up

call

authority,

they

They
had
submitted
a
a
plan
for
the
oral
school
property
that
wasn't
accepted,
but
so
they
just
wanted
to
discuss
it
not
to
make
it
to
get
it
accepted.
It
was
already
watered
under
the
bridge
as
far
as
they
were
concerned,
but
I
they
thought
it
was.

looking
to
change
anything.

actually
just
looking

for
a
way
forward,

not
with
that
project.
They
weren't
looking
to
put
low-cost
housing
on
that
site
that
had
nothing

looking

part

their
part

their
mechanism,
so
they
said
they
would
be
sharing
and
I'm
assuming
that
we
all
will
be
receiving
a

their
proposal

Again.
I
do
not
support
this
project
and
believe
this
project
will
change
the
northeast
section
of
town
for
the
worst,
and
I
also
believe
that
everyone
knows
that
at
the
very
least,
it
is
a
fact
that
this
project
will
dramatically
change
the
northeast
section
of
town.
The
question
is:
will
the
change
be
for
the
better
or
the
worst?
I
believe
it
will
be
for
the
worst.
Is
the
commission
willing
to
take
that
risk?

I
did
not
support
this
project
when
there
were
750
dwelling
units
proposed
now
that
the
number
has
increased
to
931.
I
am
even
more
opposed
to
it.
This
is
not
a
good
project
for
the
residents
in
the
northeast
section
of
town.
There
are
some
questions
that
need
to
be
answered,
starting
with
the
attachment
to
the
agenda
to
this
meeting
with
commissioners
kane's
questions
and
concerns.

It
is
dysfunctional
and
non-transparent
that
the
planning
department
is
writing
regulations
for
specific
projects
rather
than
a
developer,
creating
a
project
that
fits
into
the
planning
and
zoning
regulations.
I
am,
of
course,
disappointed
with
the
planning
department.
As
I
have
said
previously,
it
seems
that
the
planning
department
has
its
own
agenda
and
is
disconnected
from
the
residents
in
the
northeast
section
of
groton.
They
don't
live
here
and
are
not
invested
in
the
community,
definitely
not
in
my
part
of
town.

my
opinion,
the
developer
is
totally
unrealistic
to
believe
groton
residents
will
be
able
to
pay
the
rent
that
they
are
planning
to
charge
for
the
unit.
Do
the
math?
What
salary
is
required
to
afford
a
two
thousand
dollar
rent
a
typical
electrical
employee
salary
could
not
afford
this
high
rent.
I
would
also
also
like
to
ask
the
commission
how
many
of
you
have
heard
the
term
electric
boat.
Roller
coaster
rides
how
many
of
you,
or
anyone
in
your
family
have
been
laid
off
from
electric
boats.

history
proves
that
electric
vote
is
in
business,
not
because
of
the
economy,
not
because
of
the
skilled
workers
and
not
because
of
the
product.

vote

business
because
of
politicians
and
their
political
agendas.
What

administration

pressure

reduce
the
defense

budget?

thousands
of
people
will
no
longer

employed

electric

has
happened
many
times
in
the
past,
and
families
are
devastated.

that
the

commission
may

may
not
be
aware
of.

would
think
that
the
town
of
groton
would
treat
all
parts
of
town
the
same
right.

school
property
is
slated
to
become
an
arboretum?

I
spoke
in
december
about
the
mystic
oral
school
project.
I'm
going
to
speak
I'd
like
to
speak
again
about
it.
I
like
what
rachel
just
did
and
read
that
letter
that
we
all
got
and
we
all
very
much
appreciate
and
kind
of
reflect,
the
same
way
and
the
same
sentiments
on
it.
One
of
the
things
I
was
planning
on
doing
was
reading
that
and
I
hope
other
people
do
re-read
that
to
the
commission
and
the
board.

