A
A
Friend,
I
noticed
one
thing:
it's
under
roman
numeral,
four
point:
a
the
second
paragraph
in
which
you
talked
about
is
the
proposed
database
going
to
take
over,
and
I
think
if
that
should
be
data
center
right.
A
C
Yeah,
that's
under
citizen's
petitions
and
confidence.
D
A
Thank
you
all
in
favor,
aye
opposed
abstaining
minutes
are
accepted.
Thank
you
friend
to
have
you
received
any
citizens,
petitions
and
comments.
D
B
B
C
Mike,
I'm
not
sure
that
I
understood
your
question.
Sorry.
D
C
Sure,
okay,
great
question:
no,
it
would
be
people
recognizing
the
fact
that
you're
on
the
parks
and
recreation
commission,
I
think
in
the
in
the
summer
brochure
which
will
be
going
out.
Actually,
I
can't
remember
if
we
put
the
commissioner's
email
addresses
in
there
or
not.
C
B
C
Yeah
yeah,
so
there
is
not
an
official
email
address
for
parks
and
rec
commissioners
for
people
to
send
in
questions.
D
A
All
right:
well
then,
I
gather
there
that
friend
and
mike
you
haven't
received
anything.
C
Yeah,
so
I
was
just
filling
everybody
in
the
full
rt.
We
went
in
front
of
the
full
rtm
on
monday
night
and
they
approved
our
budget,
which
did
include
an
increase
to
the
park
staff
and
that's
because,
over
the
last
well
eight
nine
ten
years
we've
picked
up
a
number
of
additional
parcels
that
the
department
is
responsible
for
managing
and
we
staff
were
cut.
C
The
union
approached
us
and
said.
We
think
that
this
employee
is
actually
doing
union
work
and
so
hr
in
the
in
the
union.
Did
an
investigation
and
hr
concluded
that?
Yes,
in
fact,
this
person
was
doing
union
work
comparable
to
other
program
supervisors,
and
so
that
position
became
a
union
position
that
particular
classification.
There
isn't
a
part-time
position
and
she
was
working
part-time,
so
we
had
to.
C
This
person
is
in
is
now
in
charge
of
the
volunteers
at
thrive
and
at
last
count
there
was
more
than
100
volunteers
that
she
is
managing
and
those
volunteers
are
actually
going
outside
of
just
355
and
they're,
actually
helping
with
programs
over
in
the
recreation
division.
Elizabeth
is
helping
out
on
monday
nights.
C
We
started
an
after
school
meals
program
with
the
board
of
ed
ernie
kashmir,
wrote
a
grant
and
got
money
from
the
state,
so
we're
now
have
meals
available
at
the
community
center
for
students
who
are
children
18
and
under,
and
this
is
to
help
address
the
food
insecurity
issues.
You
know
some
of
these
kids
aren't
sure
well
one
if
they're
getting
dinner
and
two
what
they're
gonna
get,
and
so
the
board
of
ed
has
we're
packaging
up
healthy
meals.
There's
this
fruit,
there's
vegetables,
there's
a
sandwich,
there's
milk!
C
So
it's
a
it's
a
healthy
bagged,
lunch
that
they
can
take
and
and
enjoy.
We
also
in
partnership
with
that
program.
This
week
we
had
our
open
house
for
we've
hired
an
after-school
coordinator
and
she's
going
to
be
running
the
drop-in
program.
C
One
of
the
things
that
the
department
has
is
refocusing
on
is
for
a
number
of
years.
It
was
pay
to
play.
So
if
you
wanted
to
take
a
program,
you
had
to
pay
for
it,
and
we
realized
that
we
were
missing
an
important
group
in
the
community,
underserved
and
so
we've
introduced.
C
We
were
adding
hours
at
the
senior
center
for
drop-in
programming,
so
there's
no
charge,
and
we
now
have
somebody
there
that
is
kind
of
supervising
and
running
that
she's
doing
it
about
10
hours
a
week
so
two
hours
a
day
after
school.
