Description
Internet Society Board of Trustees Meeting 132 - Day 2
18-19 June 2016, Cancun, Mexico
Agenda available here: https://www.internetsociety.org/board-of-trustees/meetings/132
The Internet Society Board of Trustees sets time aside at its regular face-to-face meetings for ISOC community members to ask questions and offer comments in person, or as remote participants. These Forums are recorded and available at the Internet Society website after the meeting has concluded.
A
That's
why
we
we
set
it
up,
and
now
we
are
running
it
again,
I
supposed
to
a
normal
session
where
we
are
just
you
know,
I'm
streaming
everything
out
and
you
guys
can't
hear
us
here
is
an
interactive
session.
So
you
can
ask
questions
and
we
would
be
happy
to
talk
about
what
you
know
your
issues,
your
concerns
provide
answers
to
to
whatever
we
can.
You
know
provide
answers
to
so
the
ground
rules
is
like.
We
will
have
a
ques
here
in
on-site.
A
A
Let
kevin
know
that
you
want
to
speak,
like
you
know,
hand
up
or
whatever
you
want
to
say,
and
we
will
basically
connect
your
your
webcam
and
your
audio
just
to
let
you
know
that
while
we
do
that,
it
takes
you
so
like
10-15
seconds
so
be
patient,
and
you
will
be
able
to
ask
your
question
after
that.
So
with
this,
I
would
like
to
open
the
session.
A
That's
a
good
point.
Actually
I
forgot
to
mention
that
this
session
is
recorded,
so
you
can
actually
no
watch
it
afterwards.
We
are
trying
to
be
as
transparent
as
possible
and
make
it
as
convenient
as
possible
to
to
follow
this
session.
We
are
aware
that
we
have
people
all
around
the
world
in
different
time
zones.
So
Kevin
do
we
have
any
flow
request.
A
Well,
well,
you
know
people
think
if
we
have
questions
I,
think
it's
a
good
idea.
We
had
a
few
a
few
noot
noot
Restis.
Actually
you
know
I'm
being
seated
yesterday,
so
we're
going
to
go
around
the
table
and
introduce
yourself
so
that
you
know,
while
while
we
get
more
questions,
so
we
will
go
in
in
this
direction,
so
we
can
start
with
with
ahem.
Please
go
ahead.
C
E
I'm
good
morning
go
good
evening.
Everyone
around
the
world,
I'm
20
a
message:
I've
been
reelected
again
by
the
organizational
members
and
some
looking
forward
to
interacting
with
all
of
you,
making
this
open
forum
as
a
useful
channel
for
our
communication
during
and
the
board
meetings.
And
hopefully
we
will
also
provide
the
opportunity
for
you
to
bring
your
comments
and
and
make
this
session
really
interactive.
G
A
I
J
K
L
C
Ok,
this
is
Hirosaki
from
Japan
I'm
third
year
of
the
board
with
rusty.
Are
we
expecting
your
very
interesting
sexy
question
that
interaction?
Thank
you.
Then.
We.
M
It's
gonna
work
hi.
My
name
is
Shawn
Turner
obvious.
My
third
here
on
the
board
appointed
by
the
IAB
and,
like
I,
said
I've
been
selected
as
the
treasurer.
A
Yeah
we
were
talking
about
this
yesterday
and
I
mean
we
realize
that
is.
You
know
today
is
Father's
Day
in
many
places
in
the
world,
so
so
sunday,
father's
day,
we
understand
you
know
the
priorities.
Also.
That
may
explain
why
some
people
could
enjoy
in
the
session,
but
we
thought
of
having
it
anyway,
actually
taking
advantage
that
we
are
meeting
here,
I,
don't
know
if
somebody
wants
to
talk
about
any
particular
topic
that
could
be
yeah
Olga,
please
Thank.
J
H
Love
to
do
that.
Thank
you
very
much
so
and
Constance
is
here
to
concerts.
You
might
come
to
a
mic,
because
Constance
is
really
organized
these
activities,
the
the
the
theme
of
the
OECD.
This
has
to
do
with
openness
and
prosperity,
the
the
economy
and
that
the
internet
is
key
to
that.
We
have
under
consensus.
Leadership
worked
with
the
technical
community
and
with
various
I
think
leading
lights
in
our
area.
