Description
Community Services Committee Meeting 05/18/2021 9:00 AM
A
A
Don't
have
any,
I
do
not
have
any
public
comment.
I
don't
see
any
public
commenters
back
there,
so
we're
okay,
any
presentations
not
now
a
little
later
and
then
minutes
you've
received
the
minutes
of
the
april
20th
meeting.
Would,
though,
would
you
like
to
anyone
combine
that
with
the
monthly
report
for
the
county
clerk,
the
assessor
and
the
recorder,
as
well
as
animal
control,
so
who's
that
okay,
so
I'll,
take
take
miss
peters
and
then
miss
parker?
A
C
A
C
Wanted
to
remind
everybody
of
the
demonstration
of
the
voting
equipment
that
we
will
have
beginning
10
o'clock
or
whenever
this
meeting
ends
would
encourage.
All
of
you
to
stop
by
we've
got
three
vendors.
We've
got
one.
That's
going
to
be
right
outside
the
room
here,
one
on
the
second
floor
conference
room
and
one
in
the
early
voting
room,
so
they
will
have
their
voting
equipment
available
and
would
highly
encourage
you
all
to
stop
by
and
take
a
look
at
it
and
we'll
have
surveys.
C
C
We've
got
about
40
judges,
election
judges
that
we've
invited
and
we've
opened
it
up
to
the
public.
So
anybody
that
wants
to
come
can
take
a
look
at
the
equipment
so
got
that
going.
The
other
thing
that.
C
I
hope
I
do
too
I'd
like
to
have
as
many
people
involved
in
this
as
possible.
The
other
thing
that
I
would
like
to
point
out
last
week
at
the
full
county
board,
linda
settle,
was
recognized
for
her
10-year
anniversary.
I've
got
her
up
here.
I
just
also
wanted
you
know
there
won't
be
an
11th
year
anniversary.
C
Linda
is
one
of
the
lucky
ones,
she's
going
to
be
retiring
in
10
days,
eight
days,
eight
working
days,
I
may
have
her
come
in
on
the
weekend,
just
cuz,
but
so
I
I
just
wanted
to
publicly
thank
her
for
all
the
works
that
she's
done.
She's
made
our
office
a
whole
lot
better
and
she's
been
a
great
servant
to
the
citizens
of
kankakee
county.
She
will
be
missed,
but
we've
got
her
phone
number
so.
C
E
Good
morning,
dan,
with
the
lines
of
things
being
drawn-
and
I
know
from
time
to
time-
there
was
like
a
cross
precinct
and
things
of
that
nature.
Are
you
kind
of
eyeballing
that
process
and
inputting
in
that
process
so
that
it
kind
of
becomes
a
little
bit
more
cordial
to
work
with.
C
I'm
not
sure
cross
precinct
what
what
that
term
means,
but
you
know
certainly
I
I
would
like
to
if
that's
for
me,
I'm
not
here.
If
you
know
I,
I
think
that
I'll
be
able
to
take
a
look
at
those
maps
you
know
chairman
has
offered
to
to.
Let
me
see
them
before
you
know.
I'm
not
trying
to
you
know,
impose
my
will
or
anything
on
it
like
that.
C
But
I,
if
there's
something
that
looks
like
that's
an
obvious
concern
to
me,
I
appreciate
the
opportunity
to
be
able
to
have
some
input
on
that.
So,
but
ultimately
it's
going
to
be
your
guys's
vote
on
it,
not
mine.
A
C
Yes,
you
know
I
mean
the
the
records
are
somewhat
restricted,
so
birth
certificates
are
obviously
open
to
the
parents
and
the
child
itself.
Unless
there's
a
court
order
to
allow
someone
else
to
get
those
certificates,
marriage
licenses
are
available
only
to
the
people
that
are
on
the
certificate.
C
C
We
have
online
ordering
that's
available
if
somebody's
out
of
state
and
needs
a
birth
certificate
from
kangaki
county
right
away.
We
have
a
process
called
vital
check
where
they
can
order
those
online.
It's
not
inexpensive.
But
obviously,
if
it's,
if
it's
something
that's
an
urgent
issue,
we
can
get
that
to
them
in
an
expedited
fashion
and.
C
C
We
in
factor
the
mail
cost
into
the
fees
that
we
charge.
Okay,.
A
C
And
we
have
those
currently
in
the
office.
I
I
won't
tell
you
where
those
are
located,
I'm
not
naming
anybody's
names
here.
I
think
I
trust
all
of
you,
but
but
yes,
we
do
have
panic
buttons
that
are
in
in
strategic
locations
throughout
our
area.
In
case
god
forbid.
You
know,
there's
some
necessity
for
us
to
use
them.