So
we've
got
the
food
program
now
and
we've
got
this
drop-in
program.
So
I
think
it's
a
good
partnership.
C
C
We
wanted
to
finish
that
project,
and
so
we
put
money
in
the
budget
to
do
some
more
work
in
the
skate
park.
We
put
money
in
in
the
budget
for
lights
because
there's
no
lights
there
and
it's
there's
a
single
light,
but
it's
not
adequate
to
safely
light
that
light
that
up
we
put
in
money
to
replace
the
playground.
The
playground
is
20
to
25
years
old
and
is
falling
apart.
C
The
roof
on
the
one
of
the
shelters
needs
to
be
replaced
and
the
parking
lot
is
a
mess,
and
so
we
put
in
money,
I
think
just
over
a
million
dollars
for
all
this
work
and
the
council
and
the
rtm
approved
the
money
and
the
money
is
coming
actually
out
of
arca
funds
so
which
works
out
well
for
us
and
for
those
in
the
community,
because
this
big
project
won't
be
costing
anybody.
The
construction
of
the
project
won't
be
costing
anybody
any
more
money
because
there's
no
tax
dollars
involved.
C
We
had
also
proposed
a
project
at
the
quantic
plains
park
to
put
kind
of,
like
walkway
lighting
around
the
walking
path.
We've
seen
a
tremendous
increase
in
people
using
that
walking
path
since
covert.
C
That's
a
lot
of
people
went
there
just
to
be
able
to
get
outside,
and
so
by
putting
lights
on,
we're
gonna
be
able
to
expand
the
use
and
then
we're
also
proposing
to
put
lights
in
the
parking
lot
so
that
that
was
another
project
that
was
approved
we
had,
and
that
was
arpa
funds
also
just
about
every
one
of
these
projects
they
for
the
council
directed
to
use
our
funds
to
to
pay.
For
this.
We
also
got
approval
for
updating
our
recreation
master
plan.
C
C
That
last
time
was
done
was
2004.,
so
that's
almost
20
years
old
and
needed
to
be
updated
again,
those
that
was
opera
funds
and
we
had
proposed
workout
at
the
golf
course,
and
that
was
approved-
I
think
just
over
260
thousand
dollars
to
do
work
on
bunkers
and
and
teas
on
three
or
four
different
holes,
and
that
was
our
funds
and
we
also
are
going
to
be
replacing
the
playground
at
farquhar
park
and
that's
because
that's
another
really.
I
think
that
was
built
in
19
or
installed
in
1996.
A
C
So
that's
kind
of
a
summary
of
the
budget.
Other
things
that
are
going
on
groton
was
approved.
We
had
submitted
an
application
for
a
couple
of
greenways
in
groton,
one
running
east
west
and
one
running
north
south,
and
both
of
those
were
approved
by
the
state
and
groton
is
actually
going
to
be
the
host
for
the
connecticut
greenways
awards.
C
Okay,
so
on
june
monday
june
3rd
we're
going
to
be
hosting
the
connecticut
greenways
awards
seminar
ceremony
down
at
poconic
river
walkway
park,
which
is
also
where
the
pump
track
is
going
and
the
reason
that
they
picked.
That
site
is
because
that's
actually
the
intersection
of
the
two
greenways
that
were
proposed
and
approved.
C
Let's
see,
oh,
we
went
to
the
council
a
couple
of
months
ago
with
the
proposed
rates
for
the
golf
course
and
the
council
approved
the
rates,
but
also
asked
us
to
do
some
research
and
come
up
with
a
recommendation
for
membership
rates
for
veterans,
and
so
we've
been
working
on
that
and
I
at
the
next
parks
and
rec
commission
meeting
we'll
be
proposing.
C
I
don't
think
we'll
have
a
joint
meeting.
