Description
Community Services Committee Meeting 05/17/2022 9:00am
A
A
Thank
you.
I
don't
have
any
public
comment,
they're
familiar
faces
in
the
back,
so
we'll
turn
next
to
the
approval
of
the
minutes.
Misuta.
Would
you
like
to
move
that
we
accept
those
how
about
mr
hildebrand,
mr
alexander
hildebrand
ii,
all
in
favor,
say
aye.
Anybody
say
no
motion
carried
next
up,
mr
hendrickson
coming
forward.
He
has
you,
have
here's
a
report.
A
I
was
talking
with
him
about
his
report
before
the
meeting,
but
we'll
first
take
a
look
at
it
and
then
mr
ekkoff
hello.
Mr
smith,
will
you
second
that
okay,
that's
first
and
second
for
his
report,
any
any
comment
on
it
or
not?.
A
C
A
The
part
we
were
talking
about
is
that
7
7
900
worth
of
people
dollars
worth
of
people
got
married
in
june,
but
only
798
dollars
worth
of
people
got
married
in
november.
So
there
is
a
people.
Do
choose
a
month
to
get
married.
C
Voting
begins
this
thursday,
a
scant
47
hours
from
now.
If
you're
keeping
track,
I
am
mail,
ballots
will
go
out.
We've
got
approximately
60
ballots
that
we're
gonna
be
sending
out
in
the
mail.
Our
military
ballots
have
already
gone
out.
We're
required
to
have
those
out
45
days
before
the
election,
so
we've
only
had
three
military
ballots
that
have
been
cast
so
far.
Those
were
all
sent
electronically.
C
A
C
Early
voting
is
available
for
anybody
in
the
county.
Through
our
office
we
will
have
satellite
locations
in
bourbon
a
and
in
mantino
in
mantino.
It
will
be
june,
oh
8th,
through
the
11th
at
the
leo
hazard
community
building
and
at
bourbon
a
at
the
at
the
village
hall.
There
will
be
the
13th
through
the
18th
hours
will
be
noon
to
6
on
the
weekdays
and
10
to
2
on
those
saturdays
and
our
office
will
be
8
30
to
4
30.
C
A
C
At
the
locations
at
our
satellite
locations,
we
will
have
electronic
voting
so
we'll
be
able
to
bring
that
up
on
the
screen
there.
People
will
use
the
the
touch
screen.
It
prints
a
ballot
now
that
the
voter
will
take
and
deposit
into
the
ballot
box.
So
previously
it
would
print
out
a
paper
copy,
would
roll
up
into
the
screen
and
we'd
upload
those
memory
cards
at
that
at
the
end
of
the
election
this
election.
C
A
C
And
with
our
old
system-
and
I
don't
want
to
necessarily
talk
about
the
past-
but
there
was
a
paper
copy
that
printed-
that
the
voter
could
see.
There
was
a
little
window
that
they
could
see
their
ballot
as
it
was
being
printed.
So
they
could
verify
that
what
was
printed
on
that
tape
was
as
they
intended
to
cast
it.
A
C
If
you
haven't
registered
yet
voter
registration
closes
on
28
days
before
the
election,
which
would
be
may
31st.
However,
grace
period
registration
starts
the
next
day
grace
period.
Registration
is
for
those
people
that
didn't
get
take
the
opportunity
to
register
to
vote
beforehand.
They
have
to
vote
at
that
time.
C
C
A
A
Thank
you,
okay,
so
eric
mr
blair
will
bring
forward
next
report
from
the
assessor.
A
D
Information
for
you
this
morning,
but
I
just
wanted
to
let
you
know
that
the
tax
bill
mailing
file
was
created.
I
believe
it
was
last
week
or
so,
and
we
did
get
all
of
the
names
in
the
system
so
that
the
the
bills
go
to
the
right
place
as
much
as
possible
and,
of
course,
like
I
always
say
the
minute.