A
C
Don't
believe
that
we
have
one
space,
that's
big
enough
to
hold
all
of
that.
That
being
said,
without
knowing
exactly
what
equipment
we're
going
to
get
in
the
space
needs
that
that's
going
to
require,
you
know
anything's
possible,
but
but
probably
not
what.
C
C
A
C
C
C
A
Vital,
fortunately,
you
have
a
vault,
yes,
huge,
vault
and
actually.
A
C
A
C
We're
not
going
to
make
a
decision
today,
we've
got
the
bid
process.
Bids
are
supposed
to
be
returned
to
the
county
by
june
11th.
We
would
open
them
at
the
next
community
services
meeting,
give
us
time
to
look
that
over
and
probably
take
it
to
the
finance
committee
for
approval
and
then
to
what
would
be
july
county
board,
possibly.
C
A
A
D
Morning
I
just
have
a
few
things
to
run
down
with
you
and
so
I'll
keep
this
as
brief
as
possible.
As
far
as
some
things
that
we've
completed
this
this
past
month,
since
we
last
spoke,
we
did
maintain
the
ownership
of
record
and
and
tax
bill
mailing
address
database
for
the
tax
bills
that
are
going
to
be
mailed
here
on
friday.
D
That
project
was
completed
in
early
may,
because
the
treasurer's
office
did
create
the
file
and
send
it
to
devnet
on
about
may
5th
or
so
so,
when
we
got
cut
off
at
the
time
that
we
got
cut
off,
we
were
absolutely
as
caught
up
as
possible,
but,
as
I've
said
last
month,
and
maybe
even
the
month
before
the
second
that
we
get
cut
off,
the
recorder's
office,
probably
recorded
something
that
that
made
it
a
little
bit
out
of
date,
but
that's
something
that
we
can't
really
control.
D
D
The
other
thing
I
wanted
to
mention
is
that
we
did
receive
the
2022
farmland
pi
values
from
the
department
of
revenue,
so
that
allows
me
to
go
ahead
and
set
up
a
farmland
assessment
review
committee
meeting.
I
have
not
done
that
quite
yet,
but
I'm
going
to
start
to
work
on
that
very
soon
and
and
hold
my
annual
farmland
meeting
so
that
we
can
vote
on
whether
or
not
to
use
those
numbers
that
come
from
the
state.
D
As
far
as
a
couple
things
that
we're
waiting
for,
I'm
still
waiting
for
the
the
detailed
sales
list
from
the
department
of
revenue
on
our
sales
ratio
study.
I've
been
in
contact
with
them
in
the
last
week,
and
I
I
expect
to
get
that.
I
hope
to
get
that
that
list
by
the
end
of
the
the
end
of
the
week
this
week,
so
that
we
can
start
to
work
on
that
and
finalize
those
numbers
so
that
it
helps
us
know
exactly
what
percentage
change
needs
to
occur
in
each
each
township.
D
So
just
just
waiting
for
that
to
happen,
but
I
think
that's
gonna.
That's
gonna
come
pretty
soon,
so
those
were
the
things
that
I
wanted
to
update
the
committee
on
and
I
would
I
would
entertain
any
questions
at
this
time.
D
The
productivity
index,
so
the
higher
the
productivity
index,
the
more
rich,
the
soil,
the
more
productive,
the
soil,
although
I
am
told
by
by
some
colleagues
in
different
parts
of
the
county,
if
you
have
a
low
pi,
doesn't
mean
that
the
soil
can't
produce
a
crop,
it
might
just
be
better.
You
know,
sandy
soil
might
be
better
for
blueberries
and
and
other
types
of
crops,
whereas
you
know
your
more
rich
soil
that
might
be
in
the
rockville
area
might
be
better
for
corn
or
something
else
so
it
just.
D
You
know,
depending
on
what
kind
of
soil
you
have
is
dependent
on
the
that
would
dictate
what
type
of
crop
you
want
to
put
on
that
soil.
D
Sure
sure
so,
but
you
know
those
productivity
index,
values
are
certified
to
us
every
year
and
then
I
have
to
hold
a
meeting
with
my
farmland
assessment
review
committee
to
certify
those
value.
Well,
not
certify
the
values
but
vote
on
whether
or
not
to
use
them
for
the
next
assessment
year
and
that's
what
we'd
be
doing
I'd
be
looking
to
set
that
meeting
up,
hopefully
in
in
june,
so
that
we
can.
We
can
have
that
vote
and
and
and
get
through
that
process.
A
Thank
you
back
to
the
space
space
analysis
report
that
you
probably
received
a
copy
of
sure.
Okay,
do
you,
it
says
you
would
desire
to
be
adjacent
to
planning
and
recorder,
and
that
would
just
be
for
ease
of
keeping
records.
