Theme: Enhancing Entrepreneurship, Innovation and Education in Africa through the Internet - The main objective of the 2017 African Regional Internet Development Dialogue is to create a forum for all stakeholders to discuss the various opportunities and requirements for entrepreneurship and innovation as well as for education for this new age of the Internet. The conference is part of the global series of Internet Development conferences organized by the Internet Society with the aim of supporting the implementation of the United Nations’ Sustainable Development Goals (SDGs). Therefore, the conference will offer open high-level discussions addressing the following dimensions:

dialogues
and
the
first
one

in
Africa,
I
hope.

Internet

economy.

innovative
solutions

how
to
expand
Internet

as
we

with

Kenya,

do
a
lot
of
exciting
innovation.

rugged

an
education
system
and
we
also
creates
micro
service.
Our
mission
is
to
connecting
Africa,
so
most
of
our
products
are
based
around
connectivity
to
a
few
statistics
or
facts
about
Kenya.
Maybe
some
of
you
do
not
know.

so
Kenya
is
the
country's
a
room
full.
They
worked
great
innovations
when
you
think
of
Kenya.
Some
of
the
innovations
that
have
been
mentioned
here,
you
know,
like
advaitha,
be
the
sum
of
the
world
renown,
innovations
that
have
come
from
our
country
in
terms
of
the
reason
that
we
have
great
innovations,
it's
because
of
the
great
environment
that
the
country
has
provided.
That
has
enabled
people
to
come
up
with
these
great
innovations.

Some
of
the
enabling
factors
that
have
made
us
excel
in
this
is
wrong,
but
broadband
connectivity,
for
example,
we
are
ranked
as
having
one
of
the
fastest
internet
speeds
in
the
world,
we're
ahead
of
the
Africa,
we're
ahead
of
countries
like
Israel
to
globally.
We
are
123
in
terms
of
Internet.
Connectivity
has
mainly
been
attributed
to
the
support
of
the
government,
which
my
colleagues
will
later
I
talked
about.
The
government
has
implemented
the
National
Broadband
strategy
that
has
enabled
almost
all
corners
of
Kenya
be
connected
to
the
Internet,
and
it
also
ruled
out
4G
connectivity.

Another
enabling
factor
is
connectivity
to
the
grid
in
such
Ireland
Africa
nearly
600
people
and
not
connected
to
electricity,
and,
as
we
know
also,
the
economies
are
dependent
on
electricity
and
with
particularly
the
ICT
sector,
because
in
order
to
do
our
e-commerce
price
and
connectivity
to
the
grid
is
very
important.
In
Kenya,
we
implemented
the
last
mile
connectivity
project
that
aims
to
connect
the
whole
country
to
the
grid,
and
this
is
one
of
the
government's
initiatives
to
ensure
that.

It
includes
economic
activity,
it
is
available
in
the
industrial
services,
agriculture
and
the
social
well-being
of
the
canyons.
We
also
have
a
very
high
smartphone
penetration
in
Africa.
Kenya
has
about
90
percent
mobile
penetration
and
as
much
smartphone
in
tech
continues
to
increase
tremendously.

Another
factor
is
the
government
supports
and
also
the
presence
of
hubs,
the
supports
innovators.
So
we
have
government
bodies
like
the
ICT
Authority,
which
we'll
hear
more
about
later,
whose
vision
is
actually
transformed,
Kenya
into
original
ICT
hat.
The
government
also
implemented
the
ICT
master
plan,
which
is
a
tack
we're
creating
enabling
policies
and
the
legal
framework
to
support
the
ICT
industry.

this
is
the
company
and
has
developed
I
think
the
first
rugged
router,
that

the
only
product
from
Africa,
has
been
featured
in
the
New
York
Museum
for
innovation
at
work.
We
have
also
developed
a
digital
solution
known
as
a
key
ok,
so
it's
a
holistic
solution.
It's
basically
a
box
that
has
tablets
in
it.
It
has
content
in
it.
It
supports
wireless
charging
and
it's
basically
built
to
work
in
Africa.