The
bad
meeting
will
take
place
before
the
golf
advisory
board
meeting
will
take
place
before
we're
going
to
go
to
them
with
the
with
the
proposed
new
veteran
rates,
then
go
to
the
to
the
parks
and
rec
commission
and
then
we'll
go
back
to
the
council
and
say
this
is
what
the
wealth
advisory
board
and
the
parks
and
rec
commission
have
approved
and
recommended
to
the
council.
C
We
did
have
we
have
a
veterans
rate
on
daily
rates,
but
we
did
not
have
any
type
of
a
veteran
rate
for
memberships,
so
we're
we've
been
collecting.
We
modified
our
the
membership
application
to
ask
a
question
whether
they
were
active
or
retired
from
the
military
and
we're
so
we're
collecting.
All
of
that
data
coming
in
and
then
we're
going
to
kind
of
come
up
with
a
rate
that
we
think
is
equitable
and
we'll
be
proposing
that
both
to
the
gab
and
to
the
parks
and
rec
commission.
C
So
that's
a
little
preview
for
june's
meeting.
Let's
see.
C
Well,
I
guess
I'm
getting
kind
of
ahead
of
myself.
I've
already
jumped
to
the
golf
course
report
that.
D
C
Like
yes,
they
are
on
the
website.
If
you
go
to
the
parks
and
recreation
page
on
the
left-hand
column,
all
the
way
down
at
the
bottom,
it
says
I
think
they're
called
guiding
documents
and
the
2009
master
plan
is
on
there
and
the
2004
bike
and
pedestrian
plan
is
on
there.
C
C
That's
okay:
it's
the
parks
and
recreation
page
on
the
left
hand
column
when
you
go
to
the
main
page
down
at
the
bottom.
I
think
it's
called
guiding
documents
and
studies
or
something
like
that,
and
it's
got
a
list
of
the
needs.
The
2020
needs
assessment.
The
strategic
plan
of
the
annual
report
is
also
on
there
and
the
master
plan.
I'm
pretty
sure
that
that's
on
there
also
and
also
the
bike
and
pedestrian
master
plan.
All
of
those
documents
are
are
identified
on
there.
C
D
C
C
These
the
family
teas,
are
designed
for
designed
to
encourage
new
golfers
to
come
out
and
play.
You
know.
C
Itself
for
a
lot
of
people,
I
think,
is
a
frustrating
or
can
be
a
frustrating
sport
right,
so
the
family
tease.
The
idea
is
to
get
them
closer
to
the
holes
so
that
you
know
they're
making
par
from
the
family
tee.
So
it
just
kind
of
encourages
new
players
and
kids
and
we're
going
to
be
promoting
that
out
on
through
a
couple
of
facebook
ads
targeting
families
that
identify
that
golf
is
something
that
they
like
to
do
and
the
whole
idea
is
to
try
to
get
more
people
interested
in
golf.
C
Do
you
want
me
to
jump
to
the
oh?
Well,
all
right,
let
me
I'm
going
to
back
up
a
little
bit
so
monday
was
bittersweet.
Monday
was
great
because
of
the
budget,
but
we
also
had
we
had
been
receiving
feedback
from
and
I'm
talking
about
agency
accreditation.
Now
we
have
been
receiving
feedback
from
the
the
site
visit
team
they've,
given
us
preliminary
feedback,
and
after
looking
at
their
feedback
and
having
a
discussion
with
the
site
visit
chair,
it
was
clear
to
us
that
we
would
not.
A
C
Yeah
so
yeah
disappointing,
but
it
I
asked,
I
submitted
a
request
to
the
national
recreation
parks
association
for
a
one-year
extension
they
granted
that
to
us.
We
have
a
meeting
with
the
site
visit
team
on
tuesday
we've
booked
three
hours
to
go
over
all
of
their
comments,
so
that
we
can
better
understand
those
areas
that
we
need
to
work
on
in
order
to
become
accredited.