Is
that
that
would
be
right.
D
Yeah,
I
mean,
I
think,
on
there
I
noted
you
know,
planning
and
recorder
is
really
important.
We
get.
We
get
documents
weekly
from
the
recorder
that
allow
us
to
continue
to
maintain
our
ownership
of
record
database,
there's
a
lot
of
crossover
between
my
department
and
planning
and
zoning.
As
far
as
being
aware
of
certain
things
that
might
be
coming
that
need
to
be
dealt
with
on
the
assessment
and
on
the
back
end.
D
The
other
thing
that
I
mentioned
in
the
study,
I
believe,
is
that
you
know
proximity
to
the
clerk
and
treasurer
are
important,
because
a
lot
of
the
same
people
who
go
to
the
treasurer's
office,
for
example,
with
an
issue
with
their
tax
bill
as
we're
going
to
find
out
here
pretty
soon
when
the
bills
go
out
and
and
people
start
getting
them
in
the
mail
on
probably
monday
the
24th
when
they
have
an
issue
with
their
tax
bill.
D
Many
times
it's
an
issue
with
the
value
or
exemptions
that
that
should
be
on
the
bill
that
aren't,
and
so
the
fact
that
they
used
to
have
to
walk
down
the
yeah.
Excuse
me
down
the
alley
here,
and
now
they
just
have
to
take
a
couple.
Steps
over
to
my
department
is
really
convenient
for
the
public
same
thing
with
the
clerk's
office
a
lot
of
times,
there's
some
cross
over
there
too,
where
they
have
a
question
for
us,
but
also
the
clerk,
so
so.
A
D
You
know
I
I
don't
know
that
it
should
be
replaced.
I
think
that
it
was
put
in
as
a
measure
of
at
least
a
mental
impediment,
so
that
people
don't
just
walk
in
off
the
street
and
come
into
my
office
if
they're,
if
they're
angry,
you
know
I
kind
of
like
to
keep
them
out
in
in
the
public
area,
where
there's
where
there's
more
people
able
to
view
in
case
there's
a
conflict,
and
so
the
gate
seems
to
be
working
pretty.
D
Well,
though
I
I
will
say
that
when,
when
I
brought
that
to
the
attention
of
administration
a
couple
of
years
ago
and
that
gate
went
up,
I
I
really
haven't
had
any
issues
where,
where
people
just
kind
of
kind
of
barge
into
the
office
to
into
my
office
and
and
confront
me
about
something
so
it's
nice
to.
I
I
like
to
keep
things
like.
I
said
in
a
setting
where
there's
there's
other
observers
in
case
there's
an
issue
and,
and
that
might
have
come
up
in
that
space
needs
analysis.
Yeah.
D
It
was
unrestricted
before
with
no
with
no
gate,
you
could
just
walk
straight
through
and
and
the
gate
doesn't
have
a
lock
or
anything,
but
you
could
walk
straight
through.
There
was
nothing
that
told
anybody,
hey
no
unauthorized
personnel
beyond
this
point
that
gate
has
a
sign
on
it.
That
says,
authorized
personnel
only-
and
my
hope
is
that
you
know
the
public
and
and
others
respect
that
that
sign
and
and
allow
us
to
keep
a
distance.
The
other
thing,
too,
is
you
know
with
covid.
D
I
don't
really,
I
like
to
keep
people
on
the
other
side
of
the
counter
as
well,
and
just
keep
everybody
safe
so
that
that
was
kind
of
part
of
what
was
being
talked
about
in
that
space
needs
analysis.
Thank
you.
A
The
other
two
had
to
do
with
when
we
were
talking
about
legislation
that
was
being
proposed.
I
wonder
if
you
have
an
update
on
the
one
about
erroneous,
homestead
exemptions
going
back
one
to
three
years
and
the
other
was
about
website
postings
of
assessments.
So
the
one
on
the
homestead
exemption
was
that
cook
county
can
go
back
three
years,
but
you
can
only
go
back
one
if
there
was
an
error.
A
D
Believe
that
is
correct.
I
mean
if,
if
we've
granted
an
exemption
erroneously,
our
rules
are
so
different
from
cook
county,
that
cook
county
really
should
and
our
group,
our
association
has
talked
about
trying
to
recodify
the
the
statutes
to
where
cook
county
has
their
own
statute
and
and
and
the
rest
of
the
state
has
their
own
statutes,
because
you
have
to
really
look
to
see.
Does
this
statute
apply
to
3
million
and
more
residents
or
less
than
3
million,
and
so
with
the
rules
in
cook
county?
They
can
go
back
three
years
and
charge.
D
D
I'm
not
aware
of
how
that
bill
is
progressing.