H
To
be
sure
that
we
are
part
of
the
program
so
hero,
she
will
be
speaking
on
a
panel
and
you
might
describe
what
that
is
while
lead
will
be
speaking.
Yaari
will
be
speaking.
I
have
the
pleasure
of
speaking
of
a
half
of
the
attack
two
in
the
opening
session
to
talk
about
the
in
a
multi-stakeholder
environment.
What
how
the
technical
community
interacts
with
decision
makers,
the
OECD
was
an
early
adopter
if
you
will
of
a
of
a
multi-stakeholder
way
of
doing
work,
which
we
have
pointed
to
term
time
again.
H
N
You
very
much
Kathy,
so
first
of
all,
I
would
also
mention
that
the
OECD
really
is
the
first
inter
government
organization
who
explicitly
opened
its
doors
to
non-governmental
stakeholders.
This
happened
in
2008
at
the
sole
ministerial
on
the
future
of
the
Internet
economy.
Since
then,
they
have
turned
to
the
unit
society
asking
us
for
our
help
to
facilitate
the
participation
of
other
organizations
relevant
individuals
from
what
we
call
the
technical
and
academic
communities.
So
doing
a
little
bit
of
facilitation,
outreach
and
coordination.
N
We've
had
access
to
all
the
drafts
of
the
ministerial
declaration
and,
of
course,
feeding
into
the
different
pillars
of
the
ministerial,
including
the
trust
pillar,
for
which
the
internet
society,
but
also
other
organizations
of
the
technical
community,
has
greatly
contributed,
and
this
week
kathy
will
actually
be
announcing
a
new
trust
framework
that
we
have
been
developing
and
hopefully,
we'll
be
able
to
present
a
little
later
today
in
terms
of
participation
a
along
with
the
internet
society.
I
can
the
rirs
I
Triple
E,
who
is
becoming
very
active
in
this
field.
N
We
have
27
organizations
now
who
participate
through
I'd
actus
internet
Technical,
Advisory
Committee,
which
I
would
insist,
is
an
informal
platform.
It
has
absolutely
no
legal
existence
feeding
into
the
different
pillars
of
the
ministerial,
including
innovation
and
convergence,
and,
of
course,
trust
which
we've
already
talked
about.
Yuri
will
be
participating
in
some
of
those
sessions,
including
the
stakeholders
day
before
the
ministerial
and
feeding
into
the
ministerial.
N
All
the
stakeholders
have
been
invited
to
convene
the
OECD
community
into
a
day
long
sessions
and
I
DAC,
including
Yoshi,
will
we
will
be
talking
about
Internet
of
Things,
ipv6
and
collab
collaborative
security?
Along
with
that,
of
course,
I
can
see
yo
I,
Triple,
E
and
others
will
be
participating.
We
already
know
what
the
outcome
of
the
minister
will
be.
The
declaration
supports
very
explicitly.
N
The
multi-state,
colder
and
collaborative
approach
to
internet
governance
is
very
clear
on
the
fact
that
it
is
the
sole
way
forward
for
reaching
innovation,
economic
progress
and
you
can
end
social
progress,
so
that
is
very
good
and
again.
I
would
I
would
insist
on
the
openness
of
the
process
and
in
the
the
meeting
itself
this
week.
C
F
B
Is
a
question
from
Glenn
McKnight
I'm
curious?
What
I
site
plans
will
be
for
implementing
a
culture
of
accessibility?
This
idea
was
brought
to
the
attention
of
I
thought
by
myself
and
gonnella,
and
the
idea
seems
to
have
lost
momentum,
implementation
ideas
I
he
fellows,
who
are
people
with
disabilities,
captioning
of
videos,
captioning
of
sessions
like
this
forum
as
an
example,
research
on
civil
society,
engagement,
EG,
andreia,
sax,
work
with
itu.
H
H
J
You
Glenn
for
the
question
and
hello
by
the
way,
I
Thank
You
Kathleen,
for
the
comments
just
to
let
you
know
that
we
are.
Our
chapter
is
very
active
in
sibility
things
and
we
have
experts
in
our
chapter.
We
just
have
contributed
to
enhancing
our
library
for
blind
people
with
very
successful.