C
So,
yes,
it
was
disappointing,
but
it's
also
an
opportunity.
You
know
we
are,
I
would
say,
out
of
the
154
standard,
we're
probably
two-thirds
of
the
way
there.
You
know
some
things
were
were
a
bit
of
a
surprise.
We
certainly
thought
that
we
had
submitted
an
application
that
would
have
been
received.
Favorably
and
and
accreditation
would
have
been
recommended
so,
but
we've
got,
we've
got
some
more
work
to
do.
C
We
know
exactly
what
work
that
is,
and
so
that's
going
to
help
us
over
the
next
year
prepare
a
better
application,
and
so
a
year
from
now
we
will
be
the
site.
Visit
team
will
either
be
remotely
reviewing
our
document
or
documents
or
or
will
be
in
person.
A
Mark
is
it
possible
for
me
to
sit
in
on
that.
You
said
it's
on
tuesday.
E
C
I
will
make
sure
that
you're
on
it
great
thanks,
yep.
D
So,
what's
the
advantage
of,
like
you
know,
you're
trying
to
try
and
get
a
credit,
do
we
do
you
qualify
for
more
grants
or
something
if
you're,
accredited
or
kind
of
what
you
know,
what
what
what
uppers
does
it
get
when
we
actually
get
accredited
sure.
C
So
one
I
think,
there's
a
a
few
benefits.
One
is
going
through
the
process
of
kind
of
doing
a
deep
dive
into
what
your
department's
doing
and
what
it's
not
doing.
C
When
you
come
out
the
other
end,
I
think
you
are
have
a
department
that
operates
more
efficiently,
provides
better
service
to
the
community,
and
you
know
just
for
an
example,
one
of
the
things
one
of
the
there's
154
standards-
oh
and
mike.
There
is
on
that
same
page
with
those
other
documents.
There's
information
about
agency
accreditation,
so
there's
there's
154
standards,
10
different
chapters.
C
You
know
finance
parts,
management,
human
resources,
risk
management,
there's
there's
10
different
chapters.
You
know
one
of
the
things
that
we
going
through
this
process
discovered
is.
We
didn't
really
have
a
succession
plan,
and
so
you
know,
as
we
were
doing
this,
we
started
realizing
that
there
are.
C
C
You
know
there's
going
to
be
staff
that
that
aren't
going
to
be
here
and
so
to
better
prepare
the
department
for
that
we
needed
to
the
the
succession
plan.
Helped
us
identify
that
fact,
and
you
know
worse
we're
more
aware
now
of
the
fact
that
we
need
to
what
we
need
to
do
in
in
order
to
make
a
smooth
transition.
C
When
you
know
the
director
leaves-
and
you
know,
other
department,
other
people
that
have
been
in
the
apartment
for
close
to
30
years
leave,
because
that's
a
lot
of
institutional
knowledge
and
we're
just
we're
putting
ourselves
in
a
better
position
in
a
few
years
down
the
road.
So
you
know
that
was
just
kind
of
one
example.
C
Yes,
I
think
applying
for
grants,
knowing
that
a
department
has
gone
through.
This
will
also
assist,
and
I
think
it
also
shows
the
community
that
you
know
the
department
is-
is
trying
to
operate
utilizing
best
management
practices.
B
C
Sure
trails
coordinating
task
force,
we
had
a
meeting
in.
C
I
think
I
guess
in
march,
and
the
gis
coordinator
is
continuing
to
make
enhancements
to
the
trails
webpage.
Adding
more
information
and
first
weekend
in
june,
is
national
trails
day
and
there's
a
number
of
events
taking
place
between
gosa
and
abalone
that
people
can
get
out
and
I
think,
there's
a
connecticut
has
a
national
trails
day
webpage
that
you
can
go
and
find
out
about
different
hikes
that
are
taking
place.
C
The
athletic
fields.
