D
E
Very
quickly,
so
this
is
the
meeting
of
the
Planning
and
Zoning
Commission
for
April
28th
taking
place.
Obviously
resume
format.
Chair
is
Jeff
Richard
and
it
is
co-hosted
by
planning
staff.
So
that's
Dianne,
Glen,
Bosque,
Bruce,
Lofgren
and
me
Deb,
Jones,
Kara
Hovland
is
also
attending
the
meeting
to
do
the
minutes.
E
E
A
A
A
A
Have
one
item
that
I
think
needs
a
little
investigation
on
the
very
first
paragraph
under
site
plans.
It
talks
about
Gregg
creditors
statement.
It
says
that
gravel
street
will
be
utilized
for
vehicle
drop-offs
and
pickups,
especially
during
inclement
weather
and
for
elderly
residents
of
the
building.
Could
you
make
sure
that's
true
about
the
elderly
residents,
because
I
don't
want
to
have
people
come
back
in
two
years
from
now,
so
you've
got
to
have
a
sign
up,
it
can
only
be
used
by
elderly
residents
and
if
it
isn't,
we
can
either
just
say
something.
A
It
was
used
for
available
for
people
making
heavy
lifts
or
lifting
large
items.
You
know
some
words
like
that,
which
is
what
I
thought
he
implied,
but
I'm,
not
sure
what
he
really
said
or
just
Elite
delete.
That
section
is,
it
could
be
misinterpreted
for
what
the
uses
for
the
building
that's
all
I
had.
Is
there
are
no
other
issues
on?
Does
anyone
have
anything
else?
It's
not
gonna
move
for
a
vote
on
approval
of
the
minutes.
All
those
in
favor
you
can
either
raise
raise
your
hands
or
say
aye
aye.
A
C
A
A
F
C
G
How
you
guys
doing
this
is
kind
of
fun,
how
we
didn't
stay
at
home
or
in
an
office
and
see
everybody
saving
money
on
gas,
but
yeah
I
think
norm.
Who's
who's
been
kind
of
spearheading
this
for
me,
norms
on
the
phone
or
on
the
call
as
well.
So
we
hope
that
you
guys
will
give
as
a
favorable
thumbs
up
to
move
forward
on
this
application.
H
A
F
H
I'm
go
ahead,
okay,
so
what
we're
proposing
is
a
is
a
single-family
home
on
this
on
this
plot
at
the
end
of
Susan
Lane
and
the
actually
Susan
Lee,
actually
an
access
right-of-way,
which
will
be
combined
with
the
existing
lot.
That
has
fronted
on
Beebe
Cove
for
a
total
area
of
0.9
acres.
When
all
is
said
and
done,
they
are
proposing
a
single-family
home
on
the
we
we've
got.
A
approximately
86
feet,
to
the
mean
high-water
line
from
the
edge
of
the
proposed
deck
on
the
house
house
itself
is,
is
a
little
bit
further.
H
H
The
site
is
served
by
public
water
and
sewer
there'll
be
a
a
force
main
that
will
be
installed
to
connect
to
the
public,
sanitary
sewer
and
the
limits
of
the
disturbance
and
the
limits
of
all
the
grading
will
be
surrounded
with
silt
fence
backwards.
Steak
hay
bales
throughout
the
construction.
There
is
no
activity
proposed
beyond
the
limits
of
the
grading
actually
shown
on
the
plan.
There
is
no
proposal
to
disturb
any
further
or
any
closer
to
the
high
the
mean
high-water
line
or
to
beauty
Cove
itself.
H
They
have
met
on
site
a
couple
of
times
and
currently
the
proposal
is
to
monitor
what
was
cut
because
and
to
hopefully
see
if
it's
if
it
does
come
back
this
year,
none
of
the
root
systems
on
the
the
vegetation
that
was
disturbed
what
was
was
cut
or
removed.
So
is
the
belief
of
mr.
