thousands

patients

area

rehab
them.

military
project
and

intention
is
to
make
Kankakee
County
a
veteran
friendly
County
by
have

promoting
services
and
connections
for
PTSD
and
PTSD
related
suicide,
as
well
as
awareness
to
animal
cruelty,
especially
for
service
dogs
most
but
most
importantly,
teaching
children
about
about
military
history
and
about
what
America
is
all
about.
This
is
called
the
Ray
Ali
Memorial
project,
and
this
is
actually
a
military
Memorial
that
will
that
will
highlight
in
the
front
a
World
War
II
veteran.

Raymond
Ali,
who
was
a
who

resident
of
the
area.
He
was
a
World
War,
II
veteran
of
the
battle
of
latex
golf,
the
the
image
and
human
element
of
reality.
Ray
Ali
is

losing

World
War
II
veterans
per
day,
that
is
per

end
of
the
day,

that

to
start
producing
military
parades
and
education
for

veterans

using

centerpiece

connect

the
functions
of

office

the

this

a
little
bit
of
a
repeat
from
what
I

rolling
devnet
to
the
new
year
we
recalculate
Farmland
values
distribute
the
assessment
books.

We
begin
the
mapping
functions,
the
splits
and
and
the
parcel
splits
and
consolidations
accept
Homestead
exemptions,
starting
in
January
and
February,
entering
Property
Transfers
and
ownership
changes
into
into
the
devnet
system,
and
you
know
once
once
the
clerk
sends
in
the
final
abstract
documents
that
I
give
in
December.
By
about
February,
we
get
a
a
certification
from
the
state
that
that
the
abstract
is
finalized.

that's
one
of
the
things
that
we
look
at
in
the
first
quarter
of
the
year
as
we
move
into
April
and-
and
you
know,
into
the
springtime
we
reconcile
the
sales
ratio
study
from
the
prior
Year
from
2022
receive
official
documentation
from
the
state
that
they've
they've
approved.
All
of
those
things.
Of
course,
tax
bills
go
out
around
that
time
in
May.
So
we
answer
a
lot
of
tax
bill
questions
to
the
to
the
public.

We
perform
necessary
tax
bill,
Corrections
such
as,
if
exemptions
weren't
applied
for,
but
the
person
did
qualify
for
it.
We
can
add
it
on
things
like
that.
I'll
hold
the
annual
Farmland
Assessment
review
committee
meeting.
That's
something
that
statutorily
needs
to
happen
every
year
and
I
do
that
sometime
in
June
and
then
in
June.
We
start.
We
start
collecting
Township
assessment
books
and
assessment
changes
so
that
I
can
get
all
of
that
in
and
and
I'll
get
into
that
in
just
a
minute
as
I
move
into
Equalization
in
the
summer.

So
then
we
get
to
the
summer
months,
July
through
September,
finish,
collecting
Township,
Assessor
value
changes.
We
finished
the
parcel
mapping
for
the
year
I
equalize,
each
Township's
value
to
33
and
a
third
percent
of
fair
cash
value
in
accordance
with
the
Department
of
Revenue
standards.
That's
actually
part
of
the
con
state
constitution
as
well
that
that
Assessments
in
in
Illinois
other
than
Cook
County
are
to
be
at
33
and
a
third
percent
of
fair
cash
value.

So
moving
to
the
last
quarter
of
the
Year.
Very
quickly,
we
finished
accepting
assessment
appeals,
usually
right
around
Columbus
Day
right
right
in
that
second
week
of
October
We
Begin
the
board
of
review
tentative
decision
process
where
they
they
review
the
evidence
submitted
by
the
taxpayer
and
evidence
submitted
by
the
Township
Assessor
and
issue
a
tentative
decision.

We
hold
the
final
hearings
on
board
of
review
assessment
appeals
and
that's
what
we're
doing
today
and
we've
done
each
Tuesday
for
the
last
month
or
so,
and
then
again,
it's
getting
right
back
around
to
where
we're
at
right
now,
which
is
delivering
the
final
abstract
to
the
county
clerk
and
then
holding
the
annual
meeting
with
the
township
assessors
to
kind
of
finish
the
year.
So
I
I
went
through
that
kind
of
quickly.

And
I'll

You
know
this
is
a
very
quick
overview,
I'll
be
going
through
this
month
by
month
with
you
folks,
as
we
get
to
those
those
parts

cycle.

was

informative

try

let

office

It's
not
meant

be
a
complete
list,
either
by
the
way
we're
we're
busy
almost
every
day
of
the
year.

townships

us
a
reimbursement
of
the
postage
that
we

we
incur
for
mailing
out
the
assessment
change
notices
for
the
year
on
anything,
any
property
whose
value
changed

So
if
the
Township
Assessor
made
a
change
to
a
value,
we
have
to
notify
the
the
taxpayer
by
mail
and.

was
a

offset
because
we
front
the
money,
the
county
fronts,
the
money
and

we
do
pay
that
and
then
and
then
the
townships
reimburse
us
yeah.

our
office
does
not
assess
property
itself.

the
values.
We
collect
those
values
and

came

low
compared

what
we've
been
doing
but,

you

are

product

academy.

we
have
no
control
over
people
buying
selling
refinancing
mortgaging
and
right
now
we're
seeing
mortgages
come
in
at
eight
percent,
so
I
think
everyone's,
probably
going
to
slow
down
a
little
bit.
There's
still
people,
though,
who
need
to
buy
homes
as
you
can
see
the
state
stamp
where
it
says:
State
stamps
that

is
a
reflection
of
one
dollar
per
thousand
of
transfers
that
came
into
the
county
for
the
month.

funds
and
then
we
kind

disperse

funds
to

entities

we've
been

with

also

12-year
back
scanning
project,

we've

years

microfilm
and
have
put
it
into
our
computer
system
and
when
my
staff
is
not
working
on
current
work,
we're
working
on
what's
called
back
log
and
we
have
completed
almost
50
000
documents.
So
we
had
172
000
documents
that
we
back
scanned.

our
facility
right
now
and
just
stuck
all
over
the
United

inventory

in

animal

on
cats
this
year

rescues

able

take

been
stuck
with
cats,

stray
hold,

had
them
and
then
they're
out
the
door

bad

nothing

has
changed.

moved

submitted

them

changes
and
we're
waiting
to
hear
from

to
them

was
saddened
to
read
that
someone
found
a
cat
laying
in
the
snow
and
unfortunately,
the
cat
had
died.
So
please,
just
everyone
take
care
to
take
care
of
your
animals.

had
something
for
awac,
but
first
I
did
want
to
mention
that
some
dogs
are
bred
to
be
in
the
snow,
so
maybe
don't
call
Animal
Control
if
it's
like
an
Alaskan
Malamute
out
in
the
backyard
please
from
somebody
whose
wife
might
be
on
call
this
holiday
season.
So
so
anyway,
the
I
was
getting
phone
calls
and
actually
my
next
door
neighbor
came
across
the
street
to
talk
to
me
about
the
lack
of
an
emergency
vet
in
the
area.
I
They
have
to
drive
to
Mokena
in
the
off
hours,
I
I
kind
of
told
them
that
it
was
kind
of
a
private.
You
know
sector
issue
that
nobody
wants
to
do
that
here
locally,
but
I
thought
I
might
throw
it
to
the
to
the
awac
to
see
if
there
can
be
a
discussion
that
happened
about
oh
I,
don't
know
rotating
on
call
something
to
where
they
at
least
look
at
it.