So
that
way
they
can
keep
hearing
that
one
of
the
things
that
I
want
to
bring
up
is
the
fact
that
I've
talked
to
several
young
employees
at
electric
boat,
who
are
the
young
professionals
that
wrestler
homes
keep
saying
are
the
people
that
are
going
to
live
there
and
at
first
they're
like
oh,
that
that
sounds
kind
of
nice,
and
this
is
when
I
was
initially
told
it
was
going
to
be
fifteen
hundred
dollars
a
month,
and
I
told
them
that
price
and
all
they
did
was
laugh.

They
found
it
laughable
to
move
into
a
place
at
fifteen
hundred
dollars
a
month
for
a
one
bedroom
and
now
the
fact
that
they're
upping
that
price
even
to
two
thousand
dollars
a
month
just
seems
laughable.
Again.
There
is
no
realism
in
that.
Those
guys
don't
want
to
do
that.
They
want
to
get
four
or
five
of
these
guys
get
into
a
house
that
they
pay
1500
a
month
for
the
entire
house,
rent
that
so
they
can
pocket
some
money
and
get
their
own
place.
They
do
not
want
this.
I
did
not
want
this.

When
I
was
a
young,
eb
engineer,
I
never
wanted
it.
They
don't
want
it,
they
still
don't
want
it.
The
next
thing
I
have
does
anyone
openly
support
this.
I've
heard
so
much
negative
feedback
on
this.
I've
not
heard
one
person
that
did
not
have
some
kind
of
thing
to
gain
by
this
project
going
through
actually
say
something
good
about
it.
There's
been
absolutely
nothing
everything
from
people
around
here
on
all
sides
of
mystic
stonington,
groton
city
of
groton,
town
of
groton.

And
finally,
I
actually
called
out
the
developer
wrestler
homes
because
I
used
their
site
to
ask
some
questions
to
them
and
they
never
got
back
to
me-
and
this
was
probably
back
in
june
july-
maybe
even
earlier
than
that
and
called
them
out
during
the
meeting
and
still
didn't
get
a
reply.

It
wasn't
until
the
newspaper
actually
by
name
said
that
I
called
them
out
during
the
meeting.
That's
when
they
actually
got
back
to
me
and
the
thing
was:
is
they
didn't
answer
really
any
of
the
questions
they
used?
A
lot
of
vague
terms
said
preliminary
studies.
Nothing's
final
things
are
all
fluid
and
in
motion,
but
the
thing
that
really
got
me
is
they
doctored
the
date
of
the
email
that
I
sent
from
when
I
sent
it
to
make
it
look
like
they
responded
promptly
to
my
email.

have
to

here

right
below
the
oral
school.
I
wanted
to
make
a
comment
on
the
presentation
that
was
given
after
the
lat
or
excuse
me
after
the
public
section
or
the
public
speaking
part
last
meeting.

The
gentleman
was
he
he
seemed
to
be
talking
about
what
the
proposed
project
was
going
to
look
like
from
various
vantage
points
down
on
the
river
down
on
the
highway
over
in
stonington
and,
quite
frankly,
those
don't
make
a
whole
lot
of
difference
to
those
of
us
that
live
right
below
it,
because
whether
you
can
see
it
from
the
highway
or
not
really
doesn't
affect
us.

It's
what
we're
going
to
see
when
we're
looking
at
the
back
of
these
apartment
buildings
and
this
eight-story
garage
that
is,
is
the
problem
additionally,
that
road
that
they're
going
to
build
around
it.
One
of
the
other
things
that
we
do
know
we
also
do
not
know,
is
the
orientation
of
these
apartments.
Are
we
going
to
be
looking
at
the
back
of
these
apartments
at
the
balconies,
with
all
the
lights
where
people
are
having
their
dinners?
You
know
out
on
the
balconies
at
night.