Cole
that
the
the
vegetation
that
was
removed,
that
is
in
question,
will
regenerate
itself.
G
So
so
this
is
I
like
to
always
show
pictures.
Pictures
are
great
on
in,
like
norm
said
we
are
currently
working,
the
DEP
we
apologize
for
our
cutting
a
few
of
these
bushes
down
by
the
water
in
in,
like
you
said,
I
think
we're
going
to
be
okay.
This
is
what
this
is
our
proposal.
This
is
the
picture
of
the
house.
You
know
sitting
up
on
the
hill
there
we're
excited
to
to
get
this
project
going.
We
basically
market
this
project
through
Zillow
and
we
actually
got
a
young
couple
from
there
actually
from
Boston.
G
F
Yeah
I
can
add
a
few
things.
As
the
applicants
mentioned.
This
is
Bruce
often
from
our
planning
and
development
services,
as
they
mentioned.
You
know
they're
going.
This
is
here
because
it's
cam
application,
new
single-family
dwellings
within
100
feet
of
the
coastal
resource,
are
required
to
submit
a
cam
application.
I
know
the
actual
dwellings
about
a
hundred
feet,
but
the
deck
does
protrude
to
about
86
feet
away
from
the
coastal
resource.
F
They
submitted
the
erosion
and
sediment
controls
as
part
of
this
application.
You
know,
there's
a
soul
fence
line
there.
It's
gonna
be
backed
with
hay
bales,
that's
going
to
be
the
limit
of
disturbance
line
and
that's
about
sixty
two
feet
away
from
the
coast
of
resources
coastal
resource.
So
there's
not
gonna,
be
any
lanister
bands.
Seaward
of
that
limit-
and
you
know
it's
my
opinion
that
you
know
with
the
mitigation
measures
they're
having
it's
not
gonna,
have
any
adverse
impacts
on
the
coastal
resource.
H
No
sir
I'm,
sorry
the
the
modifications
that
were
made
to
the
plan,
since
the
initial
submission
were
generally
by
Public
Works
and
the
sewer
Commission
to
make
sure
that
we
provided
the
correct
detail
for
the
connection
into
the
into
the
public.
Sanitary
sewer
and
I.
Believe.
One
of
the
other
items
that
that
you're
looking
for
is
that
the
access
maintenance
and
utility
easement
is
established
and
recorded
for
all
other
appropriate
lots
of
blooding
Susan
Lane,
and
we
we
certainly
have
no
objection
to
that.
A
F
Well,
if
you're,
referring
to
you,
know
the
restoration
plan
that
norm
had
mentioned
with
with
work
through
the
DEP
I
didn't
include
that
in
the
motion,
because
that's
between
you
know
the
applicant
and
DEP
so
really
anything
they
advise
and
agree
honest
in
terms
of
restoration
plan
with,
but
supersede
you
know
what
on
we're
looking
at
here
tonight,.
A
A
H
As
long
as
this
is
norm,
Tebow
from
killing
the
engineering,
obviously
the
intention
of
any
erosion
controls
is
to
prevent
the
migration
from
sediment
of
sediment
toward
the
resource
area.
So
the
limits
shown
I,
don't
think
it
really
has
a
lot
of
bearing
you
know
as
far
as
the
the
flood
zone
ve
or
the
flood
zone,
but
hazards
don't
zone
X.
H
A
H
There's
there
is
no
intention
to
do
that.
I
mean
the
the
the
site
right
now
is
is
pretty
much
grasped.
It's
a
it's
a
just
a
you
know.
Obviously
there
are
a
lot
of
boulders
here
that
we
located
on
site,
but
in
between
the
boulders
are
just
it's
just
a
grass
area,
mostly
mostly
natural
grasses,
that
grow
there
right.
H
G
That's
correct
we're
just
looking
to
you
know
utilize,
the
cell
fence,
as
our
boundary
build
the
house
contain,
you
know,
get
get
some
erosion
control
up
and
then
contain
that
area
and
and
and
know
we're
not
looking
to
you
know
they
asked
about.