We
have
a
visioning
session,
scheduled
for
june
6th,
it's
going
to
take
place
at
3
55
and
we're
doing
this
in
partnership
with
the
planning
department
and
we're
going
to
be
looking
at
kind
of
that
stretch
of
fort
hill
road
from.
C
Like
dairy
queen
all
the
way
and
maybe
a
little
further
further
down
the
road,
all
the
way
up
to
sutton
park
and
looking
at
opportunities
looking
at
how
those
how
the
community
wants
to
see
claude,
the
space
at
claude
chester
used
also
there's
a
couple
of
parcels
that
are
for
sale
or
that
the
owners
have
expressed
interest
in
selling.
And
you
know
how
do
the
would
those
parcels
and
how
would
those
parcels
fit
into
the
overall
development
of
that
whole
area?
So
there's
going
to
be.
C
A
public
input
process
prior
to
that,
I
think,
there's
going
to
be
surveys
made
available
and
then
kenton
frost
is
going
to
be
pulling
all
of
that
information
together
and
presenting
this.
At
this
visioning
session,
the
night
of
june
6.
A
A
That
doesn't
seem
like
a
like
enough
time
to
get
the
word
out
to
yeah.
How
is
that
schedule
set
up?
I
mean:
how
is
that
determined.
C
Well,
we,
the
planning,
department
and
parks
and
recreation
met
with
kenton
frost
about
a
week
ago,
and
I'm
expecting
that
that
the
survey
information
and
that
notice
is
going
to
be
going
out
within
the
next
couple
of
days.
So
there'll
be
a
couple
of
weeks
for
people
to
provide
input
and
then
they're
going
to
compile
and
share.
All
of
that
information
on
the
night
of
the
6th.
A
I'm
thinking
that
I'm
thinking
of
the
I'm
going
to
call
it
a
trailer
park.
I
don't
know
if
that's
the
right
term,
that's
along
that
stretch
that
I
would
think
would
want
to
focus
on
some
of
those
residents
along
that
stretch
of
fort
hill,
which
is
you
know
again,
a
lower
income.
D
C
A
C
So
that's
what's
taking
place
with
athletic
fields.
Agency,
accreditation,
we've
already
talked
about
elizabeth.
I
guess
I'll
turn
it
back
over
to
you.
A
That
brings
us
up
to
unfinished
business,
and
I
have
the
first
item
to
ask
about
and
that's
is
there
any
update
on
the
mural
project
for
the
community
center.
C
We
are
on
hold
right
now,
because
the
purchasing
agent,
who
we
worked
through
the
purchasing
agent
for
rfps
and
rfqs
she
resigned.
She
took
another
job
so
we're
without
a
we're
without
a
purchasing
agent
right
now,
so
until
they
hire
one,
we
can't
really
get
back
on
track
on
that.
E
Well,
the
only
thing
I
could
share
is
possibly
we
could
have
a
meeting.
You
know
the
beautification
committee
is
wanting
to
do
murals
and
we
have
the
money
you
know.
Maybe
we
could
work
together
on
the
side
of
that
building.
Mark.
E
C
You
ever
design
no,
no
we're
leaving
that
up
to
the
artist
and
leon
I
can
share
with
you
the
the
kind
of
the
draft
of
the
rfp.
It's
not
finalized,
because
again
we
weren't
able
to
complete
it
before
the
purchasing
agent
left.
C
We
were
looking
at
doing
a
mural
in
the
council
and
I
think
you
were
on
the
council
at
the
time
approved
money
for
better
signage
outside
of
the
community
center
and
we
put
the
banner
up,
but
we
decided
that
we
wanted
to
do
a
mural
right
by
the
entrance
to
the
community
center,
and
so
that's
where
we
were
focused
on
doing
a
mural
and
we've
got
an
rfp,
that's
probably
80
percent
complete
and
hope
to
be
able
to
to
go
out.