D
I
also
received
the
certified
2020
three
farmland
pi
values
from
the
department
of
revenue,
which
allows
me
to
go
ahead
and
schedule
a
farmland
assessment
review
committee
meeting
so
I'll
be
doing
that
in
the
coming
weeks,
setting
something
up
so
that
we
can
talk
with
the
area,
farmers
about
the
direction
of
farmland,
values
and
and
how
we
go
about
that.
D
It's
an
opportunity.
If,
if
anybody's
unhappy
with
the
state
process,
we
can
certainly
do
our
own,
but
it's
very
costly
and
it
still
has
to
go
through
the
department
of
revenue
approval
process.
So
typically
you
use
the
the
pi
values
that
are
certified
to
you
by
the
state.
It's
it's
kind
of
a
formality
to
have
that
meeting,
but
it's
good
to
meet
with
the
farmers.
D
Pi
is
a
productivity
index
and
so
the
higher
the
number,
the
more
productive,
the
soil
and
thereby
it
has
a
little
bit
higher,
assessed
value
per
acre.
So
that's
essentially
what
that's
telling
you
so
the
the
one
thing
that's
pending
and
I
think
it's
gonna.
D
I
should
receive
it
at
any
time
here
pretty
soon
as
a
certification
of
the
2021
sales
ratio
study
from
the
department
of
revenue,
which
would
allow
me
to
move
forward
with
the
assessors
and
know
exactly
you
know
the
percentage
change
that
would
be
required
from
them
to
avoid
equalization
at
my
level
in
the
summer.
So
those
are
the
things
that
we're
kind
of
working
on
here.
D
The
sales
ratio
is
created
it.
It
compares
the
prior
year's
assessment
to
the
current
year's
sale,
price
and
you're,
trying
to
achieve
a
33
and
a
third
percent
of
fair
cash
value.
That's
the
the
state
standard
for
almost
all
property
in
the
state,
with
with
exception
of
farmland,
is
not
at
33
and
a
third
and
then
other
specially
assessed
properties
as
well.
That's
too
many
to
list,
but
there
are
some
specialty
properties
that
don't
get
to
thirty
three
and
a
third
percent
of
fair
cash
value
is
all.
A
Right
any
questions
there
before
the
meeting,
we
were
talking
about
your
your
role
in
assessing
any
new
wind
farms,
and
you
said
that
you
have
that
role.
Yes,
your
office
has
that
role
yes,
and
so
in
the
ones
that
are
already
established.
They've
all
been
assessed
are,
are
all
eight
of
them
built
that
was
were
approved.
Originally,
I.
D
Believe
there
are
eight
that
I've
got
on
the
tax
rules.
I'm
I'm
sorry
yeah!
That's
solar
farms
that
I'm
saying.
A
I'm
sorry
there's.
D
A
couple
of
different
wind
farms,
though,
are
you
talking
about
wind
farms
right?
I
can
talk
whatever.
D
Okay,
so
all
of
the
all
of
the
renewable
energy
projects
that
that
are
available
to
us
that
have
been
completed
have
been
put
on
the
tax
roll
and
what
happens
is
there's
a
a
dollar
amount
per
per
megawatt,
depending
on
if
it's
solar
or
if
it's
wind
and
there's
a
trending
factor
that
the
state
gives
us.
So
we
put
the
trending
factor
on
and
then
for
the
age
of
the
pro
of
the
project.
D
There's
depreciation
that
comes
off
it's
a
state
standard
formula
that
we
deploy
and
and
put
it
on
the
tax
rule
for
that
state
formula
output.
So
it's
it's
something
that
would
happen
from
county
to
county.
That
way,
you
don't
have
different
supervisors
of
assessments,
looking
at
it
in
different
ways
and
and
assessing
them
differently,
everything's
treated
fairly
across
the
state.
That
way
across.
D
Correct,
actually,
I
think
that
was
the
that
was
the
point
of
the
wind
energy
statute
back
in
2007
2008.
When
that
came
about,
I
believe
it
was
in
in
lee
county
and
in
bureau
county.