Are
they
going
to
have
all
those
lights
shining
down
in
our
yards
after
that
period
of
time?
So
that
was
one
of
my
questions.
Another
question
I
have
is
I'm
concerned
about
the
blasting.
We've
already
talked
about
the
fact
that
everybody
everyone
here
is
on
a
well
and
because
they're
digging
into
ledge
has
ledge
light,
looked
into
the
ramifications
of
radon
and
other
other
pollutants,
that'll
be
in
the
ground,
water
or
other
pollutants.
That'll
be
airborne
during
this
blasting.
That's
a
big
concern
for
us.
My
neighbor
just
had
a
brand
new
baby.

We've
got
young
kids
on
the
block,
we've
got
animals,
so
this
concerns
me
greatly
and
the
last
point
I'd
like
to
make
is
concerning
that
roller
coaster
ride
that
eb
is
on,
and
this
is
something
that
I've
discussed
with
my
son,
who
is
a
young
professional.

I
got
out
of
the
navy
in
1988,
and
the
trident
program
was
going
very
strong
when
I
got
out
of
the
navy.
I
had
a
20-year
plan
and
I
basically
would
have
been
golden
up
until
retirement
next
thing.
You
know
the
russians
gave
up
they
canceled
the
last
four
or
five
submarines,
I'm
out
of
a
job
and
I'm
10
years
short
11
years
short
of
my
plan
and
have
been
trying
to
recover
ever
since.

don't
think
anybody,
as
was
said
earlier,
is
paying
attention
to
the
fact
that
the
chances
of
eb
continuing
this
growth
and
continuing
this
type
of
employment
for
the
next
20
years.
For
these
young
professionals,
we
do
we've,
never
seen
it
it's
never.
It's
never
happened
like
that,
and
we've
all
seen
the
downfall
from
that.
So
those
are
my
comments.

and
challenged
the
government's
determination
that
the
sewer
system
was
capable
of
handling
the
new
facilities.

I
wanted
something
done
so
that
the
contractors
during
the
construction
period
would
not
block
us
off
that
could
be
easily
put
into
their
contracts.
You
can't
call
in
this
way
you
have
to
go
to
the
north
side
and
come
down.

I
I
really
guess
that's
it.
I
had
those
two
big
issues
long-term
on
the
road,
even
though
they're
proposing
new
access,
those
roads
go
out
to
allen
street
go
to
the
highway,
but
oral
school
road
is
going
to
be
the
hot
shot
road
getting
into
mystic
and
everybody
up
there.
That
wants
to
go
in
town
to
do
something
is
going
to
come
down
this
road.
I've
lived
here
for
40
something
years,
people
race
down
this
road,
very
narrow,
it's
very
dangerous!

I
promise
rode
more
lived
on
it
longer
than
anybody,
and
my
father
worked
that
electric
boat
for
40
plus
years
and
had
2
000
people
working
for
him.
He
was
an
upstanding
one
of
the
major
contributors
to
electric
boat
in
his
day,
road,
the
nautilus
I
worked
at
electric
boat
and
ended
up
going
to
snet
years
ago.
O

It
was
so
massive
amount
of
employee
down
there
that
it
was
like
going
back
to
high
school
everybody.
You
knew
worked
there
and
you
can
imagine

what
the
traffic
was
like
on
clarence,
b,
sharp
highway
and
and
down
on
thame
street.
That
shipyard
doesn't
even
have
a
third
of
those
people
in
it
anymore.
They
got
a
facility
of
quonset
that
does
some
education
understand
something
about
my
father
for
years.
You
could
not
talk
bad
about
eb
until
the
massive
layoffs
and
all
the
problems
started.
People
lost
their
jobs
with
20-something
years.
O
My
brother-in-law's,
my
brother,
was
a
big.
He
had
a
big
job
at
eb.
As
a
planning
administrator.
He
was
in
charge
of
the
one
of
the
big
departments
over
there
another
burden,
what
it
was
in
purchasing,
and
I
was
an
mda
member.
I
spent
10
years
working
for
electric
boat
and
two
years
on
a
furlough.
When
I
went
to
snet,
I
took
a
voluntary
layoff
because
my
father
wanted
me
out
of
that
shipyard
because
of
the
insecurity
of
the
employment
out
of
those
10
years
from
1974
to
1984.
O
I
only
gained
six
years
of
employment,
so
every
time
I
gained
some
yardage,
I
felt
like
a
football
team.
I
got
pushed
back
by
a
strike
off
two
14-month.
Mba
strikes
a
six-month
strike
in
the
yard
and
an
eight-month
layoff
by
viliotis
and
ten
years
of
employment
made
me
leave
a
job
that
it
was
a
very
good
job.