C
The
timing
is
a
little
bit
off
now
because
they
can't
really
do
it
well,
they
might
be
able
to
do
it
in
the
fall,
but
they
certainly
couldn't
do
it
in
the
winter.
So
yeah
we're
looking
at
doing
one
over
at
the
by
at
the
community
center
entrance.
E
Well,
maybe
it
would
be
a
good
idea
out
off
to
cindy
and
maybe
we
could
have
a
meeting
and
talk
about
it
a
little
bit
and
maybe
help
each
other
out
sure.
C
Yeah,
actually
john
john
byrd
had
called
me
today
and
had
asked
me
that
when
the
rfp
was
completed,
if
we
could
share
that,
and
somebody
from
the
beautification
committee
had
reached
out
to
him-
and-
and
I
john
mentioned
her
name-
and
I
I
don't
remember
who
it
was
but-
and
I
had
said
that,
yes,
we
were
more
than
happy
to
share
the
rfp
with
with
the
beautification
committee.
E
You
know,
I
think
that
would
probably
be
a
good
idea,
because
the
other
thing
that
the
group
was
going
to
have
asked
to
meet
with
your
group
about
was
on
the
fence
in
front
of
the
field
part
to
the
left
of
the
community
center.
You
know
on
the
main
road.
C
E
You
know
we
were
talking
about.
You
know,
fixing
up
the
fence
a
little
bit,
probably
painting
it,
whatever
it
needs
and
then
putting
the
name
of
the
community
center
on
the
fence.
They
have
these
this
product.
That
looks
like
a
golf
like
a
tennis
ball,
but
it's
not
it's
made
actually
to
put
signs
on
a
fence.
You
don't
like
to
do
at
the
base
when
a
submarine's
coming
in.
Have
you
ever
seen
those.
E
Yeah
they
they
have
this
thing
and
you
you
know
you
set
up
your
design
and
then
you
put
it
in
your
fence,
and
you
put
it
in
with
you
know,
might
do
fitch,
colors
or
whatever
your
committee
thinks
would
be
appropriate.
That's
what
we
would
do
and
it
would
say
you
know
fitch
community
center
or
just
community
center,
so
it
would
be
really
prominent
as
people
are
going
by.
E
Well,
it
took
me
a
little
bit
to
find
it
too,
but
then
a
friend
of
mine
put
me
in
the
right
direction,
because
I
was
actually
looking
for
colored
tennis
balls.
I
thought
you
used
tennis
balls
and
he
said
to
me
no
leanne,
it's
a
special
product
because
he
said
those
people
don't
take
because
they
don't
want
them.
If
it
was
regular.
Balls
they'd
don't
disappear.
E
C
C
Yeah
and
the
beautification
committee
is
already
doing
that.
They're
they've
planted
some
grass
and
some
shrubs
up
at
the
parking
lot
by
par
four
and
a
there
was
a
flowering
flowering
crab
tree
or
there
was
they
just
planted
a
tree
at
peconic
plains
park
in
the
rotary
in
the
parking
lot
there.
E
E
A
C
A
If
not,
our
next
meeting
date
will
be
on
june,
9th
2022.
A
C
Yes,
I'm
gonna
check
with
lisa
to
find
out
why
you
didn't
receive
it.
Did
you
get
the
packet
that
I
sent
last
friday,
I
usually
say.
D
C
Wow,
okay,
because
usually
I
send
a
notice
out
on
friday
that
has
the
previous
month's
report.
It's
got
the
monthly
report
for
the
golf
course,
the
previous
minutes
and
the
agenda
for
the
upcoming
meeting
and
then,
if
there's
anything
special,
you
know
attachments
related
to
a
subject
that
we're
going
to
be
discussing.
So
I
will
check
my
email
or
your
email
to
to
make
sure
that
I
have
the
right
email
address
on
there
and
I'll
also
check
with
lisa,
because
you
should
be
getting
that.