There
was
a
a
a
difference
of
opinion
on
how
to
put
that
on
the
tax
roll,
and
so
they
they
wanted
to
put
a
state
formula
in
place
so
that
there
was
certainty
for
the
project
because
it
overlapped
counties
and
if
it
was
treated
differently
into
different
counties.
D
A
So
I'm
seeing
by
animal
control
coming
forward,
there
mustn't
be
a
recorder
right
nope.
So
we
do
have
a
report,
though
okay,
so
miss
peters.
Would
you
like
to
move
that?
We
accept
that
report?
Okay,
mr
carrico,
will
you
second
that
see
I
it's.
I
really
can't
see
mr
carrico
at
all.
A
So
any
comments
on
on
the
she
of
miss
cowboys
was
here
would
mention
that
that
again,
the
income
is
good
and
everything
is
going
fine
and
it
looks
good
okay.
So
now
we
have
next
turn,
because
this
is
a
nice
detailed
report.
We
have
from
animal
control
we'll
get
a
because
is
that
something
you
like
to
start
again
move
that
we
accept
her
report?
How
about
mr
alexandra,
okay
and
all
in
favor,
accepting
the
animal
control
report
say:
aye,
okay,
no
any
opposed
motion
carried
then,
okay.
What
would
you
like
to
tell
us.
E
The
registration
is
a
little
bit
down
from
last
year.
At
this
time,
some
of
the
veterinarians
are
a
little
slow,
getting
us
their
fees
for
registration,
so
one
vet
is
around
13
000
behind
which
is
three
months
behind,
which
is
a
problem
that
is
consistent.
E
So
that's
something
that
I
want
to
discuss
at
some
point,
maybe
see
if
we
can
put
something
in
place
to
make
them
pay
at
least
60
days,
or
you
know,
if
they're
60
days
late,
some
kind
of
fine
or
something
like
that
and
pursue
it.
You
know
eventually,
but
fifteen
thousand
dollars,
thirty
thousand
dollars
twenty
thousand
dollars.
Sometimes
it's
a
bit
much
that
money
that
they're
holding
that
is
ours
are
just
holding,
so
it
doesn't
even
go
to
the
vet,
the
veterinarian's
anything.
This
is.
E
E
E
Need
them
no,
but
they're.
Basically,
the
way
it
works
is
that
those
funds
go
directly
to
animal
control
and
I
don't
know
how
they
are
using
them
and
then
paying
us
back
or
something.
You
know
what
I
mean.
I
don't
know
how
it
all
works,
but
it's
something
that
those
funds
should
go
directly
to
animal
control
after
they're
paid,
but
they
do
most
of
them.
Pay
us
within
the
next
month.
A
E
That
is
without
bourbon
a
paying
it.
We
did
not
send
them
a
bill,
so
we
have
not
received
anything
from
them.
Yet
we
were
waiting
on
the
contract,
but
we
just
went
ahead
and
kept
the
same
numbers,
so
that
is
without
them
paying.
So
it
should
be
a
little
bit
higher.
E
Bites
obviously,
keep
going
up.
That's
just
gonna,
be
something's
gonna
happen
because
we
have
more
animals
in
our
county
than
we
normally
do.
Our
inventory
is
going
to
go
up
again
right
now.
I
think
we're
pretty
much
full
again
we're
getting
there
full
again.
So
it's
start
of
summer.
It's
going
to
happen.
You're.
A
E
So
yeah
we
euthanize
wildlife,
that's
one
of
our
highest
numbers
of
euthanasia
as
wildlife.
Well,
not
one
of
the
highest
ones,
but
dogs
is
but
wildlife.
We
do
euthanasia
euthanize
a
lot
of
wildlife
because
of
public
safety
because
they
are
rabies
risk.
So
that's
something
that
we're
not
licensed
for
for
wildlife,
but
we
do
it
as
a
public
safety
issue
because
of
the
risk
for
public
safety
for
rabies.
E
Has
been
and
there's
not
a
lot
of
wildlife
rehabbers
and
when
we're
not
considered
wildlife
animal
control,
we
do
it
for
a
public
safety
issue.
