guys
and
and
let
you
know
you
know
what
happened
and
what
they
think
they
might
do
in
the
future,
understanding
that
everything
needs
permits,
or
at
least
a
review.
F
Magic,
a
good
idea
for
them
to
come
before
they
submit
a
permit,
just
okay,
some
feel
for
if
there's
something
compatible
right
with
us.
Okay,.
A
A
B
A
Yeah,
okay,
all
right
I'll,
let
them
know
put
them
on
the
agenda
next
time.
B
A
C
Come
on
hang
on.
I
have
one
quick
question
staff.
Please
yeah.
I
had
a
phone
call
from
zell
stever
the
other
day
and
he
was
asking
me
about-
and
I
knew
nothing
about
this
other
than
I
think
I
think
I
could
identify
the
property,
but
he
said
the
town
council
was
applying
for
a
grant
for
the
stephen
watrous
property
on
knowink
legend
road.
A
They
they
actually
received
the
grant
we
applied
for
it
bruce,
and
I
worked
on
it
back
in.
C
August,
I
think
yeah
yeah
and
is
this?
Can
you
just
tell
me,
is
this
the
unbelievable
vernal
pool
property?
That's
correct!
That's
what
I
thought,
because
I
thought
160
acres
on
no
ink
legend
road,
but
he
was
under
the
impression
that
there
was
some.
C
A
It
going
yeah,
we
have,
we
applied
for
75
of
the
of
the
appraised
value,
which
is
the
most
that
groton
can
get,
and
unfortunately
we
did
not
get
75.
We
got
about
40.
My
understanding
is
most
groups
and
towns
that
applied
for
funds
under
the
open
space
grant
also
got
much
less
than
what
they
had
applied
for.
I
say
so
now
right
now
we're
just
kind
of
exploring
what
else
we
can
do
to
fund
this
purchase.
C
Okay-
and
so
it
wasn't
clear
to
me
who
called
zell
about
this,
but
wanting
him
to
work
on
it,
and
I
just
again
to
me
it's
a
very
significant
property.
Obviously
barbara
annie,
I
don't,
I
don't
think
you
had
the
pleasure
to
walk
this
property,
but
it's
very
incredible
piece
of
property.
C
Yeah
yeah
really
incredible,
and
so
I
just
I
guess
again
just
because
I
obviously
want
to
be
transparent,
because
zell
called
me
and
just
asked
me
about
it
and
did
I
know
anything
about
it
and
are
the
permits
expired?
Yes,
that's
correct.
The
permits
have
expired
and
so
okay,
and
is
there
anything
I
mean
obviously
other
than
donate
money,
but
you.
C
A
Yeah
yeah
as
private
citizens,
you
know
if
you
want
to
contact
counselors
or
your
art,
you
know,
and
let
them
know
that
you
really
support
the
purchase
of
this.
The
council,
I
think,
is
sort
of
struggling
with.
You
know
the
unexpected
amount
that
the
town
would
have
to
apply
to
this,
knowing
that
they're
entering
into
budget
season
yeah
and
so
so
they're
struggling
with
whether
or
not
it's
appropriate
for
them
to
spend
more
money
than
they
thought
they
would.
A
So
it
was
appraised
at
880
000..
We
had
hoped
to
get
660.
A
yeah
and,
as
I
said,
we
got
about
40,
which
is
about
350
something
votes,
okay,
okay,
so
so
yes,
you
know
if,
if
you
want
to
reach
out
to
any
of
your
counselors
and
let
them
know
that
you
support
the
purchase
or
or
you
don't
or
or
whatever
that's
perfectly.
A
Okay,
and
could
this
be
used
for
anything,
it's
wet?
No,
no!
No!
No!
It's!
It's
not!
There's!
Actually
a
good
deal
of
dry
land.
There's
I
mean
it's.
It's
a
very
interesting
parcel.
There
are,
as
youna
said,
there's
a
really
vibrant
vernal
pool
eccleston
brook
flows
through
it.
There's
there's
an
enormous
amount
of
native
american
material
in
there
that
was
identified
through
a
project
that
looked
at
the
retreat
from
the
killing
of
the
pequot
fort.
So
this
was
on
the
path
of
that
retreat.
A
So
it's
it's.
It's
a
fairly
significant
piece
of
property,
and
it's
really.
It
really
is
beautiful,
interesting,
stone
walls,
ledge
outcrops,
there's
I
mean.
Obviously
people
are
using
it.
So
there's
some
well-worn
trails,
a
very
nice
piece
of
property.
I
wonder
if
the
national
tickets
would
be
interested
in
helping
our
understanding
is
that
they
have
less
funding
than
we
do
at
this
point,.
F
B
And
yeah,
one
that
goes
out