At
the
time
I
was
in
design,
I
started
climbing
telephone
poles
and
ended
up
being
a
manager
there,
but
I
will
tell
you
a
lot
of
things
that
you
were
told
up
at
those
meetings,
like
thousands
of
people
came
here
to
see
their
children
during
the
holidays
and
they
used
to
use
that
theater,
and
all
that
I
got
to
tell
you
the
truth.
I've
lived
there
all
my
life.
I've
never
seen
that
type
of
traffic
to
come
up
and
down
this
road,
and
the
gentleman
did
speak
about
the
road.

You
know
get
around
to
the
top
of
this
road
when
he
initially
built
that
road,
at
the
top
of
the
on
the
north
side
of
our
school
road
that
was
put
in
by
the
state
for
access
for
fire
and
to
the
school
and
as
the
school
digressed,
and
they
took
the
children
out
of
there
and
less
and
less
folks
used
it
and
the
state
didn't
make
any
good
use
of
the
prop.
It's
been
laying
there
forever
that
road
got
beat
up
and
now
has
been
redone
by
the
state.
O
They
told
us
years
ago,
when
I
first
built
here,
I
put
a
septic
system
in
that
cost
me
a
fortune
and
I
drilled
a
well,
so
we
were
told
we're
never
going
to
get
water
and
sewer.
I
don't
think
I
was
living
here
in
two
years.
It
was
1986
when
I
built
this
home,
so
probably
88
people
were
coming
up
the
road
and
they
were
doing
core
boring
and
checking
in
for
ledge.
O
I
asked
them
what
they
were
doing.
They
were
installing
sewers
for
the
aura
school
because
of
the
fact
that
the
feel
that
they
had
down
by
the
river
they
had
a
leaching
field
failed,
and
with
that
being
said,
I
was
told
that
the
state
paid
for
the
frontages
to
our
sewer
well
when
they
hooked
it
to
the
town,
the
the
town
charged
us
frontage
for
the
sewer
that
went
through
and
like
the
other
gentleman.
O
I
just
said
that
was
on
here
before
that
sewer
was
only
planned
for
so
many
people
to
reside
at
the
oro
school
and
the
few
people
that
lived
in
the
area
around
here
to
access.
I
don't
know
really
what
the
capacity
of
that
is,
but
I
would
just
tell
you
that
at
this
point
right
now,
if
they
build
what
they're
talking
about
up
there,
it's
another
colonial
manner
and
I'll
go
back
to
that
one.
That
goes
back
to
my
dad's
day.
You
know
when
I
first
started
working
at
eb
when
they
first
built
colonial
manor.
O
That
was
to
take
the
place
of
brantford
well
branford
manor
was
like
a
lower
rent.
Wasn't
a
low
income
at
that
point
because
of
all
the
people
that
worked
at
eb
and
pfizer,
but
colonial
mana
was
the
up.
You
know
the
uppity,
the
nicer
buildings,
people
were
selling
houses
in
groton,
they
were
retiring
and
they
were
moving
at
the
colonial
manor.
So
they'd
have
to
mow
lawn
shovel
snow.
It
was
a
place
to
go.
O
Mr
d
marinus
moved
in
there
who
used
to
be
involved
in
the
town
very
deeply,
and
what
happened
was
in
time.
Those
people
started
passing
eb
laid
off
pfizer
cut
back.
They
don't
do
production
there,
anymore
colonial
manor
and
now
is
basically
low-income
housing
like
brantford
manor,
and
I,
when
I
started
as
an
installer
in
1984
in
a
phone
company,
colonial
mana
was
a
nice
place.