It's
hard
to
say
to
me
in
this
environment
how
any
non-covid
related
bills
are
going
to
be
looked
at
in
the
legislature.
Are
they
are
they
focusing
on
that
or
are
they
still
focused
more
on?
You
know
the
the
safety
of
of
things
with
the
virus,
so
I
don't
really
know
where
that's
at
at
the
moment
and.
D
Boy,
I'd
really
have
to
think
about
it's,
not
you,
though
it's
not
you.
I
mean.
I
I
think
what
ends
up
happening
is
we
have
to
do
a
correction
in
our
office
to
you
know,
remove
the
exemption
for
the
for
the
year
right
now
it
would
be
one
year
we
would
remove
the
exemption
and
then
the
the
treasurer's
office
is
responsible
for
actually
collecting
the
money,
because
we
don't
in
my
office.
A
And
the
and
last
I
know
it
mentions
in
the
in
the
bill
about-
and
I
can
give
you
the
number
eight
house
bill,
0811
about
publishing
the
assessed
value,
changes
and
right
now
you
have
to
you,
spend
a
lot
of
money
publishing
in
a
widely
distributed
newspaper
right.
This
bill
is
saying
that
perhaps
you
could
put
it
online
and
save
the
county
many
dollars
the
newspapers
do
not
prefer
that.
But
do
you
have
an
opinion
at
all.
D
Well,
my
opinion:
is
that
exactly
what
you
said,
I
don't
think
that
newspapers
are
going
to
go
down
without
a
fight
on
something
like
that
that
actually
hasn't
been
brought.
That
particular
bill
hasn't
been
brought
to
my
attention
by
by
any
legislative
committee
on
my
in
my
organization,
so
I'm
going
to
have
to
look
up
senate.
Did
you
say
it
was
a
house
bill
or
a
senate
bill.
D
Okay,
I'm
gonna
have
to
look
that
up
and
and
do
a
little
reading
about
it,
but
my
my
first
blush
reaction
is
that
it
probably
won't
happen
right
away
until
the
the
newspaper
lobbyists
have
a
chance
to
weigh
in
on
that
as
well.
D
So,
certainly,
if,
if
that
happens,
we'll
be
we'll
be
ready
to
shift
gears
and
and
do
it,
however,
the
legislature
tells
us
to
do
it
if
it's
to
put
it
on
on
the
website
and
post
all
those
changes
on
the
website
in
lieu
of
a
newspaper
or
in
addition
to
a
newspaper,
we'll
certainly
find
a
way
to
do
that,
and
I'd
probably
have
to
meet
with
I.t
and
and
come
up
with
a
plan
on
how
to
get
that
done.
E
Just
a
brief
question:
when
you
and
your
committee
deal
with
the
pi
and
determine
whether
or
not
you
know
you're
going
to
either
prove
it
or
not
or
approve
it,
how
do
you
determine
that
in
the
benefit
of
the
farmers?
Whether
or
not
you
know
you
approve
it
or
consider
it
or
don't
consider
it.
D
This
this
thank
you
for
the
question,
but
this
this
answer
is
going
to
sound
a
little
strange,
maybe,
but
the
only
way
to
appeal
it
if
we're
not
going
to
use
what's
been
certified
to
us
by
the
department
of
revenue
is
to
spend
our
own
money
on
our
own
soil
survey
to
prove
that
that
their
numbers
are
incorrect
and
that
could
cost.
I'm
told-
and
I
don't
know
that
this
is
true-
I
haven't
done
my
own
cost
study.
D
It
could
cost
up
to
a
million
dollars
for
the
county
to
do
our
own
soil
survey
and
and
then
it
still
has
to
go
through
a
process
where
the
state
would
allow
us
to
use
our
own
study
and
they
could
turn
us
down
and
say
no.
You
can't
do
that,
so
the
the
likelihood
and
the
odds
of
of
us
deciding
that
the
state
has
given
us
improper
numbers
is
really
really
low.
D
You
know
certify
those
numbers
with
the
farmland
assessment,
technical
advisory
board
and
the
and
the
advice
of
people
from
the
university
of
illinois
in
the
agricultural
department
and
all
the
all
the
different
people
involved
in
getting
that
done.
I
think
that
we
would
be
the
first
county
honestly
to
even
try
to
go
down
that
road
from
what
I'm
told.
A
A
G
So
that
is
what
is
identifying
deeds
and
transfers
taking
place.
E
Do
you
see
the
shifting
going
from
and
just
inside
the
county
or
this
individuals
are
buying
from
outside
the
county?
Sometimes
people
you
know.