You
know
a
future
doc
and
things
of
that
nature
and
I
said
that's
a
whole
different
application.
All.
G
G
A
A
If
not
dynamic,
a
motion
to
approve
coastal
site
plan
20
hold
for
Susan
residents,
100
Susan
Lane,
subject
to
the
following
modifications.
One
technical
items
has
raised.
My
stash
will
be
addressed
to
that
there
shall
be
no
land
disturbance,
seaward
of
the
silk
fence
line
marked
on
the
plan.
Three.
Both
parcels
shall
be
legally
merged
prior
to
the
issuance
of
a
building
permit
for
that
in
access,
maintenance
and
utility
easement
is
established
and
recorded
for
all
other
appropriate
lots
of
lighting
Susan
Lane.
A
This
easement
shall
be
recorded
in
land
records
prior
to
the
issuance
of
a
building
permit.
In
approving
this
application,
the
Commission
finds
that
the
proposed
activity
as
modified
is
consistent
with
all
clickable
goals
and
policies
in
CGS
22
a
92,
and
that
it
incorporates
reasonable
measures
which
would
mitigate
the
adverse
impacts
of
the
proposed
activity
on
Coastal
Resources.
Is
there
a
second.
C
C
A
B
A
H
G
F
F
A
L
L
L
With
that
negotiation,
we
realized
that
the
ledge,
although
I,
don't
know
if
anyone's
been
back
there
and
taking
a
peek
at
it,
but
it's
quite
an
extensive
little
project.
We
we
pulled
off
and
have
a
considerable
amount
of
room
now,
and
we
actually
have
enough
room
to
to
do
the
second
form
of
egress
on
our
own
property
and
that's
shown.
L
Is
that
shared
so
that
second
form
of
egress
is
located
to
the
kind
of
the
south
of
the
property
in
between
the
addition
that
we
previously
got
approved
in
December
and
the
the
upper
shed,
which
is
for
cooking
for
the
treehouse?
So
we
were
able
to
put
that
second
form
of
egress
in
there
we,
we
also
had
some
encroachments
on
the
art
center
property,
which
is
shaded
here
on
the
northern
border
line
of
northern
northern
property
lines.
L
So
basically,
there
was
like
a
four
four
and
a
half
foot
piece
of
deck
that
was
removed,
and
then
these
planters
were
also
all
removed.
All
that's
been
done
already,
so
we
did
remove
that
as
we
knew.
We
were
encroaching
on
the
the
Art
Center
property
and
the
balance
of
our
our
deck
was
within
30
inches
of
grades.
So
therefore
didn't
count
as
a
building.
Therefore
we
didn't
meet
set,
didn't
need
to
meet
set
backs.
L
You
could
see
also
the
the
actual
staircase
that
we
kind
of
got
got
approved
in
December.
We
had.
We
had
to
basically
take
down
the
original
staircase,
which
probably
went
another
10
feet
towards
Water
Street
about
the
same
actually
the
exact
same
distance
from
the
property
line,
and
we
were
able
to
move
it
further
to
the
east.
L
L
So
that's
this
first
floor
addition
right
here
and
it's
basically
animal
that
Dan
talked
about
this.
It's
not
necessarily
to
expand
the
seating
down
there.
It
never
kind
of
was
it's
always
been
tight
in
that
dining
room,
but
there's
potentially
some
new
regulations
that
are
coming
out
regarding
social
distancing
in
restaurants
and
I'll.
L
Let
Dan
when
I'm
done
just
talk
about
that
briefly,
but
we
also
added
a
walk-in
cooler,
that's
about
sixty
six
and
a
half
feet
by
15
and
a
half
feet
just
behind
that
all
this
is
kind
of
tucked
behind
the
existing
building.
So
you
don't
really
see
any
of
it
from
from
anywhere.