This
is
a
company
that
has
developed
an
app
lets,
connect
independent
riders
with
clients
that
needs
Korea
taxes.
If
any
one
of
us
built
in
a
roadie,
an
arrow
be,
is
known
for
really
bad
traffic
jam,
so
sandy
has
come
up
with
an
innovative
way
of
making
sure
that
your
bottle
is
delivered
on
time.
We
have
em,
chunga
Changa
means
contributes
in
infra
hilly.
So
this
they
developed
a
mobile
and
online
platform
that
helps
users
raise
funds
through
well
many
gaming
platforms.

sort
of
works
like
the
GoFundMe
yeah,
so
this
saves
you
planning
cost.
You
know
in
Africa.
We
do
a
lot
of.
We
call
them
Haram,
be
calling
people
together
to
help
contribute
for
such
encoders,

planning
and
booking
for
venues,
and
all
that
you

company

actually

the

started

a
group

university

Kenya
as
a
driving
startup
industry,
and

I
mentioned,
we
saw
the
enabling
factors
the
government
has
provided
an
environment
that
has
enabled
the
youth
to
really
get
involved

startups,

this
has
also
enabled
you
know
the
emergence
of
e-commerce.
As
you
know,
ecommerce
offers
a
potential
to
the
potential
benefits
the
other
prizes
in
the
form
of
enhanced
participation
in
the
international
value
chains.

innovation

Africa

moment
to
talk
about
million
startups.

is
a
report
that
was
released
in
last
year
in
July,
so
it
shows
the
about
314
packages
like
last
year,
so
I
think
now
the

400.
These
are
the
ones
who
are
recorded.
I
know
the
others
which
are
not
kind

recorded,

the
figure
could
go
up
above,
but
what
we
have
the
whole
400,
as
as
we
speak.
So
if
you
look
at
the
concentration
most
of
them,

within
green
Kenya,
Cairo
in
Egypt,
and
also
South
Africa
bit

West
Africa
and
the
rest,
specially
Nigeria
are
nine
Senegal.

let

about
some
of
the
challenges
that
this
innovation
hubs
face.
One
of
the
biggest
challenges
infrastructure,
as
you
know,
Africa.
This
is
the
issue
of
the
last
mile
activity
and
also
the
issue
of
availability
and
affordability
of
the
infrastructure.
When
I
talk
about
infrastructure,
I'm
talk
about
connectivity,
the
other
challenge
they
face
is
also
getting
an
office
space
where
to
to
actually
not
the
day-to-day
activity.

The
other
one
is
actually
also
power.
How
can
be
available
in
the
open
areas,
but
remote
places,
electricity
and
other
forms
of
of
salep
eyes
is
rare.
So
you
find
this
leads
to
most
of
the
hubs
being
concentrated
in
urban
areas,
which
is
not
really
a
good
picture,
because
innovation
is
not
restricted
in
urban
areas.
You
can
find
people
in
remote
places
with
very
good
ideas.
They
don't
have
the
facility
a
place
to
to
showcase
their
negativity.

The
other
challenge
now,
when
it
comes
of
capital,
is
finance.
Most
of
the
hubs
are
actually
dated
by
say,
foreign
investments
which
are
coming,
and
it's
not
really
real.
The
pioneers
are
not
really
the
opposite.
It
is
foreign
investors
who
came
in
money
and
for
the
for
the
locals,
the
challenge
is
getting
the
capital
to
start
some
of
these
hubs.
Okay,
have
a
challenge.
The
other
phase
is
legal,
which
is
the
IP
and
copyrights.
It
will
have
a
big
problem
in
Africa
in
terms
of
protecting
our
ideas.

I
know
the
World
Intellectual
Property
Organization
has
tried
and
still
doing,
good
work
in
terms
of
and
to
protect
these
ideas,
or
the
challenge
is
also
upon
the
local
community
to
see
how
they
can
help
protect
these
ideas.
Other
countries
are
Clyde
and
even
the
low
societies,
their
group
of
layers
are
trying
to
see
how
they
can
give
a
subsidized
pricing
for
these
products
to
enable
them
to
protect
the
ideas.