They
have
thousands
of
books
in
spanish.
For
the
moment
they
are
expanding
them
to
other
languages
and
we
just
got
some
funds
from
chapter
come
from
I
soap.
So
we
are
very
happy
that
this
is
happening.
So
we
could
join
you
Glenn
and
help.
C
I'll
also
I
saw
or
IETF
itself
is
closely
working
with
the
w3c
that
is
working
around
the
improvement
of
accessibility
through
the
web.
So
that's
including
be
supporting
the
disability.
People
branding
people
can
think
so
that
is
kind
of
guideline
or
in
a
guide
how
the
web
system
should
supporting
those
environment
that
the
strategic
cooperation
between
idea
and
deliver
sushi.
That's
one
of
the
topic:
they
have
throat.
Sorry
good
working
together.
C
D
D
A
Then
we
can
resume
II
bushwa,
lead
or
hero.
She,
whoever
you
want
to
ok,.
C
I
Russia,
please,
ok.
I
will
join
to
the
itouch
meeting
regarding
the
IP
version.
6
discussion
arm,
I
invited
us
deal.
You
know
input
from
the
Japanese
situation.
They
have
a
general
discussion.
I
will
give
some
status
to
jab
jab
Japanese
IP
version
6
deployment.
That's
going
to
be
a
getting.
Well,
though,
I'm
want
to
raising
the
risk
of
the
special
asian
countries.
The
IP
version
6
is
undergoing,
and
then
I
want
to
raise
the
issue
about
why
we
need
IP
version
6
and
also
that's
the
key
for
the
IOT.
C
Then
the
IOT
has
serious
challenging
about
security
as
well
as
the
long
term
in
a
software
update
issue
in
order
to
making
again
this
security
or
functional
update.
So
that
is
the
why
we
need
our
divisions.
What
is
a
challenge
about
IP
version,
6
2,
r.d
yo,
D
H-
that
is
basically
I
going
to
put
on
the
table
at
the
I
tak
as
well.
As
the
you
know,
the
panel
session
at
the
OECD
meeting.
F
So
building
a
layer
on
that
that
is
compatible
with
original.
You
know,
thoughts
of
the
founders
of
the
internet
is
quite
exciting
and
applications
of
it
in
terms
of
storing
data
immutably
and
preserving
the
records
and
transactions
over
time.
That
in
silk
is
something
citing
yet
the
notion
of
peer-to-peer
in
general
get
some
policymakers
nervous
because
it
will
make
them
lose
some
sort
of
control
which
is
counterintuitive
to
everyone
who
works
at
IETF,
because
this
centralized
is
the
norm.
So
we
need
to
bridge
this
gap
between
policymakers
and
the
rest
of
the
technical
community.
A
Yeah
on
that
point,
let
me
draw
the
attention
of
all
in
the
audience
who
are
technically
inclined
to
they
both
that
they're
going
to
be
running
in
the
ITF
in
Berlin,
which
is
not
specifically
about
block
chains
as
we
discussed,
but
you
know
how
to
basically
have
protocols
to
to
join
block
chains.
So
so,
if
you're
interesting,
that
please
follow
the
session
in
the
next
ideas
on
that's
gonna,
be
very
interesting.
H
Nothing
yeah.
So
let
me
just
from
this
point.
I
know
this
morning
that
knee
has
got
a
big
piece
on
is
posted
on
Facebook
and
I
was
just
with
him
in
Africa.
Interestingly
wanting
to
work
with
this
block
chain,
and
also
knowing
that
there's
some
hesitancy
on
the
part
of
policymakers
to
to
understand
it,
and
so
today
has
this
amazing
little
skin
schematic
that
he's
put
out
trying
to
start
to
think
this
through.
H
It
is
clear
to
me
that
we
all
need
to
get
a
handle
on
this
as
well
at
the
Internet,
Society
and
I.
Looked
to
you,
the
experts
on
this,
as
I
said
to
me
to
really
start
that
conversation
second
point
I
want
to
make
was
Hiroshi's
point
on
ipv6
and
security.
Japan
is
fascinating.
That
they've
tied
these
two
initiatives.
H
C
Is
we're
aiming
to
the
assess
having
a
session
at
the
IGF
in
November,
with
the
I
sock
that
discussing
more
blow
the
sense
of
the
wife
but
Karim
work
security?