You
can
see
a
little
better
now
that
second
form
of
egress,
which
is
basically
just
gonna,
take
you
down
to
the
south
side
in
case
there's
a
problem.
L
You
know
we
pretty
much
the
rest
of
it.
Staying
the
same,
it
was
all
that
whole
gap
between
the
back
of
the
building
and
the
treehouse
was
a
lot
of
ledge,
so
it
was
all
impervious
material.
Anyway,
we
will
be
redoing
the
terrain
garden
as
it
shows
on
the
north
side
of
the
building,
we'll
be
cleaning
and
replacing
pervious,
brick
walks
and
so
forth.
L
The
landscaping
along
the
front
that
sits
on
top
of
the
little
wall,
which
is
located
a
handicap
entrance
all
that
will
remain
the
ivy
it's
really
taken
off
after
a
few
years,
and
it's
really
put
a
nice
touch
on
the
front
of
the
building.
Again.
Julie
is
here
to
speak
about
the
architecture.
If
we
want
to
talk
about
that,
if
there's
any
specific
questions
and
dance
here
to
just
answer
any
questions
or
talk
about
the
the
new
social
restaurant,
just.
M
So
we
had
the
time
we
had
the
weather
and-
and
we
had
our
people-
people
you
know
at
home,
safe
and
sound,
so
it
made
sense
to
move
forward
with
the
project
and
trying
to
knock
it
out
now
before
we
reopen
this
summer
to
Greg's
point
too
about
the
dining
room.
Even
before
this
crisis
hit.
You
know
we
we
wanted
to
be
able
to
expand
the
dining
room.
M
M
If
you've
been
in
the
oiz,
Club
dining
room
is
cozy
best,
and
so
we
wanted
to
be
able
to
open
that
up,
given
the
world
that
we
live
in
now
and
and
with
the
very
real
potential,
especially
in
the
early
phases
of
reopening
restaurants
in
the
state,
we're
definitely
going
to
have
social,
distancing
guidelines,
expansion
of
space
between
tables,
so
this
this
elites
at
least
gives
us
a
little
more
flexibility
in
terms
of
setting
up
that
dining
room.
You
know
to
the
state
satisfaction
in
terms
of
safe
and
safety
and
distancing.
D
J
D
So
everything
else
basically
stays
the
same.
They
still
are
going
to
be
doing
the
validation
program
for
all
their
seeding
and
they
still
have
the
drainage,
as
previously
proposed.
They
had
a
requirement
to
basically
clean
out
the
existing
drainage
system
and
re-establish
the
rain
garden.
So
they're
still
doing
that
and.
D
Other
than
that,
the
the
motion
we
have
for
them
is
basically
just
to
make
sure
that
before
they
actually
get
their
CEOs
for
either
the
re-establishment
of
the
treehouse
or
or
the
actual
dining
room
that
they
there's
a
PE
that
certifies
that
that
ledge
is
stable.
So
we
want
to
make
sure
that
was
still
part
of
the
conditions.
D
A
I
L
Yes,
so
the
only
guests,
so
the
difference
where
it
says
lean-to
over
ground
level,
ankertill
edge,
that's
actually:
what's
there
now
that's
being
removed,
it
actually
has
been
removed
already
so
we're
putting
in
a
4-foot
I,
guess,
extension
of
the
existing
roof
line
for
foot
addition
to
the
existing
dining
room
and
then
adding
a
walk-in
cooler
behind
that.
So
those
are
the
two
new
parts
sort.
I
L
N
Maybe
unshare
yep
there
we
go
okay
and
then
I
will
share
my
screen.
Okay,
so
you're!
Now
it
we're
now
flipped
around,
of
course,
but
Water
Street
is
right
here
and
the
main
dining
room
is
right
here
and
what
we're
doing
previously,
there
was
a
lean-to
back
here,
and
what
we're
hoping
to
do
is
just
push
the
dining
room
out
four
feet,
as
we've
discussed,
to
create
an
opportunity
for
some
booth,
seating
or
banquette
seating
and
then
add
a
walk-in
cooler
behind
it.