It
is
not
a
nice
to
play
anymore,
it's
all
low-income
housing.
I
I
don't
understand
why
they
wouldn't
try
to
fix
someone
more
that
type
of
housing
rather
than
you
know,
build
something
up
here
and
start
from
scratch
and
as
far
as
the
executives,
my
dad's
house
is
next
to
me
on
101
oil,
school
road,
who's
passed
away
and
it's
been
sold
to
a
new
neighbor.

Just
to
give
you
an
insight,
the
two
people
that
live
there
are
both
professionals
at
eb
right
now
and
I
had
a
discussion
with
them
personally
and
they
told
me
that
anyone
that
has
a
decent
job
there,
that's
making

As
a
you
know,
high
paid
engineer
or
a
high
paid
mda
mda
member
is
looking
for
a
home
to
raise
children
and
do
what
all
these
folks
are
talking
about.
They're,
not
looking
for
the
quick
fix
up
the
street.

I
hate
this,
I'm
not
even
going
to
bring
up
the
the
covert
vaccination,
but
if
something
that
they're
testing
over
there
isn't
working
right
or
they
start
pulling
jobs,
my
son-in-law's
been
told
already
he's
a
project
manager
over
there
and
some
pretty
big
stuff.
They
don't
even
have
to.
They
don't
even
go
to
the
offices
anymore
they're,
pretty
much
going
to
be
told
that
they
can
work
out
of
their
homes
and
we're
going
to
have
a
different
lifestyle
in
america.

at

I'm

on
supposedly
on
video
I've
been
trying
to
get
in
for
a
while.
So
can
I
go
ahead
or
do

dwellings

this
type
of
the
type
described
would
seem
still
to
be
covered
by
the
50-foot
rule
if
they
weren't
covered
by
the
100-foot
requirement.

iwa
regulations
are,
however,
less
strict
in
than
the
non-disturbance
rule,
that's
required
by
the
wrpd
regulations.
Regulation
by
the
inland
wetlands
agency
of
all
wetlands
and
water
courses
extend
to
at
least
100
feet.

concerns
that
pretty
much
everyone
has
voiced,
but
also
specifically,
when
the
state
was
doing
the
deconstruction
of
some
of
the
buildings
up
there.
The
debris
that
washed
down
onto
oral
down
oral
school
onto
boulder
court
it
collected
right
at
the
bottom.
You
know
at
the
top
where
the
two
streets
intersect
and
I
had
to
replace
one
set
of
tires
and
plug
a
new
one
because
of
construction
debris.
I
just
oh
and
actually,
I'm
being
reminded
both
of
us
had
to
replace
tires.

So
I
just
want
to
see
if
there's
some
provision,
that's
going
to
be
in
place.
You
know
where
they
clean
it
up
in
a
timely
fashion,
or
that
doesn't
happen
because
I
I'm
really
quite
sick
of
replacing
my
tires
because
they
get
punctured
so
anything
they
can
do
to
prevent
that
it
seems
the
state
didn't
really
do
anything
in
the
way
of
like
a
barrier
or
anything
so
any
improvement.

would
be
much
appreciated
and

I
spent
this
summer
with
my
children

my
nieces
going
all
around

various
places
that
we
could
go
safely
and
keep
our
distance
from
people
in
groton
and
we
were
geocaching
and
we
enjoyed
so
much
all
of
the
places
that
we
went
like
pequot
woods
and
mohegan
park
and
bluff
point
and
bibi
cove,
and
I
just
think
that
it
would
be
so
much
better
for
the
community
if
that
parcel
were
turned
into
something
like
one
of
those
places