Another
challenge
is
expertise.
Getting
the
right
people
to
run
the
place
most
of
the
experts
are
taken
up
in
other
jobs
and
they
are
the
callee
by
you
have
fish
other
graduates
who
are
coming
in
in
the
industry
and
also
quite
conversant
with
the
trends
that
are
coming
up,
so
they
still
visual
getting
the
right
mix
of
experts
to
to
handle
the
technical
platform.

fifth
challenge
obvious
the
government
itself,
the
African
governments
in
terms
of
encouraging
the
hub's
most
African
governments,
don't
have
a
clear
cuts
or
well-defined
bodies
in
terms
of
encouraging
the
growth
of
hubs.
These
are
mix-and-match
and
most
of
these
hubs
are
just
vandalized
as
a
service,
no
clear
policies
on
how
they
can
be
encouraged.
Other
countries
are
not
coming
up
with
what
is
called
economic
special
economic
zones
where
they
are
trying
to
see
how
they
can
get
cut-ups.

So
I'll,
just
on
this
light,
I'm
just
talking
about
a
few
success
stories.
A
proper
dimension
is
a
rocket

the

which

also
be

Just
a
few
I
couldn't
catch

they're,

many
from
West
Africa
and
even
South
Africa.
But
these
are
some
of
the
few
success
stories
that
are
known
across
the
African
continent
and
it's
encouraging
to
see
the
kind
of
figures
and
the
money
these
companies
have
generated
some
over
a
period
of
one
year,
others
of
a
period
of
three
years.

So
maybe
just
we
want
to
add
that
side
of
success
stories
they've
also
been
see
as
failures
in
terms
of
companies
winding
up,
others
have
found
themselves
pushing
a
product
and
not
actually
implementing
in
terms
of
just
doing
a
fundraising
for
the
product,
and
they
told
me
the
market,
demand
and
others
clothes
plus
because
of
different
reasons
amongst
the
directors-
and
these
are
some
of
the
examples
we
have
Africa
and
also
I
hope.
This
can
share
this
light,
so
you
can
look
at
them
in
detail.

There
is
a
consortium
of
it's
called
a
Philips
which
is
the
largest
technology
network
of
50
laps
in
in
20
countries.
It
was
formed
in
2011,
so
this
consortium
enables
the
labs
to
share
information
in
terms
of
p4
funds.
They
also
have
technical,
the
exchange
and
also
they
have
cross-border
pollination
where
they
can
do
projects
directly.
So
these
are
Philips
now
enables
the
new
coming
labs
not
to
make
the
same
mistakes.
The
initial
labs
made
and
also
have
an
opportunity
to
have
some
of
their
staff.

conclusion:
what
is
the
future
now
for
the
hub's
and
who
are
some
of
the
key
players?

just
listed
them.

what

the

Kenya's
confront
I

where

mobile
subscription.

December
2016,
the
official
number
of
mobile
subscribers
in
Kenya
is,
at
thirty,
eight
point,
nine
million,
so
that
is
almost
we
have
a
population
of
42
million,
so
most
of
the
adult
population
all
have
a
phone
now.
The
other
interesting
statistic
is
that
in
the
last
quarter
that
is
September
to
December
2016,
which
was
officially
reported
by
the
communication
authority
of
Kenya.
There
was
a
lot
of
1
trillion,
Kenya
shillings,
which
was
transferred
or
transacted
also
that
period.

was
also
a
total
of
100
to
1,000
Mobile
Money
agents
in
Kenya
and
Mobile
Money
commerce
recorded
a
total
262
million
Russians,
which

valued
at
586
billion
now,

government,

role

in

the

Kenya
has
a
blueprint

broadband
strategy,

currently

broadband

government
has
come
up

services

concept

idea

one-stop
shop

we

offered

the
private
sector
to

citizens

and
get
information
about
the
government,

how

subscribe
for
government

through
loans
which
have
no
interest.

is
a
program
called
the
presidential
digital
talent
program
where
University
students
who
graduate
actually
observed
into
government
for
period
of
one
year-
and
this
actually
is
a
partnership
between
government
and
private
sector
where,
for
the
one
here,
the
students
are
given
internship
opportunities
to
practice
in
both
government
and
private
sector
in
readiness
for
the
market
in
the
process,
the
capacity
building
is
actually
assisting
most
of
the
students.
Why
are
the
necessary
skills
in
readiness
for
employment?