G
G
The
community
I
see
what
you're
saying
so
commercially,
I
can
tell
you
it
seems
like
there's
more
outsiders
coming
in
buying
I'm
not
saying
that
they're
moving
in
I'm
just
saying
that
they're
buying
commercially
residentially.
G
I
really
don't
pay
too
close
of
attention,
unfortunately,
as
to
necessarily
where
people
are
coming
from
when
they're
buying
in
that
is
identified
on
their
deed,
where
their
residents,
their
current
residence,
is
versus
what
they're
purchasing
and
that
I
don't
know
on
from
that
information
if
this
is
their
primary
home
or
if
they're
buying
rental
property.
Things
like
that,
so
you
gotta
kind
of
peel
back
the
layers
of
the
onion
to
get
more
information
on
that,
and
that's
a
little
above
my
pay
grade.
E
G
A
You
post
that,
then
that
is
really
more
than
we've
heard
for
months.
Yeah
well,
but
you
know
you've
got
the
facts
ma'am.
I.
G
Do
I
do,
but
you
know,
there's
always
somebody
out
there
that's
going
to
argue
a
point
and
that's
fine.
They
have
a
right
to
do
that,
but
our
opinion
is,
I
think,
things
are
going
very
well
and
moving
along
in
kankakee
county
is
what
I
can
speak
to
and
I'm
pretty
proud
of
the
fact
that
we're
seeing
these
positive
numbers
you
should
be
and
your
staff
is
just
rolling.
A
G
Well
house
bill
3878,
and
I
have
already
shared
this
information
with
the
chairman
and
asked
that
you
know
that
level
of
government
get
on
board
with
us
in
terms
of
opposing
it.
3878
is
regarding
rental
housing
support.
There
is
a
fee
on
every
real
estate
related
document
today
and
since
and
well
it
was
proposed
in
05
and
took
effect
in
06,
so
every
real
estate
related
document
has
a
10
fee.
G
It's
called
rental
housing
support,
it's
a
program
in
the
state
of
illinois
where
those
funds
go
to
the
department
of
revenue,
and
then
they
are
worked
with
the
illinois,
housing
development
authority
ida
and
it's
a
grant
funded
opportunity
for
rental
assistance
and
working
with
landlords
with
a
number
of
units
for
low-income
housing
and
opportunities,
and
it
I'm
not
going
to
say
it's
a
bad
program.
I
think
it's
a
great
program.
Kankakee
county
has
benefited.
G
I'm
very
glad
of
that.
There's
been
special
projects
and
opportunities
like
the
sand,
I'm
not
going
to
say
right
sand,
stone
hills
out
in
pembroke
that
real
estate
development
that
took
place
the
federal
one
we
our
funds,
helped
with
that
and
that's
great.
Unfortunately,
there's
102
counties
in
the
state
of
illinois
and,
according
to
the
last
audit,
from
what
we
were
able
to
get
our
hands
on
there's
only
about
79
of
the
102
counties
that
are
benefiting
from
this
there's
a
problem
with
that,
because
all
102
of
us
collect
this
fee.
G
Oh
so
there
is
a
bill
in
the
house
that
did
pass
through
the
house,
and
that
was
in
the
senate
that
wants
to
double
that
fee.
So
it'll
go
from
what
we
call
a
nine
dollar
fee
to
a
18
fee
is
kankakee
going
to
receive
more
money.
I
don't
know
I'm
reaching
out
to
our
housing
authority
to
find
out
some
more
information.
G
I
was
on
a
zoom
call
yesterday
with
the
new
senator
from
well
county
senator
capil,
talking
with
her,
because
right
now
in
the
senate,
it's
in
a
committee
that
she
happens
to
sit
on.
We've
also
reached
out
to
all,
but
three
of
the
other
senators
on
that
committee.
We're
asking
for
it
to
stop
we're
asking
for
a
task
force.
We
want
to
sit
at
the
table.
We
want
to
find
out.
G
What's
going
on,
we've
always
asked
for
accounting
of
these
dollars
and
never
received
accounting
come
to
find
out
because
of
some
actions
from
the
teswell
county
clerk
recorder
through
the
media,
the
media
was
able
to
get
their
hands
on
the
last
audits
for
for
the
rental
housing
support
program,
I
would
be
happy
to
share
this
audit
with
anyone
that
would
like
to
read
it.
There's
14
findings
of
fact
of
irresponsible
financial
oversight.
G
Come
to
find
out
from
the
audit
two
years
prior
to
that
there
was
only
eight,
so
they
are
not
improving
they're
getting
worse.
So
we
got
a
lot
of
concerns
and
the
fact
that
we
had
to
get
this
through
another
resource
and
couldn't
even
get
the
information
for
the
organization
that
that
gets
the
money.
We
collect
the
money
for
them,
we're
really
disturbed
by
this.