We
need
in
the
age
of
IOT,
then
in
accelerating
or
encouraging
to
have
the
more
concrete,
detailed
security
discipline
or
in
a
concrete
action
per
each.
You
know
industry
segments
because
they
have
their
own
difference
requirement.
C
Difference
environment,
though
we
want
to
share
core
discipline
to
are
in
order
to
go
into
the
inter
connecting
system
for
the
every
single
industry
segment,
the
result,
so
that
isn't
what
we
want
to
have
so
in
order
to
make
in
those
very
final
goal.
We
has
to
realize
what
this,
but
we
have
to
do,
for
what
we
have
to
share
the
idea
to
add
the
internet
of
thing.
B
A
Okay,
10
thanks
for
the
input,
yeah
I'm,
sorry,
you
were
having
problems
with
it
soon,
I
hope
they
are
fixed.
Now:
okay,
Thank
You
Ann.
We
have
five
more
minutes.
We've
been
talking
mostly
about
what
the
boar
things
could
be
interested
to
the
community.
It
would
be
much
better
to
talk
about
what
the
community
thinks
it's
interesting.
So,
if
you
have
any
questions
will
be
happy
to
address
them
in
the
last
five
minutes.
O
Good
morning,
everyone
recently
I
saw
Jane
coffin
at
the
dynamic
spectrum
conference
in
Colombia
and
I'm
working
on
the
Working
Committee
with
them
also
with
I
Triple
E
smart
villages,
internet
project,
which
includes
TV
white
space,
and
she
was
asking
me
about
the
project's
I'm
doing
with
the
new
sink
the
new.
I
sock,
cig,
enabling
community
with
technology
with
our
I
Tripoli
site,
chattering
Calgary
with
her
first
nations,
location
and
ham,
radio
people.
O
So
she
was
asking
about
the
projects
I'm
doing,
but
it's
not
just
my
project,
its
many
projects
that
the
I
Triple
E,
smart
village,
is
doing
in
terms
of
reaching
the
last
billion
users.
So
I
guess
what
I'm
sending
to
this
committee
is
that
she
was
asking
some
information
from
me,
but
I
think
we
need
a
some
kind
of
form
or
some
kind
of
sharing
a
best
practice
of
very
interesting
projects
that
that
are
I,
guess
not
in
the
on
the
radar
of
people.
O
What
people
are
doing
and
there's
a
lot
of
people
within
the
I
can
and
I
Tripoli
space
that
are
doing
great
stuff.
So
I
guess
it
gets
back
to
communication
and
possibly
short
videos
or
or
maybe
some
kind
of
discussion
thread
that
we
need
to
get
going
so
that
people
can
learn
on
the
toolkit.
Our
best
practice
can
be
used
but,
like
I
said
we're
doing
a
project
in
outside
of
Calgary,
but
there's
a
number
of
projects
mark
villages
that
are
doing
which
is
tied
to
reliable
electricity.
O
F
Well,
it
please
well
thanks
Glen
I
mean
this
is
really
a
spectacular
topic
for
a
person
who
hails
from
Yemen,
where
there
is
released
nah,
no
electricity,
accurate
time
of
war,
so
these
ideas
are
really
going
to
make
an
impact
if
they
are
implemented
in
certain
parts
of
the
world.
So
the
intention
is
here:
it's
just
that
the
mechanism
needs
to
be
formulated.
So
what
I
propose
that
we
follow
this
up,
perhaps
the
victim
and
sure
that
we
connect
you
with
people,
perhaps
at
different
chapters.
F
A
K
I
think
you
brought
up
a
very
valid
point
and
I
believe
we
should
look
after
it
and
take
it
to
into
account
when
our
new
websites
are
going
lives,
that
we
have
something
like
a
marketplace
for
ideas
from
chapters
something
like
a
showcase
for
more
successful
projects
and
perhaps
also
show
clothes
for
not
so
successful
projects,
because
everybody
can
learn
not
only
from
success
but
also
for
fela.
But
we
should
have
an
easy
access
for
everybody
to
what
we
are
doing.
What
our
chapters
are
doing,
what
our
community
is
doing
and
really
do
showcases.