So
that's
why
we
get
involved.
I'd
like
to
not
deal
with
wildlife
ever,
but
it's
something
that
we
have
to
be
involved
with
at
some
point
because
of
the
rabies
control.
E
They
are
we're
not
used
to
something
like
that.
You
know
they
do
carry
out
more
diseases
because
they're
not
vaccinated
against
any
kind
of
diseases.
A
E
A
E
A
Your
building's
getting
smaller
the
other
part.
We
usually
talk
about
a
little
bit
too
of
the
of
the
euthanasia
on
the
back
side
of
this
report,
or
the
second
side
is.
One
thing
is
that
33
adult
dogs
were
stray
and
you
needed
to
pick
them
up.
That
means
they
were
wandering
around
someplace
correct,
as
well
as
adult
cats
9,
but
also
also
16
of
them
were
reclaimed,
though,
and
the
other
part
from
the
other
side
is
that
23
cats
were
taken
another
place.
They
were
to
another
to
another
transfer,
yeah.
E
We
do
have
a
lot
of
rescuers
interested
in
cats
right
now.
Dogs
are
harder
to
pull
than
cats
for
some
reason,
so
we
do
have
quite
a
few
rescues
looking
to
pull
cats
and
we
have
more
dogs
than
cats,
which
is
usually
pretty
consistent.
A
And
on
the
euthanasias
that
we
continue
to
talk
about
that,
often
it's
the
party
who
owns
the
animal
that
brings
to
you
for
some
reason
or
other
asking
you
to
euthanize
it,
or
else
it
could
be.
The
second
thing,
because
there's
something
wrong
with
the
animal
write
not
well
right
well
at
all.
So,
okay,
is
there
anything
else
on
this,
mr
ekkof,
let
me
find
her
number
nine.
Thank
you.
G
Thank
you,
madam
chair,
so
going
back
to
the
registration
money,
so
we
sent
a
communication
to
that
veterinarian.
I.
G
E
E
And
especially,
gets
tricky
throughout
the
end
of
the
year
when
we're
looking
for
registration
trying
to
make
numbers
fit
for
the
end
of
the
year
and
they
pay
in
january
for
november's
payments,
which
is
the
year
before.
However,
it
works,
so
it's
a
little
tough
sometimes,
but
I
mean
it's
been
consistent
since
I've
been
there.
A
Support
yeah
well,
and
the
last
thing,
unless
you
have
something
else,
is
there
was
an
article
article
in
the
tribune
it
says,
outdoor
cats
are
more
more
dangerous
than
you
think.
So,
I'm
going
to
ask
I'm
asking
carrie
to
mention
if
she
finds
these
things
true
in
this
county,
this
is
written
by
a
zookeeper
at
brookfield
zoo,
and
he
said
there
are.
There
are
laws
and
working
so
that
you
can't
take
snake
or
other
animals
across
state
lines
because
they
might
be
dangerous.
A
But
he's
saying
the
international
union
for
conservation
of
nature
considers
among
the
worst
invasive
species
is
the
america's
most
popular
pet.
The
feelers
caddis
he's
saying
that
the
cat
is
the
most.
The
domestic
cat
is
the
most
dangerous
animal
because
of
these
things
they
pose
a
threat,
arguably
greater
than
any
pet
animal.
A
Because
of
these
two
things
in
2014
cats
caused
61
percent
of
the
rabies
cases
among
domestic
animals,
that'd
be
dogs
and
other
things
that
are
in
homes,
so
61,
plus
they
carry
parasites
and
other
things
that
could
be
dangerous
to
people
as
well
as
to
other
animals.
And
then
the
last
statistic
before
the
question
is:
feral:
cats
in
annually
kill
nearly
4
billion
birds
and
22
billion
mammals.
So
the
comment
was
that
they're
they're,
reducing
these
cats
are
reducing
the
bird
population,
which
is
a
nice
population
to
have,
and
some
of
them
are
endangered
species.