So
we
are
working
every
angle.
We
can
we're
talking
with
every
legislative
partner.
G
We
can
we
don't
care
about
the
politics,
we
care
about
the
people
and
we
want
great
programs.
We
want
successful
programs,
we
want
thriving
programs
throughout
the
entire
state
of
illinois.
I'm
glad
kankakee
is
benefiting
I'm
very
proud
of
that.
But
what
about
our
neighboring
counties?
I'm
worried
about
that
because
we're
all
in
this
together-
oh
my
god,
I
just
used
that
pun.
Sorry,.
G
G
So
let
me
explain
of
the
nine
dollars
we
collect
that
goes
to
the
department
of
revenue.
Six
dollars
goes
to
cook
county
three
dollars
goes
to
the
other
101
counties
to
be
into
a
fund
a
grant
fund
to
be
dispersed.
G
What
we're
told
is
it's
the
grant
opportunity?
Many
of
the
counties
stopped
trying,
because
anyone
who
does
grants
knows
it's
a
lot
of
work.
It's
a
headache.
It's
a
special
talent
and
when
you
have
that
talent
you're
in
great
demand
the
the
hoops
the
grant
hoops
are
just
ridiculous,
so
they
just
kind
of
keep
collecting
the
money
and
just
sending
it
in
and
not
benefiting
that's
wrong.
We
gotta
do
something
about
that.
We
gotta
change
that
method.
G
I
cannot
give
you
a
specific
percentage.
I
can
tell
you,
we
kankakee
county
has
been
more
beneficial
than
some
of
the
other
counties.
For
example,
I'll
just
tell
you
sagamon
county
since,
and
I
could
look
it
up.
I
don't
have
the
I
want
to
say.
Since
2014
collected,
like
almost
five
million
dollars
in
running
housing
support,
they
received
back
less
than
a
million
in
all
those
years.
G
The
grant
opportunities
through
department
of
revenue
and
ida
are
three-year
grants.
So,
when
you're
awarded
the
grant
you're
guaranteed
it
for
three
years,
so
as
a
landlord
or
whatever
oversight
for
housing
opportunities,
you
know
for
three
years
what
you're
building
off
of
which
is
great
but
come
on.
We
gotta
do
better.
We
have.
We
have
unfortunate
situations
everywhere
in
the
state,
not
just
cook
county,
not
just
kankakee
or
will
but
they're
in
grundy
they're
in
peoria
they're
in
teswell
they're,
all
over
they're.
In
sagiman
I
mean
anyone
who
goes
down
to
springfield
come
on.
G
We
all
drive
through
the
same
area
to
get
to
where
we
got
to
go
specifically
the
capitol.
We
all
see.
What's
going
on
around
there.
They
have
a
huge,
huge
homeless
population,
we
should
be
identifying
and
attracting
opportunities
to
help
them
and
that's
what
we
want
to
do
so
we
want
to
see
it
at
the
table.
We
want
to
be
a
part
of
a
solution
and
no
longer
just
be
a
part
of
collecting
yeah.
So
that's
what
we're
asking.
G
And
our
association
in
the
house
bill
in
when
it
was
in
the
house,
took
a
position
of
neutral.
Oh,
I
won't
get
into
all
the
weeds
about
why
we
did
that.
I
will
tell
you
there's
many
of
us
that
are
not
happy
with
that,
but
we
we
agree.
G
We
will
stay
neutral,
but
are
we
going
to
work
hard
and
communicating
with
our
legislators
and
letting
them
know
how
we
feel
you
betcha,
and
that's
what
we're
doing
so
right
now,
while
it's
in
the
senate
we're
working
to
maybe
suspend
it
for
a
while
and
move
things
accordingly,
they
have
a
they're
flush
with
federal
funds
coming
in
specific
to
these
kind
of
programs.
G
A
G
Well,
in
our
specific
office,
we
are
very
fortunate.
Not
very
many
people
know
this.
We
have
other
than
our
door
to
leave.
We
have
a
door
that
will
take
us
right
out
onto
court
street
and
we
also
have
another
door
that
will
take
us
through
the
back
down
to
the
garage
I
have
had.
My
staff
trained,
andy
bastin
has
come
in,
and
we've
talked
about
disgruntled
customers
how
to
handle
them.
What
are
the
methods
we
do?
Do
have
a
panic
button.
G
We,
the
panic
button
system,
was
brought
in
when
brian
was
maintenance
director,
it's
funny.
When
I
first
came
here,
I
always
asked
for
budget
permission
to
buy
a
bat
about.
A
G
Yeah
for
security
purposes,
but
so,
needless
to
say,
we
we
do
have
the
panic
button
system
and
the
way
our
counter
was
designed.