The
other
thing
that
is
happening
right
now
is
there's.
A
lot
of
graduate
students
were
coming
from
our
universities.
Most
of
the
universe,
which
are
offering
ICT
courses
have
a
lot
of
smart
students
who
can
actually
do
a
lot
of
IT
work.
So
the
government
has
set
up
what
is
called
a
Nadira
program
where
people
can
look
for
work
online
through
the
ad
reporter.

We've
so
far
been
able
to
collect
10.12
with
for
five
billion
through
the
portal,
and
we
have
five
point:
nine
three
unique
engines
registered
for
services
online.
We
have
three
county.
Governments
will
also
offer
their
services
through
the
same
portal,
and
you
are
looking
into
getting
more
counties
to
join.

is
slowing
down
the
process
is,
of
course,
sever
crime,
and
the
government
is
allowed
to
the
fact
that
without
guaranteeing
the
trust
online,
then
the
digital
tickets

impossible.

the

interventions

the
government
has
done
is

up
with
regulations
on
cybersecurity,

includes

computer

security
governance

Kenya.
We
set
up
a
framework
where
it
is
already

well-defined
way
of

unity
is
managed
within
the
country.

president

the
ministry.

the
whole

cyber
issue

national

is
supposed

project
underway
is

companies

supposed
to

shop

looking

companies
to
come
in

since
Kenya,

Constitution,
we
have
put
seven
counties.
The
idea
is
also
to
align
the
counties
to

automate
their
services.

what

the
main

government
the
national
government
has
done?

the

Rwanda
ICT
chamber
and

Rwanda
private
sector
federation
of
special

innovation

in
consideration
a
low
level
of
internet
penetration,
which
is
that
I
think
today,
24
percent,
so
providing
all
these
services
to
all
randoms.
We
have
to
increase
our
access
channel,
so
the
service
and
program
access
to
service
through
three
channels,
the
internet,
using
our
portal
edinburg
of
with
RW
or
using
a
smartphone.

It
can
access
some
of
the
services
using
mobile
feature
phone.
We
have
about
15
services
on
the
50
that
are
accessible
through
feature
phone
because
they
do
not
require
any
upload
of
documents
and
then
our
last
channel
and
which
is
the
most
used
accounting
for
I
think
this
month.
47%
of
our
transactions
are
people
who
access
our
service
through
a
network
of
agents.

So
we
have
about
1400
agents
covering
the
whole

which

branded

which
gets
training

by
owning

printer,
sometimes
more
and
are
able
to
assist
citizen
accessing
government
services
closer

them
without
having
to
go
through
to
the
government

this
category
of
users

the
world

service

is
the
most
interesting
to
us
today
because,
in
addition
to
allowing
more
randoms
accessing
our
service,
but
also
having
these
agents
interacting
with
the
the
citizen,
it
has
become
the
best
way
for
us
to
actually
understand
the
market,
understand
the
needs
of
the
population
when
it
comes
to
making
it
easier
for
them
to
accessing
government
services
and
our
biggest
source
of
insights
for
us
to
constantly
innovate
around
what
we
are
doing
and
around
government
services.
So.

Secondly,
our
network
of
agents
which
is
growing
faster
and
which
we
we
have
setup
within
a
business
model
where
the
Unruh
new,

on
among
citizens,

they
have
assisted
in
this
case

accelerated

nurtured
intrapreneurship

use

internet

250
government
services

aim

mandate

to
have
100
government

online
by

the
end
of
2019,
have
all
possible
government
services
we
provided
on
our
platform.
We
estimate
them
to
be
somewhere
between
four
hundred
and
five
government
services.

platform

need

able
to
put
a

to
get
a

of
fake
driver
licence
equivalent
to
the
government,

even
the
police,
they
wouldn't

real

with
this
one
now,
when
you
go
online,
you
are
able
to
be
issued
with
it
sort
of
like
a
barcode
that
is
a
city
with
a
trauma
license.

what
happens
is
that
if
a
police
stops
you

don't
need

booklets
all
you
need
to
know
is
the
reference
number
and
the
police
can
be
able

kill
in
the
mobile
number
and
verify

categorize
services

on

with

infrastructure