A
E
So
with
the
rabies
portion
of
it,
our
counting
is
mandatory
to
get
a
rabies.
Vaccination
for
domestic
cats,
feral
cats
don't
have
to
it
is
suggested
that
they
do,
when
you
say
fairly,
between
feral
and
friendly
strays.
So
but
yeah
we
have
not
had
an
issue
knock
on
wood
with
rabies
and
domestic
cats
or
feral
cats.
Most
of
the
cats
that
we
are
yeah,
the
most
the
rabies
vaccinations.
Sorry
most
animals
we
have
with
rabies,
have
been
bats
in
this
county.
So
that's
one
thing
that
you
know.
E
Hopefully
it
never
changes
that
you
know
it's
just
wildlife
and
not
domestic
animals,
but
as
far
as
the
birds,
it's
something
that
I
it
could
be
happening.
I
don't
know
what's
happening
in
our
county.
I've
not
been
told
if
it's
happening
in
our
county,
I'm
sure
it's
common
because
they're
wild
animals,
it's
going
to
happen,
it's
kind
of
like
cycle
of
life
in
a
sense,
but
you
know
it's
it's
just
the
way
that
it's
going
to
be.
E
There
there
are
a
lot
of
feral
cat
colonies
in
our
county
and
I'm
aware
of
that,
but
that's
just
something
that's
going
to
continue
happening
unless
we
do
something
different
about
it.
Yeah.
A
Or
maybe
people
are
feeding
them
and
they
don't,
but
the
article
mentions
that
even
even
a
full
cat
will
found
out
sure
yeah.
I.
E
A
F
I
had
several
questions,
but
I
have
no
objection
to
the
feral
cats
because,
when
they're
gone,
the
mice
will
take
over
and
so
therefore,
when
they're
in
the
neighborhood
don't
need
like
70
80
of
them,
but
those
that
in
the
neighborhood
do
their
due
diligence,
I
would
probably
say:
don't
feed
them.
Let
them
do
what
they
do.
Naturally,
because
if
you
feed
them,
then
your
mice
they'll
be
too
full
to
catch
the
mice,
they'll
just
see
them
run
and
play
with
them.
F
So
in
that
case
I
was
out
at
one
of
my
at
my
shed,
and
I
saw
there's
like
four
kittens
that
the
feral
cat
had
or
whatever
they're
sitting
there.
So
I
might
call
so
they
can
have
little
kittens,
but
I'm
more
concerned
with
the
raccoons,
that's
in
the
area
and
their
ability
to
tear
roofs
and
things
of
this
nature.
F
And
while
we
appreciate
the
wildlife,
I
think
I'm
gonna
have
to
be
a
key
to
say
something
has
to
be
done,
at
least
with
the
population
of
the
wildlife
and
then
getting
into
individuals,
homes
and
into
roofs
and
things
of
this
nature,
because
at
some
point
there
has
to
be
a
some
type
of
control
mechanism
in
place,
especially
with
the
females.
That's
having
a
lot
of
the
babies,
and
then
they
want
to
get
on
to
you
know
into
your
house
or
your
place.
F
F
Okay,
that
basically
comes
out
and
and
assist
you
with
that.
So
I
thought
that
would
also
be
good
to
put
out
there
because
of
their
when
one
can't
make
the
other
one
is
there,
but
that
that
gym
guy
he's,
you
know,
he's
right
there
coming
out
with
the
traps
and
the
whole
nine
yards,
so
yeah.
E
We
have
three
nuisance
wildlife,
animal
control
officers
in
our
area
that
we
refer
to
frequently.
F
Okay,
I
was
jim
one
of
them,
yes
yeah,
so
great
great
people
to
know
when
you
encounter
I've
never
had
to
deal
with
the
raccoons
until
just
recently
or
whatever,
but
they
came
right
out.
So
I
I.
E
Those
ones
who
are
licensed
for
wildlife
were
not.
We
wouldn't
handle
an
issue
like
that,
because
we're
not
licensed
for
wildlife.