We
we
put
into
consideration
height
and
abilities.
Now
some
people
are
more
athletic,
probably
can
jump
it
jump
over,
but
we
have
designed
everything
and
created
paths
where
egress
is
on
our
side
and.
A
G
We,
the
layout
we
have
today,
is
very
nice
and-
and
I'm
very
appreciative
for
the
county
board
working
with
me
and
creating
the
space
that
we
have
today,
it's
ideal.
It
keeps
us
separate
enough
from
the
searchers
the
noise,
we're
not
distracted
by
them,
they're,
not
distracted
by
the
work
we're
doing
and
our
customers
at
the
counter.
There's
some
you
know
not
necessarily
privacy
but
there's
some
dignity
for
the
people
at
our
counter
versus
the
people
sitting
at
the
searcher's
table.
Sure.
A
A
A
You
became
a
legislative,
you
know
whatever
you
have.
G
It
is
what
it
is.
You
know
we
just
want
the
best
for
everyone
sure
you
know
we
don't
want
one
county
to
win
over
another.
That's
not
what
we're
here
for
and.
I
A
A
Okay,
today
we
have
kelly
here
there
you
are
in
the
bottom
row
we're
looking
at
your
report
and
find
a
good.
The
good
news
is
your
income
total
for
the
month
is
35
000,
which
is
much
more
than
last
year's
twenty
six
thousand
dollars,
and,
and
your
building
fund
has
a
current
balance
of
263
000,
which
is
more
than
the
last
year
too
so
and
the
other
part
we
often
look
at
is
the
number
of
animals
handled
125
in
the
month,
which
is
40
more
than
last
year
this
time.
So
what?
What
is
that?
J
Well,
I
think
that
I
think
that
covet
happened
and
a
lot
of
those
animals
that
were
placed
into
homes.
I
think
we're
we're
seeing
we're
seeing
some
of
that.
J
Or
just
they're
escaping
homes
we
have
had
like.
We
just
recently
had
a
situation
of
somebody
who
did
did
adopt
during
that
time
and
and
is
now
unable
to
care
for
and
we're
facilitating
getting
it
back
to
the
rescue
that
it
was
originally
adopted
from.
A
J
A
J
A
J
Wood,
we
we
haven't
had
a
rabbit
in
several
years.
A
A
J
Five
of
us
went,
there
were
just
a
handful
of
folks
who
still
just
don't
seem
to
to
get
that
message,
a
for
about
bringing
your
own
personal
pets,
and
then
we
did
have
two
folks
that
we
spoke
to
who
had
brought
puppies
to
sell
and
we
were
able
to
to
halt
that.
A
J
You
know
it
kind
of
depends
on
the
weather.
Obviously
it
was
early
in
the
year,
so
the
weather
was
not
that
bad.
That
we
did
ask
them
to
please
return
to
their
car,
of
course,
for
the
june
swap
meet
the
weather
might
not
work
out
for
that.
A
A
J
You
know
no,
because
nobody
is
very
happy
about
not
being
able
to
to
to
do
that
and
the
one
folks
it
seemed
they
came
from
out
of
state,
so
they
they
came
a
ways,
but
in
the
in
the
end
it
it
works
out.
A
And
and
you'll
be
back
we'll
be
back
you'll
be
back,
I
think
you're,
just
the
knowledge
of
your
presence
will
makes
a
whole
a
lot
of
difference
in
that
there
is
such
an
ordinance
and
that
can
be
enforced.
Those
are
two
things
that
go
together
so
well.
So
thank
you.
Kelly.
Anybody
have
a
question
for
kelly.
H
A
H
Nine,
I
was
a
little
late
for
the
meeting
thank
carol
for
taking
over.
Until
I
got
there,
the
signs
were
delivered,
the
wildlife
signs
were
delivered
on
wednesday
at
one
o'clock
to
the
county
building
and
went
directly
into.
I
had
don
tut
who
was
on
the
committee.
H
I
helped
load
them
into
her
vehicle
and
I
loaded
the
rest
into
my
little
tiny
car
and
we
were
able
to
deliver
38
signs
to
kangaki
park
district
and
they
will
be
mapping
out
the
areas
that
they
want
them
installed.
They
had
thought
they
were
going
to
do
it
themselves,
but
at
the
last
minute,
because
of
splash
valley
and
the
staff
is
busy
over
there,
they
ask
if
our
volunteers
would
do
it,
but
all
in
all
the
signs
are
in
possession
of
the
park
district
right
now
and
then
the
next
morning
I
got
up
at.
H
I
was
at
bourbon
at
seven
o'clock,
delivering
the
rest
of
the
signs,
and
then
I
drove
to
moments
to
deliver
more
signs
to
colton
and
and
thankfully
he
is
going
to
make
sure
they're
installed
turns
out.