So
you're
right,
mister
came
there.
N
There
was
a
lean-to
back
there
we
in
in
the
first
in
the
first
phase
of
approval
from
you.
We
were
removing
that
and
not
putting
anything
in
instead,
but
because
the
ledge
removal
gave
give
us
more
space
in
the
back.
The
hope
was
to
again
give
a
little
bit
more
breathing
room
to
that
dining
space
and
give
them
some
storage
for
for
food
goods.
On
the
first
floor,
with
this
walk-in
cooler
and
I'm,
just
going
to
show
you
the
side
elevation,
so
you
can
see
that
it
is
very
minimal
in
terms
of
what's
visible.
N
I
N
N
N
What
they
were
I,
don't
I
think
we'll
probably
have
a
more
cohesive
system
for
the
for
the
second
floor.
So
I
don't
know
if
it
we
may
just
have
a
conventional
condensing
unit
instead
of
a
but
I.
Think
the
general
contractor
and
his
sub
are
working
that
out
right
now,
all
right,
but
we
certainly
have
plenty
of
space
to
hide
PC
equipment.
Okay,.
I
I,
just
I
guess
the
historic
district
people
look
at
this,
that
I'm,
hoping
that
that
is
on
it.
When
they
look
at
it
and
then
the
only
other
question
I
have
and
it
might
be
directed
toward
Greg
is
given
that
we've
removed
more
ledge
than
what
you
initially
thought
was
going
to
come
out.
Does
that
what
kind
of
your
drop
is
in
the
back
or
how
is
that
protected?.
L
N
Be
guardrails
everywhere,
so
there's
a
guard
rail
on
this
stair
that
will
then
extend
to
the
building
there's,
but
there's
a
double.
This
double
line
right
here
is
indicating
a
guardrail.
So
again
it
is
along
the
edge
of
the
first
means
of
egress
for
the
treehouse,
extends
to
the
building
and
then
returns
at
this
doorway
to
the
bathroom
and
then
again
for
the
access
to
the
building
and
then
along
the
edge
of
the
ledge
and
then
it'll
return
into
the
treehouse
shed.

The
total
number
of
additional
seats
is
not
in
that
significant,
because
the
area
where
you
see
far-
that's
just
that
that's
a
bar
and
standing
room.
So
really
the
only
additional
seats
came
in
yeah
that
deck
right
there.
In
that
section,
I'm
shooting
from
the
hip
here
I'd
say:
there's
probably
15
seats.
There
I
can.
N
Figure
that
out
sorry,
how
do
I
not
look
at
your
screen?
Well,.
L
B
L
Yes,
thank
you
so
date,
yeah
I
think
Dan
had
the
big
decision,
whether
or
not
to
you
know,
because
this
is
such
a
staple
or
such
a
call
it
in
the
in
the
neighborhood.
It's
you
know,
we
knock
it
down
and
move
somewhere
else
or
do
some.
You
know,
but
I
think
it
was
so
it's
so
well-known
in
this
spot
that
he
didn't
want
to
leave
it.
So.

Don't
have
any
new
questions,
things
that
have
been
already
addressed.
Does
anyone
have
any
concerns
with
a
proposed
motion,
if
not
I'll
make
a
make
the
motion
to
approve
a
site
plan
modification
SI,

20,
oh
six,
for
additions
to
the
tree
house
in
the

with
a

modification.

A
Yes,
plant
subdivisions
that
were
centuries
old
and
what
I
think
we
should
ask
our
town
attorney
to
review
what
our
existing
requirements
are
in
our
subdivision
record
regulations
for
site
plan
changes
on
site
plans
that
were
approved
or
put
in
place
prior
to
the
subdivision
regulations,
which
is
addressed,
I
think
in
Section.
One
point.