We
just
do
the
public
safety
portion
of
it.
Somebody
like
dan
and
jim
and
jason
would
also,
if
you
have
a
you,
know,
issue
with
bass
in
your
house,
they
would
come
find
them.
E
F
I
referred
them
to
a
couple
of
people
so
nice
to
know
that
we
do
have
individuals
that
are
in
gang,
because
some
individuals
don't
have
them.
They
have
to
go
far
off,
but
it
was
just
nice
to
know
didn't
know
the
jason
guy,
but
I
do
know
dan-
and
I
know
the
jim
anderson
guy.
So
it's
good
to
have
that.
We
have
that
here.
A
E
We're
allowed
to
move
them
with
100
feet
from
100
yards
from
where
they
came
from,
so
you
can
do
that.
If
it's
on
your
property,
you
can
trap
them
and
move
to
your
prop
to
no
more
another
part
of
your
property.
But
you
can't
remove
them
from
your
property.
You
can't
take
them
to
the
state
park
and
remove
them
that
way.
You
can
move
them
to
another
part
of
your
property.
A
A
Okay,
animal
welfare
did
meet
and
we
did
have
a
meeting.
We
were
focusing
on
cats
basically,
but
miss
parker
has
to
be
another
place
today.
So
we'll
wait
till
another
meeting
another
time
to
have
a
report
on
that.
Go
ahead
with
what
you'd
like.
H
Thank
you.
The
process
on
when
we
created
a
whack
was
to
either
come
up
with
ideas
on
ordinances
or
vet
ordinances
that
were
created
by
animal
control
in
the
state's
attorney's
office.
So
the
thing
to
do
would
be
to
craft
something
that
you
would
want
to
see
happen.
Send
it
to
them,
ask
them
for
their
their
thoughts
on
it,
and
then
that
would
come
through
to
this
committee.
H
A
H
A
H
H
A
A
E
So
bark
was
the
fundraising
arm
for
animal
control,
since
we
can't
raise
funds
that
way,
so
they
raise
funds
for
a
new
building
or
any
needs
that
animal
control
needs
at
a
time.
So
we
could
ask
them
for
funds.
The
end
goal
was
to
provide
funds
for
a
new
building
or
updates
on
the
current
building.
So
it
puts
we
are
in
the
process
of
hopefully
procuring
a
new
building
that
it
was
asked
that
we
get
the
funds
to
see
what
bark
had
currently
to
possibly
assist
with
purchasing
the
building.
E
I'm
not
quite
sure
of
the
bylaws
how
that
stands,
but
I
know
that
the
money
is
is
there
for
animal
control,
I'm
not
sure
how
much
of
it
can
go,
but
I
think
that
you
had.
We
had
a
number
in
mind
that
we
were
you
know
possibly
going
to
ask
for,
and
it's
not
the
whole
amount
that
they
have
just
to
keep
money
in
the
place
to
possibly
fundraise
that
you
need
money
to
make
money.
Yes,
generous,
that.
A
H
We
have
agreements
on
the
building
and
the
land
price
now
we're
just
working
on
the
financing
of
the
land
vacant
land
price.
Yes,
the
rest
of
it
would
begin
we're
talking
roughly
mid-august
when
the
board
would
be
taking
a
final
action
on
our
end
of
financing
and
then
there's
a
special
use,
part
of
it
that
we're
working
with
bourbon
a.m,
so
more
to
come,
looks
like
earliest
mid-september
would
be
a
closing.
A
E
A
A
If
any
of
you
use
that
at
your
house,
you
can
bring
them
behind
the
next
meeting.
Okay,
is
there
any
older
new
business
to
go?
Please,
mr
raymond,
would
you
move
you
know
you
move
that
we
adjourned
mr
crookster?
What
would
you
like
to
do?
Second?
It
or
you
don't
want
to
do
it
if
you
won't
take
the
first
you'll
take
the
second
all
in
favor
of
adjourning,
say
aye
aye,.