We
were
short,
two
stakes
and
colton
is
going
to
provide
those
for
us
at
no
cost
to
us,
and
then
we
have
one
to
go
in
the
state
park,
so
those
signs
will
be
delivered.
They're
delivered
and
installed.
H
Bourbonna
is
going
to
install
them
this
week.
Moments
is
going
to
do
it
right
away
and
then
dawn
is
taking
it
to
the
state
park,
and
so
those
signs
should
be
up,
hopefully
we'll
be
able
to
have
the
daily
journal
out
there,
taking
pictures
of
an
installation
and
some
of
our
members
out
there,
so
that
project
will
be
completed.
A
H
H
So
that
will
be
taken.
Care
of
the
signs
themselves
are
on
very
heavy
stakes
and
they're
over
seven
foot,
and
so
thankfully,
between
dawn
taught
myself
and
then
my
husband
helped
unload.
Then
at
the
kankakee
park
district
we
were
able
to
get
those
all
done,
but
they're
beautiful,
absolutely
beautiful.
H
The
other
thing
that
we
were
working
on,
of
course,
is
the
tian
vr
program,
which
is
massive,
and
it's
going
to
take
a
lot
more
than
just
a
few
meetings.
It's
going
to
take
an
entire
planning
and
development.
We
want
to
thank
john
coughlin
from
the
state's
attorney's
office
for
coming
in
and
guiding
us,
but
as
with
any
project,
you
want
to
identify
the
needs
of
that
project
and
then
also
your
target
audience.
H
So
we're
going
to
begin,
of
course,
with
education
of
the
public
and
then
identifying
our
target
audience,
hopefully
through
the
forum
with
the
state's
attorney's
office
and
the
caretakers
of
some
colonies
of
cats.
Along
with
the
shelters
and
veterinarians,
so
this
is
not
just
a
project.
That's
going
to
happen
overnight.
H
H
Vaccinate
and
return
the
colonies
of
cats
we're
finding
that
there
are
colonies
of
cats
within
different
areas
of
the
county,
as
well
as
the
municipalities,
and
we
also
are
learning
more
about
having
a
colony
of
cats
and
how
the
caretakers
have
to
deal
with
that
and
what
they
can
and
cannot
do
and
we're
trying
to
help
them
with
colonies
of
cats,
hopefully
to
get
them
vaccinated
and
neutered
or
spayed.
So
we
can
reduce
those
colonies
and
that's
one
of
the
biggest
things
that
we
need
to
do
by
reducing
the
population.
H
A
H
Working
with
the
state's
attorney's
office
very
helpful
with
that
and
speaking
of
the
state's
attorney's
office,
we're
still
waiting
to
to
work
with
them.
We're
very
anxious
to
be
a
part
of
that
forum.
H
When
we
we
understand
that
the
state's
attorney's
office
is
extremely
busy,
as
are
the
staff
there,
so
we're
going
to
patiently
wait
and
hopefully
down
the
road,
be
able
to
have
a
community
forum
about
not
only
animal
shelters
but
different
programs
in
the
community
and
what
the
county
can
and
cannot
do
good.
Any
questions.
I
Thank
you
was
there
any
conversation
in
tmvr
about
funding,
and
then
municipal
invites
to
be
able
to
go
into
communities
to
do
that?
Was
there
any
of
those
conversations
that
went
on.
H
Not
yet
we're
right
now
I
mean
that's
something
that
once
we
identify
the
need
and
identify
the
target
and
we
understand
how
much
it's
going
to
cost
and
who
we
need
to
work
with
we're
going
to
be
getting
into
that,
because
it
is
going
to
be
costly
to
do
that
and
who
is
going
to
be
responsible
for
that
cause.
So
then
we
touched
on
that
a
little
bit,
but
that's
a
bigger
problem
that
can
be
solved
once
we
get
the
other
steps
done
got.
H
To
know
we
just
need
to
do
this
very
carefully,
and
john
coughlin
has
just
been
a
good
guidance
for
us
as
long
as
and
mark
ayers.
Thank
you
for
that.
It's
going
to
be
there's
just
so
many
details
that
we
have
to
identify.
A
H
That
was
a
large
discussion
that
there
was
just
so
many
places
and
we
need
more
talk
and
more
investigation
before
we
can
move
forward
action.
A
A
D
A
You
are
on
the
committees,
so
you
get
to
do
that:
okay,
miss
peters,
you're,
on
a
second
second,
okay,
all
in
favor
of
adjourning,
say
aye,
any
opposed,
say,
aye,
the
emotion,
scary!
Thank
you
for
coming.
